A ban on the sale of live animals in pet stores could be among the possible changes in Burnaby’s animal control bylaw when a long-awaited review is completed next month. The review is aimed at reflecting more modern attitudes toward pets and animals, Mayor Derek Corrigan said last July. Among the issues the review is expected to consider is the sale of live animals in stores, which several animal welfare organizations have asked council to ban. “Council has hosted presentations from animal rights groups and been informed how the sale of live animals in pet stores allows puppy mills to thrive,” said Susan and Jake Anthony in a recent letter to council. “As Burnaby residents, we know that the ban of live animal sales in pet stores is the only responsible decision council can support.” The Anthonys also suggested the bylaw be changed to allow responsible pet owners in the please see Group, a3

Group hosts pipeline chat Diverse members call for a more balanced discussion A new group supporting responsible economic development is hosting a forum on the risks and rewards of new pipelines on the B.C. economy. Now that the election’s behind him, newly re-elected Burnaby North MLA Richard Lee can start working on his to-do list. If the election results hold after the final count later this month, Lee is now the only politician representing the BC Liberals at any level of government in Burnaby. And Burnaby Hospital’s renewal is on his list. Fraser Health Authority’s recentlycompleted master plan for Burnaby Hospital is in the hands of the health ministry which will undertake a review before deciding what to do and when, said Lee. The hospital, long in need of renewal, was used as a political pawn by some in the BC Liberal party before the election, and is now “one of the items to be considered by the new [Liberal] government,” he said. “I will follow up with that. I, of course, cannot make a promise at this stage, but I will do my best to bring the renewal project or rebuilding project in the forefront of the ministry’s consideration.” As for Lee’s other priorities, he said he’d like to see the planned seismic upgrades to Alpha and Burnaby North secondary schools go ahead. preference is to build a brand new, and bigger, school to take some of the pressure off North, so far the province has indicated it’s only interested in upgrading the existing building. Lee said if the cost of seismic upgrades is more than 75 per cent of the cost of building new, it’s more feasible to construct a new school. “That’s what happened for Burnaby Central,” he said. “Burnaby Central was initially considered a seismic upgrade project, but they did the calculations and it was

actually more cost effective to build a new school so I’m hoping something like that would happen for Alpha and for Burnaby North.” He’d also like to see a new elementary school built near Holdom Avenue or Brentwood Mall to serve the families living in the highrise towers nearby that have already sprung up or are proposed over the next several years. “That one I don’t think is on the table yet, because the other schools are still capable of handling the students. But that’s my dream project, if there’s a need.

I will be advocating, looking into that to see if it’s feasible and also to see if the numbers of students warrant that kind of development.” Up in the Burnaby Heights area along Hastings Street, Lee said he’d like to improve street parking for merchants, who lost parking during rush hour when the high-occupancy-vehicle lanes were introduced several years back. “Parking is of course the city’s responsibility but I think we can work with TransLink to make it easier for pedestrians around that area. If we can do something to make it more pedestrian friendly, and there’s a role for the provincial government to do it then I will certainly take up that task.” As for concerns that the Liberals’ plan to balance the budget by selling off $800 million in assets could include the sale of the former youth detention centre site at Willingdon Avenue and Canada Way, Lee said, “I’m not aware that piece of land is for sale … I don’t believe it’s on the list.” Asset sales are done by all governments, even the New Democrats, he said. “I don’t think it’s more than 10 per cent of assets have been put on the table. I don’t think that will affect the programs or whatever, it’s surplus [properties].” Lee said the asset sale is a one-time initiative, as there are no plans to continue it in the second and third years of the Liberals’ three-year budget plan. twitter.com/WandaChow

Show based on Burnaby liquidator up for three awards The Liquidator, the reality TV show that follows the wheeling and dealing of Jeff Schwarz, owner of Burnaby-based Direct Liquidation, has been nominated for three Leo Awards. The show garnered nominations for best information or lifestyle series, and best direction and best cinematography in an information or lifestyle series for its producer, Anaïd Productions.

The Liquidator is currently in production for its third season on OLN. Schwarz has gained a fan following as the fast-talking haggler for his buy-and-sell liquidation business on Greenwood Street in Burnaby. The Leo Awards celebrate the British Columbia film and television industry. Winners will be announced June 8.

School fair at Sperling The parents advisory council for Sperling elementary in North Burnaby is holding a school fun fair on Friday, May 24, 4 to 8 p.m. as part of its efforts to raise $25,000 to complete the funding for its new playground. Replacement of the poles typically do not require power to be disconnected but if outages need to be scheduled, BC Hydro will notify customers. The work should be completed in Burnaby by the end of the summer, the company says. BC Hydro’s system includes 56,000 kilometres of distribution lines that require about 900,000 wooden poles to deliver electricity to homes and businesses. Over time, wooden poles need to be replaced due to the effects of adverse weather, insects and wildlife.

Funding TransLink Dear Madam Premier, Congratulations on your stunning win. Now, with a secure mandate for the next four years, it’s time to stop campaigning and get on with the business of running the government. The first order of your new mandate should be to stop dickering with TransLink over funding options and come up with a realistic method of financing roads, bridges and transit in the Lower Mainland. You are far enough away from the next election to be able to take some leadership on this file, and you have an able helmsman in MLA-elect Peter Fassbender, the former vice-chair of the TransLink mayor’s council to help you through this political morass. What we don’t want to see is a referendum on TransLink financing. That might have been a good soundbite during an election campaign but it doesn’t make any sense. For one thing, voter turnout in civic elections is even worse than in provincial elections, and it would be unfair to enable the motivated few — say, folks in urban, transit-rich Vancouver — to vote against new initiatives, thereby eliminating any chances for better transit in more distant ’burbs — such as Surrey and the Tri-Cities. Road pricing, tolls, fares, the sharing of the carbon tax — any number of these ideas should be open and on the table, with you leading the discussion. TransLink has already looked under the couch for change and has found millions of dollars worth of efficiencies. Could more be found? Possibly, but there needs to be some willingness by the provincial government to share the burden and to work with the federal government on more equitable infrastructure sharing agreements, possibly through an enhancement of the gas tax fund. —Tri-City News/Black Press

Polarized politics a costly system

O

ne benefit of the surprising fourth term for the B.C. Liberal Party is that the provincial government won’t be subjected to another big, expensive ideological remake.

Taxpayers are spared a bill of millions in severance pay for deputy ministers and other senior staff who would be purged in large numbers in the left-right lurch that has defined B.C. politics for a generation. BC Ferries will continue as an arms-length operation, with ferry commissioner Gord Macatee in charge of service levels as well as fare caps. The service rationalization that the government set out in the past year will continue. The NDP platform vowed to “position BC Ferries as an integral part of B.C.’s transportation infrastructure.” Freely translated, that means “suck BC Ferries back into government,” as one of their strident supporters likes to say. That would conceal the growth of the subsidy and facilitate the kind of political and union interference that resulted in the

current structure. There will be no $10 million rehash of the BC Rail sale and subsequent seven-year trial, to enrich elite lawyers once again. The NDP promised an inquiry for strictly political reasons, to drag their opponents through the scandal one more time. It was not a prelude to “nationalizing” the province’s train service, dream scenarios of the NDP provincial council notwithstanding. Costly legal confrontations over development projects have been avoided. The Jumbo Glacier Resort proponents finally won a 20-year fight for permits, and the NDP promised to take them away. A larger ideological battle over private power contracts has also been avoided. The B.C. Liberals have been caught by a sudden shift in power markets caused by cheap, abundant natural gas,

but the billions in commitments to independent power producers isn’t the fiasco that critics have described. If all those privately developed run-of-river hydro projects were owned and operated by BC Hydro, the Crown corporation would have to staff them and maintain them all for the next 40 years. We will have a Seniors’ Advocate office, but it won’t be staffed up to duplicate the Ombudsperson’s role of taking complaints. That’s good, since the Ombudsperson has become ineffective, labouring for years over a massive seniors’ report with so many recommendations

it sank like a stone. We have 85 seniors’ advocates now. They’re called MLAs, and they definitely take complaints. They have staffed offices in their home communities and in Victoria. When they’re not doing political work that everyone denies is going on in constituency offices, those office staffers try to help people through the labyrinth of seniors’ at-home and institutional care. A new seniors’ advocate can offer advice at the management level to help the health care system evolve, but only elected politicians are positioned to tell individuals they can’t have what they are demanding. The government should be adding more direct services, not more bureaucrats. There will be many arguments about the failure of the NDP to win against an unpopular B.C. Liberal government that is still weighed down by the harmonized sales tax and other heavy baggage. This election could be the beginning of the end for the old left-right model for B.C. politics.

Fraser flood warning ends Tom Fletcher Black Press

Spring runoff water levels have peaked on the lower Fraser River, and the high streamflow advisory was lifted Monday for the river at Quesnel, Fraser Canyon, Hope and the Lower Mainland. Fraser River levels started easing on the weekend, after the river gauge at Mission reached a high of 5.6 meters on Friday afternoon, but the river and tributaries are expected to continue to run high for the rest of the week. B.C.’s River Forecast Centre warned that the potential for heavy rain in the B.C. Interior this week could cause a further level and streamflow rise in the Lower Fraser. Upstream of Prince George, the Fraser River system peaked late last week, after cooler and wetter than normal conditions in

Jumpstart on Saturday Canadian Tire Burnaby, at Market Crossing, is celebrating Jumpstart Day on Saturday, May 25 to raise money for local families that couldn’t otherwise afford to register their children in organized sports. The day-long fundraising event, for Jumpstart’s Together We Can Help All Kids Play campaign throughout May, encourages customers to donate $2 in exchange for a red ball, a national symbol for child’s play.

The Burnaby store, at Byrne Road and Marine Way in South Burnaby, will also feature a charity barbecue and GoClean waterless car washes. To date, donations to Jumpstart have allowed 3,608 children in Burnaby and New Westminster to participate in sports and recreation programs. Metrotown is also a major bus exchange, with direct bus services to almost every sub-regional service area. Both facilities are operating at or over capacity, and have significant access and accessibility challenges. With funding provided through the Building Canada Fund, TransLink, in partnership with the Federal and Provincial governments, is about to undertake substantial upgrades to the station and bus exchange. Tina is working on leading a healthier life and wants to continue this with the Kin’s Green Fighters challenge. Tina Palazzo knew taking on the Kin’s Green Fighters Challenge wouldn’t be easy. Undoing bad habits and exercise inertia to commit to better health and fitness never is. But what she dreaded most was some of the very public tasks she had to complete, including producing and starring in her own video to be posted on YouTube. “I think this haunted me until the day I was done,” says Tina, who’d never before made a video. But she tackled the task pragmatically, one step at a time. “There is a problem, find a solution and act on finding a resolution.” Her approach paid off, as she won the challenge for best Youtube video, which included a gift certificate for the Scandinavia Spa Resort in Whistler. Dix staying on as B.C. NDP leader Tom Fletcher Black Press

Adrian Dix is staying on as B.C. NDP leader while the party reviews its performance in the May 14 election and prepares for four more years in opposition. Dix didn’t specify a time frame for the election postmortem, but said he will work to prepare the NDP opposition to hold the government to its election commitments. “I assure you this review will spare nothing and no one, least of all me,” Dix told a news conference in Vancouver Wednesday. “It must address the strategy and tactics we employed in the election, and it must examine the fundamental question of who we are as a party and our relationship with the people of B.C.” Dix took responsibility for mishandling a campaign that began with the NDP expecting a strong majority government after four years of turmoil in B.C. Untreated Hearing Loss Affects Baby Boomers Still in the Workforce.

rnest Hemingway once said, “Retirement is the ugliest word in the language” and in today's society, it is true. Many baby boomers may yearn for retirement, but uncertain finances and healthcare have influenced the need to stay in the workforce longer.

It has been reported that the percentage of workers between the ages of 65 to 74 is expected to increase by 83.4 percent from 2006 to 2016. But as boomers stay in the workforce longer, untreated hearing loss may sap their incomes and employment. Research reported by the Better Hearing Institute demonstrated that the use of hearing aids reduces the risk of losing income by 90 to 100 percent for those with mild hearing loss and 65 to 77 for those with moderate to severe hearing loss. Those with moderate to severe hearing loss who use aids are twice as likely to be employed as their peers who do not use. The verdict seems clear. Boomers with hearing problems “can continue doing their jobs at a satisfactory level if they do obtain hearing aids,” said Robyn Cox, PhD, a professor of audiology at the School of Communication Sciences and Disorders at the University of Memphis. Then why are baby boomers not having routine hearing checks and, if they do have hearing loss, use hearing aids? Dr. Cox said she believes the problem is innate in current medical care. “Routine hearing checks are not part of the culture,” she said. “We get all types of checks but neglect our hearing. We have not taught people to realize that hearing needs to be checked.” Hearing aid use expectedly suffers when Individuals do not receive hearing checks. “Many don't know they have hearing problems,” Dr. Cox said. “Many do, and don't know what to do about it. We have made it difficult to Figure out.” An effort needs to be made to get baby boomers focused on their hearing, which will not only change the culture surrounding hearing healthcare, but also urge employers, health insurance companies, and primary care physicians to focus on hearing loss. “We haven't produced evidence for who needs to get hearing screenings, so we haven't encouraged people to do it,” Dr. Cox said. “Primary care physicians don't think about hearing care, and health insurance companies don't include hearing checks as preventive measures. When you go get your physical, a doctor should ask about your hearing and maybe, if you are a certain age, require you to get a hearing test.” Most of the damage has already been done to baby boomers' hearing but, that does not mean it cannot be addressed. The best advice is to be proactive in obtaining hearing healthcare, Dr. Cox said. “People frequently notice hearing problems numerous years before they seek help,” she said. “There is reason to think that the longer they wait, the more difficult it is to make up the ground that gets lost.

In general, it would be nice if as people age they would pay attention to their hearing needs just as much as vision needs.”
