TERRACE - Anti-pipeline activists will be on guard outside the final public hearings for the proposed Enbridge Northern Gateway Project, scheduled for June 17 in Terrace. Protesters are coming in from as far as Vancouver, Prince Rupert and Prince George to demonstrate outside the Best Western on Greig Ave. where the hearings are taking place, while inside the hotel lawyers from the province will present the B.C. government’s “no” decision on the project in its current form. Among the other 34 individuals and groups presenting for or against the project include nine First Nations, NDP MP Nathan Cullen and the Edmonton Chamber of Commerce. Enbridge is the first up and has two hours to present their final argument. The other presenters have an hour each, which means the hearings could last well over a week, according to National Energy Board spokesperson Kristen Higgens. Those arguing in favour of the project are looking to prove that Enbridge’s environmental checks and fiscal plan make the proposed 1,170 km twin bitumen and condensate pipeline safe and worthwhile for stakeholders along the route. The proposed pipeline would extend from the Alberta oil sands to a terminal near Kitimat on the B.C. coast with the bitumen then transported by tanker to processing facilities abroad. The proposal has been met with heavy opposition along the way, with protests and anti-Enbridge campaigns staged throughout the review process,

which has seen 1,200 oral statements made since it began nearly a year-and-a-half ago and the participation of 215 intervenors – people or groups who submit written material and engage in formal debate. “Only a handful have presented in favour and thousands have spoken out against it,” said Mikael Jensen, who is organizing the upcoming protests, set for the day before and the first day of the hearing. The Joint Review Panel has until Dec. 31 to present their decision to the federal government, at which point the cabinet will make the final call on whether to approve the project. The B.C. government submitted their written statement last month opposing the project in its current form, and will now follow that up with their oral component. Listed as “British Columbia, The Province of,” the province is placed fifth on the list of presenters with lawyers Elisabeth Graff and Christopher H. Jones making the final statements on the government’s behalf. The June 17 presentations are open to the public and will also be available through a webcast on the National Energy Board website. The deadline to submit written material, which was required to participate in the oral hearings, was May 31. Jensen’s press release also says the larger demonstration of the two will be Sunday, June 16 at 2 p.m. beginning in George Little Park. Speakers include Art Sterritt, Executive Director, Coastal First Nations and Gerald Amos, Chair, Friends of Wild Salmon with live performances by Rachelle Van Zanten and the Gitlaxdax Nisga’a Dancers.

Work camp plan is approved for construction in Kitimat KITIMAT - By a wide margin, Kitimat Council has approved zoning changes that will allow the PTI Group to build their proposed work lodge. With one councillor absent, Corinne Scott, the vote passed in favour 5-1, with Phil Germuth the sole remaining opponent to the changes. Mayor Joanne Monaghan said that her phone lit up in the days following from prospective businesses, who had been hesitant to commit to Kitimat before knowing whether PTI Group would get a pass. She didn’t disclose what those businesses were. Monaghan also said she was sure that PTI Group would have set up quickly in Terrace if Kitimat rejected the plan, and believed they would have done so in a more streamlined manner than was done in town. She had heard unofficially that Terrace would have accepted PTI with “open arms,” she said. She outlined the various benefits the project would have to the com-

munity, including easing the housing market, the approximately 200 local jobs, and the millions of dollars of infrastructure it would leave behind. “The tax dollars we get a year is over

$200,000,” she said of the temporary workforce accommodation. “I think this is going to be good for our community,” she said. Director of Community Planning and De-

velopment Gwen Sewell explained there are bonus agreements which will kick in depending on the number of beds PTI opens. The lodge will have a base of 360 units.

Upon adding an additional 240 units (up to 600 beds), a housing agreement will be made that requires all the units to be single-occupancy, rental only and with a minimum of 80 per cent

available for construction workers and employees of businesses located in an industrial zone. The Bonus A amenity also calls for the $500 per bed to the District of Kitimat for future

affordable housing projects. The Bonus B level also includes construction of pedestrian access trails through the land for those with mobility challenges.

PRINCE RUPERT Prince Rupert fire chief Dave McKenzie confirmed Monday morning that the June 5 fire that destroyed North Coast Pacific Mini Storage is not being treated as suspicious. Representatives from the fire department, RCMP, Fire Commissioner’s Office and the insurance agency spent the weekend sifting through the debris on the site, but have yet to determine what exactly started the blaze. “We found 95 per cent of everything we need to determine a cause, but that one key piece is missing,” McKenzie said, noting that the amount of debris left over and the water under the structure are making it difficult. “We know what we’re looking for and when we find it we’ll have a cause ... but it’s like trying to find a needle in a haystack.” The report of the fire reached the Prince Rupert Fire Department at 9:27 p.m. on Wednesday, but by then the structure was engulfed

TERRACE • PRINCE RUPERT • KITIMAT in flames. “I got there quickly because of where I lived and when I arrived the smoke was 75-plus feet in the air, so it was already free burning. When you have a building like that with heavy timber construction and filled with boats and cars, it doesn’t take long for it to go up,” said fire chief Dave McKenzie. “The facility is completely gone. Once we got going, our objective was to protect the surrounding buildings. They took substantial heat damage, but no fire damage.” McKenzie said 16 firefighters and every piece of equipment at

their disposal were dispatched to the site. Joining the firefighters on scene were members of the Prince Rupert RCMP, who were tasked with controlling the hundreds upon hundreds who came from all over town to witness the fire firsthand. Following the incident, Const. Matt Ericson said RCMP were asking people to stay in their homes during major events like this one “as this poses serious challenges for the responding agencies in getting to the incident”. Eventually, utility workers from Pacific Northern Gas and BC Hydro arrived, and at one point much of the

town was cast in darkness as hydro poles near the storage building went up in flames. But the impact of the fire wasn’t only felt on land. Dan Bate of the Canadian Coast Guard said the fire knocked out communication lines in the area resulting in the repeater stations near Gill Island and the Calvert Island being unable to communicate with the Coast Guard base in Prince Rupert for approximately 21 hours. During that time, anyone placing a distress call through the usual channels was unable to do so. With files from Todd Hamilton.

Students lend their voice to the Up Your Watershed tour By Martina Perry THE NORTHERN CONNECTOR

PRINCE RUPERT - Students from Lax Kxeen and Port Edward got a lesson in the importance of watershed stewardship and were inspired to do their part to reduce their ecological foot when travelling musicians putting on the Up Your Watershed Skeena Tour stopped in Prince Rupert. Musicians Holly Arntzen and Kevin Wright from the Artist Response Team produced the Up Your Watershed Tour as part of the Nature School Music Program. The duo have been writing music together for approximately seven years, doing the music program in schools for around the same amount of time. “We’re here celebrating recycling, watershed conservation and stewardship and connecting the dots on how they’re both intertwined,” said Wright. “What we hope students take

away is the knowledge that they can make a difference in their lives right now. Even though they’re young people they have a huge influence in their families, schools and communities,” said Arntzen. The two assist students in putting on two concerts, providing their original music that covers a range of environmental-topics for students to sing. Lax Kxeen school principal Barry Eso said when students began practicing songs there were some students who weren’t into it, but by the time the first show was being put on, all students were giving it everything they had. “I noticed a bubbling enthusiasm, engagement and belonging to our school and community as the kids were leaving the show,” Eso said, crediting the musicians for the students’ excitement. As part of the tour, the duo is also promoting recycling. Schools in Prince Rupert and Port Edward

already have beverage container recycling programs in place, with Lax Kxeen now collecting old electronic toys to be recycled instead of allowing them to be brought to the landfill. “We try to make children aware that the seemingly insignificant act of recycling a beverage container or recycling your electronic toy is the proper thing to do in terms of reducing your ecological footprint and helping this watershed,” Arntzen said. Eso encouraged anyone with old electronic toys to bring them to Lax Kxeen to be recycled. The 2013 Up Your Watershed Skeena Tour started in Prince Rupert, with musicians making stops in communities along the Skeena River including Terrace, Kispiox, Hazelton and Smithers. There was also a community concert at Tahayghen School in Masset on May 31, where students performed the same songs in both the Haida language and English.

KITIMAT - This year’s Relay for Life, held as usual at the track field for Mount Elizabeth Middle Secondary School on June 1, surpassed the fundraising total from last year. Beating $109,785, this year’s committee co-chair Ariel Winkelmeyer said they are currently at $114,000 and counting for donations. That came from 27 teams, representing about 250 participants, which Winkelmeyer said is a great turnout. She said kids in particular had a great time with a number of ac-

tivities throughout the day designed for them, adding that those games seemed to be a hit. But her personal highlight for the day was the efforts from the organizing committee and the volunteers, saying everyone was “on the ball” with their roles, keeping the whole operation running seamlessly. From here, the committee will meet one last time to catch up and review on this year’s event and brainstorm ideas for next year. Overall, she said she is pleased with this year’s event, noting weather cooperated, “which is half the battle,” and again emphasizing the volunteers kept things running smoothly.

VICTORIA - The NDP opposition is criticizing cabinet orders that allow for large pay increases for senior political staff in government ministries and Premier Christy Clark’s office. Cabinet orders dated June 3 provide for an 18 per cent increase to the maximum salary for the premier’s chief of staff, from $195,148 to $230,000 per year. The orders provide for a salary range, so the salary current-

ly paid to Clark’s chief of staff, Dan Doyle, is not known. Another order provides for Clark’s new deputy chief of staff, Michele Cadario, to be paid a salary of $195,148. Cadario, deputy campaign manager in the B.C. Liberals’ successful election campaign, replaces Kim Haakstad, who resigned before the election over improper political activities in the party’s ethnic outreach strategy. NDP MLA John Horgan said the move is particularly inappropriate as the government prepares to comb its operations for cost

PRINCE RUPERT - The Rotary Club launched a new vocational education program giving 18 high school students a chance to see the inner workings of the Port of Prince Rupert and insight on finding a place in the growing economy of the North Coast. The “Adventures” program allows youth to connect with future employers, who will impart in them the experience of seeing their ‘industry’ in action and guide them towards success in reaching their career potential. The program, which ran late last month, saw students from Prince Rupert, Terrace and Kitimat tour a dozen industries including Maher Terminals, Prince Rupert Grain, Ridley Terminals, Quickload container examination and stuffing facilities, Port Interpretive Centre, Canadian Coast Guard, SMIT Marine, Broadwater Industries, BC Ferries, Kristoff Trucking and Northwest Community College. National Aboriginal Day is a paid holiday for employees in the Northwest Territories, except those in the Northwest Territories Teachers’ Association (NWTTA). It is not a statutory holiday in other parts of Canada. Traffic and parking conditions may be affected in areas where there are large celebrations to commemorate the day.

Background

The Canadian Constitution recognizes three groups of Aboriginal peoples: Indians (First Nations), Inuit and Métis. Although these groups share many similarities, they each have their own distinct heritage, language, cultural practices and spiritual beliefs. Many people have pushed for a national day to recognize and celebrate Canada’s Aboriginal peoples and cultures prior to 1996. For example, in 1982 the National Indian Brotherhood (now the Assembly of First Nations) called for June 21 to be National Aboriginal Solidarity Day. In 1995 the Royal Commission on Aboriginal Peoples recommended for a National First Peoples Day to be designated. The Sacred Assembly, a national conference of Aboriginal and non-Aboriginal people, called for a national holiday to celebrate the contributions of Aboriginal peoples. Canada’s governor general proclaimed the first National Aboriginal Day in 1996. In cooperation with Aboriginal organizations, the Canadian government chose June 21 for National Aboriginal Day because it was on or near the June solstice. Many of Canada’s Aboriginal peoples celebrated their culture and heritage on or near this day for many generations. National Aboriginal Day provides an opportunity to acknowledge the unique achievements of First Nations, Métis and Inuit in fields as diverse as agriculture, the environment, business and the arts.

Dancers celebrate Aboriginal Day in Vancouver, Victoria By Amara Janssens

TERRACE - On June 1, the Gitlaxdax Nisga’a Dancers held a fundraiser at the Kitsumkalum Hall to help send the group to two cultural events in Vancouver and Victoria later this month. Gitlaxdax Nisga’a Dancers’ organizer, Brigitte Watts, said approximately 200 people attended the event and described it’s success. “We made just over $2,500,” she said. Funds raised will go towards travel expenses for the group of 68 dancers to perform at Aboriginal Day at the Vancouver Friendship Centre on June 21, and at the First People’s Festival in Victoria’s Inner Harbour on June 22 and 23. The group voted to attend these events last year, and have been fundraising since that time. So far, they have raised $18,000 of the $23,000 needed to send the dancers to the Lower Mainland.

“It’s going to be a great trip,” Watts said. Watts said only a few of the group’s dancers have travelled to Victoria before and so the group is looking forward to the new experience. The group will continue to fundraise up until they leave, including at the farmers market where they will be selling Nisga’a tacos and dogs. Watts would like to thank all the businesses who have helped to support their group, saying that the large and small donations have all added up to quite a bit. The Gitlaxdax Nisga’a Dancers are comprised of people of all nations and ages. Nine of the 68 members are elders, and another nine are under the age of five. The group practices every Sunday from 3-5 p.m. and every Monday from 6:30-7:30 p.m. at either the Terrace Health Unit auditorium or in George Little Park (weather permitting and are always welcoming any new members).

NEW AIYANSH - Friday, June 21 will be a big day in New Aiyansh for National Aboriginal Day, as the Gitlaxt’aamiks Village Government has planned a jammed packed day of events and competitions. Eric Grandison, communications officer for the village said they are expecting around 1000 people to attend. According to Grandison it is the largest National Aboriginal Day celebration in the region, saying it

gets “Bigger and bigger each year.” Competitions include a tug of war between tribes, strong man, arm wrestling, and a cook off to name a few. Additionally event-goers can look forward to karaoke, a bike parade as well as fun and prizes for everyone. The parade is set to begin at 11 a.m. at the Old Community Hall. This year’s celebration will mark 50 years since the move from Old Aiyansh to Gitlaxt’aamiks. The 1963 move tomeant modern housing equipped with electricity, running water and indoor washrooms.

PRINCE RUPERT - The Northwest will need more power than it has available right now, and Clean Energy BC executive director Paul Kariya said his group wants to be part of the solution. The region as a whole is serviced by a 500 kilovolt (kV) line from Prince George to Prince Rupert, but with everything on the horizon, Kariya said much more is needed. â&#x20AC;&#x153;In terms of what is proposed for mining and what is proposed for LNG, there is not enough capacity on that line ... if you look at three LNG terminals, that is 50 per cent more power than hydro has available. Now imagine if weâ&#x20AC;&#x2122;re looking at four or five terminals,â&#x20AC;? he told Prince Rupert city council on June 10. According to BC Hydro, a second line would cost more than $1-billion. Hydro is in the process of installing three new capacitor stations along the line that could increase capacity by up to 60 per cent, but Kariya said that is not ideal. â&#x20AC;&#x153;A second 500 kV line would be our preference, and our group would like to be a part of making that happen,â&#x20AC;? he said, adding clean energy has a lot of support in the province. â&#x20AC;&#x153;In B.C., despite the fact that we just had an election where the economy was the focus ... we canâ&#x20AC;&#x2122;t ignore the importance of balancing the economy with the environment.â&#x20AC;?

Feds order CN to close Frank St. level crossing THE NORTHERN CONNECTOR

TERRACE - Reaction to the news that the Frank St. level crossing was shut down June 11 is coming in, with one area businessman calling the move “ridiculous” and questioning what this will mean for the booming corridor of Keith Ave. CN work crews closed down the Frank St. level rail crossing following a June 4 incident in which a transport truck was nearly struck by a train. The closure order was issued by Transport Canada, said statements released by the City of Terrace and CN this morning. “This crossing was first identified as a safety concern in September 1994. Since then, CN has upgraded the crossing protection, including the installation of a warning system in 1996 and a further upgrade to a constant warning system,” says the CN statement. “However, Transport Canada continues to have concerns and has recommended that further steps need to be taken by the City of Terrace to improve the safety around the Frank St. crossing such as signs limiting the length of trucks at the crossing and enhanced policing,” the statement continues. “As the local road authority, the City of Terrace must implement these measures to address Transport Canada’s safety concerns.” City crews did put down new asphalt at the location last year, making the roadway across the tracks much smoother. The closure comes at a time when there is both increasing rail traffic and increasing commercial traffic along Keith Ave. which feeds into Frank St.

Steve Smyth of Peterbilt Pacific, a truck service shop on Keith Ave., said nearly half of the shop’s business uses that level crossing. “We’ve been trying to establish Keith as an industrial and a growth area in town, and it certainly seems to be booming at the moment. Now they’ve cut off half of our access,” he said. “Our customers don’t drive minivans, they drive 85-foot long vehicles, and they need consistent and reliable access to these businesses.” The closure will also leave just two routes in central Terrace connecting the south side of Terrace with the north side – the Kenney St. level crossing and the Sande Overpass, which Smyth says will now be overrun with transport trucks. “We can’t get across the Kenney St. crossing half the time because there’s two trains parked on it, and now we’re going to have a big bottleneck at the bottom of the overpass,” he said. And he said there was no consultation about how this would affect businesses who rely on that crossing. “This was dropped in our lap by a city employee about half an hour ago. And he was told that they were ordered to close it because of an incident... well there’s probably been an incident a month on the Kenney St. crossing,” he said. “To close one crossing because of one incident is ridiculous

Dolorese “Dolly” Brown, nee Hull

Dolly passed away quietly at home on Wednesday, April 17, 2013. She was born May 18, 1934 in Oxford Saskatchewan to George and Celina Hull. Dolly moved to Terrace with her parents and two bothers, Don and Dwayne, as a young girl, and over the course of her life also lived in Kitimat, Prince Rupert and Stewart. She worked in the food service industry until her retirement in May 2009. She is survived by her husband, Alex and children, daughter Belinda Clark (Greg), sons Paul Goetz (Stacy), Dwight Goetz (Karen), her grandchildren and great grandchildren. Predeceased by a daughter, Pamela D. Ritchie in 2008. A celebration of life for Dolly will be held this summer. Details will be published at a later date.

The works to be constructed under this Contract include the following: • Excavate and remove approximately 1100m2 of walkway and base material; • Excavate and remove miscellaneous items including concrete curbs, storm sewer pipes and appurtenances, sod, plants/beds and trees; • Reconstruct approximately 1200m2 of new concrete walkways, 300m2 of new concrete paver walkways, sub-base, base reinforcement; and • Installation of miscellaneous items including concrete curbs, asphalt paving, storm sewer pipes and appurtenances,sanitary sewer service refurbishing, ditching /regrading and landscaping. PRINCE RUPERT Seafest 2013 marked the 15th Annual Jim Ciccone Memorial 3-on-3 Basketball Challenge. Jim Ciccone was born and raised in Prince Rupert, was completely committed to community and loved to play basketball — he did everything to make sure that children had the opportunity to play basketball. He was very involved in the All-Native Basketball Tournament Organization and it was that Committee that began the 3-on-3 Basketball Challenge at Seafest in his honour after his tragic death. They also established the Jim Ciccone Memorial Bursary Fund and this 3-on- 3 tournament funds the scholarship award. This year, there were 34 teams competing in seven divisions. There was some good, stiff compe-

tition and, in true Prince Rupert spirit, all games were played outdoors, sometimes in the pouring rain, with no complaints. Unfortunately two players in the Men’s Division were ejected from the tournament because of displays of poor sportsmanship — which completely goes against the spirit of the Seafest atmosphere and against what Jim Ciccone and the tournament named for him, stood for — to have fun and play fair. The organizing committee sends out a huge thank you to the referees, scorekeepers and all the volunteers who gave of their time in order that the 3-on-3 Basketball Challenge could happen. Special mention goes out to Conrad Lewis and his family, who, for many years, were the principle organizers of the tournament. Jim Ciccone’s wife, Betty, was on hand to

present the awards to the winners. KITIMAT - As the Northern Spirit dragon boat team began hitting the waters this year, they were marking the start of their 10th year as a team. The all-women’s team were splitting their attention between training for a May 25th regatta in Prince Rupert and celebrating their 10 years on the 31st. While the team has grown substantially over the past decade, many original members still re-

main dedicated to the sport. Among those early members is Ruth Mills, who explained the team began with Maryann Thompson who wanted to gather some ladies to compete in Vancouver at the Alcan Dragon Boat Festival. “We gathered a group of mothers and daughters and friends and just practiced for a few months,” said Mills, saying they brought back a bronze medal that year. From then everyone was hooked on the sport, and spread it to neighbouring communi-

ties. Now Terrace and Prince Rupert have their own teams and she credits the Northern Spirit for its rise in popularity. And of course Kitimat now has an annual dragon boat regatta at Minette Bay Marina. “We call ourselves socially competitive,” said team coach Michelle Wakita, who has been with the team for around eight years. “Northern Spirit is such a great, dynamic group of incredible women,” she said. She said at all ages the team is very competitive, but those who

have been with the team from the start are indeed the most eager to win. “They give their all in every practice,” she said. Carole Gagnon, another in the 10-year club, remembers how theirs was the first dragon boat in the northwest, and how the team has grown with each passing year. “Now we have a more dedicated, competitive team.” The Northern Spirit 10 year club is Ruth Mills, Melanie LaPointe, Cynthia Cridge, Carole Gagnon, Cheryl Brown.

TERRACE - Local Terrace runner Ed Ansems made it three in a row last month, placing 1st at the B.C. 8 km Championship held at the Shaughnessy road race on May 26 in Vancouver. Ansems has now won three championships in the last three months. His time of 34:14 was the fastest in the 65 to 69 age group, with the 2nd place runner 46 seconds behind. Overall, Ansems placed 47th in the race out of all of the runners. “I was hoping for a faster time but the course was quite hilly. We were running either up or running down the entire time. I probably should have spent more time running some of the hills in Terrace but there has not been a lot of time between races,” said Ansems. Ansems has been running since his high school days in New Westminster and is full of facts about his lengthy career. “I have run 50,318 miles or about 94,000 km in that time period. That is about 2.33 times around the world (at the equator). At one point I thought that I might be able to complete 3 times but now I do not see that happening. So, if I make it to 100,000 km I would be quite happy.”

PRINCE RUPERT - Terrace’s Aina Pettersen fended off soggy conditions and a late charge by Prince Rupert’s Rose Holkested to capture the Prince Rupert Ladies Jubilee on Sunday. Pettersen entered the final round with a threestroke lead and despite widening it to five by the 17th hole, Holkested made her work for the win. Holkested holed a lengthy putt on 17 for birdie and then the jitters hit Pettersen on the tee at 18. “That’s when I got nervous,” Pettersen said. “I [drive] the ball into the bush and I’m three off the tee ... I’m thinking, no don’t break down now.” Pettersen collected herself and managed to only drop one shot on the final hole to record a 36-hole total of 180. Holkested matched Pettersen’s final round 86 to capture the low net. “For the conditions we had, it was incredible,” Holkested said. “That was one of my best rounds ... we just fed off each other.” In the Championship Flight Janet Sheppard finished with first low gross combining a 98 on Saturday with a 94 on Sunday for a two-day total of 192, just ahead of Cynthia Rosario who shot followed up a 103 on Saturday with with a 93 on Sunday for a total of 106. There was a tie for low net in the flight, with both Fiona

Kerbrat and Janice Malkow finishing with nets of 156 based on scores of 200 and 212 respectively, and it was Kerbrat who took the top net prize on a countback. While those in the Championship Flight followed up high scores on a rainy Saturday with lower scores on Sunday, that not the case for First Aina Pettersen was Flight low gross winner Margaret Chan who shot 101 on the first day and 114 on Sunday for a total or 215, four shots ahead of low net winner Fran Fraser, whose total of 219 gave her a net of 162. Second low gross went to Esther Pretulac who was consistent with a115 on Saturday and a 117 on Sunday for a total of 232, while second low net went to Anita Vahanikkla with a net of 169 off of a score of 233. Hilma Pylot took low gross in the Second Flight, shooting a 115 on Saturday and a 125 on Sunday for a two-day total of 240. That score was just one ahead of both Dorothy Wharton and Corrine Dohler, with Wharton taking it on a countback. Josie Lam was the low net winner, shooting 259 over the two day for a net of 173, which was just one ahead of Carol Bryant. This weekend the men will take to the Prince Rupert Centennial Golf Course for the annual Men’s Jubilee, a three-day event that gets underway today. ~ With files from Shaun Thomas
