Shipping hub, LNG top port’s wish list SUSAN QUINN Alberni Valley News

Now that the Centennial Pier is finally complete, the Port Alberni Port Authority (PAPA) has set its sights on more lofty goals. Port authority CEO Zoran Knezevic said they are now looking to a container trans shipment facility further down the Alberni Inlet, and are also examining a proposal to develop a liquid natural gas export facility. The port authority will receive $225,000 from the federal government through the Canada’s AsiaPacific Gateway ZORAN and Corridor KNEZEVIC Initiative (APGCI) to conduct a trans shipment feasibility study in July, to see whether the project can be done. The study will provide an analysis of short-sea shipping from the region. “These projects are five, 10 years away in the future,” Knezevic said at the port authority’s AGM last week. “These are lofty goals but we think they are achievable,” said David McCormick, PAPA’s director of public relations and business development. “The port as a group would like to aim high.” The proposed site for a trans shipment facility is 15 nautical mils from the open water, near Sarita; cargo vessels already pass by the area on their way around the south end of Vancouver Island to get to Vancouver, Knezevic said. “Twenty million TEU (20-foot equivalent units) is passing within our reach every year,” he said. There is potential for Port Alberni to capture some of that cargo, he added, as a facility at the mouth of Alberni Inlet would save 180 nm or two days’ sailing time for vessels.

City’s new water plan will boost rates next year Christopher Sun Alberni Valley News

Port Alberni’s new water conservation plan will likely force water and sewer rates up by eight to 15 per cent each year, to offset the city’s growing infrastructure deficit.

City council approved the Water Conservation Plan last week, primarily because the provincial government made it mandatory that communities applying for water and sewer grants, must have such a plan in place. City engineer Guy

Most water mains were installed in the 1940s and are nearing the end of their 75-year lifespans. “$1.8 million must be generated annually to keep up with sustainability,” Joly said, explaining that’s just for water maintenance alone. “The current amount being generated every year is $600,000.” Joly suggested council look at introducing seven different fee classes, charging different rates for different

users such as single-family, multifamily, commercial, industrial and bulk. He suggested the different rates because at present, single-family homes consume 45 per cent of the water, but pay 66 per cent of the cost. He said current rates need to be raised 10 per cent across the board a year to eliminate the infrastructure deficit gap, but it would be more fair to vary it between class of water users.

Cafe owner thinks big with art project SUSAN QUINN Alberni Valley News

As Kevin Wright walks through a vacant lot on the Catalyst Paper site, sidestepping redundant pieces of machinery and other bits of pulp mill detritus, one can almost see his internal wheels turning. Wright is sorting material that Catalyst general manager Fred Chinn has given him carte blanche to take, for an industrial art project Wright is formulating for Third Avenue in Uptown Port Alberni. Giant gear wheels, sprockets, feeder belts, and even a ringrace, or giant bearing, have already caught his attention. Wright started his art program with the giant gear bike rack in front of his coffee house, Steampunk Café. He recently received approval to build a sculpture on the corner of Third Avenue and Argyle Street, and already had an artist in mind. Besides aesthetic pieces, Wright envisions creating functional art like benches or bike racks from the material he has collected and stored at the Industrial Heritage Society’s facility.

Although Wright has the support of city hall—there has been a public art doctrine on the books for 16 or 18 years, he says—he is looking for private money for his art vision. Chinn said he was only too happy to donate whatever Wright wanted from the mill’s stock of spare parts. Some of it also came from Catalyst’s decommissioned mill at Elk Falls in Campbell River. “He’s looking for something very unique and specific. A lot of things like chain, old gears, interesting machinery that can be part of an art shape.” He hopes this will prompt other people with old machinery lying around to consider donating it.

The gear in front of Steampunk actually belongs to Bob Cole, and was stored at Port Boat House. Wright had it painted Case orange and safety red—actual industrial heritage colours. Wright is careful to say his vision is not confined to Uptown, although that is where his plan has started. He envisions Third Avenue as the industrial art area, but would like to see industrial-themed artwork spread up the Johnston Road corridor and elsewhere in Alberni. editor@albernivalleynews.com

Uptown gears keep turning Clark resumes Campbell’s arrogance There is a certain vibe happening uptown that we hope will catch on elsewhere in Port Alberni. Kevin Wright, owner of Steampunk Café and Coffee House, is the latest entrepreneurial spirit to bring a sense of funkiness to the south side of the city. We are seeing some innovative ideas such as Wright’s wood and metal patio, combined with the efforts of the Rotary Arts District, especially with its art banner (there are 63 new communitycreated banners hanging from lightposts on Argyle Street) and ‘Door Jam’ programs, and what Charlene Patterson has done to transform Char’s Landing from a church to a key performing venue. Wright envisions an industrial art corridor on Third Avenue, and has received approval to erect a sculpture at Argyle Street and Third. This is not a new idea for that side of the city: there are already some industrial marine pieces placed as art near Harbour Quay and the train station, and Jake James’ metal artwork in front of city hall. What we like about this latest plan is the cohesiveness and cooperation it exudes. The best part of this idea, however, is the focus on private versus public funding. Wright is not banking on the city financing his vision. Fred Chinn, the general manager at Catalyst Paper, has bought into this new vibe in a big way too. He’s allowed Wright to go through industrial machinery the paper mill considers to be scrap to pick up material for his industrial art project. Now it’s up to Wright and interested artists to run with the inspiration. To borrow a line from Wright, Port Alberni needs restoration, not rustoration. We think he might be onto something.

ICTORIA – Call it the Beach Blanket Budget. Despite having to campaign once again to win a seat in a byelection, Premier Christy Clark has ordered the legislature to sit without her through most of July to pass the budget that was tabled before the election. This rare summer session ensures a couple of things. First, there will be less time for real financial results to contradict the rosy predictions made by Finance Minister Mike de Jong in February. Second, it ensures that there will be minimum public attention paid to the deliberations, as people focus on their summer vacations and put the business of running the province aside again. B.C. Liberal house leader Mike de Jong insists there has been no decision

made on whether the legislature will sit again in the fall. The standard schedule, put in place under former premier Gordon Campbell, calls for MLAs to assemble in October and November, to consider legislation, after a spring devoted to the budget and ministry spending. This was a serious reform that went along with four-year scheduled elections. But Campbell soon abandoned this noble approach, with fall sessions dwindling to a few days to deal with urgent issues or disappearing altogether. I expected Clark to reverse that after she led the party to victory in May and consigned the Campbell era to the history books. Open, accountable government and all that. So why the summer session? I’m inclined to agree with NDP house leader John Horgan,

who meets privately with de Jong in his role of government house leader to thrash out schedules. This is why I mentioned last week that one of the more significant instructions given to Clark’s cabinet ministers was to examine turning the Liquor Distribution Branch into a separate corporation.

That corporation would then have its own board of directors. That in itself may slightly increase the size of government. But it could be a preliminary step to selling the whole thing off and reducing the government’s role to taxing and regulating booze sales. You can imagine how that would go

As far as I’m aware, there are insufficient volumes of natural gas at the Sumas hub to supply a liquefied natural gas plant down the Alberni Inlet for 20 years. And, in any case, a new, expensive pipeline would have to built from the Lower Mainland to here. LNG at Kitimat and Prince Rupert makes far more sense. When visiting, the Hon. Pat Bell said that any transshipment hub here would be high cost. And no one builds a high-cost facility unless there is no alternative. Moreover, with expansions, Port Metro Vancouver will likely have enough capacity until the year 2030. So the likelihood of having an Asia-PacificGateway city on the Island is extremely remote, especially when many goods are destined for warehouses in Metro Vancouver, for the B.C. Interior, for Eastern Canada, and for the United States. And what outbound goods would come from the Island? The Ministry of Transportation

indicated last July that Highway 4 out of Port Alberni could handle existing and future traffic for another 20 years or so. And we all know that the provincial government has no extra money for frills, so no new highway. What we’re left with are mayoral visions accompanied by speculations from the port authority with no sensible rationale given and no detailed consideration of the actual facts. And speculation about possible Chinese investment isn’t helping.

Our city needs flood smarts To the Editor,

I think we can agree it is unwise to develop any flood plains. The Alberta floods with record-breaking rainfall and the speed with which these large amounts of precipitation came confirms, beyond a shadow of doubt, that climate change is real, destructive and very dangerous. For several years now, at least 10, Stephen and I have been telling everyone, including council for the city of Port

Alberni, a council in deep denial to this day, that increased greenhouse gas emissions create increased heat in the system. Increased heat energy drives the frequency of extreme weather events. Greenhouse gas emissions are increasing. Weather extremes will increase accordingly. How will this affect our ability to grow crops to feed humans and their pets? We all have to think about the answer to this question, as crops are failing on a daily basis. We need the city to take urban farming seriously, instead of the lip service they’ve been giving us. It’s time to take on the reality of our food insecurity and come up with a bylaw that works to rebuild our foodshed and keep the peace, because food shortages are next. Quit sittin’ on your duffs, mayor and council, it’s time to get some real work done on climate change adaptation and mitigation. Time for an adaptation and mitigation committee made up of people who are not in denial of climate change.

The mayor needs to be the one to chair this committee. I hope the political strategy of pretending we can ignore science is done and gone forever, because it just puts us all in extreme danger.

Terror doesn’t need attention To the Editor,

This 21st century began with the most aggressive example of attention getting violence: 9-11 got world attention, as did other acts of terror. If there is disdain for the method of getting attention, it is with greater disgust for the human cost of life and the tremendous cost of resources to combat terrorism. Those wasted dollars that are better spent for good purposes. Fear is a manmade hell on earth and terror is the extreme emotion of that created fear. In politics, created fear is used to leverage control over government and the governed. Terrorism is committed to leverage more immediate control.

Beyond the political are the few people who want to make a horrifying statement about their life condition in a spectacular and extreme manner. This controls people by afflicting terror fear. We have created fertile fields for promoting terror fear in our society. The media is renowned for its ability to drown us with event reporting. This reporting leads to heightened stress in children, the young and persons with developing stress disorders or with mental issues. The judiciary needs to bring swift and meaningful justice to the perpetrators of acts of terror. Few in our society would actively support a principle of rehabilitation for acts of terror. More than a few people are inappropriately compelling their wants, rights and entitlements onto the rest of us. Fear we counter with trust and fellowship. Terror we counter with similar resolve, but with more tears. Hold with reassurance those who are stressed.

Burke Road. Harold Hamilton approached city council earlier in the spring about renaming the portion of Victoria Quay in front of the Legion to Veterans’ Way. He said he’s happy with the compromise. “First I asked them to change the name

of the street just to explore it,” Hamilton said. “Renaming the street would have been nice,” Br. 293 president Monty Elliston said, “but we’re happy with what we’re getting— acknowledgement for the veterans.”

hat food can be used for breakfast, snacks, desserts, dips, sauces, added to soups, stews and/ or in smoothies and is a powerhouse of nutrition? If you guessed yogurt, you are on the right track. This creamy tart (naturally processed) food has been around for centuries and just recently been gaining popularity for the general public. The amount and type of yogurt that consumers have seen on the grocery store shelves over the past decade has increased dramatically. The ever-expanding varieties include Greek yogurt, dessert, high fibre yogurt, good for immunity,

good for cholesterol, low fat, low sugar and good-for-bones varieties, drinkable options, among many others. With the amount of options, it is a maze when shopping in the dairy section. Greek yogurt has some great nutritional benefits if you like the thicker consistency. It has almost double the protein than

regular yogurt. In a small 100 gram serving container, lowfat, plain Greek yogurt can offer 12 grams of protein vs. five grams of protein in the regular types. Extra protein can help to make you feel fuller longer to help manage weight. In addition, Greek yogurt has less carbohydrates than regular yogurt, which may be helpful for people with diabetes, who are trying to control their blood sugars. Whereas, the bone building mineral, calcium, is generally lower in Greek yogurt. The liquid whey contains a lot of the calcium content. Don’t drain your yogurt. To maintain the whey content, stir up the liquid top part of any yogurt to preserve the calcium-rich component. With the thicker texture of Greek yogurt, it can be

used in cooking and doesn’t curdle when heated. Also, it can be substituted for a sour cream alternative. In general, yogurt has active, live bacterial culture, such as acidophilus and bifidus, which can help to maintain bowel health. When eaten, the culture of yogurt may also help with yeast infections, which may be caused by a weakened immune system. In addition, people who have a lactose intolerance and have bloating and/ or bowel symptoms with milk products generally can tolerate some yogurt, since the lactose is already broken down by enzymes in the active culture. Some criteria to aim for choosing healthy yogurt would be low fat (less than two per cent milk fat or M.F.) and plain.

Hotdog cart sold VI Fries has sold its hotdog cart outside of Canadian Tire to Wendy Roederer. The ownership change took place in April, and Roederer began operating the cart on June 22 at the same location.

“We kept the name VI Dogs as it is well known in the community and (former owner) Walter (Plumpton) gladly let us keep the name,” Roederer said in an e-mail.

Watching the life story of her great-grandmother, known as Cougar Annie, told on the stage during the Alberni Valley Fringe Festival last weekend was a surreal experience for Cindy Stevens. Even more surreal was meeting the actress, Katrina Kadoski, who seemed to know all about Stevens’ family. Kadoski performed her one-woman show at Fringe Fest last weekend. Titled Cougar Annie Tales, the hourlong show used monologue and song to showcase the life of Ada Annie Rae-Arthur (nee Jordan), who later became Ada Annie Lawson. Cougar Annie got her name due to the number of cougars she killed while living in Boat Basin, 50 kilometres north of Tofino—a region only reachable by boat or boat plane. She claimed to have killed and skinned 62 cougars throughout her life living there, along with 80 bears, because they preyed on the goats and chickens she raised. Cougar Annie continued living in Boat Basin well into her 90’s before retiring to Port Alberni, where she died at the age of 97. She had been married four times— three husbands died and one she chased off—and once had some of her 11 children apprehended by the

ministry. “I love the way you did the show, it was amazing,” Stevens told Kadoski, meeting a day after watching the performance. “It felt like to me that she was speaking through you.” In 2007, Kadoski and her boyfriend

moved to Boat Basin, to become caretakers of the five acres of the sprawling garden created by Cougar Annie, for three years. Inspired by the legend of Cougar Annie, Kadoski wrote music about the pioneer. After five years of writing, research and interviewing relatives, Kadoski created her solo theatre piece with 12 of the 30 songs she wrote. “I was lonely and isolated so I needed something to focus on,” Kadoski said. “Now when I am having my worst days, and my worst days don’t compare to Cougar Annie’s worst days, I think ‘what would Cougar Annie have done?’” Cougar Annie’s property was sold to her friend, Peter Buckland, a retired stockbroker in 1985, but he allowed her to stay on. In August 2010 the property was listed for sale, but it was then put in a holding pattern due to competing interests from the Boat Basin Foundation, which was formed to preserve Cougar Annie’s garden, and the Hesquiaht First Nation. Both Kadoski and Stevens spoke highly of the garden, calling it a spectacular and special place. Kadoski planned to go up this week to work on the property for a few days and Stevens expressed interest in joining her. The two-hour boat trip to the property normally costs $2,000.

Port Alberni’s Funk Trunk won division ‘B’ at the 25th annual Okee Dokee Slow-Pitch tournament last weekend, with Nanaimo’s Blue Thunder winning division ‘A’ for the second year in a row. The Okee Dokee tournament attracted 56 teams this year and was held in conjunction with the first annual Port Alberni Funtastic Sport and

Music Festival, which was a sellout, attracting more than 1,000 people. “It went pretty good,” said Paul Robertson, executive director of Port Alberni Funtastic. “We got positive feedback all-around and I don’t think there is a team that’s not coming back next year.” This joint softball tournament and evening music festival will be back again next year with at least 64 teams expected to play, Robertson said. He added that Port Alberni Funtastic is a

non-profit organization and that they will be donating proceeds from the event to a local charity. He said on Tuesday that he won’t have a total for a few more days. Funtastic Sport and Music Festival is held simultaneously during the Canada Day long weekend in Port Alberni, Enderby and Armstrong. CLEVELAND, Edward (Ed) Oct 21 1932-June 26, 2013 Ed was Born in Rosetown, Saskatchewan. The family of Ed are sad to announce his passing after a very long but courageous battle with prostrate cancer. Ed is survived by his loving wife Gloria, children, Allen (Tammy), Rose (Darcy), grandchildren, Edward, Jared, Marina, Johnny, sister Loraine Hawley of Parksville and nephew Boyd, (Shirley) for always making time to visit. In-laws, Shirley and Vern Flesh, Bob Temple, and Pearl Pauling. Ed had a very big and caring extended family, Donna & Ron Ateah, Kerry and Glen Fawdrey, Shannon and Don Haughain, Grandsons, Gray Roberts and Les Roberts who phoned him every day and kept things running at the home. Ed moved to Vancouver at the age of 16. He graduated from Kitsilano school in 1950 then went on to Port Alberni, where he got a job in the Somass mill, retiring in 1992. Ed and Gloria enjoyed winter trips to exotic places and summer touring on the island in their 5th wheel. Ed was an avid sportsman excelling in Softball and Bowling. So many people to thank for helping with Ed’s care and comfort including the VIHA nurses, Red Cross and Palliative care. Family gathering at a later date. PRAISE HIM FOR ALL HE DID, OR TRIED TO DO. He said the port authority has shared its vision with local First Nations as well as the AlberniClayoquot Regional District, but didn’t elaborate. Right now timber (both raw and finished lumber) and fish are the only two products that are

shipped out of the port’s facility in Port Alberni’s harbour, which Knezevic estimates is operating at 20 to 25 per cent of its capacity. The prospect of a liquid natural gas shipping facility was not a port authority-inspired idea, Knezevic acknowledged. A

foreign investor approached the port authority about building an LNG plant on federal land further down the inlet. LNG “is going to revitalize Vancouver Island,� he said. “It’s going to help this area grow economically.� Any LNG facility would be funded by

a prospective energy company, which would pay to build a facility then lease the land long term— 25 to 50 years. “This is a large project, in the billions of dollars,� he said. “We don’t have that and the province doesn’t have that much money.�
