does care about students like me and students who are LGBTQ (lesbian, gay, bisexual, transgender and questioning), or have gay or lesbian parents or gender identity issues,” said Hope. “The board is recognizing this and saying that it’s okay.” Prior to coming out, he said, there were times he felt it was far

from okay to be gay. He hated himself and was afraid because everything he read about homosexuality seemed to be negative. But when a friend committed suicide as a result of gay bashing, Hope took action. He was among a group that approached the Surrey Board of Education a year ago, calling for the school district to establish an anti-

homophobia policy. A committee comprised of teachers, district staff, parents and students was struck almost immediately, spending months forming a stand-alone regulation aimed at supporting “students, staff and community members of all sexual orientations or gender identities.”

Policy: Surrey joins 23 other districts

From Page 1 Hope said while the subject is often an emotional one, everyone came to the table with passion and with an open mind. He believes the regulation will spark classroom conversations and result in greater openness and acceptance. “We’re moving forward and it’s going to counteract the history of Surrey and hopefully change the perception,” said Hope. The history he refers to goes back more than a decade – but is one that haunts the school district. It began in 1997 when a primary teacher named James Chamberlain asked the board of the day to approved three children’s books featuring same-sex parents. His request was denied, sparking legal action that spanned years, divided the community, garnered national attention and proceeded all the way to the Supreme Court of Canada. On Thursday, Chamberlain, now a vice-principal in Vancouver, said he was “cautiously optimistic” about Surrey’s new regulation. “A regulation James or policy is as good Chamberlain only as the paper it’s written on unless you have a really good implementation policy,” he said. “Because of their history and the perpetuation of homophobia by previous trustees… there’s a bigger onus on Surrey.” Jordan Tinney, deputy superintendent, acknowledged there remains much work to be done in the fall, including developing staff resources and training programs, educating students and parents about the regulation and weaving it into age-appropriate curriculum. He lauded the committee members, in particular the youth, for their dedication, noting there were many long, open and frank conversations before pens were put to paper. “The impact of the student voice at the table was significant and substantial,” said Tinney. “We hope this will close one or more books on our history…and show we’re ready to move forward.” There are 23 other school districts in B.C. that have also established anti-homophobia regulations and policies.

Balancing budget ‘trying’: Allen District makes ends meet with unspent funds, job reductions by Sheila Reynolds

UNlIKe MaNy B.C. school districts that are facing deficits and drastic cuts, Surrey has managed to balance its budget for the upcoming school year. But it has hardly been easy, said Trustee Terry Allen, who chairs the Education Budget Committee. The $600-million preliminary operating budget for 2013-2014 is comprised of $573 million in provincial government grants and $15 million from district revenue from things like international student tuition and renting out school buildings. An additional $12.3 million was found in unspent money from this year, such as funds set aside for snow clearing.

And another $4 million in savings is coming through so called “operating efficiencies,” such as reducing expenditures and some job reductions. The district says no one will be losing their job per se, but the overall decrease in 45 positions – including 25 teachers and 17 support staff – will be mainly through attrition. The budget is based on a projection that there will be 69,798 students in local schools this fall, an increase of just 37 full-time students from this year. While Surrey has in the past benefited from steady increases in student numbers, enrolment is predicted to be “flat” over the next three years, meaning only modest increases in per-pupil grants from government. That, says Sabourin, has made an already heart-wrenching situation a financially stressful one for the family.

The couple doesn’t even own a car, so they either take transit to the hospital daily or hitch a ride with someone. “Dad was working and then going to the hospital at night,” said Sabourin. “Then I told him ‘okay, you need to take this time.’ It’s been very difficult for them.” To help them out with their basic needs, she’s planning a fundraiser on June 29 at Jimy Mac’s Pub in Langley (19935 96 Ave.). “Burnaby is similar,” Toth said. “We’re looking at co-aligning with highways, railways, other linear disturbance to enable the routing.” The company has identified two possible routes across the Fraser between the Port Mann and Pattullo Bridges. In the event of an earthquake, Toth said models suggest both banks of the river will “flow towards the middle.” Asked what safeguards

The rest goes to maintenance and transportation in the Surrey School District. Final adjustments to Surrey’s budget may be made after Sept. 30, when actual student numbers are tallied. By law, B.C. school districts must submit a balanced operating budget by June 30 each year.

Trustee pay is reviewed each year and is based on the Consumer Price Index (CPI) for Vancouver. While the rate has increased steadily over the years, this year, it decreased 0.8 per cent. In accordance with district policy, it was recommended that the pay for Surrey trustees be reduced to reflect the CPI change.

It is notable that Lower Mainland cities are asked to accept something that some U.S. cities are rejecting. And it may well be time, as opponents assert, for the country as a whole to draw the line environmentally and voice resistance to fossil fuels, such as thermal coal. However, by dragging in too many non-germane arguments against this specific plan, opponents run the risk of devaluing legitimate objections, making them all seem spurious by association. Yes, more trains in Crescent Beach and White Rock add noise and limit access to otherwise seemingly idyllic communities. And yes, on a much grander scale, coal-powered energy in China leaves behind a huge carbon footprint, with its pollution felt a continent away in not-intangible smoke clouds. But worrying about such hyper-local or excessively broad issues is not the mandate of Port Metro Vancouver as the financially self-sufficient port authority serving this area. Opponents of coal should be wary of a pending health-impact assessment by Fraser Health’s chief medical officer. While this might seem positive, it is a card that can be played only once. If the findings are less than conclusive that coal-carrying trains pose a real risk, it will discredit other public health concerns related to coal, and they will be all the harder to argue in future. Port Metro Vancouver CEO Robin Silvester has already seized on the threat that the Surrey terminal could be closed down if health concerns are proven. This, he claims, is de facto proof that coal-handling procedures, to this point, have been little cause for concern. In reality, imported coal has been handled in B.C. for decades with far less stringent controls. The coal at the proposed terminal would not be piled in the open, and port, coal industry and union representatives remain adamant that coal dust can be suppressed so that it poses no risk. It behooves those who doubt this to offer even more convincing proof, rather than simply blowing smoke by resorting to easily dismissed emotional appeals. – Black Press

They have been handed some of the hottest problems, and Clark’s marching orders in “mandate letters” for each ministry. And this is the start of a four-year term, when unpopular reforms are attempted. Take Amrik Virk, the former RCMP inspector from Surrey who’s suddenly in charge of advanced education. His mandate includes: “Review the student loan program to make recommendations for improvement to ensure the loan program is meeting the needs of today’s students.” Virk must also set targets to “match the skills we need with the skills we are graduating” and require post-secondary schools to “ensure student seats are being filled.” B.C. can’t afford to keep cranking out university grads with $50,000 in debt and no job prospects in a system that’s subsidized 65 per cent. Students Surrey residents being left at the bus stop learned their lesson It’s been seven months since the Port Mann

I was so proud the other day to

find out that my son Arvin and his classmates at Walnut Road Elementary achieved one of the highest level of accomplishment in the Climate Change Showdown Contest. As a result, they were invited to city hall to receive an award from Mayor Dianne Watts and council. We (parents of children in Ms. Sanghara’s class) were told to be at city hall 3:30 p.m. sharp as the ceremony would begin at 3:45 p.m. sharp. We were reminded of this many times. Well, we were all there, but the mayor and council were not. In fact, they did not show up until 4:40 p.m. To say that parents were upset at their tardiness is to put it mildly. When these elected representatives did show up and begin the meeting, did they not provide the customary, “Sorry for being late,” they just began the meeting without any acknowledgement of the late start. The ceremony took less than one minute in total. If we are to teach our children any lessons – such as the importance of being punctual; the value of being on time and good manners; and apologizing for making a mistake – then the mayor and council did a terrible job as role models. Afterwards, the other proud parents and I discussed the bad behaviour of our elected representatives and decided to teach our children a new lesson: how to vote these people out of office.

Express bus #555 was running and North Surrey residents are still left behind – literally. Initially a stop was promised under the 156 Street underpass as part of the Highway 1 improvements, but nothing was delivered – to the disappointment of all Surrey residents. The reason? Not enough money. For a solution to this problem I think TransLink should think creatively and use the existing infrastructure they have to bring service to underserved communities. I for one propose two simple solutions that are also free. One, re-route the existing #555 bus by exiting

on 160 Street and taking 108 Avenue and reentering the highway at 156 Street. Alternatively, exit the highway at 160 Street, connect at the east Guildford stop and re-enter the highway at 156 Street. This small detour of three to four minutes would greatly increase the reach of the 555 bus and also serve Surrey residents. The second solution would involve partially rerouting buses, like the #337 Fraser Heights, that currently go down 104 Avenue to connect to Surrey Central SkyTrain Station, to take 156 Street and connect to Braid Station in New Westminster. This is even a simpler solution with no cost. I think having a growing community like Sur-

rey, with one of the widest bridges in the world in its backyard, not being serviced by public transportation is something that needs to be addressed by TransLink right away. Perhaps conducting open houses with residents in Surrey regarding re-routing busses that usually use 104 Avenue to use the new Port Mann Bridge is a conversation that needs to happen. The bridge is there and TransLink should start to use it. I call on all levels of government, TransLink and the City of Surrey to work together and get this done right away.

Rare jewel deserves to be protected

a letter writer say a huge sequoia tree located just off of 104 avenue on 133 street should be the centrepiece of a small city park, which would be just a block away from surrey’s new city hall.

I am so glad that “the tree” (the incredibly huge

sequoia just off 104 Avenue on 133 Street) is getting some well-deserved publicity (“Rallying to save a giant,” The Leader, June 11). It is a rare jewel of nature that deserves to be protected. When I discovered this magnificent tree for myself several years ago, I called city hall and was told that it was not one of Surrey’s protected heritage trees. My takeaway from this was that, if a developer convinced city hall that the tree’s location made building on the property difficult and agreed to replace it with a few smaller trees, that this would be okay. On this past weekend I was reminded how spectacular this sequoia is when I witnessed in about 15 minutes five cars drive up to the property where the tree is located. The passengers quickly got out of their cars to stare and exclaim at the remarkable sight. Why not make this tree the centerpiece of a small city park? Imagine: just a block away from our new city hall is one of the largest and most majestic trees in the Lower Mainland. Our mayor and city councilors could take a fiveminute walk from our city hall to be reminded that our seemingly important daily concerns in modern life should be balanced by a sense of responsibility to the wondrous environment we inhabit.

As for donating his city salary to charity, well, let’s remember that’s going to get him a hefty tax refund next spring. Not much of a sacrifice if you ask me. that won’t be forgotten at the next local elections in 2014. The councillors who voted for that won’t get my vote. I’m disgusted with Premier Christy Clark suggesting that this is an appropriate route to go to save taxpayer money, when she herself has forced a byelection so she could sit in the legislature.

he Fraser Valley Heritage Railway Society (FVHRS) pulled out all the stops this past weekend. After an official opening on Saturday at the replica Cloverdale Station, restored interurban railcar 1225 began its first full day of operations since the B.C. Electric Railway (BCER) shut down in the 1950s. It’s a day the Fraser Valley Heritage Railway Society, volunteers, their supporters and sponsors have waited for for close to a decade. Fifty-seven passengers boarded the railcar for the first of six round-trips from Cloverdale to Sullivan Stations, where the car was restored. Passenger runs of BCER 1225 will operate on Saturdays, Sundays and holidays up to Thanksgiving. There is wheelchair access, with the help of an electric lift. One witness said she heard glass breaking in the house on Tuesday night. It was the 18-yearold son from the man’s first marriage. The witness asked him what he was doing, and he said he lost his keys. Then on Wednesday night, she heard two loud bangs, which she thought was a gate closing. IHIT issued a brief release at noon on Thursday stating that a man and woman were found deceased in the home. “Any details surrounding their deaths or any information that could possibly identify the two deceased individuals is being withheld until the family have been notified,” IHIT Sgt. Jennifer Pound said.

Parole set at 16 years for wife killer by Sheila Reynolds

admitted earlier this month to the brutal daytime slaying of his estranged wife, will have no chance of parole for 16 years. On July 28, 2011, Singh walked into the newspaper officer where Ravinder Kaur Bhangu worked and attacked her with a hatchet, cracking her skull, and then stabbed her repeatedly with a knife. The court heard that he was upset because she had left him. Singh was initially charged with first-degree murder, but pleaded guilty to the lesser charge of second-degree murder on June 10. The conviction carries an automatic life sentence, with parole eligibility set by a judge. On Friday, B.C. Supreme Court Justice Mirian Maisonville set Singh’s at 16 years, which is what both Crown and defence had agreed was suitable.

Collins ready to give cancer the boot A goal of $1 million to help families affected by the disease

to take a couple of kicks at cancer. More specifically, 4,000 kicks at the deadly disease. On Saturday (June 22), at the Jack Poole Plaza in Vancouver, the 32-year-old Langley man began Kicking Cancer. The initiative will see Collins — a former football kicker and soccer player — attempt to kick 40,000 field goals at eight events between now and the fall. It works out to about 500 field goals per event.

Last year, Collins aimed to kick 100,000 yards in field goals — 2,858 field goals of 35 yards apiece — during a 48-hour span at an event in Richmond. He managed to kick 1,955 field goals, a total of 68,425 yards, and raised around $10,000. The goal is to now raise $1 million for the Ron Collins Foundation, which is named after his father, who passed away four years ago after an eightmonth battle with lung cancer. The Blue Jays, winners of three of their last 10 outings, dropped to 15-23 (won-lost) on the season and are now two and one-half games back of the eighth-place Vancouver Cannons with 10 games to play. The Cannons won two of four games in Kelowna against the Okanagan Athletics, who moved into a tie for ninth place with the Jays. North Delta started the weekend with a 1-0 loss to the Cardinals. Ryo Takenaka was tagged with the loss after allowing one earned run on eight hits and a pair of walks. The 17 year-old from Richmond collected six strikeouts. Evan Rogers had a single and a double to lead a five-hit effort from the Blue Jays offense. The Cardinals outlasted the Jays 4-1 in the second game. North Delta batters totaled seven hits and drew a walk, but managed just one run in the fourth inning which cut the difference to 2-1. Mitch Boychuk was a perfect three-for-three at the plate for the home team, with Brad Antchak adding a pair of singles. North Delta lost another close game Sunday morning, dropping a 2-1 decision to the Twins. Dylan MacAhonic pitched well in a losing cause, allowing one earned over seven innings on six hits. The 17 year-old from Cloverdale had six strikeouts, and did not allow a walk. After scoring just two runs in 21 innings, the Jays crossed the plate nine times to get the lone win of the weekend, a 9-2 victory over North Shore. CHILDREN 83 CLEAVE, Clarence Sidney Feb. 27, 1936 - June 18, 2013 This is to announce the passing of Clarence Sidney “Sid” Cleave. Sid passed away the night of June 18th 2013. He is survived by his wife Kay; his 3 sons Rory, Dean and Lance;daughters-in-law Yvette and Adelina; and his four grandchildren Tara, Tyler, Spencer, Morgan and their families. Sid was born in New Westminster, lived in Vancouver and settled in Surrey. His career was split between saw mills and paving crews. Anyone who knew Sid would say no one on the crew put in a harder day’s work. In his 40’s, he developed a love for golf. He was known to put cream on just about anything. The most valued thing he left his children and grandchildren was his sense of humour.
