he inspirational leader for the Relay For Life was a teenaged cancer survivor. Campbell River’s Joe Howie gave a powerful and personal speech on Saturday evening at the Phoenix School field, setting the tone for the 12-hour relay in support of the Canadian Cancer Society. “In mid-February 2007, I started having pain in my right leg,” the 16-year-old told the audience. “At the time, I didn’t quite understand

what was going on. Once we got to the hospital, they did a bunch of tests on me. The next day they told me that I had leukemia.” At age 10, Howie was diagnosed with acute lymphoblastic leukemia. He would spend weeks in Vancouver, undergoing chemotherapy treatment at BC Children’s Hospital and follow-up treatment while staying at Ronald McDonald House. While undergoing treatment, his kidneys would also fail resulting in six days of dialysis treatment. Six years can change a lot. The image of the

smiling and brave boy, who had lost his hair during treatment, is now replaced by a strapping young man who still has a big smile as well as thick mop of curly brown hair. “People used to say to me, ‘I bet you wish you could go back and change it all’,” Howie recalled. “I would say, ‘No. The fact that I have had this experience, I feel, has shaped who I am and my perspective on life in a very unique way that is so different from my peers’.” Howie is grateful for the support of the Canadian Cancer Society, the five years he’s been to

“I love you guys. I’ll call,” Tony Williams said quietly as he waved goodbye to two sobbing women in the Campbell River courtroom. Last month, Williams turned 20 years old. On May 29, he began serving a four-year prison term for killing his half brother Edison Thomas, 33. “This is a very sad day,” said Supreme Court Justice Douglas Thompson. “This case is more tragic than most.” Williams and Thomas were among 10 children raised by their mother Mabel. Four had already died under tragic circumstances when the two half brothers began drinking heavily in the basement of their Mo Road home on Sept. 27, 2011. According to Justice Thompson, the brothers’ relationship is “at its worst” when they drink together. It deteriorated that night and shortly before 2 a.m. the younger Williams wanted to call it quits while Thomas intended to continue partying. That led to a fight between the two with Williams taking the brunt of the punishment from the bigger

Whale harassment trial stalls as new dates sought More time is required to conclude the trial of a Campbell River man accused of harassing killer whales. Jason Smith, a former whale watching guide, is charged with harassing northern resident killer whales under the Species at Risk Act and is also accused of disturbing them. The alleged incidents took place north of Campbell River on Aug. 16, 2010. Smith has denied all the allegations and is representing himself at

trial. At the time, Smith was working for Eagle Eye Adventures. The company has since been sold and remains in operation under new ownership. The trial ran for three days last week in Campbell River provincial court, but by Friday had still not finished. B.C. police departments are combining their efforts in making homes across B.C. safer by declaring a province-wide gun amnesty throughout the month of June 2013. From June 1-30, residents of B.C. will be able to safely dispose of unwanted, documented or undocumented firearms, weapons and ammunition that have not been used in a criminal offence, without facing weapons-related Criminal Code charges. Anyone who possesses guns, ammunition and
weapons, even imitation and pellet weapons, pepper spray and knives, and want to dispose of them, are being asked to contact the non-emergency line of the Campbell River RCMP, 250-2866221. Mounties will go to their residence to receive the weapon. It is important that residents do not transport these weapons into police departments for security reasons. Unwanted weapons are a potential hazard. Should these weapons be stolen during a break and enter, they could be used in a crime.

T he C omox Va l ley Regional District, Campbell River and Port Alberni will be included in the first performance audits conducted by Basia Ruta, B.C.’s new auditor general for local government. As opposed to finances, the audits will focus on the efficiency of programs and projects. The first three topics relate to cost containment. The audit involving the CVRD and five other B.C. jurisdictions is dubbed, Achieving Value for Money in Operational Procurement — which involves day-today operations, contracts and services such as garbage collection. “We’re not investing in infrastructure,” Ruta said in an interview. “What are we contracting out?” Her office wants to get a sense of amounts being spent in terms of operational procurement, and where these dollars are going. “To what pur-

And then getting into more operational process and monitoring the results.” Port Alberni’s audit is local government performance in managing policing agreements and police budget oversight. “We’re looking at the levers that local governments have in order to manage the budget that they have for policing,” Ruta said. Campbell River’s audit — Learnings from Local Government Capital Procurement Projects and Asset Management Programs — concerns larger investments such as major infrastructure, reconstruction, buildings, roads and facilities. “We’re looking here at

the process, the kind of planning that went into identifying the needs, and then looking at how you manage your assets on a long-term basis to see how local governments ensure sustainability of the assets they invest in,” Ruta said. There will be one individual report per local government. The first three audits will be completed by the end of March 2014. The fourth and fifth topics — Local Governments’ Role in Ensuring Clean Drinking Water and Managing the Inherent Risks of Limited Human Resources within Small Local governments — relate to the management of key risks to local governments. These are expected to be reported by Aug. 31, 2014. The new AGLG was appointed by Orderin-Council in November. Along with providing recommendations for improvement, Ruta will confirm where local governments are already providing value for tax dollars.

On Sunday at 12:51 a.m., Mounties were called to a complaint of a group of youths running around Ash Street, pulling up street signs and throwing residents’ garbage into the streets. Police made patrols but did not locate the culprits. This complaint was similar to another complaint made by a residence in the 900 block of Galerno who called to report that overnight someone had kicked their fence down.

Highway by Robert Ostler Park. A 25-year-old Campbell River man was driving his 2011 Ford F150 southbound on the highway when he crossed the centre line and crashed into three parked vehicles. “Thankfully all of the parked vehicles were unoccupied,” said RCMP Cpl. Poppy Hallam. “The driver was not injured and said he fell asleep at the wheel.” The BC Ambulance Service attended the scene to be sure the driver was okay. Alcohol was not a factor. There was extensive damage to the parked vehicles which were all
towed. The driver was issued a violation ticket for driving without due care and attention.

Funding trumps any labour deal Education was hardly a burning issue in the B.C. provincial election, leaving many educators, trustees and administrators – not to mention parents – scratching their heads. Meanwhile, school districts across the province are faced with often difficult decisions to
keep spending in line with funding. Few would argue the education system is awash in cash. Rather, it is merely holding the line while expectations for smaller classes, support for special needs and help for children with learning disabilities and other demands increase. So where was the talk about building a sustainable funding system for schools? Where was the leadership given last year’s labour unrest? It was drowned out by political recriminations on both sides. Now Premier Christy Clark is re-floating an earlier trial balloon to seek a 10-year labour agreement with teachers. While it’s true labour peace would surely benefit the
education system, it’s hard to see how making the B.C. Teachers’ Federation eat crow so soon after the election is going to bring this about. And because the issue hardly came up, it’s hard to argue the 10-year deal is part of Clark’s mandate. For many people, what’s needed first is a new, more equitable funding formula. Once a long-term vision for funding is revealed, then Clark might be in a better position to work with teachers on the vaunted 10-year labour deal. But until then, all she’ll accomplish with re-writing the teachers’ labour contract is more instability in schools. – Black Press

Problem intersection Like many retired folk in Campbell River I try to walk or bike ride as much as possible rather than drive. The intersection of Merecroft and Dogwood streets is the most dangerous crossing in my travels. Usually I can expect to have to jump out of the path of vehicles turning into the crosswalk once or twice a year but recently, I was chased back to the curb twice on one crossing. The problem is not just that drivers don’t care, it’s also because of the blind spot at the edge of the windshield of most vehicles. This is a problem in all cities but I find it worse here than in Vancouver where the faster pace seems to require drivers to be more vigilent. I propose that the traffic lights be modified so a turn into a crosswalk be prohibited by a red arrow when the crossing light has been activated. This may require provincial approval but should be the standard. Our elected officials may act on this proposal if enough citizens write or email our MLA. Whenever I’m driving my eyes often play tricks on me. I’ll see a dark shadow and my mind will immediately jump to a conclusion: is that a bear? Then I’ll see that no, it wasn’t. Well, the other night I was driving along Dogwood Street and a dark shadow appeared in the verdant transition zone between the roadway and the forest. A bear? No, of course not. Except, this time it was. A black bear poked its head out of the Beaver Lodge Forest like it was a green curtain. Then its shoulders emerged and finally the rest of the body. It was a sizeable black bear. It trundled off southwards along the trimmed grass on Dogwood. It was a cool sighting, as any wildlife viewing is. What adds to the pleasure, of
course, was this was right in the Beaver Lodge Lands. On Saturday, The Beaver Lodge Trust Committee celebrated the 20th anniversary of the legislation that entrenched the Beaver Lodge Forest. I trust you saw our special section last week? There is a picture from the event in today’s paper and a video on our website (www.campbellrivermirror.com). The deer are also emerging from whatever it is they do in the winter. They occassionaly show up along Dogwood Street but they’re more visible in spring and summer. There’s been a couple of deer with velvet-covered antlers that look like they’ve got three or four points. I’m sure you’ve seen them. The same night I saw the black bear on Dogwood, I was on a back logging
road dumping trash – no, just kidding, I wasn’t but lots of other people certainly were. I was walking off into a logged area and in the mud at my feet was the distinct track of a black bear as well as numerous deer tracks. It wasn’t that fresh so I wasn’t worried. The spring conditions are bringing out the wildlife obviously and it’s so nice to see. The Beaver Lodge Forest is always a great place to get out and enjoy nature. We’re so blessed here in the Campbell River area. In town we’ve got the Beaver Lodge Lands as well as another favourite natural area of mine, the Willow Creek watershed. And then there’s also the Campbell River estuary and its trails, whether it’s the Myrt Thompson Trail or the Raven Channel/Baikie Island net-
work. I’m sure you all have your favourite spots too. I love the warm weather and the feeling of peace that you get on a summer’s evening in the woods. There’s been a rash of research recently proving the physical and emotional benefits of simply being in close contact with natural areas. Another case of science proving what’s obvious to us already. Campbell River has lots of medicine for nature deficit disorder, a phrase coined by naturalist writer Richard Louv. He fears our children are in the midst of an epidemic of nature deficit disorder as they shy away from nature in favour of electronic stimulation. Well, we’ve got the cure right here. Make sure your kids get outside.

Campbell River street entertainers will soon have to get used to some new rules. Council last week endorsed a new bylaw that will impose guidelines on buskers, including restricting how long they can play in one location and the hours they can perform. Establishing a policy to control busking has been a long time coming for staff at city hall, who have been toying with the notion for years. Research into a busking bylaw started in 2011 after a survey of downtown businesses in 2007 showed majority support for a busker policy. Ross Milnthorp, the city’s general manager of parks, recreation and culture said the bylaw is in response to a growing industry. “ The (Community Services Recreation and Culture) Commission believes that with the success of Spirit Square and the revitalization of the downtown core, the city will see an increase

in street entertainment and a bylaw to regulate this activity will be needed,” Milnthorp said in a report to council. The bylaw, which was given first three readings by council last week, restricts street entertainers from performing within two metres
of any entrance or exit to a store or business or within five metres from the entrance or exit to a bank, credit union, trust company or automated teller machine. Street entertainers will also not be allowed to perform before 10 a.m. or after 10 p.m. and must
not stay in the same spot for more than two hours each day. The bylaw further restricts entertainers from using any amplification, with the exception of non-acoustical instruments, and bans buskers from soliciting money, verbally or otherwise, in any other way than having an open container for donations. Anyone who violates any part of the bylaw will be charged a $50 fine. Campbell River’s veteran busker, Owen Burgess, said two years ago when council was considering a busking bylaw, that he would welcome a policy. “If they’re gonna regulate it, it would keep the riff-raff out,” said Burgess, who along with his guitar, has been a fixture in front of the Royal Bank for years. “You gotta be professional, you can’t just be out here making noise and jumping around.” Busker Blaine Waldbauer was being professional when he was asked to leave his post in front of the library in October, 2011.

Waldbauer, who plays classical violin and oldtime fiddle music, was playing his violin near the sidewalk just outside the library and Tidemark Theatre, when a security guard told him there was a busking bylaw in place and Waldbauer needed to leave. At the time, Milnthorp confirmed to the Mirror that there was no busking bylaw and Waldbauer had come up “against an overzealous security agent.” Milnthorp said the city had contacted the security company and “directed them not to do that again.” With a bylaw in place, Milnthorp hopes to put an end to the confusion. “This bylaw will provide council with a proactive approach to regulating street entertainment,” Milnthorp said, adding that at the same time, the city does not want discourage street performers from setting up shop. “Street entertainment has the potential to contribute to the ambience of a vibrant, revitalized downtown core.”

Celebrate our ocean Rotary presents the fourth annual Wine and Blues Fest
Oceans Day 2013 is almost here, and is being celebrated in a big way. Discover y Passage Aquarium, located at the pier, is taking the opportunity to have its grand opening on Oceans Day, a community event being held on Saturday, June 8 and runs from 10 a.m.-3 p.m. at the pier parking lot. Elan Downey, a marine biologist at the BC Centre for Aquatic Sciences (CAHS), has been part of the organizational team for Oceans Day at the Centre for Aquatic Sciences that includes Tina McMurdo and Debbie Collins. She explained that the centre took over the organization of Oceans Day when it learned that DFO would no longer have a full time community advisor to take on the event. The team’s fundraising efforts have ensured that everyone can come and enjoy a day of free entertainment and activities. Downey is also involved with the aquarium and sees it as a wonderful educational opportunity. “With the Aquarium,” she says, “we can bring to the surface what divers see down below.” She also sees Oceans Day as educational, as it reminds the public of how the ocean at our doorstep is so intrinsically tied into our lives as people who live in a coastal community. “The ocean is so much more than just the animals that inhabit it,” Downey says. “We depend on the ocean both above and below.” Along with the aquarium opening Nick Templeman, a veteran wildlife tour guide of 14 years will be introducing his new business on Oceans Day - Campbell River Whale and Bear Watching Excursions, and will offer free short boat trips from the pier over to Quadra Island. As well, Discovery Marine Safaris will be holding a grand opening at its new location next to Beaver Aquatics. Excellent entertain-

ment is planned with CR Dance Extreme on the main stage in the morning followed by musicians Justine Collins and Jim Chisholm, then Pacific Ukes to wrap up the day. A favourite free activity is being offered at the pier - fishing rod rental fees will be waived during the event. Kid oriented activities include face painting by Magical Faces and free puppet shows put on by
the Museum at Campbell River’s summer students. And while you are there, don’t forget to visit the exhibit ‘What Lies Beneath’ inside the Maritime Heritage Centre, and take in a ‘Taste of Asia’. Brushing twice a day with fluoride toothpaste, cleaning once a day between your teeth with floss and seeing your dentist regularly for an exam will help you to maintain your overall health. Peewee Ravens on a roll The Subway Peewee B Ravens has two impressive wins last weekend in the Vancouver Island lacrosse league. The Ravens hosted Port Alberni on Saturday and dominated play in a 6-1 victory. On Sunday, travelled to Victoria to take on Peninsula. The Ravens got off to a quick start scoring three goals in the first period. In the second, the Ravens ran into some penalty trouble, but strong defensive play and an offensive surge in the third led to a 9-2 victory for the Ravens. Come out and cheer the peewee Bs next home game, on Sunday, 1:30 p.m., at Strathcona Gardens.

A season-high six Roadrunners took to the track. #17 Dan Kemp and #9 Andrew Buchanan battled each other hard on the wet track in the 15-lap main event, with Kemp finally claiming the lead on lap 12 to take the win and furthering his points lead over #66 Nick Leavitt. In the Hornet A class,
points leader #01 Kevin Lawrenuk took the night off due to other commitments, opening the door for others to close the gap. In the 20-lap main event, #09 Cameron Phillips taking the lead on the second lap. Phillips, #03 Jennifer Lawrenuk and #15 Lane Pearson all raced bumper to bumper for the remaining laps, but neither could find

Local gym West Coast Muscle & Fitness is putting its competitive stamp on the fitness community. Recently, three competitors from the gym competed at the Western Canadian Bodybuilding and Fitness Championships in Kelowna. Ryan Bell placed first in open mens lightweight division, Nicole Janveaux took the gold in women’s bodybuilding and Kaylee Mascia was sixth in women’s bikini. West Coast Muscle has been under new ownership since last September with Jeff Messinger and Sarah Macdonald leading the hard-core workouts. Macdonald recently placed third in Canada for Figure, while Messinger and Bell are competing on June 22, at the provincial bodybuilding championships in Vancouver.

Great year makes great summer for Beacon Club It’s great to be number one. Heron’s Landing Hotel was voted number one out of Campbell River’s hotels by the users of tripadvsior.ca for 2012 and 2013. And to celebrate they are giving back to their community by making a $2,500 donation the Campbell River Beacon Club. “The staff have done a great job during this last year,” said owner Lucas Stiefvater. “We have been consistently the number one hotel in Campbell River on the trip advisor program. This is a major achievement. To acknowledge this accomplishment Heron’s Landing pledged to do a donation of $2500 on their behalf to the Beacon Club.” The donation was made at an opportune time for the club. “This will help make for a great summer for the members,” said Club Administrator Robyn Ellsworth. ”We are so
participate in a variety of activities to help them improve their mental and physical health and become participating members of society. The club offers weekly Mindfulness, Effective Communication, Clay Studio and jam sessions. The members do educational workshops together, such as First Aid. They keep fit with the Walking Club, Wii, chair yoga, fishing, bowling, and horseback riding. They enjoy seasonal celebrations, Beach Days, concerts, in house movie matinees, bingo and board game/pool/crib/
