TERRACE - The final numbers from the 2013 provincial election are in, and while turnout increased slightly for the Skeena riding, far fewer people voted in the North Coast this year than in the 2009 provincial election. This year, Elections BC tallied 8,140 votes in the North Coast riding, down from 8,890 four years ago. While the total number of registered voters is still being calculated, voter turnout is already down based based on numbers from April 23. At the time there were 14,956 voters registered on the North Coast leading to a current voter turnout of 54.4 per cent compared to a final voter turnout of 57.1 per cent last election. Voter turnout has been dropping since the 2001 election, and is down more than 10 per cent

from the 66 per cent seen in that election. MLA-elect Jennifer Rice said called the drop in voter turnout “unfortunate”. “My hope would be that people exercise their democratic rights and participate in the political process. North Coast wasn’t the only riding experiencing drops in voter turnout. I believe close to 20 other ridings experienced drops as well. While its great to see an overall increase provincially from the last election in 2009, I still think we could see better participation across the province,” she said, noting the key to turning the trend around is to make politics more interesting. With the final numbers, NDP MLA-elect Rice widened the gap reported on May14 between her and Liberal candidate Judy Fraser. Rice received a total of 4,617 votes, 276 more than the preliminary count, good for 56.7 per

cent of the popular vote. Fraser’s vote count jumped by 152 when the absentee ballots were counted, leaving her with 33.1 per cent of the popular vote. Hondo Arendt’s tally rose from 787 to 831, a difference of 44, leaving him with 10.2 per cent. While voter turnout on the North Coast fell, across the province it rose by eight per cent from the record low of 51 per cent seen in 2009. Voter turnout for the Skeena riding has also increased, with final numbers from Elections BC showing 11,756 registered voters. There were 20,645 registered voters in Skeena as of April 23, according to Elections BC. Using those numbers, voter turnout is close to 57 per cent, just under the provincial average of 58 per cent, and two per cent higher than the 55 per cent that turned out in Skeena in 2009. The final numbers also solidified NDP candidate Robin
Austin’s re-election win over BC Liberal Carol Leclerc. The final tally marks Austin at 5,609 or 47.71 per cent of the vote – 522 votes over Leclerc’s 5,087 or 43.27 per cent of the vote. When comparing the 2013 results with those of 2009, Austin’s vote went down by 256 and Liberal challenger Carol Leclerc posted 759 more votes than Donny van Dyk did for the Liberal party in 2009. As a result, Austin’s majority was slashed from 1,537 in 2009 to just 522 this time. Premier Christy Clark will unveil her new cabinet today at a ceremony in Vancouver, a change in protocol because cabinets are traditionally sworn in by the Lieutenant-Governor at Government House in Victoria. Clark lost her own seat May 14. Liberal MLA Ben Stewart is stepping aside from his Westside-Kelowna riding in order for Clark to run a by-election there.

Police find cocaine and arrest four KITIMAT - Kitimat RCMP say they continue to investigate the circumstances leading up to the arrest of four people from Kitimat in Terrace last week and the resultant seizure of a small amount of cocaine. The four, two men and two women, were stopped at Ferry Island the evening of May 28. “They were all known to police,” said Cpl. Darryl Peppler of the Kitimat RCMP. The two men were 21 and 30 years of age and the women were 22 and 42 years of age. “They have been released pending further investigation and that investigation is ongoing,” said Peppler. Terrace RCMP officers assisted in the arrest. In a completely separate incident, a 21-year-old man was after two incidents in the same day in which
he wandered the halls of Mills Memorial Hospital bothering staff and patients. Police say this was the 10th complaint so far this year regarding the man and his behaviour. Officers have forwarded information they hope will lead to a charge of mischief. The man has been banned from the hospital unless there is a medical emergency.

Provincial government rejects Enbridge TERRACE - The B.C. government has recommended rejection of the Enbridge Northern Gateway oil pipeline project its final written submission to the federal environmental panel examining the proposed $5.5 billion project. Environment minister Terry Lake announced the decision May 31, two weeks after an election where pipeline politics played a key role. He said the B.C. government isn’t satisfied with the company’s plans for spill control on the twin pipeline proposed to run from northern Alberta to a tanker port at Kitimat. “Northern Gateway has said that they would provide effective spill response in all cases,” Lake said. “However, they have presented little evidence as to how they will respond.” Lake said any heavy oil proposal would be subject to the B.C. government’s five conditions, which include spill prevention and response, aboriginal participation and a share of oil export revenues for
B.C. Enbridge Northern Gateway vice-president Janet Holder said May 31 the province’s position is not the end of the discussion. “The five conditions cannot be fully met until the end of the Joint Review Panel process,” Holder said. “We are working hard to meet the conditions and earn the confidence of the government and the people of B.C.” Provincial environment ministry staff evaluated the 192 conditions proposed by the Joint Review Panel, the federal agency that will make a recommendation for permits to Ottawa next fall. The B.C. government and Northern Gateway officials will give their final oral arguments to the panel when hearings resume in Terrace on June 17. The province’s May 31 release of its position came on the deadline day for those wishing to make submissions. Enbridge has argued that its submissions to the federal panel included 7,000 pages of technical reports and nine
separate witness panels have answered every environmental question put to it. The panel has conducted 69 days of crossexamination of company officials by B.C. and other representatives. Lake said the B.C. government is not opposed to heavy oil pipeline projects in general, such as the pending application to twin the 60-year-old Trans Mountain pipeline from Alberta to port and refinery facilities in Burnaby and Washington state. Although the province rejected the Northern Gateway proposal, it did leave some room for reconsideration in its 99page filing to the federal review panel. “The province is not in a position to support approval of the project as proposed ...” it said toward the end of its submission. “However, if the [review panel] decides to recommend that the project be approved, then it is of the utmost importance that the approval be accompanied by clear, measurable and enforceable conditions.” And while the prov-
ince insists that legal requirements regarding aboriginal and treaty rights must be addressed and that economic benefits flow to First Nations,

Metal Shop ready to rock the stage at the Lester Centre By Martina Perry

PRINCE RUPERT - Prince Rupert’s hard and heavy music fans will headbanging to classic metal music at Metal Shop 2013 produced by the Lester Centre of the Arts. The most recent Metal Shop has been in the works for more than a year, with those putting the show together promising it will be bigger than ever. “This will be the biggest Metal Shop visually... There’s going to be lots of special effects, more than we’ve used before,” said Paul Cox, who along with Triple Bypass band mates Mark Giordano and Brian Miller are putting together the show. “It’s going to be very entertaining to say the least.” Cox, Giordano, Miller, Rob Page and Gordie Olsen will portray four metal bands, performing as Guns N Roses, Bon Jovi and Metallica in the first half of the show and as Kiss for the entire second half of the performance. Musicians involved in Metal Shop have been studying bands they will portray, watching their videos and observing photographs
to impersonate them as closely as possible. Metal Shop musicians will incorporate costumes and theatrics into the show, duplicating bands at their most famous point in time. “We hand-made all the costumes to be all authentic to what the original bands wore,” Cox said. Metal Shop was an idea conceived a decade ago by members of Triple Bypass as a way to perform music they previously unable to. “Most of us had been in cover bands since we were in our early 20s. There’s a bunch of music you could never get away with playing in the bar scene because you have to play Top 40 kind of stuff. The three of us from Triple Bypass grew up on heavy rock... but we could never get away with playing that in the bar,” said Cox. The Prince Rupert band has put on three Metal Shop shows and a performance of Pink Floyd’s The Wall since the idea was formed, with all shows selling out or coming close. Lower natural gas prices closer as more sign on to Kitimat LNG project By Staff Writer The Northern connector
TERRACE - The prospect of cheaper natural gas bills for northwestern residents brightened last week with more companies signing onto a planned liquefied natural gas (LNG) project in Kitimat. Commonly called BCLNG, the project, which would take the form of a LNG plant on a barge, would use gas shipped through the Pacific Northern Gas line which serves the northwest. Although the cost of gas itself has dropped substantially in recent years, northwestern residents and small businesses have had to shoulder more of the costs of delivering the gas through the pipeline because large industrial who once used the line have gone out of business. BCLNG’s gas re-
quirements would take up the excess capacity of the line, providing Pacific Northern Gas with more revenue. The expectation is that the new revenue would in turn cut delivery costs for current northwestern residents and businesses. BCLNG had been a project of the Haisla and of a Texas enterprise LNG Partners. But that ownership structure expanded last week to include an unnamed Asian company and Golar, a company which owns the specialized kind of vessel needed to ship LNG overseas. “They will work with us and LNG Partners of Houston to carry the project through permitting and a final investment decision later this year,” Haisla chief councillor Ellis Ross said. Golar is also expected to provide the exper-

tise needed to put the floating LNG barge into place. The Haisla have already secured land on Douglas Channel tidewater on which facilities will be built to pump gas from the PNG pipeline to the barge. Golar will have a 25 per cent stake in the project and the Haisla’s stake will now be 27.5 per cent. A successful investment decision this year would pave the way for the first gas to be exported starting in 2016. BCLNG is just one of two LNG projects to receive environmental approval and an export licence. The other is the Chevron/Apache Kitimat LNG plant. But at an initial production level of 600,000 to 700,000 metric tonnes a year, it is much smaller than the 12 million tonnes a year forecast by Kitimat LNG.

BCLNG also has a key advantage over any other LNG project along the north coast – it will use an existing pipeline. The other projects require pipelines of their own. A successful investment decision this year would also go a long way to fulfil Premier Christy Clark’s BC Jobs Plan promise of having at least one LNG project up and running by 2015. The jobs plan was also an important part of the BC Liberal election platform and it tied in with another BC Liberal promise, to create a $100 billion Prosperity Fund using LNG revenues. Ross said the new partnership structure will also consider doubling the amount of LNG to be produced. That, in turn, will require some sort of expansion of the current Pacific Northern Gas pipeline.

KITIMAT - The director of project planning and execution for TransCanada’s Coastal GasLink Pipeline proposal presented an update to their project to mayor and council and then later to the business community during a Chamber of Commerce dinner. Bruce Wells said that the company is doing preliminary field work ahead of submission of their project description to the environmental assessment
office, expected very early in 2014. “We’ve been busy over the winter doing our field programs,” he said ahead of his dinner presentation. He said the information they’re compiling now will largely be used for environmental assessments of the proposed pipeline. The Coastal GasLink pipeline would transport natural gas from the Dawson Creek area to Kitimat, where it would supply the proposed LNG Canada facility, led by Shell Can-
ada. It would be approximately a 650 km pipeline, with a 48 inch pipe diamater, moving 1.7 billion cubic feet per day. Wells said the project description is expected to be filed in January or February of 2014, kicking off the review process. He said the company expects that process to take between 12 and 14 months. “Everything that you can imagine from an environmental perspective for both CEAA [Canadian Environmental Assessment Agency]
and the EAO [Environmental Assessment Office], we’re collecting that data now to put into that application.” That information includes tree counts, fishery studies, and wildlife studies, as well as engineering works are river crossings. The company held a series of open houses across the region last October and Wells said
the company expects to hold similar ones again this coming October. However he said the company has been welcomed with ‘open arms’ everywhere, and the feedback has been valuable. In fact he said the proposed route for the pipeline has been altered based on the feedback people and landowners have given them.

Having a completed Child ID Kit to assist emergency personnel in searching for a missing child is an invaluable resource. The best thing a parent can do to protect their child is teach them to be safe and aware, says Const. Angela Rabut, community policing/media relations Terrace RCMP. Some prevention and awareness tools to teach children include: A stranger is not necessarily someone never seen or met before, but could be someone already known and even seen every day. Ensure a child knows his/her full name, parent’s full name, full address, and telephone number. Explain how to use the phone. Include area code, collect calls, pay phones, and how to reach an operator. Show where the emergency numbers are posted at home. Never answer the door when home alone, or tell anyone over the phone that they are home alone. It is best to travel in groups and to stay away from isolated areas. Avoid empty lots, fields, and parks. Tell a parent when they feel something is suspicious or wrong, and about a person they do not like. Trust instincts.

The Wilp Wilxo’oskwhl Nisga’a Institute (WWN Institute) and Northwest Community College (NWCC) renewed their agreement to collaborate in providing academic, vocational, and technical programs as well
as continuing education for adult learners, announced the two institutions in a release June 4. Through this agreement, NWCC and the WWN Institute wish to consider jointly developing and delivering programs and courses designed to preserve, protect, interpret and promote the history, language and culture of Nisga’a people, said the release. With the oversight of a
Joint Collaboration Committee, NWCC and the WWN Institute will plan programs, implement specific Nisga’a and First Nations curriculum, and develop dual credit, joint certificate, diploma and associate or applied degree programs, continued the release. NWCC will also appoint the president and another member of the WWN Institute to sit on NWCC’s First Nations Council.

2013 What Do Your Financial Statements Say About Your Business? Although your financial year-end can be at any time of the year, many businesses have a Dec 31st year end. This means your accountant will have last year’s financial statements ready by now. Accounting might be your least favourite part of running your business, but your year-end financials can be a powerful tool to analyze your performance over the past year, compare it to your year-over-year business performance and make informed management decisions moving forward. Although it is tempting to just look at your financial statements on a standalone basis, it is always good to have something to compare them to. Below are three important comparisons you should be making. 1. Comparison to previous years: If you want to compare your financials to your historical financial performance, one of the best and easiest ways to do this is by preparing Common Size Financial Statements. Common Size Income Statements are prepared by expressing each of the line items on the financial statement as a percentage of sales. For example, if your wages were $50,000 for the year and your revenue was $400,000 for the year, your wages would be 12.5% of revenue. If, say, the year before your revenue was $300,000 and your wages were $40,000, your wages would be 13.3% of sales. So even though your wages have gone up year-over-year, they have gone down as a percentage of sales! You are likely being more efficient and/or gaining economies of scale.
You can also do the same comparisons for your balance sheet. Balance sheet items are often expressed as a percentage of total assets. 2. Industry averages: You can compare your performance to other businesses in your industry. Industry Canada has developed a great benchmarking tool to help you prepare a report that compares your business against similar businesses in BC or across Canada. 3. Comparison to your past projections: Comparing your business’ actual results to the projections you set for your business will enable you critically assess your revenue and spending. If your expenses were greater than your projections in some areas, this is a good time to ask yourself why, and to set reasonable expectations for the coming year. After analyzing your financial statements and comparing them to previous years and to industry averages, you are in a better position to make educated management decisions. It might help you to decide whether it makes sense to hire on another employee this year, or perhaps make cuts to your travel budget. Never underestimate the value and insight you can glean from spending some time reviewing and understanding your statements! Louisa Genzale It’s hard to find a profession where you have to be any more adaptable than in the world of printing. A compositor by trade, Louisa Genzale began a career at the Kitimat Northern Sentinel in 1998. In just 15 years, the industry changed by leaps and bounds, and as technology changes, so do the demands on the employees. Louisa took her pre-press skills into the next technological generation, using computer software to design and build the advertising which is a central part to all newspapers. As others came and went, Louisa continued working hard at the community’s newspaper of record, and her dedication continued to be rewarded. PRINCE RUPERT - Prince Rupert has among the most affordable housing in northern B.C., according to a report released on May 28 by the Northern B.C. Real Estate Board. The Housing Affordability Study looks at the percentage of median household income used to finance home ownership, including the mortgage, municipal taxes and fees, and utilities for single family homes. In Prince Rupert 30 per cent of household income goes toward those cost, which is below Terrace, Smithers, Prince George Fort St. John and 100 Mile House, which was the least affordable in the north at 45.7 per cent of household income. However, the number is below the affordability found in Mackenzie, Quesnel and Kitimat, which was the most affordable at 17.9 per cent of income. Regardless of where you live in northern B.C., the affordability index of 31.6 per cent is much greater than throughout the rest of the provincial average. In B.C. 66.4 per cent on
median household income goes toward home ownership, a number that balloons to 82.2 per cent for those living in Metro Vancouver. The numbers are based on the average selling price of a home
in northern B.C. Of $245,000 and the average selling price in Metro Vancouver of $782,000. More than 75 homes would have had to be sold in a year to be included in the study.

Jose Gomes Silveira, originally of Kitimat, B.C., passed away peacefully at the Hilltop Manor Nursing Home in Cambridge, Ontario on Wednesday, May 15, 2013 at the age of 86. He was born on April 10, 1927 on the island of Faial, Azores, Portugal. Predeceased by his first wife Maria de Lourdes. Husband of 19 years to Maria Adelaide Amaral, cherished father of Ilda Salamon (Paul) of Edmonton, Alberta, Frank and Edward (Ana), both from Kitimat. JOYCE LEAH BAKER (nee Hobenshield) June 13, 1940 to February 23, 2013 Joyce was born in Hazelton, BC to Tony and Mabel Hobenshield, the youngest child of six brothers and one twin sister. The Hobenshield family moved to Terrace and Joyce attended Skeena Secondary School where she played volleyball, basketball and ran track and field. She met Clarence Baker when she was 14 and they were married on June 13, 1959. Over the years she worked for B.C. Tel, Sight and Sound and Sears, but she mainly stayed home to raise their four children, first at their home on Olson Street and then on 40 acres in Jackpine Flats. After her marriage Joyce continued to play Softball and coached her children’s teams as they too joined the sport. In later years she would coach her grandchildren’s teams as well. She enjoyed bowling and was a member of the league team �Smiles and Chuckles� for over 30 years. She was a fan of the Blue Jays baseball team and was thrilled to see them play live in both Toronto and Seattle. Joyce had a huge love of family. Her children were a source of great pride, and when her grandchildren began to arrive she became a major presence in their lives. Over the years she attended sports events, school events, graduations and weddings, and was always proud of every accomplishment no matter how small. To her numerous nieces and nephews she was known as “Aunty Joyce� and will be remembered for her loving nature and beaming smile. She enjoyed taking vacations to see her brothers, her sister, her aunts and uncles, nieces and nephews, her cousins, her children and grandchildren and visiting with many friends. More recently, Joyce’s volunteer activities included acting as a Director for the Happy Gang Center where she could be found in the kitchen every Friday making grilled cheese sandwiches. When she wasn’t in the kitchen she was a proud participant in the many activities offered at the center, especially playing cribbage and rummoli every week she could. Joyce was a loving daughter, sister, wife, mother, grandmother, aunt and friend who left behind many who miss her. Her children Bev (Stu), Donna (Albert), Sandy (Greg), Dan (Connie) and their children, Matthew (Aynsley), Gregory, Christopher, Pamela, Taylor, Kyla, Jeffrey, Damien, Mitchell, Keanna and Carolyn. She was predeceased by her father Tony, her mother Mabel, her brother Lorne and her husband Clarence. We would like to thank all the family, friends and medical staff who cared for her over the last difficult months of her life. A Celebration of Life will be held on Friday, June 14, 2013 at 1:00 p.m. at the Evangelical Free Church, 4640 Park Avenue, Terrace, BC with a reception to follow. Memorial donations may be made in Joyce’s name to the R.E.M. Lee Hospital Foundation (www.remleehospitalfoundation.org), to support the new Ultrasound Unit, or to the charity of your choice.

Leo (Leendert) deJong August 6th, 1940 - May 20th, 2013 We are saddened to announce the passing of Leo ( Leendert) deJong at Vanderhoof, B.C. with family by his side, after a brief but courageous battle with Luekemia. He dealt with his last days with strength dignity and courage. Leo was born in Vlaardingen Netherlands. He immigrated to Canada in 1953 and moved to Terrace in 1954 with the deJong family. He worked on the family farm selling produce to local grocery stores in Prince Rupert and Terrace. In 1972 he began his automotive sales career and in 1981 opened his own dealership, Thornhill Motors. He retired in 2000, and spent his winters in Arizona. In 2009 He and wife Isabelle purchased a home on Francois Lake. Leo loved being an auctioneer and will be remembered for doing auctions for Skeena Valley Fall Fair, 4-H Club livestock, Kiwanis Club Kitimat, Terrace Sportsplex, REM Lee Hospital foundation, and Ducks Unlimited. Leo leaves behind his wife; Isabelle, sons; Brent (Leanne) and Mark (Penny), grandchildren; Tegan, Kelsi and Ryan. Brother Bill (Margaret) and Sister Elsie (Gerry) Sister-in-Laws Brenda and Violet as well as many nieces and nephews. Leo was Pre-deceased by Parents: Pieternella (Nell) (2004) and Jacob deJong (1966), Brothers Jake (2004) and Albert (2011). The family would like to thank the doctors and staff at St. John Memorial Hospital in Vanderhoof for making Leo’s final days comfortable. Thank-you to Tanya McCullough, Cory and Nita Funk, and Pastor Lowell Holmquist for the wonderful memorial service. Thank-you to Heather Avison, and all our family and friends for helping us along. General: Under the direction of, and reporting to the Band Manager, the Health Director will be the senior coordinator of the Kitsumkalum Health Services as described in the Kitsumkalum Health Work Plan. The Health Director supervises all staff and works collaboratively with the Kitsumkalum Health team. Duties: • Provide co-ordination and support to programs in the Kitsukalum First Nation community, to raise the level of health awareness and services in the community. • Develop and maintain integrated holistic programs and services in association with other social, education, and community programs; • Develop budgets and administer financial records of the Kitsumkalum Health Programs; • Ensure reports are made regularly to Kitsumkalum Community and funding sources; • Ensure Tsimshian culture is respected and used as a basis for Health Service delivery and program implementation; • Attend workshops, conferences and training programs to increase skills and knowledge in public health; • Submit funding proposals to various funding agencies for funds to develop and implement Health Services and Programs in the community; • Ensure that health needs are identified, priorities set, and health care plans (work plans) are developed for the health programs; • Ensure Health Staff meetings are held that take into consideration issues pertaining to the provision of health services; • Establish policy directions reflecting the community’s philosophy and goals; • Review policies, establish standards of performance regarding personnel, management practices and service delivery. • Liaise and partner with other Health Authorities to further health goals and services; • Make recommendations to the Chief and Council on the overall direction, leadership, policy and control of management of their health programs and services; • Build capacity of Kitsumkalum Health Staff with suitable training that would enhance the health services being provided. PRINCE RUPERT - The Prince Rupert Rapids took a spot on the podium in every individual overall category at the wrap-up swim meet finale on Sunday. Amy Leighton took first in the 11-12 Girls division with Liam McChesney pulling a similar feat in the 11-12 Boys. a single point but managed to bring home second place overall in the 10-under Girls with Nicholas Pirillo also picking up the silver in the 10-under Boys. Quinn Basso captured the third overall silver medal for the Rapids in Senior Boys. Kai Leighton, Zachary Dolan and Trey Kish picked up bronze medals in their division. The Rapids also grabbed the combined team gold picking up 1,220 points in comparison to the Kitimat Marlins’ total of 973.5, Terrace Blueback’s 475.5 and the 459 of the Bulkley Valley Otters.

Another Triple Crown for Cabrera? How about a triple crown of Triple Crowns? Back-toback-to-back! Baseball has records it believes are untouchable: Joe DiMaggio’s 56-game hitting streak; and Johnny Vander Meer’s consecutive no-hitters. But the way Miguel Cabrera of the Detroit Tigers is smashing the ball this year, he’s en route to accomplishing something that has never happened in the 135-year history of Major League Baseball: Back-to-back Triple Crown titles. And hey, if the 30-yearold Venezuelan leads the American League in batting average, home runs and runsbatted-in again, who would bet against him doing it again in 2014? — a triple crown of Triple Crowns. ESPN.com’s Buster Olney tweeted that Cabrera is the first player in MLB history to enter the month of June with a batting average of at least .340 and at least 15 HR and 60 RBI. TERRACE - As Northern B.C. wrapped up Bike-to-Work-Week, James Osmond was dealing with a much larger agenda, what you could call Longboard-across-Canada Summer. He’s 22 days into his 9,020 kilometre west coast to east coast trip to raise money for his nonprofit initiative called The Big Push with all proceeds going directly to the Canadian Cancer Society. It’s Osmond’s first time venturing west of Ontario, and he’s inspired by the memory of his grandfather who died from prostate cancer a few years ago. Osmond rolled into Terrace on May 24 after finishing a three-day leg from Prince Rupert, rain clouds on his heels. “The weather was horrible that one day,” he recalled. “I only got 40 kilometres. I had to camp out at a rest stop.” He is directing those he meets along the way to the Big Push website, which can be found with a simple google search, to make their donations. He originally planned a four month trip but says that it’s already looking like it will be four and a half. He aims to finish his journey in Cape Spear Newfoundland and says that as far as he can tell it would be the first time someone has longboarded all the way across Canada, though says there are two other boarders attempting the feat this summer.
