Safe and secure in the Capital City – Victoria’s new motto, perhaps? In his state of the city speech to Greater Victoria Chamber of Commerce members, Mayor Dean Fortin trumpeted a significant regional reduction in severe crimes and the region’s sub-B.C. average overall crime rate – both largely due to falling rates in the city – as signs Victoria is on the right track in its efforts to attract both shoppers and residents downtown. On Tuesday at the Union Club, he pointed to such city initiatives as the late-night police task force, late-night taxi stands and Bar Watch as helping to create a safer downtown. Such moves helped the Victoria Police Department experience a 26-per-cent reduction in the number of public disorder calls last year, he said. The tone of Fortin’s speech was upbeat: the Johnson Street Bridge project will provide hundreds of local jobs, city-subsidized housing is getting dozens of people off the street and the city’s kitchen waste program is posting betterthan-expected results. Victoria-Beacon Hill NDP MLA-elect Carole James looks forward to a thorough party review in the wake of a surprising provincial election loss May 14 . She also feels good that Adrian Dix announced Wednesday he will stay on as B.C. NDP leader in the near future, as the party analyzes how its pre-election lead in the polls evaporated and left it with three less seats, 33, than it had to start the campaign. “The fact Adrian is staying in the short term to help us through that process, and has said the party membership will make the
determination on what happens next – I’m really proud of him for that,” James said from her home in James Bay. “It shows that this is a democracy. And it also will provide us with some focus to get ready for the legislative session.” The NDP will likely vote at its convention in November on whether to hold a leadership race, she added. One of the key aspects the NDP must look at during the review, she said, was how it communicates its platform and policies and the way it connects with voters. While the voter turnout was marginally up in B.C. – 52 per cent of eligible voters cast ballots – the turnout was down in all seven Greater Victoria constituencies, five of which were won outright by the NDP. James said voter apathy is a problem all parties
need to work to address. Speaking at a press conference in Vancouver on Wednesday, Dix didn’t specify a time frame for the election post-mortem. He did say he will work to prepare the NDP opposition to hold the government to its election commitments. “I assure you this review will spare nothing and no one, least of all me,” Dix said. “It must address the strategy and tactics we employed in the election, and it must examine the fundamental question of who we are as a party and our relationship with the people of B.C.” Dix took responsibility for mishandling a campaign that began with the NDP expecting a strong majority government after four years of turmoil in the B.C. Liberals’ ranks over the harmonized sales tax and other issues. He singled out as a significant error

Some James fans have wondered aloud whether the party might have
defeated the Liberals with James, NDP leader from 2003 to 2011, at the helm. “I was proud to run with Adrian and went into this election as a strong member of Adrian’s team,” James said. “I don’t hang onto things. Rather than look back at what might have been, it’s more important to look ahead to the next (legislative) session.” Asked about the public opinion polls that predicted an NDP victory, James laughed. “In an ideal world I’d love to see no poll results released during the campaign,” she said. “But I think that horse was let out of the barn a long time ago. An 85-year-old Saanich man and his 59-year-old daughter were injured in a random home invasion Monday night. Around 10:20 p.m. a man forced his way through the front door of a home in the 3500-block of James Heights. Saanich police Sgt. Steve Eassie said the intruder – described as being in his late 20s or early 30s – physically assaulted the elderly man and his daughter. The woman was able to escape to a neighbour’s house to call police. The 89-year-old man remains hospitalized with serious head injuries, police said. Eassie said investigators haven’t been able to determine a motive, adding “there are no indications that the victims of this crime were involved in any activities that could have led them to be targets of such an attack.” A brown 1999 Toyota Camry with B.C. licence plate HWM 644 was stolen from the home. As of Wednesday the vehicle had not yet been located. Police said the victims didn’t know their attacker. The suspect remains at large. He is described as being a six-foot-tall white male with a heavy build. He was wearing a white T-shirt and dark pants. Deputy Chief John Ducker is calling it quits after 34 years with the Victoria Police Department. Ducker posted the announcement to his police blog May 15, chronicling some of his proudest achievements with VicPD over the years. “It was a difficult call for me in deciding not to compete for the upcoming chief’s position at VicPD. But with the standard chief constable term being five years, the prospect of committing to another five years of police work was too much for me and my wife at this stage of the game,” he wrote. Among his best memories, Ducker cites being possibly the first officer in Canada to arrest a suspect by reading them their charter rights. “I watched Prime Minister Pierre Trudeau and Queen Elizabeth on the TV in the lunch room signing the (Charter of Rights and Freedoms) into law on the 17th of April 1982 and as the ink was drying I was sent to a shoplifter at the old A&B Sound

Retired 26-year VicPD veteran Bill Naughton, a former inspector who worked with Ducker in management, recalled his former colleague as bringing a steadying hand and a big-picture vision to the department. “I think John was always someone who had that very grounded, pragmatic view of people and issues,” Naughton said. “He had that quality of being able to perceive situations clearly and a remarkable ability to articulate a vision around improvements in how we delivered services.” While he was always “a good crook catcher,” Naughton said, Ducker’s legacy will likely be the improved collaborative relationships between the police and social service agencies in Victoria. His compassion for the people who struggle in society led him to support such preventative programs as community court and VICOT (Victoria Integrated Community Outreach Team). Among the personal achievements Ducker is proud of, he helped increase VicPD’s officer numbers in 2007 and 2008, during one of its toughest budgetary crises. “Former Victoria city manager Penny Ballantyne was a huge supporter of this effort as well and I’ll never forget her for the friendship and advice she offered,” he wrote. Hospitals foundation begins spring campaign The Victoria Hospitals Foundation launched its spring campaign Wednesday to help fund a $1.4-million Gamma-CT Scanner for Royal Jubilee Hospital. The foundation hopes to fundraise $375,000. “This leading edge equipment combines two imaging technologies in one exam, which means patients receive a complete diagnosis sooner, and medical imaging waitlists are reduced for everyone,” said Alan Lowe, vice-chair of the foundation. The Gamma-CT scanner takes two scans at precisely the same time, combining a nuclear medicine scan with a CT scan. This creates one high-resolution image that captures everything doctors need for a diagnosis in just one appointment, allowing patients to get treatment more quickly. Royal Jubilee Hospital has the only
medical imaging department on the Island with a Gamma-CT Scanner. “To pinpoint a tumour or find the exact location of an infection or serious bone pain, a patient could previously go through two or more medical scans,” said radiologist Dr. Kevin Forkheim. “But now, the high-definition images taken with the Gamma-CT Scanner provide a real time picture of how disease is impacting a person’s body. This means we can offer treatments or surgeries that are as precise as possible. City hires economic development officer The City of Victoria has moved to improve its ability to grow the regional economy and attract new business to the city. Sage Baker, founder and CEO of Q5 Innovations, which helps develop and commercialize new technolo-
gies, has taken on a two-year contract with the city as executive director of economic development. Among her roles will be to support the downtown retail sector and implementation of the downtown core area plan, and to work with busi-
ness agencies around the region on economic development initiatives. Baker was formerly in the pharmaceutical industry, serving as vice-president of global corporate and investor relations for Aspreva. She starts June 3.

Entering the era of efficient homes Victoria has come a long way from the days of big drafty homes with thin single-pane windows, no insulation in the walls and heated by large inefficient furnaces. These days new homes come with lowflush toilets and double panes, energy efficient appliances and better overall construction to keep indoor environments comfortable for as low a cost as possible. In reality, this is the tip of the iceberg in terms of home energy efficiency. Heating through oil or natural gas or electric isn’t getting cheaper and huge strides can still be made in terms of “normal” efficiency for the average home. Provincial and federal governments need to fund continuous and much more aggressive incentive programs to actually make a dent in terms of energy savings for homeowners. Successful provincial subsidy programs such as LiveSmart B.C., according to its website, invested $110 million into home energy upgrades and has helped homeowners cut their heating bills from 15 to 28 per cent. Despite this, LiveSmart ended on March 31 this year (FortisBC and BC Hydro have extended aspects of the program for another year). Programs to improve homes shouldn’t be a passing fad – it’s one of the most direct ways governments can help its residents save money. From the passive home recently built in Saanich that will likely have a heating bill 90 per cent less than an equivalent conventional home, its clear that there is a lot of room for improvement in home design, and for a price that demands a little more up front in return for utility bill savings each month. The Eco-Sense house in Highlands too – a house made of cob, that generates its own power from photovoltaics and solar panels, and recycles its grey water and wastewater – demonstrates that homes don’t have to be outrageously wasteful and damaging entities on the landscape. B.C. is looking to upgrade its building code for better minimum efficiency standards. This can’t come quick enough. The technology to build affordable, highly energy efficient homes is here. It would indeed be cheaper to eliminate our “no call too small” policy. And like some of our neighbours, we could reduce costs from withdrawing from some of the integrated police units. Yet we believe that public safety is a priority and that we can keep Saanich safe by providing the best of both worlds: excellent quality community policing backed up by integrated regional units for specialized and support services. Self-righteous NDP lost election on their own Re: Electors in B.C. fooled by Liberals (Letters, May 17) I suggest that it is the lack of comprehension of the real reason for the NDP failure and non mea culpa attitudes of the likes of Mr. Perkins that may well keep the NDP out of office for some considerable time. The election was lost by the NDP, rather than won by the Liberals. Simply put, the majority
of the electorate had three main issues the NDP inadequately addressed. The first, second and third were concern about the economy. With the current world financial uncertainty, it is natural that thoughtful voters would be uneasy with a party which has traditionally focused on redistribution of wealth, rather than creation of wealth. The
NDP put forward an election platform which called for spending on a plethora of social programs before knowing if they were affordable or how they could be financed, other than simply by increasing taxes to corporations and the rich. I would also suggest that the NDP’s self-righteous view, that all of B.C. is against oil pipelines and more tankers in the straits of
Juan de Fuca, is off the mark and cost them crucial votes. It would be wonderful to have a government that would simultaneously champion economic growth and have rewards shared more equitably; one that increased spending on social programs and education, commensurate with financial resources, and reviewed key environmental issues with the
objective rationale of risk versus economic benefit, rather than driven by political dogma. Alas, I fear that neither of the two main parties in B.C. have the will or the ability to deliver what may be viewed as a utopian wish. Oh, for a middle of the road party for middle of the road voters. Hope springs eternal. James McMillan Victoria
Readers respond: Election time columnist, sewage plant, native place names, parking beef Better background check was needed Re: Poor choice for B.C. pre-election piece (Letters, May 17) I found John Palmer’s letter interesting. I, too, thought that the preelection article by Gwyn Morgan (Think hard about B.C.’s future before voting May 14; Opinion, May 10) sounded like a Liberal advertisement. Now we learn more about the elusive Mr. Morgan. He is on the board of the Fraser Institute, but more importantly he recently retired as board chairman of SNC Lavelin, which is presently involved in court proceedings. Black Press rightfully highlighted Mr. Palmer’s letter, which told us of this behaviour, but it would have been better if Black Press had done proper background checks on Mr. Morgan prior to the election, not after. No sewage plant in my backyard Re: Don’t pass sewage buck (Our View, May 15) I have a suggestion for
anyone who would suggest that locating a biosolids treatment facility on Viewfield Road is “probably the best of a hard situation:” Let’s build this facility right next to your house, and less than two blocks from where your children go to school. Esquimalt Mayor Barb Desjardins’ suggestion of a site on Burnside Road farmland may not be an ideal option. But let’s be clear about two things: Locating this facility on Viewfield Road is completely inappropriate, and it is totally unacceptable to those who live, work and attend school in the communities surrounding this site. Native place names need verification Re: First Nations to reclaim name of Mount Doug (News, May 17) I am in favour of restoring aboriginal placenames. Ethnographer Wilson Duff also had an interest in seeing them preserved, and devoted much of his career to ensuring these traditional designations not be lost.

One reader agrees with the idea of restoring aboriginal names to local landmarks. He regarded his native informants as friends, and believed that documenting pre-colonial place names could help B.C.’s First Nations establish aboriginal title. In the 1960s, Duff consulted three Songhees elders who volunteered information about a site called Pkaals or Pkols. Two of them told Duff it was “the name of Mount Tolmie,” while the third
said it referred to a “beach outside Cadboro Bay.” I respect the efforts to restore the name Pkols, but would like to know to which place does it refer: Mount Douglas, Mount Tolmie, a beach near Cadboro Bay, all three? I question the likelihood that Gov. James Douglas and his clerks embarked on a day’s ride through the bush and up a mountain (which had no road to
its peak in 1852) to sign a treaty, when he could have the signatories visit him at Fort Victoria, as others had done, and where they frequently came to trade. I understand this contradicts oral history, but no other sources suggest that Douglas (or any colonial officer) would have been so accommodating. K. Dussault Saanich

Candlelight tradition preserves history Don Descoteau News staff
To say people are dying to get into Greater Victoria’s Veterans Cemetery is only a slight exaggeration. The one-hectare military burial ground, a fenced-off oasis couched between the 12th and 17th holes of Gorge Vale Golf Course – known
affectionately as God’s Acre, is down to its final 25 spots. Bob Haldane, organizing committee chair for the annual God’s Acre Candlelight Tribute, says the families of deceased veterans must apply postmortem to Veterans Affairs Canada for placement of their loved ones’ remains into the Esquimalt
cemetery. An old family friend considered a father figure by Haldane, a navy veteran himself, was buried at God’s Acre some years ago. “If I had my way, when I go I’d be right there next to him,” he said. “But it’s not that easy. You can’t just reserve a spot.” The cemetery celebrates its 145th
anniversary next Thursday (May 30) with the annual candlelight vigil. The theme is a remembrance of those who gave their lives in the First World War, which ended 95 years ago. God’s Acre contains the remains of more than 1,000 First World War veterans. The most recent addition came last fall when
the remains of Gordon Marwick, a Canadian veteran of the battle at Vimy Ridge who passed away in the U.S. a handful of years earlier, were placed in a marked grave. The cemetery originated in 1868, when Royal Navy Rear-Admiral George Fowler Hastings bought an acre of land from the Puget Sound
Agricultural Company for $250 as a burial ground for Royal Navy officers and sailors. It was later expanded and in 1947, after decades of separated use by the Canadian navy and army, the two sections were combined as Veterans Cemetery. The nondenominational chapel onsite, built in 1868, is a National
Historic Place. It continues to be used today for special services. Haldane says it’s important that young people attend and participate in the ceremony. “We like to get the youth involved so they never ever forget how their freedom (was preserved).” editor@vicnews.com

If you asked Mike Stevens where the heart of the country resides, he’d say, the North – where the struggles of some of our most vulnerable aren’t so different from those closer to the 49th parallel. Canadian harmonica virtuoso, Stevens, has taken time away from his own charity, ArtsCan Circle – a group of musicians and artists who travel to remote Canadian Indigenous communities to link creative artists with youth at risk – to come to Victoria for Literacy Victoria’s largest annual fundraiser, the Peter Gzowski Invitational, May 28 at the Belfry. Working with aboriginal youth in remote communities and funding accessible literacy programs for adults share the common bond of empowering the

And Gzowski, Stevens said, is not only the founder of the PGI golf tournament and subsequent fundraisers in support of literacy, but the late CBC broadcaster remains a true legend in the North. “If you go into an arctic community and talk about Gzowski, people really know him,” Stevens said. “He knew that the heart and the soul of the country was out there. He was championing literacy as a way to give these people a voice. … These communities really have something to say to the rest of Canada.” Stevens has recorded nine studio albums and spent the better part of the last 30 years travelling the world with his harmonica. He now splits his time between touring and ArtsCan, which he founded shortly after meeting youth who were solvent sniffing in Goose Bay, Labrador in 1999. Stevens broke into bluegrass circles by criss-crossing the
country, passing the hat, at a time when he was considered a musical outcast for his instrument choice. “Early on bluegrass didn’t want harmonica. Some people are so strict about what they’ll accept into the fold and call ‘real bluegrass,’” he said. “There was mandolin and guitar and acoustic bass, sometimes dobro, but there wasn’t harmonica. I’d face people who turned their backs to me while I played, or retune their instruments, so I couldn’t play with them.” He persevered through the rejection for years before eventually finding acceptance and greatness in the genre. “Every time it happened, I just got more pissed off and I wanted it to work even more.” Now, he has taken the stage at the Grand Ole Opry more than 300 times. Despite a prolific career, the 55-year-old from Brights Grove, Ont. will play Victoria for the first time ever this month. His set list is undetermined, as always, as Stevens doesn’t know from one

Literacy instills confidence Literacy Victoria welcomes Stevens along with fellow bluegrass, folk and roots performers for their biggest fundraising event of the year. Funds support a variety of workshops and equipment used to teach oft-stigmatized adult learners a range of literacy skills including communications and technology training. “Some people are still quite embarrassed about (seeking literacy training), but a lot of people are saying: ‘OK, enough of this hiding it; time
to get at it,’” said Ruth Derrick, executive director of Literacy Victoria. “It’s great, because the confidence that they instantly receive from achieving the things they thought they’d never achieve – it’s incredible.” Clients often face chronic health or family issues that make it hard for them to complete their education, or are further weighed down by a sense of worthlessness, Derrick said. Mclaren shines a light on energy efficiency Grant program offers bright incentive to try efficient, attractive LED lighting
O
ne of Victoria’s premier lighting showrooms has joined with BC Hydro and the lighting manufacturer Standard Products to provide residents a chance to try out the latest lighting technology at a great price. While similar programs have in the past happened at “big box” retailers, Victoria’s Mclaren Lighting is one of three lighting showrooms in the province to be selected to take part in the pilot project. The state-of-the-art bulbs come with a $5 instant rebate, while the ceiling-mount LEDs offer a $13 instant rebate. The store was able to bring in a large inventory to make the program work, and offer customers a good opportunity to try the product. “They lowered their price and we lowered our price – we wanted to make this price very, very attractive and provide a better quality bulb,” explains McLaren’s general manager Dave Finnigan. “They knew we could promote it properly and we could make it happen,” says Finnigan, pointing out that the initiative is a great opportunity to show customers how much LED lighting has evolved in a very short time. While early years brought a number of dramatic technological changes, today LED lights are enjoying more subtle refinements to make them more user-friendly. “If you buy a bulb today, you’ll keep it for many years and be very happy with it; if you bought it a year ago, you’re now going to be looking at the newer technology,” Finnigan says. While people were concerned initially about the blue tone of the light, for example, the new bulbs offer the same warm tone as a traditional lightbulb, he says. Compared to a traditional lightbulb, however, where 80 per cent of the energy is wasted in heat production versus the production of light, LEDs distribute 80 per cent of
their energy to lighting and just 20 per cent to heat. That offers far greater efficiency – and energy savings. “People want all the benefits of LED but they don’t want to know it’s LED – now they can have both,” Finnigan says. At the showroom, customers can ask the questions and feel confident knowing that the Mclaren team has done the research on the products and technology, and has the knowledge and experience to back it. “When you buy from us, we have done the homework.” And that’s important with a Dave Finnigan technology that has evolved so rapidly. “Never before in the lighting industry has technology changed so quickly,” Finnigan says. The question of quality is key. BC Hydro notes that there’s a huge range in bulb quality and people who may have bought a lesser quality bulb in the past may not have been pleased with the lighting or longevity. These bulbs, however, come with a five-year warranty and are EnergyStar rated – two key points for homeowners looking to find an attractive and efficient lighting solution.

The Victoria Police Department has been mandated under the city’s austerity program to limit its ever-rising budget to a two-per-cent increase for the coming year. And while VicPD’s crime reduction strategies have hammered the crime rate down – many prolific offenders have been taken off the street, for example – Deputy Chief John Ducker worries about the long-term effect of limiting police personnel levels. “The amount of information we have to provide ahead of getting a case to court; there’s an entire regimen that never existed say, five or six years ago,” he said of changes to day-to-day policing. Writing reports is “much more onerous” for officers today, with more stringent requirements around disclosure for defence attorneys and such things as freedom of information and public
expectation with respect to use of force, Ducker said. “(Reducing the level of crime) hasn’t created a lot of room or a lot of daylight for us,” he said. Fortin, co-chair of the Victoria Police Board, acknowledged that VicPD officers continue to have one of the highest caseloads per officer in the province. “Our officers run from call to call to call. They’re busy.” He added Victoria remains a victim of “core city syndrome,” in which residents of the greater region congregate in the downtown core for work and play. Asked whether the city has any plans to discuss with other municipalities ways of better evening out the workload or funding for policing, Fortin would only say there is already much co-operation between departments. editor@vicnews.com

CFB Esquimalt tours features history, operations Interested in seeing some of the inner workings of Canada’s West Coast naval base? CFB Esquimalt began its annual free public tours of the base this week, offering a taste of the history of the Royal Canadian Navy in the region and a glimpse into the current state of operations at the facility. Due to major construction on the shipside of the base, the traditional bus tours have been replaced by a guided, two-hour
walking tour. On the Naden side of the base property, visitors can take a guided tour of the CFB Esquimalt Naval and Military Museum and take a walking tour of Naden, lasting roughly 90 minutes. The two-hour tours, running every Saturday through Aug. 24 (excluding June 29 and Aug. 3), happen at 11 a.m. and start from the main gate of HMCS Dockyard, located at the west terminus of Esquimalt Road.
The Naden and museum tours, happen weekdays until Aug. 23 (excluding July 1 and Aug. 5), at 11 a.m. Enter at the Naden gate at the intersection of Admirals and Woodway roads and follow the blue line on the road to the right. Valid photo ID is required for all visitors age 12 and over and closed-toe, sturdy shoes are recommended. Photography is permitted. Rotary celebrates 100 years Greater Victoria is celebrating a century of “Service above Self.” As Rotarians throughout B.C. mark 100 years of Rotary in the province, the Rotary Club of Victoria also celebrates this significant milestone. The Victoria club was established Nov. 14, 1913 as the 90th club in the world. Forty-one charter members joined Frank Higgins as the first president for the inaugural banquet at the Empress hotel. Over the years, club presidents included Victoria-area mayors and several MLAs and cabinet ministers. Hockey legend Lester Patrick was president in 1921-22. Over the decades, the Victoria club has contributed to numerous community services and amenities. In 1947 it raised $15,000 to construct the tourism publicity bureau that is now Tourism Victoria. The Island Highway, Crystal Gardens, Willows Fair Ground, United Way Victoria, YMCA, Royal Roads University and the Salvation Army are a few of the institutions that have been supported by the Victoria Rotary Club. In the past decade alone the club has provided more than $1 million to community groups and organizations touching every demographic, including Read Victoria, Mustard Seed Food Bank, Rainbow Kitchen, the CNIB, Victoria Police Victim’s Services, Esquimalt Neighbourhood House, Our Place, Victoria AIDS resource centre, Sooke Family Resource Centre, and the Mount St. Mary Foundation. The club has supported Rotary International’s efforts to eradicate polio, and through Operation Eyesight to help people in developing countries, as well as helping communities in rural Kenya with literacy, education, training and clean water. For more than three decades Victoria was the only Rotary Club in the region, established just 10 years after businessman Paul Harris founded the organization in Chicago. There are now 11 Rotary Clubs from Sidney to Sooke with 600 members in total. Rotarians are men and women from nearly every walk of life, who meet weekly for fellowship and to work on projects and community fundraising activities. At the Rotary Club of WestShore, for example, initiatives range from providing volunteers to read with First Nations children in Metchosin to helping found a successful girls’ school in Malawi, Africa. Other projects include water wells and children’s hygiene boxes in Africa and a play park for young
Colwood Rotary hosts ART & WINE FESTIVAL The Rotary Club of Colwood welcomes the community to Fort Rodd Hill & Fisgard Lighthouse National Historic Sites July 28 for the Art & Wine Festival. From 11 a.m. to 4 p.m., artists will display their painting, wood sculpture, ceramics, jewellery, photography, glass and much more. Rotary Club of Victoria marks 100 years with polo & tea As Rotary celebrates 100 years in B.C., the Rotary Club of Victoria has a centennial celebration of its own. The 100-year-old club – the first in the Capital Region – is celebrating with a Centennial Cup Polo Match and Tea on Sunday, Aug. 25 from 1 to 4 p.m. With all the pageantry of one of the oldest and fastest team sports in the world, the event will showcase Victoria Polo Club members at their home pitch on Wallace Drive. The event is an opportunity to celebrate Rotary’s good works in the community and raise funds for the Mustard Seed Food Bank, says Ali Edgell, the event committee chair. New to the event this year is the addition of the Angels Chopper Bike Club, founded by Mike and Annabelle Harrington with the idea of giving children and youth from five to 15 the opportunity to design and build their own bicycles under supervision. Operating for seven years, under the theme “changing lives one bike at a time,” the group also has a dance group component that will be performing during the car show on Saturday and Sunday. RuKus will also play from 12 to 3 p.m., with additional performances by a local dance troupe representing Dansko Studios. Sunday is family day, with sponsorship from Island Savings Credit Union, featuring facepainting and the BC Hazmat Tom Thumb safety pedal cars which young visitors can guide around a pint-sized course. Throughout the weekend, kids will also receive a special “build-yourown” race car model kit to take home.

my MBA,” says Black. “I ended up as a �inancial analyst for the Toronto Star for a couple of years and started to like the (newspaper) business. I particularly liked the weeklies.” When his father told him that the Tribune was being sold, Black asked if he could buy it. “He just laughed and said, ‘Why do you think I told you?’” recalls Black fondly. The young Black family moved to Williams Lake “for a couple of years” but “fell in love with small town living” and stayed for a decade. While there Black learned the business at the grassroots level. “I learned a lot about the weekly newspaper business,” says Black. “When somebody left, whether it was an editor or a compositor or a sales rep or a circulation manager or … I ended up doing the job until we found a replacement. I really helped me the rest of my career because I actually know what it takes to do the job.” And from Williams Lake, Black began to expand his career and business. In 1980 he purchased the Ashcroft Journal (now the Ashcroft Cache Creek Journal). Today David Black lives in Victoria and Black Press includes more than 190 publications, in B.C., the Prairies, Washington State and a daily in both Hawaii and Akron, Ohio. So why has Black Press been so successful? “I understand business, I have a head for business. But the trick is people. If you can surround yourself with people who are really good, you will succeed,” explains Black. “We have really good staff.” And that is part of the reason why community newspapers aren’t as threatened by the internet, say Black. “We are putting out as good a local paper as we can afford editorially. It shows in the numerous awards we receive every year and our readership.” says Black. “I think weeklies will continue very much the same, I don’t see huge changes in towns the size of Victoria where

Travelling the world in vintage Minis ‘Diddy’ Dave Thomas and his 1973 Austin Mini delivery van have left Vancouver at the beginning of May heading to Japan – the Mini by 20-day voyage to Yokohama and Dave ALYN EDWARDS to Tokyo by air. There, CLASSIC Diddy planned to visit RIDES fellow Mini owners, take in a Mini show or two and then ship the Mini out to complete his ‘round-the-world tour. “There are hundreds of Minis in Japan,” Dave enthused while visiting Rick Higgs, his Mini friend in Pitt Meadows, just outside Vancouver. “Japan was the largest export market for the British-built Mini car.” Diddy has already driven his Mini across Canada, up to Inuvik, through Alaska to Prudhoe and then south through the U.S. as far as Arizona. From Japan, his Mini goes by ship to North Korea and then on to Vladivostok for a 10,500-kilometre jaunt across Russia. He describes his trip as “going the wrong way around the world.” The diminutive Diddy is 5’6” tall and the nickname, meaning small, was received at an early age from his lifelong friends on Scotland’s Isle of Mull – the westernmost point of the British Isles. Diddy has been driving Mini vehicles since buying his first as a teenager. “It was a parcel van which was the cheapest to buy with less tax to pay,” he says. “I drove it in rallies in Scotland, Wales and England.” He would later graduate to a Mini factory rally car which he drove for 25 years. He connected with Rick Higgs after shipping his highly modified Mini van to Halifax in May 2009 for a 45,000 -kilometre odyssey across Canada to Alaska. He travelled 10,000 kilometres on dirt roads, including the Dempster Highway to Inuvik and the Dalton Highway to Prudhoe Bay. He spent three weeks in Homer, Alaska after meeting a fellow Mini owner who asked Diddy to “tear it to pieces” so the body could be shipped out for restoration. Diddy plans to return to Homer to reassemble the car for the owner. Diddy headed to Vancouver after

This summer, Cadillac and LeSalle enthusiasts are celebrating a decade this summer of honouring their favourite vehicles at Fort Rodd Hill National Historic Site. The popular annual event rolls into Fort Rodd Hill and Fisgard Ligthhouse National Historic Sites Sunday, July 14, attracting Cadillacs from all over the Island, the Mainland, and even the U.S. “We promote this as a family event, and we encourage everyone to bring their Cadillac, even if they don’t think of it as a ‘Car Show’ vehicle,” says Dewane Ollech, president of the Cadillac Club of BC, Vancouver Island Chapter. “Any age, any model, any condition is our motto.” The show, held each year on the second Sunday of July, is the group’s main fundraiser for its charity, the Greater Victoria Eldercare Foundation. Entertainment, food and door prizes will be available as well as a dash plaque for participants. Registration takes place on the day of the show as participants enter the gounds. “We’re hoping to make this the best year ever!” organizers say. Subaru has announced the all-new 2014 Forester has received a Top Safety Pick+ (TSP+) award from the U.S. Insurance Institute for Highway Safety (IIHS). The 2014 Subaru Forester is the first vehicle to ace every aspect of the challenging small overlap front crash test conducted by the IIHS. The Forester is the only one of 13 small SUVs to earn an overall rating of good in the test. This is not the first time that the Forester has stood out in a new IIHS crash test. When the Institute first rated small SUVs for side protection in 2003, the Subaru model performed the best and was one of only two vehicles to
earn good ratings. This award builds on Subaru’s safety reputation and is the first IIHS designation for 2014 model year Subaru vehicles. Subaru is the only manufacturer with 2013 IIHS Top Safety Pick for all models and the only brand with IIHS Top Safety Picks for all models for four years running (2010-2013). The 2014 Forester is the third Subaru vehicle to earn the TSP+ award. The 2013 Subaru Legacy and Subaru Outback (built after August 2012) were awarded the Institute’s 2013 TSP+ designation in late-2012. The award requires a “Good” or “Acceptable” rating in the Institute’s new small overlap frontal crash test in addition to meeting the base “TSP” award criteria.

Vintage Car Club readies for annual Swap Meet Victoria’s “automotive social event of the year” is approaching quickly as the Victoria Chapter of the Vintage Car Club of Canada readies for its annual Swap Meet, June 23. Hosted at the Saanich Fairgrounds, the event opens at 7 a.m. and runs all day to 4 p.m. Enthusiasts will find auto,

Racing action rolls into Western Speedway
The long-weekend was good to race fans as the rain held off and the cars hit the track for an exciting evening of action. Fans enjoyed races in four classes: Late Model Stocks; Stock Cars; Mini Stock Cars; and Old Time Racers. No. 14 Daryl Crocker posted the fastest time for the Stock Cars at 18:533, with a fourth-place finish in the Trophy Dash. Brandon Steen took the flag in the Dash, followed by Brian Clutchey and Kevin Knight. The Heat Race went to Chris McInerney, followed by Dave Reside, Knight and Steen, who also finished third and fourth in the 25lap Main Event, won by Reside, with Shane Scott finishing second. No. 7 Justin Woodske set the fast time for the Mini Stocks at 18:850, which he followed with a Trophy Dash win, a third in the Heat Race and fourth in the 20-lap Main Event. Matt Szauer posted a Heat Race win, plus a third in the Trophy Dash and second in the Main Event, won by No. 35, Caleb VanBree. The Old Time Racers’ fastest time went to No. 03, Denis Morneau, at 18:213. George Jenson took the Trophy Dash, followed by Kail Beck, Morneau and No. 11 Duane Zeinstra, winner of the Heat Race, in front of Beck and Joe Dardingo. The 25lap Main Event went to No. 71 James Miller, followed by Zeinstra, Joe Dardingo and Jesse Dardingo. No. 52 Geoff Morris was a double winner in the Late Model Stock Cars, taking the flag in both the first and second 50-lap Main Events. Fastest time for the class went to No. 07 Wade Bland at 16:565. Aaron Wilkie finished first in the first Heat Race, followed by Morris, Darrell Midgley and Bland. In the second Heat Race, Bart Smith led Bob Kuhn, Rory Smith, and Tyler Clough across the line. Rounding out the Main Event finishers were Smith, Brent Morris and Bland in the first race and Bland, Midgley and Dave Hemrich in the second race. The Mitsubishi Outlander Sport (RVR in Canada) has earned a Top Safety Pick+ award by the U.S. Insurance Institute for Highway Safety.
Mitsubishi has announced its best-selling model – the 2013 Mitsubishi Outlander Sport compact crossover vehicle also known as the RVR in Canada – has been named a 2013 “Top Safety Pick+” award winner by the U.S. Insurance Institute for Highway Safety (IIHS). The RVR Safety Pick+” award comes in addition to the two straight IIHS Top Safety Pick awards the handsome five-passenger compact crossover has already received in 2012 and 2013. The 2013 Mitsubishi Outlander Sport/RVR was one of only two vehicles in the Small SUV category named a “Top Safety Pick+” by the Insurance Institute for Highway Safety from a field of 13 vehicles. The Insurance Institute for Highway Safety is now awarding the new “Top Safety Pick+” designation as its highest accolade for vehicles that offer superior crash protection.
The 2013 Outlander Sport/RVR “Top Safety Pick+” achievement indicates that it meets the tougher crash safety standards set forth by the non-profit vehicle research and crash test ratings agency that are now necessary to receive its highest accolade. The Insurance Institute for Highway Safety rates vehicles as “good,” “acceptable,” “marginal” or “poor” based on performance in a moderate overlap frontal crash, small overlap frontal crash, side impact, rollover, plus evaluations of seat/head restraints for protection against neck injuries in rear impacts. The “Top Safety Pick+” requires a vehicle to score a “good” rating in at least four of the five tests and no less than an “acceptable” in the fifth test. Added just last year, the small overlap test “replicates what happens when the front corner of the vehicle strikes another vehicle or object like a tree or utility pole,” according to the IIHS.

A great deal of insight gained from the development of Porsche race cars for the Le Mans 24 hours in 2014 is thus integrated into the 918 Spyder – and vice versa. A key message of the 918 Spyder is that the hybrid drive from Porsche is a plus for nocompromise driving dynamics. Drivers can experience this thanks to the unique all-wheel drive concept with a combination of combustion engine and electric motor on the rear axle and the second electric motor on the front axle. The Porsche 918 Spyder also has the potential to break many records. The current lap time for the Nurburgring-Nordschleife is 7:14 minutes. This time was achieved in the presence of international journalists during test drives in September 2012 – more than a year before start of production. The 918 Spyder prototype was therefore approximately 20 seconds quicker than the Porsche Carrera GT.
