Gyro Park could be unrecognizable in the coming years, as Saanich parks planners are looking to give the Cadboro Bay beach a major facelift. Last week planners released three concept plans for Gyro Park that outline a variety of upgrades to make the park more accessible and usable year-round. “Right now the park is looking somewhat worn out and tired, so these new facilities would certainly improve the appearance and esthetics of the park,” said Gary Darrah, manager of parks planning with Saanich. “The main principles behind the design of all three of the options is trying to reclaim as much of the prime waterfront space as we can for park users, rather than cars,” he said. “So that’s why all three concepts are similar in that the main gravel parking lot has been reduced in size, and then the area closest to the water has been re-greened and turned into open space.” All three proposals have secondary parking lots planned, so there isn’t a major loss of parking stalls. All parking lots will be paved. The eastern side of the park could see some of the biggest changes. Two of the three concept plans propose moving the tennis courts to near Cadboro Bay Road, and all three include creating a stormwater pond. “I think everyone recognizes the fact that stormwater control and flood mitigation ... is important for us. Annually you can count on the park flooding,” Darrah said. “One of the things we’re trying to achieve with this redevelopment is comfortable year-round use of the park – not slogging through water to get to the beach or the playground.” PlEASE SEE: Accessibility, Page A2

Feds cut astronomy outreach

Driver runs off after crash on Tillicum

Centre of the Universe, telescope tours finished at end of summer

A car crash in the 3100 block of Tillicum Rd., near Arena Road, on Saturday ended with an arrest after one driver ran away from the scene. Just after 1 p.m. a white 1999 Land Rover rearended a 1997 Ford Ranger truck. The truck spun around and the Rover hit it again on the driver’s side door. The 39-year-old driver of the Rover, a Saanich resident, got out and checked on the driver of the Ranger. He then sat down near the vehicles, but once he heard the police were coming, he walked away and jumped over a fence into a private yard. Saanich police say the homeowners and emergency personnel followed and managed to convince the man not to leave. When police arrived the man was still in the yard. He was arrested, released later in the day, and is facing charges of dangerous operation of a motor vehicle and driving while prohibited. The 54-year-old driver of the Ranger, a Saanich resident, was trapped inside the truck and firefighters had to free him using the Jaws of Life. He had minor whiplash but chose not to be taken to hospital.

Performances are Monday, July 1, 1:30 to 2:30 p.m. and 3 to 4 p.m., featuring the work of Bach, Mozart, Albinoni, Telemann and Respighi. Admission is by donation. The group will provide the first 150 chairs, otherwise people need to bring their own.

The Centre of the Universe, a national historic site and a hub for astronomy education in Victoria, will be closed to the public for good at the end of the summer. The National Research Council has confirmed that the Dominion Astrophysical Observatory interpretive center will close at the end of August, after the final student summer camps end. Two employees will lose their jobs and one will be reassigned, the NRC says. The facility has been open for 12 years. “It’s got to do with financial constraints,” said Charles Drouin, spokesman for the NRC in Ottawa. “We do exercises that look at all the activities and programs, and rejig them. It was a tough decision, but one we felt we had to do.” The Centre of the Universe facility – which houses historical artifacts like the original 1.8metre mirror from the Plaskett Telescope and runs historical tours, multimedia shows, and youth programs – costs about $32,000 to operate and $245,000 in employee wages, and brings in about $47,000 per year in revenue, giving the NRC a sum savings of $230,000 per year. The NRC has a $900 million annual budget, covering 4,000 employees across 50 research facilities. The Dominion Astrophysical Observatory employs about 105 people in research and its engineering shop. Drouin confirmed that the astronomy facility and national historic site will have no public outreach come late August or early September, and locals and visitors will no longer be able to tour the Plastkett Telescope, in operation since May 6, 1918. This would be the first time in decades, if ever, the facility hasn’t hosted Saturday night observing events or tours of the telescope. “It’s one thing to do away with the Centre of the Universe, but the large telescope will not be available for public outreach,” said Nelson Walker, president of the Royal Astronomical Society, Victoria Centre. Between 8,000 and 10,000 people visit the site each year, and many of those are kids getting their first taste of hands-on astronomy. RASC-Victoria has been around as long as the observatory, and members volunteered every week to help out NRC staff with telescope setup and tours. “Someone’s first foray into astronomy is always amazing. People gasp when they see their first close up of the moon. It’s one thing to see it on a computer, it’s another to see it through a telescope,” Walker said. “It’s a shame we won’t have it. It’s wonderful to be up there at night with the big telescope growling around. It’s a special place to go and certainly the only one around here.”

Drouin said the decision to close the Centre of the Universe is not related to Ottawa’s announcement in May to reorganize the NRC as an “industry-focused research and technology organization.” “This was an independent exercise,” he said. The historical artifacts and displays in the Centre of the Universe building will remain in place after the facility is closed. Drouin said the NRC is working with local community groups to find volunteers to use the space. Walker couldn’t say if RASC-Victoria would be in a position to operate public outreach on Observatory Hill – nobody has contacted them and the group hasn’t discussed it. Sid Sidhu, public outreach program co-ordinator RASC-Victoria, was disappointed to hear the news.

“Lots of schools will be suffering because the teachers like going to the Centre of the Universe,” Sidhu said. “Maybe we should take over that facility. … It seems that we will have to step up our efforts to expand our programs to cover what the CU staff were doing.” Drouin said in an unrelated decision, five research scientists at the NRC Herzberg Institute of Astrophysics – the astronomy and astrophysics research arm on the site – will lose their jobs. The five researchers were attached to the 10-year Atacama Large Millimeter/sub-millimeter Array (ALMA) radio telescope project, based in Chile. The project has concluded and the NRC could not find new jobs or projects for the employees, Drouin said. A sixth NRC employee working on an archive project with the Canadian Space Agency will also lose his or her job, as the project is finished. Federal NDP MP Kennedy Stewart, the science and technology critic, said the closure of the Centre of the Universe and the layoff of scientists is part of the NRC’s shift away from public education and fundamental science across Canada. “We’ve asked many questions about restructuring (of the NRC). The only thing we’ve been able to eke out is they are doing away with most programs to do with public education,” Stewart said. “The general sense is that if it’s not connected with an industry-connected project, it won’t be funded by the NRC.” --with reporting from Kyle Slavin editor@saanichnews.com

Feds abandon science education

M

any parts of Greater Victoria offer a view of the large white dome atop of Observatory Hill in Saanich. At the end of the summer, that’s about the only way people will get to take in the Dominion Astrophysical Observatory. The National Research Council reluctantly admitted last week that it plans to close the Centre of the Universe interpretive centre and end all public outreach connected with astronomy and astrophysics at the attached Herzberg Institute of Astrophysics. This will likely be the first time in the facility’s nearly 100 year history the public has been shut out of this local national historic site. Greater Victorian has a lot to be proud of with the observatory – for a brief moment, the Plaskett telescope was the largest in the world, and it is a site that continues to make significant contributions to precision technology and our understanding of the universe. The scientific research arm of the site, the NRC Herzberg Institute, isn’t closing and will continue to employ more than 100 people. But the federal government’s mandate to reorganize the NRC as an “industry-focused” organization certainly doesn’t inspire confidence. Closing the Centre of the Universe is being framed as a cost saving measure under a regime of restricted budgets, and not a consequence of the NRC’s new approach. It’s fair to say that the federal government has decided to abandon public education linked to its federal science. Closing the Centre of the Universe will save the NRC about $230,000 of its $900 million budget, implying the decision was driven by an ideology suspicious of and hostile to science, rather than the principle of saving a few public tax dollars. If the government wants “industry-focused” research and advanced technology, closing the door of research centres to young people is shortsighted and counterproductive. Out of the thousands of kids that visit the Centre of the Universe each year, if only a handful are inspired to enter engineering, math and the sciences, the public outreach has proved its worth.

LETTERS Garbage fee hike in Saanich a tax grab In Saanich, we’ve just been told that we’ll be getting new garbage carts, and organics will be separated. Great. However, we have to pay an annual fee for the carts. If a household selects the standard carts, the charge for the carts plus the solid waste fee will be $175 per year, up from the current charge of $156 per year. That’s an increase of more than 12 per cent. Why is it going to cost 12 per cent more to collect the same garbage, now sorted by the householders? Why do we have to pay rental forever on the carts? Why can’t we just buy them once? Seems to me Saanich is taking this opportunity to slide through a tax increase under the guise of being more “green.” Leelah Dawson Saanich

Municipal tax hikes not sustainable My Saanich property taxes have increased by 34.4 per cent over the last five years. During two of those years my pay was frozen, with an increase of about five per cent on the remaining three. I haven’t done any major improvements to my modest 1979-built Gordon Head home. I contacted Saanich but my complaints fell on deaf ears. I now have to look forward to a several hundred dollar per year rise in taxes to pay for sewage treatment that I wasn’t asked to approve and that science tells me we don’t need. Saanich has basically mandated a lower standard of living for my family with its lack of fiscal control and misguided priorities. I wonder if amalgamation is the answer. Parents can use the goats to educate children on the effort and commitment to their care come rain, shine or distractions. Your article infers that only small breeds will be allowed. Of course even regular ones are easier to deal with than cattle, when they go wandering, as some will. The best place for goats would be hilly acreage with weeds and shrubbery, but beware that nightshade and wilted fruit tree leaves can kill them. They could help eradication efforts of the invasive species nuts. Oh, wait – Saanich Parks exempts tasty blackberry bushes because they provide shelter for small birds and animals. People unhappy with the favoured diet of urban deer may wish to have sheep instead, as they are more content with grass and less likely to jump the fence to get into the garden. Drug charge accused should be in jail Re: Media photo-op just not enough (Our View, June 19) I fully agree with your editorial comment on the arrest of “top-level” suspected drug traffickers. This should have been an incarceration arrest – with the men detained in jail. It would appear there were sufficient grounds to arrest in this case. Given the supposed reputation of these two suspects, the laying

of one serious, indictable offence charge would have been enough to hold them in custody. People have a right to apply for bail. A defence lawyer and Crown Counsel argue the merits of that before a judge to determine whether or not bail should be granted, and under what conditions. If the police wish to continue their investigation, they can certainly do so, then apply to the Crown prosecutor to lay further charges. Victoria ticketers too vigilant Re: Ticketman strikes at unsuspecting parkers (Letters, June 14) This letter made me chuckle as I too was struck by an overzealous ticketman last week (maybe the same one?) while meeting some friends for lunch at an establishment on Jutland Road. This area of Jutland is made up of interlocking bricks for vehicles to park on, using bollards to segregate parking from the sidewalk. Like the letter writer, I too was leaving room for other vehicles by parking my scooter on the other side of the bollard. As a warning to others, do not do this, as it cost me $30 if paid within two weeks, $60 if longer. To the ticketman: you’re very efficient; Victoria’s reputation is alive and well. To downtown Victoria: I will take my business elsewhere, as there are many great restaurants outside of the city. Well done. Rick Long Saanich

Curtis Dearden, 31, won the Canadian Road Cycling time trial championshp last week completing the 39-kilometre race in 48 minutes and 24 seconds. The mechanic at Russ Hay’s Bike Shop in Victoria races part time for the Russ Hay’s Accent Inns Team with a primary focus on his time trial racing. Oak Bay’s Adam deVos finished 10th. There was another Victoria surprise in the women’s time trial championship, by 23-year-old Anika Todd, who won silver. Tripleshot Racing Club rider and UVic grad covered the 27 km distance in 40:40. The championships ran in St. Georges, Que., Thursday and Friday. Anika also finished seventh in the elite road cycling championship on Friday.
