A GIANT redwood tree is slated to come down in North Surrey as a developer plans to build a housing complex there. A group of area residents are trying to save the coastal sequoia, a threatened species of tree, which towers hundreds of feet over a property on the southwest corner of 133 Street and 104 Avenue. To passing traffic, the tree is all but invisible. But walk around a corner, and residents say it takes your breath away. Ed MacInnis said he saw it for the first time on Wednesday night. “It is outstanding. You just don’t realize until you come around the corner just how big it is,” MacInnis said. “I didn’t even know a tree like that existed in Surrey.” City staff say they received a plan to build a four- to six-storey multi-family midrise on the property in 2010. Staff say the application, submitted by Lin’s Holdings, was scant on detail and hasn’t advanced any further since the application was received. Council has not seen the plans yet, and nothing yet has been determined about the future of the tree.

In total, Clark appointed 19 ministers,

and more major business events are all in the mix if the new president of the Surrey Board of Trade (SBOT) has his way. Bijoy Samuel will be inducted as the new president of the board later this month, but he took some time Thursday to outline his vision for The Leader. “I’m excited about what lies ahead,” Samuel said. “Working with a very talented board, dynamic CEO, dedicated staff, striving to be more relevant to the business community... how can (businesses) use the Surrey Board of Trade in their day-to-day business operations?” Samuel, the general manager of RedFM radio station, wants to spend the next year making the SBOT more “relevant” to the business community. He said important information, such a statistics – particularly local figures – can be extremely hard to obtain for businesses. Hopefully, the SBOT can gather them more efficiently and make them available to members, he said. “The board of trade will be resourceful and as a business starts here, we have a business centre that starts here as well,” Samuel said. “We will work with local universities to carry out research, so that market intelligence will help new businesses come into Surrey as well.” There are challenges that lie ahead, he noted. want the provincial government to support Bijoy Samuel the“We film industry,” he said. “When you look at tax credits, there’s a 10-per-cent difference between Ontario and us.” He also wants to create at least two major business events in Surrey. “These are business-related events that would be motivational and inspiring,” Samuel said. “On a day-to-day basis, running a business is not easy; it has its challenges, it has its sacrifices.” He wants to see two significant events featuring business people from the TV series Dragon’s Den. “Bring that in, to motivate the business person,” he suggested. Hayne: Aim is to retain trees From page 1 MacInnis’ niece Kayla said she isn’t planning to wait for the application to move forward. “We were mind-blown,” Kayla said in an interview Friday. “We just want to make sure it gets protection, even if (the city and developer aren’t talking about it right now).” She wants to get the public involved “before it’s too late.” Before they ever saw the tree Wednesday, the MacInnis’ spent some time touring Green Timbers Urban Forest and learning about its storied past of environmental protection. A friend asked if they wanted to see a really big tree and took them to the North Surrey sequoia. “I was blown away,” MacInnis said. He noted there was a lot of fuss made about the removal of a tree stump in Stanley Park that’s just a fraction of the size. Surrey Coun. Bruce Hayne, who is also chair of the Environmental Advisory Committee, said his committee would be reticent to endorse cutting down a tree of such magnitude. “Council in general has been pretty clear they want to look at proposals that do as much as possible to retain trees, and particularly significant trees,” Hayne said Friday. “That would be certainly something we would be looking at every single option.” Kayla is a member of the local Metis society and she’s planning to see if that group is interested in joining the cause to save the tree. Wife killer guilty

A MAn has pleaded guilty to killing his wife at a Sur-
rey newspaper office two years ago. On Monday, Manmeet Singh pleaded guilty to second-degree murder for slashing and stabbing his 24-year-old wife, Ravinder Kaur Bhangu, to death. Singh hit Bhangu twice in the head with a hatchet and stabbed her with two knives multiple times. The killing took place at the Sash Di Awaaz Newspaper office near 128 Street and 82 Avenue on July 28, 2011. Singh, who had been married to Bhangu since 2009, was arrested at the scene. Singh automatically receives a sentence of life in prison. Both defence and Crown argued he not be eligible for parole for 16 years. Court proceedings continued after The Leader’s print deadline. remier Christy Clark is following in some historic footsteps by seeking an MLA’s seat in the Kelowna area. The premier announced on Wednesday afternoon that she would seek the Westside-Kelowna seat, which was won by Ben Stewart in the May 14 election. Stewart, a former minister of agriculture and current minister of citizens’ services, will resign his seat. He is likely best-known as one of the owners of Quail’s Gate Winery in West Kelowna. Clark is far from being the first premier to seek a seat in a byelection, although it has been a longtime since a sitting premier needed to look for another seat because of a defeat in a general election. Just two years ago, Clark had to run in a byelection in Vancouver-Point Grey to get a seat in the House. In that case, her predecessor, Gordon Campbell, had resigned his seat. In the 1970s, both Dave Barrett and Bill Bennett needed to run in byelections to get into the House. Barrett, who was the sitting premier at the time, was defeated in his Coquitlam seat in the 1975 election, which also saw his NDP government go down. He ran in Vancouver-East to get into the House and continue as leader of the Opposition. A few years earlier, Bill Bennett ran in the South Okanagan byelection, after his father W.A.C. Bennett had resigned his seat. Bennett was in the process of running to become Social Credit leader, and on winning the leadership he became leader of the Opposition. Clark may also be wishing to tap into some of the powerful Kelowna connections to successful free enterprise governments. W.A.C. Bennett, who was South Okanagan MLA for all but a very short period from 1941 to 1973, served as premier for 20 years and is widely credited as B.C.’s greatest premier and the foremost builder of modern British Columbia. His son Bill, who was premier from 1975 to 1986, was also a strong leader who achieved a great deal in his three terms as premier. Arguably, he had to govern in more difficult circumstances than his father did, but history has shown that he made a lot of very good decisions. One of the most significant would be Vancouver hosting Expo ’86, but others include the building of the first SkyTrain line and the construction of the Coquihalla Highway. Bill Bennett’s son Brad played a prominent role in Clark’s campaign this year. The third generation of the Kelowna Bennetts is a successful business person and Clark clearly appreciates his perspective. – Black Press

Statements such as this would have more credibility if politicians subjected their own personal spending to the same scrutiny. That’s still not happening in B.C. Expense accountability has come a long way in the last year, thanks mainly to the work of now-departed Auditor General John Doyle, who swung the cobweb-covered door open on B.C.’s secretive Legislative Assembly Management Committee. Chaired by the speaker and run by senior MLAs from both parties, the committee had been doing pretty much whatever it wanted with MLAs’ own expenses. Doyle’s audit found that MLA credit card bills were being paid without receipts, part of a lax accounting system that included inaccurate bank records and inadequate management of the legislature gift shop and dining room. You can imagine how well that worked out. As one observer put it, the system was not only open to abuse, it was actually designed for it. Here in B.C., the next step is obvious. If you go to the website of Alberta Premier Alison Redford, you can easily find the link to her detailed expense reports, itemized for travel, meals, hotel rooms and so forth. Alberta cabinet ministers provide the same disclosure. B.C. cabinet ministers’ travel expenses are now reported, but only as an occasional lump sum. As a result of Doyle’s revelations last summer, B.C.’s Legislative Assembly Management Committee now meets in public, with transcripts of proceedings available. But MLA expenses are still not itemized. Total expenditures are being reported on a quarterly basis, but with no detail to explain why some MLAs have much higher totals than others. Although 10,000 hours will be diverted to taxis under this pilot, we expect an overall addition of 7,000 customer trips. Customers receive a trip by taxi only if it is appropriate for their mobility requirements. This practice is also used by other specialized transit agencies in Canada. TransLink recognizes that HandyDART trip denials are a challenge. There is no doubt that demand for service exceeds current resources and service availability. That’s why TransLink is running this pilot project as one way to provide more trips to HandyDART customers with the funding resources we have. We have heard from HandyDART users that they also value the use of taxis, as they are an important transportation option for seniors and people with disabilities. particular geographical area. My mom is half Indian and my dad full, so I guess that makes me three-fourths. However, I was born in this country and I am feeling that young people are losing their sense of what it means to be “Canadian.” Our family loves all people as is reflected in our group of friends, but I really feel that in order for Canada be a strong nation, we need to rethink our immigration policies. Animals in need: We are changing their world
Say no to filthy air
to ship U.S. coal to Asia. Do we need jobs at any cost? I say no. I am for jobs. I am for shipping more coal if we mine it ourselves, but not for just being a shipping agent. Let nobody kid themselves. There will be coal dust and lots of it. We have spent lot of effort and money collectively to clean up our air through the AirCare program. This will add a new dimension to filthy air. It just won’t blow away. Lots of it will come down as black soot on our homes and everywhere with rain. We should not take a chance on exacerbating health problems. Fraser Surrey Docks is smack in the middle of populated areas. Fifty new jobs is not worth the downside for ourselves and our children. We pride ourselves on being a mosaic, but the down side of a mosaic is that if the pieces are not well bonded, it becomes fragile. Come on Canada. aFTer MOving to the Philippines (from Cloverdale) to work with a non-governmental organization, I have taken responsibility for a community of dogs and cats at a bus station and the depressed community in Pasay City. What started out as caring for half-a-dozen animals has become a great deal more. There are about 80 dogs and cats in this small area who I do my best to care for with my limited personal finances. Sadly I am finding myself unable to provide each animal with the care they need and deserve. To help, I have started an online fundraising drive at http://igg.me/ at/pasaypups/x/3515071 to help raise $5,000. Every Saturday morning, I lead a small team of caring volunteers to the impoverished neighbourhood to provide basic care to the animals who call this area home – meeting their basic veterinary needs, such as parasite control, preventing infections in minor wounds, giving flea and tick prevention, and curing skin conditions like sarcoptic mange or fungal infections.
We also provide food, love, baths, walks for chained dogs, toys, and when owners agree to give their animal a better life, adoption. I have been largely solely financially responsible for the care of the animals in this area. However, these expenses have grown beyond my means. I have successfully spayed and neutered many of the animals in this area, but there are about 60 still waiting. For my birthday this year, rather than gifts or parties, I would like to see the rest of the area’s animals spayed or neutered. If there are any extra funds leftover from this fundraising drive, they will provide treatment for sarcoptic mange, which is a terrible problem for dogs in rural areas of the Philippines, and to provide regular deworming treatment to 300 working horses on the island of Taal Volcano. In the grand scheme of things, the number of animals we care for is small, but for each of these animals and their owners, it changes their world.

Thieves are ravaging our quiet neighbourhood of Chimney Hills. Break-ins of houses, cars, and lately street light wires. May 29 about 4 a.m. I heard and then saw someone right outside our open window taking apart the cover on the street light base. I called the police and they quickly came with dogs, etc. We have no idea if anyone was caught. Last night again I heard some noise at about 11 p.m. waking me from my sleep. I saw no one but noticed all the street lights were out in front of our cul-de-sac and up
and down 150A Street. My husband dressed and went out to investigate but saw no covers disturbed next to us. We notified the non-emergency department of the police. Our block watch captains advised of lights out in another cul-de-sac the night before. All the block watch captains of Chimney Hills are trying to make people aware of what is going on in the area and to be diligent in keeping their eyes and ears open in the night. Search is on for injured bear by Kevin Diakiw An injured black bear may present a danger to the public and is the target of a hunt by conservation officers. On Friday, the bear was found at a residence near 173 Street and 96 Avenue in Tynehead after killing a goat and attacking a lama. The owner of the injured animals shot the bruin in the shoulder with a 22-calibre rifle, scaring it off. Now conservation officers are eager to find the bear, which has already proven that it’s dangerous to animals, and now that it’s injured, may present a threat to the public. “That’s why we’re somewhat concerned and we’re trying to take action try and capture him,” said Sgt. Steve Jacobi, a B.C. conservation officer. Jacobi is asking the public to call 1-877-9527277 if they see the bear and warns the public not to approach the animal. On Saturday, a young bear was found up a tree near 168 Street and 84 Avenue, but it was determined that it wasn’t the same bear, so it was left alone.

Anger over plan to remove agricultural land Developer wants to extract 37 acres from the Agricultural Land Reserve in Cloverdale by Kevin Diakiw Surrey iS under fire
for forwarding a plan for the removal of land from the Agricultural Land Reserve (ALR). The province’s ALR is protected against development, unless it is removed by the provincial Agricultural Land Commission (ALC). In 2009, Pacific Land Group approached the city asking for support in removing 37 acres from the ALR, a collection of properties that lie north of Highway 10 between 164 and 168 Streets. City staff say they had no alternative but to send the application to the ALC for its consideration. That’s because of a clause in the Agricultural Land Commission Act, that until now, city staff were completely unaware of. Under Section 21 (2) of the act, the time limit for a city to forward an application to the ALC is 90 days. The city has no right to withhold the application as long as it doesn’t contravene local bylaws. Pacific Land Group didn’t tell the city what it plans to build on the site, simply saying it was
submitting an application for ALR extraction. Because it wasn’t paired with a rezoning request, there’s no evidence the land would be switched from its current A1 (agriculture) city zoning, and staff say Surrey had no choice under provincial law but to forward it to the ALC. The extraction plan had been rejected several times by the city’s Agricultural Advisory Committee. But according to Coun. Marvin Hunt, who sits on that committee, the proponent had spent about $100,000 on studies and just wanted his “day in court” before the ALC. In April of this year, council forwarded his application to the ALC, where it remains. Farmland activist Donna Passmore said because the city sent it to the ALC without recommendations, it is tantamount to a recommendation for approval. Shaundehl Runka, in charge of the ALC’s policy and special projects, said that simply isn’t so. She said many cities have a policy that they will not recommend any ALR exclusion, but the
majority take no position, allowing the ALC to decide without city input. Jean LaMontagne, Surrey’s general manager of planning and development, said while council isn’t taking a position, the minutes from the agricultural committee – mostly against the plan – will be forwarded with the application. Passmore is also critical of the public notification process put forward by the developer. “If I haven’t been aware of this application, that means that the other members of the Fraser Valley Conservation Coalition are likely unaware of it, and I suspect the Surrey Environmental Partners are also unaware,” Passmore said. “Shame on this administration for attempting to slip farmland beneath the noses of environmental and agricultural volunteers of this community…” LaMontagne said the applicant took out ads in local papers and posted signs as the process started in 2008. It has grown into one of the largest community festivals in the City with over 7,000 people attending each year. “Summer Fun”, this year’s theme, will offer children, youth and adults of all ages a full day of fun, food and enjoyment. Young children will go on a musical adventure with the award-winning duo, Bobs and Lolo. Songwriter and storyteller Max Tell is sure to delight. The Children’s Zone will feature bouncy castles, crafts and face painters. The 2013 BC Junior Talent Search winners, Jenny and Tyson, will inspire fellow Surrey youth. The high energy interactive martial arts demonstration by Sung Hang Do is always a crowd pleaser – especially the skills displayed by the youngest students. March Hare and Drift Away’s different takes on classic rock and pop will get the crowd dancing, singing along, or both. This is also your chance to meet individuals, businesses and non-profit groups from all across the community. The RCMP will offer rides on their quad ATV – an annual favourite. The 15th Annual Surrey Fest Downtown will feature the local band, All About Jack. This classic rock cover band was formed in 2000 and prides itself in pushing to the limit by performing a musically challenging repertoire. Beloved child entertainers, Bobs & LoLo, are coming to the 15th Annual Surrey Fest Downtown and everyone is invited! From their Vancouver Aquarium performances to their Treehouse TV debut, Robyn (Bobs) and Lorraine (LoLo) put their hearts and energy into making their music educational and family-focused. Their music style is unique as they interact with their young audience, engaging them with stories, teaching them about nature, and inspiring them to sing and dance! Since the beginning of their music career in 2003, this dynamic duo finds their inspiration and motivation from their young audience and the endless energy they see from stage. Lorraine shares, “we would not be performing… without the kids [and parents] cheering us on!” Having been in the spotlight for a decade, they claim that the most exciting part of their musical journey is being able to work together as a team. Lorraine adds, “High fiving your best friend when celebrating achievements and milestones is a bonus too!” Their music is also well-known at the national-level; Bobs & LoLo’s latest album, Connecting the Dots, was nominated for a 2012 Western Canadian Music Award and a 2012 Juno Award. After receiving much
success, they are quick to thank all who have supported them in their vision. “When we think about our success and how far we’ve come since we first started songwriting 10 years ago, the overwhelming feeling we get is one of gratitude.” “We are super excited about returning to the Surrey community. One of the best things about Downtown Surrey is the number of special events happening every summer. The 15th Annual Surrey Fest Downtown welcomes summer on June 15 from 11am to 6pm at Central City Plaza. This community event continues to grow. Mainstage entertainment features a variety of performances including the family favourite duo, Bobs and LoLo and March Hare, the group that was a big hit during last year’s opening ceremony of the BC Summer Games. The Quattro Street Fair occurs on Saturday, July 6 from 11am to 4pm on Whalley Boulevard by 107A Ave. It will host a variety of craft and food vendors and showcase some amazing local talent. On July 13, there will be a KaBOOM Playground Build organized by the City of Surrey and the North Surrey Lions Club and sponsored by the Foresters. The best part of Fusion Fest is the variety of delicious food from all over the world. Get an early start on summer fun and come out to Central City Plaza on June 15th for the 15th annual Surrey Fest Downtown. One of the feature acts will be Sway, featuring singersong writer Adam Lucas. Sway pays tributes to a long history of crooners such as Frank Sinatra, Tony Bennett, Van Morrison, Nat King Cole and Canada’s favourite Michael Buble. You will find it easy to move along with the suave rhythms and lyrics. Lucas’ musical influences also include Sammy Davis Jr. and Dean Martin. The show’s title “Sway” is, according to Lucus, based on one of the tracks from Michael Buble’s debut album, which was in turn based on Dean Martin’s 1954 recording. For Lucas, his favourite part about performing – “It’s always so amazing to get positive feedback from audience members…I love the whole experience…such a rush.” When he is not singing Lucas also loves to act and write. One of his most memorable performances was playing the lead role of Danny in “Grease”. “My heart was racing and it felt like I was going to forget my whole part. Then I got on stage and next thing I knew we were all bowing and the night’s show was over…

What to do about greenhouse gas emissions? A number of organizations in Metro Vancouver are considering district heating from renewable energy systems as a means to produce heat (and sometimes electricity) while reducing greenhouse gas emissions. Boilers fuelled with wood or clean wood waste (biomass) are one example of a renewable energy system. Metro Vancouver’s Boilers and Process Heaters Emission Regulation Bylaw No. 1087 authorizes and regulates emissions from biomass boilers. Changes to Bylaw No. 1087 are proposed to ensure these systems are properly designed and operated to protect local air quality, and to facilitate effective use of small biomass systems. You are invited to participate in a workshop in your community to hear more about the proposed bylaw changes and to provide your input to this important discussion about our region’s future. New president for Eagles Peter Shaefer adds to role of assistant coach by Nick Greenizan Peter Shaefer is adding board-
room duties to his current job behind the bench of the Surrey Eagles. The former National Hockey League forward, who joined the BC Hockey League team last season as an assistant coach, was named president of the hockey club earlier this week. He will also remain as an assistant coach to head coach/general manager Matt Erhart. “We really took another step this year, both on the ice and off, and have become one of the league’s premier organizations, and Peter had a lot to do with that,” Eagles’ majority owner Chuck Westgard told Black Press. “He really enjoyed himself last year, and expressed an interest to us in having an expanded role – he showed a keen interest on the business side.” Shaefer, Westgard said, will oversee all day-to-day operations of the club, while also still having input in the hockey operations department as an assistant coach. “It was a fun first year in the organization, and I’m looking forward to being more involved with the team,” said Schaefer in a press release. “I think we have

Griffins do ‘everything right’ High school soccer team settles for second at provincials by Rick Kupchuk The Burnsview Griffins came away from the B.C.
Senior AA Girls High School Soccer Championships in Courteny with one thought in mind – “it’s just not meant to be.” The North Delta school was near perfect at the 16-team tournament, winning four consecutive games to get the final on June 1. But after dominating play for much of the contest, the Griffins fell 2-1 to the Archbishop Carney Stars, and had to settle for second place. The Stars seemed to get all the breaks during the three-day tournament. They won just one game in the round robin portion of the competition, but also had a pair of ties which lifted them to top spot and a berth in the four-team championship playoff. Burnsview had no trouble finishing atop their group, winning three games by a combined 8-1 score. They then topped the L.V. Rogers Bombers 3-1 in a semifinal game, while the Stars edged Nanaimo District 1-0. And after Archbishop Carney took a 1-0 lead in the first half, the Griffins dominated the final 90 minutes. Burnsview scored once, but the Stars
also scored on their only shot of the second half, and hung on for the victory. Saying her team “did everything right this year,” Griffins coach Mary Ferguson said the second place finish was just bad luck. “We dominated the second half with shot after shot and somehow the ball stayed out of the net,” she said. “It was Carney’s year. To get to the final match with two ties, and to be outshot and having to defend for the majority of the second half and still win...well, it was their time.” Emma Leese with three goals and Bria DeNunzio with two were the leading scorers for Burnsview. Netting one goal each were Myranda Willis, Dana Solari, Kylee Walker, Olivia Kapelli, Kelsey Kovich, Liz DeSouza and Courtney Badali. n The Fleetwood Park Dragons placed 10th at the Senior AAA tournament in North Vancouver, after three wins and two losses in five games. Lorissa Houle was named to the Commissioner’s 16 all-star team. A very young team was led by a group of senior players that included Tamiya Kabatoff, Reeghan Carroll, Sam Savoy, Preety Dhillon, Priya Purewal and Simran Bir.

NOTICE OF REVITALIZATION TAX EXEMPTION PROGRAM BYLAW (Pursuant to Community Charter Section 227) TAKE NOTICE THAT The Corporation of Delta (“Delta”) intends to adopt the ‘72nd Avenue Revitalization Bylaw No. 7224’. This bylaw offers municipal property tax exemptions, reduced development cost charges and municipal fee exemptions for eligible projects located in the 72nd Avenue Economic Investment Incentive Zone, as shown on the map below. The revitalization bylaw is intended to encourage investment in high density residential projects, specifically, the replacement of single family residential with townhouse developments through lot consolidation; to encourage driveway access from roads other than 72nd Avenue; to enhance the attractiveness of the 72nd Avenue corridor; and to encourage low environmental impact developments. This tax exemption program is available for a maximum period of three years for the following eligible projects: • It is located in the 72nd Avenue Economic Investment Incentive Zone; and • It is a townhouse development involving the consolidation of a minimum of 4 lots. The amount of municipal property tax exemption for an eligible project is equal to the difference of the amount between the current year’s annual property tax for the parcel, for land and improvements, and the annual property tax payable in the calendar year prior to the start of construction for the parcel, for land and improvements. If an eligible project also qualifies as ‘low environmental impact’ (scoring at least 70 points on the Environmental Impact Rating Form), reduced development cost charges are applicable as follows: • 50% reduction for townhouse developments of 12 to 20 units. • 75% reduction for townhouse developments of more than 20 units. PORCHER, Briska Rosina Dec 30, 1922 - May 16, 2013 (affectionately known as Blondie) Briska, of Surrey, B.C. passed away peacefully at age 90 on May 16, 2013 surrounded by her daughters. Predeceased by her loving husband of 59 years, George, in 2001 and by her infant son David. Survived by her daughters Gloria Ellingsen (Larry McLeod), Diane Marno (Mic Marno), Marian Porcher (David Rode), son-in-law Danny Ellingsen, grandchildren Rob, Greg, Kristina, Brad, Jim, Dave, great-grandchildren Deanna, Tyson, Gregory, Nicole, Megan, Trent, Desiree, Destiny, Danaia and Morgan. Briska will be forever remembered for her beautiful and kind personality as well as her endless love for her family. She was a wonderful homemaker, a passionate gardener, she loved music and she had many fond memories of growing up near the ocean at White Rock. The family wishes to extend their heartfelt gratitude to the staff of Zion for their unsurpassed devotion and care.
