ing a good plan by aiming to create a pilot project allowing chickens on small residential lots. Kate McMaster has been working with the city to change a bylaw – restricting the ownership of chickens to properties one acre or larger – since March, with the hopes of legalizing ownership of small-lot flocks, like the one she has on her quarter-acre lot. Coun. Marvin Hunt said he’s impressed with McMaster’s plans. “She actually has a very nice looking coop,” Hunt said last week. “It fits well into the neighbourhood, she’s even talking about the different setbacks, wanting to do a 10-property pilot for this.” The longtime South Surrey resident found out about the restrictions this year after bringing three hens – two Ameraucanas and an Australorp – home from a friend’s farm in Langley. “Someone mentioned that they thought it was only legal to have chickens on acre lots,” she said. “So I emailed city council right away to ask for permission to have these hens, because I didn’t want to do something illegal. e only councillor who responded to Marvin Hunt herThwas Hunt. “I think it has potential, because she’s really working at doing a good job,” Hunt said. “I think what you might see is a pilot of 10 (properties) and it be evaluated in a year or so.” He said noise will not be an issue, because hens are quiet, and roosters will not be allowed.

TRANSLINK IS doubling down on the concept of road pricing, arguing it should apply not just to cars to control congestion at the busiest times, but also to transit riders to make more efficient use of buses and SkyTrain as well. A revision of TransLink’s longrange regional transportation strategy is going to public consultation over the next two months and it reinforces the idea of using time-ofuse pricing tools to make the most of investments. ‘Bella’ mauled to death in Sullivan Park Surrey family traumatized by dog attack by Tracy Holmes A SurrEy woman is appealing to dog owners to be responsible in public, after her own dog was mauled to death by an offleash dog in Sullivan Park last week. Anita Uppal said she arrived at the 6272 152 St. park June 18 with her niece and three dogs – two Lhasa Apso-poodle crosses and Bella, a Havanese-shih tzu cross – when the attack occurred. Uppal, 41, said she took Bella’s leash off to take a photograph of the recently groomed four-year-old, and Bella was busy sniffing around the base of a tree when Uppal spotted a Rottweiler and a golden retriever bee-lining for her. The Rottweiler “grabbed her by the back of her neck, kind of shook her and smashed her down. Killed her instantly, broke her neck,” Uppal said. “There was no owners, there was nobody present. The couple came about 20 seconds later.” Uppal said City of Surrey animal control officers are involved, and that the Rottweiler owner called her the next morning to apologize for what had happened. The woman insisted that her dog was friendly, Uppal said. “Big dogs, they may be nice to their family and their owners, but they’re still animals. They have that predatory instinct,” she said. “That dog went right for (Bella’s) neck.” City of Surrey officials were not available for comment by The Leader’s press deadline. Uppal said the incident traumatized her niece and has devastated her 19-year-old daughter, who is deaf and had taught Bella to understand some sign language. But unless owners take steps to ensure they have control of their dogs, it will only happen again, she said. “If that dog was on a leash and the owners were responsible, it wouldn’t have happened,” she said. “I don’t think it’s the dog’s fault. “I just want people to be aware. This is going to happen again.”

After winning unanimous endorsement from the city’s agricultural advisory committee on June 13, McMaster is now focusing on creating a education package on raising backyard hens and plans on collaborating with the city to start a pilot project for small-lot flocks. The intention is to have it managed properly so there is no smell or influx of tricky pests – such as rats. “Chickens don’t attract rats, mismanagement of

With more meetings with the city in the weeks to come, McMaster said she is hopeful public discussion can spur more interest in where food comes from. “That is where I think – and where I hope – we’re heading towards,” she said. “Food security begins in your own backyard, and that’s where I am at with this.”

Transit: $23B needed From page 1 So planners say the proportion of trips by transit, cycling and walking must rise at a much faster rate from 27 per cent now to 50 per cent, while the share of trips by car falls. Building more rapid transit lines is part of the strategy – TransLink estimates up to $23 billion is needed to expand the system over 30 years. The first $5 billion would merely maintain what already exists. But another plank in the document says TransLink should “price roads and transit for fairness, efficiency and revenue.” TransLink strategic planning vicepresident Bob Paddon said road pricing has been in long-range plans for 20 years, but it’s now becoming critical to implement. Area mayors also want to explore road pricing, where drivers might pay more to drive on major routes depending on the time of day or severity of congestion. TransLink’s draft document says pricing can cut congestion at peak times while offering users a choice. “Those who choose to forego a trip, bundle some trips together, travel at a less busy time, use a less busy route or travel by another mode will be rewarded with savings in time and money,” it says. Paddon said TransLink’s new Compass card system could make it possible to emulate Washington D.C., where subway riders pay based on both the distance travelled and by the time of day. “The farther you go, the more you pay,” Paddon said. “And if you want to go at the peak of rush hour you pay more.”
He said airlines make passengers pay more for the last seats on planes, while offering discounts for seats on underused routes or at less-popular times. Drivers will respond to price signals, he suggests, pointing to the success of the #555 bus over the new Port Mann Bridge. Its initial ridership has doubled – it now averages 73 per cent full – as 1,600 passengers a day ride over the bridge without paying the new toll. TransLink also wants cities to step up. Better land use can gradually put more people and their destinations closer to transit routes. With more people able to ride transit, planners reckon, average trip distances can be reduced by one-third. Once the 2045 strategy is approved, TransLink is to develop a 15-year plan of new transportation investments this fall. The plan is expected to include billions of dollars to build rapid transit lines in Surrey to Guildford, Langley and White Rock, as well as the Broadway line west to UBC. Once it’s in place, TransLink, mayors and the province will have to draw up a proposal for how to fund the upgrades that would be put to a referendum in the fall of 2014. The referendum was an election promise of Premier Christy Clark, who also said during the campaign she opposes making drivers pay to use existing roads or bridges. Belcarra Mayor Ralph Drew said TransLink’s time frame for decisions should be reversed – the region should first decide how much residents can afford to pay and then decide the projects that will be built, not the other way around.

B.C. has one of the fairest public residential care systems in Canada
I want to take this opportunity to clarify concerns regarding wheel-
chair fees in residential care homes. Anyone living in their own house or apartment pays for their own wheelchairs, canes, walkers, as well as a variety of other personal use equipment. Despite what some MLAs have stated, similar rules apply for people living in publicly subsidized long-term residential care. This has been the case for quite some time. While the public health system covers the cost of medical care, residents of publicly subsidized residential care homes who can afford to cover the cost of personal equipment and supplies do so. The introduction of a wheelchair maintenance fee is consistent with the ministry policy on what fees are allowable in residential care homes. No one will be denied the use of a wheelchair if they cannot afford a maintenance fee. Health authorities have hardship provisions in place for clients who are unable to afford this fee out of their $325 monthly minimum amount for personal expenses and allowable charges – which is one of the highest minimum retained incomes in Canada. This process is done at the time a client enters into a residential care home and every patient is offered the opportunity
to apply for hardship. For more information on how apply for hardship, please visit: http://ow.ly/mcm3c All fees collected will be used to maintain and replace the health authorities’ fleet of wheelchairs, keeping them safe, in good working order and to assure patient safety. If anyone cannot afford to pay for their wheelchairs, the fee can be waived. I would also like to take this opportunity to emphasize that B.C. has one of the fairest publicly subsidized residential care systems in the country, where client rates are entirely based on a person’s income. The province does not include a person’s assets in determining their residential care rate and makes sure that all residents have income available to pay for any basic comfort needs and charges. Our government has made home and community care one of our top priorities, and we are committed to providing high quality, consistent and sustainable care for people needing these services, regardless of where a person lives. people who are least able to pay, i.e. seniors – the very people who helped build our country, while at the same time subsidizing people who have never paid into our health scheme or paid taxes. In the last few months, I have had to pay $400 in ambulance fees, cheap at the price but still an added
burden. The people most likely to need an ambulance are the least able to pay. I could not help but notice on these visits to the hospital how many of the beds are full with the said subsidized people.

Homicide Investigation Team (IHIT) has released the names of the two victims in last week’s double homicide in Surrey. Dead are 49-year-old Dilber Singh Atwal and 30-year-old Gurpreet Kaur Atwal. The couple had been married since 2002. Police are still investigating the suspicious deaths that took place in Newton on Wednesday, June 19. At about 10:30 p.m., police were called to a report of a disturbance at a home at 6773 145A St. They entered to find the South Asian couple dead. Autopsy results will
be required to confirm the cause of death, IHIT said. “This is a tragic death which has left three children without their parents,” said IHIT spokesperson Sgt. Jennifer Pound. Witnesses told The Leader they heard people arguing prior to the discovery of the two bodies in the home. Witnesses at the scene said they knew the couple well, and that there had been several instances over the past 10 years when the police had been called for complaints of a disturbance. The results from the autopsy will not be available for several weeks.

a 25-year-old man is dead following a gangrelated shooting in Abbotsford on Sunday afternoon. Police responded to reports of shots fired shortly after 5 p.m. Officers found Harpreet Chahal suffering bullet wounds. He was taken to hospital, where he succumbed to his injuries shortly after 6 p.m. Sgt. Jennifer Pound of the Integrated Homicide Investigation Team said Chahal was known to police. He was an associate of Surrey’s Jujhar KhunKhun, who has been charged for the killing of Jonathan Bacon, a Red Scorpion gang member who used to live in Abbotsford. Chahal, along with Khun-Khun, pleaded guilty to one charge of kidnapping in 2007. “This was a targeted, gang-related shooting,” said Pound. Witnesses in the area told police that Chahal’s black Mercedes was driving westbound on South Fraser Way when shots were fired from another vehicle, travelling in the same direction. She also confirmed there were other people in Chahal’s vehicle at the time of the shooting, who fled the scene. “We are urging anyone with information to come forward and speak with investigators,” Pound said. Surrey fraudster’s ‘weak’ bid for release denied Says he never meant to plead guilty

fraudster hoping to be released from prison because he didn’t intend to plead guilty has lost his bid for freedom. The B.C. Court of Appeal last week denied Joseph Bullerwell interim release pending the hearing of his appeal on two counts of fraud. In April 2012, Bullerwell pleaded guilty to one count of fraud and one of unauthorized use of a credit card. This March, he was sentenced to 10 months in jail. However, Bullerwell says the guilty pleas were entered on his behalf by his lawyer, and that he had no intention of admitting his guilt. He has since fired his lawyer. In April of this year,

Bullerwell filed his appeal against the convictions, but a date has not yet been set for the hearing. Bullerwell has an extensive criminal record and has done time for several firearm and drug offences, theft, and obstructing a peace officer. Just last September he was sentenced to 10 months jail for separate theft and breach of recognizance convictions. Bullerwell, who said he would live with his common-law wife and child if released and had a full-time job available to him, said his wife and son depended on him financially, but that he couldn’t prepare for his appeal while in custody because he needed access to a computer and law library. He said he never
intended to plead guilty, and thought he was applying for bail. On the day his guilty pleas were entered, he claimed, he was behind Plexiglas and there was chatter from a sheriff ’s radio, so he couldn’t fully hear what was going on. The Appeal Court judge, however, called the appeal “frivolous.” The Crown had argued it was hard to believe that for almost five months between the guilty plea and sentencing, he was not aware he had pleaded guilty. Madam Justice Nicole Garson agreed. “This is particularly difficult to accept given that Mr. Bullerwell appeared in court more than eight times after his guilty plea, alongside the same counsel who had represented him at the time the plea was entered,” Garson wrote in her June 18 decision dismissing Bullerwell’s application for release.

Four-hour driving enforcement campaign targeted traffic infractions – with more crackdowns coming

Police handed out more
than 100 tickets in just four hours this week as the RCMP and ICBC partnered in cracking down on dangerous drivers. During the morning hours on Tuesday, June 23, Surrey RCMP set up radar at six highaccident areas in Surrey in a
program called Project Swoop. In the four hours, the more than 100 tickets that were issued included about 60 per cent for speeding, 15 per cent for intersection infractions, and 25 per cent for other violations, such as not wearing seatbelts, having no driver’s licence or using cellphones while driving.

Lynda Cranston has resigned as president and CEO of the Provincial Health Services Authority (PHSA) after management pay raises were approved without the board’s consent or knowledge. The three-per-cent wage hikes for 118 managers at PHSA in late May contravened a provincial government order last fall to freeze public sector management salaries. The PHSA runs B.C. Children’s Hospital, B.C. Women’s Hospital, the B.C. Cancer Agency and various other specialty or provincial services, such as the B.C. Ambulance Service, B.C. Transplant,
the B.C. Centre for Disease Control, and B.C. Mental Health and Addiction Services. Carl Roy has been named acting president and CEO. Cranston will stay on to oversee transition projects until her July 31 retirement, upon which she will get no severance pay. The PHSA board is reviewing its legal options to reverse the pay hikes, which add $621,000 in annual payroll costs to the authority’s $2.5-billion budget. “I was disappointed to learn that the wage policy of government was not followed,” Health Minister Terry Lake said. “All heath authorities have been reminded that there cannot be any variance from the policy
in place.” Lake said finite health dollars go to front-line care during difficult economic times. PHSA board chair Wynne Powell said the board will implement measures to ensure the violation is never repeated. “The PHSA Board has always prided itself on providing high quality care while ensuring public funds are expended in the most efficient and appropriate manner,” Powell said. Cranston was PHSA’s first and only CEO and Powell said she “worked tirelessly to help shape PHSA into the high quality, world-class health organization that it is today.”

Metro takes hard look at management pay Regional district’s new CAO leading review, restructuring by Jeff Nagel Metro VancouVer is conducting
an extensive review of salaries for all management staff to determine if their pay levels are appropriate. It comes as the regional district released annual financial disclosures showing it paid out $142 million in pay and benefits to employees last year. Metro paid 369 employees more than $100,000 last year and some Metro directors have questioned whether pay levels are too high. Chief Administrative Officer Carol Mason, who is leading the pay review as well as an ongoing

restructuring at Metro, said the regional government is overdue for such an exercise. It last did one in 2008 but has a policy of reassessing pay levels every three years. “My early impression is I wouldn’t say we are overstaffed, but that’s part of the process we are going through,” Mason said. Salaries and duties for Metro’s non-union staff are being compared against similar positions in local cities over the next several months. Mason has ordered a freeze on new hiring until the review is complete.

Metro board chair Greg Moore said the aim is to “ensure we’re not too high or too low in the pay bands we have compared to other equivalent-type employment.” A finding that pay levels are too high and need to be decreased would be “very difficult” to apply to current staff who would likely be grandfathered, he said. In the past BC Hydro has poached many Metro engineers, putting upward pressure on those salaries to stay competitive. Local cities are also routinely raiding staff from each other or from Metro. Consulting firms and other

cities, including ones in Alberta, are the main expected competitors who will be headhunting more Metro staffers in the years ahead. The financial disclosures show last year’s highest payout of $523,000 went to retired policy and planning manager Toivo Allas, but included an unusual payout of banked holiday time accrued over four decades. Mason, who took over as CAO last fall after CAO Johnny Carline retired, earns $270,000 a year. Deputy CAO Delia Laglagaron’s remuneration of $311,000 last year was unusually high because she was performing extra duties as act-

The highest paid managers at Metro are water services General Manager Tim Jervis at $218,000; External Relations Director Heather Schoemaker at $208,000; Corporate Services General Manager Ralph Hildebrand at $196,000; Liquid Waste Services General Manager Simon Ho at $185,000; and acting Chief Financial Officer Phil Trotzuk at $173,000. There’s been a major turnover in management in the past year. Canadian Taxpayers’ Federation B.C. director Jordan Bateman said he’s “cautiously optimistic” about the review.

The all-day, free event, which starts at 10 a.m., features fun for the whole family, with stage shows and roving performers, more than 50 exhibitors, crafts, food, a strawberry tea and a midway. There’s a steady stream of entertainment on the main stage, featuring Peak Performance Project winner Dear Rouge, country singer Crystal Shawanda, Aerosmith Rocks, Good For Grapes, Cole Armour, Madison Bell & Bryden Veinot and the Surrey Celebration Dance Team. Headlining in the evening are punk icons Sloan and Canadian rockers Platinum Blonde.

Secret Ridge brings paired homes to Coquitlam
A different type of attached home Mission Group Properties is bringing a different type of home to Coquitlam’s Burke Mountain with Secret Ridge, which offers unique “paired homes.” A paired home is attached like a townhome, but is much larger and has the feel of a single-family residence. The paired homes at Secret Ridge are 35 feet wide, which is more than double the usual size of a townhome. “We gave careful consideration in the design of the homes’ layouts, with the homeowner in mind,” says Mission Group President Randall Shier. “These large duplex-style homes look, feel and act more like a single-family home, but at a very attractive price point.”

One of those is the master-on-main layout that allows you the flexibility and convenience in the long term. Surrey’S KenSington Prairie Community Centre has
received a Gold Award in the municipal category of the Institute of Public Administration of Canada/Deloitte Public Leadership Awards. Kensington Prairie’s programming is unique in that the City of Surrey works with nine partners to deliver services at the facility. This integrated service delivery model allows KP to provide a wide-range of early childhood development programming and resources, including child care, education and health, maximize limited resources, limit duplication and build strong relationships. “This increased capacity to deliver service through Kensington Prairie Community Centre has benefitted the Surrey community and will continue to do so for years to come,” said Surrey Mayor Dianne Watts. “On behalf of Surrey City Council and the City of Surrey, we are honoured and heartened to receive this award.” The Institute of Public Administration of Canada/Deloitte Public Sector Leadership Awards program recognizes organizations that have demonstrated outstanding leadership by taking bold steps to improve Canada, through advancements in public policy and management.
Curling for gold (and cake) the Seaquam Secondary Senior girls Curling team – Megan and Sarah Daniels, Megan Bourassa and Heather Sinclair – was presented with a cake at the Delta School Board on June 11. the girls won gold at the High School Provincial Championships in Kamloops Feb. 28 to March 3. they also took gold in the Juvenile Provincial Championships in Prince george March 6-10, and gold at the under-18 optimist international in Surrey/Langley March 27-31.

Fundraisers in mint condition on June 15, students from eight Surrey schools teamed up
and hit the streets to sell peppermints for the new Pediatric Emergency Department that will open on Oct. 1 at Surrey Memorial Hospital. The Peppermint Patrol raised $2,889.40. The fundraising involved students from Princess Margaret Secondary, Queen Elizabeth Secondary, North Surrey Secondary, Sullivan Heights Secondary, Frank Hurt Secondary, Fleetwood Park Secondary, Kwantlen Polytechnic University and Douglas College. Teams were positioned at Guildford Town Centre, Old Navy, SurreyFest, Surrey Memorial Hospital and four PriceSmart Foods locations. “The day was a huge success. andmade jewelry, bath soaps, glassware, paperweights, magnets – you name it – the kids at Devon Gardens Elementary made it. Three classes of students in Grades 3 to 5, 72 in all embraced the entrepreneurial spirit recently, not only as a learning tool, but also to help out local charities. Earlier in the school year, teachers Vanessa Ko, Janice Willcox and Ashlee Coolen were looking at ways to work together in a collaborative manner that would engage their students in handson, project-based learning. They decided that the PowerPlay Young Entrepreneurs program would be the perfect fit. “This program has integrated curricular strands from math, social studies, language arts, and health and career education,” said Coolen, a Grade 5 French Immersion teacher. “Over the past two months, students in Grades 3 to 5 have developed the tools needed to start their own business. Throughout the process, we have seen improved student engagement as students have taken ownership of their learning.” The PowerPlay Young Entrepreneurs program brought business and career skills into the elementary classroom. Through games and fun activities students created a working business plan and learned how to design their own products, conduct market research, set prices and create marketing materials. “It’s all new concepts for the students, but what they’re learning applies for life and they are really enjoying it,” said Ko, a Grade 3/4 French Immersion teacher.
Devon gardens elementary students sell take part in an entrepreneur fair – part of the Delta School District’s PowerPlay young entrepreneurs program. The culmination of the program was an entrepreneur fair. “You can have so much fun just selling stuff,” said Nadeef, a Grade 5 student who was selling his straw artwork. “It’s fun when everyone comes to your station and you get to show it off.” The students raised money for charity as well as themselves. Two of the classes decided to raise money for BC Children’s Hospital and one class choose to support the Delta Humane Society and BC SPCA.

Ten per cent of all proceeds went going towards these charities. “It was really fun and my goal is to donate as much as I can to the SPCA,” said Tianna, a Grade 4 student who sold handmade etched glassware. “Teaching the students about the power of giving and being a socially responsible citizen is really important, and what better way than having them actually take on charitable fundraising for causes they themselves chose to support,” said Willcox, a Grade 4/5 teacher.

good to pass up has prompted Matt Erhart to leave the Surrey Eagles. The 35-year-old Cloverdale resident is stepping down as head coach of the BC Hockey League (BCHL) team to accept an assistant coach position with the Vancouver Giants of the Western Hockey League. “It’s a bittersweet day when you have to leave a program that you’ve been a part of as a player and a coach,” said Erhart. “The Eagles gave me a great opportunity to be a head coach and general manager in the BCHL, and I’ll always be thankful for that.” Erhart leaves the Junior A team after his most successful season behind the bench. He guided the team to a BCHL championship, a Western Canada Cup championship, and an appearance at the Royal Bank Cup national championship tournament in Summerside, Prince Edward Island, becoming the only person to participate as both a player and coach. Erhart played for the Eagles in the 199798 season, when the team won the Royal Bank Cup in Nanaimo. He rejoined the Eagles for the 2009-10 season as an assistant coach, and was the head coach

WHL team. “I am really looking forward to working alongside and learning from Don Hay and the staff.” Peter Schaefer, the Eagles team president, will take over the roles of general manager and head coach. Chiefs win a pair at Whalley Stadium by Rick Kupchuk A pAir of strong
pitching performances lifted the Whalley Chiefs to two wins in three home games last weekend. The Chiefs blanked the White Rock Tritons 2-0 Saturday night, then after a 4-1 defeat to the Nanaimo Pirates Sunday afternoon, won the second game of the doubleheader 2-1 at Whalley Stadium. The Chiefs are now at 12-26 (won-lost) in the BC Premier Baseball League season. Graham Bailey of the Chiefs tossed a complete-game, onehitter to frustrate the Tritons Saturday night. The 17 year-old Pacific Academy high school student struck out four White Rock batters, while walking seven. Ryan Pouwells scored both Chiefs runs, the first on a single by Malcolm Upton in the second inning, the insurance run on a passed ball in the fourth. In Sunday’s first game against Nanaimo, it was the Chiefs who were shut down by Pirates starter Alex Rogers. Garrett Hasner was the lone Chief to get a hit, hitting a pair of singles. Tim Bunnett scored the lone run for Whalley, drawing a lead-off walk in the top of the first inning then scoring when Connor Chorpita grounded out. Brandon Bohn pitched well in the loss, striking out nine Pirates batters without issuing a walk. Nanaimo bunched their eight hits together, doing all their scoring in a pair of two-run doubles. Roberta Bevacqua went the distance to get the win in game two, striking out three batters while allowing five hits. The 18 year-old didn’t give up a walk, and the lone Pirates run was unearned. A Chiefs fielding error allowed the Pirates to stake a 1-0 lead in the fourth inning, but the home team rallied to score two in the bottom on the sixth. released its schedule for the 2013-14 season Monday afternoon. The schedule has been increased by two games to bring the total to 58 regular season games. The season begins with the 2013 Showcase in Chilliwack, a Sept. 6-8 weekend that has each of the 16 BCHL teams playing twice at the Prospera Centre in Chilliwack in front of scouts from Canadian and American universities. The Surrey Eagles will face-off against the West Kelowna Warriors Friday, Sept. 6, and the Vernon Vipers the next morning. Both games will count in the BCHL standings. As was the case last season, the majority of the remaining 56 games of the schedule is against their Mainland Division rivals. The Eagles will play nine games against the Coquitlam Express and Chilliwack Chiefs, and eight each against the Langley Rivermen and Prince George Spruce Kings. Excluding the two games at the Showcase, Surrey will play a home-and-home set against each of the 11 teams outside the Mainland Division. The first home game at the South Surrey Arena will be Friday, Sept. 13 with the Rivermen the visitors. Surrey’s final regular season game is in the provincial capital against the Victoria Grizzlies on Sunday, Feb. 23.
