New tourism website for Hope
Kerrie-Ann Schoenit Hope Standard
A new tourism website has been launched to promote the Hope area. Connect Media released phase one of travelhopebc.com last week in an effort to create a feeling of connection with the highways that merge in Hope, and all the communities along those highways, much like travelthecanyon.com does the Fraser Canyon. “Physically Hope, B.C. is a travel hub for British Columbia,” said Connect Media owner Riley Forman. “travelhopebc.com will act as
a hub for online travel marketing in British Columbia, bringing real perspective to our location.” The new website features links to adventure opportunities, attractions, restaurants, accommodations, and community events in the area. There are also several promotional videos, a business directory, and links to the online 2013 Hope visitor guide. Forman said a cultural element of travelhopebc.com will be soon introduced sharing the historical and cultural experiences Hope has to offer travellers. A Facebook and Twitter account have also been
created to support the website and campaign under the username TourismHOPE. Inge Wilson, manager of Hope Visitor Centre & Museum Complex, said Forman’s new website adds to the existing marketing tools available. “He does a great job through photos and video for adding interest and excitement to Hope’s Internet presence, which which can only benefit everyone – businesses and residents alike,” she added. “I welcome great new websites like travelhopebc.com which will expand exposure of our area to potential
visitors and we will make it just one more tool in our ever expanding tool bag of resources at the Hope Visitor Centre.” Connect Media works with private company’s and government organizations to collaborate on projects like travelthecanyon. com and Scenic7BC. Forman said his goal is to continue to work with these partners and others to expand the marketing opportunities for the tourism Industry in Hope. This fall, Connect Media will be release travelthecrowsnest.com, traveltheyellowhead.com, and travelhighway7.com.

Brand Book and logo revealed Kerrie-Ann Schoenit Hope Standard
The first stage of community branding is now complete. Hope’s new Brand Book was revealed on Tuesday night at the rec centre and explains what the community stands for, its vision, values, personality, positioning, and unique selling proposition. It also outlines the context for the brand, defining the target audiences, competing communities and relative brand relationships. “Hope needs to go out with the same positive face every time,” said branding coordinator Alison Harwood. “This is the culmination of all the work we’ve done. It’s the description of who we are.” Hope’s brand essence has been identified as Being Connected: To nature. To Community. To oneself. Harwood said Hope’s new logo will act as a thumbprint for the brand and generally be used in context with other visual elements in communications. The Hope logo is a wordmark with an iconic “O.” According to the Brand Book, the “H” is styled to express the steepness of the surrounding
mountains and serves to bring the viewers eye naturally to the centerpiece of the logo. The “O” is a clear representation of the abundant natural elements of the area (mountains, nature and water), and bringing them together is a circular form representing “connection.” Further reinforcing that theme are white spaces or dividers between the “O” sections. This points to Hope as a hub, both in the literal sense with the transportation corridor as well as a home base from which one can explore from. The Brand Book includes technical guidelines that define how the logo should be expressed including fonts, colour palette, spacing and application Do’s and Don’ts.
The branding committee expressed gratitude to residents for embracing the initiative and participating in the process, consequently resulting in a brand that captures the true essence of the community. “It’s a real document that breathes light into what Hope is all about,” said Coun. Gerry Dyble. The next phase of the branding process is developing a strategic plan to determine how the brand will be managed, how it will be used and by who, as well as specific marketing strategies. Expansion of the Brand Book will occur as additional brand elements are developed. Part of the Brand Book will soon be uploaded to hopechamber.net

New recreation map for local parks Kerrie-Ann Schoenit Hope Standard
A new recreation and trail map has just been released for Manning and Skagit Valley parks. The first of its kind in more than 20 years, Clark Geomatics Corp. has created the only dedicated hiking, biking, horse riding and cross-country/backcountry ski map for the parks, which share boundaries and span a large geographical area. “We created a map that’s going to essentially fit people’s needs at the recreational level,” said Jeff Clark, lead cartographer at Clark Geomatics Corp. “The Manning/Skagit Valley map is unique in that it is the only recently published map for the area that includes both provincial parks. The map promotes local historical trails and great effort was taken to ensure their accuracy using GPS technology.” The background image of the map is based on up-to-date satellite imagery that is used to produce a picture showing forested areas, alpine meadows, bare rock and ice features (glaciers and ice fields). Satellite technology helped Clark get accurate information on the ground, for example logged areas and treelines. Trails, hikes, routes and traverses are derived from GPS sources and overlaid onto the topography. The map features 1:50,000 scale, shaded relief, detailed 25m

Clark partnered with BC Parks, The Friends of Manning
Park, and the Hope Mountain Centre to ensure the accuracy of the GPS’d trails, information guide and park features. “There was an urgent need for a new map with the kind of detail that this map includes,” said Kelly Pearce, program director with the Hope Mountain Centre and former Manning Park naturalist. “These are heavily-used mountain parks and they really deserve a good map to go with
them for public safety and enjoyment. For map users, it’s nice having that relief shading because it really makes the physical terrain pop up.” The recreational and backcountry map can be purchased online from Clark Geomatics at http://www.clarkgeomatics. ca/map-products.html or at the Hope Visitor Centre & Museum Complex, located at 919 Water Ave.
Police searching for motorcycle driver and owner Hope RCMP is trying to track down the driver and owner of a motorcycle that fled from police. A police officer saw the 2013 Honda CRF250 speeding eastbound on FloodHope Road towards Silver Creek on June 8 at about 9 p.m. When he tried to pull the motorcycle over, the driver fled the scene. The motorcycle was later found in front of a house in the 63000 block of
Old Yale Rd. Police arrested a 31-yearold female passenger and are now looking for the male driver. Police said the motorcycle was likely stolen as the vehicle identification number was removed. It was also originally painted red and white, but the white appears to have been spraypainted grey. Anyone with information is asked to contact Hope RCMP at 604-869-7750.

Hope man dies in ATV accident A 63-year-old Hope man was killed in an ATV accident over the weekend. Caesar Manuel Soares was driving down a steep, narrow hill on Spuzzum Creek Forestry Road, about 4.5 kilometres west of Highway 1, last Saturday at about 7:40 p.m. when he lost control of his ATV and crashed. According to the BC Coroners Service, Soares succumbed to multiple blunt force trauma injuries. Two female passengers were taken to hospital, one with minor injuries and the other with broken bones. The cause of the crash is still under investigation by the BC Coroners Service. This is the second tragedy for the family this year, with Soares losing his mother in a traffic accident on Fourth Avenue near Coquihalla Street in January. A memorial service for Soares will be held on June 22 at 11 a.m. at the Hope Legion.

Oil pipeline may have slowly leaked for ‘weeks’ Critics say incident proves spills are inevitable Jeff Nagel Black Press
The Trans Mountain pipeline may have been slowly leaking for an extended period of time before Kinder Morgan Canada crews found crude oil on the ground.
The small spill now estimated at about five barrels of oil 40 kilometres southwest of Merritt was discovered last Wednesday morning and prompted the company to shut down the pipeline. Hugh Harden, Kind-
er Morgan Canada’s vice-president of operations, said crews were expected to install a permanent repair sleeve allowing the line to reopen by last Friday evening. He said it’s difficult to say how long oil had been escaping. “I would say it was a matter of days or weeks rather than months or years,” Harden said. “It was a very, very, very slow leak. It’s almost classified as a weep.” At five barrels of oil, the spill would technically be below the National Energy Board’s 1.5 cubic metre (approximately 10 barrel) threshold for reporting spills that don’t reach water courses. Harden said the leak was found because Kinder Morgan crews arrived to check that section of the pipeline after an in-pipe inspection device flagged it as having a potential defect. They noticed an oily patch the size of a wagon wheel and called the control centre, which shut down the pipeline. Otherwise, workers
would have excavated the pipe to inspect its exterior for leaks or problems. “The fact that the tool found it is actually a good thing,” Harden said. “It tells us our inspection process is valid and we’re finding these very small defects.” Environmental groups who oppose Kinder Morgan’s plan to build a twin pipeline tripling capacity to 890,000 barrels per day held up the incident as proof spills are inevitable. “By a stroke of luck, the spill did not enter any waterways, saturate a farmer’s field, or worse yet, a school yard,” said Chilliwack resident Jordan Wilson of the Pipe Up Network. “Kinder Morgan says that there has been no impact to any water course and no threat to the public, but what about the next spill?” asked Gabriel George of the Tsleil-Waututh First Nation. “They are proving that they can’t eliminate the threat posed by their pipeline.”

Island no place for trash A layman’s look at the ecosystems of Vancouver Island reveal important estuaries, water-source mountain tops, prime agricultural land and vital shorelines. Not the ideal place to locate a facility to burn garbage, let alone import the stuff from Metro Vancouver. The topic came up at a recent Strathcona Regional District board meeting. It’s not an imminent thing, but the trial balloon has been floated. Metro Vancouver needs a place to dump its garbage. Burning that garbage to create energy sounds like a reasonable goal. Just not on the island. Much like the Fraser Valley Regional District, many on the island see an incinerator as bad news. To be clear, there is no specific deal or site named for Vancouver’s trash. And this could end up being much ado about nothing, at least for island residents. But a shortlist of 10 companies bidding to build a new waste-to-energy plant has been announced and a potential site for the incinerator could be Duke Point in the industrial heartland of Nanaimo. That’s a little too close to home and scary. We aren’t concerned about the fact these are early days in this discussion. We don’t care if there really is no plan to barge Vancouver’s garbage to the Island. We offer our early and strident opposition to this idea right now, even if it was just a trial balloon. The upsides? Some will say jobs, some will say the creation of a renewable energy system, some may even say that if the garbage was trucked rather than barged, and used our ferry system, it could boost the bottom line and save B.C. Ferries. All of that is rubbish, pun fully intended. It would be rude to identify specific communities and regions of the province here and now, but if anyone is asking, there are other B.C. locations for Vancouver’s garbage. – Black Press
What ails the NDP? Plenty B.C. VIEWS Tom Fletcher After 34 NDP MLAs were sworn in to continue a stretch of opposition that will reach at least 16 years, leader Adrian Dix took a few questions about his future. The party’s provincial council will meet June 21 to set the terms of reference for a review of the party’s dismal election performance, Dix told reporters. He repeated that his performance won’t be spared, and ticked off some conventional wisdom about the NDP campaign. Dix mentioned the alleged lack of “negative” ads, the local campaigns (read candidates), the decreasing reliability of polls and, when pressed, his surprise decision to come out against the
proposed twinning of the TransMountain oil pipeline. Like last week’s hysteria over a tiny leak in that pipeline, these are great sound bites for the short attention spans of the modern media. But they don’t explain much. This all-powerful NDP provincial council is a case in point. A glimpse into its inner workings was provided by a summary of an NDP policy development workshop called “Imagine Our Future” that was leaked by the B.C. Liberals in the final days of the campaign. The workshop took place in November 2010, coincidentally at the same provincial council meeting where the revolt against former leader Carole James tumbled into the open. While 13 caucus members were knifing their leader for reasons they still can’t or won’t articulate in public – a glaring problem in itself – the backroom policy

brainstorm revealed a deeper malaise. Among the “dream tree” notions put forward in the workshop was “free” post-secondary tuition and public transit, along with raising wages and lowering fees for daycare. This isn’t a dream tree, it’s a money tree. Remember, this is the NDP’s ruling body, not a high school “social justice” class or an Occupy Vancouver squat. Showing a glimmer of adult supervision, the workshop table on “equitable tax policy” even identified the problem. Its first recommendation: “Increase our economic and financial literacy to gain credibility.” The “public ownership” table really got radical. Scrap publicprivate partnerships, the basis of most government construction today. “Nationalize” independent power projects, in the Venezuelan

style of state seizure of private assets. And perhaps most incredibly, tear up the trade agreement between Saskatchewan, Alberta and B.C. that harmonizes transport truck regulations and so forth. In the real world, the four western premiers met this week in Winnipeg. And the three-province project now called “New West Partnership” will continue to dismantle archaic inter-provincial barriers. Why would the NDP be secretly against that? Because it’s also a “labour mobility” agreement. This harkens back to a supposed golden age in Canada, when two corporate titans shared the beer business, producing identical bland lager from identical factories in identical stubby bottles. Inter-provincial trade in these stubbies was strictly forbidden, requiring each province to have a big unionized brewery to make uni-

formly bad beer for the proletariat. This is the power of a monopoly union. And because of it, this was how governments tried to “create jobs.” It’s a bygone era to which many core NDP supporters stubbornly cling. This explains the party’s revival of a “job protection commissioner” for forestry. Which brings us to the proverbial root cause of the B.C. NDP’s woes. Its largest financial donor is the B.C. Government and Service Employees’ Union, which donated $1.4 million to the party in the past eight years, nosing out the Canadian Union of Public Employees and the Hospital Employees’ Union. Tax increase will be mayor’s Achilles heel We are citizens of Hope – we both grew up here and moved back after being away for 40 years. We love living here, we have family and friends here, love the fresh air, mountains and rivers. How much longer are we going to be able to afford to live here? We have not yet retired but are wondering how anyone on a fixed income can afford to live in Hope? Our property taxes have increased nearly $2,000 in the three years we have lived here. In 2010, we wrote a cheque for $2,356.17 and this month we will write a cheque for $4,248.3. If taxes keep increasing at this rate in another three years our taxes will be $6,248.30 – that is absolutely ridiculous. What are we paying these high taxes for? We understand that policing costs may go up and we understand that the cost of things do go up, but to this extreme? I think not. The biggest increase when you break the taxes down was in the municipal levy tax. These funds are often used for new municipal facilities, however the proceeds from the levy can also be used for general funds and applied to the municipal budget. The municipal levy
for our town went up 34.86 per cent… ouch! Maybe it is time to cut back on the number of people employed by the town of Hope. Do we really need a full-time fire chief, a full-time bylaw officer, an economic developer, or a full-time town planner? What is this person planning? Do we really need six town council members? Administration costs have gone up, then cut back on administration. The town used to run very well on much less. It is time for the citizens of Hope to take back the town and tell town hall what we want and need. One of those things would be lower taxes. What is this tax money spent on? Certainly not our streets – the condition of the streets in Hope is appalling – and certainly not on encouraging businesses to set up here as they cannot afford the taxes. Certainly not on the beautiful Rotary Trail which should be closed until it is assessed for danger trees and snags which need to come down so the trail remains safe. Do your kids play in there? It is dangerous and in appalling condition – shame on you town council. Certainly not on the upkeep of our
parks, our unkept alleys and embarrassing boulevards. Certainly not on having the town and bylaw officer force owners to tear down unsightly condemned building. There appears to be very few if any tax breaks for businesses or seniors. Young people cannot afford to move here because of ridiculous taxes. This little town is in trouble and bumping up taxes every year is not going to help. It is the only community we have ever lived in where you have to pay for garbage pickup whether you want it or not. If people want to take their own garbage to the disposal site they should have that option. The last community we lived in we were on water metre and paid less for water than we do here. Do the math people with taxes and utilities, you are paying through the nose to live in your own home. I recently spoke to one of our council people and asked what we were going to do about high taxes, the answer was… “oh some peoples taxes went down.” I wonder who those people are, no one that I know of. I also said that my taxes had gone up at an extremely high rate and the answer

was… “oh you must have a nice property.” Yes I do have a nice property. We take pride in our property. I might be better off to raise pigs and chickens in my front yard or have a few old car bodies. These are people we pay to run our town? In *The Hope Standard* a few weeks ago there was a question asking if you would be willing to give up services for lower taxes. The answer was an overwhelming yes! I am not really sure what services they are talking about. Yes we have a hospital, but can you get a doctor here? Not a chance. If you call the ambulance and I did once, they got lost. The police are slow in responding especially at night, the roads are horrible and the parks are unkept. So really what are we paying for? The garbage fiasco in Hope a few years ago when the mayor and council gave away a local contract brought that mayor down. I think the current mayor’s Achilles heel will be the increase in taxes. What would the town do if everyone refused to pay their taxes? Living in Hope and taxed to death! Pat Furness

Fletcher’s facts are misguided Re: BCTF digs in for endless war (B.C. Views, May 30) Once again Tom ‘Old Man’ Fletcher goes hard on the rhetoric and soft on the facts. First, the BCTF never called for an NDP government. The teachers called for change – change that would result in improvements for students and for a halt to the relentless attacks by the Liberal government on the profession. Second, the term “c l a s s ro o m - w a r f a re radicals” used to describe classroom teachers is far off the mark. The suggestion is that if you stand up for
what you believe in and stand up for children, then you must be condemned as a radical. How misguided and unfortunate. I would guess then that Mr. Fletcher wouldn’t mind being called the same for his constant attempts to protect his friends in the right-wing Liberal party. Third, “self-absorbed teachers” is not how I would describe a group of 40,000 adults who take care of this province’s children, with deteriorating classroom conditions, fewer resources, demoralizing comments from government, a push for

private intervention, and a technology driven agenda. Fourth, to suggest that the teachers’ wage proposal “was outrageously out of touch with reality” makes no sense when the dollar number came from an average of Canadian provinces. The actual outrageous proposal is that the Liberals and Mr. Fletcher think that B.C. teachers should sacrifice more than the rest of the country. Fifth, in order to answer the question, “What is this ghastly ‘status quo’ that must be challenged by ‘direct action,’ we need look no

Anna’s Incense has maintained a colourful presence in our community for some time. Recently, the innovative business was showcased in Hollywood, and their products have been enjoyed by customers from far and wide. AdvantageHOPE asked Anna Gladue, founder and owner of Anna’s Incense, some questions about business in Hope, and some of the secrets of her success. AdvantageHOPE (AH): Can you tell us what incense is and why you sell it? Anna Gladue (AG): Incense has been used for thousands of years for all kinds of purposes. From religious rituals to home fragrancing, almost every culture in the world uses it or has used it. I not only sell the incense through my custom network of websites but also use the traditional North American method of dipping and drying the incense in my warehouse here in Hope... Our incense is packaged safely for distribution worldwide. Eighty-five per cent of my customers are in the United States, with the rest being mostly Canadian. But I have shipped incense to every continent except Antarctica. AH: When did you first dream up the concept of Anna’s Incense? AG: I was in high school when I first started selling incense at local festivals and fairs throughout the province. I’m not sure I “dreamt up the concept,” rather I just found

Export-focused business in Hope Anna.” She has a name, Anna Roma, and a story, her buddy is a cat named Ketzle. Our brand was built from the common idea that incense is for hippies (even though it’s not anymore), because that’s what my clientele could relate to. Being Internet-based adds to the brand because it has become part of the story. So my URL’s are part of my brand, “Anna Roma” and the love flower, and my tag line “Fresh Incense Burns Longer and Smells Better,” Fresh Incense being something that really defines our product. AH: How does Anna’s Incense positively impact the community of Hope? AG: The tangible items that Anna’s Incense has physically donated over the past 15 years to community groups and raffles and charitable organizations probably ranges in the tens of thousands of dollars. More importantly I personally have volunteered (and still put in countless hours) in the community.... Even though only a small amount of my sales are generated from Hope, almost all of our dollars stay in Hope, which I think positively impacts the balance of the community. Long-time resident and a true entrepreneur, Gladue comes from generations of entrepreneurs. Her constant efforts to improve her community are renowned, and her commitment to local business remains steadfast. Camp Skylark offers a unique opportunity for children who have suffered a loss in their lives. The camp combines bereavement activities tailored specifically to children with traditional camp activities that allow campers to release some of their stresses and have fun with other children who have also experienced a loss in their lives. Grief is a complicated process, especially for children. Feelings of fear, depression, and abandonment are common. Without bereavement opportunities specific to children, this masking of emotions can contribute to isolation and behaviour problems at home or school.
Picnic in the Park: The churches in Hope invite everyone to a special worship service and potluck picnic in Memorial Park. If it rains, the event will be held at Grace Baptist Church on Third Avenue. Former Hope hockey player wins Calder Cup Barry Stewart Hope Standard
We had the CFL’s Grey Cup in town in 2007 and we may have to wait a while for the Stanley Cup... but professional hockey’s secondoldest trophy — the Calder Cup — could be in town sometime soon. That’s because Hope Minor Hockey product Jeff Hoggan won the cup on Tuesday night — and he’d like to bring it to Hope when he visits this summer. Hoggan captained his Grand Rapids Griffins, of the American Hockey League, to a 4-2 series victory over the Syracuse Crunch in Syracuse, New York. The son of Ann and Gerry Hoggan is a 12-year veteran of various professional leagues in North America and Europe — including 107 games in the NHL. This year, he came back from a two-year stint in Germany and tried out for the Griffins, the farm team of the Detroit Red Wings. “He just walked on, with no agent,” said Ann on Tuesday night, “and they liked him so much, they gave him the captaincy.” Hoggan skated in 76 regularseason games this with the Griffins, scoring 20 goals and 45 points and he notched five goals and seven assists in 24 playoff games. The Griffins took the long route to win the cup, avoiding only two games in their four series. They beat the Houston Aeros in the best-of-five opening round, three games to two. Notably, it was 10 years ago that Hoggan was a rookie with the Aeros and helped them win their first Calder Cup. This, also, was the Griffins’ first Calder Cup. Hoggan helped the Griffins edge the Toronto Marlies 4-2, then they needed all seven games

to bump off Oklahoma City to get to the cup final. They were up three games to none on Syracuse before allowing the Crunch to take the next two. With the Griffins facing a 10-
hour bus trip back to Syracuse, the Red Wings ownership did the team a favour and let them use the team jet. That shaved the travel to about one hour — and made the victory trip home a lot easier
to appreciate. Ann said she has been watching the games on the internet and enjoying the replays and interviews at griffinshockey.com — but when the game was tied 2-2, she had to
look away. “I couldn’t watch any more. I was so nervous.” Then Brennan Evans got the 3-2 goal, with 9:54 to play and the Griffins knocked in two emptynetters to secure the cup. Another former Hope Minor Hockey player, Aaron Saito, emailed The Standard about Hoggan’s championship run. “He says if they win he plans on bringing the Cup back to Hope and having a big street hockey game,” wrote Saito last week. Hoggan’s post-win response? “It was truly the most special moment of a long and grinding road, pursuing nothing but the love of the greatest sport we know,” said Hoggan via email. “I’m proud to share this with my teammates — the future of the Red Wings organization — yet more proud to be from Hope, B.C. and share this with supporters of a small town kid with a blind, stubborn determination to pursue his passion for this great game. “It’s a whirlwind right now and summer scheduling is yet to be determined. I certainly plan to come back to visit family and friends at some point this summer, as short as it’s going to be. If I can get my family organized and have the Cup in tow, all the better but I’ll keep you posted on dates, as I’m still unsure at this hour. “I did joke with my old buddies, Weej [Chris Wejr], [Kent] Loupret and [Darryl] Soares that if we won it would be awesome to fire up one last street hockey game on Allison Ave. for ol’ times sake for the Calder Cup — rather than a 2 litre of Coke — this time. By the sounds of it, we may have to leave that to Aaron Saito to organize.”
‘Overwhelming response’ for softball program Barry Stewart Hope Standard
Unbelievable. A local mom and dad set out to bring Hope Minor Softball back from the grave... looking for maybe 40 to 60 kids to sign up and... “We’ve got about 120 signed, right now,” said Tammy Shields on Tuesday
night. “That was an overwhelming response,” she added, happily. “We’ve got about 20 parents to help coach and we’re hoping to get a few more recruits. “There will be a heavy emphasis on parental involvement,” Shields emphasized. “We don’t want people
just dropping their kids off and leaving. We’d like them to stay and help, because there’s a lot for the coaches to do.” Shields said the players have been divided into four age groups, starting at the 2009 birth-year and working back to 2000. “The numbers are pretty well
split amongst the four groups, with maybe two-thirds to three-quarters of them being boys,” Shields figured. “It will still all be at Sixth Avenue on Wednesday nights, starting at 6 p.m. — but we’ll use all of the fields.” The six-week Learn-To-Play program was set to start last night, June 19, after press time... with rain in the

KALFICS, Gerda Sept 26, 1921 - June 2, 2013 Gerda Kalfics (Becholz) passed away on June 2, 2013. Gerda was born in Heerlen Holland the second eldest of sixteen siblings. She will be missed by her three children: Joseph Kalfics (Joyce), Anna Fulop (Lazlo), Kathy Aartsen (John), all her grandchildren and great-grandchildren as well as her surviving family overseas in the Netherlands. Mass will be held on June 22, 2013 at 11:00 am at the Lady of Good Hope Church with a graveside service to follow. In lieu of flowers, donations may be made to the Ladies Auxiliary at the Fraser Canyon Hospital. On behalf of the family we thank you for your thoughts, prayers and gifts. We further extend our gratitude to Dr. Adams and the nursing staff of Fraser Canyon Hospital and thanks to Father Cook OMI.
It is with great sadness that we announce the sudden and unexpected passing of Caesar Soares. Caesar is predeceased by his father Manuel and his mother Maria. Caesar is survived by his son Darryl (Lina), his daughter LeAnne (Owen), brothers Carl (Cathy) & Danny (Bev) as well as many nephews and nieces. Caesar was born in Portugal and came to Canada with his family as a young boy arriving first in Yale BC and eventually settling in Hope BC. Caesar was an avid athlete and outdoorsman who devoted much of his time to the town and was a mentor to many youth coaching various sporting teams. Caesar lived his life to its very fullest, always finding time to “play” and his contagious laugh will be heard for eternity. The Soares family would like to thank the UFV RCMP, Hope SAR, the Hope Legion, Martin Brothers funeral chapels and everyone for their outpouring of love and support. Memorial service for Caesar will be held on Saturday June 22nd 2013 at 11:00 at the Hope Legion hall with burial to follow.

Fraser Valley and Rural Homelessness Study
The District of Hope Property Taxes have been mailed. If you have not received your tax notice in the mail, please contact the District of Hope Tax Department at 604-869-5671. All property owners are responsible for payment of property taxes and applicable penalities, regardless of whether or not a tax notice is received. Property taxes and residential utilities are due: July 2, 2013. Please note: Homeowner Grant Applications are now accepted either by email to info@hope.ca or by fax at 604-869-2275. They still must be received by July 2, 2013 and please submit both sides of the application. HOW TO AVOID PENALTIES: A 5% penalty will be added if full payment of current taxes and application for the Provincial Home Owner Grant have not been received by the July 2, 2013 due date. An additional 5% penalty will be added to outstanding current tax balances remaining after July 31, 2013. TAX PREPAYMENT PLAN Join the property tax prepayment program and start saving for next year’s taxes. This plan allows you to make payments toward your 2014 property taxes in 10 monthly pre-authorized payments between August 15, 2013 and May 15, 2014. Application forms are available at the District Office or on the District Website at www.hope.ca.
2014 Permissive Tax Exemptions A permissive tax exemption is a means for Council to support organizations within the community which further Council’s objectives of enhancing quality of life and delivery of services economically. Applications from organizations which meet the criteria set out in the District’s policy must be submitted to the Director of Finance using the prescribed application form before July 31st each year. For further information regarding 2014 Permissive Tax Exemptions or to obtain a copy of the application package and policy, please contact District Hall at 604-8695671 or view online at www.hope.ca Deadline for the receipt of applications: before July 31, 2013

At the June 10, 2013 Regular Council meeting, Council received a presentation from Mr. Ron Van Wyck, who presented the findings of the Fraser Valley and Rural Homelessness Study. This particular study focussed on statistics for Agassiz, Hope and Boston Bar, along with a list of recommendations for local government, service providers and provincial authorities.
2012 Statement of Financial Information Report
The 2012 Statement of Financial Information Report was presented to Council for approval. This report will now be included in the District of Hope Annual Report, which will be included on the June 24, 2013 Regular Council Agenda.
Next Meeting: June 24, 2013
All meetings commence at 7 p.m. and are held in the District of Hope Council Chambers
Council will only be meeting twice over the summer months: July 22 and August 26.
Message from the Chief Administrative Officer John Fortoloczky This past year was very important for a couple of reasons. First Council met, reviewed and confirmed the strategic plan for the District of Hope. Unlike recent previous plans, Council also confirmed the Mission Statement for the administration of the District. MISSION STATEMENT: To provide customer service excellence in the delivery of local government services to enhance the quality of life for the community of Hope. In addition Council confirmed the top four Strategic Goals (i.e. capital projects) that must be addressed. These are: • Construction of a public safety building • Major road repairs • Flood Hope Sewer Project Phase 2 • Landfill Re-purposing It is important to note that Council is listening to the public regarding capital projects and has directed the administration to seek efficiencies and savings in order to better position the District financially. We continue to identify and take advantage of provincial and federal grants to achieve our goals since we are a small district with limited financial resources. What did change significantly and surprisingly this year from last year, were two things; a reduction in the Provincial Small Communities Grant of $373,231, and an increase in RCMP contract costs of $356,000. Both of these were the result of decisions taken by the provincial government. For our district this is a major reduction in revenue representing 6.5% of our total budget. This is the main reason for the increases in municipal taxes this year. Along with Council we will continue to strive to reach a balance between administrative savings and reasonable adjustments to taxes so as to achieve the strategic goals stated earlier.
