Mayor’s name added to law suit over city manager severance AUTUMN MacDONALD Observer Reporter Mayor Mary Sjostrom’s name has been added to the five other councillors being sued over severance paid to former city manager John Stecyk.

In the amended petition, Sjostrom is named as an official respondent. She was personally served the papers Monday.

“I am not surprised to be named in the amended affidavit,” Sjostrom said.

“There were many errors in the original petition and as mayor I was part of the decision. Council was acting under the legislation given to them and some folks disagree. This is a

waste of time and taxpayers money and I hope closure for everyone can happen quickly. As for Coun.

Sushil Thapar not being named in the suit he has sworn an affidavit and is part of the stance against council.

“That is his decision and the rest of council remain united. We have many great things happening in our city and we are moving forward.”

Back in April of this year five city councillors were served, they were: Couns.

Micheal Cave, John Brisco, Ed Coleman, Scott Elliott and Laurey-Anne Roodenburg.

According to the documents, the seven petitioners were seeking $170,469

to be paid back to the City of Quesnel.

That amount was the final payout Stecyk received when he “resigned for personal reasons” in May of 2012.

The petitioners: Sylvia Battley, Wayde Battley, Larry Dunn, Jean Gelinas, Jan McKinney, Wally McKinner and Linda Buxton are seeking two orders: • “… pursuant to the Community Charter that each of the respondents has voted for a resolution authorizing an expendenditure of $170,469 contrary to the Community Charter and is personally liable to the City of Quesnel for that amount.”

• Cost of the proceeding.

In addition to finances, the petitioners are seeking, in line with the Community Charter, that each councillor and the mayor who voted for the severance be disqualified from office for three years from the day of the vote.

The amount in question stems from departed city manager John Stecyk, his contract and a final payout upon his departure of $170,469.13 – a payout that was voted on and approved by the five councillors in question.

Stecyk was hired in December 2010, his contract conditions were for a five-year term with an annual income of $125,000, “that the city could terminate the contract with

just cause without notice or pay in lieu of notice and the employee could terminate the contract by providing three months’ notice.”

At a meeting on April 16, council resolved to terminate the contract with Stecyk for cause.

Numerous other meetings were held in which the city’s executive committee, the mayor, some councillors, the city’s lawyer and Stecyk’s lawyer discussed Stecyk’s termination.

In May the city issued a press release: “Quesnel city council has announced it has accepted the resignation of city manager John Stecyk effective immediately.

At a meeting on May 7, the five councillors currently served each voted for a resolution that the city pay Stecyk severance in the amount of $170,469.

The respondents have 21 days to file a response and any counter-claim.

JNA brings secondary suites survey to council

DANIKA M. HÉBERT Observer Reporter Quesnel mayor and council heard from the Johnston neighbourhood association at Monday evening’s delegation meeting.

Ron Campbell presented a survey the association conducted to find the opinion of the residents in Johnston Neighbourhood (JNA) regarding secondary suites.

Since the discovery of a secondary suite, which was built without permits before being reported by a neighbour, many residents have expressed concern with the rising numbers of secondary suites, especially since a lot of them purchased homes in the neighbourhood due to its single family zoning.

After the discovery of the secondary suite on Leonard St., which was built without permits, the owner went through city council and received a spot zone for the property, allowing his suite to remain.

For the Record

In the survey, conducted by members of the Johnston Neighbourhood Association, residents were asked numerous questions regarding secondary suites.

Questions included: • Do you own or rent?

• How long have you lived in the Johnston neighbourhood?

• Do you agree the city should allow income producing secondary suites in Johnston neighbourhood?

• Has the city provided sufficient opportunity for public consultation as they move forward allowing secondary suites in all areas of the city?

Of those who replied, which Campbell said was nearly half of the approximately 300 residents, 12 per cent said the city should allow incomeproducing secondary suites in Johnston neighbourhood, 78 per cent said the city should not allow them, seven per cent weren’t sure and three per cent did not respond.

had done enough public consultation on the matter of secondary suites in Johnston neighourhood, five per cent said yes, 74 per cent said no, six per cent weren’t sure and three per cent didn’t respond.

JNA have been very vocal with the city about the issue of secondary suites.

Although most who’ve spoken to the issue have been against secondary suites due to its effect on traffic and safety, some residents are saying secondary suites could be essential to the neighbourhood and city affordable housing issue.

Others have said it could create housing near the college for students.

Since the city and council have awarded the spot zoning to allow secondary suites in the neighbourhood, JNA have decided to take legal action.

Members are currently in the process of raising funds for such lawsuit.

magination Park is gearing up for another summer of excitement for Quesnel kids.

For the first time, all new staff members are coordinating the camp, bringing fresh ideas to the table, while keeping favourites to ensure a fun-filled week.

Melia Moorhouse, the newest coordinator for the program, is starting her first year as coordinator after spending 10 months studying in Ireland.

“I wanted to do something fun and exciting,” she said, explaining why she decided to apply for the position.

“I wanted a job where I actually had more of a purpose, a job that was more than just work.

“I wanted a job to make my summer more fun.”

Although she is studying political science, philosophy and economics in Dublin, Moorhouse brings plenty of experience to the table.

“I coached ringette for quite a few years, did refereeing for ringette and soccer,” she explained.

“I also did a lot of theatre and directed some stuff.”

The weekly camp, which runs Monday to Thursday from 9 a.m. to 3:30 p.m., is based on a different theme every week.

“We have nine themes this summer,” Moorhouse said.

“The first week is I Am Canadian week, the second week is Hawaiian adventures.

“After that, we have Quesnel’s Got Talent, which will see

“After August Christmas, we have the Hunger Games Week and the last week is Summer Survivor week.”

Activities

throughout the week include trips to Yorston Farms, the corn maze and Moose Meadows.

Moorhouse is looking forward to one week in particular.

“I’m really excited for the Hunger Games week,” she said.

“We’re going to divide the kids into all the groups from the ‘districts’ and do activities based on that for the entire week.”

She said another highlight of the summer is the last Friday of the

program, the rec centre sleepover.

“The sleepover is a big one; it’s a chance for the kids to come at the end of the summer for one last big party.”

As much as she’s looking forward to coordinating the camp, Moorhouse is still adjusting to being back in Canada.

“I ended up coming in a little bit late,” she said.

“I’ve been trying to take over and get used to it. It was difficult coming home with a completely different sleep schedule and getting to work right away.”

Moorhouse had a lot of catching up to do, as none of last year’s staff returned, so she has started from scratch.

“I have what they did last year, but it’s basically up to me,” she said.

“I planned the first week and once my staff get here, they’ll help me plan all the other weeks.”

Registration for the camp is still open and will remain open until the week is full, although Moorhouse said some weeks are already full and have kids on waiting lists.

“Our maximum for the classes is approximately 30 and we expect them to fill up pretty quick, as they have in past years,” she explained.

Costs vary depending on the week.

Four day weeks are $82 for residents and three day weeks are $63. All kids between the ages of six and twelve are welcome. For more information, call the Quesnel and District Arts and Recreation Centre at (250) 9928200.

A sophomore donation from the TELUS Community Action Team towards Barkerville Historic Town’s Educational Programming: K-12 School Students ensured the Barkerville School Program kicked off its 2013 season in style – Victorian style, that is.

“TELUS is proud to have supported Barkerville’s Educational Programming: K-12 School Students again this year,” Rod Peck, Manager of TELUS’ Field Support CSD Home Team in Quesnel said.

“Partnering with the Barkerville Heritage Trust ensures that our youth understand the importance of the Cariboo Gold Rush and its place in Canadian history.”

The National Historic Site of Canada’s award-winning, curriculum-based interpretive School Program has provided exceptional interactive history lessons for British Columbia students for decades.

Thanks to a recent contribution from the TELUS Community Action Team, which allocates annual grants to charitable organizations in Northern British Columbia, the 2013 Barkerville School Program launched with tremendous excitement and much appreciated supplies, May 16.

Barkerville used the TELUS funds to help facilitate a comprehensive program schedule for students of all ages participating in the 2013

Barkerville School Program, as well as purchase materials and supplies required for the implementation of fully-immersive, educational experiences.

“The support of TELUS’ Community Action Team has had an immediate and measurable impact on our School Program this year,” said Judy Campbell, Barkerville’s Chief Executive Officer.

“Nearly 2,000 students, teachers and parents from

49 different British Columbia schools will ultimately benefit from TELUS’ gift.”

The funds will be used to offer a 4th annual community barbecue in September for families who may be affected with Neurological Disorders. This barbecue raises community awareness regarding Autism Spectrum Disorders and other neurological disorders and plays a small

part in enhancing the lives of families in our community.

When you participate in systematic investing (also known as dollar cost averaging), you’re continually putting your money “in motion.”

In other words, you put the same amount of money into the same investments at regular intervals. For example, you invest $100 per month in Company ABC stock. You could even have the set amount sent directly from your chequing or savings account.

Of course, as the price of ABC stock, like those of all stocks, is constantly changing, your $100 investment will most likely buy different numbers of shares each month. This can work to your advantage, because when ABC stock price goes down, your $100 will buy more shares. When the price goes up, you’ll automatically buy fewer shares, just as you’d typically buy less of something when its price goes up.

Over time, systematic investing typically results in a lower average cost per share than if you were to make sporadic lump-sum investments. If you can lower your investing costs, this may help boost your investment returns. This also can be an effective way to fund your retirement account(s) each year.

(Keep in mind that systematic investing doesn’t guarantee a profit or protect against loss. You’ll also need the financial resources available to keep investing through up and down markets.)

How Dividend Reinvestment Works Dividend reinvestment is similar to systematic investing in that it lets you build more shares of an investment. But when you reinvest dividends, you don’t even have to take money from other sources to increase your shares.

Instead you can simply request that the cash dividend be reinvested into more shares of the same stock or mutual fund. It’s an effortless way of adding shares. Similar to systematic investing, dividend reinvestment imposes investment discipline — you automatically keep putting money in the market during up and down periods. (Don’t forget that dividends can be increased, decreased or eliminated without notice.)

Exercising your investment dollars in these ways can help you keep your portfolio in good shape, which can enable you to make healthy progress toward your long-term financial goals.

A

mid all the salacious Senate scandals recently, I had completely forgotten that I had lunch with Mike Duffy a few years ago.

Well, it wasn’t just he and I, but rather I attended a Conservative fundraising luncheon at the Ramada. Cariboo-Prince George MP Dick Harris invited me to the soiree and, as it turned out, I was the only media person in attendance. Guess that counts as an exclusive.

Harris sat me down at the head table with Duffy and I got to chat a little bit with the journalist-turned-Senator … and now, Senator-turned-Senatereform-whipping-boy.

I do remember that I was somewhat disappointed in Duffy’s speech when he was here, though, as it was as partisan as partisan can be. I was, probably naively, hoping for something less esoteric. However, it was a party fundraiser, so I was probably hoping it was something more than it actually was.

Duffy did make one remark, though, that might come back to bite him and, according to my new source at Maclean’s, he made in several places back then.

Duffy was relatively new to the whole Senate thing and wasn’t afraid to poking fun at the institution.

He quipped that being an MP is a thankless task while being a Senator is a task-less thanks. Yup, I can see that one coming back to bite.

The big question about Duffy’s visit here, of course, is who paid for it.

His luncheon was clearly a Conservative party fundraiser. The Conservative party should have picked up the tab. And the lines do get fuzzy. For example, if Premier Christy Clark flies up to Prince George for a Liberal party fundraiser, which she and her predecessor have done, should the electorate pick up the tab for that? Clark, and her predecessor, travel with an entourage that includes an RCMP security detail.

Should the public or the party pay those expenses if the trip is to attend a party function?

Politicians often get around this by making an announcement in the afternoon prior to the fundraiser, thus making it “official business.”

And politicians wonder why the public often thinks they’re fleecing them.

Art is work, it deserves to be paid for

y friend posted a craigslist ad online from a Vancouver restaurant looking for solo musicians to play in their venue for free, with the privilege of promoting their music. A funny responder to the ad posted a counter offer for a restauranteur to come to their house and cook in their home for free, with the privilege of promoting their food.

Like many people, I shared the posting to my Facebook account and the comments went wild. One was from a restaurant owner defending the exploitive offer, but most came from frustrated artists who were tired of being disrespected and taken advantage of.

“You want entertainment?

Pay for it,” Rick “Poppa Dawg” Hallishef, a well known, well paid local musician posted under the owner’s comment. “The plumber ain’t gonna come and clean your toilet for tips and neither should we.

If you are too cheap to pay, then you don’t deserve live music. And if you play for free, you are getting what you are worth.”

On A Brighter Note Ouch, his last sentence stung.

I’m not a musician, but as a writer I am an artist and I’ve worked for free many times over the years.

It hasn’t felt good, but it’s what artists do, isn’t it?

As expressive people with a burning desire to get our work out of our minds and into the world, we often will accept exposure in lieu of money because having our creations read, seen or heard is vital. Sadly, artists can’t even do that sometimes.

“Get a real job,” is the advice most of us receive, probably because almost everyone knows at least one starving artist that they pity.

It doesn’t seem to matter if that person is the most talented person they’ve ever met - unless they’re making

experience, it never pays off.

I don’t know anyone whose career has skyrocketed due to giving their art away at a fundraiser.”

Gallery giveaways are detrimental to artists because they’re allowing their work to get lost amidst other art in exchange for low bids, or no bids.

They’re usually not putting their best foot forward by showing their best work either, since it’s a freebie situation.

“It does nothing for the artist and that kind of exposure will do the opposite of helping them,” he said. “Yes, I’ve done it.

But it’s not something I would recommend to any artist.”

If art is wanted for a fundraiser, he suggests it be paid for by a donor, and then given away at the full value that it’s worth.

Like PoppaDawg said, the plumber ain’t gonna play for tips, so why should we?

Jock Hildebrand is my friend who shared that craigslist ad in the first place. He’s an incredibly gifted sculptor who has been at it for decades with an impressive collection of art that is now world renowned. But he remembers all too well the expectation that he give his art away for free, or at a drastically reduced rate, to charity auctions for the so called “exposure” he would gain. Now, together with his wife Carmen, they are calling on everyone involved to stop this practice because those kinds of fundraisers reduce the price of art and keep artists in a subordinate position with no benefit to their career.

“Public art galleries should be our biggest championing the arts,” he said. “But they’re doing the opposite when they take someone’s work for free, or for cheap. New artists wanting to break in are promised great exposure by someone who speaks with authority, but in my

Gateway could mean runaway climate change Editor: I am writing in response to Colin Kinsley’s recent letter to the editor.

I attended the city council meeting where Mr. Kinsley made a submission in support of the Northern Gateway Project.

He stated that he had grandchildren and he was doing this for their economic future.

Many scientists, climatologists are very worried about runaway climate change and they believe we are at a tipping point now. Our carbon levels are now at 400 ppm, higher than it had been in the last 2 million years. They have stated that if the two pipelines, Northern Gateway and Kinder Morgan, are built, it will certainly mean that we will have runaway

climate change. I believe this to be true.

Runaway climate change will have disastrous consequences for civilization and will be irreversible.

Many people will be displaced from rising sea levels, food shortages will be become severe and there will be many crop failure.

Hungry people become angry leading to conflict and wars. It will become uncomfortable to live and there will be severe storms, droughts, floods and fires. Volcanoes will erupt as the ice caps melt in Iceland.

Mathane (a greenhouse gas 20 times for potent than CO2) are being released from the melting permafrost and from the Arctic ocean.

So, I would like to ask

I have a better idea.

We need effort and resources to replace fossil duels with “green” energy and technologies. Instead of promoting Enbridge’s northern gateway and the tar sands, you could promote bio-fuels and energy from our forest waste or wind energy in the Peace river country or geothermal energy in Nazko or tidal power on the coast or any number of other green initiatives.

Just think, if we shut the tar sands down we could burn all that “unfracked” natural gas that is presently used to melt the oil out of the tar sands to heat our houses and run our vehicles for the next 100 years.

I would like to suggest

to Mr. Kinsley, that he could promote conservation.

This alone could reduce our dependence on oil by up to 50 per cent.

Instead of driving a 4x4 pickup, he could drive a small fuel efficint vehicle that gets 60 mpg. Or he could live in a house that costs $200-$300 to heat a year instead of $2000 to $3000.

Mr. Kinsley could lobby the government to increase the carbon tax on fuel that could be put into public transit or green initiatives. He could lobby the government to change the building code to include quadruple sealed windows and green roofs.

All these initiatives would create employment and grow the economy.

The same night that

Colin Kinsley presented his perspective to city council, Katrin McLean also made a wellresearched and passionate presentation about the potential threats to the eco-systems and wild life and stressed that the Northern Gateway project should not proceed.

I was impressed with the knowledge and awareness about the issues of our city councillors and mayor. I am sure they will do the right thing and NOT endorse the Northern Gateway project.

Even if the project is as safe and as good for the economy as Mr. Kinsley claims, with its harm to our climate, it is not a good project for BC, Canada or the world.

night and Alison Redford was making a joke, I think. She said they “were stewards of the environment.”

I didn’t think it was very funny. Canadians are second only to the Americans in the amount of CO2 emitted per capita (about 20 tons/year) and we are rapidly becoming #1 in the world.

We need the same world wide effort to combat climate change as the effort that defeated Hitler in the Second WW. That means me, you, government and corporations and everybody else joining the effort.

Please help make me a proud Canadian and be a leader against climate change.

Choosing to be something Y ears ago, when our boys were just little tykes, the freshly plowed garden was the favourite place to play in the spring time. They loved to run barefoot through the just-turned dirt and sink up to their little knees. And just to improve on a “perfect” playtime, they sometimes got the hose going to make lakes, rivers and watering holes for the animals.

One day when they came in for lunch, they left the water running and on returning to play sank into the mud, stepping right out of their gum boots and up to their little hips! Cries for help rang out, but when rescued, I just released them to have a wonderful, squishy romp in the mud, to sling mudmitts across the garden and generally enjoy pig-heaven – something I hear can be very expensive at fancy spas.

Looking back, I am amazed to remember how perfectly “safe” and normal the wet mud hole appeared before the boys entered the quagmire. So many things in life puzzle me

Some may react to situations like this by stepping back and refusing to make any choice.

But this little gem comes to mind regarding that option: “There is only one way to avoid criticism – do nothing, say nothing and be nothing.”

Many of us have found out that by doing nothing, we actually are “doing something.”

We see the application in life, merely abstaining from evil does not make one good. Thus no number of don’ts can make a person a Christian. Adding up don’ts is like adding up a column of zeroes; the answer is still zero.

We meet many people who pride themselves on the 1,000 bad things they don’t do, but they are unable to point to a single, positive, good thing that they do.

Merely doing nothing is a most dangerous mistake for us to make. In order to be a force for good, we must engage life and act when we see a way to make a positive difference.

Cariboo Memorial Complex, Williams Lake Replacement of Dehumidifier Condensers for Pool Heating The CRD is seeking Expressions of Interest (EOI) from qualified Mechanical contractors who are interested in submitting bids to carry out the replacement of two existing water cooled dehumidifier condensers and modify the controls to re-instate operation of the pool heat recovery system and optimize condensing boiler operation at the Cariboo Memorial Complex located in Williams Lake. This work will involve refrigerant piping to be installed by an experienced, qualified and licensed refrigeration contractor or approved sub-contractor.

Rangers learn to work from the back of a horse ANNIE GALLANT Observer Reporter

W

hen the military arrived at Pen-Y-Bryn farm, just south of Kersley, it wasn’t so much a military exercise as an outdoor classroom where horses were desks and Paul Nichols, his family and several local equine experts were the teachers.

Nichols is a member of the 4th Canadian Ranger Patrol Group.

The role of the Rangers is to provide a military reserve presence in those sparsely settled northern, coastal and isolated areas of Canada which can not conveniently or economically be covered by other elements of the military.

They provide lightly equipped, self-sufficient mobile forces in support of the Canadian Forces’ sovereignty (above the 60th parallel) and domestic operation tasks.

However, up to now that has never included on horseback.

Nichols saw an opportunity to bring his extensive horse skills to the Ranger training program.

The 4th Canadian Ranger Patrol Group covers Western Canada from Haida Gwaii to Manitoba and provides the eyes and ears for Canadian Forces and the Government of Canada, Commanding Officer Lieutenant-Colonel Tim Byers said.

There are 42 patrol locations within the 4th Ranger Patrol, 25 of which are in B.C. “We go into areas and recruit those with existing skills such as hunting, fishing, trapping, boat skills and other local expertise.

They know their area very well,” he said.

“What we’re looking for is to tap into existing skills which the military needs to operate in every part of Canada. These rangers are essential to Canada.”

Nichols is uniquely positioned to be a Ranger as he has a military background in addition to his horsemanship and other skills.

As ex-military, Nichols brings the ability to bridge between civil powers and regular army. He knows both sides.

Rangers came for the horse training course from across the patrol area and somewhat unusual, the students also included regular military personnel.

“Most of the soldiers and rangers had very little exposure to horses so we went through a few days of introduction to horses then some went on advanced trail rides,” Beyers said.

“To be fair, some of those on the advanced rides had never been on a horse before coming to the course.”

Nichols said he was out to prove, in five days, he could take people

with no riding experience, teach them the skills they need and cover ground inaccessible to allterrain vehicles.

“And we did it,” he said.

But Nichols wasn’t alone. He drew on the expertise of local horse people such as Gary Nicholson and of course his own wife Terry and daughters Jordan and Kirsten.

“We had a really great crew at the farm. I think as challenges came up we quickly worked together, everyone was very likeminded with different approaches to solving the same problem,” he said.

“Of course there were problems, but nothing we couldn’t overcome.”

Both Beyers and Nichols agreed the week-long training session was a huge success.

“I think it went outstanding,” Beyers said.

“We’re looking to do it again next year.”

He also said with the training session including regular soldiers it was a great introduction of the rangers and their skills to armed forces personnel.

“Rangers aren’t as well-known to the regular soldiers, but in current military thinking, rangers are considered an essential service, so as we better educate the regular soldiers on the abilities of these rangers, it’s excellent for the military and the Canadian Government,” he added.

The operations group will be back in Quesnel in September to discuss next year’s training and other options for incorporating horses in not only the ranger program but also possibly the regular military. There are also possibilities for a horse program with the Junior Rangers, which are similar to the cadet program.

Nichols looks forward to new opportunities and says one of the things Pen-Y-Bryn farm does very well is partnerships.

“With such groups as CHAAPS, high school programs and 4-H horse programs, we provide the facility and we help them out where we can, but basically they’re on their own,” he said.

“This is just another partnership for us, but one that is very close to my heart.”

Terry and Paul are hosting a barbecue on Sunday, June 23, 6:30 p.m. at Pen-Y-Bryn for all the local people who assisted with the week-long Ranger training session.

Quesnel has been offered photographs and other items of historical interest, it was learned at council Monday, when a letter from G.H. Melvin, chairman of the Vernon Museum and Archives Committee was read.

Some of the material relates to the old B-X Company, a pioneer transportation business in the Cariboo. The letter was referred to the Historical Society, who will try and send a Representative to Vernon to accept the material on behalf of the Town.

New Focus Society, holder of the Welcoming Communities Action Plan contract, is partnering with the City of Quesnel to hold a multicultural Canada Day celebration this year in Lebourdais Park. To this end, a logo contest was held to find the perfect design to put on the volunteers’ T-shirts. The winner, Brandi Mack, was presented with a Samsung Galaxy Tab 2, June 6 at New Focus Society. Dianne Yvonne Holyk December 13th, 1947 – June 11th, 2013

Leo Rutledge Sr. Obituary Tribute

August 13,1938 ~ June 15, 2013 Dianne Holyk passed away peacefully in Victoria, BC after a brief illness on Tuesday June 11th, 2013 with her family by her side at Victoria General Hospital.

Dianne was born in Leoville, Saskatchewan on December 13th, 1947 to Antoinette and Elmer Doucette. Dianne was the eldest of eight children born to her parents. On August 2nd, 1968 Dianne married David Holyk and together they had two children, Jackie and Michael. In 1975 Dianne and her family moved to Quesnel, BC where she made her home for the next 38 years.

Dianne was known as a selfless individual and a hard worker, having spent 23 years working at Quesnel Forest Products, before her retirement. She frequently volunteered for the various sports organizations her children or grandchildren belonged to. She could often be found shuttling Jackie and Michael and their friends or teammates to the Quesnel Civic Arena or the various softball and baseball fields around the city. She was much admired for her devotion to her

children and grandchildren and their dreams. In her retirement years she could most often be found in her yard tending to her gardening or spending time with her beloved dogs, Maggie and Ben. Dianne is predeceased by her parents Antoinette and Elmer Doucette.

She is survived by her husband David, daughter Jackie (Ron) Richert, son Michael (Kari) Holyk, sisters; Lucille Robins, Angela Fjeld, Laurette Peet, Annette Nolette, brothers Andy Doucette, Hubert Doucette, Laurent Doucette grandchildren; Regan, Alena, Casey and Timothy.

Dianne will be deeply missed by all of her friends and family and will be remembered by all who knew her as someone who had a tremendous impact on those around her. She liked to help others with as little fuss or attention as possible and leaves this trait as her greatest legacy to her children and grandchildren.

These wonderful men and women provided Dianne and her family with a peaceful and dignified final few days together.

Friends and family are invited to Dianne’s funeral which will be held at St. Anns Catholic Church in Quesnel, BC on Saturday, June 29th at 11:00 am. There will be a tea hosted at the Parish Hall after the internment to celebrate Dianne’s life.

In lieu of flowers, Dianne’s family would like to have any donations be made to the Quesnel School District Breakfast program.

She found her work with the students of Red Bluff Elementary School in the breakfast program extremely meaningful and it was one of the most rewarding experiences of her retirement.

Leo was born in 1938 in the Ft. St. John hospital, and was raised on the family farm in Hudson Hope, B.C. After Agricultural College he worked on the family farm until 1965, followed by a couple of years in the oilpatch before joining the Ministry of Highways. He spent the next 27 years in the northern part of British Columbia, moving to Quesnel in 1988. In 1991 he retired from road maintenance and owned Rutledge Excavating followed by Rodeo Creek.

Leo is survived by his loving wife of 50 years, Glenys, his daughter, Christine (Paul) Kennedy, and his sons, Leo (Sandy) and Stephen (Marni); all his ‘favourite’ grandchildren, Jennifer (Tyler) Selzler, Stephanie, Kayla, Kimberly, Kassidy, Jared, and Alissa. He is also survived by his two sisters, Valerie Powell, of Ft. St. John, and Linnet (Peter)Kiss, of Edmonton, and their families.

He is predeceased by his father Leo in 2005, his mother Ethel in 2011, and his brother-in-law Hubert Powell in 2008.

Leo loved being outdoors, hunting, fishing, golfing or team roping. But above all else, he will be remembered as a proud and devoted family man.

The family wishes to thank Dr. Buys, Dr. Casses, Dr. Evans, Dr. Walker, Dr. Verma, everyone at GR Baker Hospital and the community nursing staff for all their care, compassion and support during Leo’s illness.

A memorial team roping and celebration will be held at Alex Fraser Park on September 7, 2013.

The Quesnel and District Hospice Palliative Care Association and the Canadian Cancer Society are co-beneficiaries of all the funds raised. These two organizations have an 18-year history together! The Amazing Race sends teams on a race filled with many clues and challenges that need to be fulfilled.

Extraordinary things are hiding in places you may pass by every day but never think to look at. There will be 8 – 10 events which will test you physically and mentally and fabulous prizes include train rides to Jasper, a flight to Vancouver, raft trips, golf passes and many more! This event will push you to become an adventurer in search of something. Life can prove to be like a parachute jump where you have to take chances, or you find yourself falling over and getting up again.

With cancer, there comes many questions and few answers. There comes pain and suffering.

Sometimes, the only weapon a person has left to fight with is hope.

The event needs more volunteers and if you are interested in lending your time and talents, contact the Quesnel unit office at 992-6551. I will leave you with a quote from one of my favourite books, My Sister’s Keeper (if you’re looking for a good summer read, I strongly suggest it.) Maybe who we are isn’t so much about what we do, but rather what we’re capable of when we least expect it.

JONAS GAGNON Observer Reporter Come next boxing season, the boxing club, and the community at large, will notice a hole somewhere very near its heart.

Doern, a stalwart of the community and founder and coach of the Two Rivers Boxing Club, is heading off to Alberta this summer to follow a job.

Though the boxing community may miss him, he’s found a family to make sure it doesn’t crumble in his absence.

Matt Tessier and Tracy Murphy will be taking over the club, with their son Kyle Tessier helping out.

The Tessiers have been part of the club ever since they put Kyle in the club just over three years ago.

The Tessier’s commitment to the club, with Kyle never missing training and the both Matt Tessier and Murphy coming along with their son to watch, impressed Doern.

A year ago Murphy started doing secretarial and treasury duties when Doern was feeling spread thin and Kyle took on a leadership role within the club as well, leading stretches and taking on some of the training from the older boxers whose careers and families weren’t letting them out to the club as much.

So when Doern needed someone to fill his shoes, he turned to the Tessiers.

The transition won’t be an easy one, as the family moves to take the place of a coach that has nurtured the club since it’s very beginning.

“We have some big shoes to fill so hopefully everyone still comes and supports us,” Murphy said.

Though this will be Matt Tessier’s first foray into coaching boxing, he said it’s been a passion of his for a while. He also brings some martial arts knowledge to the club.

His real training though has been through Doern.

“Wally’s an excellent coach and for the past three years I’ve been watching him,” Matt Tessier said.

“We’ve been here three days of the week every time and I’ve been learning from him.”

This isn’t the first time Doern has left town to follow job prospects, but it is the first time he will hand the reigns of the club over to another coach.

Last time Doern closed down the club, a few of the boxers tried to keep it going but couldn’t put up with the weight of the club.

“It’s a lot of responsibility. Doern

said.

“As a coach if you feel sick or like you don’t want to go, you have to go because you can’t have that door locked with people coming there. That’s not the way to do it.You have to go whether you want to go or not, or make sure you have someone to back you up.”

This time however, Doern doesn’t know if he’ll ever make to back to Quesnel, forcing him to find someone who’s willing to take on the responsibility if he wants the club to continue.

He said he’s happy to have found the Tessiers and is confident in their ability to continue the work.

The Tessiers, for their part, are happy to take a bigger part in the club.

Though Kyle has only been learning the sport for three years, he took to teaching when he was asked to head up the stretches.

Over time, that has morphed into teaching in other ways. And that teaching, in itself, has become a passion for the young boxer.

“I really enjoy teaching it; I love it actually,” he said.

“Sometimes I enjoy teaching more than learning.”

But the boxing club has always been about more than just learning how to punch and guard. For Doern, it has been about teaching young people respect and good companionship and keeping people out of trouble on a Friday night. And giving all of that at an price that was made affordable for everyone.

“Either you paid or you didn’t,” Doern said of system of fees for the boxers.

Having a child go through that training, the Tessiers knew how it could affect the young boxers for the better.

Matt Tessier said the training has had a big, positive affect on Kyle and Kyle agrees. Seeing that positive change in his son, Matt wants to help.

“We thought it was a great idea to keep the club open and keep his legacy going and have somewhere to come for the kids to showcase their skills.” Matt said.

And Doern isn’t going to abandon them to their own devices. Both the Tessiers and Doern realize that the transition will be hard and with the technology of the day communication will be easy. Between phone calls, Skype and emails, there are plenty of ways for Doern to communicate.

And when it comes down to it, Matt knows that simple distance won’t change Doern’s status in the club.

“If he comes to town it’s still his club essentially,” he said. see PAGE A21

Cariboo memories from the ring from A20 Of course, the change isn't easy after 12 years of coaching.

"I have mixed emotions. It was my creation but I know at this point in my life I have other plans I want to see done," There are many memories Doern said he holds dear and acievements he’s proud of from his time in Quesnel.

One of the biggest things for Doern is watching young people in his gym, some with a history of trouble, sweating it through a training sessions of a Friday night.

“It was my biggest achievement,” he said.

It was efforts like that, to get troubled teens off the street, offering boxing as an option no matter what financial problems families might have, that made Doern an important part of the community at large, culminating in a nomination for Citizen of the Year.

And when he got those young people in the gym, it wasn’t fighting he was trying to teach them, it was respect and good sportsmanship in the guise of pugilism training, because respect and good sportsmanship can continue with a person as they continue their way through a life after boxing One of his greatest memories ringside is taking the B.C. junior boxing team to nationals in St. Johns, Newfoundland.

The community also recognised Doern for his work in getting people to visit Quesnel by putting on his Rumbles by awarding him the community booster award.

The pinnacle of his time as a coach came just this year when he was inducted into the B.C. Amateur Boxing Hall of Fame for his efforts to build the sport here in central B.C. It’s the people and the community Doern said he’ll miss, as the sport itself is portable and will be going with him in his training schedule.

“It keeps the blood pressure down,” he said with a laugh.

Doern waid he’ll miss watching the kids grow and coaching them through the sport, especially with a few up-and-comers that he sees some potential in.

But Doern, just like the dozens of boxers he’s coached in the past, has seen it’s time to move on with his life.

The boxers that have grown under his tutelage will miss him though.

“I'm definitely going to miss Wally,” Kyle Tessier said.

“Without him I don't think I'd still be in the sport . He encouraged me to keep going, to go to the bag and to compete.

He even encouraged me to start teaching.”

Dan Mott, one of the older boxers at the club, will be sad to see Doern, who he said was the main reason the club has stayed open, go.

"It sucks to lose him because he's so passionate," Mott said.

Now it’s up to the Tessiers to provide the passion as Doern moves on with his life to Alberta.

But where ever Doern goes he’ll be a part of the club; after all, he’s just a phone call away.

Although 50 yearlings also met keen buyer interest. Brenda Kelly put the fire to our butcher trade in the bull division with 2075lb butcher bulls to 84.00 with a top black Gelbvieh. Dave and Wanda Casorso had 1298 lb butcher cows trade to 70.00 their 1188 lb young butcher cows traded to 75.25.

Mike Street had 1410 Hereford cows mark 71.25. The Sather Ranch also with a tag string of butcher cows their pen of 1096 lb butcher cows rolled to 75.00 the heavy cows 1355 lb powered to 73.00. Brandon and Shauna Blaine had 1385 lb butcher cows at 72.25. Steve Bezpaluk had 690 lb. Black Angus heifers top 132.00. A few cow/calf pairs today. Peter Borsboom topped the trade with Black Angus cow/calf pairs topping 1625.00 per pair.

Steve Harvey’s 879 lb. Black steers hit 120.50, the 712 lb. Black steers reached 137.00.

The 719 lb. replacement Black heifers sold to 129.00, the 861 lb. heifers sold to 102.50.

Vic Vallee of P.G. stood on top in the men's class 'A' with an unmarred record of three wins. Mike Cunningham, also of P.G., and Joe Brietkopf of Abbortsford, were caught in a second/third tie, both with three wins and a pair of losses.

Prince George's Ida Boschman won the women's class 'A' with two wins and a loss, followed by Quesnel's Helene Boudreau with the opposite record.

Boschman went on to take first in the mixed 'A'.

Vallee also dominated the men's 'B' class, with six wins and nary a loss. Cunningham once again came in second to Vallee, losing two of his six games, and Phil Erickson rounded out the top three with a pair of wins and four losses.

Jeanette Ferrara took the top place in the women's class 'B' with four wins, followed by Helene Boudreau.

Boschman took first in the Mixed 'A', the senior's mixed and the senior ladies and men mixed. Helene Boudreau took second with two wins and an equal amount off losses in the senior ladies and men mixed.

Vallee once again found victory in the senior men's 40 foot, though not as handily as his other victories as he was forced into a playoff for the top spot. Erickson came in second with five wins and a couple of losses. Cunningham came in third with a four win, two loss record.

Marcel Pinette took first in the senior men's 30 foot.

Ferrara took first in the women's 'C' class, followed by Boudreau in second.

Erickson found his way to first in the men's 'C' class with five wins and a single loss, though he had to win a playoff to get there.

Herb Boschman of Prince George took second with two losses in his six games. Cunningham and Brietkopf tied for second/third, each with three wins and a pair of losses.

Harold Noakes took first in the men's 'E' class.

Premier Christy Clark has rolled back salary increases for political staff, after getting an earful from voters.

Clark told reporters Wednesday that salary increases for her chief of staff and new positions with the same title in ministers' offices will not go ahead.

"I have heard a lot from British Columbians in the last week about this issue of changing the pay scales and pay levels for political staff, so today I am rescinding those changes, because leadership means listening to people," Clark said. "Although the original change would have meant we were underspending the budget by $100,000, I've heard loud and clear that people didn't like it."

The lone exception is Clark's new deputy chief of staff, Michele Cadario, hired for the premier's office after serving as deputy campaign manager for the B.C. Liberal election campaign. Cadario will receive a salary of $195,148 to do the operations and policy roles formerly done by two people.

Dan Doyle, Clark's chief of staff, remains at the same salary as Cadario. A government spokes-

man said Doyle never accepted any raise, but recommended the maximum for his position be increased to $230,000 to attract the best candidate for his successor.

The top rate for ministry chiefs of staff, formerly ministerial assistants, will remain at $94,500 a year. The top rate for them was first increased to $105,000, then rolled back to $102,000 before being cancelled. Five of the people appointed to those jobs have had raises cancelled.

NDP leader Adrian Dix, contacted in Kelowna where he is campaigning in a byelection where Clark hopes to win a seat, said the raises show the government is "tone deaf" to the concerns of ordinary people.

Dix said the decision to scrap the raises is "the first victory for Carole Gordon," the NDP candidate in the Westside-Kelowna byelection.

Gordon is running in the byelection called for July 10, after Clark was defeated by NDP candidate David Eby in a bid to retain her Vancouver-Point Grey seat.

In the May 14 general election, Gordon lost by nearly a two-toone margin to B.C. Liberal incumbent Ben Stewart, who resigned last week to allow Clark to run.
