Hands-on experience with heavy equipment Students, potential employers as well as local politicians were in attendance as the Interior Heavy Equipment Operator School held an open house last month in Lake Country, showing off what the school has to offer to both students and businesses looking for workers who can run heavy equipment. According to the Petroleum Human Resources Council of Canada, heavy equipment operators will be in high demand in the next dec-

ade due to oil sand expansion, infrastructure growth and replacing baby boomers retiring from industry. The Interior Heavy Equipment (IHE) School in Lake Country offers training on heavy equipment and operates one of the largest training sites in Western Canada. Students are trained on full-sized machines as opposed to simulators, giving them hands-on training before they enter the workforce.

“Our benchmark is to train and produce safe, entry-level skilled operators that are ready to serve industries’ needs,” said IHE School general manager Mike Hansen. “We are experiencing a period of unprecedented growth. Our students are being trained on nothing but industry-sized full size machines learning real world tasks.” Several potential employers were on hand at the open house including Clearstream Energy, Hoban Equipment and the Sims

Hansen said there are many opportunities in fields such as mining and exploration for students looking for a good career. “The opportunities that exist here for those willing to travel to the worksites are phenomenal. Employers are looking for individuals with a positive attitude and sound work ethic,” added Hansen. “We place a high value on creating win-win relationships with industry representatives.” In a report tabled

by the Mining Industry Human Resources Council, expected growth in B.C. alone calls for 6,500 new jobs over the next 10 years. Data from 19 operating B.C. mines supports the highest demand for additional workers is the occupational category of heavy equipment operator. Keith started in the family building supply business in 1986 at the West Kelowna location beside Bylands Nursery. He started in the yard helping load products for customers and making deliveries, working his way from yard guy, to Main Delivery driver, to Yard Foreman. Keith was moved into retail sales slowly working his way up to Retail Manager in 1994. Finale goes tonight for Lake Country Has Talent contest The second annual Lake Country Open Mic Has Talent contest will come to an end tonight, June 5, as the top five performers will be back on stage for encore performances before a winner is named in the contest. Singer/songwriters each performed three of their original songs at the event, held over a couple of nights at the Lake Country Coffee House. In no particular order the top five contenders

are Luke Atherton, Rigel Seedhouse, Justin Dueck, Jeff Kouwenhoven, and Timely Wonders. “The talent at the Lake Country Open Mic Has Talent singer-songwriter competition has been thrilling this year,” said organizer Jennifer Boal. “The top five will each showcase their own original songs and our judges will make their final decision at the end of that night. It will be an incredible night of music.”

The event takes place from 6 to 8 p.m. at the Lake Country Coffee House and the winner and second place finisher will be announced at the end of the night. Contest winners will receive studio recording time at DMA Studios and a multitude of performance opportunities provided by contest sponsor Lake Country Open Air, Parks Alive, the IPE, and many others. Last year Becca Mabbett won the contest.

Winfield girl marks War Amps’ 95th Isabella Romei, 11, of Winfield, is back from The War Amps 2013 BC Child Amputee (CHAMP) Seminar held in Vancouver. Child amputees from across the province came together while also honouring the association’s 95th anniversary of providing services to amputees. Born missing part of her hands and feet, Isabella attended the threeday seminar, which included sessions on the latest developments in artificial limbs, parenting an amputee child and dealing with teasing and bullying. The opening ses-

sion paid tribute to the long history of The War Amps, and its continuing legacy of “amputees helping amputees.” A highlight at the seminar was the Amputees in Action session, where Champs demonstrated their standard and recreational artificial limbs and devices to the group, including waterproof swimming legs and bike devices for arm amputees. Enbridge pipeline isn’t dead yet O ne of Premier Christy Clark’s first tasks of the new term will be to resume trade talks with Alberta and Saskatchewan. Several daunting tasks await. Clark must repair relations with Alberta Premier Alison Redford after B.C.’s theatrics over oil pipelines before the election, and prepare for the results of a federal environmental review of the Enbridge Northern Gateway proposal in the fall. Some people were surprised on Friday when the B.C. government released its final written submission to the federal environmental review panel on Northern Gateway. It was widely interpreted as B.C.’s outright rejection of the project, but it’s not as simple as that. Clark and B.C. Environment Minister Terry Lake signalled several times before the election that they were not getting the answers

Tom Fletcher they wanted from Enbridge. But they stuck to the principle that the hearings must be completed. The NDP repeated for months that the B.C. Liberal government had forfeited its own review and handed jurisdiction over the environmental assessment to Ottawa. In fact, a pipeline that runs across two provinces is by definition a matter of federal jurisdiction. B.C. could have held its own parallel set of hearings, which was the NDP’s stated preference, but in no circumstance does the province

have a veto. And both the B.C. Liberal government and Enbridge were careful to leave the door open for further talks. A closer reading of their comments shows that the key difference at this stage is one of timing. “The panel must determine if it is appropriate to grant a certificate for the project as currently proposed on the basis of a promise to do more study and planning after the certificate is granted,” Lake said. “Our government does not believe that a certificate should be granted before these important questions are answered.” According to Enbridge executive Janet Holder, those important questions can’t all be answered until the hearings are over. The company maintains that every river crossing and spill response plan can’t be done in detail during the twoyear hearings. B.C.’s final submission runs to nearly 100

pages. It goes into detail on the inconsistencies and unanswered questions on such vital topics as whether diluted bitumen can sink in water. In short, the province argues that it can sink if the oil is in fresh water, or if it is exposed to weathering so lighter fractions evaporate, or if it is mixed with sediments that increase its density. These are pertinent conditions if heavy oil were to leak into a river in springtime, when water runs fast and cold and brown with sediment. Then there are the obstacles presented by responding to a spill in remote wilderness and heavy snow. Given both provincial and aboriginal opposition in B.C., the Enbridge pipeline is unlikely to be imposed, and last week Conservative cabinet minister James Moore clearly ruled that out. The B.C. government has consistently maintained that the

current project does not meet Clark’s often-repeated five conditions, including the vaguely defined “fair share” of revenues, and Moore said the federal government agrees with those conditions. The B.C. government has to face some other uncomfortable realities as well. If heavy oil pipelines are such a risk, how does B.C. manage the one that has stretched across remote and populated areas for 60 years? Does the government take a stand against new pipelines, and then watch as rail cars full of heavy oil cross those same rivers? No permit is required for that, and in fact there are more hazardous materials than oil moving by rail and road across the province today.

Eight years later, Anne was born to one of the pioneer farming families in the area. In 1914, there were no roads to Okanagan Centre; no highway running up the Okanagan Valley, no railway connecting to the transcontinental CPR. Dream community populated by people like Anne TAYLOR FROM A4 As the tributes noted, Anne is the living history of those days. Aside from attending high school in Vancouver, she has lived her entire life in this community. She still lives in a small, single-storey house on a well-treed corner lot. As the only formal speech of the afternoon noted: “Her door is always open. If you stop by, she’ll invite you into her kitchen for a cup of tea.” The speaker concluded: “Anne is the face of our community.”

In a sense, of course, we all are. The way we treat our property, the way we treat our neighbours, shapes the kind of community we live in. A community is not a collection of houses and streets, shops and sewers. The people embody the community. A few years ago the municipality of Lake Country appointed a committee to develop something called a Sector Plan for Okanagan Centre. Our mandate was—I’m summarizing several pages of legalese—to identify

the unique elements of our community that we wanted to preserve. So we made zoning recommendations. We considered economic development. We consulted professional planners. We drafted policies and guidelines. We wanted to see stars at night, so we opposed street lights. We also opposed wider roads; we didn’t want increased traffic flow. We wanted life on a human scale— comfortable smaller houses, no highrises, no monster homes. The municipal council

received our report. And then filed it and forgot it. In hindsight, I think what we were really hoping to define was the kind of people who would live in our community. Those houses and roads, shops and sidewalks, streetlights and sewers, were merely a means to an end. Everyone knows that run-down housing tends to fill with run-down dwellers. It’s perhaps less obvious that big houses, set far apart, will attract people focused on individualism and self-sufficiency. Walled gardens

and high fences promote obsessions about privacy, security and exclusiveness. So, tragically, do soundproof apartments. Small yards, conversely, move social interaction into public spaces Residents mingle, children play on the roads, visitors drop in for tea. Not everyone can get their way To the editor: Thanks to all who attended the recent Okanagan Centre Front Porch Meeting—even to the bullies who tried to derail this particular community meeting by yelling and stomping their feet. These meetings are a part of council’s consultation with the community. Other forms of consultation are in talking individually to residents, reading their letters and emails and listening to them at

open houses and council meetings. Consultation, and even democracy, does not mean you will always get your way. I understand that some people who attended the front porch meeting were upset that they were not consulted prior to the removal of their shed, boathouse or other illegal structures from the public beach back in March of this year. However, it is not municipal policy, in Lake Country nor any other municipality across B.C.,

The main discussion seems to be motorists bellyaching about cyclists. Cyclists are “vehicles” under traffic laws and many of those darned cyclists appear to ignore those laws. When you listen to the points raised by motorists, and their tone, road safety takes the back burner. I don’t hear motorists expressing genuine concern for the safety of cyclists. If safety was the genuine concern, instead of bellyaching I would hear suggestions and strategies about how to protect cyclists. I would hear things like: “It is dangerous for cyclists to ride at the very edge of a road, as sometimes there is an edge where the asphalt ends and loose gravel begins that can cause a cyclist to lose control, so give cyc-

list lots of room when passing them.” Maybe, someone would call into a radio show and say: “I felt horrible when a young person on a bicycle pulled out directly in front of my car and I almost hit her. I have learned an important lesson that when coming up behind a child on a bicycle I need to expect the unexpected, slow right down, give a little honk to make sure the child knows I’m there, and then carefully pass.” Instead, I hear impatient and irritated complaints about those annoying cyclists. It’s much easier for us motorists to bellyache about cyclists than to seriously consider why we aren’t joining them. Bike to Work Week marks an anniversary for me as well—one of my

(regretfully former) staff took it upon herself to motivate the office to get on our bicycles for Back to Work Week a few years ago. She was a very experienced cyclist. She always wore her helmet. On her way home, on her bicycle, within two blocks of my office, an impatient motorist crowded her off the asphalt edge, causing her to lose control and suffer a serious brain injury that she is continuing to recover from today. Front porch attendance is not mandatory

to have your say in Okanagan Centre, however it is desirable, because we, as council, get to hear some valid community concerns, and if we’re lucky some great ideas to try and move forward. The final word of the evening went to the wise and long-time Okanagan Centre resident Anne Land: “You can’t please everyone.” This was never more apparent than at this front porch.

However, what we can do is be civil with our neighbours and newcomers to the community, and respectful of the democratic process. We’re in this together. Let’s remember that as we try and make this community a better place not only for ourselves but for those who will follow.

JUNE 2013 Oyama Traditional School, as a semirural community best practice traditional school, has a very high rate of parent volunteerism and we show appreciation each May by having our Annual Parent Volunteer Appreciation Tea. This year, the 55 member Primary Choir sang a song, and the 48 member grade 6/7 Band performed five amazing pieces. The parents were also given a beautiful pot of colour flowers that had been planted by our gardening club and grown in our greenhouse.

The Oyama branch of the Lake Country Fire Department came out in May for two full days to teach the grade 3 students fire safety awareness. This included escaping from the fire safety “house”.

Mrs. Daniel’s grade 2/3 class was highly engaged doing ceramics today with help from representatives from Silver Lining Studio.

The annual “bike to school” day, to kick off bike to school week, was on May 27th, and again the local fire department lead the procession to school. Students who bike, walk or scoot to school each day are being recorded so they can be in a draw for “Bike to School” prizes at a future assembly. Immediately after that, Dave Gibson, Traffic Safety Officer for school district 23, Roseanne Vandenbilche, RCMP school liaison officer, members from Lake Country Cycle in Winfield and parent volunteers along with grade 6 student leaders, led a Primary Bike Rodeo in which all students in grades K-3 learned bicycle safety and also had their bikes checked over by the local bike shop.

f you carry out your work in the public eye, I think you have to expect there are going to be good times and bad times. If your name happens to be Duffy, Wallin, Dix, or Ford, you’ve likely had better weeks than the last few. The news media, whether on the airwaves or in print or online, is abuzz with discussion of the fates and fortunes of these public figures. Though, as is sometimes the case, I wonder whether the discussion may be missing some key points. Adrian Dix presided over an epic election collapse by B.C.’s New

Democratic Party. Possibly only members of the Toronto Maple Leafs know just how badly Dix must feel about his last minute stumble. The talk, since, has seemingly been all about how the B.C. Liberal leader Christy Clark out-campaigned Dix and, in doing so, snatched victory from the jaws of defeat. Dix commented, “I needed to work on my skills, which are not the same ones you need to be premier. I could have been far better on the campaign.” I’d have to disagree with the view that campaigning skills are not ones needed to be pre-

mier of a province. Regardless, my feeling is that the focus on Dix as NDP leader and his lacklustre campaign effort misses the real issue. I think the question the provincial NDP, and all voters in B.C., might ask themselves is: “Why, given all the conditions

necessary for a sweeping electoral victory, did the NDP—as a party—end up going backwards in this election?” The answer, I’d say, goes far beyond whether Dix is photogenic enough, made the story of his life available enough, or kissed enough babies on the campaign trail (I’m not certain that politicians actually still do that—or ever did for that matter). The answer has to lay fundamentally in the platform the party has advanced and, presumably, the fact that its ideals appealed only to a limited segment of B.C. voters. Given the repeated gaffes of the governing Liberals over the last decade and the inevitable swinging of the political pendulum in this province, there could not have been a better set of circumstances to attract supporters to the NDP’s

Speaking of Toronto, if you’re Mayor Rob Ford you might be wondering whether the whole world is out to get you. Dogged by one scandal after another, if nothing else he can be called a survivor. After a period of deafening silence in the face of allegations that he was captured on video smoking crack cocaine, Ford finally made the statement. “I do not use crack cocaine, nor am I an addict of crack cocaine,” he said. Not having seen the alleged video, I have no personal reason whatsoever to doubt Mr. Ford’s word. As a person who makes a living with words, I nonetheless see some issues with his quasi-denial.

Codes of ethics should be universally applied

O

ne of the requirements for Certified General Accountants is continuous learning and upgrading, including a mandatory ethics seminar or training every three years. I think this requirement is unique to CGAs and I hope that it passes over to the professional development requirements when we all merge as Chartered Professional Accountants. After taking the course this year, I thought that there must be a way to promote this to businesses in general. The first step appears to be to develop a code of ethics for the business. The code of ethics outlines the general code of conduct of the business. A good start is with a mission statement. Most businesses would probably in-

Behind the Counter clude codes, such as indicating that they would deal honestly with customers, vendors and each other; would be fair and respectful in all dealings; set a fee structure to be followed. The next step would be to create some policies and procedures to determine how the business would meet the nature of the code. The most important way of making a code work is by using it and that needs to come from

upper management. If the business has a code, but the owner never follows it, what do you think the likelihood that the employees would follow it would be? Probably not many, if any. So business owners need to lead by example. The next step would be training. You need to let your staff know what your code of ethics is and give them training on the various ethical issues that they may encounter in their position. Provide a framework for the employee to work with, then it becomes easier for them to solve ethical dilemmas. For example, CGAs follow a five-step ethical decision framework. 1. Identify the problem, determining how your code of ethics was breached and what the issues and potential issues of the breach are. 2. Identify the stake-

holders. Who is involved and how they might get hurt by the breach. 3. Specify feasible alternatives—determine what all the possible solutions to the problem might be, no matter how bizarre. 4. Decide which of the possible solutions would be in the spirit of your code of ethics. 5. Make and defend your choice. Always document what you decided and how you got there. I have no knowledge which professional bodies use or have a code of ethics, but I challenge every one of them to review their code and uphold it.

What did we accomplish in 2012? Council will be receiving the District of Lake Country’s 2012 Annual Report at its Regular Council Meeting on June 18, 2013, and is seeking public comment on the document on or before that time. The 2012 Annual Report is available for review at the Municipal Hall Customer Service Centre and on the District’s website at www.lakecountry.bc.ca. Comments can be provided to the Corporate Services Department in writing or via email to admin@lakecountry.bc.ca. Comments can also be provided directly to Council at the June 18th Regular Council Meeting which begins at 7:00 p.m. at the Municipal Hall.

Notice to Property Owners Property Tax Notices for the District of Lake Country have been mailed. If you are the registered owner of property within the District of Lake Country and have not received your Property Tax Notice for 2013, please contact the Finance Department at (250) 766-5650. Please note that current taxes are due before 6:00 pm, Tuesday July 2, 2013. Property owners have the following tax payment options:  In person at Municipal Hall;  Banks;  Internet/Telephone Banking;  Mail – (mail your payment early with a July 2, 2013 post-dated cheque) Municipal Hall hours are 8:30 am to 4:30 pm Monday through Friday and will be open for extended hours on Tuesday, July 2nd from 8:30 am to 6:00 pm. The office will be closed Monday, July 1st for Canada Day. There is a drop slot available after business hours at the north entrance to the Municipal Hall. Any current taxes and rates remaining unpaid at the close of business on July 2nd will be subject to a ten (10%) percent late penalty. A tax payment does not have to be made for eligible property owners to claim their 2013 Provincial Home Owner Grant. Home Owner Grants must be claimed every year and must be claimed by July 2nd to avoid a 10% penalty on the grant amount. Eligible property owners may claim their home owner grant online by visiting the District’s website at www.lakecountry.bc.ca. The homeowner grant password is located on the tax notice below the BC Assessment roll number.
