West Coast trustee steps down, forcing SD70 byelection Christopher Sun Alberni Valley News

Barbie Mayor has stepped down as Alberni school district trustee for the West Coast, triggering a by-election the school district cannot afford. But now she’s having second thoughts. Mayor said she submitted her resignation

partly because of changes to her work schedule as a legal nurse, but mostly due to frustration with the board. “It has mostly to do with the transparency and accountability of the board,” Mayor said Wednesday morning, adding she felt she was constantly hitting a brick wall when it came to

advancing the concerns and needs of the West Coast. “We sit 125 geographically challenged kilometres away from the rest of the school district and our needs and wants are in some ways very different” Mayor felt a lot of board discussions are conducted in-camera and away from

public scrutiny when they shouldn’t. One example is the fact that she stepped down more than two weeks ago and there was no public release about it. She also mentioned that financial statements and monthly lists of expenditures are not given to the public nor published online, but should be.

Mayor said there is a huge desire for French Immersion to be offered at West Coast schools, but it falls on deaf ears when brought to the board. She feels the West Coast needs more recognition as it is the only area in the school district where student enrolment is increasing. “Tofino has become recognized worldwide

and more people are coming to this area and our schools are becoming overcrowded,” Mayor said. “I look at my taxes and 35 per cent of my property taxes goes to the school board. “We have a huge tax base but we don’t have an equivalent amount of voices behind it.”

Nanaimo builder buys subdivision REAL ESTATE: | Saywell Developments has new vision for Tomswood Road project. SUSAN QUINN Alberni Valley News

Nanaimo developer Don Saywell has purchased a subdivision on Tomswood Road behind AW Neill and plans to build smaller single detached homes on the lots. The subdivision was created two years ago but stalled. Roads and utilities were put in, and there are two homes built. Port Alberni realtor Dave Koszegi said restrictive covenants have been changed on the site to permit smaller houses on existing lots. The housing trend in Port Alberni leans toward smaller single detached homes over townhomes, Koszegi said. The Tomswood Road lots will be able to accommodate RV or boat parking in addition to the houses, he added. New home sales are currently priced above the average selling price, which ranges from $194,000 to $204,000 in Port Alberni. Saywell’s home will be priced

around the average sale price. The project will be built in phases, with four to six homes in the first phase, Koszegi said. Saywell hopes to break ground on the new development in the next couple of months. Saywell won a 2010 commercial building award from the Vancouver Island Real Estate Board for The Luxfords at Lexington, a townhome complex. The most recent project Saywell completed was the

PCU signs groundbreaking int’l deal Christopher Sun Alberni Valley News

With the stroke of a pen, Port Alberni has become the centre of international training in preventing, managing and retraining people with disabilities. A contingent representing the International Social Security Association (ISSA) visited Pacific Coast University for Workplace Health Sciences (PCU-WHS) Monday morning to tour the school and sign a memorandum of understanding. The MOU will see the Swiss based ISSA adopt standards and practices developed by the National Institute of Disability Management and Research (NIDMAR), which is headquartered at PCUWHS, to be taught around the world. “The concepts developed here are world leading,” said ISSA secretarygeneral Hans-Horst Konkolewsky. “There is a growing attention towards the need to prevention of injuries and in healthcare and the workplace.” Konkolewsky said countries spend 15-25 per cent of

Developing countries are seeing a growing amount of workplace injuries, which will result in a strain on their social security too. “It’s a waste if we have not done enough to prevent accidents or not bring people back to work because of sickness or injuries,” Konkolewsky added. “We need to focus more on prevention and return to work programs.” ISSA is based in Geneva and has 336 members in 157 countries.

PCU-WHS president Wolfgang Zimmerman called this a “groundbreaking” agreement. “Essentially a United Nations agency has trust and confidence to proceed with us,” Zimmerman said. “We will work in collaboration with ISSA in the context of this agreement which will create a huge opportunity for this area, for this region.” Most students currently take courses online, but programs at the university are held at times. The university is offering a summer program this year, which was physically attended by 30 people last year. In September, a delegation of students from Malaysia will attend the learning institution. PCU-WHS is planning to become a degree accredited university and this international recognition should help convince the provincial government to grant it, Zimmerman added. He said he is hoping to get an answer in a few weeks and if he gets the accreditation, the university will finally open its degree granting doors in September 2014.

SD70 drowning in water taxi expenses CHRISTOPHER SUN ALBERNI VALLEY NEWS

The Alberni Valley School District has re-tendered its water taxi contract after costs leapt $100,000 in a single year. While transportation cuts in the City of Port Alberni have focused on busing, one aspect that hasn’t received much consideration is the cost of transporting children living in remote communities on the West Coast to

school. It cost SD70 $400,000, or about $12,000 for each child to take a 10-minute water taxi ride between Meares Island and Tofino last year, the Alberni Valley News has learned. The Tofino water taxi service picks up 25-35 children from the Village of Opitsaht, bringing them near the government dock in Tofino to attend school. The current water taxi has a

capacity of 12 and makes three trips in the morning and afternoon. School district 70 superintendent Cam Pinkerton blamed the high cost, which leapt by $100,000 in one year, on boat engine repairs and a lack of oversight by the school board. “One of the reasons why we re-tendered this contract was because of the escalating cost,” Pinkerton said, explaining that

massive cuts in provincial funding triggered an internal review of the school district’s expenditures. “It sort of got away from us.” The current contract ends June 30. The district is presently reviewing three proposals and a new five-year contract, with option to extend, will take effect in September. The school district will not be on the hook for boat repairs in the

new contract. According to numbers provided by school district secretary-treasurer Lindsay Cheetham, the water taxi bill was $306,000 in the 20092010 budget, jumping to $410,000 in 20102011 and remaining about the same last year. The final cost for 2012-2013 is not available yet. In comparison, the school bus system costs about $750,000 and is used by 900 students, costing

less then $1,000 per rider. That price tag includes wage, benefits, insurance, fuel and supplies. “Boats are really expensive,” Pinkerton explained. “It’s 12 times more expensive than the bus.” The water taxi contract was awarded to the Tla-o-qui-aht First Nations eight years ago and the band subcontracted it to the actual service provider. The contract was originally for five years, but was

extended three times. Pinkerton added that student enrolment in Port Alberni has been dropping for the last 10 years, but Tofino has seen the opposite. “Tofino is the only growth area in the school district,” Pinkerton said. “There were 125 students three years ago and now we have 201.” Port Alberni will see a four per cent drop in enrolment this year, he added.

Mayor explained she initially submitted an e-mail resignation to school district board chair Larry Ransom, who then told her she must send it to the entire board to make her resignation official, which she did. However, in between that time, she spoke to Teresa Rezansoff, president of the B.C. School Trustees Association who convinced her to reconsider due to the cost of holding a by-election. However, because Mayor had resubmitted her resignation, she could no longer back out.

“I might consider it,” Mayor said about running in the by-election. “I have learned a lot after resigning and things have been handled so poorly that it has triggered a fire in me again.” The B.C. School Trustees Association is looking at whether Mayor can run again, but were unable to provide an answer by press deadline. The by-election is scheduled for Sept. 14 and is the second by-election this year for the school district. The last by-election was held in February due to former trustee Glenn Wong’s sudden death.

Gaelle Frey was elected to take the vacant seat. School district superintendent Cam Pinkerton said the cost for the by-election would be minimal if only one person runs, as that person would be acclaimed, but he estimates the cost will be about $15,000 if more than one person runs. Despite vocal opposition armed with a petition of more than 1,000 signatures, proposals for the sale and development of the Marine building at Harbour Quay is now being accepted. Port Alberni city council voted Monday to issue a request for proposals for the city-owned building which currently houses Salmonberry’s, Clocktower Gallery, All Mex’d Up, Cecelia’s, Sugar Shak and the Donut Shop. Others also spoke against the proposal. “It belongs to the city, it’s not for city council to sell,” said Ian Thomas, one of six people who addressed council before the vote. “Don’t go selling

public land.” “I am really concerned we are going to lose this,” said Lea Anne Barrowcliff to council, referring to the current quay as a jewel in the city and how people can freely come and enjoy the view and support the independent businesses located there. “I moved here in ‘75 and there was no Harbour Quay, just docks.” However, some

residents want to see what developers have in mind for the area. “It’s not binding,” said Cameron Oscienny to council. “How can we reject a proposal we haven’t seen?” “I think we’re being premature by saying no,” said Neil Anderson, adding that cities don’t develop land, but private developers do. “Most development is done by private dollars.” Mayor John Douglas said while there was a vocal group against issuing the RFP, there was also a considerable amount of people in favour of it.

“This allows us to pursue an option so it can help us pursue change, which we want to do, and pursue economic development,” Douglas said a day after council voted. “It was a really good exercise in economic development, change and democracy.” According to a report by economic development manager Pat Deakin, a number of private sector entrepreneurs approached the city to consider selling the Marine building. Deakin would not release the identities of those people. “It’s not fair if I

release the names as they won’t know the names of the other developers who may also be interested,” Deakin said on Tuesday. “I won’t confirm the identity of the developers who have expressed an interest.” City council also passed a motion to issue a request for proposals on Harbour View lands, located at Argyle and Kingsway. In 2005, an attempt to sell the property overlooking Harbour Quay was opposed by residents and the sale process was terminated. Deakin wrote in his report that this experience left Port Alberni “with a poor reputation among the developers that had prepared proposals.” Deakin told council that the neighbouring Harbour Quay property owned by Shell has been sold and city council debated on whether to take a wait and see approach on what happens to that property before making a decision on Harbour Quay. However council decided to take the lead instead. Deakin also wrote in his report that the sale of the Marine building would eliminate the ability for the city to redevelop the site for public park uses or increase waterfront access for the public.

Port Alberni economic development manager Pat Deakin will not say who wants to purchase the Marine building on Harbour Quay, which caused city council to now consider selling it, but he confirmed who isn’t interested. Deakin said representatives from a company based in Hong Kong have visited Port Alberni eight times, expressing PAT interest DEAKIN in purchasing property here. During one of their visits, a story came out announcing that a developer was interested in purchasing and developing Harbour Quay and Deakin believes that is how the rumour started. “They had been to the community about five times and they have come back to the community three times since,” Deakin said about the Hong Kong based investors, Zeit (Canada) International Development Ltd. “The Marine building is not one of the properties that they have been visiting or been negotiating on.” Deakin was mum on what Zeit’s plans are, but he said details will eventually be made public. “They are not ready yet,” Deakin explained. “They were in the community again last week and I understand they are coming back again soon.” Ricky Liu of Zeit will give a presentation at the chamber of commerce’s dinner on Wednesday, June 19, 5:30 p.m. at Solda’s Restaurant. Coffee With Ask a young boy what he wants to be when he grows up and chances are “policeman” or “fireman” will be one of the top two responses. That rang true for Mac Richards who also thought about being a paramedic, perhaps influenced by his mother, who was a nurse. However, a law enforcement career won out in the end. “From when I was five or sixyears old, it was already something I identified,” Richards said, who is Port Alberni’s RCMP detachment commander. “Growing up, my mother kept a portfolio for each grade and in it, there

was something about what do you want to do when you grow up and this is what consistently came up over the years.” Richards grew up in Coquitlam and had an uncle who was a policeman in another part of B.C. Inspired by what his uncle did, Richards started volunteering for the local Coquitlam detachment, which solidified his future career. “Part of it was a sense of helping people and a sense of what’s right and insuring, making sure that’s taken care of in a community,” Richards said, explaining his career choice. “It’s a challenge no doubt.” Richards started his career in Saskatchewan and worked at four detachments in his 16 years there. He then moved to Alberta for

seven years, where he worked at two detachments. Last October, Richard moved his family from Morinville to Port Alberni and was promoted from staff sergeant to inspector.

‘Part of it was a sense of helping people and a sense of what’s right...’ – Mac Richards “It was an opportunity to come home, or closer to home,” Richards said, explaining his decision to make the move, adding that his two brothers and two sisters all live in B.C., mostly in the Lower Mainland. “The opportunity to live on Vancouver Island is

something a person can’t pass up too often.” However, moving his family to Port Alberni may be a homecoming of sorts. He remembered visiting Sproat Lake and going to the bathtub races in Nanaimo when he was a child. He also spent his honeymoon touring the island with his wife Shannon. Outside of the office and away from all the paperwork he despises but comes with the job, Richards spends his free time either being a homebody or going outdoors. He recently returned from a weekend camping trip to Comox with his family and he plans to explore Vancouver Island with more camping trips through out the summer. On the homebody front, the last movie Richards watched was

Courts stymie volunteerism Gov’t expense cleanup must continue One has to wonder when B.C. Court of Appeal judges volunteered in their community? If they did, they would understand there is an extremely short supply of individuals who willingly give up their own time to help organizations around them. And it’s increasingly difficult to get people to lend a hand as life seems to get busier. So what did the B.C. Court of Appeals do? They have made it more difficult for groups to attract volunteers by declaring that elected officials are in conflict of interest when participating in a non-profit society that receives civic funding. In Enderby, there has already been one casualty as Coun. Brad Case has resigned from his role with the chamber of commerce. That’s unfortunate as Case brought a wealth of business and community experience to the chamber. And, in turn, he could provide knowledge about the chamber’s inner workings to his council colleagues. Many communities, and particularly small ones, don’t have the luxury of differentiating between people who sit on municipal council or regional district and those who volunteer with a service agency or business group. Often multiple hats are worn. Yes conflict of interest can occur but there is provincial legislation that clearly outlines the guidelines. And the simple solution is for a politician not to be involved in the discussion on a group they belong to, particularly if that organization receives public funding. The provincial government needs to review the court ruling and make changes to legislation to ensure conflicts are avoided while allowing volunteerism to continue. — Vernon Morning Star

ICTORIA – As she unveiled her new cabinet, Premier Christy Clark promised a “line-by-line” review of government spending to deliver a balanced budget this year. Statements such as this would have more credibility if politicians subjected their own personal spending to the same scrutiny. That’s still not happening in B.C. Expense accountability has come a long way in the last year, thanks mainly to the work of nowdeparted Auditor General John Doyle, who swung the cobweb-covered door open on B.C.’s secretive Legislative Assembly Management Committee. Chaired by the speaker and run by senior MLAs from both parties, the committee had been doing pretty much whatever it wanted with MLAs’ own expenses.

Doyle’s audit found that MLA credit card bills were being paid without receipts, part of a lax accounting system that included inaccurate bank records and inadequate management of the legislature gift shop and dining room. The operating budget of the legislature and constituencies runs to more than $60 million a year. Now-retired speaker Bill Barisoff asked the auditor to give a pass to the $119,000 annual allowance for each of the 85 constituency offices. Transfer amounts and payroll expenses were verified, but constituency expenses were not, likely because these records weren’t kept either. I’m not suggesting that there has been any misuse of public funds. The point is we don’t know, and the notion of an “honour system” for politicians’ expenses has become unacceptable. A similar toxic tale has

been unfolding in the Senate in Ottawa. It has its own secretive committee called the Board of Internal Economy, which was forced into the open after trying to sweep Senator Mike Duffy’s housing claims under the red rug of the Senate chamber. Duffy has lived in Ottawa for decades, first as a TV host and then senator, but he decided the rules were loose enough that he could claim his summer place in Prince Edward Island as his principal residence. An audit has also found he was claiming living expenses in Ottawa while campaigning for the Conservatives back east. It turns out the key ingredient in an honour system is honour. This mess goes back more than a century in B.C. and Canada, and has its roots in the British Parliament, where MPs and Lords had a system of claiming all sorts of

Many years ago, British MPs convinced themselves that they were underpaid, and rather than create a public fuss by giving themselves a big raise, they would be able to top it up by claiming up to 250 pounds at a time without receipts. Cheers! You can imagine how well that worked out. As one observer put it, the system was not only open to abuse, it was actually designed for it. Here in B.C., the next step is obvious. If you go to the website of Alberta Premier Alison Redford, you can easily find the link to her detailed expense reports, itemized for travel, meals, hotel rooms and so forth. Alberta cabinet ministers provide the same disclosure. B.C. cabinet ministers’ travel expenses are now reported, but only as an occasional lump sum.

Mailbag: Feedback on ports, quays and paddling to the sea City’s not using its port To the Editor,

In my youth I sailed on various cargo ships, I’ve been to many ports, and in my opinion I have never seen a more underutilized port then we have here. We don’t need great ship docking facilities to ship out raw logs; that all can be done at anchor. In the early 1980s I skippered Fisheries and Oceans Patrol vessels as a fisheries officer out of Prince Rupert, a town very much like ours, logging and fishing being prominent. I heard the same arguments about the new coal terminal being built there then: not enough longterm jobs, coal dust, pollution and the proximity of a major salmon bearing river, the Skeena River. I am not aware of any detrimental effects resulting from shipping coal through Prince Rupert. Today fishing and logging are no longer sustaining jobs or taxes for either city, but Prince Rupert is becoming a central player in transportation, especially as they are now expanding

and building a new container terminal, upgrading infrastructure, railroad and highway —real well paying jobs with residual service jobs. We are being left behind completely. Why? Because they have a railway, and the residents and governments had the vision to look beyond tomorrow. It astonishes me that the local Port Authority and the city are not pursuing a railway as the only possible option for our port to having any “legs” to move ahead into the future. If coal is to come here that would give us our first long-term customer. A rail link to Nanaimo would give new possibilities for containers to be easily shipped from Delta Port via rail-ships and rail-barges to Nanaimo, and then on to our port by rail. There is a huge timesaving advantage for a shipper to ship and receive containers from Port Alberni instead of Vancouver. At times I wonder if we have lost the foresight and pioneering spirit and will of our fathers and forefathers to “just making it happen

when needed”.

Quay proposal nonsensical To the Editor,

It quite boggles my mind. We have a public space at Harbour Quay with flourishing shops, that is well used by residents and tourists, and the city is considering selling it to build condos—the same city that says it wants to encourage local business. One of the discussion points in the report states that “...this would increase the viability of most business at Harbour Quay”. What business will be left? Not the crowded shops in the present building. Will other businesses function with the noise and dust of construction, again? This will “provide a different image for our city” says the report, especially as tourists arrive and go to the Quay to explore businesses they read about in travel magazines. What impression will they have when they arrive? Then there is the question of whether the developers will

have enough money to finish the project, an interesting question also in the report. Perhaps this is being considered because there are no other empty spaces downtown? Or an enemy put whacky pills in our water supply? Or it feels good to shoot ourselves in the foot? Or someone thinks that new businesses that might exist are better than older established onest? Before any further consideration of this proposed plan there should be total transparency. Who are the “private sector entrepreneurs” behind the idea? Are they local people with an interest in the community? What compensation would they provide the present businesses, and what guarantees can they give for completion of any projects? City hall is to be commended for speaking first with the affected merchants about this proposal, and for advancing some good “pros” and “cons” for consideration in the report. I trust they will continue to be thoughtful and open.

A young Christian man was planning to go for the summer to work at a logging camp in Northern B.C. His friends wondered how he would make out there because it was known as a particularly rough camp. After the summer was over and he got home, they asked him how difficult it was. He said it was no problem, they never found out that he was a Christian. It seems that people who don’t believe in God are usually very open about their beliefs or lack of them, while Christians often are so shy to speak about their faith. I like what one Christian writer said. She suggested that we should be able to speak about Christ and our trust in Him as as freely as we talk about sports, our gardens, or the weather.

Musings about malware NORMAN SILVERSTONE

am sitting in our living room looking at giclées and framed photographs, some of them taken back in the 1980s. Les and I have opened our home for “Days with the Arts”: I have taken the living room to display my photographs and Les has the dining room to showcase her oneof-a-kind socialite/ hostess aprons and her famous little handy tote bags. Today being day two, we have been averaging about two people per 1½ hours. Almost all of the tagged people that look at my prizewining photographs say the same thing, “What wonderful photographs”, as if they are in a art gallery or a museum. The day started off fine, sunny with a promise of getting hot but by now (1 p.m.) the day just seems to be getting so much longer and quieter. As John Lennon said, “Life is what happens while you’re busy making other plans”. I say: “ If you don’t roll with the punches then you will get flattened”. And now for something completely different.

F-secure has reported that new malware has been found for Mac OS X. The malware is a backdoor application that seems to take screenshots of your computer and uploads the info to remote servers. The malware is being called OSX/ KitM.A. It is a small application called macs.app that runs when you log in to your Mac. Then it takes regular screenshots that it places in a folder in

your home directory called MacApp. Here is how you can find if this malware is on your computer. Go to System Preferences, click on Users and Groups, click on your user name, then click on the Log-in Items tab. If the macs.app is there then remove it so that it cannot launch when you log in. Have a look in the Downloads folder, the home directory, as well as the Application folder, to make sure that the malware has

not planted itself there. Another good little free application for the Mac is CCleaner (the first C stands for Crap). CCleaner will clean out the junk that has accumulated over time: temporary files, broken system permissions, and other problems. This will give your computer more speed as well as freeing up some precious room on your hard drive. Be aware that CCleaner will not root out viruses, malware, spyware etc. I use a very easy free program called ClamXav to check for viruses on my computer as well as checking the incoming mail. By the way, if you are using MS Office on your Mac, go to Word preferences, click on Security, and make sure that the box is checked that says “ Warn before opening a file that contains macros”. Otherwise you could open an e-mail attachment to find a nice juicy virus ready to attack. Whoops, too late, once the attachment is opened, you have the virus. Don’t be a victim, protect yourself. Students learn First Nations culture in new school event The First Nations Steering Committee says its first Grade 9 cultural event at the end of April was “an overwhelming success.” The event had been in the planning stages since the beginning of this school year. Alberni District Secondary School has various teams in the school who pull together to create successful endeavours for our students, a steering committee representative said. Teachers brought in resource people from the Nuu-Chah-Nulth community to support the First Nations curricular content that they presented to their classes. For example the languages department had Lena

Ross, a Tseshaht Band language specialist, to work with their classes. Sewing classes created First Nations designs, Foods had Dolly McRae and Annie Watts come in and demonstrate cooking of some traditional foods. Wayne Dick came into Woodwork and helped with bentwood boxes. West Coast Aquatic representatives visited science classes. During lunchtime on six days the committee gave away free sample of some traditional foods. On April 29 they hosted a Traditional Foods Fear Factor Challenge hosted by teachers Ryan Hall and Ms. Graydon.

Contestants were required to eat fish head, herring roe, brine smoked salmon roe, oysters, raw clams and raw prawns. This was a well attended and exciting event for participants and audience alike. Manor owner to rebuild

The owner of the Downtown Manor apartment block that burned down in 2011 wants to rebuild. City council has approved the rezoning of 4916 Athol St. so the owner can rebuild a building that was burned down two years ago. The four storey, 26 rental unit apartment building was built in 1964 and destroyed in a fire on May 31, 2011. The applicant wants to build a similar building to replace it, but with 24 rental units. However, zoning in the area has changed from RM3 higher density in 1964 to the current RM2, medium density, multiple family residential. The developer also needs to apply for various yard setback sizes and the number of required parking spaces as those have also changed in the last 50 years.

Fire chief gets new job title

Port Alberni fire chief Timothy Pley is the new president of the Fire Chief’s Association of B.C. Pley was acclaimed to a one-year term and will represent about 500 fire chiefs from more than 350 fire departments in B.C. The association is a non-profit that provides a forum for the exchange of ideas and educational information regarding fire service in the province.

WorkSafeBC has awarded the City of Port Alberni a 2012 certificate of recognition and with it, a $14,976.70 cheque for going the extra mile in making it a safe place to work.

Port Alberni Fire Department’s firefighters must make do with cheaper and less comfortable breathing equipment to fight fires after city council vetoed what they wanted in favour of a local vendor selling a different brand. The self-contained breathing apparatus is a piece of equipment firefighters use to breathe when fighting fires. Fire chief Tim Pley presented a report showing seven proposals from five vendors with products made by three different companies, ranging in price from $160,761 to $190,640.50 (not including GST). Firefighters tested various products and chose Calgary-based vendor Wholesale Fire Rescue’s Scott AP75 product for $178,814.43, which was middle road in price. Port Alberni’s Acklands Grainger’s $163,419.92 bid was chosen by city council instead. Pley said late that he essentially put his firefighters through a blind test of the three brands. “They saw three different products but never saw the prices or tenders.

“Users were more comfortable with how one operated as opposed to the other.” Pley said the fire department currently uses a Scott brand that is 30 years old, admitting that may have played a role in their decision making process.

“The new Scott was more comfortable because it’s something we are used to using,” Pley said. “This one was preferred.” Pley added that the MSA product being sold by Acklands Grainger does meet the fire department’s minimum requirements and accepted council’s decision, which was based on price. “It’s city policy to support local vendors and the local vendor was the second cheapest,” Pley said. “City council determines what is the best value for the city.” City council closely defeated the recommendation to go with the fire department’s preference. In the end, Coun. Cindy Solda’s motion to go with the local bidder won out. “If the bid from Alberta came in cheaper than I would have gone with them,” Solda said, adding that the price and supporting local businesses are important factors. “A lot of our bids from Port Alberni have been high in the past. “I looked at this as a preference to drive this vehicle, but I can only get that vehicle,” Solda added.

The cheapest price to replace the Bob Dailey Stadium track surface won out, despite a letter from a bidder requesting city council to reconsider. Marathon Surfacing, based in Surrey, won the contract to remove and replace the rubber track surface at the stadium for the price of $447,580 plus GST. Five bids were received ranging from Marathon’s, which was the lowest, to an Ontario based bidder at $705,638. However, the general manager of Ocean Marker Sports Surfaces, based in Langley, wrote a letter to council requesting they review the general conditions and specifications for the rubberized track replacement before making a final decision. GM Benedict Chen

wrote that while his company’s bid was $468,255 or “3.3 per cent” more than Marathon’s, the competitor does not have the experience, equipment or qualifications. However, parks, recreation and heritage director Scott Kenny told council on Monday that the city has an established relationship with Marathon Surfacing as they worked on the surfacing at Klitsa and Weaver Park. Kenny also spoke to people who hired Marathon Surfacing in the past and they all said they would hire the company again. “Marathon met my test in terms of experience,” Kenny told council. “We have experience working with them and they are the lowest bid.” The replacement project starts in July and is expected to take seven weeks.

Pilots plead for better nav aids at Alberni airport Christopher Sun Alberni Valley News

More air charters and even scheduled flights in and out of Port Alberni could be possible if the AlberniClayoquot Regional District would make a $55,000 investment into the airport, says the president of the Alberni Valley Flying Club. Club president Chris Duncan said the airport is underutilized as weather determines if a plane can land at the facility. Pilots flying into Port Alberni can only use visual flight rules (VFR) which means the visibility must be clear for three miles, and cloud cover is more than 4,600 feet high because planes cannot fly through clouds here. However, a published GPS approach using instrument flight rules (IFR), would allow planes to fly lower and through the clouds. “There is only a 4,600-ft. published approach right now,” Duncan said. “This $55,000 would bring it down to 500 feet.” KD Air chief pilot Lars Banke said the weather in Port Alberni makes flying into the valley unreliable and unsafe. His airline

drives passengers from Port Alberni to catch flights out of Qualicum Beach airport. However, the difference between VFR and IFR is huge. “I know if I was choosing, I am two times more likely to fly to an IFR airport than a VFR,” Banke said. “Because with IFR, I am more likely to get there.” Orca Air manager of charter flights Lorne Acheson agreed that weather is a huge deterrent in using Port Alberni’s airport under visual flight rules. “We’ve had charters in the past to Port Alberni but it’s more of a summer thing,” Acheson said. Neither would speculate if their respective airlines would start scheduled flights if Port Alberni became an IFR airport. Regional district director Jack McLeman is in favour of the flying club’s request and made a motion for the district to investigate this at the last regional district meeting. “If we can’t properly use the airport, why have it,” McLeman said rhetorically. “I don’t think it’s a lot of money.” McLeman added that he’s heard of investors bypassing Port Alberni because

It was a lot of hard work,” Schoen said. “What we decided is since these kids raised this money for an event of fun, they wanted to remain with the theme of fun,” she added. All six elementary schools received $500 for their year-end fun days. Both middle schools were awarded $500 each for the turkey dinners they serve every year. One thousand dollars went to the DARE program, another $500 to the breakfast program and $500 to the grad formal wear donations program at ADSS. They also donated $1,000 toward the construction of a glass showcase at ADSS. Schoen said she didn’t know if it was a record fundraising year for ADSS, but recalled a class in the mid-1980s had enough money to pay for the sign that used to grace the front of the former high school on Burde Street. “We’re thinking a little bit out of the box,” she added.

Perennials are a gardener’s friend Gardening is often seen as an art form to men and women with a green thumb. Once the landscape is designed, homeowners may not want to change much from year to year. That is where perennial plants can be an advantage. Designing a landscape and keeping the garden looking beautiful can take a keen eye. It also may require a lot of time and commitment. If home gardeners have to replant items year after year, gardening can become time-consuming and expensive. Turning to perennial plants and flowers to serve as the anchor for a home garden can make the process easier. Perennials are plants that live indefinitely. In terms of flowering plants, perennials will bloom every year. In essence, they have the staying power of shrubbery but are more delicate in nature and often appealing to the eye. There are perennials for every season, soil type and sun

exposure. Perennials come in a wide variety of blooming flowers or attractive foliage. Chances are if a homeowner wants to add perennials to the garden, there is a variety available that will fit his or her needs. Here are some perennials that can be added to the garden:

* anemones * columbines * daylilies * peonies * hostas Once perennials are in place, there is relatively minimal maintenance that is required. Once the early spring season arrives and the ground is not too muddy or rain-soaked, clear out any leaves and debris that have gathered around where perennials are located. Gardeners can also till the mulch or soil in these areas to aerate the planting beds. Using shears, cut down any dead grasses, stems and stalks from spent perennials that overwintered. Remove any dead wood and broken

RILEY, Reese (Douglas) Doug was born in Port Alberni on January 31, 1936 and passed away suddenly from a heart attack on June 5, 2013. He is survived by his wife of 55 years, Mickey, his sons Kerry, Danny and Mitch and grandchildren Derek, Michayla, Brandon and Tasha; four great-grandchildren. Doug started his work life with BC Tel until he was persuaded to try out as a deckhand on the pilot boat on a six month trial basis; he never looked back. He went on to acquire his captain’s ticket in 1965 and bought Riley’s Boat Services several years later. Along the way he also beach combed and ran a charter boat service to two oil rigs. Doug’s love of sports was all encompassing, he actively participated in bowling, curling and umpiring. Fishing was another hobby and prompted him to buy an old house in Bamfield. This allowed him to service ships and to fish. In later years he was on several committees and joined the Masons. As his health declined he gave up these pursuits and enjoyed cards, casinos and coffee clatches with the fellas. Doug loved a good joke and led life to the fullest. One might say that he did indeed “live the life of Riley�. Doug’s wishes were that we keep things plain and simple. Cremation has taken place and there will be a family gathering at a later date. Flowers are graciously declined and if desired, donation can be made to the charity of choice.

Alberni’s Ewing named Glacier Kings’ new coach The Comox Valley Glacier Kings will head into the new Vancouver Island Junior Hockey League season with a new head coach. The Yetis have announced that Port Alberni native Joey Ewing will guide the team’s fortunes in 2013-14. The Glacier Kings said former head coach Bill Rothleiser, who led the Icemen to the North Division playoff championship in his first year behind the bench, gave his notice in February, citing personal reasons for his decision. Born in 1983 in Alberni, Ewing’s junior hockey career started in the VIJHL with the Port Alberni Bandits. While playing junior hockey, he also juggled a professional wakeboard career. The Glacier Kings note Ewing went on to play Junior A in the Manitoba Junior Hockey League for the Winkler Flyers and Southeast Blades, helping the Blades win their first-ever division championship. He finished his Junior A career with the Quesnel Millionaires in the BCHL. Ewing then moved to Whistler, where he helped turn around a struggling minor hockey program.

During his first three seasons of coaching the Whistler Winterhawks bantam rep team, he led the squads to three Pacific Coast Amateur Hockey Association league titles and two provincial championship medals. After three years

coaching bantam, Ewing joined the staff of the KIJHL’s Golden Rockets as an assistant coach. During his season in Golden, the Rockets ended a seven-year playoff drought. After leaving the Rockets, Ewing returned to Whistler and coached the Winterhawks Midget Rep program to three league titles and two provincial championship berths in four years behind the bench. Ewing has also directed his passion for coaching into private hockey lessons and skill development for aspiring junior and collegiate-level athletes. Ewing has also enjoyed working as a scout for colleges and teams in the BCHL.

Sproat Lake Landing hosts its annual Father’s Day trout derby this Saturday, June 15 and Sunday, June 16. Cost to enter the derby is $10 for adults and $5 for juniors (16 and under). There is free fishing in B.C. for Father’s Day weekend so anglers don’t need a licence for this derby. Prizes will be available. Fishing can take place anywhere on Sproat Lake. In My Father’s Eyes Nothing helps move us forward in our lives more than cleaning up any unfinished business we have with our parents. Until we do, we attract people into our lives with the same emotional charge that mirrors the incompleteness we experience with that parent. It seems like just yesterday that my father and I couldn’t see eye to eye. There was no love, not even like. I was raised in a very tightly controlled social setting. As a result, most of my childhood energy was spent directing anger inward towards myself or outward towards my father. Finally, in the late 90’s on a weekend visit, we shared a pivotal moment that set the two of us on a healing path. On the Sunday morning he surprisingly started to tell me about his past. He confided that very near the end of World War II, he and his father shared a train to the respective parts of the front for which they each fought in separate regiments. His father travelled 100 miles out of his way to accompany my 18 year old father to his destination and in doing so put himself in trouble with his superiors. At that time, my father had no idea why his father would do such a thing. My dad now knows that his father was trying to say goodbye. My grandfather knew he would not live much longer. He died one week later on the Russian front. My father remembered how uncharacteristically forthright and loving his father was and told me that he would do anything to go back in time and say goodbye to his father. Kapow, it was like my blinders had been instantly removed! I understood why my childhood seemed so regulated and saw his control issues as a means with which to keep me close to him, as his own inadequate but very human way of demonstrating his love for me. My father and I now share a truly loving relationship and as a result, my entire life has become enriched. Before that healing moment, I unknowingly felt the weight of the reflection I saw of myself in my father’s eyes in all of my relationships and, like an anchor, that weight held me back. So instead of a simple gesture this Father’s Day, a card or a well meaning purchase, why not make a gift of whom you are? That gift would keep on giving. Just ask my father. Peace, Carl

Two players out of the 2013 spring identification camps have also committed to the Bulldogs for the 2013-14 season. Victoria-born forward Josh Adkins played this past season with the Peninsula Panthers of the Vancouver Island Junior Hockey League. Adkins (1995-born) put up 11 goals and 32 assists in 46 games with the Panthers and came highly recommended by his former coaches. “I went into the camp pretty hopeful but I was also nervous because there were many talented players at the camp,” Adkins said. The THE Arts ARTS STAGES puts new spin on Rumpelstiltskin tale

Students in the STAGES Youth Theatre Program at the Capitol Theatre present Rumpelstiltskin this Saturday, June 15 and Sunday, June 16. This production depicts how greed and sacrifice lead to the distress of a beautiful maiden who, without a miracle will lose her head. The STAGES Youth Theatre Program is an after school drama program for youth ages four to 16. The STAGES program is in its fourth year and is the brainchild of program director Teresa Drew. “The performing arts are so important to a small community,” says Drew. “We want

to make sure that children have access to the performing arts and so many kids want to be a part of drama programs. “STAGES is a great way to involve youth in all areas of the performing arts (both on stage and backstage) and to learn the lessons and skills that come with it.” Rumpelstiltskin is a script written by Wendy Karpuik, where children from each class join together to tell a fantastic and entertaining story. This year’s theme is based on the story that originated in Germany. The fairy tale by the same name dates back

to 1812 by the authors Jacob and Wilhem Grimm, known as “The Brothers Grimm”. Some additions and alterations to the story have been added to accommodate the size of our cast. Get ready for an evening filled with laughter and entertainment. The curtain rises at 7 p.m. (doors open at 6:30 p.m.) on Saturday. On Sunday, June 16 doors will open at 1:30 p.m. with the curtain rising at 2 p.m. Admission is $10 at the door (children 12 and under, accompanied by an adult are free), and seating will be first come, first served.

id you know Any Warhol collected 612 time capsules in his lifetime? As a character in Gwynne Hunt’s new play, Capsules—It’s About Time, ‘Warhol’ talks about time and his obsession with it. Capsules is a quirky fringe-type play with humour, reflection and thought-provoking images of how time rules our lives. When theatregoers come and see the show at the Capitol Theatre, as part of the Alberni Valley Fringe Theatre Festival June 21–23, Hunt is asking them to bring a small item for the inaugural Fringe time capsule. “It will be opened in 10 years, in 2023,” she says, “so put some thought into what would represent 2013 to you.” Capsules plays at the Capitol during the Fringe Festival on Saturday, June 22 at 8:15 p.m. and Sunday, June 23 at 5 p.m. Catch the Fringe Bug! EJ Dunn presents Les Mis On Wednesday, June 19 and Thursday, June 20, students of E. J. Dunn will present their rendition of the play Les Miserables. The presentation will take place at the ADSS auditorium at 7 p.m. both nights (the curtain will rise at 7:15 p.m. sharp). The main production will be in French, however all of the songs will be in English as well as the explanation pamphlets. The students have been working on this event for several months now and teachers are hoping for a good turnout from the community. Entry will be by donation, and proceeds will go towards production costs.
