Injured Iraqi refugee chases new dreams Determination earn award for Burnaby man injured in a missile attack in his native Iraq Mario Bartel

It’s a wartime adage in Mustafa Hasan’s native Iraq that it’s the missiles you don’t see and hear that you should worry about. So when Hasan suddenly found himself splayed on his back two storeys beneath the roof of his parents’ house in Baghdad where he’d been repairing the TV antenna, he knew he was in trouble. A missile had struck another house nearby. He had neither seen nor heard anything. Hasan gasped for breath, but his lungs couldn’t hold air. He tried to speak but his words were slurred and slow to come. He tried to get up, but his arms had no strength, his legs were limp. The fall from the roof had broken Hasan’s neck between the fifth and sixth vertebrae. It also shattered the young air conditioning technician’s dreams for a decent life in Iraq, despite the wars, acts of terror and

ongoing political unrest. Now, 10 years later and settled into a new country, the 31-yearold Burnaby resident is finally allowing himself new dreams. His determination and hard work to attain those dreams recently earned him a Gert Vorsteher Memorial Award from the BC Rehab Foundation. Hasan was in the hospital recovering from his injuries for seven months, much of that time locked into a metal halo around his head to stabilize his spine. At first he thought he’d heal and be able to walk again. But as the permanence of his condition sank in, Hasan became despondent. “It was really hard to accept,” he says. “I didn’t know what to do.” If life in war-torn Baghdad was already hard, it was even more so for a wheelchair-bound paraplegic. The crater-pocked streets made it difficult to get around. Buildings hadn’t been designed with wheelchair accessibility in mind. Medical resources were stretched to the limit, and

there was little opportunity for rehabilitation. There were no jobs for the disabled, no financial assistance. A trip to the doctor could take two hours or more, passing through military checkpoints, avoiding troublesome areas prone to car bomb attacks. A visit to the U.S.-controlled Green Zone for rehab was fraught with peril as Al-Qaeda spies kept watch on access points for suspected American sympathizers. Worried about being a never-

ending burden on his family and friends, Hasan says he thought about ending his life. But he knew that would bring his mother even more unhappiness. Three years after he was injured, Hasan and his younger brother fled to Jordan. “I knew it was time to leave Iraq,” he says. “You feel like you’re alone in your home country. I lost my health, I lost my job, I lost everything. Why stay?” And while Hasan says he felt

safer in Jordan, his life wasn’t any easier. He still had no money, no job opportunities. He applied to the United Nations for refugee status. Twice he was rejected by Sweden, once by Australia. Finally Hasan was told there was a place for him in Canada. “I was so happy,” says Hasan, who immediately started researching his new country on his computer. Since arriving in Canada on July 2009, Hasan has been studying to improve his English. He lives independently with his brother in a sparsely furnished apartment in Burnaby. He volunteers in the resource centre and the gym at the GF Strong Rehabilitation Centre in Vancouver. And he plays for the provincial wheelchair rugby team. “I don’t like to stay home and be a couch potato,” says Hasan, who hopes to eventually get work counseling and orienting new immigrants. “So many doors are open for me. community nobody gives turbans a second look, he said. Pandher teaches Grade 5 in a Surrey school where most students are South Asian. In his social studies class Wednesday he led a discussion with his students about the Quebec situation and the Charter of Rights and Freedoms. “They can’t really relate to the type of thinking that goes into these decisions, it’s not in their realm of experience.” Paul Mullen, executive director

of the B.C. Soccer Association, said it was following the decision of the Canadian Soccer Association earlier this year to allow headscarves, including turbans, during a global trial until FIFA further clarifies its position on the issue, expected in March 2014. Quebec’s provincial body is the only one to go against that directive. “I think if they did have any concerns about any headgear they would’ve not allowed the use of turbans and headscarves during

this trial period, Mullen said of FIFA. “I think if there was any doubt on their part, as global lawmakers, they would’ve built that into the trial.” Mullen said the move to further examine the issue is “because the game of soccer is so globally attractive for participants that it does attract people from different backgrounds.” He is unaware of any safety concerns being raised about such headgear, noting it is up to referees to assess whether there

are any such issues and “address that before the game starts.” Any organization trying to promote and develop its sport is disappointed by any limits that are put around it, Mullen said. “From our perspective, our [goal] is to create as many opportunities as possible for people to participate for life, from U-4 to seniors and that’s what we’re keen to promote. “Any barriers to participation for any group is certainly disappointing and frustrating.”

The communities themselves also appear to have little desire, if any, to be tied in one electoral district. “ The fact the communities are physically linked by just one bridge “only strengthens the argument” against the proposal, it said. The proposals are part of a redistribution of population among federal electoral districts that happens every 10 years.

British Columbia is set to receive six additional seats bringing its total to 42, with the “electoral quota”—what the commission was aiming to get close to—set at 104,763 residents per riding. Stewart said in a phone interview from Ottawa that he was “fairly astounded” by the committee’s conclusion since it is dominated by Conservatives, who make up seven of the 12 members, along with four NDP members and one Liberal. That means all the major federal political parties, as well as city councils and the majority of residents he surveyed from

both sides of Burrard Inlet are opposed to the proposal. “It really puts a lot of pressure on the commission to do the right thing and not go ahead with this merger.” The proposals now go back to the electoral boundaries commission which has the final say. “We know in other provinces when there has been this kind of agreement about a particular boundary, the commissions in various provinces have made changes,” Stewart said. “So it really comes down to some extent whether the commission is going to listen to the communities or not. And it really is the whole community now, it’s also the Conservatives.” However, the commission still needs to balance out population among ridings. It was trying to reduce the population in the existing North Vancouver riding through the North BurnabySeymour option. The parliamentary committee said it could not recommend the solution proposed by Stewart and Julian “in its entirety.” That solution involved rejigging six of the commission’s proposed districts— Burnaby-North Seymour, Port MoodyCoquitlam, CoquitlamPort Coquitlam, New Westminster-Burnaby, Burnaby South, and North Vancouver. The committee’s report noted that, in addition to the domino effect on several ridings, the proposal would put North Vancouver at more than 28 per cent over the electoral quota, exceeding the 25 per cent limit for deviations plus or minus.

City spending The Canadian Federation of Independent Business has taken aim at municipal spending across Canada, just as municipal leaders wrapped up their gathering in Vancouver for the annual convention of the Federation of Canadian Municipalities. The scrutiny is long overdue. The CFIB notes that municipal spending has grown by 55 per cent in the last decade, even as the population has grown by 12 per cent. “In other words,” says a CFIB press release, “the pace of municipal spending growth was over three times the growth in population and inflation. “Put another way, municipalities have increased per-person spending by over 30 per cent. Do you feel like you are getting 30 per cent more services from your municipal government? The CFIB says municipalities claim they’re falling behind on infrastructure, but they also need more money to deal with problems that aren’t being addressed adequately by other levels of government, like housing and health. “Transfers from senior levels of government to B.C. municipalities increased by 273 per cent between 2001 and 2010. So where is all this new municipal revenue going?” The CFIB says municipal employees make 36 per cent more in wages and benefits than equivalent jobs in the private sector. Wages and benefits make up 67 per cent of Vancouver’s budget. And there’s more of those municipal employees. From 2000 to 2011, the CFIB says staff in all Canadian municipalities has increased by 25 per cent, more than double the population growth. Something to think about the next time you thump through a pothole during your morning commute. Municipal governments need to start exercising some restraint. —Black Press

Age-old question still bewilders It happened again. It was only a matter of time. There I was, pacing the sidelines of a girls rugby game at South Surrey Athletic Park recently, watching the game unfold through the viewfinder of my camera, when the question came from someone standing to my left. “So, do you work for the school paper?” Ugh. I did my best to shrug off the question with a laugh, resisting the urge to reply with snark, which – believe me – I have in no short supply. “No, actually I work for a real paper. We get paid and everything.” OK, maybe I didn’t say that last part, but I wanted to. A few days later, I was asked – by two different people, while I was out on two different assignments – if I was new to the Peace Arch News. So let’s just get something squared away here. I am 32 years old. I have worked here since May 2004.

Usually, it serves as little more than an amusing anecdote to tell my wife, who, it should be noted, sometimes gets more upset about all this than I do. On one of our first dates, we ran into a co-worker of hers, and the usual pleasantries were exchanged. The following Monday back at the office, the co-worker tracked down my wife – who was born three months after me – to ask why she was dating someone so much younger than her. So yeah, I get it.

And I get, too, that complaining about such things don’t gain me many sympathy points. After all, if I had a buck for every person who said, “You’ll appreciate it when you’re older,” I’d have enough money to hire someone to make liquorstore runs for me, so I wouldn’t be subjected to the constant ID-checking. Though it was at the liquor store recently when I realized this whole age thing should really be embraced. While buying a few bottles of wine, the cashier predictably asked to see my ID. “Holy s---!” he exclaimed, as he read the date-of-birth on the card. “Good for you, sir.” Perhaps I have already reached that “old” age, where I’ve grown to appreciate my apparent youthful looks. Burnaby Public Library (BPL) took home two honours at the BC Library Association’s annual conference recently. It received the association’s Merit Award for outstanding achievement in programs and services for its Embracing Diversity: Sharing Our Songs and Rhymes project. The initiative, developed by BPL with Burnaby Intercultural Planning Table and Burnaby Family Life, was a web-based (http://www. embracingdiversity. bpl.bc.ca) public education service featuring children’s songs and rhymes performed in several different languages by local families and accompanied by scrolling phonetic text and English translation to allow all viewers to join in. “We’re hearing from community workers using the project resources that it’s making a difference – there is increasing interest in and community capacity for cultural inclusion, and it is helping to communicate the value of maintaining first languages,” says BPL board chair Sharon Freeman in a BPL press release. “Parents report how thrilled they are to hear their children singing in different languages and a number have indicated surprise and joy at hearing their own language at storytime. As one mother said, thank you for singing our songs.” The association also recognized BPL chief librarian Edel Toner-Rogala with its Achievement in Library Service Award for her leadership during the formation of the BC Libraries Cooperative, the first of its kind in Canada and a nationallyrespected model for providing services collaboratively.

The BC SPCA has named Burnaby’s Dr. Claudia Richter its 2013 Veterinarian of the Year. Richter examined the animals in the SPCA’s care at its shelter and has provided medical care free of charge for the society since she purchased her Burnaby practice, said Lorie Chortyk of the BC SPCA in a press release. She also promotes adoption of pets and has raised more than $1,700 for the society’s annual fundraising event. Tina is working on leading a healthier life and wants to continue this with the Kin’s Green Fighters challenge. As Tina Palazzo lost weight and gained better health through her 13-week Kin’s Green Fighters challenge, her relationship with her bathroom scale grew tempestuous. At weekly weigh-ins, sometimes the pounds seemed to fly off. Sometimes they didn’t move at all. And occasionally they went up. “There are so many times I just wanted to take the scale and throw it out the window.” Especially in the last month of the challenge when her weight increased by a pound or two. But that’s not because she was sneaking extra cookies or parked in front of the TV. Her fitness regime was adding muscle, which weighs more than fat. And besides, her friends and family wouldn’t lie. “They would always encourage me by saying you are looking really awesome and they do see some muscle definition.”

Health officer seeks probe of coal dust, train impacts Port CEO says no evidence presented of health risk Jeff Nagel Black Press

Fraser Health’s chief medical health officer says he’s “concerned” about potential health impacts from a proposed new coal export terminal in Surrey directly across the Fraser River from New Westminster. In a statement issued May 30, Dr. Paul Van Buynder recommended a comprehensive health impact assessment be undertaken for the project examining the risks from the potential inhalation of coal dust as well as other impacts. He said the assessment should also examine potential contamination of air and land – including the food production impacts and possible shellfish contamination – as well as likely impacts from excessive noise and whether increased rail traffic will reduce access to emergency care for some residents. “At this point I am neither in favour nor opposed to the project,” Van Buynder said.

“I am simply asking that we put on a health lens and ensure steps are taken to safeguard the people who live along the proposed route and our communities in general.” The Fraser Health and Vancouver Coastal medical health officers had last December called for a formal voice in Port Metro Vancouver expansion plans in response to concerns about coal exports. But Van Buynder’s latest statement goes further than the earlier one, saying “meaningful community consultation will be a criticial component of the acceptability of the health impact assessment.” Port Metro Vancouver CEO Robin Silvester did not directly answer when asked if the port will support a health impact assessment. “What we want to do is set up the right sort of dialogue, separate from the project process, because those are broader questions, to have a conversation with the health officers about how to best answer those questions,” Silvester said. He said he met with both

chief medical health officers Monday to discuss their concerns. Silvester said they were unable to provide him any evidence that existing coal shipments pose any significant health risk to residents, nor has such evidence been heard through the review process. Port authority officials have previously said environmental reviews conducted as part of the proposal already address health concerns. Coal trains already roll through various rail lines in the region. Some also take the BNSF rail line to Westshore Terminals open-air coal terminal at Deltaport, where more than 23 million tonnes was handled last year. Coal is also hauled to North Vancouver to Neptune Terminals, which the port authority recently approved an expansion. Smaller amounts of coal have also been shipped for Teck Resources out of Port Moody’s Pacific Coast Terminals over the past two years.

Washington’s Lake Whatcom is a largely undiscovered gem for Canadians, with a myriad of outdoor activities, a peaceful atmosphere and the opportunity for a ton of family bonding.
