Edmonds Town Centre never had a public swimming pool before but the Fred Randall Pool will change that, bringing with it all manner of bells and whistles. Along with a six-lane, 25-metrelong pool, the facility includes two waterslides, an extra-large hot tub, sauna and steam room. When it comes to the gap in property taxes between what businesses and homeowners pay, Burnaby is fourth worst in B.C., according to the Canadian Federation of Independent Businesses (CFIB). The 2013 CFIB Municipal Property Tax Report compares the difference in property tax rates charged. Last year in Burnaby, small businesses paid 4.52 times more than residential property owners, a 25.02 per cent increase from 2003 when the CFIB started producing its annual report. The provincial average was 2.7 times, less than in 2011 when it was 2.78 times. Worst among the province’s 161 municipalities surveyed was North Saanich (5.6 times), followed by Coquitlam (4.66 times) and Revelstoke (4.59 times). Vancouver came in sixth highest (4.35), Richmond in 17th place (3.77), Surrey in 46th spot (3.0) and Abbotsford in 87th (2.53). Please see CLOSING, A8

Burnaby resident Wissam Nassar is only 26 but he’s already had to make more life-altering decisions than many people twice his age. At 19, Wissam didn’t want to leave Baghdad, the only home he’d known. He knew his family were targets. As stateless Palestinian refugees, they were known to be Sunni Muslims, a problematic situation after the 2003 American invasion of Iraq when sectarian conflict drew lines between Sunni and Shia. His brother Wassem had already left for Syria in 2006 after being threatened by phone. After sleeping in parks in Damascus, he met a Palestinian acquaintance also from Iraq, who gave him shelter and helped him find a job. Wassem asked his younger brother to join him, but

Wissam declined. He wanted to stay and continue his schooling. But on his way to school a month later, a gang of thugs, their faces covered with scarves, stood in his way. One grabbed Wissam’s shirt and held a knife to him, telling him to leave Iraq within 24 hours or be killed. “And I listened.” After settling in Syria, he worked under the table and was eventually joined by their parents. That’s also where he met Marwa. “I liked her face and I started to fall in love,” Wissam said. They had much in common. They were the same age and like Wissam, Marwa is a third-generation stateless Palestinian. Their grandparents were forced out of Palestine in 1947, when the territory became Israel, and settled in Iraq where their parents and they themselves were born.

But funding for the city’s first and only such school at the secondary level will have to wait. The approved funding will go towards community education programs and neighbourhood

Council decided to defer Burnaby school district’s request for an additional $57,000 to operate Byrne Creek secondary as a community school which it has done through a pilot program. NDP is at crossroads The provincial NDP is at a crossroads, and whichever direction it chooses is fraught with challenges. Not only did the party lose an election that almost everyone expected it would win, it lost a number of key ridings, particularly in the Interior and Lower Mainland suburbs. It also lost in Oak Bay-Gordon Head, where Green Party candidate Andrew Weaver was elected. The NDP has much to fear from the Greens, who appeal to many younger and environmentally minded people. The NDP, by contrast, often has difficulty moving beyond its massive debt to organized labour, which has conflicting views on the environment. The past election showed many union members, particularly those whose jobs are related to resource extraction, voted Liberal. The NDP could shift to a more environmentally based party and leave these voters behind permanently. But if the party did so, they would be playing catch-up with the Greens. Or the NDP could move in the direction of being much more robust in supporting economic development. While this would appeal to a large core of voters, the party would likely be saying goodbye to many of its environmentally minded voters. The provincial NDP risk being caught in the squeeze that the federal Liberals were in after the 2011 election. The Liberals were outmuscled by the Conservatives on the economy, and by the federal NDP on the labour, environment and social issues. If Adrian Dix stays on as leader, there is almost certain to be a vicious internal fight within the NDP, which will likely lead to a divided party. That would leave it in even worse shape to deal with changes in provincial politics. Premier Christy Clark and her party are watching the NDP angst with undisguised enthusiasm. —Langley Times

We don’t realize how good we have it This weekend Canadians coast to coast will be celebrating the 146th anniversary of our great nation’s founding. There is much to celebrate. Earlier this year, Canada was ranked the third best country in the world to live by the Organization for Economic Cooperation (OECD), and we are consistently ranked high in the United Nations’ Human Development Index. By any metric you choose to measure, Canadians enjoy a standard of life far above that of the rest of the world. However, sometimes it seems we Canadians don’t realize how good we have it. For the majority of Canadians, our claim to citizenship is merely by an accident of birth - we are the lucky few who started life in a society so prosperous - one that values peace, education, and public welfare. Few of us have ever gone

been an immigrant nation. The first people to settle in what we now know as Canada came not on a boat, but via the Bering Sea land bridge more than 20,000 years ago. The French and English were the first European immigrants to arrive on our shores in the 1500s, and by the late 1800s, Eastern Europeans from Ukraine and Russia were recruited to help expand Canada westward across the prairies. As B.C. established Canada’s presence on the Pacific Rim, so too has it opened its doors to Asian immigration. It hasn’t always been an easy transition, however. In the past, when cultures clashed in Canada, what resulted was unjust and often violent. But just as it is important to celebrate the great achievements of our forefathers on Canada Day, it is equally important to remember the many the dark chapters in our collective history,

so that we might learn from them and ensure they are never repeated. Episodes such as the Japanese internment, the Komagata Maru incident, the Chinese head tax, and the residential school system still resound today. Those who forget history are doomed to repeat it, which is why we as Canadians must remain ever vigilant to ensure such injustices don’t occur in the future. Today, as always, Canada is a nation of immigrants. It is what makes us unique, and it is what makes us great. Each culture that has come to Canada has brought with it its own customs and traditions, and in so doing, has added to Canadian society and to the Canadian identity. And we are all the better for it. Metro Vancouverites have Canada’s fourth longest commute to work at an average of 28.4 minutes, according to new data released by Statistics Canada. Maple Ridge workers have it worst, battling traffic for an average of 35.2 minutes, while the commute is as much as 33 minutes in the Tri Cities and 31 minutes in Surrey.

The numbers were contained in the voluntary long-form National Household Survey conducted as part of the 2011 Census. The region’s shortest commute was 24.3 minutes in North Vancouver City, where residents spend even less time getting to work than Vancouverites, who average 25.4 minutes. Metro commuters overwhelmingly commuted by private vehicle – 70.7 per cent – but that’s down from 74.4 per cent in 2006. Car pooling remains infrequent, with less than five per cent of

Transit use up, but most workers battle traffic in vehicles

getting to work if they took public transit – one possible reason why many still prefer to drive. The average transit rider here commuted for 40.9 minutes compared to 26.4 minutes for motorists in private vehicles. Walkers averaged a 14.4-minute stroll to work while cyclists biked on average 23.8 minutes. TransLink hopes to eventually whittle the share of car trips in the

region down to 50 per cent, while increasing the number of people who take transit, cycle or walk. TransLink spokesman Derek Zabel said the Statistics Canada findings are consistent with TransLink data, particularly on the growth of public transit. “We are increasing our ridership,” he said. “We have seen an 84 per cent increase over the last decade, equal

to 109 million more transit trips.” Transit trips also increased in the last year, he said, through more efficient use of existing resources, with no extra injection of money. Despite a huge push to add bike lanes, particularly in Vancouver, there’s little sign of cycling getting out of first gear as a way of getting to work. Just 4.4 per cent pedalled to work in Vancouver, while

cyclists made up just two per cent of commuters in North Vancouver, 1.3 per cent in flat Richmond and less than one per cent in most of the rest of the region. The car remains king in the AbbotsfordMission area, where 92.2 per cent of workers commuted by private vehicles, just 2.5 per cent used public transit, 2.6 per cent walked and 0.8 per cent biked. jnagel@blackpress.ca

Mortgage and Housing Corp. projects 18,200 homes will be started in the region this year and 18,700 in 2014, an increase next year of 2.7 per cent. Senior CMHC analyst Lance Jakubec said new construction will essentially hold steady this year, but rental apartment construction will take a larger share of multifamily housing starts. Existing home sales in Metro Vancouver are projected to be roughly the same this year as in 2012, and then grow about 10 per cent in 2014.

Viaducts teardown eyed The City of Vancouver is taking another step towards eventually demolishing the Georgia and Dunsmuir viaducts. Vancouver council is expected to approve a recommendation to begin up to two years of detailed study on the removal of the elevated roadways as

well as planning for the city’s eastern core. The idea could complicate the drive in and out of downtown Vancouver for the 35,000 motorists who use the viaducts each day. The staff report says it must be demonstrated how a new post-viaduct street system will adequately connect downtown and provide enough vehicle capacity for goods movement. Tearing down the viaducts would cost up to $132 million but could give Vancouver more waterfront parkland and additional land to build affordable and subsidized housing, the report said. “The viaducts’ removal also eliminates a physical and psychological barrier and erases an urban scar from a rapidly urbanizing part of the city.”

Tainted tahini recalled Consumers are being warned not to eat some packages of Prince brand tahini that may be contaminated with Salmonella. The Canadian Food Inspection Agency (CFIA) said distributor Overwaitea Food Group in Langley has voluntarily recalled the Israeli-made product’s affected run, which is the 500-gram receptacle of Prince brand tahini, with a Nov. 19 expiry date. There have been no reported illness associated with the potentially tainted tahini, the CFIA said. Food contaminated with Salmonella may not look or smell spoiled. Marwa has been accepted as refugee ⫸

Now they had been displaced again, in Syria, where they found each other. But it would be a relatively short-lived romance. About two years later, the Syrian government rounded up the stateless Palestinians and sent them to a United Nations refugee camp, Al-Tenf, between Syria and Iraq. Marwa and her family were allowed to stay behind because her sister suffered from kidney disease and required daily hospital visits as well as a kidney transplant which she received from a brother, Wissam said. “It was very hard because I didn’t know if I met her again or not,” he said. “But I promised her I will get married to her … When I left on the last day she started crying.” What followed for Wissam was three years of living in horrendous conditions at two camps. The first was the worst, he said, where almost 1,000 people were packed into tents. In the summer, in the middle of the desert, there was no air-conditioning, and electricity was subject to frequent outages. When the rains came, there was no drainage so much of the camps flooded. And in the winter it was bone-

chillingly cold, the fabric tents no barrier to the winds that whipped through them. And trying to create sources of heat inside were always dangerous. “Many tents caught fire,” he said, adding he witnessed one such accident in which a pregnant woman died. But it was there that the Nassar family caught the attention of officials from the UN High Commission for Refugees (UNHCR). That’s when Jamie Macdonald’s parents became involved. Coquitlam residents, his father, Ian, is the former minister at South Burnaby United Church while his mother, Heather, has long been involved in raising awareness about the plight of refugees. Her contacts told her about the Nassars, and their being part of a particularly targeted community, that of Palestinians in Iraq, and asked her to help, Jamie said. Ian and Heather Macdonald did just that, enlisting the help of Westminster Presbytery of the United Church and the Burnabybased B.C. Muslim Association to co-sponsor the family. In 2011, the Nassars arrived in Canada, settling in Burnaby’s Edmonds area, with nothing but the clothes on their backs. “Their first four days their only

word was ‘dictionary,” Jamie said, recalling how they would constantly consult their ArabicEnglish dictionary. After a few months, his English improved and he was comfortable enough that he told Heather about Marwa. Before he knew it, Heather was on the case and working to bring her to Canada too. It hasn’t been easy. Syria’s own civil conflict has trapped Marwa in that country. Lebanon, Jordan or Turkey. And meanwhile, civil war rages around her. She recently escaped serious injury after getting caught near an explosion on the way to work. But not too long ago Marwa was interviewed at the UNHCR’s offices in Damascus and accepted as a refugee into Canada, under the sponsorship of the Macdonalds and Mount Seymour United Church. Now it’s only a matter of time, weeks or months, before Marwa is set to arrive. “We don’t know how to appreciate her, to thank her,” said Wissam of Heather Macdonald’s efforts. Today, the two brothers both work in a grocery store while Wissam recently passed a security guard course. Their father, Walid, works in a bread factory. On Saturday, June 29 at 8 p.m. the Macdonald and Nassar families will co-host a fundraiser concert at South Burnaby United Church, 7591 Gray Ave., Burnaby. Admission is by donation (suggested $10). The evening will include musical performances

by Ian Macdonald and Gordon Light of The Common Cup Company and Jamie, Rory and Derek Macdonald of The Orchid Highway among others. Wassim and Wessam will speak on their experiences as refugees and Heather will speak about refugee sponsorship. And Suhair Nassar, the brothers’ mother, is baking up a storm, preparing Palestinian treats for the occasion. Funds raised will go toward the costs of Marwa’s first year in Canada, which her sponsors have committed to covering. “It’s sometimes hard to realize [the Nassars] are here representing the happy ending, which is unfortunately a lower percentage than we’d like,” said Jamie. Wissam and Marwa have now been apart longer than they were together. When asked what he’ll do when he finally sees Marwa after all these years, Wissam, who admits to being “a little shy,” said with some understatement, “Maybe I will kiss her.”

Secret Ridge brings paired homes to Coquitlam
