around the world. For one Rotarian from the Rotary Club of Whitehorse-Rendezvous, one cause is of particular importance to him. Ramesh Ferris was paralyzed by polio as an infant and his mother could not provide him with the care he need so she placed him in an international or-
phanage. He was adopted by a family from the Yukon where he underwent a series of surgeries and physical rehabilitation. By age four, he had learned to walk on crutches. Recently Ferris traveled to India which is marking two years without polio where he met Rukhsar Khatoon, the little girl
who contracted India’s last case. Although the world is now 99 per cent poliofree, Rotarians will continue to work diligently until the world is 100 per cent free of this disease. Ferris also lead the Walk to End Polio held on Sunday, May 19.

The Cariboo Regional District has endorsed its new 10-year Solid Waste Management Plan. Earlier this year, the province of British Columbia’s Ministry of Environment approved the plan with a few conditions. “It’s exciting that the CRD’s new Solid Waste Management Plan, which was created in collaboration with our residents for our region, has received provincial assent,” CRD Chair Al Richmond said. “I would like to extend our gratitude to the Advisory Committee and regional residents who participated in the development of this new plan through committee meetings, open houses, surveys and emails. This is building communities together in its purest form.” As a condition of the Ministry of Environment’s approval of the CRD’s Solid Waste Management Plan, a Plan Monitoring Advisory Committee will be formed to facilitate on-going public involvement during implementation of the plan. The plan is designed to achieve improved environmental management of solid waste transfer and disposal sites and encourage further diversion of materials from landfills. These actions will conserve resources, create job opportunities and reduce greenhouse gas emissions. The approved plan outlines how
solid waste, including recyclables, will be handled in the region for the next 10 years. Highlights include: • recycling access for all CRD residents; • improved operation of nine of the CRD’s refuse sites to improve diversion, achieve greater efficiencies and reduce environmental risks; • organics diversion; • improved wood waste management; and • increased education, including easy access to waste management information. Phase one of the implementation schedule will start in 2013 and end in 2015. This phase will focus on transfer station improvements and providing recycling access. Subsidized backyard composter sales are also a phase one initiative. The first composter event took place May 1, 2013, in 100 Mile House, Quesnel and Wells. Subsidized sales will return in the spring of 2014. Phase two spans 2016 to 2018 and will focus on the establishment of Eco Depots in Williams Lake, 100 Mile House and Quesnel as well as a centralized windrow composting pilot project. The final phase three will see the continuation of initiatives which commenced in phase one and two, and completes the 10-year plan in 2022.

With our fantastic array of food vendors – six in total – you will be able to spend your entire day at Relay For Life. Visit with a cancer survivor, walk a lap with members of another team, or just sit and appreciate the day as you listen to our entertainers. Be sure to take a stroll down the scenic tour to visit our Health Promotion tent and go participate in a midfield activity at Shiraoi House. We finish our Relay For Life with remembrance. As the sun sets and tents are packed up, we line the track
with the hundreds of luminaries purchased to honor and support loved ones who have or are facing cancer. This moving remember ceremony includes the candlelight laps in which all Relay participants walk the track carrying candles lit from a single flame. We hope that we will see all of you at Relay For Life, whether you are a participant or not. We remind everyone that no tobacco, alcohol, or pets are permitted in the park during Relay For Life and ask you to please respect these rules. Do You or a Family Member Qualify for the RDSP? The Registered Disability Savings Plan (RDSP) was introduced in 2008 to help individuals with severe and prolonged disabilities save for their long-term financial security. However, many Canadians have not yet taken advantage of its benefits, which can help disabled individuals provide a better future for themselves and their families. A participant may hold only one RDSP account, which is limited to a lifetime total of $200,000 in non-government contributions. Contributions are not tax-deductible, and the plan is not designed as a short-term savings vehicle or for regularly withdrawing money in the short term. RDSP benefits include the following: • Contributions accumulate tax-free until the money is withdrawn. • Contributions do not impact federal benefits and have little, if any, impact on provincial benefits. Government Grants and Bonds Available If eligible, you can help build your RDSP with government grant and bond contributions. Savings bonds – The government may pay into an RDSP a Canada disability savings bond of up to $1,000 annually, up to a maximum lifetime limit of $20,000, dependent only on family net income with no personal contributions required. Savings grants – An RDSP beneficiary may receive a Canada disability savings grant of up to $3,500 per year, up to a maximum lifetime limit of $70,000. The amount is based on contributions and family net income. Both bonds and grants are available until the year the participant reaches age 49. Generally, bonds and grants must remain in the account for at least 10 years before a withdrawal may be made, and withdrawals must begin by the end of the year in which the participant reaches age 60. Additionally, for any account established on or after January 2011, the RDSP may carry forward unused grant and bond entitlements up to 10 years preceding its opening. Rollover Option As of July 2011, a deceased individual’s Registered Retirement Savings Plan (RRSP), Registered Retirement Income Fund (RRIF) or Registered Pension Plan (RPP) can be rolled on a tax-deferred basis into an RDSP for a financially dependent infirm child or grandchild. This option is often overlooked. It’s important to be informed about the steps you can take today for your financial future, including knowing if you or a family member may qualify for the RDSP. Democracy without demos

ur shiny new Liberal party has the backing of a full half of half of the electorate. What a mandate. And I bet, if you asked the stalwart Liberal voters why they went red, almost half the people would say they were really voting against the NDP. Voting against a party is a time-honoured B.C. tradition. Even if you give the Liberal voters the benefit of the doubt, Clarke’s party, but not Clarke, have a majority based mostly on apathy. There are two possible places to lay the blame for a democracy without a ‘demos’. It’s either the demo or the cracy that’s failing us, or both. From the look of the last election, there’s plenty of blame to go round. Neither the people, or ‘demos’, or those in authority, the ‘kratos,’ seem to be properly engaging in the institution. Or rather the demos are opting out and the kratos have decided now is the time to increase their authority. Party politics is grabbing onto our MLAs and MPs so no one utters a sound bite that runs in the least bit counter to the party line, while listeners tune out because the party line is usually a sentence of buzz words that sounds like it just might mean something, but doesn’t quite. It’s a little like those T-shirts that used to come out of Japan and China with a lot of words that sound nice, but you just can’t quite fish a meaning out of the pond of letters. So what’s the punishment for this meaningless talk aimed at muddying the pools? According to the people of B.C. it’s to stop voting. Either that or people have grown exponentially lazy over the years, because elections B.C. or Canada will bend over backwards to get you to mark that X. The only people who still seem to believe in the system are the members of the two main parties and a smattering of folks in the middle who haven’t quite lost their last drip of belief in the foundering system. Everyone’s looking for solutions these days, mostly in the direction of technology because everyone knows the millenials (latest techno-saavy generation) live on the Internet. But maybe, just maybe, the answer isn’t in a new gimmick but actually having politicians that don’t routinely lie, slag their competition, bilk the electorate and just act like, well, politicians. But there’s the hard road, with no easy answers to pave the way. Maybe all we can do now is complain and send enough emails to our politicians to scare everyone but the most communityminded from even looking at a seat in Victoria. Or maybe you have a better plan – then please do tell, because it doesn’t get much worse than this before things really start to get weird. – Jonas Gagnon

would like to take this opportunity to speak about the recent provincial election and I would like to start by thanking our outgoing MLA Bob Simpson. He has been serving the Cariboo North as our MLA for the past eight years and I appreciate his consistent dedication to the area he served. Against the predictions of the pollsters, Christy Clarke has pulled the bunny out of the hat, gaining a few seats in the bargain. It would appear that the people who vote don’t have the short political memories politicians generally count on, denying the reins of power to the NDP.

Just 50 per cent of eligible voters bothered to cast ballots, the Liberals getting 44.41 per cent of the popular vote, more than enough to form a majority government. That is quite a statement of voter disengagement from the process. Truly, the world is run by those who show up. Considering the wired world we live in, it cannot be attributed to lack of information, speaking instead of voter disinterest
and lack of faith in the system as a whole. At a time when the women of Afghanistan are risking life and limb to partake in elections, it is nothing short of shameful that so many are disillusioned to the point of political apathy. We need to ask ourselves why this is the case. Would voting on line have increased the numbers, appealing to the younger voters? Perhaps, but that is something that is not
yet being considered at the federal level either. Would proportional representation have made a difference, creating a broader spectrum of political input and lessening the likelihood of an overwhelming majority? We’ve twice rejected this as an alternative by referenda. There is a national political malaise stemming from the shenanigans of politicians
who abuse their office for personal gain and entitlement; Senators, MP’s, MLA’s/MPP’s and mayors of major cities who think that feeding from the public trough is their right and that they are above accountability. Provincially, we had a choice of party leaders, one a SkyTrain fare evader, the other a traffic violator and a slate of candidates that fell like grass even before the election, cut down by
the scythe of political correctness. Our society has high standards for professionals and trades – the people that feed, educate, keep us healthy and our economy functioning. It’s time we expected more from those that seek public office besides good hair, charisma and promises of change that never materialize. Todd Birch Quesnel

2013 Giant Pumpkin Contest kick-off Every fall, just before Thanksgiving, the Quesnel Farmers’ Market hosts a Giant Pumpkin Contest, during which prizes are awarded for the three largest pumpkins grown in the Cariboo. And this year is your chance to be one of the winners. To make it easy for you, vendors at the market have started some giant pumpkin plants ready for you to transplant at home. These seedlings will be available this Saturday, May 25 and the next, June 1, as well. Along with the plants, you will probably to be able glean some tried and true suggestions for growing the “big one”. So come on down to the Quesnel Farmers’ Market this Saturday. Make a morning of it; enjoy a cup of strong, freshly brewed coffee, shop for pastries, breads and other goodies and stock up on all those early spring greens, like radish, lettuce, spinach, asparagus and much more. The market also features a full array of annual and perennial bedding plants and flowers, plus specialty items like birch syrup and garlicbased sauces and vinaigrettes. It is the perfect place to find unique gifts, with more than a dozen artisans selling their wares. This Saturday, you can enjoy the singing and guitar playing of Family Brown. Viola Silvesta Beat
Mar. 19, 1912 ~ May 20, 2013 Our beloved Mom, Viola Beat, met her Lord face to face on May 20. She is predeceased by her loving husband James Willard Beat and will be greatly missed by her children Jim Beat (Pat), Gene Beat (Victoria), Sylvia Delport (Elmer), Bernietta Chambers (Brian), Ruth Manky (Gerald), Willa Knol, deceased (Dan), 20 grandchildren, 1 deceased, 26 great grandchildren, 1 greatgreat grandchild and one brother Royce Irby in Oregon. Viola (Irby) was born in Scottsbluff, Nebraska. As a child she lived in many western states before she went to bible college in San Francisco and became a pastor. She soon met and married fellow preacher Willard Beat; together they had six children. Through their adventuresome spirit and much prayer, in June 1951 they packed their family and belongings in a modified bus and moved to Quesnel, BC. Here they became very involved in the community and ministry, starting a Sunday school and church in Bouchie Lake Hall and helping develop the fledgling Bethel Tabernacle church in town. Viola was a great
bible teacher who loved to study the Word. After the death of her husband, Will, she lived in Kamloops for fifteen years. There also her love and acceptance impacted many lives - young and old. Viola’s center was her relationship with God. She had a thirst for all kinds of learning - the arts, history, maps, music, games, words and books, books, books. This creativity and passion, she has passed on. Her family and friends will remember her with joy. The family would like to thank Dr. Craig and the Dunrovin staff for their outstanding care of Viola. There will be a Memory Tea on Saturday, June 1, 2013 at Bethel Church.

We are very sad to announce the sudden passing of Rolan Fardal, who died tragically May 10, 2013 in a motor vehicle accident. Rolan was born in Quesnel. He leaves behind his loving wife Lara and his two young sons Brodie (6) and Devon (4). Lovingly remembered by his father Arne (Marlene), mother Lorraine, sister Heidi (Darren) and nieces and nephews.

man ran onto a beach very eager to go for a swim and suddenly came to a grinding halt - remembering that his pockets were still full. He took his wallet, smartphone and car keys, wrapped them in his towel and ran into the waves with the knowledge that these precious possessions were safe from damage. Those three items represent three things so important in every person’s life – so much more than their replacement value. The wallet represents the Pastor Brian Dean things on which we spend our money. Lakeview Church Whether we lean toward ascetism or prosperity theology, this much remains true: we spend our money on our priorities. Our phone is now our diary and so much more than a mobile telephone. The way we spend our time, including that which never finds its way into a diary, give a glimpse into our value system. Finally, vehicles take us to people and places. Someone once said, “Show me your friends and I will prophecy your future.” There is real truth in that statement. In the book of Matthew in the Bible, Jesus speaks about the value of different things and how they affect us. His statement, ”Seek first His (God’s) kingdom and His righteousness,” is so profound and yet we often gloss over it with a knowing nod. It represents a shift in thinking; a change to our default setting; a realignment of the way we see our lives and world around us – the glasses of self are removed and we begin to see value through God’s eyes. When we look at our time, money and company, what do they reflect? It reminds me of that saying, “One life, will soon be past. Amazing Aerobatics: a family affair
ANNIE GALLANT Observer Reporter Spectators rolling their eyes skyward may think they’ve been transported back to the 1940s when Bud Granley takes to the air. However, his T-6 Harvard single engine aircraft is all about what crowds want to see at a modern airshow like Skyfest - Quesnel’s International Airshow, Aug. 3 – 4. The vintage plane launches its performance with a snaproll on take off and continues to amaze through a 2,200-foot climb and many other outstanding moves. Bud isn’t alone in his performance, bringing in his son Ross who is just one of several of Bud’s offspring who have careers in the sky. In fact his family history is littered with pilots. The Granley team’s aircrafts includes a Fouga Jet, a two-seater jet-powered trainer aircraft which allows these skilled pilots to create stunning rolling performance. But possibly the most visually
arresting performance is the father and son in Yak-55s, which are single-seat, aerobatic Russian aircrafts. Sychronization, take-off rolls, tumbles and turns, flips and loops wow spectators from takeoff to landing. Bud admitted his love of flying began at the age of nine, after seeing his father land a Tiger Moth biplane at his uncle’s farm. Together with his two brothers, Bud joined his father in a flying career which included time in the Royal Canadian Air Force both as a pilot and instructor on his beloved T-6 Harvard. Using this aircraft, Bud began his career in air shows through demonstrations of the T-6 for the air force. He flew for United Airlines until retiring in 1997. Of his six children, three served in the Canadian Armed Forces; two flew with the Snowbird aerobatic team and are now airline pilots. His son and team partner Ross was a pilot with Canadian Armed Forces and also a Snowbird pilot, a fighter pilot as well as a flight
instructor. Transitioning to civilian life, Ross and his family joined Bud in Washington state where he is also a United Airlines pilot. One of his ongoing passions is performing with his father and entertaining flying enthusiasts. Skyfest – Quesnel’s International Airshow is scheduled for Aug. 3 – 4. LAWN & GARDEN Tips on how to survive mosquito season With the hot, humid and dry summer months ahead, we can finally look forward to being outdoors and enjoying all the fun activities summer has to offer. However, summer is also a time where mosquitoes and deer ticks like to roam and make our lives miserable and uncomfortable. Here are some tips and recommendations to make sure you make it through mosquito season: • Wear light-coloured, loose clothes and avoid scented products when outdoors, especially from dusk to dawn, which is the peak feeding time for mosquitoes. • Remove areas of standing water near your house as they can be breeding areas for mosquitoes. • Clean Gutters: gutters clogged with debris allow stagnant water to form perfect landing zones for mosquito eggs. • Wear closed shoes and a hat to avoid deer ticks. Tuck pants
into socks. • Inspect your clothing and body after exploring wooded or grassy areas. The best way to reduce bites is to use an insect repellent when spending time outdoors in mosquito-infested areas. Unfortunately not everyone takes these precautions.
According to a survey conducted by Harvard University for the Harvard School of Public Health Project on the Public and Biological Security, 45 percent of adults in the United States did not take precautions to prevent mosquito bites. Some theorize that it’s because some
older repellents with DEET are greasy and have an unpleasant odour, so people don’t like to use them. Many people don’t realize there are new odourless and nongreasy products on the market today that make taking precautions against bug bites much easier. In fact, Avon, the

Barkerville Rush Relay
To Barkerville and back again: a runner’s tale Local athletes Ian and Veronica McIlvenna were already the topic of discussion among participants in Sunday's 10th Barkerville Rush Relay weeks before the race was held. Those who had participated in previous BBR's were already familiar with the challenging course, where thousands of feet of elevation are gained and lost in proceeding 100 km along the hilly route from Quesnel airport junction to the height of Summit Rock above Richfield, and retracing to Wells. Indeed, two years ago the race organizers modified the normally eight-person format to allow splitting the three 17+ km stages in half, allowing teams of up to 11 persons, and thereby reducing the intimidation factor. This year four teams entered in this 'Over Eight' category. No one could truly see
themselves completing this race on their own, as this couple planned to do. In order to try to complete the event before the last team expected to finish, Veronica elected to make an early start, setting off from the giant goldpan parking lot at 5:30 a.m. Her parents Josef and Pavla Fiala drove along as support. Ian chose to start with the general mass start at 7 a.m. In short order it was clear that Ian's capabilities and determination were formidable. He led the pack from the start and increased his lead through the first stage, to set the fastest time for Leg One. Amazingly, despite the fresh runners in subsequent stages posting better times, Ian also completed the final stage with the fastest time, and, with a total overall time of 9 hours 16 minutes 26
seconds, was a scant six minutes behind the first place team, the Open Men's Baker Bobcats! Veronica finally had some company half way through Stage five as the fresh team runners began catching up. She related that the steep run in the snow from the Richfield courthouse up to the turnaround and back was truly tough and she was very grateful to Trevor Patchett for playing the role of running buddy on this stretch. “On the way down I just focused on where Trevor's feet were landing and I stepped into his footprints. It was a strategy we had planned ahead of time and it was a great help,” she said. Veronica's tenacity was rewarded with loud cheers and clapping as she trotted the last 100 meters to the finish line. Her total time was a very laudable 11:14:19. All the expected
camaraderie was on display as teams cheered their mates on, and two teams showed imagination and effort in coming up with fun costumes. The 'Bon Bons on The Run' narrowly beat out the 'Rainbow Brights' on the applause meter to take the award for best costumes. The draw prize for the gold nugget was won by Judy Huska. Many factors contributed to the event success this year: a great complement of volunteers manning road crossings and refreshment stations, setting up and transporting equipment and signage, Judy Campbell's mountain guides, and in particular, the engaging hosting of the awards ceremony by Don Cunningham; the great meal served up by Jean's Side Door Catering; the gorgeous and historic backdrop of the course – Cottonwood House, Mexican Hill,
Lightning Creek, Blessings Grave, Stanley Cemetery, Devils Canyon, Jack of Clubs Lake, Barkerville town and Wells: and of course, the superlative weather conditions which stood in stark contrast to the cloudier and wetter days before and after. Gratitude must also be expressed to Dianne Dagneau of Primerica and the Running Room, represented by Dan Desveaux, for their material and financial support, to the Friends of Barkerville for access to the town site and welcoming information packages and to the community of Wells for their help and facilities. Less big game was reported seen during the race this year, but moose and black bears were seen in numbers by those on the road back to Quesnel around dusk. Fourteen teams competed in the relay this year, a significant drop from the 20 teams
in 2012 and the 25 teams in 2011. Race Director Dianne Dagneau said that the race committee did not do any promotion because the banquet venue cannot support more than about 25 teams and then two expected teams dropped out due to injuries and the inability to replace runners and another three regular teams had other commitments this year. None-the-less the numbers were sufficient to achieve break-even on costs once again and Dagneau expressed great confidence that next year, under the management of new Race Directors Stacey and David Osmond, the event would continue to be a great success. The Lawn Bowling Club took to the grass for the very first time this season. The club house has gone through the beginning of spring cleaning, with relaid bricks on the patio. Still to come with the balance of the grant money, president of the lawn bowling club Claude Mercereau said, is some work on the edging, along with some sod, to keep everything looking good.

While you were lazing your way through the grey weather of the May long weekend, cowgirls and cowboys were in Keremeos at the Elk Rodeo or at the 100 Mile House Rodeo working their horses and bulls to make the grade. The choice for most Quesnel riders was 100 Mile House. Gold Pan resident Steve Lloyd took second in tie-down roping, with Brad Thomas of Williams Lake coming in just on top of him and Ty Lytton of 100 Mile House coming under him in third. In steer wrestling, Logan Wharry of Langley took first, followed by Riley and Joel Isnardy of Cache Creek in second and third respectively. Quesnel rider Richard Glassford was first in breakaway roping. Houston’s Kyle Bell took second and Troy Gerard of Savona and Katrina Ilnicki of Williams Lake were all tied up in third/ fourth. Colleen Duggan of Cache Creek was the fastest lady in ladies barrel racing. Prince George’s Judy Hyde took second, followed by Melanie Beeton, also of Prince George. Williams Lake’s Callie Hume circled the barrels fastest for the juniors. McKenzie and Brett Wills, both of Quesnel, took second and third
respectively. In junior steer riding, Kyle Bell of Houston took first, followed by Wendell William of Williams Lake and Rikki LaViolette of 150 Mile House in second and third. In team roping, Neal
