Charity cycle zeroes in on housing JUNE 23: | CMHA’s Bob Hargreaves wants to raise awareness and remove the stigma of mental illness in the Ride Don’t Hide event. SUSAN QUINN AlBeRni VAlley news
When Bob Hargreaves takes his bicycle out for a ride, he carries with him a memory of a client from the Canadian Mental Health Association who reached out for help. Hargreaves, executive director at the CHMA Port
Alberni office, will participate in the Shoppers Drug Mart ‘Ride Don’t Hide’ on Sunday, June 23 in support of better mental health for women and families. Hargreaves received a letter, which he has memorized, from a client seeking better housing. The woman was living with agoraphobia and
Hargreaves and other local cyclists will tackle a 50-kilometre course heading out toward Taylor Arm Provincial Park. There will also be a shorter 3.5-km route for members of the public to join in. Port Alberni’s event kicks off at 9 a.m. at Shoppers Drug Mart and wraps up at 3 p.m.
Hargreaves and the Shoppers Drug Mart on 10th Avenue join 12 other communities in B.C. in promoting this event, inspired by Vancouver schoolteacher Michael Schratter and his 40,000-kilometre trek around the world. Schratter, who lives with bipolar disorder, helped raise $100,000 for CMHA.

She wrote to the CMHA asking to be put on their list for secure subsidized housing. “She is not going to join us because she died of poor health while on our list,” Hargreaves said. Fish in jeopardy Smolts’ survival hangs in balance in chinook fishery disagreement ChrIStopher SUN AlBeRni VAlley news
The survival of 65,000 Chinook smolts is in the hands of Fisheries and Oceans Canada (DFO) as an Alberni Valley fish hatchery that has raised the fish will euthanize them if its donation is not accepted. Omega Pacific Hatchery co-owner Carol Schmitt grew stream type chinook, known as S1, which are fish spawned in the fall and kept in freshwater for a year. The one-year-old chinooks are descendents from adult salmon spawned at the Robertson Creek Fish Hatchery. They are now ready to be released. However, all chinook that has DFO permission to be released locally have been ocean type chinooks, S0, which spawn in the fall, are grown fast and released in the spring. About 20 million of these chinooks are released annually and they have a survival rate of 0.5 per cent. Schmitt said the salmon she raises
would have a five to 10 per cent survival rate. “They are the same fish but grown differently,” Schmitt said, adding disease is not an issue as her fish are screened and all are healthy. “The only difference is we take a year to raise our fish and S0s are grown fast so they can be released in the spring.” Schmitt explained the stream type chinook has a higher survival rate because it mimics the natural way chinook naturally grow, resulting in a more mentally developed fish with a better immune system than those that are raised and released within a few months. All chinook raised and released on Vancouver Island are the faster growing ocean type and must be authorized by the DFO. Schmitt’s requests to release smaller amounts in the past have been rejected. She said DFO officials argued that they tried stream type chinook in the past and it failed. “They did stream type fish for a few

years but it was still a compressed maturation,” Schmitt said. “The government said ‘we tried it and it didn’t work,’ but you have to give the fish a year.” Schmitt added that there is no harm in the DFO allowing Omega to release their fish and seeing what happens, as the end goal is about myto increase chinook returns. She plans to monitor the Tempur-Pedic return of the chinook if she is allowed to release them. Schmitt said the 65,000 smolts are ®

worth $50,000. Alberni sport fishing advisory committee vice-chair Bob Cole supports Schmitt’s request. “It’s an alternative method with a high survival rate,” Cole said. “The trouble with the DFO in their system of doing things is they have a certain protocol that’s not open to change.” Schmitt has received letters of support for the release from the Alberni-Clayoquot Regional District, Port Alberni city council and the Barkley Sound Wild Salmon Working Group. She said there is nowhere else she can the donate the fish. E not N returned T Calls to the E DFOV were by press time.

Safety concerns addressed overseas Christopher sun Alberni VAlley news
It’s a situation no educator wants to face: a student suffering serious injuries from a sexual assault and the farreaching effects on the student, family and school community. Alberni Valley School District superintendent Cam Pinkerton was on a student recruiting trip to China when, on May 22, a 16-yearold girl was sexually assaulted near Roger Creek Park with severe injuries. She is recovering. A 17-year-old man is facing multiple charges including attempted murder and sexual assault. Pinkerton said after he and other overseas school officials learned of the incident he gave “full disclosure” about the assault. “We wanted to be up front with them,” Pinkerton said, explaining it would have looked bad if parents and students found out about the assault after they left. “People are aware that this is a very unique and unusual circumstance.” Pinkerton said in
his 20 years working as an educator in Toronto and 13 years in Port Alberni, he had not personally seen an incident like this before. He and Port Alberni mayor John Douglas, who accompanied Pinkerton to China, assured teachers, parents and students at the schools they visited that Port Alberni is safe and that this incident was a “one-off.” “There has only been one similar assault [that I know of] and it was eight years ago in Sooke,” Pinkerton added. Douglas wouldn’t comment directly on the assault but said he met with the seven students who will be coming to Port Alberni in September and they did ask about safety here. “Our community is a very safe place and like any other community, you just need to take the normal precautions to ensure your safety,” Douglas said. Up to 130 international students are anticipated to enrol at Alberni District Secondary School over the next three years.

sD70 ramps up int’l program Christopher sun Alberni VAlley news
The Alberni Valley can expect up to 100 international students enrolling at Alberni District Secondary School annually, says superintendent Cam Pinkerton. Pinkerton was in China the week of May 20th on his second recruiting trip this year and visited numerous cities with representatives from other Vancouver Island school districts as well as Port Alberni mayor John Douglas. Seven Chinese students will enrol this fall at ADSS, 20 to 30 are expected in 2014 and up to 100 after that. The school district gets $1,000 a month for each international student. “We signed four city deals with
the ministers of education and mayors,” Pinkerton said. “These are kids who can [eventually] go to university anywhere in the world.” Pinkerton explained Chinese high school graduates must take an intense postsecondary school entrance exam called the Gaokao. About three million students graduating this year will take the exam and only half will get into a Chinese university. One school the group visited had 8,000 students, with many living in dormitories for their entire high school years. With competition fierce in China many parents and students look at alternatives such as completing high school in Port Alberni and then

attending a Canadian post-secondary institution. Pinkerton said changes have been made to ease international students into their new life in Canada. International students in Port Alberni will spend their first semester at VAST in a smaller classroom and then attend ADSS in
semester two and onward. In comparison, class sizes the schools Pinkerton visited in China ranged from 76 to more than 100 students. “The four students from China this year got their visas late and weren’t able to get here until October so they ended up going to VAST,” Pinkerton

Although the company submission was about 12,000 pages, the EAO in its 114-page critique decreed there were significant gaps in the information, including environmental impacts as well as consultation with the public and First Nations. Considering half of B.C.’s shellfish aquaculture industry operates in Baynes Sound, there is considerable concern about how a coal mine in the hills above the water would affect B.C. Shellfish Growers’ Association members. And there is the K’omoks Band, which says it has had only minimal consultation so far. The new band council, still assessing the project, has a lot of clout. Compliance may reapply, and likely will. Beginning a mine is a long and costly process. And world markets change, as do company fortunes. The end of this story is a long way from being written, although there are some excellent reasons to not build a mine – even if it’s underground – in a populated area that relies on clean water. — Comox Valley Record

ICTORIA – One of Premier Christy Clark’s first tasks of the new term will be to resume trade talks with Alberta and Saskatchewan. Several daunting tasks await. Clark must repair relations with Alberta Premier Alison Redford after B.C.’s theatrics over oil pipelines before the election, and prepare for the results of a federal environmental review of the Enbridge Northern Gateway proposal in the fall. Some people were surprised on Friday when the B.C. government released its final written submission to the federal environmental review panel on Northern Gateway. It was widely interpreted as B.C.’s outright rejection of the project, but it’s not as simple as that. Clark and B.C.
Environment Minister Terry Lake signalled several times before the election that they were not getting the answers they wanted from Enbridge. But they stuck to the principle that the hearings must be completed. The NDP repeated for months that the B.C. Liberal government had forfeited its own review and handed jurisdiction over the environmental assessment to Ottawa. In fact, a pipeline that runs across two provinces is by definition a matter of federal jurisdiction. B.C. could have held its own parallel set of hearings, which was the NDP’s stated preference, but in no circumstance does the province have a veto. And both the B.C. Liberal government and Enbridge were careful to leave the door open for further talks.
A closer reading of their comments shows that the key difference at this stage is one of timing. “The panel must determine if it is appropriate to grant a certificate for the project as currently proposed on the basis of a promise to do more study and planning after the certificate is granted,” Lake said. “Our government does not believe that a certificate should be granted before these important questions are answered.” According to Enbridge executive Janet Holder, those important questions can’t all be answered until the hearings are over. The company maintains that every river crossing and spill response plan can’t be done in detail during the two-year hearings. B.C.’s final submission runs to nearly 100 pages. It goes into detail on
‘It was widely interpreted as B.C.’s outright rejection of the project, but it’s not as simple as that.’

the inconsistencies and unanswered questions on such vital topics as whether diluted bitumen can sink in water. In short, the province argues that it can sink if the oil is in fresh water, or if it is exposed to weathering so lighter fractions evaporate, or if it is mixed with sediments that increase its density. These are pertinent conditions if heavy oil were to leak into a river in springtime, when water runs fast and cold and brown with sediment. Then there are the obstacles presented by responding to a spill in remote wilderness and heavy snow. Given both provincial and aboriginal opposition in B.C., the Enbridge pipeline is unlikely to be imposed, and last week Conservative cabinet minister James Moore clearly ruled that out. The B.C. government has consistently maintained that the current project does not meet Clark’s often-repeated five conditions. Continued / 9

Pipeline stance raises questions From / 8 These conditions of Clark’s include the vaguely defined “fair share” of revenues, and Moore said the federal government agrees with those conditions. The B.C. government has to face some other uncomfortable realities as well. If heavy oil pipelines are such a risk, how does B.C. manage the one that has stretched across remote and populated areas for 60 years?
Does the government take a stand against new pipelines, and then watch as rail cars full of heavy oil cross those same rivers? No permit is required for that, and in fact there are more hazardous materials than oil moving by rail and road across the province today. No excuse for coal rejection To the Editor, Now that the dust has settled from the recent Environmental Assessment Office (EAO) rejection of the Compliance Coal Corporation application for an Environmental Assessment Certificate, a review of the major information gaps in the application raises some interesting questions. Over the course of the past several years, Compliance had
played a significant role in drafting the Application Information Requirements (AIR) guidelines. Once the AIR was finalized in June 2012, Compliance set out to compile their application having full knowledge of what information would be required based on the AIR guidelines. Compliance spent nearly 10 months and an untold amount of money to compile and submit their application, and the EAO after six weeks of evaluation rejected it “identifying the major information requirements the EAO considered not to have been adequately addressed as per the AIR”. Was this due to incompetence, lack of due diligence or just plain sloppiness? The response from Compliance to the Application rejection was “it’s typical and not unexpected to get the application back, we’re not overly upset”. Basically saying they’re fine with the EAO giving them a “do-over”. Can you imagine a scenario where your child spent months on a term paper, knew what was required to be in the term paper,
submitted the term paper and received an incomplete/failing grade, and their explanation to you, is they “weren’t overly upset” because the teacher gave them a “do-over”? This highlights why Compliance has been unable to obtain “social license” from the residents of the Comox Valley and Port Alberni. For many of us, Compliance’s assurances and predictions around the Raven Coal Mine project are neither credible or attainable. John Snyder, Fanny Bay Editor’s note: John Snyder is chair of CoalWatch.
Residents going bankrupt To the Editor, Port Alberni’s city staff and council need to realize their spending is out of control. It’s time for the powers that be to learn to save and budget better; a few wage cuts and layoffs wouldn’t hurt. There is a recent report put out by the Canadian Federation of Independent Business that clearly shows municipalities are way off track
and are driving us bankrupt slowly but surely. The people of Port Alberni are going to have to use their retirement to support city hall’s bloated wages and pensions and all because the city does not know how to budget with savings in mind. Now the city wants to start building bridges; more senseless spending at the cost of the already drained citizens. Cutbacks, layoffs, a volunteer fire department and a new city manager are what this town needs. Gary Lajeunesse, Port Alberni
City doomed to repetition To the Editor, Isn’t the definition of insanity doing the same thing over and over again while expecting different results? The AlberniClayoquot Regional District and Port Alberni Port Authority (PAPA) have spent thousands of taxpayer dollars on study after study on the Horne Lake Connector. Five consultations in nine years to create six reports. All have said the same
thing: compared to other options, the Horne Lake Connector has the most environmental issues, costs the most, provides the least benefit and difference from the existing highway and is the most complicated and difficult to secure and build. The pattern is continuing with the proposed ring road around the city. The RD and port authority produced a report in February that stated, “It is clear that there will be significant environmental issues related to this project”. The road will put our drinking water at risk among other things. Yet the committee agreed to continue lobbying the government for this $105 million plan and produce more reports in the hope the ministry might ignore the facts. There are other options that have been proven to be cheaper and more beneficial with few if any of the same problems. If they must continue to spend taxpayer dollars studying, at least they could study other options to find a positive result. Chris Alemany, Port Alberni

Have you ever spent time planning a special occasion and feel satisfied that all is in place for a successful event. Then as you near the time for the event to occur things begin to unravel. Tickets are not selling and you begin to wonder what has gone wrong. Then just days before the deadline when you will have to cancel - the tickets begin to sell like hot cakes. How similar that is to prayer. We might pray for weeks or months for God to help us through a difficult situation but God does not always respond to our prayers immediately or in the way we wanted. As we grow in faith, we will learn to trust more and give our lives over to Him. Praying to God is releasing our own control over our very own lives. We will realize that God doesn’t always answer prayers with yeses, but He definitely answers them. Yes, God does answer prayers. Although the answer might not be what you wanted or expected it will be worth waiting for - just like the ticket sales.

diseases. Lately, wheat and gluten have been the target for explanations of increasing rates of disease. In recent years, the consumption of wheat that the North American population consumes has actually dropped.
Despite this trend, the obesity rates are still growing. Contrary to some theories and popular opinion, there is not one single factor in the modern environment that can be attributed to the ever-expanding weight problem. It’s complex and multifactoral.

For people living with celiac disease, avoidance of gluten in wheat products (plus additives to food, medications, supplements, cosmetics, etc.) is necessary to prevent a flare-up of symptoms. Proper medical diagnosis of gluten sensitivity and intolerance is important to help determine this needed lifelong restriction of gluten. Plus, supervision
Sedentary lifestyles, growing portion sizes/servings, availability of cheap, processed foods, dashboard dining, eating with screen time (TV/computer), yo-yo dieting, and the amount of sugary drinks people consume, are a few factors which contribute to rising rates of obesity. So what is gluten, anyway? Gluten is a protein in wheat and is sometimes
and monitoring by a health professional of adopting this restrictive diet is important. This will ensure certain nutrients are not excluded, because if they are left out, health may worsen, leading to chronic deficiencies over the long-term. Interestingly, some people with celiac disease who require gluten-free living actually gain weight with the adoption of this new diet.
Others may lose weight, depending on the degree of their symptoms. In recent years, many people are trying to go ‘gluten-free’ with their diet (on the recommendation of friends/family/books) to help lose weight and improve health. The big problem with this particular choice of restrictive diet can be that many of the ‘gluten-free’ products are highly processed. Continued / 24

that your engine oil filter’s job is to remove oil contaminants. It sifts out the solid particles while allowing oil to flow unrestricted through the engine. Common contaminants like dirt, metal shavings, and bugs can be drawn into the engine through the air intake system and damage your engine. When the oil filter becomes full or “clogged” the oil and these contaminants will flow around the filter. This by-passing is a safety mechanism. As far as your engine is concerned, dirty oil is better than none at all. However, when bypassing occurs, contaminants head straight to the engine where they can eventually cause permanent engine damage. Protect your engine by having a Jiffy Lube Certified Professional change your oil filter every time you change your motor oil. Changing your oil filter as recommended by your vehicles manufacturer will help keep your engine drinking clear, clean oil. Jiffy Lube uses only high quality Pennzoil Oil filters. All of our oil filters meet or exceed vehicle manufacturers’ specifications and are new car warranty approved.

Students Sawyer Gross, Ella Burrows-Weber and Kimmy Schulz hoist a rubber raft, an item in one of the large raffle gift baskets to be won at the fun fair.
Global fun at John Paul II Christopher sun Alberni VAlley news
John Paul II Catholic School’s fun fair is Friday evening and this year’s theme is Around the World in Three Hours. This annual fundraiser is open to the public and proceeds will go towards landscaping the school’s new playground, which was funded by monies raised last year. In 2012, the school raised $12,000 which was used to purchase new playground equipment such as
swings, a teeter totter and climbing dome. Six classrooms will be decorated to represent six countries – Italy, Mexico, Australia, India, Egypt and Russia – with murals, music and clothing representing each country. “Teachers will be dressed up to match the country, our Kindergarten class is making a replica of the Leaning Tower of Pisa and the Grades 7 and 8s are making a mural of the Sphinx and pyramids, said fair co-organizer and
educational assistant Crystal Salmon. “We take it pretty seriously. We go big. There will also be a dunk tank, bouncy castle, pony rides, an obstacle course, cakewalk, concession dinner and a used book fair. Tickets for the 50/50 draw and a raffle for one of the large gift baskets, some worth a couple hundred dollars, will also be available. JPII Catholic School is located at 4006 Eighth Avenue. The event is 5-8 p.m., Friday, June 7. reporter@albernivalleynews.com
Processed foods real culprit From / 16 And highly processed foods can lack fibre, plus some essential vitamins/ minerals. In addition, many of these products have an extra cost and lack of taste. Some people take it one step further and choose to completely avoid all grains, starches and wheat products This restriction will unnecessarily reduce important variety (of healthful whole grain choices) and over time, could affect proper nutrition, plus lead to other health problems. With the growing demand and popularity of ‘glutenfree’ products on the market, consumers need to choose wisely and check for fibre levels, plus other ingredients in their food. Some glutenfree products may be manufactured by food companies that
are more ‘socially responsible’, and there’s a higher price to pay for those items. The gluten-free trend promises to solve a multitude of common health-related issues by simply eliminating a whole food group. What’s a consumer to do? Choosing to eat less amounts of refined wheat products is a smart idea to help reduce calories. For example, white pasta, bagels, doughnuts, cakes, muffins, pizza, burritos, etc. tend to be double or triple or supersized servings in restaurants and on plates at home. Therefore, these types of food can contribute excess calories that may not be burned off through the course of the day. With a big proportion of the population having a sedentary and nonactive lifestyle, extra
energy will be stored as fat, especially belly fat. Choosing a wide variety of foods, including smaller servings of whole grain options will be a healthful choice. Unless you are a person with celiac and/or have a diagnosed gluten sensitivity, a glutenfree diet is not recommended and may actually cause problems with delaying a proper diagnosis of a bowel or skin or vitamin/ mineral deficiency or other health condition. Gluten-free diet is no more than a well marketed, trendy diet that may actually cause more harm in the long-term if selfprescribed.
