What happened? Sixteen-year-old Brandon Smith and 17-year-old Dryden Corkle got a big surprise when they came down to have some fun with bikes and boards on their day off from school at the skateboard park when they found all the ramps and skid rails taken down. The Rimbey Lions Club has had the skateboard park removed due safety concerns. The club has yet to decide about future plans regarding another park, but are open to suggestions. APN Photo

‘No’ voters dictate town office, library fate By Treena Mielke After months of controversy, the people of Rimbey have had the last word and the town office will not be moved, nor will the library expand into the municipal building. In a non-binding plebiscite held June 3, 361 people said No to the question; “Should the library expand into the existing municipal building resulting in the town office relocat-

ing to the provincial Building?” Just 264 people said Yes. Both Mayor Sheldon Ibbotson, who supported the move and Rimbey resident Dave Karroll, who vehemently opposed it, agreed the plebiscite was democracy in action. “You can’t argue with the results of the vote,” said Ibbotson. “Democracy is about accepting those results, even if you would have preferred a different decision. The town office

is not moving to the Provincial Building and the library will stay where it is. The vote is done. The issue is resolved.” Ibbotson said even though the plebiscite is non-binding, he will abide by the vote, and is fairly confident all of council will, as well. Karroll, who tirelessly campaigned against the move, said the No voters were not necessarily against the library expansion, but did not want to see the town office moved. “I am very pleased to see the democratic process (happen) and a successful result,” he added.

Reuben Giebelhaus, who began a petition opposing the sale of the town office to the library board for $1, wasn’t happy with the way the question was worded on the plebiscite but he was pleased with the result. “I am pleased we won. I was sure we would but a lot of people thought it might be closer than it was.” Daryl Hunt said senior citizens are pleased with the vote. Continued on page 3

Greater need for transparency and accountability Recently, I have heard from Canadians the concerns they have about transparency and accountability with our crown corporations. Being transparent and accountable to voters is one of the primary responsibilities of a government. By ensuring that dealings are as transparent as possible, we help instill trust in our institutions and protect against corruption and other illegal activities. The same principles should extend to our crown corporations such as the CBC. The public has a right to be informed of the salaries and undertakings they engage in, after all these are taxpayer dollars being used to fund multi-million dollar budgets. It shouldn’t be too much to ask from the leadership and the membership of these Crown corporations to show the public they are being responsible with the public money they receive. This is something that should apply to all Crown corporations and levels of government. Since coming to power in 2006, our government has been focused on accountability to the taxpayer, we have introduced legislation such as the Federal Accountability Act, and the First Nations Financial Transparency Act. These checks and balances are put into place to ensure taxpayer money is not abused by a few corrupt people. We should be holding our crown corporations such as the CBC to the same standard as we are holding our colleagues in the Senate and our departments, along with our stakeholders. Information regarding public money, whether spent on salaries or expense accounts should be readily available to those who want to know where these funds are going. There is no doubt that we have some work left to do and our prime minister and our government is committed to making sure all public funds are spent in the most transparent way possible and that all departments and

officials are accountable to you the taxpayer. Continued from page 1 “I didn’t want the town office to move, although I’m not against the library expansion. I didn’t want to see it expand into the town office, though. I didn’t want the town office to move to a building that is owned by the province.” Hunt said the money that would have been spent on rent and for the move would be put to better use if it was spent on fixing potholes in town. While the naysayers clearly outnumber those in favor of the town office moving so the library could expand, the outcome of the vote leaves the library board with some serious decisions to make. Board chair Rowena Aitken said the result means the brakes have to go on regarding the library expanding into the town office, however, it doesn’t mean the library won’t expand somewhere, somehow at another time, she said. Such a move, however, will come with

a price; a much higher price than if the library could have expanded in the building it is already housed in, she added. “It hasn’t stopped us but it will cost more and it will be delayed. Expanding into the town office was the best financial option but even though we gave the facts and figures to the public, they would not accept it.” Programs will be cut and summer staff reduced, she said. “We will get together as a board to make the final decisions,” she said. Aitken was pleased with the voter turnout, although she believes it would have been beneficial if county residents could have voted, as well. “Fifty per cent of our patrons live in the county,’ she said. The library board chair stressed the importance of libraries to the communities they serve. “I have read that 40 per cent of Albertans read at a Grade 6 level.

The bedding plants all stood, stately, proud and only slightly wilted. “Let’s plant,” said the man in charge. He was organized and ready. He was armed with the proper tools; a trowel, a shovel, good black dirt, and most importantly, knowledge. We knew he knew Treena Mielke stuff about planting; On The Other Side where, when and how, and we humbly accepted that. We were here only to help, or at the very least, stay out of the way. I stood on the front step, holding a soft, sweet baby in my arms, watching the man and his work crew. Despite the work yet to be done, I felt good for no other reason than just because. It was a soft evening in summer. The sun was a pale yellow globe still visible over the stately Rocky Mountains, a few wispy white clouds were clothes pinned into a baby blue sky and, across the street in the playground, children’s laughter floated like silver notes on a carefree, gentle breeze heading nowhere in particular. Supper was over and the kitchen was a jumble of unwashed dishes, cluttered counters and haphazardly stacked pots and pans. No wonder I was happy. I was outside on the step, not inside in that dark and dreary place. I, being the grandma, said I would stay inside and watch the children, of course, cleaning up the kitchen in the meantime, supervising play and just being generally overall, efficient, and, grandma-like while the adults planted the flowers. It didn’t happen. The mom ignored my offer. “Do you want to help plant?” she said to her little boys, who really had no knowledge about such things and had only just finished being rock stars, one strumming enthusiastically on a miniature guitar and the other banging on a tiny drum set. “What!” I thought, silently to myself. “Doesn’t she realize planting is an adult thing? We (actually, the man in charge) have to get the flowers placed just right. And I have to get the dishes done and get the children in their pajamas and make sure they brush their teeth.” Apparently, she didn’t know that. And because she didn’t, or, if she did, chose not to make that knowledge a priority, I have to say thank you. Thanks for being a mom wise enough to know dishes and rules and bedtime can wait, but childhood can’t. And, thanks for reminding me, who sometimes finds myself being an old school grandma, that planting seeds and nurturing them accordingly is not always about flowers. And so it came to be another generation was added to the planting crew, bringing with them their laughter, their innocence and their absolute delight in all God’s creatures, great and small. “Andrea,” said my grandson, incredulously. “Look at that worm,” as he carried a shovel full of dirt containing the wiggly creature over to his new-found friend. She, being a smart lady, admired the worm appropriately, before it was patted carefully back into the black earth with instructions given to the man in charge not to plant over it. The boys got in the way and out of the way. Mostly they did what boys do best. They spread the dirt around; on the sidewalk, their faces, their hands and their hair. I sat the baby down on the silky green grass and shared smiles with him for awhile, before his mom carted him off to the playground. The sun dipped lower and the hush of evening signaled the end of another day. And, surprisingly, in spite of the interruptions and the best laid plans which got all mixed up and didn’t happen, the bedding plants got planted just like they were supposed to. It was good. It was better than good. It was great!

Drunk driver faces variety of charges In the past two weeks the Rimbey RCMP responded to 80 calls for service, consisting of child abuse, domestic assaults, thefts, mischiefs and break and enters. A 35-year-old resident of Rimbey was impaired when he crashed into his neighbour’s car while trying to park his truck. The suspect, believing it was the neighbour’s fault for being so inconsiderate as to park legally on the public road in front of his own house, threatened to kill the neighbor. The suspect is facing uttering threats, impaired driving and driving while unauthorized charges. If convicted this will be his fourth impaired driving conviction. Downtown thefts On June 4 a newer blue Ford F150 was used in the attempted theft of an ATM at a local hotel. The same night a repair shop across from the post office was broken into and several chainsaws were stolen. The investigation into these events is ongoing. Lock up your bikes In the past few weeks the RCMP have received several reports of bicycles being stolen. Two suspects have been identified and charges are pending in some of the thefts. Please ensure that bicycles are not left in front yards unattended. Pursuit ends with police dog’s help On May 25, a man stole a Bobcat

from Rimbey, using a stolen truck from Saskatchewan. A pursuit of the suspect ensued, involving numerous neighboring detachments. A spike belt and police dog were deployed and Kenneth Fawcett, 32, of Lethbridge was arrested. He is facing numerous charges related to this offence, he was also wanted on numerous warrants from across Alberta. Fawcett has been remanded in custody. Domestic violence incidents A 30year-old woman is facing assault charges after attacking her ex-boyfriend. In another case of domestic violence, a 64-year-old man is facing charges after breaching a no contact order against his ex-wife after a previous assault charge. The Victim Services Unit is assisting the RCMP. Library vote turns nasty The recent library relocation debate has taken a turn for the nasty, as an unknown suspect or suspects damaged a vehicle belonging to a person on the Yes side. The investigation is ongoing. West Country Outreach Grad Class of 2013! Outreach students graduate with pride By Treena Mielke The West County Outreach School 2013 graduation and awards night was a gala affair, punctuated with laughter, tears and, most of all, an overall sense of pride and accomplishment. The graduation ceremony May 31 at Rimbey Community Centre, was well attended by relatives and friends who came to pay tribute not only to the grads, but to the well deserving students who received awards. Graduate Kelly Hitchner, winner of the Lois Holmes Memorial Award, gave a moving tribute to the staff at West Country Outreach. Hitchner spoke about the many hurdles she had to cross before finally achieving her goal of graduating. Her father died in 2011 and she became unexpectedly pregnant the following year. Determined to pursue her education, she approached the Outreach School, a decision that turned out to have a positive effect on her life. “I had lost hope and lost belief in myself but when I went to the Outreach School I realized there were several students there actually doing work.” She was surprised and delighted to receive encouragement and support from the teachers at the Outreach School. “I really needed someone to believe in me and the teachers there really do care. They go above and beyond.” Amber Hester, an assistant superintendent with Wolf Creek Public Schools, said the Outreach School’s theme, Hold onto Your Memories, was one of the best grad themes she had encountered. “”As you leave here tonight you will be taking 12 years of memories with you and you will have contributed to 12 years of memories of the people in our school system, your communities and, of course, your families. “May you always look back at your school years and feel a sense of achievement and pride. Cherish your graduation day as well as you parents, community and school staff that have helped you along the way.” Hester wished the students good luck with the next phase of their life’s adventure. “There are so many more memories to make.” Trudy Bratland, chair of Wolf Creek Public Schools, commended the grads for a job well done. “The diploma that you have worked so hard to achieve may mean the difference between being successful in a job or further education application and not achieving that goal so easily.” She said the theme seemed appropriate for a graduating class. “Although the song is a new one for me, it certainly speaks to the idea that while you are all starting on a new path in your lives, you appreciate your past experiences and the people who have helped you form your memories, whether they be good or bad — they are learning experiences.”

West Country Outreach Awards Students exceed goals at awards ceremony By Treena Mielke Thomas Anglin stole the limelight at the West Country Outreach School’s graduation and awards ceremonies, walking off the stage with four academic awards. The soft-spoken graduate, his red hair partially covered by a classy black top hat, received awards for English 30-1, social 30-1, math 30-1 and senior high science.

Emcee Dave Robertson said it was remarkable that Anglin’s work was at such a level teachers unanimously agreed he was an easy choice for the awards. “I’ve been teaching since 1995 and I cannot remember another student ever setting such lofty goals for themselves and far exceeding them,”

the teacher added. Robertson noted Anglin was also an important part of the school environment and a great contributor to the culture at the school. Graduate Kelly Hitchner, who won the Lois Holmes Memorial Award, presented to a student who demonstrates perseverance, over-

comes obstacles and places education as a priority, received accolades from principal Alva Holliday. “This award is about tearing down the walls, climbing through the rubble, forgetting the struggle, but remembering the experience, because this is what shapes your character and this girl did that,” she said. Recognition also went to Nick Jones who won the Rimbey Fish and Game Award, Tabi Vanderburg who won the outdoor leadership award and Maddie Shippy who won the purpose and perseverance award. The work experience award was won by Taylor Hunkeler and the post-secondary trades award went to Madi Zacharuk. Best effort for Grade 10 was won by Isaiah Okeynan, Grade 11, Jeffrey Matson and Grade 12, Michelle Harris. Emily Lee won the social studies 30-2 award and Aylish Anglin won the junior high citizenship award. Sabrina Goetz was the junior high student of the year, Taylor Snell won the citizenship award and Dalin Olson was the senior high student of the year. The ambassador of the school award went to Alexis Stewart. Kohlbi Alexandre won the parent council draw and the horse raffle was won by Curtis Lay. Transmission lines affect power bills Dear Editor: I received correspondence recently with respect to the actual costs of the above ground HVDC transmission lines being built in Alberta. These lines, as most of us know, have had a significant impact on our monthly power bills. Wildrose environment and utilities critic, Joe Anglin, has compared the costs of the Heartland transmission line to an underground project underway in other North American jurisdictions. The concern was that Anglin, the RimbeyRocky Mountain House-Sundre MLA, had stated the underground option would have been the lower cost option. This was in fact not the case, he was showing the Heartland line’s costs are out of line by comparison to a higher cost option of burying the lines. Anglin is simply making the comparison of the Blackstone Group LP/Transmission Developers Inc. 65 mile HVDC underground/under-

water 500 kV transmission line in NY State vs. Alberta’s aerial Heartland transmission line. The underground Blackstone transmission line is called the Champlain/Hudson transmission line, and it is estimated to cost $6.84 million CDN per mile vs. the Heartland’s $14.5 million CDN per mile. The contradiction (or irony) is obvious to all industry experts. In theory, buried lines cost more, so why is the Heartland line nearly double the cost of a buried line? In June 2012 Transmission Facilities Cost Monitoring Committee reported the cost of the Heartland transmission line has increased from $14.5 Million CDN to $15.5 million CDN per mile. After meeting with stakeholders recently, Anglin and Official Opposition leader Danielle Smith have been told to expect the next Transmission Facilities Cost Monitoring Committee

Report for 2013 to show costs will continue to rise. The Alberta government has refused to address the issue of why these above ground lines are costing far more than buried lines would cost, even though this defies logic. A study done by TransCanada has confirmed that Albertans are paying two to three times what it costs to build transmission lines in other jurisdictions. As the Official Opposition, it is the responsibility of the Wildrose to question these figures and to draw attention to the outrageous costs Albertans are paying to build these transmission lines. The cost of these lines is reflected in the

ever- increasing bills consumers in Alberta are facing. The added fees and surcharges have accounted for the lion’s share of the total bottom line you see each and every month. These extra charges amount to 70 per cent of your current bill regardless of your actual usage. We all need to hold the Alberta Government to account for this unnecessary and rising expense. These expenses ultimately can be, and have been, the difference between people remaining in their homes and being unable to sustain themselves. It’s time somebody started answering for that. Rimbey Ratepayers Association alive and well Dear Editor: What has happened to the Rimbey Ratepayers Association? First let us reiterate why the association was formed. After seeing evidence of serious misuse of public funds by members of the past council, a group of concerned individuals joined forces to inform the general public of those abuses. The results, which are well known, was a complete change in council membership. Since then, the RRA has gone into a watching

and waiting mode. We have seen no evidence from the present council of public funds being spent for personal gain, pleasure or political influence. It should be noted by all members of the community no council can be all things to all people and, for them to serve the public in the best possible manner, it is essential for the public to interact with their council by providing constructive advice and encouragement. With the approaching October municipal election, it is the proper time for people to become involved by either accepting the responsibility of offering themselves as candidates, or assist-

Parkland Beach gets facelift Submitted The Friends of the Lake Front (FOLF) is a group of volunteers who prepared a beach enhancement plan for Parkland Beach located within the Summer Village of Parkland Beach (SVPB). The SVPB Council reviewed and approved this three-stage beach enhancement plan. The plan includes: A playground for both youth as well as for tots The installation of additional paths/walkways on the lake front Setting a lookout platform at the waters edge (to permit viewing of the shoreline habitat) Building an additional restroom at the North end of the beach Working with Alberta Sustainable Resource Development (ASRD) and other regulatory bodies to establish a second swimming area at the north end of the beach And other projects that will enhance the lakefront while maintaining the areas critical to the wildlife near the beach. This is to be done with no added burden to the taxpayers of the area. FOLF joined forces with the Westlake Community Society (WCS) to work as an autonomous

committee within their umbrella. WCS has been extremely supportive of our objectives and has actively participated in fund raising endeavors. The group initially met with Ponoka County, applied for grants, while keeping the council of the Summer Village of Parkland Beach apprised. Ponoka County stepped up to the plate and hit a home run and made the new playground a reality, the Summer Village of Parkland Beach stepped up and made the tot playground possible. These two single items on their own have helped make the South Beach a hub of fun for the young visitors and parents at the beach. The Sunnyside Poulsen’s Pasture Community Association, another nearby community, as well as various private donors have made us the recipient of their donations as a gesture of their support. Two grants were received, one from the Spirit program for the planning and designing of the lookout platform, and the other from the Community Facility Enhancement Program for the construction of the restrooms at the north end of the beach, and to assist in the maintenance of our boat launching jetty/pier. Tonight is the fourth time we have put on a fund-raiser of this type, where all the funds donated by those attending, have gone directly to WOZA. We had hoped that by this time we would have some progress to report on the situation in Zimbabwe, but it continues to be a repressive, difficult situation for its citizens. (WOZA) was formed in 2003 as a non-violent women’s movement. It has four main goals: • to provide women from all walks of life with a united voice to speak up about issues that affect them, • to empower female leadership in pressing for solutions to the current crisis, • to encourage women to stand up for their rights and freedoms and to lobby and advocate on the issues affecting women and their families. Bentley athletes dominate sports scene

High school zones champions Fourteen grades 10 to 12 athletes from Bentley School competed in track and field zones on May 22 in Stettler and came away winning the 1A Zones Championship with 128 points. Second place had 72 points. Seven students qualified for provincials in Calgary June 7 and 8. Grade 9 track meet Eleven Grade 9 students from Bentley School went into Red Deer and came home with the small school championship by accumulating 64 points as a team. Second place finished with 23 points. Rachel Hyink finished second overall in girls’ aggregate. The Grade 9 girls team finished third overall behind Lindsay Thurber and Hunting Hills. Wolf Creek Track Meet Grade 7 to 9 students from Bentley School went to Ponoka to compete in the Wolf Creek Track and Field Championship June 4. They came home with the banner for the fourth year in a row winning by only four points. Kaitlin Swartz finished first overall for grade 7 girls’ aggregate. Dylan MacKenzie finished second overall for Grade 7 boys aggregate. Rachel Hyink finished first overall in Grade 9 Girls Aggregate, setting a new record in high jump of 1.55 metres beating the 1982 record of 1.52 meters. Victoris Pacholko finished second overall for Grade 9 girls.

The Rimbey Dynamite Squirts team truly seems to be in a league of their own this year. The girls, in the U12 age category, were undefeated all season and their uninterrupted winning streak continued into the tournament. Coach Chris Weiss said he was not “overly surprised” with the gold medal. “They have been improving every year,” he said. Weiss said the girls have a winning attitude. “They all work really well together, they all get along and they all want to be there. Weis, who has coached the team for three years, gave credit to the parents, as well. “The parents work with them at home.” The Squirts defeated Sedgwick 15 – 9, Stettler 11 – 7, Elnora, 15 – 9, Lacombe 13 – 8 and Clive 10 – 7 to win the gold medal. The Squirts are hosting provincials in Rimbey July 5, 6 and 7. The tournament will include 12 teams from throughout Alberta. Weiss said the tournament will feature some excellent young players. “It is a good way to showcase our community and our athletes,” he said. A fundraising barbecue will be held June 14 from 11 - 2 p.m. in the Co-op parking lot for the tournament.

Leonard Bachelder On May 31, 2013, Len passed away in his 96th year, after a brief illness. A lifelong Alberta resident, Len relocated to North Bay in 2007 to spend his remaining years with his family. He is survived by his son Trevor, daughter-in-law Laurie, and grandchildren Leah and Eden. Len was predeceased by his wife of 60 years, Jeanne D’Arc (Boisjoli) formerly of Trochu, Alberta. Len was the last surviving member of a large homesteading family of 12 and, in his later years, served as the elder statesman of the extensive western branch of the Bachelder family tree. At various times throughout his life he worked as a miner, logger, camp cook, trapper, hunter, salesman, and newspaper editor - whatever was necessary to provide for his family. His many poems and stories recorded the life experiences he enjoyed (and endured) growing up, surviving the tough times of the depression years on the prairies, and his lifelong love of nature. Following cremation, his remains will be interred alongside Jeanne at the Edenbrook cemetery in Calgary at a private family service. He will be sadly missed by all his family and his many friends. The family wishes to express their appreciation to the caregivers at Marina Point and Nipissing Manor who so graciously helped him these last few years with the frustrations of living with a youthful mind in an aging body. Donations to the Heart and Stroke Foundation would be appreciated as expressions of sympathy.

WOZA addresses Zimbabwe crisis Continued from page 12 Since 2003, Amnesty International has documented many incidents of members of WOZA being severely beaten and denied access to food, lawyers and medical care while in police custody. These incidents occur after members take part in peaceful demonstrations to protest against the worsening social, economic and human rights conditions in the country. In October of 2008, hundreds of WOZA members took to the streets of Bulawayo to demand that the government address the humanitarian crisis in Zimbabwe. Nine members were arrested, including WOZA leaders Jenni Williams and Magodonga Mahlangu. They were released the morning of November 6th after administrative delays, and both women reported poor prison conditions including lice, infrequent access to food, and public humiliation. The treatment of WOZA by the police illustrates the Zimbabwean government’s increasing intolerance of peaceful public demonstrations. Human rights defenders and members of the political opposition continue to be targeted for their activism. Zimbabwe’s “unity government” is failing to carry out reforms that are vital for the country to hold credible, free, and fair elections in 2013. The unity government consists of Mugabe’s ruling party since 1980, and the two factions of the former opposition. The deeply fractured unity government has failed to reform key laws or the justice system,

which remains extremely partisan. It has also failed to hold accountable those responsible for past human rights abuses, including those occuring during the 2008 electoral violence. “To hold credible, free, and fair elections in 2013, Zimbabwe’s government needs to level the political playing field and create a rights-respecting environment now,” said Daniel Bekele, Africa director at Human Rights Watch. “This means amending repressive laws and replacing partisan police chiefs and election officials with impartial professionals.” Many Zimbabweans are concerned that without the needed reforms elections expected in 2013 will result in widespread violence and human rights violations, as occurred in 2008. Police harassment and arrests of civil society activists has worsened as elections get closer. On February 13 and 14 of this year, police in Harare and Bulawayo forcibly disrupted the annual Valentine’s Day “love” protests by about 190 members of Women of Zimbabwe Arise. The police arrested, detained, and in some cases beat protestors with batons, including the WOZA national coordinator, Jenni Williams. The protesters were released without charge following the intervention of lawyers. The systematic police campaign against civil society organizations appears designed to disrupt civil society operations and stop them from the important work of monitoring the human rights environment ahead of the elections.
