Off-leash dogs frighten city cyclist By Emily Wessel THE HERALD

Over 1,500 people attended the third annual event, including students from all the elementary schools in Merritt and John Allison Elementary School in Princeton. Anderson was born and raised in the Nicola Valley. She grew up learning the values and traditions of the Nlaka’pamux culture, and believes it gives her a sense of belonging and has allowed her to be “grounded” in who she is today. A university graduate, Anderson currently works as First Nations Community Affairs Liaison at Teck Highland Valley Copper. She also volunteers with the YMCA Aboriginal Mentorship Program, teaching young girls how to powwow dance and make regalia. Anderson’s advice to students today is: “Stand tall, walk proud, face challenges eagerly, never give up, find calm and go there daily. Believe in yourself, and be prepared to work hard and your dreams will become your reality because this is your world, and anything is possible.” Ian Webster/Herald

Two incidents with off-leash dogs within city limits have one Merritt woman concerned that pet owners aren’t being careful enough with their dogs. Janet Harper said she was riding her bike on the path in the grasslands above the Bench area on May 8 when a large dog came running up to her while the dog’s family was further away. Harper said as the black lab type dog approached, his demeanour changed from friendly to aggressive. “He raised his hackles and started growling,” she said. “I slowed up while his owner managed to catch him. The owner did catch him and held him so we could pass each other, and said his dog doesn’t like bikes. I was grateful that he managed to physically catch the dog.” Not five minutes later, Harper said she was approached by another off-leash dog, this one a grey Weimaraner, while the dog’s family was some 40 metres away. “The dog saw me and came running up the hill towards me at full speed, ignoring the owner calling to him,” she said. “I got off my bike because I could see this big dog running at me, and I kept it between the dog and me. The dog was right at my bike and he was barking very loudly and aggressively. I didn’t know what the dog was going to do next because it’s a big, scary dog. He was jumping up and down as he was barking at me and I was thinking, ‘What do I do now?’” Harper said she stood still until the dog eventually lost interest. “You can do that [stand still like a tree] but it feels like an eternity and it was very scary, even with the bike between me and the dog,” she said. “I didn’t know if he was going to actually attack me or not. I was scared.”

And, she said she worries the next person approached by an off-leash dog might not be so lucky. “These family pets are aggressive in a public place,” she said. “There are lots of children up there.” Harper, who spends lots of her leisure time outside biking and hiking, said the incidents have prompted her to carry bear spray in the area to make sure she is protected from animals — wild or otherwise. “I don’t think I have to be threatened while a dog owner watches that happen to me,” she said. “I don’t know if they don’t know if it’s city land or if they don’t care, but it’s a nice place to let your dog off the leash. But this dog scared me, and I’m good with dogs.” City of Merritt Bylaw Officer Bob Davis said it’s not unusual to see people with their dogs off-leash in that area, but it is the first complaint about an offleash dog he has received since taking up the post about two years ago. “My understanding, from talking to the people who are up there, is that it is an issue,” he said. “People think that they’re out of the city because they’re in bunchgrass and yellow pine, and they just let their dogs go. Well, there are so many other people recreating up there — bicyclists, hikers, dirt bikers and kids — so it’s a problem. I’m surprised that it hasn’t arrived on my desk sooner than it has, given the number of people who are using it and the number of dogs offleash.” An owner caught with his or her dog off-leash in city limits could face a $100 fine for the first offence and a $200 fine after that. Davis said there are no public properties within Merritt where it’s legal for owners to let their dogs off of their leashes, except the dog park off of Main Street.

Vandals frustrate Diamond Vale residents For Everyone

A local couple is frustrated with their neighbourhood after numerous incidents of vandalism over the last several years, including the most recent one overnight on May 30. Betty and Scotty Thomson woke up to find the bird bath that was up against their house smashed. “The thing is, the bedroom is right here,” Mrs. Thomson said, indicating the window right above the smashed ornament. “You don’t need people out here, against the house.” She said the sight of the broken sentimental ornament was so upsetting, she cried. Over the winter, another sentimental lawn ornament was stolen. Mrs. Thomson received a unique crow decoration as a gift, but it was stolen out of the front yard, she said. “It’s probably in a ditch or something,” she said. “It’s just senseless.” Mr. Thomson said incidents of theft and vandalism of lawn ornaments is not uncommon in the area. The

Thomsons pointed out a handful of neighbours who have been victims of vandalism and theft recently, including a neighbour who put security cameras up on her property after an expensive bench was stolen. “This is why nobody wants to fix their places up around here,” Mr. Thomson said. “You’re scared to put anything out. You do something to fix the place up and make it look nice, and this happens. I’m just getting fed up.” The Thomsons said they noticed a spike in the vandalism when the subdivision behind their property expanded a few years ago. “This used to be a dead-end street, and that’s why we bought here,” Mr Thomson said. “We never used to have any problems before. I don’t think it’s necessarily somebody out the back, but since people have been there, we’ve had nothing but trouble.” The couple added that they and several of their neighbours look out for each other’s properties, and that some of their neighbours are thinking of starting a type of neighbourhood watch group to address the vandalism.

Community band talks Victoria trip By Michael Potestio THE HERALD

This past weekend, the Nicola Valley Community Band visited some familiar faces in new places. On an invitation from the Lieutenant Governor of B.C. and Merrittonian Judith Guichon, the band travelled to Government House in Victoria on Sunday. The band travelled to the provincial capital to play at the Lieutenant Governor’s Garden Party, which celebrates the 60th anniversary of the Queen’s coronation. The Royal Canadian Navy’s Naden Band, the Greater Victoria Police Pipe Band and the Friends of Government House singers also performed at the event. Nicola Valley Community Band president Nancy Ellingsen said it was an important trip for their band. “It was a big deal for the band, definitely, to go even on a road trip, let alone to Victoria to Government House,” she said, adding that band member Emma Martin described the experience as the most important

day of her life. It was a beautiful sunny day with an ocean backdrop as Ellingsen overlooked a sea of people dressed in old-fashioned hats who gathered for the event, she said, describing the experience. “And the pipe band had piped in Judy,” Ellingsen said. “Her honour,” she added after a short pause. “It’s hard to call her your honour when you know her.” The Lieutenant Governor had been back in Merritt just a couple of weeks ago and got a haircut from Ellingsen, she said. Ellingsen said it was a great experience just to be at Government House. Guichon took the band on a tour and even showed them the view from her bedroom. The Lieutenent Governor and former flute player even put on one of the band’s red shirts and joined in on the music. The trip had more than one stop. Reciprocating the visit the Langley Community Band made to Merritt last year, the Nicola Valley band visited

Coun. Clara Norgaard called for a bylaw to help stem the stray cat population at the City of Merritt regular council meeting on May 28. Norgaard said she is aware that stray cats are a problem in the city, and that other cities have created bylaws to address their often rapidly rising populations.

“It seems to be an issue for all municipalities, but some of them have come up with bylaws that seem to have alleviated some of the problem, and I’d like to know what those are because we are being bothered by feral cats,” Norgaard said after the meeting. “When they’re wellfed, they just multiply, and it creates a problem for the people in the downtown core, basi-

“We thought we should know what we have first before we plunge ahead and get new signs,” Christopherson, who serves on the Directional Signage Committee, told council. “We’d also like to know where they’re located so that we don’t duplicate existing signs.” Christopherson said he doesn’t know if there’s a maintenance policy on the highway signs, just that they’re

Alastair Murdoch recommended that staff look at the cost of fixing up and replacing the teepee signs on the highway as well. “Given the discussion of the teepee signs, it might be useful to know what maintenance costs are on these things and replacement costs. Help keep Merritt’s boulevards, lanes clean As spring wanes and summer arrives, many of us are aware of the unusual amount of precipitation that has fallen on our city. With this rain and warmer weather comes plant growth, and it does not require a lot of searching to find out-of-control grass and weeds in empty lots, alleys and boulevards. We all want Merritt and the neighbourhoods we call home to look the best they can. A frequent question to the city’s bylaw department is, “Who is responsible for maintenance of boulevards and lanes?” The short answer is the adjacent property owner. Just as with winter snow, the adjacent property owner is responsible

for shovelling the sidewalk in front of their home, so during the rest of the year the adjacent property owner is responsible for keeping the boulevard and lane abutting their property in a neat and tidy condition. As a home or property owner, you are responsible for the vegetative growth outside your property lines to the curb and, if there is an alley, you are responsible to the centre of that alley that abuts your property. We may all even want to consider some of our neighbours who, for very good reasons, may not be as able. With this in mind, Merritt’s Nuisance Abatement Bylaw provides for minimum

Unless we all do our individual parts to maintain our neighbourhoods, it could simply not be done. One of the pleasures of living in a smaller community like ours is the little extra that we contribute can translate to a huge difference that will positively reflect on the City of Merritt as somewhere great to live. Bylaw report on April animal control The following is an excerpt from the City of Merritt council meeting on May 28. Calls and complaints related to dogs continue to be at relatively low levels, with only two dogs impounded in the month of April. Both dogs were reunited with their owners after a brief stay in the pound. Two other dogs were taken into protective custody and subsequently returned to their owners the same day. Despite the steady progress we have made, dog-related issues remain a high priority for the bylaw office. What does this tax pay for? It is a local service tax for the sewer and water to meet the costs of works and services that beneÀt land within the municipality. About 20 years ago, before the Internet became the focal point of our lives, world trends employed a slower mode of transport. News was not relayed via instantaneous tweets and photos of one’s dinner plate were not shared with the world for no discernible reason. And a visit to the mailbox often brought something more than bills and letters to a home. Many a scam was unwittingly delivered by Canada Post in the form of chain letters and other financial sleight-of-hand stamped correspondence that relied on the addressee to physically undertake a few steps in order to be duped. In the past two decades, the Internet has radically altered the manner in which we live, transforming the once laborious into lightning fast — and scam artists are among the busiest online, with their clever cons milking the innocent daily. What must have taken weeks and months in the days before the World Wide Web can today be accomplished in the blink of an eye. A victim clicks on a link, suspends the basic cautionary principle of too good to be true and is out hundreds or thousands or more. Some of those scams make the news; most don’t. In Kamloops, a familiar ruse has returned with a twist — it is being done old-school style, through the mailbox. Some Kamloopsians (perhaps many) have received a white, letter-size envelope which, while bearing no return address, is indeed addressed to the specific person living at the residence. Inside the envelope is information that promises the recipient easy money for undertaking a few steps as a “mystery shopper.” Included in the documents is a cheque.

While ethics are the guiding principles and provide the framework for evaluating what’s right and what’s wrong, morals govern an individual’s actions on those broader beliefs. Often, that leaves a giant grey area for people to navigate. In the world of journalism, the recent Rob Ford crack cocaine fiasco is a prime example of the complications of navigating that gaping grey area. Last month, the U.S.-based website Gawker and the Toronto Star published stories claiming their report-

ers had viewed a video of Toronto Mayor Rob Ford smoking crack cocaine. From there, the story was covered by a plethora of news sources, and the allegations from news sources combined with the scathing rebuttals from Ford made for some great tabloid fodder. The latest word on the scandal is that the video is “gone,” according to its anonymous owner. Not only is that enough to make people believe in the great Crack Cocaine Conspiracy of 2013, but it leaves the reporters’ reputations dangling on

a story that may or may not have any proof — the questionable validity of the old adage “seeing is believing” notwithstanding. Certainly, these reporters could’ve thought they’d had a career-making story on their hands, so they reported on it, taking all the risks that come with anonymous sources who control the main piece of “evidence” in the story. The Toronto Star was allegedly offered the chance to purchase the video from its owner for $100,000 — which the newspaper turned down. Gawker, on the other hand, raised $200,000 to buy the video but was

unsuccessful in obtaining it. In my mind, we deal with information that is relevant to people for the good of the people. While that ethic may seem a little lofty, it’s the one that guides how reporters handle many of the stories as they develop in newsrooms across the country. It’s not always easy to decide what to do if a controversial story comes your way, and a moral handbook sure would be handy. But it’s the individual nature of moral codes that can’t allow that to happen, and stands as the fundamental catch-22 of modern journalism.

The recipient is asked to cash the cheque, visit a store (in the case of the correspondence in the example, Wal-Mart is named as the store), spend a little on some shopping and fill out a survey. The recipient is then asked to send the majority of the money received when they cashed the cheque to

other people, via Western Union. In this case, the recipient was asked to send $3,200 of the $3,992 to two people. And this is where the scam happens. If the victim manages to cash the cheque without a bank teller rescuing them from a poor choice, the victim will soon learn — in a few days, via the cheque bouncing back to them — they were duped and are now on the hook for the cheque’s full amount. Meanwhile, the scam artists have escaped with most

of the money while the victim can point to a few items from the store to which they were directed. This scam is just one of too many to count — online, through mailboxes and via telephone lines. There is no need for anyone to be victimized by any of these scams if we all simply ask the basic question: Does this seem too good to be true? If it does, it probably is. If, for some reason, you are not quite certain the offer you are contemplating is legitimate, take a breath

and do some homework. Pay attention to the news. Anybody scammed by this latest mystery-shopper ruse is obviously not following the news as KTW, and all other media, have reported on this and other nefarious cons before. Call the local police department and ask. The RCMP is well-versed on all manner of these scams. Go online to snopes.com. This website is invaluable in finding the truth behind plenty of questions — including whether that mys-

tery-shopper offer is real and whether that urban legend being shared on Facebook is fake (it almost always is). If you follow these steps, you will likely never fall victim to such predatory practices. If, on the other hand, you are sitting at home right now, anxiously awaiting your millions from Nigeria after sending a deposed dictator’s nephew $10,000 to secure the release of funds, don’t say we didn’t warn you. Kamloops RCMP seek shooting suspect Kamloops RCMP arrested a 34-year-old man on Wednesday in connection with a shooting in which an innocent woman was shot in the arm. The woman was sitting in her basement suite of a house in the 1700 block of Bruner Ave. when the bullet, which is believed to have been fired in the upstairs suite, came through the floor and struck her, causing nonlife-threatening injuries. The suspect, who was previously wellknown to police for violent offences, drugrelated offences, and property crimes. He was arrested by police around 11:20 a.m. without incident in a Valleyview area motel. RCMP will be recommending numerous weapons charges and an assault related charge against the male in custody. Police were notified just before 6:20 p.m. that the innocent woman was in the suite

It’s been Travis Fehr’s dream to open his own bike shop. Having recently worked in Camrose, Alta. and New Westminster, B.C. at bike shops, this avid biker has now set up his own shop in Merritt. After he researched cities in Western Canada that have an active ridership but no bike shop, Breathe Bikes was born. President of the Merritt Mountain Bike Association Sean O’Flaherty said the group loves the fact a local shop has opened in town. Any type of mechanical issue or parts needed will no longer require a trip to Kelowna or Kamloops for Merritt bikers, he said. “They can get back on their bikes faster and get out there

with her 32-year-old husband and five-yearold daughter at the time. She was taken to Royal Inland Hospital with what was described as a non-life-threatening injury to her arm. Police converged on the scene on Tuesday and located another 34-year-old male and a 19-year-old woman in the suite. The male is believed to be one of the two men involved in the initial altercation and the female is an acquaintance known to both men. Both the man and the woman were brought to the Kamloops RCMP detachment for questioning in connection with the incident. The shooting is believed to be the result of a violent altercation between the men. The details surrounding the argument remain unclear, but the investigation to date suggests that the men knew each other. Currently, uniformed officers are guarding

the shooting scene and investigators from the Major Crimes Unit have been called in. Forensic Identification Specialists have also been notified.

Uniformed and plainclothes investigators are on alert for the suspect and surrounding detachments have been notified of this incident.

Logan Lake students look to futures By Barrie Ogden SPECIAL TO THE HERALD

It was the spring of 2007 that I first became connected with Logan Lake Secondary School – its teachers, support staff and students. In June, I wrote my first graduation story for the Merritt Herald. Now, six years later, I come to you with the 2013 LLSS’s graduation with its Hall of Fame theme. This year was exceptional because the grads were on time and had followed the dress code given by the principal. The high level of excitement and joy in the room prior to the grad photos being taken was a gift to behold! Ms. Mochikas led the honoured guests onto the stage while Const. Steve Grouhel, handsome in red serge, led the school staff and presenters into the auditorium. Here again, the room was filled with an electrifying combination of exhilaration and happiness, tempered by a predictable touch of sadness — all of which was magnified as each grad was introduced. Andrea Ignath, a former student who

would have graduated with the class of 2013 had her family not moved to the Coast, was a welcome addition to the evening as she, with her incredibly beautiful voice, led the audience in the singing of O Canada. Mrs. Youd then delivered the opening remarks before turning the microphone over to the event’s special guests, which included Dr. John Churchley, assistant superintendent of School District 73 who, in the notso-distant past, was vice-principal and music teacher at LLSS; outgoing MLA Harry Lali, who, in his 18-year political career, had not missed an LLSS graduation; Ms. Cara McKelvey, representing SD73; and Acting Mayor Robin Smith, herself an LLSS grad. Mr. Simone Stella, the science/math teacher/ fly-fishing guru, was once again chosen by the grads to present the commencement speech, which he delivered with his mixture of humour, encouragement and words of wisdom. Fishing Weekend this Father’s Day

OTHMAR VOHRINGER The OUTDOORSMAN This year, Father’s Day falls on June 16, which is the last day of the B.C. Family Fishing Weekend. Founded 14 years ago by the Family Fishing Society of BC, the objective of the event is to promote the angling sport as a wholesome familyorientated activity, to bring young people into the sport and last but not least, to promote our province as one of the top worldclass sport fishing destinations. The B.C. Family Fishing Weekend is sanctioned by both the provincial and the

federal governments. It is sponsored by many sport fishing industry related sectors, such as tackle manufacturers, fishing lodges and others who work closely together with the Family Fishing Society of BC to stage such events throughout the province. Each year, about 30,000 people take part in these events, which are governed by the freshwater fishing regulations in most areas. There is no need to buy or carry a freshwater fishing licence during this weekend. Recreational fishing plays a big part in the life of many British Columbians. How big fishing is in our province can be seen by the revenue it generates. Sports anglers contribute nearly 1.6 billion dollars to our economy that in turn supports thousands of jobs throughout British

Columbia. B.C. Family Fishing Weekend has in part been created to help maintain this robust industry by developing a strategy to promote recreational fishing to a new and younger generation, thereby ensuring a vibrant angling community for future generations. Local fish and game clubs, such as the Nicola Valley Fish and Game Club here in Merritt, play an important part in hosting the Family Fishing Day events. These free events are open to everyone and those who do not own fishing tackle will be provided with such at no cost. But hang on, there is more: there are also experienced anglers on hand to teach newcomers to the sport how to catch fish and use tackle. The events also provide educational material about fish and

habitat conservation, provide information regarding the ethics of angling, and explain safety around the water. For residents of the Nicola Valley, the Family Fishing Day is hosted as in previous years by the Nicola Valley Fish and Game Club and will be held on June 16 starting at 9 a.m. at the children’s fishing pond at Kentucky-Alleyne Provincial Park. Admission to the event is free and I am told that there are so many prizes to be won that no child will have to go home without one. And hey…if you catch a fish it will be cleaned for you too. There will also be hotdogs, coffee and lemonade available, plus all the fun you can handle in a day. It’s a great way to enjoy fishing with your family and have a full day of free fun.

The Coke machine outside of the Highland Valley Foods was damaged by culprit(s) some time overnight and was discovered on May 31. The culprit(s) used a large pry tool to force open the machine, causing serious damage. The coin dispenser was removed and all change from the box stolen. The culprit(s) also stole upward of 25 bottles of Coke Classic and upwards of 12 bottles of Monster energy beverages. The culprit(s) likely had a bag of some sort with them to carry away the stolen items and may have had the tool visible to anyone walking or driving by. Surveillance footage in the area is being examined by police to assist with identifying those responsible for this crime. Please contact the Logan Lake RCMP or Crimestoppers.

Principal Mochikas delivered some words of wisdom to the grads. “Champions or superstars don’t make excuses,” she told the outgoing grad class. “Champions work hard, sleep less, focus more, Facebook less. Being a champion or superstar isn’t about proving your ability or worth to others; it’s about proving it to yourself.” And with that, the grads rose up with cheers and shouts of joy to toss their hats in the air. The evening concluded with refreshments prepared and served by the parents of next year’s grads which were deliciously augmented by the baking of Mrs. Youd’s Grade 9 home economics class.

What can one man do to Àx a large organization like the church? This was probably the start of the reformation. John started writing little papers and gave them out. He had a small following. The young men that saw John idle started making copies of John’s papers. These fellows were known in history and these copies were making their way all over England, Scotland, and Wales. This was not legal in the mail, but people found a way to sneak them across the English channel and into Europe’s mainland. After some time, this became known in Rome, and the head there did not like it. He had to put a stop to it. The king of England was told to send this man to Rome. (We all know what that meant: a one way ticket.) When John’s future looked bleak and there was no way out, the pope in Rome died. This brought things to a halt. To make

things worse, there were two men who wanted the ofÀce. This caused a lot of trouble. After some time things Ànally got settled. Now back to John and England. Again, things looked hopeless for John. Then, the king of England died, causing further delay. When a new king came to the throne, it took time to get everything going again as it was planned. By now, years had gone by and John was no longer a young man. When it was time for him to go, John had a stroke and was not able to travel for travel was not as easy as it is today. John did not die. His writing kept on going. The apostle John on Patmos had a vision. He saw four angels bound in the Euphrates river. (We ask, what has this got to do with what we are looking at?). The writing of the apostle takes place over a lot of years and lots of things were going on. Next week: the vision.

DAN ALBAS View from the HILL In my March 14 MP report, I touched on the subject of Canada’s wireless communication industry and the fact that Canadian consumers pay some of the highest wireless communication rates worldwide. In the same report, I also covered many of the initiatives that our government has introduced or is in the process of bringing forward to help stimulate wireless provider competition and improve availability in many markets across Canada. In response to that report, I received a number of comments from citizens who were generally encouraged that gov-

ernment is taking a more active role to increase competition and encourage greater access along with more competitive pricing. Following that report, I also had a meeting to hear directly from representatives of the Canadian wireless industry who also passed on some information that may be of interest. According to the Canadian wireless industry, roughly 99 per cent of Canada’s population now has access to wireless service that is 3G or faster. In fact, there are now more wireless connections in Canada than wired. The largest growing demographic of smartphone users is between 18 and 34 years old – who make up 74 per cent of all Canadian users. On average, traffic on some Canadian wireless networks is growing by five per cent per week with over 274 million text messages sent per day.

Wireless industry changing rules to benefit users From Page 11 As for the Canadian wireless industry, it now employs more than 261,000 people and contributes in excess of $40 billion annually to the Canadian economy. In terms of investment, nearly $24 billion has been invested in wireless infrastructure over the past decade. It is estimated that by 2014, more people will connect to the Internet via a mobile device than a conventional desktop computer. At the same time, for users over 55 years of age, smartphone use is expected to increase from roughly 17 per cent of the population to close to 30 per cent. Clearly, the Canadian wireless industry is a fast-growing one, involving more and more Canadians of all age groups. It is for these reasons that many might take interest in the newly announced CRTC wireless industry code that will bring new rights to Canadian wireless consumers. Changes to “The Code,” as it is referred to, will include the ability to cancel your contract at no cost after a maximum of two years; the ability to cancel your contract and return your phone at no cost within 15 days (and specific usage limits) if you are unhappy with the service; to be able to have your phone unlocked after 90 days or immediately if you paid in full for your phone. Also included is the option to have your service suspended at no cost if your phone is lost or stolen; to receive a notification when you are roaming in a different country; disclosing what the rates are for voice services, text messages, and data usage; to limit your data overage charges to $50 a month and your data roaming charges to $100 a month; and to pay no extra charges for a service described as “unlimited.” You may also refuse a change to the key terms and conditions of

your contract, including the services in your contract, the price for those services, and the

duration of your contract. These changes in some cases apply dif-

ferently to pre-paid wireless services and all of the changes do not come into effect until

later this year, on Dec. 2. If you have further questions or comments on these changes please
