the seat of Coun. Marvin Hunt, who just became the Liberal MLA-elect for Surrey Panorama. Hunt had planned to serve as MLA while remaining on Surrey council until Jan. 1, 2014 to prevent a pricey byelection, which could cost between $600,000 and $800,000, according to city staff. B.C. Premier Christy Clark is urging him to take an unpaid leave of absence. However, Hunt doesn’t have support of his colleagues to make that move. After 23 years on city council, Hunt was elected May 14 as the Liberal MLA for Surrey-Panorama. He told The Leader before the election he planned to do both jobs, while donating his council pay to charity. At a Liberal caucus meeting Friday, the premier urged any councillors elected as MLAs to take an unpaid leave of absence from their civic jobs in order to avoid byelections. Hunt told The Leader Friday he had dismissed the notion of doing both jobs and was pursuing the leave, which requires the ascent of council. Marvin Hunt However, as of Friday, it appeared he wouldn’t have the votes for it to pass. A straw poll conducted by The Leader indicates that the majority of council is against him taking a leave of absence. Couns. Barinder Rasode, Tom Gill, Linda Hepner, Judy Villeneuve and Barbara Steele said they don’t favour his taking an unpaid leave. “I think if he’s not going to be attending meetings, he should reconsider his position,” Villeneuve said. Steele said Hunt will be sorely missed on council, but prefers a byelection to leaving his seat vacant for a protracted period. Hepner said it’s important to fill Hunt’s seat as soon as possible. Rasode said the cost of the byelection is “a statutory amount that is set out in our budget... so it won’t be undue hardship on our budget.” Many of them say the civic democratic system calls for a byelection for a vacant seat and others say there would be an increase in the number of proposals brought to council dying on a tie vote. Mary Martin and Bruce Hayne, along with Mayor linda Hepner Dianne Watts, approve of him taking unpaid leave. Watts said the cost of a byelection could be far better used for some public amenities. The election would be held 80 days after a Chief Elections Officer is appointed, which will happen as soon as the clerk is notified the seat needs to be filled. Hunt said Friday he’d be bringing a motion before council for a vote on Monday night. The Delta recipients included Rowan Laird, Thomas Dolynuk and Julia Baum, while those honoured from Surrey were Emma Attfield, Emma Cummings, Lindsay McJannett, Shelby Priest, Erik Hilmer, Evelyn Chua, Ashley Morin, Safeer Jivraj, Sabrina Damji and Alysha Damji. The Duke of Edinburgh’s Award is an
international award for participants between 14 and 25. There are three levels: bronze, silver and gold. To earn the gold award, the youth had to complete five sections: volunteer service, a skill, physical recreation, an adventurous journey, and a residential project. Police seek booze bandits
RCMP ARe asking for the public’s assistance to identify two men alleged to have used a stolen credit card to purchase more than $1,500 worth of alcohol. On May 18 at approximately 9 p.m., two men bought the alcohol from the White Rock Liquor Store, in the 15100-block of North Bluff Road. The credit card used was later discovered to have been stolen from a vehicle in Surrey. The first male is described as Indo-Canadian, 45 to 55 years old, with a moustache and balding dark hair. He was wearing wire-rimmed glasses, a grey sweatshirt with a white stripe across the chest and black sweatpants with a white stripe down the leg. The second male was also Indo-Canadian, described as between 25 and 35 years old, approximately 6’ tall, and wearing a grey, striped dress shirt and blue jeans. The outcomes, he said, have left him astounded. Adding to the outcomes is that it costs the taxpayer virtually nothing because the private sector has stepped up, he said. He noted that while the group reached a 44.4-per-cent reduction in fatalities, statistics indicate getting more than 50 per cent is not likely. “Statistically with sprinklers and smoke alarms, you’re not going to get zero (fatalities),” Garis said. The best
that could be achieved is to cut the number of deaths in half. “And we’re almost there,” he said. He noted that to be successful, the program needs a continued and sustained push. “This win is fragile, and it runs the risk of returning if we don’t maintain it,” Garis said. “It’s like an inoculation (program), you need to do it forever.” Anyone who wants to become involved in the B.C. Flood warning ends Fraser River peaks by Tom Fletcher SPRing Runoff water levels have
peaked on the lower Fraser River, and the high streamflow advisory has been lifted for the river at Quesnel, Fraser Canyon, Hope and the Lower Mainland. Fraser River levels eased after the gauge at Mission reached a high of 5.6 metres. Upstream of Prince George, the Fraser River system peaked late last week, after cooler and wetter
than normal conditions in late April. Snow levels were near normal in most areas of B.C. after this winter. The Nechako and Vancouver Island regions had below normal snowpacks, with moderately high snow accumulations in the North Thompson, South Thompson, Okanagan Kettle and Stikine watersheds. The Upper Fraser had the highest snowpack, more than 120 per cent of normal.

ear Madam Premier, Congratulations on your stunning win. Now, with a secure mandate for the next four years, it’s time to stop campaigning and get on with the business of running the government. The first order of your new mandate should be to stop dickering with TransLink over funding options and come up with a realistic method of financing roads, bridges and transit in the Lower Mainland. You are far enough away from the next election to be able to take some leadership on this file, and you have an able helmsman in MLA-elect Peter Fassbender, the former vice-chair of the TransLink mayors’ council to help you through this political morass. What we don’t want to see is a referendum on TransLink financing. That might have been a good sound bite during an election campaign, but it doesn’t make any sense. For one thing, voter turnout in civic elections is even worse than in provincial elections, and it would be unfair to enable the motivated few – say, folks in urban, transit-rich Vancouver – to vote against new initiatives, thereby eliminating any chances for better transit in more distant ’burbs such as Surrey and the Tri-Cities. Road pricing, tolls, fares, the sharing of the carbon tax – any number of these ideas should be open and on the table, with you leading the discussion. TransLink has already looked under the couch for change and has found millions of dollars worth of efficiencies. Could more be found? Possibly, but there needs to be some willingness by the provincial government to share the burden and to work with the federal government on more equitable infrastructure sharing agreements, possibly through an enhancement of the gas tax fund. While you are looking into the TransLink funding gap, it might also be time to overhaul the way decisions are made. TransLink’s structure – an appointed board of directors in control of all decisions except major revenue increases – is an anomaly worldwide; most other cities have democratically elected representatives who answer directly to their constituents. If you’re going to take credit for the wins (the Evergreen Line, for example), you have to be prepared to get in the mud and continue the hard work. – Black Press

ike those Japanese soldiers who didn’t hear about the end of World War II, the militant fringe that controls the B.C. Teachers’ Federation is digging in for an endless battle against the B.C. government. Their nemesis, Premier Christy Clark, reiterated last week that seeking a 10-year agreement with the BCTF is a top priority when the legislature is recalled this summer. The current one-year truce ends June 30. The BCTF grudgingly agreed to that extension last year, then ran TV ads calling for an NDP government that promised concessions and union bosses on both sides of the negotiating table. “You know, I may be a lame duck,” outgoing BCTF president Susan Lambert crowed to cheering classroom-warfare radicals at the union’s convention in March, “but I think Christy’s goose is cooked.” We’ll never know how much this sort of gloating contributed to the epic collapse of the NDP, champion of public sector union members whose pay and benefits make them the new upper class.

It doesn’t challenge individuals to take direct action against exploitation, marginalization and violence.” In case you missed the political message, Larson later asserts: “The educated citizens we graduate from our schools cannot just be content to wear a pink shirt once a year…. Educated, engaged citizens must be willing to take direct action to change and shape our society for the better.” What is this ghastly “status quo” that must be challenged by “direct action”? In these campus-radical screeds, the final answer is generally the same: capitalism. This call to arms is a blend of the NDP election platform and a rant from the Occupy Vancouver squat of a couple of years ago. Inspired Who will speak for all British Columbians? by the support
i just wanted to express my
gratitude for following my talks at North Delta Secondary. It has been my dream for a few years now to be talking at high schools and other venues. I thank you for covering that. The feedback has been incredible. I already have two more talks lined up. Being covered in Kevin Diakiw’s special series “Hard to Help” has brought amazing encouragement and inspiration to many people. It’s kind of funny, I can’t go out without someone saying “hey I saw you in the paper and I really support you being so brave, you’re helping a lot of people.” You guys are helping make my dreams come true. I thank you for that.
the Defeat of independent MLAs John van Dongen and Bob Simpson will be a serious loss to our province. They were sometimes more effective in drawing attention to flaws in government policy than the official Opposition. Van Dongen’s relentless pursuit of truth concerning the B.C. Rail deal and the $6-million payout for the Basi-Virk legal fees is well known. Recently he took a firm stand against Van-
couver’s waste-to-energy plan. Bob Simpson worked hard to prevent government gifting of thousands of acres of forests to giant companies. He also vigorously opposed the Pacific Carbon Trust which has siphoned off hospital and school funds and given them to corporations. Not constrained by a party whip, they were free to speak on behalf of all British Columbians. Who will now battle for us when the
Liberals discontinue money-saving programs like the Therapeutics Initiative? Government MLAs will be muzzled by the party whip. We don’t know yet what NDP members will be instructed to focus on. Has the time come when all of us need to acquire the boldness and will to represent our views and concerns directly to the government?

why is there so much garbage on both sides of 100 avenue, especially on the edges of the Green Timbers Urban Forest? I’ve travelled twice daily on 100 Avenue from 156 Street to King George Boulevard for over 10 years now. What used to be a pleasant drive through an urban forest has turned into a visit to the city dump. I’ve never seen such obvious disrespect for the environment. Not even “Earth Day” prompted the locals nor the city to pick up the stuff. Not even the city guy(s) who cut the grass these last couple of weeks felt it their duty to pick any of it up before taking the blade to it; now it’s in zillions of tiny pieces. This comes not too long after I’ve noticed: • People are moving out of some of the older homes in that area. •The city set up a “median refuge crossing” at the parking lot’s entrance • People are parking at the corner of 140 Street... please, the ground is not your personal garbage can. Thank you. I wrote to the Rotary Club last Friday to let them know that they have their work cut out for them as it looks like they volunteered to adopt the street.

minal proposed on the city’s riverfront, saying concerns raised about environmental impacts are not serious enough to trump economic development. And CEO Anita Huberman indicated the business organization may well take the same stance on the proposed twinning of Kinder Morgan’s oil pipeline. She said the board of trade is satisfied with assurances from Fraser Surrey Docks that various strategies will minimize the escape of coal dust from trains and from the proposed terminal that would load four million tonnes of coal per year onto barges. Huberman called the $15-million project good for Surrey and the region. It would create 50 jobs, half at the Surrey terminal and the rest running the barges or at a transhipment point on
Texada Island. “We have to stop saying ‘no’ to everything and that’s what I think is happening sometimes in South Surrey,” she said. “Yes the environment is important… The economic argument for us is the winner.” Huberman said she “absolutely” wants Surrey’s mayor and council, which have so far stayed on the fence, to take a firm stand in favour of the coal terminal. She’s pressing other stakeholder and neighbouring business groups to do the same. The South Surrey/ White Rock Chamber of Commerce has not yet taken a position on the coal terminal either – its board will consider it next week – and Huberman said she had hoped the two groups could have adopted a united position by now. The chamber in New Westminster, where the
project has also hit opposition, issued a statement saying it believes Fraser Surrey Docks deserves the chance to expand, provided there’s formal agreement on open and transparent community engagement, and the use of carbon offsets to address climate change concerns. Huberman said the board of trade will soon take a formal position on the Kinder Morgan pipeline and although she couldn’t officially say support is pending, she expects “the same lens of the economy and job creation will be factored in on that topic also.” The right-of-way for Kinder Morgan’s existing pipeline snakes through heavily developed sections of North Surrey. “It will impact Surrey because the pipeline will be going through part of Surrey,” Huberman acknowledged, but noted having a pipeline in the

BC Children’s Hospital helps kids get care closer to home BC Children’s Hospital has played a big role in Kaitlyn Morovic’s life. The three-yearold was born with Down syndrome and two holes in her heart, and spent the first six weeks of her life in the hospital. Her mother Heather still raves about the care Kaitlyn receives at Children’s while also celebrating the fact that she now has what she calls her “direct link” to BC Children’s in the form of Richmond-based pediatrician Dr. Erik Swartz. “Dr. Swartz has expertise in Kaitlyn’s condition and everything that’s secondary to it,” Morovic says. “Although Children’s is just 20 minutes away, it’s great to be able to get an appointment quickly with Dr. Swartz, and he’s just a few minutes from home.” Swartz works in the General Pediatrics Clinic, which is part of the Child Health Centre at Richmond Hospital. The Child Health Centre was established with $800,000 in support from Child Health BC, an initiative of BC Children’s Hospital aimed at ensuring all children in BC have access to a consistent standard of care no matter where in the province they live. The centre is also home to the Early Childhood Mental Health Program and the Noakes Primary Care Maternity Clinic. “The fact that Kaitlyn is able to receive specialized care so close to home is exactly
what we’re looking for,” says Dr. Maureen O’Donnell, executive director of Child Health BC. Child Health BC’s activities took off after Overwaitea Food Group became the lead benefactor with a pledge of $20 million in support in 2007. TELUS and Scotiabank later made gifts of $5 million and $1 million, respectively. This support had an immediate impact, says O’Donnell. Pediatric clinics established with Child Health BC’s support in Nanaimo and Prince George have thousands of patient visits annually; additional travelling clinics are staffed by BC Children’s caregivers in communities across the province; and over 1,000 health professionals have participated in Child Health BC’s workshops. O’Donnell credits Overwaitea Food Group’s donation with Child Health BC’s growing reach across the province, noting that it’s a perfect fit for an organization with a presence in so many BC communities. Overwaitea Food Group President Darrell Jones agrees. “We’re committed to the health and wellness of kids and families in BC,” says Jones. “We’ve been proud to support BC Children’s Hospital for more than two decades – and with the help of our communities, we’ve contributed millions of dollars toward hospital improvement projects,
advocacy programs and important research initiatives. We’re grateful for the amazing support of our local communities, team members, customers and supplier partners who have all played a key role in making this fundraising success possible.” Child Health BC is part of a larger transformation in the way BC’s children receive care, says Larry Gold, president of BC Children’s Hospital and Sunny Hill Health Centre for Children. The transformation also includes the construction of a new BC Children’s Hospital in Vancouver. “We want to ensure children have access to a consistent standard of care, whether they live in Smithers, Campbell River or Castlegar; and there will always be children who need care that’s only available in a children’s hospital,” says Gold. BC Children’s Hospital Foundation has raised close to $170 million, including Overwaitea Food Group’s gift and $25 million from Teck Resources Limited, in its $200-million capital campaign to support construction of the new hospital and Child Health BC. Gold says that the new hospital, which will open in 2018, will be family-friendly, making it easier for families from outside the Lower Mainland to remain with their children. Beyond the money being raised for the new hospital and Child Health BC, Gold says the hospital also counts on donations of about $14 million a year to support research, equipment purchases and training. On June 1 and 2 BC Children’s Hospital Foundation will hold its annual Miracle Weekend celebration on Global BC, to raise the millions the hospital needs to cover its urgent annual needs. “Every year people from across the province make donations in support of the hospital and it makes a huge difference,” says Gold. “Kaitlyn Morovic is proof of that.” Heather Morovic says she’s grateful for both the care Kaitlyn receives at BC Children’s and the support she gets on a regular basis from Dr. Swartz. “He just gets it,” she says. “And Kaitlyn is doing fantastic. She’s walking and trying hard to talk, and she certainly knows how to pull on the heart strings. With BC Children’s and Dr. Swartz on our side, we couldn’t ask for a better support team.”
BC Children’s Hospital treated over 81,000 children last year. Approximately 67 per cent of those children came from outside the City of Vancouver.

of projects, which may include five or more separate facilities to process and ship LNG to Asian markets. Proposals are being accepted until June 3, according to a request for proposals posted on the government’s BC Bid website. While the number of potential pipelines and LNG plants remains uncertain, the EAO has identified broad issues for the largest industrial project ever proposed in B.C. They include: “potential social and economic issues arising from large and mobile capital construction workforces, injection of longer-term residential workforces in communities with proposed facility projects; potential impacts from increased dust, noise and vibration; water management and potential short-term negative visual impacts.” Aboriginal consultation covers the Nisga’a Nation and several other
bands covered by Treaty 8, signed by communities east of the Rocky Mountains in the early 1900s. There are two proposed pipelines, one by TransCanada to supply an LNG plant at Kitimat backed by Shell, Korea Gas, Mitsubishi and PetroChina. Spectra Energy has partnered with British Gas Group for a pipeline and export facilities on Ridley Island at the Port of Prince Rupert. The EAO will study corridors for pipelines of up to 48 centimeters in diameter, with right of way between 18 and 40 metres wide and up to 800 kilometers long. A British Gas executive told the Prince Rupert and District Chamber of Commerce last week that he expects only two or three of the six current proposals will proceed, as B.C. competes with Australia, Qatar and other gas exporting countries for Pacific Rim sales.

Mark Andrew Rosie sentenced to 3.5 years prison, fined $142,000

A Surrey mAn has
been sentenced to threeand-a-half years in prison for tax fraud, tax evasion and possessing stolen property. Mark Andrew Rosie, 44, was convicted in December of 16 criminal counts – 11 of falsely claiming and obtaining income tax refunds, three of tax evasion and two of possession of stolen property (tax refund cheques). As well as the jail term, Rosie was also
fined $142,049 by a Vancouver Supreme Court justice on May 22. According to the Canada Revenue Agency (CRA), an investigation determined each of the frauds was “well planned, sophisticated and multifaceted.” Rosie obtained personal information from his victims – some of whom were friends – and manipulated CRA’s records for taxpayer addresses so income tax refund cheques would be diverted to him. He
also prepared false tax returns, set up and used bank accounts in other people’s names, often diverting the fraudulent refunds and credit claims to those bank accounts. As well as targeting friends and acquaintances, Rosie also preyed on vulnerable people with addictions and drug habits, using a third party to get their personal information in exchange for drugs. The case involved the income tax returns of more than 20 people.

Members vote to rein in board pay at Coast Capital

A nearly 80-per-cent vote by members at an April 30 annual general meeting is expected to lead to a new membership vote in 2014 on changes to board pay levels. It follows a grassroots campaign led by Surrey resident Phil Embley, who argued the remuneration levels were far higher than at other credit unions in Canada. The board has agreed to cut chair Bill Wellburn’s retainer from $76,500 to $65,000. Last year he received $157,000 after $1,000-per-meeting fees were added. The Surrey-headquartered credit union has also frozen a recommended increase in the base retainer of directors from $25,500

to $29,500. Some directors get more than $70,000 after meeting fees and committee chair fees are added. “We take to heart what our members have told us,” Coast Capital governance committee chair Glenn Wong said. “They have said they want to approve the amount of compensation directors receive.” A member panel will be struck to advise on potential changes to director compensation to take to a new vote. Wong said the changes already agreed to reduce total board compensation by $130,000 or 18 per cent. The $720,000 in total pay to the Coast Capital board last year was nearly twice as much as Vancity Credit Union paid its board in 2011. Coast Capital is Canada’s largest credit union by membership, with $14.6 billion in assets and 504,000 members at 50 branches in Metro Vancouver, the Fraser Valley and Vancouver Island.

way Patrol (PMFP) is seeking witnesses to a motorcycle crash. On Friday, May 17 at about 9:30 a.m., the PMFP tried to stop a blue motorcycle on Highway 1 near 176 Street. The motorcycle evaded police, and moments later was involved in a singlevehicle accident. The driver, who was wearing a black jacket with red helmet, fled the scene on foot, and attempted to take a vehicle that was traveling on Highway 1 westbound off ramp to 176 Street in Surrey. The vehicle is described as a beige/tan Ford single cab pick-up truck, early ’80s model, possibly driven by an older male. Anyone with information regarding this incident can call Const. Pattullo Bridge Review – Public Consultation June 3 – June 28, 2013
The City of New Westminster, the City of Surrey and TransLink are working together to review and evaluate alternatives to rehabilitate or replace the Pattullo Bridge and to determine a solution that meets the needs of communities connected by the bridge, as well as the broader region served by the bridge. From June 3 to June 28, 2013, New Westminster, Surrey and TransLink will be consulting with local residents and businesses, local and regional stakeholders, and bridge users about the initial screening of the alternatives for rehabilitating or replacing the bridge. The Pattullo Bridge Review builds on previous consultations and outreach efforts and responds to previous feedback requesting additional information and evaluation of all practical alternatives.

A walk for guts today, glory tomorrow Fundraising event June 9 aims at Inflammatory Bowel Disease, an incurable illness on the rise Black Press When functioning normally, our immune systems fight for our health. But for one in 150 Canadians with Inflammatory Bowel Disease (IBD), this system has gone rogue, inexplicably causing the body to attack itself. It’s a battle that leads to ulcers, internal bleeding, and razorsharp pain. Those afflicted with IBD face exhaustion, depression and physical suffering. One in 20 will be hospitalized this year. It’s a disease on the rise, striking Canadians more often than any other country in the world. And it’s targeting the young. Sam Briggs is one of an estimated 5,900 Canadian children living with IBD, which includes Crohn’s and ulcerative colitis. Now 11 years old, Sam was diagnosed with Crohn’s last year. And like an estimated 233,000 Canadians,
he’s discovered it’s a life-changer. He frequently misses school because he’s in acute pain, and spent last year’s baseball season on the bench. He’s had to learn to feed himself through a tube
because when the inflammation gets bad, he can’t eat, sometimes for weeks. Sam isn’t a teenager yet, but he’s already 47-percent more likely to die prematurely than those without IBD. With

one of the highest rates of childhood-onset IBD in the world, more Canadian children join him each day. British Columbia is on the forefront of IBD research, a disease that is more common in Canada than HIV or multiple sclerosis. As of today, IBD’s cause – and cure – remain a mystery, burdening the Canadian health care system and costing taxpayers an estimated $2.8 billion a year. The 2013 Gutsy Walk benefitting the Crohn’s & Colitis Foundation of Canada (CCFC) aims to change the tide. Now in its 17th year, funds raised at the event support researchers, healthcare providers, patients and their loved ones in a bid to conquer IBD and live healthy, happy lives. “The Gutsy Walk is a great way to spread awareness of IBD and raise much-needed funds to support essential research,” says Mavreen David, CCFC Chapter Development
Coordinator. “The more people get involved, the more steps we will take towards curing this growing disease once and for all.” The Surrey Gutsy Walk takes place on
June 9 at Bear Creek Park. From now until the walk, critical fundraising efforts will be in full gear. People can register a team for the walk and raise funds, or donate to the cause
