Tourism operators are expressing dismay over a BC Timber Sales decision to green-light logging on Maurelle Island. “We’re very disappointed,” said Ralph Keller, spokesman for the Discovery Islands Marine Tourism Group. “All we ever asked for was a temporary halt to logging in three critical corridors until all the local stakeholders could get together and work out a land use plan.” However, in spite of meetings with government forestry bureaucrats, BC Timber Sales went ahead and recently awarded two auction contracts to JWM Forestry to harvest cutblocks of 105,241 cubic metres and 47,833 cubic metres on Mau-
relle. The tourism group fears logging in the lower Okisollo Channel will result in unsightly clearcuts that will disappoint tourists and will spread a negative message about coastal B.C. The group represents 15 touristrelated businesses in the Discovery Islands which contribute millions of dollars annually to the local economy. “It’s only fair we get more than lip service when it comes to forestry management,” said Keller. However, he said most of their concerns were ignored and the meetings were fruitless. “We’re pretty unhappy,” said Keller who is unsure of what more they can do. “Most of us are in operational mode right now and we can’t get too distracted.”

Admission fees at Strathcona Gardens may be going up Sept. 1. The Strathcona Gardens Commission has been looking at ways to close the gap between how much money the facility is making and the cost of operations. Tom Yates, acting chief administrative officer of the Strathcona Regional District, said the facility is
due for a rate increase. “Strathcona Gardens rates are generally below average for most categories in comparison to the other facilities evaluated,” Yates said in a report to the Strathcona Gardens Commission. “This is likely due to the fact that incremental changes in the fee structure have not taken place on a regular systematic basis.” Fees increased four per cent over Continued on A4

the past six years but have not gone up since the 2009/2010 season when fees were raised by two per cent. Fees also went up two per cent in 2008/2009. The commission voted in favour of increasing fees by five per cent starting Sept. 1. That decision will still have to go before the Strathcona Regional District Board to be passed in the form of a bylaw before the changes officially take effect. Rounded to the nearest quarter, that means rates for adults would rise from the current $5.50 to $5.75; for seniors the current $4 cost would go up to
$4.25; the teen/student price would rise from $3.75 to $4; the child price would increase from $2.75 to $3; and the family rate would go from $11 to $11.50. Average prices on the Island are as follows: adults ($5.83), seniors ($4.37), teens ($4.14), children ($3.05), and family ($12.13). Josie Rohne, Strathcona Gardens manager, noted that even with the increase, Campbell River’s prices would still be below the Island average. Still, the proposed rate increase comes just one month after at least one Campbell River resident complained that Strathcona Gardens did not lower its prices to reflect the
removal of the Harmonized Sales Tax in April. “Strathcona district is virtually collecting an extra seven per cent since April 1, 2013,” wrote one complainant to the regional district. “When do you plan to advise the citizens of Strathcona district of the seven per cent increase? Seems like a cash grab.” At the time, Yates said the fee is tax inclusive and the amount paid by the customer is a fixed amount and independent of the tax regime in place. One month later and the regional district wants to alter those fixed amounts. Rohne said if prices do not go up, the cost of operations
will have to be covered in some other way, namely, taxes. “In the absence of fee increases the shortfall in operating revenue must be covered by increases in property taxation throughout Campbell River and electoral Area D (Oyster Bay-Buttle Lake),” Rohne said. “The need for adjustments in the user fees may be influenced by a variety of factors including annual cost inflation as reflected in wages, utilities, goods and services.” In that vein, commissioners also requested regional district staff prepare a report on cost of living adjustments for fees and charges for the commission to consider.
Open fire prohibition scheduled for Coastal Fire Centre The size of open fires are restricted in most of the Coastal Fire Centre to help prevent human-caused wildfires and protect the public. This prohibition will remain in effect until Oct. 15 or the public is otherwise notified. This prohibition covers all BC Parks, Crown and private lands within the Coastal Fire Centre, with the exception of the Skeena-Queen Charlotte Regional District and the area known as the “Fog Zone”. A map of the affected areas is available online at: http://bit. ly/120s5c9 Specific activities affected by this prohibition include: the burning of any material, piled or unpiled, smaller than two metres in height and three metres in width, including burning barrels; the burning of stubble or grass over an area less than 2,000 square metres (0.2 hectares); the use of fireworks, sky lanterns or burning barrels of any size or description. This prohibition does not ban campfires that are a half-metre high by a half-metre wide or smaller and does not apply to cooking stoves that use gas, propane or briquettes.

The depots are for the collection of products that can be recycled. For glass to be recycled, it must be sorted and shipped to out-of-province factories to be made into new glass, as there is no longer a glass recycling facility in BC. The glass collected at the recycling depots is of a poor quality in that it is often contaminated with other material, meaning that, in many instances, the product cannot be recycled anywhere.

Residents are encouraged to reuse their non-refundable glass containers as many times as possible. Many glass containers (such as pop, juice, wine, beer and liquor bottles) require a deposit to be paid when the product is purchased, so residents should take those containers back to the point of purchase or to the Return-It bottle depots.

Residents can drop off their non-refundable glass containers in the bins that have been moved to secured and safe locations at the Campbell River and Comox Valley waste management centres. The glass accepted at these locations will be repurposed as aggregate for roads or ground cover in the landfill. Unlike food waste, glass is an inert material that does not decompose in the landfill to produce leachate or emit harmful greenhouse gases.

a week,” the La Fleurs wrote. “We also have the lovely sea walk at our doorstep and it is not safe and very difficult crossing the busy Island Highway to reach it.” Ron and Bo La Fleur noted the heavy traffic is often travelling over the posted 50 kilometre per hour speed limit, creating a situation of an accident just waiting to happen. “The traffic seldom slows down or stops for families with children or people wanting to walk their dogs, crossing to reach the sea walk or the beach, mostly because there is no crosswalk,” the La Fleurs wrote in their letter to council. “We are requesting a crosswalk, preferably with a flashing light, as soon as possible before we end up with a fatality at this corner.” Coun. Ron Kerr asked city staff present at last Tuesdays’ council meeting if it would be a problem to install a crosswalk. City Manager Andy
Laidlaw said he could not be adequately answer that right away. “There is a plan for pedestrian crossings throughout the Island Highway,” Laidlaw said. “Those have been designated in the transportation plan – there are priorities for crossings. If you wish information on this, I recommend council ask for a staff report.” Mayor Walter Jakeway suggested council could at the very least put in a
painted crosswalk until the city is able to find money in its budget for a pedestrian crossing light. “I think that would help, while we wait, if it would be possible just to have a painted crosswalk,” Jakeway said. Laidlaw reiterated that his recommendation would be to ask for a report from staff outlining all of council’s options. Council in the end did just that and requested

Residents on Barlow Road are concerned about pedestrian safety and are calling on the city to take action before someone is killed. A group of 11 presented a letter, signed by each resident, to council at last week’s council meeting outlining their concerns. “It’s somewhat disrespectful, and potentially insulting some have said, to reject the Klahoose’s offer of hospitality and has the potential of damaging the relationship Cortes Islanders have worked for several years to build with Klahoose,” Dombrowski said. He also questioned part of the rationale behind choosing the Gorge, which was to find what some directors deemed a neutral location to hold the public meeting – a place where everyone could speak their mind without feeling inhibited. “It seems like some outside and even inside, special interest groups were able to influence two area directors that don’t represent Cortes and overrule our area director,” Dombrowski said. “The way I see it, is it’s a missed opportunity. We had an opportunity to show our regional government is able to work professionally and function well with First Nations. hold the public hearing for a re-zoning in the applicant’s community, and Area D Director Brenda Leigh, who agreed the matter was one of fairness and openness, stood firm on their position of holding the public hearing in a neutral location. Whalle y said he believed the petition and letters to the board criticizing the decision to hold the meeting at the Gorge Hall were based on erroneous information – that the board was breaking precedent. Whalley said there is no precedent as to where public hearings are held and in the past, hearings on Cortes have been held in locations outside of the affected area. Leigh said it’s a matter of good governance. “It’s very important to me that this hearing be conducted fairly and we can make decisions without the pressures directors have faced over this issue,” Leigh said. “Whoever wants to express interest in that proposal, we have to be fair and unbiased – we have to go in unbiased. I won’t be pushed around like this. I want it to stay in a place that is unbiased.” But Cortes Director Noba Anderson put an amendment on the table to hold the meeting at the Klahoose multipurpose centre instead of the Gorge Hall. “I simply want to say that this is seen as symbolic, but it is a whole lot more than that,” Anderson said. “As a child of the province, and as a child of Canada, we need to move to reconciliation with our

neighbours.” But Leigh and Whalley did not change their vote and with directors split 2-2 – with Anderson and Quadra Director Jim Abram in favour of holding the meeting at Klahoose – Anderson’s motion was defeated and the public hearing will remain at the Gorge Hall. “This is about conducting a public hearing according to the Local Government Act – in a fair manner,” Leigh said. “No disrespect to the Klahoose.” Leigh also took exception to a letter to the board from a Cortes resident that said he was offended “at the blatant racism of (the) decision to hold the meeting at the Gorge Hall rather than at Klahoose to consider their application for a marina.” Leigh said she was hurt by the accusation. “I take huge offence to that – my whole family is multi-cultural,” Leigh said. “I’m totally offended that the mere placing of a public hearing is an expression of racism. That hurts me a lot. I’m not a racist, I’m not against Klahoose but I want this hearing done fairly.” Tahsis Director Jude Schooner also said she was offended being lumped in as a racist along with the rest of the board when she did not have a vote on the matter, nor did the other municipal directors. “I would like electoral area directors to show more respect in the future,” Schooner said. “I don’t like to be painted with a brush that calls me a racist.”

MLA named transport critic

North Island College will be at the forefront of research into sustainable aquaculture thanks to a $1 million grant. “ This is a gamechanger – a real coup for a small college,” said college president Jan Lindsay. The grant from the Natural Sciences and Engineering Research Council will fund an Industrial Research Chair for Colleges in Sustainable Aquaculture. This funding is intended to support applied research leaders and the development of businessfocused applied research programs at colleges throughout Canada. Dr. Stephen Cross, an internationally acclaimed researcher, will head up the studies and fact-finding at the Campbell River campus for the next five years. At last Thursday’s an nou nc e me nt and reception, Dr. Cross said it’s an “incredible agreement,” supported by the national council which he termed “the Holy Grail of research grants.” The location of the research chair also makes sense because Campbell River is the business hub for finfish aquaculture on the West Coast. The research will be supported by Marine Harvest Canada, Creative Salmon, Mainstream Canada, Grieg BC Seafood and the BC Salmon Farmers Association. “We’re pleased to see

With much reluctance, the money was returned to the Natural Sciences and Engineering Research Council. However, said Lindsay, the council fully encouraged the college to reapply for the coveted grant and this time it came through when Dr. Cross committed to the program. “This is a new program for colleges,” explained Lindsay, who said the grants are typically

A unique identity worth celebrating This past long weekend, Canadians coast to coast celebrated the 146th anniversary of our nation’s founding. There is much to celebrate. accident of birth – we are the lucky few who started life in a society that values peace, education, and public welfare, as well as prosperity. If you ever want to truly understand how good we have it, talk to one of the seven million Canadians who immigrated from around the world. For Canada’s immigrants, being a part of this great nation was a choice, one that may have brought some hardship, but also great reward. Canada has always been an immigrant nation. The first people to settle in what we now know as Canada came not on a boat, but via the Bering Sea land bridge more than 20,000 years ago. The French and English were the first European immigrants to arrive on our shores in the 1500s. By the
late 1800s, Eastern Europeans were recruited to help expand Canada westward across the Prairies. As B.C. established Canada’s presence on the Pacific Rim, so, too, has it opened its doors to Asian immigration. It hasn’t always been an easy transition, however. In the past, when cultures clashed in Canada, what resulted was unjust and often violent. And while it is important to celebrate the great achievements of our forefathers each Canada Day, it is equally important to remember the many dark chapters in our history, so that we learn from them and ensure they are never repeated. Today, as always, Canada is a nation of immigrants. It is what makes us unique, and what makes us great. – Black Press

Recycling revisited
Re: the recent announcement by the CVRD of uncontrolled sites for glass disposal being closed. This raises concerns about the recycle program as a whole. The current waste management company hired by the city will not accept glass in the blue box. When I enquired as to why, the answer I was given, was that there was no market for it. I have to admit that I had never considered the profitability of waste glass. I just thought I was doing the right thing for the planet, reducing the amount of garbage in the landfill. Isn’t that the main purpose of recycling? I accepted that explanation, and although it was inconvenient, I took the glass to the nearest recycle center. While there, one cannot help but notice that one could have brought all of my recyclables to that center. This begs the question. Why are taxpayers paying for a program that is both redundant, and not full service? Now that the glass bins are to be closed, my options are to drive to the landfill, not a short distance, or simply put my glass in the regular trash. Obviously, the CVRD has a use for the glass as an aggregate blend for road maintenance, so why is not marketable? At any rate, if I have to do my own recycling, then I should be able to opt out of the city’s incomplete program and save myself that expense on my taxes. In other words, if the city is hiring recycle contractors whose only interest is in the profit of certain items, shouldn’t they be paying us? Dale Bradley Campbell River

I wish I had the picture. I was standing beside the speaker’s chair in the Yukon Territorial Legislature in Whitehorse. Beside me was a Mountie clad in red serge and I had just sworn my oath of Canadian citizenship with a group of other new Canadians. A co-worker of mine from the Yukon News snapped my picture but I never got a copy of it. Maybe someday I’ll go back and peruse the News’ photo archives and get it because it was a momentous day in my life. I didn’t consider myself a new Canadian at that time. I had been in the country about 20 years by then, having immigrated to Canada with my family when I was eight years old. I had long lost the lowland Scottish burr that my
parents retained their whole life, even though they actually became Canadian citizens before me. Having graduated from university and out on my own career path, I finally felt a settled enough to pursue my Canadian citizenship. While working as a reporter for the Yukon News, I became a “$50 Canadian” as my dad joked. The cost back then of getting your citizenship was around $50. I had gone through the application process and made sure I knew all the information about Canadian government and society. The swearing in ceremony was held in the Yukon Territorial Legislature before a citizenship judge. I was there by myself except for my friend from the
News who was there to cover the event for the paper. My fiance was in Vancouver studying at UBC. The guest speaker at the event was another friend of mine – my boss’ husband, actually – who had immigrated from Ireland many years before to become a Canadian. It meant a lot to him when he did it and it meant a lot to me, as it does all new Canadians. Having just gone through another Canada Day, I make sure I participate in many of the events because it’s a chance to celebrate not just a national holiday but also a personal milestone. It’s unlikely I’ll ever live anywhere else. In the 25 years since getting my citizenship – and in the 46th year living in this land – the only other country I’ve
ever been to is the United States. And it doesn’t really count as foreign travel because its attached. That’s just a joke, of course. I do hope to go back to Scotland some day. But just to visit. And there’s other places in Europe I’d like to see but returnign to Britian would be like some kind of pilgrimmage that I need to get out of my system. In the meantime, I live in the greatest country in the world, fortunate for the circumstances – beyond my control as an eight-year-old – that brought me here. So, I salute the flag, sing Oh Canada when I’m asked to, turn on a hockey game and plan my next canoe trip. Happy being Canadian, everyone.

Do you care as much about people as you do animals?
We were pleased to read in the June 19 Mirror of the return of the SPCA to Campbell River. Fifty thousand dollars is a lot of money raised in a relatively short time for a worthy organization. It shows the generosity of animal lovers in our city. However, something disconcerting occurred to us, sparked by that $50,000 figure. For this is the precise amount needed by the Hospice Society of Campbell River to take out a mortgage on a house that would serve as office and meeting rooms, and provide space for at least one bed in the future for palliative
patients to live out their last days in comfort and peace. The Hospice Society has been trying mightily to raise such funds for years, but their fundraising efforts have only been sufficient to cover basic program and rental expenses, not to purchase a Hospice House. We wonder, how can it be that there is such an outpouring of financial support for the welfare of animals, and not for human beings – dying human beings at that? Is it because many Campbell Riverites do not know about Hospice and the important services it offers free of charge to the commu-
nity? The Campbell River Hospice Society’s Mission Statement provides a basic overview of its raison d’etre: “(The Society) exists to provide compassionate support and companionship to meet the needs of those individuals facing death, their families and their friends and to those grieving a loss due to death.” We have visited dying friends in two different Hospice houses in Calgary, where we used to live. We were so impressed with the warm, homelike setting for the dying and their loved ones. Such a contrast to the
stark and often noisy surroundings of a hospital ward. All the supports were there – physical, emotional, spiritual, and, of course, medical – to make the transition from this world to the next as pain-free and peaceful as possible. We need a Hospice house in Campbell River. It wou ld provide needed additional space to expand day programs for palliative patients, addit iona l t herapy, counselling and support groups, and eventually those vitally important Hospice beds. The timing for this seems particularly right, because our Hospice

Society must vacate its present rental location in a few short months, and find a new location. A house would be such a welcome new “home”. All it would take is a similar outpouring of support by the generous people of Campbell River. Ellen Lorane (Moore) Nutting Greatly missed by her beloved husband Ted, her children Mike and Catherine (Omid), and her dear grandchildren Thairah and Mikylee. We remember Ellen at the campsite, in the boat, cooking dinners, making music. Jack passed peacefully at home with family in attendance. Predeceased by parents Lydia and Adam, brothers Donald and Bobby and sister Corrine. Loved and missed by wife Carol, son Douglas (Linda) of Campbell River, daughters Katherine (Robin) of Tswawassen, Erin of Lund, two granddaughters Jessica of Whiterock and Lindsay of Campbell River, grandson Spencer of Vancouver, sister Marjorie of Port Alberni, and numerous cousins, nieces, and nephews. The family wish to thank Palliative Care nurses Barbara and Marlene and the home care workers, and particularly Dani Holmes, Jack's grand-niece, for their help and support during those last difďŹ cult days, as well as Dr.'s Carswell and LeBeuff. Jack's was a life well lived and we will all miss his quiet smile and wonderful stories. He loved nature and was at home in the wilderness, on the land or water and especially in the air. The family invite his many friends and acquaintances to join us at the Maritime Heritage Centre at 4pm on Sunday July 7th to share stories and memories. Claire Liliane McDavid of Campbell River passed away peacefully on June 24, 2013 surrounded by her loving family. Claire was born in Baker Brook, New Brunswick on June 27, 1922. She is survived by her three children; Anne-Marie Vorkampff (Max), Tonia Babin (Gary) and Anthony Abbis (Johanne); her grandchildren, Scott (Shannon), Michael (Lauren), Sara and Taylor and her great-grandchildren; Max, Anne-Marie, Tessa and Maggie as well as many other family and friends. Claire is preceded in death by her husbands Edmund Abbis and N. Baxter McDavid. The family of Claire McDavid wishes to thank the kind ladies of Campbell River Home and Community Support and all the nurses who looked after our Mom while in ICU and 3 North. A special thank you to Dr. Brian Carswell who looked after Mom for over 25 years. Mom was a warm-hearted person who had many interests and even more friends in her life. As a young woman she was one of the few female scout leaders in New Brunswick. She was an accomplished curler and enjoyed travelling to Bonspiels throughout Eastern Canada; collecting friends, memories and stories along the way. For many years as a volunteer, she had positions of responsibility with the Canadian Cancer Society. Mom loved the ocean and throughout her life she enjoyed vacationing near the seaside most recently in her beloved Tofino. The constant thread that ran through her life was her love of friends and family. She was gracious, compassionate, quick to smile and to offer a welcoming hug. Race the River
The Campbell River estuary was the site of this year’s Race the River dragon boat races that saw nine women’s teams and eight mixed teams compete. The top women’s team was the Tri-Port Warriors with Campbell River’s River Spirit taking bronze. Mixed was won by Port Hardy’s Nax’max’sala. A traditional part of the regatta was the Carnation Ceremony (centre photo) to remember those lost to cancer but also to show support for those currently battling the disease. Some dental offices refer to IV sedation as “sleep dentistry” or “twilight sleep” which are both misleading - IV conscious sedation is designed to relax the patient at a light or moderate level and, in reality, you remain conscious during the procedure meaning you will understand and respond to requests from your dentist - although you may not remember because the drug typically used does two things, Dr. Kevin Lathangue 1. IV sedation induces a state of deep relaxation and a feeling of not being bothered by what’s going on. 2. The drugs used for IV sedation produce either partial or full memory loss (amnesia) for the period of time when the drug first kicks in until it wears off. As a result, time will appear to pass quickly and you will not recall much of what happened - this is likely the reason people believe they were “asleep” during the procedure. Typically, people seek out IV sedation when they are anxious about a procedure or the needle. Although IV sedation is not a pain killer - we can use EMLA cream to prevent the needle from hurting which creates a more comfortable experience.
