Three people required medical treatment Sunday following a violent incident at a party in Sayward. One man has been arrested in connection with the “serious assault” that involved at least four men and occurred around 3 a.m. at a residence in the Sayward Valley. “As the investigation unfolded it was learned that an adult male had
brandished a handgun during a violent altercation involving a metal pipe and knife with several other adult males at an outdoor party,” said Cpl. Milo Ramsey of the Sayward RCMP in a news release. Three adult males were transported to Campbell River hospital as a result of injuries sustained during the altercation. They were released
from hospital later that morning. Sayward Mounties conducted a search for the handgun and located it in a public area, not far from the location of the incident. One man has been arrested with a number of serious charges pending against him. His name has not been released. RCMP are continuing the investigation.

RCMP arrest Sayward man for violent assault
A well-intentioned citizen who volunteers cleaning up local parks is “frustrated” by a city order to refrain from picking up litter while a CUPE representative “disturbed” he was not consulted on the matter. Susan Black, who formed the Clean Living beautification group two years ago, received an e-mail about a week ago from the city’s parks, recreation and culture manager, Ross Milnthorp, asking her to stop picking up litter in city parks. Black is disappointed by the city’s response. “Personally, I feel frustrated at the idea of restricting any of Campbell River’s good citizens from picking up trash in the parks,” Black said. “The parks belong to the people and

FRIDAY, 2013 || CAMPBELL CAMPBELL RIVER RIVER MIRROR MIRROR || FRIDAY, JUNE JUNE 7, 7, 2013
A hearty welcome expected for Black Press Van Isle 360 A vast ye landlubbers! Be warned: a flotilla of pirates will swarm Campbell River on Monday. Okay, they won’t actually be pirates but they will be sailors competing in the Black Press Van Isle 360 Yacht Race and they’ll be carrying pirate costumes because of the big Pirate Rendezvous party that awaits them at the Riptide Pub at Discovery Harbour Marina. The big race starts tomorrow and when the beautiful vessels competing in the Black Press Van Isle 360 Yacht Race pull into Campbell River on Monday afternoon, they’ll receive a classic Rivercity welcome. “Campbell River always puts on a good face for these guys,”
Relay total goes up
The final total is just about complete and this year’s Relay For Life raised more than $57,000. The total of $30,000, reported in Wednesday’s paper, was taken from the Relay’s Campbell River website and had not been updated following the weekend event at the Phoenix School field. However, relay organizer Patti Mertz happily reported that a lot of money came in on Saturday and she gave her thanks to everyone who supported the annual fundraiser for the Canadian Cancer Society.
said Dick Walton, proprietor of the Riptide Pub which will host a Pirate Rendezvous on Monday for the sailors in the race. Discovery Harbour Marina is hosting the sailboats, providing free moorage for them and clearing space in the marina for the boats. The Riptide will then put on a big buffet dinner beginning at 6:30 p.m. The theme of the dinner is a Pirate Rendezvous and the sailors are encouraged to dress up as pirates. Just as long as they don’t wear their costumes as they pull into town, there won’t be any incidents. But all kidding aside, the Black Press Van Isle 360 Yacht Race is a big event that will pull in up to
360 sailors in 42 sailboats, as well as race committee members. The Riptide and Discovery Harbour Marina has hosted the race every year and this year they can look forward to a delicious buffet featuring pork loin, seafood and more. You can expect to see the fastest boats arrive around 1 p.m. Walton said and then they’ll trickle in throughout the afternoon. There are a number of classes of vessel in the race. Campbell Riverites are encouraged to go down to the waterfront on Monday to welcome the boats and cheer them in. After a night in Campbell River they will head off to Hardwicke Island where another big feast awaits. See Page A14 for more.

Volunteers: CUPE says they weren’t consulted about the issue Continued from A1
the people want clean parks.” Milnthorp said while the city appreciates the work done by the volunteers, liability and insurance issues do not permit volunteer groups from cleaning up in city-owned park spaces. “We sincerely appreciate the community-minded efforts from the Clean Living group, and we applaud their dedication to reducing litter along our roadways to keep Campbell River clean and beautiful,” Milnthorp said. “Due to safety concerns, and because our collective agreement with CUPE employees stipulates that we must have mutual agreement on the nature of work to be done by volunteers, we have advised this group that we do not yet have a system in place for volunteers in parks.” Laurence Amy, vice-president for CUPE Local 401, which represents Campbell River municipal workers, confirmed having volunteer workers in parks does require a mutual agreement with the city, but CUPE was never informed of what was happening. “We were never approached ever (by the city or Clean Living),” Amy said. “Typically we’ll meet with the users group and make an educated decision from there. We probably would
not be against it, but we’ve had issues with them (the city) using volunteers without consulting us in the past. But we probably wouldn’t be against this sort of thing. “I’m a little disturbed Ross Milnthorp would just blurt out our name without consulting us first.” Amy said CUPE workers do pick up litter in city parks and figures the city was tipped off to Clean Living’s plans when Black put up a post on Clean Living’s blog announcing her intention to “adopt the Spit” (Dick Murphy Park), which is city property. Milnthorp approached Black to ask Clean Living to refrain from working in city parks because the volunteers are not insured. Milnthorp said the city’s hands are tied, but staff are looking into establishing a volunteering program that properly trains volunteers to reduce their chance of injury and which would cover volunteer tasks by city insurance. “The city is obliged to respect the law, including regulations around safe work and our contracts with employees, and only volunteers organized by the City of Campbell River are covered by the city’s insurance,” Milnthorp said. “While we greatly appreciate the efforts of Clean Living, safety and
contract considerations must be factored into our support for their volunteerism.” In the meantime, Black, who has been cleaning parks as well as local neighbourhoods through her Adopta-Block program, said it is unfortunate well-meaning volunteers are being turned away. “Adopt-a-Block is a humble crew of like-minded volunteers who want their neighbourhood to look its best,” Black said. “The mindset of those who dispose of garbage thoughtlessly, without regard for others, (is to) drop stuff wherever they please, including the parks. “Adopt-a-Block is not in competition with any other bunch who want to dedicate themselves to the city’s parks. We set out each time to simply pick trash.” Black adopted the blocks between 4th and 2nd avenues on Dogwood Street (which she will continue to clean) shortly after moving to Campbell River in August, 2010 after six years of traveling through Africa and Asia. She expected cleaner streets upon her return to Canada but was dismayed to see the amount of litter on her short walk from her home at Madison Apartments (across from Carihi)
to Strathcona Gardens. “What comes to mind is my trip to India, which is one of the dirtiest (countries) in the world,” Black told council in March, 2011. “But when I saw the conditions of the streets here I though ‘oh I’m back in Delhi.’” Clean Living was started by Black one month after the city told her it didn’t have the manpower to keep on top of all the litter. The group of volunteers gathered at least once a month, picking up garbage in different areas of the city. After that method became too cumbersome, Black decided to adopt the section of Dogwood which she described as a “treasure trove of garbage, and coffee cups, and chips, and everything.” A friend later adopted a section of South Dogwood Street, starting at Hilchey Road and traveling north along South Dogwood for 350 metres. Milnthorp said the city supports the Adopt-a-Block program as well as other, already-organized beautification activities such as those run by Greenways Land Trust or the Communities in Bloom Committee. Anyone interested in participating in a community clean-up event can call the city parks department at 250-2867275 for more information.

Splash park set to open next week Kristen Douglas Campbell RiveR miRRoR
Three years after the idea was first brought to city council, the brandnew splash park is set to open. Eager Riverites will still have to wait just more than a week, but the water play park will officially open to the public a week from Saturday. The splash park is slated to open June 15, with an event to mark the occasion from 11 a.m.- 1p.m. at Willow Point Park, just behind the Campbell River Sportsplex. “June 15 has been set as the grand opening date for the Splash Park, and we can hardly wait,” said Patricia Gagnon, past president of the Rotary Club of Campbell River. “The splash park is another great example of community partners working together to provide a welcome addition to our city that people of all ages can enjoy.” To celebrate the occasion, there will be a ribbon cutting, a barbecue concession, and entertainment to kick off the first ever splash park season. The city’s newest attraction has been a long time coming since the Campbell River Rotary Club approached council with the concept in 2010. Council gave final approval to the project in November of 2011

and after a long period of fundraising, the project broke ground last July, with construction getting underway shortly after. The splash park includes several spray structures such as a mini fire hydrant, a small archway, and a hose element. Its biggest draw is the big, black and white killer whale mega soaker – the first in B.C. The mega soaker is a bowl-like structure that, once filled with water, tips over and douses anyone and everyone in the vicinity. The park, which is located just below the tennis courts, beside the basketball court and across from the playground behind the
Sportsplex, will be free of charge to use and be divided into three different sections – one for families, one for teens and one for toddlers. Washroom and change room facilities are under construction near the splash park and designed to look similar to the nearby Sportsplex. “The facilities will be right next to the splash park and fully accessible, with four familystyle washroom/change rooms that will offer a toilet, wash basin, change tables and change area with bench and hooks,” said Lynn Wark, the city’s parks project supervisor. The washrooms are being built by local contractor K & L Spooner Construction at a cost of $142,000, funded
through the city’s parks parcel tax – a fee charged to each home owner to for parks improvements. The splash park is a joint community project between the Noon Hour and Daybreak Rotary Clubs, the Campbell River Professional Firefighters Association, Telus, and the city. The two Rotary Clubs contributed $160,000 while the firefighters chipped in for $20,000. The city provided $75,000 through the parks parcel tax and will pick up the $30,000 annual operating tab. Telus contributed $123,200 toward the splash park through a campaign in which $100 was donated on behalf of each community member who signed up for Telus’ Optik TV last year.

PROPERTY TAX PAYMENTS ARE DUE BY JULY 2, 2013. The City has posted more information about property taxation on its website (under What’s New). Paper copies are available by contacting City Hall. Property owners are reminded to check tax notices and the water, sewer, and garbage/recycling charges to ensure active or de-activated secondary suites are correctly noted in the user fee calculation. How does my property tax bill compare to the Councilapproved rate? Council approves the general levy for the entire City’s budget, but that doesn’t mean you will see that same percentage change on your tax notice. Many factors influence the taxes on a given property making it different from the overall percentage approved by Council. If every property value assessment in the city increased or decreased by exactly the same amount every year, the increase in your general levy would be comparable to the rate approved by Council. In reality, each year some assessments go up more (or less) than the average and some may go down. If BC Assessment reports the average residential assessment increased by 10 per cent, but your own assessment went up 20 per cent, it’s likely that your taxes will go up by more than the increase amount passed by Council. This does not indicate that your taxes are going up 20 per cent. Another factor is that the City of Campbell River collects taxes on behalf of other groups (Schools, Hospital, Library, Strathcona Regional District, BC Assessment, and the Municipal Finance Authority). They develop their own budgets outside of the City’s control. The rate passed by Council is only for the levy included on the Municipal – City line that appears on your tax notice. Other charges such as water, sewer, garbage and recycling also appear on your notice, but are not included in the general levy. Things to remember about the Home Owner Grant • Residential property owners can claim the Home Owner Grant without paying property taxes. • Banks and financial institutions cannot claim the home owner grant for you. How to apply for the Home Owner Grant • Go online to www.campbellriver.ca and click on “Home Owner Grant” then launch the Home Owner Grant
application from the link at the bottom of the screen. Use your access code (called “Access” on your tax notice, beside the folio number). • Apply in person at City Hall 8:30 a.m. to 4:30 p.m. Monday to Friday, except statutory holidays. What is the amount of the grant available? For 2013, the maximum: BASIC Home Owner Grant is $770 ADDITIONAL Home Owner Grant is $1,045 ($570 + $275) Note: The Home Owner Grant amount is reduced or eliminated based on property value and minimum property tax payable. Where do I get a grant application? The grant is located on the bottom of your tax notice that will be mailed out at the end of May. If you know your folio number and access code (located on your tax notice), you may claim your grant online through the City website (www.campbellriver.ca). Click on Home Owner Grant. What are my payment options? Payment methods accepted by the City of Campbell River: • Online banking through your bank • Interac (ensure your daily and/or transaction limit will cover the amount of your payment) • Cheque • Cash What happens if property taxes go unpaid? The City of Campbell River is governed by the Community Charter which legislates a 10 per cent penalty be imposed on any property taxes that remain outstanding after the July due date. This legislation does not give authority to the City to waive late penalty charges and is applied consistently to all taxpayers. Your payment and Home Owner Grant (if eligible) must be received by the City of Campbell River on or before the due date to avoid penalty charges. Grants not claimed or incomplete are considered unpaid taxes and will result in penalty charges. Grants not claimed or incomplete are considered unpaid taxes and will result in penalty charges. Can I defer my property tax payment? The Province of British Columbia has a tax deferral program, which is available to homeowners aged 55 and older, families with children, and persons with a
disability. The Property Tax Deferment Program is a loan program that allows you to defer your annual property taxes on your home. To qualify, you must have and maintain a minimum equity of 25 per cent of the current BC Assessment property value, after deducting the UPPER limit of all outstanding mortgages, lines of credit and other charges on your home. There is a one-time administration fee of $60 for a new approved agreement and an annual $10 renewal fee. For more information, please visit www.sbr.gov.bc.ca (see individuals / property_ taxes). What do homeowners get for property taxes paid? In 2013, the average* household in Campbell River will pay approximately $187 per month in taxes, user fees and parcel taxes to pay for more than 100 services such as: • Potable water, sanitary sewers and storm water services • Emergency response service • Garbage, recycling and yard waste collection • Road and sidewalk maintenance and repair • Street lighting and traffic control • Recreation facilities including the Sportsplex, Community Centre, Centennial Pool, city parks, tennis courts, ball fields, Discovery fishing pier and the new Splash Park • Planning and building inspection services • Bylaw enforcement • Cultural facility grants for the Tidemark Theatre, Campbell River Museum, Maritime Heritage Centre, Haig-Brown House, Campbell River Art Gallery and the Sybil Andrews Cottage • BC transit service • Campbell River Airport services • Environmental monitoring and management • Economic development, tourism and the Visitor Information Centre *Average residential property value is $253,000. DID YOU KNOW? Every $100 the average household pays in taxes is divided between the federal ($50), provincial ($42) and municipal ($8) governments. The municipal property tax payment funds more than 100 different City services.

Woman avoids more jail for third stabbing Paul Rudan Campbell RiveR miRRoR
A woman convicted for the third time of stabbing her male partner is spending her time in rehab, but not jail. Lena Walkus, 38, appeared in Campbell River provincial court on May 29, to be sentenced for assault causing bodily harm. According to Crown prosecutor Adrienne Venturini, it’s the third time Walkus has been convicted in connection with a domestic stabbing assault. Venturini asked the court to impose nine more months of jail
time, but instead, Judge Roderick Sutton delayed sentencing a few days to allow Walkus to immediately enter residential treatment in Alert Bay. According to defence lawyer Angie Penhall, Walkus grew up in Vancouver and began drinking at age 12 or 13. At 15, she began smoking marijuana and by 17 she was using crack cocaine. It w as “d ow n h i l l instantly after that,” Penhall said of Walkus’ life. Eight years ago Walkus moved to Campbell River to be closer to family and to try and break her addictions to drugs and alcohol. It didn’t go as planned. Instead, she
became involved with a man and the two would drink heavily together. On Nov. 21, 2012, a friend was at the couple’s apartment when the man complained of sore ribs due to Walkus beating on him earlier that day. Both Walkus and her partner were heavily intoxicated when he allegedly insulted her and she responded by lunging at him with a paring knife. The man was stabbed in the leg which required two stitches to close the wound. He was also unco-operative with police and refused to provide a statement. Walkus was arrested, but later released from
custody with one of the conditions being that she not be anywhere near her partner. But on Feb. 21, Walkus was arrested again after she was beating on the man’s apartment door. She was also drunk and yelled and screamed at RCMP officers who took her into custody. She finally settled down after passing out in the jail cell. This time Walkus was held in custody, but it appears she took advantage of the programs available to her. Walkus told the court she has lost 30 pounds, goes to alcoholics- and narcotics-anonymous meetings, attends church,
and was willing to enter a residential treatment program. “I know now that alcohol isn’t worth it,” she said. “I’m so sorry. It’s taken me so long to realize alcohol is so stupid. I’m ready for treatment…it’s my anger. I know it’s my anger.” In the end, Judge Sutton sentenced Walkus to time served and order her to begin and complete the residential treatment program. She is also on probation for the next 18 months. As a final condition, he ordered Walkus to stay away from her partner. “That’s a toxic relationship,” Judge Sutton said.

Hunter fined $3,000 for moose kill Paul Rudan
Campbell RiveR miRRoR
A Campbell River man has been fined $3,000 for illegally killing a moose. Edward MacCulloch also forfeited his rifle, scope and ammunition after pleading guilty to hunting wildlife out of season and obstructing a conservation officer. MacCulloch represented himself during Monday’s appearance in Campbell River provincial court. Two other wildliferelated charges were dropped in exchange for the guilty pleas. According to the Crown prosecutor John Blackman, MacCulloch was hunting near Fort St. John on Oct. 13, 2102, when he shot a three-point bull moose out of season. One of the antler tips was also broken off in an attempt to make it appear it was a legal two-point moose. Someone tipped off conservation officers about the kill and they showed up at MacCulloch’s camp the next morning. The animal was lying in an old oil field and had already been “field gutted and dressed.” At first, MacCulloch denied breaking off the antler tip, but a female friend finally “came clean” with the officers. That also led to MacCulloch telling the truth. In court, MacCulloch explained he has a disability and requires a companion to help him hunt. On the day of the hunt, MacCulloch and
the woman pursued a moose for hours without success. Late in the day, they spotted a moose that they believed to be a two-point bull and the woman “urged me to shoot,” said MacCulloch, who scored a hit. MacCulloch said he did not immediately report the kill because it was very late and they stayed up until 2 a.m. gutting the animal. He also admitted he had shot the wrong animal and then tried to cover up the mistake by breaking off the antler tip. MacCulloch told Judge Brian Klaver it was his intention to report the kill first thing in the morning, but never did because conservation officers showed up at 9 a.m. The maximum pen-
alty for illegally killing wildlife is $100,000 and a year in jail. MacCulloch was fined $3,000 of which $2,800 will go to the B.C. Habitat Conservation Trust Fund. According to Blackman, the high fines are in place to act as a deterrence. There’s also a high degree of responsibility placed on hunters to obey the rules because enforcement is difficult. “The province is so vast that it’s impossible to have a conservation officer on every logging road,” he said. “The province is very, very hard to police in terms of wildlife.” In addition to forfeiting his hunting gear, the province seized the moose, and MacCulloch is banned from hunting for one year as well as being in the presence of
other hunters. The judge gave MacCulloch 30 months to
pay the fine due to the fact he lives off a small disability pension.

Our View
Let’s just get rid of the Senate altogether The solution is simple: Abolish the Senate. We don’t need to elect our senators and we’re tired of the appointment of party insiders, although the recent appointment of We say: The Canadians who have made significant upper house does contributions to society is admirable. However, given that the Senate does not perform any little more than rubber stamp House of Commons legislation and the best it can effective work do is delay that legislation, it means the second house doesn’t play any effective role. Why should we be paying to maintain a virtually
useless political institution? The Senate was originally intended to be a second house that would provide checks and balances – based on regional representation – on the actions of the House of Commons but it’s never fulfilled that role. A political institution that looks after the interests of regions in the country is a useful concept but given the powerlessness of the Senate, it really does little to further regional aims (as opposed to the interests of powerful central Canada). So, even electing senators would do little to balance the power of the commons. Therefore, let’s just abolish the
upper house and pocket the tax money being saved. The Senate costs taxpayers $106,264,111 a year, not including contributions to the pension plan, according to a report prepared by KPMG LLP chartered accountants, entitled Statements of The Senate of Canada For The Year Ended March 31, 2011. To do nothing! So, send Mike Duffy and Pamela Wallin and all the rest of them and their salaries and expense accounts packing. Unless the federal government wants to give the Senate more power to do effective work – in which case an elected Senate would become necessary – give them all the boot and save us the money.

Hope for youth yet
I’m pushing 70 but still play with toys – in this case, a radio controlled airplane. On its first flight the wind took the plane over the tree tops at the Sportsplex into a ravine. Three young lads helped me search for the plane and one of them spotted it on top of the baseball batter’s cage. One climbed up and retrieved it. My heartfelt thanks to the three of you for your assistance! Kudos to your parents for raising such polite and caring young fellows. It raises one’s hopes for the upcoming generation. Quit feeding the crows
I am appealing to the person or persons who are feeding crows bread in Willow Point around Westgate, Dalton and Eardley roads. The crows love to dip the bread before they eat it. The remains are left in ponds, bird baths and gutters. This creates an unhealthy situation for other animals, and attracts unwanted animals. It is against the law to feed crows and unhealthy for them as well. The digestion system of a crow is not designed for bread, and may do the bird more harm than good. Thank-you for reading this. I’m sure you mean no harm. Dale Bradley Campbell River
Keep our community clean but don’t tell the city
Paul Rudan No, really
The heavy hand of city hall strikes again. This time it’s a resounding head slap to volunteers who have the nerve to pick up litter. All Clean Living Campbell River wanted to do is start an Adopt-a-Block network of volunteers to pick up trash, pluck weeds and perhaps mow a park lawn or two… …but no-o-o-o-o. Earlier this week, city whip Ross Milnthorp (aka, GM of Parks, Rec and Culture), basically told the group “thanks, but no thanks,” citing public safety and its CUPE contract with city workers. “I am going to have to ask your group not to pick up litter or perform any other work on our parks sites due to labour
relations and liability issues,” he wrote in an e-mail to Susan Black who initiated the would-be volunteer effort. Black’s mistake was letting the city know they wanted to help out – for free. Perhaps if she had labelled the group “consultants” instead of “volunteers” and offered to pick up trash for $25,000 or so, the city would have jumped at the “opportunity.” Milnthorp suggests the city is looking at some sort of program to allow volunteers to beautify their local parks, but let’s not hold are breaths. For years now, neighbourhood volunteers have tried to clean up the parks and other areas the city willfully neglects, and each time they get kicked to the butt-filled curb – like at S. Dogwood St. and Jubilee Parkway
where hearty weeds grow through piles of cigarette butts and the concrete medians. It’s not the only area of neglect. A few weeks back, a minor baseball coach wondered aloud why the city does the bare minimum at Nunns Creek Park? Hundreds of kids play baseball there every week, but the vast majority of the work to build and maintain Nunns Creek was – and still is – done by volunteers. The reality is Nunns Creek is treated like the “snot-nosed, red-headed stepchild” of the city while council votes to spend millions of dollars upgrading the freezing pitch known as Robron Park. Another volunteer on the ticked-off list is Candice Lowery of Eden Street Salon and Day Spa. For years she’s weeded and
planted flowers in the round-about outside her business, even though it’s on city property. Lowery doesn’t want to do it, but the city won’t, and so she does it because it reflects on her business. Even some neighbours think it belongs to Eden Street and ask why Lowery hasn’t weeded yet? In frustration, she called me and asked why she was paying $9,000 in taxes? “They keep blowing us off!” says Lowery, who keeps asking for a city works crew to do the job. “In the last three years they’ve done nothing – nothing!” And that’s the point volunteers are trying to make. A tight city budget means areas are neglected and nothing gets

Isn’t that how most producers label foods grown in their regions? Due to a conflict in Ontario with beef produced 200 kilometres from a particular town being advertised as local, the CFIA have stepped into the fray. Question: Can my dentist do botox?
Answer: Dentists have extensive knowledge of the head and neck anatomy, as it is the area they work on daily. Dentists are skilled at injections as they routinely give injections in sensitive areas. Botox has therapeutic uses and is not just for cosmetics. If you clench or grind excessively, Botox can reduce these habits, saving your teeth and relaxing Dr. Jana Lamb DMD your tense facial muscles. People who suffer from headaches are getting relief with Botox. Also, people who suffer from excessive sweating can use Botox to inhibit the sweat glands. In 1992 it was two Canadian ophthalmologists who first used Botox to treat wrinkles around the eyes and forehead. This treatment has been approved by the FDA and it is reported to last up 4-6 months. Botox treatment offers advantages for men and women. Botox is a purified protein which is safely metabolized by the body. The appointments are short and you are able to carry on with your day as it allows for natural movement of the face. Results last up to 6 months or even longer with repeated use. The CDSBC has approved the use of Botox in dental offices. For more information or to find out if Botox will work for you please contact Dr. Jana Lamb for a Complimentary Cosmetic Consult at 250-287-7343. Casino wants to expand liquor area Seniors home gets the OK Kristen Douglas Campbell RiveR miRRoR
Chances Casino is trying to expand its drinking area as well extend the hours it can serve alcohol. K&T Properties has applied to the provincial Liquor Control and Licensing Branch to extend the casino’s alcohol-permitted area from part of the gaming floor to cover the entire gaming floor and increase the licence capacity to 419 people – the maximum allowed in the building at one time. The casino also wants to extend the hours it can sell alcohol from 11 p.m. seven nights a week to 1 a.m. seven nights a week. Art Villa, representing Chances, told council last week that according to a May, 2011 survey, 70 per cent of the guests visiting the Campbell
River gaming centre are locals and 85 per cent of the guests are 45 years of age or older. “Our business is adult specific and as the survey shows, most are over 45 years and adults expect to be able to have a drink,” Villa said. “We’ve been serving liquor since 2008 and there’s been no problems, no significant issues in that time on site. Our guests are not rowdy, based on the demographics.” Debra Cunningham, general manager of Quay West Kitchen and Catering, said in a letter to council that she has seen a different side and is opposed to Chances more than doubling the area where people are permitted to drink alcohol. “I recently took a look at the newly extended bar area,” Cunningham wrote. “Two staff mem-
bers were seated in the area eating. I saw one of their guests passed out in one of the chairs and mentioned it to the staff. They agreed the guy was definitely sleeping and did not respond to the incident. Liquor law clearly states that intoxicated guests must leave the licensed premises. This was 5 o’clock in the evening. I feel their primary focus is gaming and 169 guests consuming alcohol is enough responsibility for this property to maintain. They do not need to more than double the occupant load. I think it will be more problematic and less enjoyable for people who just want to enjoy the gaming.” Villa disputed Cunningham’s claims and said Chances is responsible when it comes to serving alcohol and requires all of its staff to have Serving It Right –

An expansion to the Evergreen Seniors Home was given the green light by city council despite some concerns from Nicholls Road residents worried the facility will increase traffic on their quiet, neighbourhood street. Owners Calvin and Cindy Headrick had their major development permit application approved by council last week to expand their existing 38-unit complex on the corner of Evergreen and Dogwood. The Headricks are proposing to add an additional 27 units in a separate, twostorey building on Nicholls Road. Kevin Brook, senior planner for the city, recommended council move forward with the project. “Campbell River has an aging population,” he said in a report to council. “Senior housing is needed in all communities on northern Vancouver Island. The demand for this form of housing will continue to increase

Ten percent of our youth provide significant care to siblings, parents, grandparents or other relatives/family members. Youth caregivers who receive support from their family, service providers and educators, as well as peers, usually do well. Others don’t. It can have a negative impact that can last a lifetime.

Grant Charles, PhD Associate Principal (Research), UBC’s College of Health Disciplines & Assistant Professor, School of Social Work and Family Studies.
Dr. Charles is the leading Canadian researcher and an international presenter on this subject. The Cowichan Valley Youth Caregivers program, including several youth caregivers, will also participate in the presentation. The Comox Valley’s new initiative to respond to these concerns is the Comox Valley Youth as Caregivers Program.

as the city’s population ages.” But some residents on Nicholls Road have expressed concerns surrounding privacy and an increase of traffic with the new development. Kelly and Blake McCay, who own the home next to the proposed site, are worried their family will be on display for all to see. “We were extremely disappointed to find out that the plans included a second storey which would run the length of our property with windows facing out over our front and back yard,” Kelly McCay said in a letter to council. “With the advice of a professional landscaper we would request that tall trees, that don’t lose their leaves, be installed along the property line to create privacy from visitors and patients.” Brooks said the Headricks have agreed to increase the landscaping along the property line to protect the McCay’s privacy. “The applicant has proposed landscaping
on the three sides of the property, east to buffer the parking from the single-family dwellings at 70 Dogwood, to the south to create an attractive street presence along Nicholls Road, and to the west to buffer the proposed addition from the single-family dwelling and add additional screening to preserve the privacy of the adjacent property,” said Brooks, who noted the McCays have accepted the landscaping plan. Other concerns were raised by neighbour Pat Barber, who lives across the street from the property. Barber was worried about possible parking issues on the street and an increase in traffic. Brooks said the Headricks intend to build a designated parking area to keep cars off the street. “The proposed development plan has addressed the concerns by proposing that all parking will be covered and the primary entrance of the building will remain at 635 Evergreen Road (the existing facility),” Brooks said.

even those not serving alcohol. He added that staff cannot “admit to the premises, nor serve, anyone who appears intoxicated” and that a guest “can have one drink at a time and you have to finish that drink before you can have another. “Chances Campbell River is responsible,” Villa stressed. City staff recommended city council endorse Chances’ applications based on the casino’s clientele leaning towards the middle-aged, a group not associated with rowdy behaviour, and the fact Chances’ other fullylicensed gaming centres in Courtenay, Langley and Abbotsford, are all licensed for a capacity equal to the occupant load and have hours of service from 10 a.m.-1 a.m. Council in the end voted in favour of endorsing Chances’ application to the liquor control branch to extend its service hours and expand its licensed area.

Dog biz opens doors BUSINESS
There’s a new hangout in town - Hound’s Hangout. The name says it all. C a mp b e l l R i v e r ’s first commercially run doggy daycare is finally here and dog owners are thrilled to have this new resource available to them. O wner-Operators Ryan Pickard and Kimberly Dorrington had to jump through hoops to acquire the appropriate zoning for such an operation as the city did not have a definition for “Pet Services” which would allow a doggy daycare to open within the city. “We have been working on this since September of 2012,” Pickard says. “we are thrilled to finally be open.” Doggy daycares are a very popular service in urban areas and have been gaining momentum in the past decade. Dog owners are often unable to meet their dog’s needs both physically and mentally due to

busy lifestyles. This can often lead to behaviour problems in dogs who are pent up and frustrated, Dorrington says. “Dogs are very social animals. They need interaction with other dogs and people as well as exercise to remain happy and social animals,” says Dorrington who has been a professional dog trainer for a decade. “This city was in desperate need of a doggy daycare. I cannot count how many training clients that could have benefited from this over the years. Now, the void has been filled.
Hound’s Hangout offers doggy daycare and training classes in a great indoor/outdoor facility. I couldn’t be more excited!” It’s been a long process to get the daycare off and running. Council in January turned down inserting pet services as an acceptable use in commercial and industrial zonings, which quashed Pickard and Dorrington’s doggy daycare proposal. But just weeks later, Mayor Walter Jakeway said there had been some confusion when council made its decision and he used
a section of the Community Charter to turn back the clock and allow council to reconsider. After a second public hearing, council agreed to insert pet services as a legal use in Commercial-2, Commercial-4 and Industrial-1 city zonings, which allowed Dorrington and Pickard to move forward and find a suitable location for their business. Hound’s Hangout is located at 1620 14th Avenue in Campbellton. For more information visit the website www.houndshangout.ca or call/text 250-204-0036.

T
he BC Society for the Prevention of Cruelty to Animals has named Dr. Helen Kwong of the Merecroft Veterinary Clinic in Campbell River as the recipient of its Stu Rammage Award. Dr. Kwong received the award, named in honour of one of Canada’s most dedicated animal welfare advocates, at the non-profit animal welfare society’s annual awards ceremony held on May 31 in Vancouver. Dr. Kwong was presented with the prestigious award for her long-time commitment to helping animals in her community and most recently, for rallying the community of Campbell River to take action against the sudden closure of the SPCA branch.
BC SPCA president, Marylee Davies presented Dr. Helen Kwong (centre) the Stu Rammage Award with BC SPCA chief executive officer, Craig Daniell.
“Our shelter in Campbell River was financially-dependent on holding a contract with the city to assist them with animal control services,” says Craig Daniell, chief executive officer of the BC SPCA. “This contract allowed the SPCA to use the city-owned shelter, but
when that contract was given to another agency that offered a reduced service level, the Campbell River SPCA was left without a shelter and without sufficient resources to keep the branch going.” Daniell says Dr. Kwong immediately took matters into her

own hands and urged the community of Campbell River to take action. “She organized a large public rally, she made a presentation to city council outlining the negative impact the loss of the SPCA would have on animals, she did media interviews and promoted a fundraising campaign to keep the SPCA in Campbell River,” Daniell says. “We are currently working, with Dr. Kwong’s help, on options of what our new presence will look like in Campbell River. “We are excited about our future in that city and are indebted to Dr. Kwong for taking such a strong and public stand to save the Campbell River SPCA and showing that one person can, indeed, make a profound difference.” The Stu Rammage Award is awarded each year by the BC SPCA for an extraordinary achievement by an individual or group in the protection and care of animals. The BC SPCA Awards Program honours both people and animals who have made outstanding contributions to animal welfare during the past year. Recipients include veterinarians, staff, volunteers and animal heroes.
Hack got hacked!
Krista Hack’s mane is no more. On Friday, Krystal Arnason (left) and Carol Chapman at A Cut Above cut off all Hack’s hair for two great causes. Hack raised almost $1,700 for the Campbell River SPCA and secondly, her hair will be used to make wigs for children undergoing cancer treatment.

This competition awarded the teams with two Most Entertaining awards. Garnet Nicolle received this award for her Ballet Solo and Michelle Devra for her Hip Hop Solo. Teegan Stoudt was awarded the Most Promising Ballerina Award and Melinda Coetzee was chosen as a provincial representative for Ballet. Join the Young Professionals in storming local beaches for annual clean up Saturday The Young Professionals of Campbell River (YPCR) are excited about their second annual Oceans Day Beach Clean Up on Saturday from 10 a.m. - 2 p.m. at Ken Forde Park and everyone is invited! With over 50 people attending last year the YPCR is hoping for another great turnout this year. “With the Oceans Day festival happening at the Maritime Heritage Centre, a beach clean-up is a great way to sup-
port the message about the importance of our oceans and how lucky we are to be steps away from the ocean here in Campbell River. It’s also a great excuse to get outside and enjoy the sunny weather,” says Sara Crowhurst, owner of the Travel Place, YPCR member and event committee member. Community involvement is one of the YPCR’s four pillars and last year the Oceans Day clean up saw the community collect 75
kg of garbage from local beaches. “It’s a low key and fun event where we take pictures of all attendees as they arrive and when they return with their bags full of garbage recognizing the difference they made,” says Maria Woodward, BMO financial services manager, YPCR Member and Event Committee Member. YPCR will provide gloves, bags and maps to anyone who participates along with a table of delicious homemade
goodies. “Last year we had a great mix of people and we encourage everyone to come down for a quick clean up or spend the day at our tents at Ken Forde Park to celebrate Oceans Day and our community,” says Byron Maier, Remax Realtor, YPCR community involvement director and event committee member. For more information you can check out Facebook or online at http://www. ypcampbellriver.com/ .
Oceans Day free shuttle service The City of Campbell River and BC Transit are making it easy for you to attend the Oceans Day Festival on Saturday with free shuttle service. The free Oceans Day Shuttle will leave the Maritime Heritage Centre every half hour from 10 a.m. to 3 p.m. The shuttle will leave the Camp-

Drive Smart BC Transporting Propane 2X14 and Other Flammable Gasses While most of us don’t carry around cylinders of acetylene in our vehicles, many people do carry propane tanks regularly and we use propane as a fuel in our RV’s. I asked the attendant about it the last time I had one of my barbeque tanks filled and he said that I was one of the few who secured it upright in the box of my pickup. Most people put them in the trunk or back seat and drove away.

Wondering how to work with nature to enhance plant productivity in your garden? The next Lettuce Grow workshop on June 8 has tips and techniques for natural plant management to help your garden thrive. “Every plant has a secret that helps it thrive, and plant management respects the natural laws of our planet. Working with nature results is a great benefit to the plants we grow and the food they produce for us,” says Hans Rhenish, a retired plant physiologist and farmer and the host of the upcoming plant management workshop. “Improved plant health, nutrition and flavour are our payback for applying natural, non-invasive methods of production. The soil and our environment are also beneficiaries. A multitude of plant species and other life forms greatly appreciate organic soil management,” Rhenish adds. Plant management encourages farmers, growers and gardeners to work with the laws of nature and natural cycles. The course will highlight how these apply to growing, transplanting, pruning and selecting sites for planting. “Plant management replaces chemicals with compost, mulch, seaweed, manure and water to create a healthy biodiversity,” explains Hans, who is passionate about using natural techniques. “Managing weeds with mulch and dense vegetation makes gardening easier and more enjoyable. And water management ensures sustainability.” “Working with plants involves management
neering and took my MBA,” says Black. “I ended up as a inancial analyst for the Toronto Star for a couple of years and started to like the (newspaper) business. I particularly liked the weeklies.” When his father told him that the Tribune was being sold, Black asked if he could buy it. “He just laughed and said, ‘Why do you think I told you?’” recalls Black fondly. The young Black family moved to Williams Lake “for a couple of years” but “fell in love with small town living” and stayed for a decade. While there Black learned the business at the grassroots level. “I learned a lot about the weekly newspaper business,” says Black. “When somebody left, whether it was an editor or a compositor or a sales rep or a circulation manager or… I ended up doing the job until we found a replacement. It really helped me the rest of my career because I actually know what it takes to do the job.” And from Williams Lake, Black began to expand his career and business. In 1980 he purchased the Ashcroft Journal (now the Ashcroft Cache Creek Journal). Today David Black lives in Victoria and Black Press includes more than 190 publications, in B.C., the Prairies, Washington State and a daily in both Hawaii and Akron, Ohio. So why has Black Press been so successful? “I understand business, I have a head for business. But the trick is people. If you can surround yourself with people who are really good, you will succeed,” explains Black. “We have really good staff.” And that is part of the reason why community newspapers aren’t as threatened by the internet, say Black. “We are putting out as good a local paper as we can afford editorially. It shows in the numerous awards we receive every year and our readership.” says Black. “I think weeklies will continue very much the same, I don’t see
Ask any firefighter, gas fitter or inspector from the BC Safety Authority and they will tell you that this lack of care will eventually result in something like the incident in West Vancouver. The Transportation of Dangerous Goods rules are designed to prevent problems and apply to anyone that transports flammable gasses. They also provide for penalties when someone chooses not to exercise care. In short, transport all flammable gas cylinders upright, properly secured, in a well ventilated area. Insure that the cylinders are marked to identify their contents, that they have current inspection and are corrosion and leak free. Safety advice should be available from your propane supplier and the Commercial Vehicle Safety and Enforcement. Tips for bike commuting A little planning makes your morning commute more relaxed.
C
ommuting to work or school on a bike requires a little planning and thinking ahead. Having commuted regularly by bike for years, I’ve come up with a few essential things to help make it easier. Depending on your place of work, you may or may not have change rooms, showers and bike storage facilities. This is one of the first things to consider and plan for accordingly. Thoughtful employers will make these facilities available to employees to encourage bike commuting, which is great for employee fitness. Always keep a spare set of clothes, shoes and toiletries at the office. You will forget something and you don’t want to be carrying bulky items like shoes and towels with you every day. Keep an extra belt, pair of pants,
shirt, pair of socks, The aim here is to catch shoes, bra, underwear, problems early to avoid etc… at the office at all a mechanical problem times. Keep an extra of on the road. with an extra tube, tire levers, patch kit and a pump, and know how to change a flat. Practice fixing flats before. Nothing worse than trying to learn what to do at the side of the road in the pouring rain. Plan your route. For most, there are several different ways to get from your house to the office. To prevent boredom, vary your routes often and always be traffic savvy. Avoid dangerous roads and intersections, watch out for road works and construction and always plan for inclement weather! Keep an eye on the weather so you can plan to dress for the temperature and precipitation. This is of course the Wet Coast! That’s it for this week, ride safe! All comments are welcome. 45+ friendly Campbell River Masters FC hosted a one-day, four-team, over-45 soccer friendly last Saturday at the Carihi fields. The visitors included Powell River, Comox Valley and a joint Courtenay-Gorge over-50 club which is representing Canada this summer at the World Masters in Torino, Italy. Best of all, proceeds from the day went to the Carihi Tyees high school soccer program. The event was sponsored by Mainstream Biological.
