More people continue to move from British Columbia to other provinces than migrate west, according to the latest Statistics Canada estimates. Quarterly Statistics Canada figures show a net loss of 1,611 people from B.C. to other provinces from January to March this year. That is the seventh straight quarter of net out-migration from B.C., with the last net increase of 73 people recorded in the April-June quarter of 2011. In 2012, while B.C. was a net loser of about 7,000 in interprovincial movements, Alberta gained about 43,000 and Saskatchewan gained about 2,500 people. On June 19, NDP Leader Adrian Dix said the latest totals mean B.C. has lost a net 12,000 people to other provinces since Premier Christy Clark took over. He added the number of private sector jobs has declined since Clark launched her jobs plan, and her government continues to cut the budget for job skill training. Dix said the NDP government of the 1990s saw an increase of 129,000 people in interprovincial migration, and during Gordon Campbell’s term, there was a net increase of 64,000. Clark shrugged off the numbers, saying B.C.’s overall population continues to grow. “More people are coming here than are leaving, and we need to continue to work to make sure that more people are staying. We’re competing hard with Alberta and the oil sands to keep people here.” B.C.’s rising total population is a result of international immigration, offset by the losses to other provinces by people moving within Canada. Ontario has also steadily lost people inter-provincially in recent years, including a national high of 6,823 in the first three months of this year.

100 Mile House Wranglers gearing up for inaugural season

Billet families needed for players wearing Wrangler jerseys By Tom Bachynski The puck drops in less than three months for the 100 Mile House Wranglers Junior B Hockey Club, as it enters its first year in the Kootenay International Junior Hockey League (KIJHL). Officially the season begins on Sept. 13 in Golden with a tilt against the Rockets. That will be followed by a game against the Columbia Valley Rockies on Sept. 14 to round out week 1. The following weekend sees a homeand-home series against the Chase Heat. On Friday night, the tilt is in Chase. Then on Saturday night, the Wranglers have their home opener in front of a loud and supportive crowd. The entire schedule will be available in about three weeks, or when the KIJHL ratifies all the data supplied by team representatives last weekend. Knowing when it all begins is making a sense of urgency in the Wranglers office. The ice at the South Cariboo Rec. Centre starts going in right after the August long weekend and the Wranglers Main Camp starts on Aug. 18. During the threeday camp, the coaching staff will be making some very important decisions about which players are going to be carded and skating into the exhibition games wearing a Wranglers jersey. Things like rink board and in ice advertising has to be ready to go before the ice goes in, so delaying the decision is not the best course of action. Wranglers representatives will be around to your business, so you will be able to meet these dates. (The Wranglers are in charge of all advertising

inside the arena.) Billet families needed The other big component to a successful hockey club is having a solid supply of billet families. Over the coming weeks, the Wranglers will need to secure up to 20 billet beds for the hockey players coming to town. There are a lot of misconceptions about what is involved, so to clarify: • Players will have their own vehicle, so there is no driving them to the rink or picking them up after a road trip. • Most will know how to do laundry or are willing to learn. • You are expected to provide a healthy balanced diet. • You will be compensated $450 per month to offset your expenses. Billeting can be a very rewarding activity. Many lifelong friendships are made between the hockey players and the billet families.

Harper government going after cheats K a m l o o p s T h omp s on - C ar i b o o MP Cathy McLeod, who is parliamentary secretary to the National Revenue minister, was in Vancouver on June 25 to announce the launch of a strengthened Foreign Income Verification Statement (Form T1135) She says it is one of the Economic Action Plan 2013 measures to crack down on international tax evasion and aggressive tax avoidance. McLeod met with members of Certified General Accountants (CGA) Canada to discuss taxation issues, including how best to combat international tax evasion and aggressive tax avoidance. “Our government is committed to combating tax evasion and getting tough on tax cheats. Since 2006, we have introduced over 75 measures to improve the integrity of the tax system. “The strengthened reporting requirements are just one example of the actions being taken by our government to crack down on tax evaders. These measures are great news for hardworking Canadians who pay their fair share and bad news for those who may seek to cheat the system.” Starting with the 2013 tax year, Canadians who hold foreign property with a cost of more than $100,000 will be required to provide additional information to the Canada Revenue Agency (CRA). The criterion for those who must file a T1135 has not changed; however, the new form has been revised to include more detailed information on each specified foreign

property. Increased reporting requirements include: • The name of the specific foreign institution or other entity holding funds outside Canada; • The specific country to which the foreign property relates; and • The income generated from the foreign property. The CRA will use the additional information to ensure all taxpayers comply with Canadian tax laws, through activities, including education and audit, McLeod says, adding failure to report income from domestic or foreign sources is illegal, and Canadians should know the CRA actively pursues cases of noncompliance. “Tax evasion and aggressive tax avoidance can lead to significant taxes, interest and penalties, she notes. These measures will build on the recent commitments made by Prime Minister Stephen Harper at the G-8 Lough Erne Summit in Northern Ireland. The G-8 declaration and our government’s Action Plan on Transparency of Corporations and Trusts will uphold a high level of transparency.” Economic Action Plan 2013 also extends the reassessment period for a tax year by three years if a taxpayer has failed to report income from a foreign property on their income tax return and T1135 was not filed, late-filed, or included incorrect or incomplete information concerning a foreign property, McLeod explains. In addition to the new filing requirements, Economic Action Plan

2013 proposed other strong new measures to combat international tax evasion and aggressive tax avoidance, including • The new Stop International Tax Evasion Program; • The mandatory

reporting of international electronic funds transfers over $10,000 to the CRA; and, • Streamlining the judicial process that provides the CRA authorization to obtain information from third parties such as banks.

Nika de Kok of Ruth Lake has won the local Tim Hortons scholarship for 2013. The Tim Hortons employee is graduating from Peter Skene Ogden Secondary School (PSO) and she says the $1,000 scholarship will be put to good use. “I’m going to TRU [Thompson Rivers University] in the fall, and I’m going for my Bachelor of Arts.” While she isn’t sure what she will eventually major in, Nika says she is happy to have been accepted and to have the help from Tim Hortons with her tuition. “I’m looking into going into journalism.” Local Tim Hortons owner Steve MacPhail says Nika is a valuable team member who has been at the local store for three years. “Nika has been a pleasure to work with – very much so. Her maturity and work ethic are something I have noticed are exemplary for a young lady of her age.” The Team Tim Hortons Scholarship Program is open to employees, and their children or grandchildren, he notes. “It’s a program that I think is fantastic. As a store owner, I con-

school years, I’ve been involved with leadership classes, and we always did stuff throughout the community. Nika has volunteered at the Relay for Life, South Cariboo Garlic Festival and the South Cariboo Community Fall Fair, and partici-

pated in Communities in Bloom trash cleanup bees. The application requires completion of a personal profile about the student, total volunteer hours and a description of what he or she does in the community, classroom grades and an essay. Nika’s $1,000 scholarship is one of 200 to be awarded this year in Canada, with another 20 in the United States. “It’s really nice; it’s going to help me out a lot, for sure. I’ve been working a lot just to try to get money.”

BC Liquor Store customers stepped up for Dry Grad BC Liquor Store customers showed their support for alcohol-free graduation celebrations by donating more than $459,000 to this year’s Support Dry Grad Campaign. The Support Dry Grad Campaign is an annual community fundraising campaign held in 195 BC Liquor Stores throughout British Columbia. Since 2001, it has raised more than $4.9 million. During the Support Dry Grad Campaign, BC Liquor Store customers are asked if they would like to donate $1 to help fund alcohol-free celebration events for graduating high school students in their local community. This year’s total again demonstrates there are a large number of customers who want to help students celebrate their success in a safe manner. Fifty-five school districts and the Federation of Independent Schools participated in this year’s campaign. All of the contributions made to each store are sent to their local school district. The school districts, in turn, distribute the

funds to the volunteer grad committees, which also raise funds. The money collected is used to pay for

BC Hydro provides support for Barkerville’s educational programs A generous donation from BC Hydro towards Barkerville Historic Town’s Educational Programming: K-12 School Students ensures the important work of this historical school program continues into 2013. “This program is very important to us, and we are happy to be supporting Barkerville for the third time and the second year in a row we are helping the school programs here achieve success,” says BC Hydro community relations co-ordinator Dave Mosure. “We like to act locally, and partnering with the Barkerville Heritage Trust ensures that today’s youth understands the importance of the Cariboo Gold Rush and its place in Canadian history.” The national historic site of Canada’s award-winning,

curriculum-based interpretive school program has provided exceptional interactive history lessons for British Columbia students for decades. The fully immersive experiences ensure students leave with a profound and visceral sense of Victorian era culture and commerce, as they learn about the ongoing economic impact of the gold rush from the 1870s forward in the province.

The donation from BC Hydro contributes to the purchase of supplies and materials for the school programs, to the direct benefit of some 2,000 students representing more than 50 schools throughout the province. “Barkerville has long been recognized as a leader in bringing the experiences of another time to life for visitors to the site,” says James Douglas, Barkerville’s visitor experiences manager. “The school programming here allows students to dig even deeper into our past, shining a collective light on our future. “The willingness of BC Hydro to recognize these programs ensures our students have the opportunity to move forward as future leaders in the various marketplaces of life, all of them, without excep-

The 100 Mile Men’s Fastball League has been rolling along with a lot of perseverance and quite a bit of puddle jumping due to early evening rain showers. Hornets sting Avengers Sanford Dillman Hornets’ pitcher Reg Hooper was sensational on the mound on June 18, as he struck out a phenomenal 14 batters in a 7-2 victory over the Red Rock Avengers. Red Rock chucker Pat Findlay was solid with six strikeouts. Both throwers battled hard for seven complete innings. Morgan Thomas had a double and two

runs-batted-in (RBI), while Bob Collens and Hooper added doubles. The Avengers scored their two runs in the bottom of the seventh with four singles. The score would have been more lopsided had it not been for some great catches by avengers Cale Tessaro, Brandon Hilstad and Matt Smith. Sportsmanship prevails While the score was 10-0 for Jake’s Pub over the Shuswap Defenders, the key to the June 17 game was sportsmanship. The Defenders were shorthanded, so two of Jake’s players offered to play for Shuswap “just to play ball.” Stump Boyce had three strikeouts for the

Defenders and Lenny Christopher had a double. Winner pitcher Greg Parent fanned eight Defenders in a tight game that broke open in the bottom of the third inning when Jake’s scored six runs. Greg Lund had a single and a double for the Pub boys, Jamie Law had a memorable game with a single and double that scored five runs. Split decision On June 14, Red Rock and Exeter Sporting Goods each walked away with a victory. Prior to the scheduled game, the teams played 1 1/2 innings to finish a game that was rained out on May 27. The score remained the same with Exeter taking the

6-2 victory. In the scheduled contest, Red Rock scored a 10-0 shutout. Highlights included two home runs by winning pitcher Pat Findlay, a round-tripper by Brody Borg and a triple by Brad Mills for Red Rock. For Exeter, centre fielder Jay James had a double and he made an amazing diving catch after a long run into left field. A squeaker Jake’s Pub nipped the Hornet’s 8-7 on June 13 thanks to scoring seven runs in the fourth inning and bringing the winning run across the plate in the top of the sixth. The Hornets let a big lead slip away from them when they scored

two in the first inning, three in the second and two more in the third for a 7-0 lead. B oth squads show their offensive prowess. For Jake’s, Lund hit a grand slam homer in the fourth inning, Parent singled in the winning run in the top of the sixth and Len Goin hit two doubles for two RBIs. The Hornet’s got triples from Thomas and Sean Archie, while Gary Shimmin hit a pair of doubles for an RBI and Nathan Valcourt rapped two singles for two RBIs. After a break for the long weekend, the teams are back at Lumberman’s Park by the arena on July 2, 4 and 5. Games start just before 7 p.m.

OCPs amended The directors approved third reading and adoption of bylaws amending both the Green Lake and Area and the Interlakes and Area official community plans (OCPs). The amendments included adjusting boundaries between the two OCP areas, primarily to more closely reflect the watersheds, particularly in the Green Lake OCP area. Other changes were similar to those currently underway for several OCPs. They provide for temporary permits without zoning changes, develop-

100 Mile goes Idle Free

The deadline for businesses to order an Idle Free 100 Mile sign in support of the awareness campaign has been extended to July 15. The community campaign is a joint venture between the District of 100 Mile House and the South Cariboo Sustainability Society. It is intended to raise awareness about the environmental and financial impacts of idling during the summer months. The campaign running between May 1-Sept. 1, 2013. Launched on May 6, when three signs indicating IDLE FREE ZONE were posted at Safeway in the Cariboo Mall, the District then installed more signs at several other locations around town throughout the month of May.

Now, the District is preparing to purchase more Idle Free 100 Mile signs, and has moved the date to July 15 for folks to order those to allow more widespread participation. The cost is between $25 and $35 each, based on the quantity ordered, and businesses are responsible for their own installation. The District recently sent a letter to all South Cariboo Chamber of Commerce members asking for their consideration of purchasing and installing signs. These could be posted in either singles or multiples, depending on the location and parking. The Idle Free 100 Mile IDLE FREE ZONE signs can be seen at several local busi-

nesses and at the South Cariboo Visitor Centre, Centennial Park, Martin Exeter Hall and the District of 100 Mile House office.
