Meals on Wheels to stay, will be reviewed in fall BY LORNE ECKERSLEY Advance Staff

A flurry of email and telephone complaints has kept the Meals on Wheels program alive in Creston, at least until the fall. The controversy started when word got out last week that Meals on Wheels, a program in which volunteers deliver hot, hospital-prepared dinners to homes three times a week, would be discontinued. Clients were to be informed that the program would end on July 12, to be replaced by Interior Health’s Dinners @ Home program, which offers case lots of frozen meals prepared at the Penticton Hospital.

When Creston resident Myrna Johnson learned of the plan, she began to email her concerns to local residents, including elected officials. “Meals on Wheels provides a deeply needed service and has a one- to-one contact with their clients,” she wrote. “The one-to-one or person-to-person contact is priceless — physically seeing how their clients are doing. People of all walks of life use this service, we are told, to recover at home from surgery, accidents, illness. It is better for all.” Leresa Altenhoff, who manages food and nutrition services for the Interior Health’s east area, said that the Dinners @

Home program has many advantages over Meals on Wheels, and that it has been well received by clients, including some in Creston. “Dinners @ Home offers a choice of 21 meals that clients order in cases of eight or 16,” she said from her Castlegar office. “They are frozen and come with instructions about how to heat them in a microwave or oven, and they have an expiry date on them, as well as a list of allergens.” One of the concerns that led to the use of frozen dinners is that hot meals might not be consumed immediately upon delivery. School to train soldiers as mechanics. “The beer is really just a token of our enormous appreciation for Canada’s armed forces and all that they do for Canadians,” said Jeff Ryan, senior director of corporate affairs. “Especially on Canada Day, we should all take a few moments from celebrating our national pride to reflect on the critical role that Canada’s military men and women have played in making us one of the best nations on earth. The Jubilee Medal isn’t the first recognition Downs has received. She was awarded a life membership to the legion in December, and earned a 75th anniversary medal for volunteerism in 2001.

“Prior to joining the legion, I volunteered in anything and everything that my children were involved in during their growing-up years,” Downs said. “It has been an honour to serve the veterans, seniors and legion members in the East Kootenay.” •••

Meals on Wheels offers no choice

From page 1 Some clients order two, and one or both might remain sitting at room temperature for dangerously long periods. “Meals on Wheels clients have to be home waiting for their deliveries three times a week and if they forget to inform home and community care staff that they won’t be at home, the driver has to return the meal to the hospital,” she said. Meals on Wheels costs $6.50 a serving, which includes a meal and soup/salad or dessert, depending on what is prepared in the hospital kitchen on that day. “Clients have no choice in meals under the Meals on Wheels program,” she said. Altenhoff said the Dinners @ Home program has become popular because of the choices available (pureed and gluten-free versions can also be ordered) and the elimination of the need to wait for delivery. Cases of meals are picked up at the client’s or care provider’s convenience. The cost per meal is $6.25. Since the Dinners @ Home program started in 2010 it has received broad acceptance, lessening

demand for Meals on Wheels but finding other customers, too. “We have had new moms order them so they have prepared, nutritionally balanced meals for their families after they return home with their baby,” she said. “We have had staff members order them as Christmas gifts.” The meals are available to the public, and can be ordered through the hospital. Plans to end the Meals on Wheels deliveries caught Regional District of Central Kootenay Area B director John Kettle unaware. Kettle, who also chairs the Kootenay East Regional Hospital District, stepped into the fray last week. “I expressed my displeasure that a decision to end a longtime program was made without consulting with or informing the people who are elected to represent our residents,” Kettle said on Friday. As a result, the Meals on Wheels service will continue through the summer. “There will be no changes at this time,” Altenhoff said. “We will be re-evaluating our programs in Creston this fall.”

“Creston’s Columbia Brewery has always been a stellar corporate citizen, so it’s no surprise that the employee’s thoughtfulness extends to our troops,” Mayor Ron Toyota said. “I can imagine that it’s small gestures like this that help make spending Canada Day away from home and family a little more tolerable.” The company also assisted with the repair of public vehicles during wartime due to a shortage of trained mechanics on the home front. In 1951, Labatt delivered 3,500 cases of Labatt ale to the troops fighting in the Korean War. In addition, Labatt continues to honour the military through the True Patriot Love Foundation, which provides support to Canadian military, veterans and their families.

Town council will look into fees for vendors selling food in parks

Creston town council looks ready to revisit fees that regulate food vendors in parks after a presentation from two local businessmen at the June 25 regular meeting. Bill Dyck and Derek Doyle, who operate the mobile food business Purple People Feeder, told council they would like to set up in Centennial Park for the summer. A $100 per day fee is cost-prohibitive, though, they said. The park fee is in addition to a business license and health permit. Dyck said that he researched bylaws in other communities and learned that Creston is out of step with the current trend. “In Nelson, the fee is $100 per month,” he said. Revelstoke charges $260 a year for vendors and buskers, and the fee in Cranbrook is $150 a year, he said. Most communities include location restrictions in an effort to balance the needs of existing bricks and mortar businesses and the consuming public. “At Centennial Park we are a long way from any other ice cream vendor,” Dyck said. Doyle, who works in the truck, said he is meticulous in picking up garbage in the area where the truck sets up, and pointed out that he routinely carries a garbage bag when he walks around town. “If I see a piece of plastic, I pick it up,” he said. Purple People Feeder sells hot dogs, ice cream cones and cold drinks. The hot dogs are wrapped in a paper napkin, leaving plastic cups as the only non-biodegradable material leaving the truck. “Our goal is to use as many local products as possible,” Doyle said in his presentation. “I have heard from several mothers who said they would like us to be in

Centennial Park. We believe it would make a more enjoyable park experience for locals and visitors to our valley.” Couns. Tanya Ducharme, Joanna Wilson and Scott Veitch all indicated that the town should work to find a solution to the men’s request. Council passed a motion to ask staff to prepare a report on the options available. Town manager Lou Varela said staff would look for a short-term solution for the request and also at longerterm approaches.

Council Briefs •Varela provided council with a report from Kaslo, which held a referendum in conjunction with May’s provincial election. Coun. Judy Gadicke had requested the information after the town was told by the provincial government that a referendum on daylight time would cost about $130,000. Kaslo’s costs were $5,000$6,000 and Varela estimates that Creston would incur about $10,000 to conduct a referendum. Additional costs would be borne by the Regional District of Central Kootenay, as rural residents would also have to agree before daylight time could be adopted. •Joanne Taylor, a graduate research assistant to a University of BC -Okanagan professor, presented a report on her findings from the last two months. Taylor, who is working toward a master ’s degree in environmental anthropology, has conducted 38 interviews with farmers in Creston Valley and the United States, diking and improvement districts, the Ktunaxa Nation and regional district personnel. Taylor is examining the impact of the Columbia River Treaty on the Creston Valley, with an emphasis on how farming and food supplies

The study will continue for several years, she said. •A donation of a Town of Creston item to the Creston Valley Rotary Club’s Drive Fore Rotary fundraising golf tournament was approved. •Council approved a motion by Coun. Wesly Graham supporting the restriction of animal traps that can cause harm to humans and pets in urban areas. •An annual grant of $2,100 will continue to be awarded to the Creston Firefighters Society, without restrictions for its use. The grant had been directed toward a hose-laying competition, which has not been held in the past two years. •Council approved a revitalization tax exemption for the Creston Hotel for the portion of a newly completed banquet room. Steffan Klassen, director of finance and corporate services, said at current rates the hotel will save about $879. No new construction in qualifying properties has been undertaken under the program to encourage revitalization, which is set to expire this year. •Council agreed to review the town’s cat bylaw to see if it is still needed or if amendments should be considered. In 2009, Creston became the first municipality in B.C. to adopt a cat bylaw when several areas in town had feral cat problems. Other municipalities, especially in Alberta, are considering adopting a similar bylaw, which won an award from the Union of BC Municipalities. •A statutory statement of financial information was approved as a requirement under the Financial Information Act. The statement was expected to be available to the public by the end of June.

Avoiding being the victim of petty theft can be as easy as locking your vehicle’s doors, Staff Sgt. Bob Gollan said on Tuesday. A small rash of thefts from unlocked vehicles last week is a sure sign that school is out and young people are on the prowl late at night.

She was not located. •Police are investigating a report that a vehicle went off Goat River Road and into a ditch. •A 67-year-old female died suddenly of apparent natural causes in her Erickson Road home. •The female driver of a semi reported as driving erratically on 16th Avenue South was given a verbal warning. •No injuries resulted from a two-car collision on Canyon Street at 16th Avenue North. •An iPod and CD case were reported stolen from a Gray Creek residence. •The appropriate provincial agency was informed after a reported assault involving a mother and daughter on 15th Avenue North. June 26 •An iPhone, coins and bottle of cologne were stolen from an unlocked vehicle on Ibbitson Street. •A Bluetooth device and pouch full of receipts were stolen from an unlocked vehicle

on EighthAvenue South. •Bottles of Gravol and Tylenol, and coins were stolen from an unlocked vehicle on Scott Street. •House keys were stolen from an unlocked vehicle on Scott Street. •Damage was reported on the door of a vacant 11th Avenue residence, but no theft occurred. •A car parked at the pullout near Canyon Bridge was damaged in a hit and run. •Three dogs were reported to have chased horses on an Erickson Road property. •Two young males were reported to be riding dirt bikes on Lipitzki Road, doing wheelies and revving engines. The boys and their parents were all spoken to. •No theft was reported after a window was broken on the Kitchener fire protection building. •Coins were stolen from an unlocked vehicle on Ibbitson Street. •A son was reported to have taken a vehicle from Bodar Road without his father’s permission. •A tire blowout caused a vehicle to crash into a parked vehicle on Cedar Street. No injuries were reported. June 27 •A semi went into the ditch on Kootenay Pass, leaking 15,000 litres of diesel fuel. •A well-being check of a 20th Avenue South resident revealed no problems. •The door of a Scott Street mailbox was twisted off. •Ongoing speeding — for five years — was reported on 44th Street. •A female reported that a male on Canyon Street mouthed words toward her and took a photo of her car. •A boy reported leaving Erickson Elementary School and seeing an elderly woman signaling him to come to her car. He didn’t. •A dog left in a vehicle in a Northwest Boulevard parking lot was found to be OK by police. Although the windows were left down several inches, the owner was informed that in hot weather dogs can suffer quite easily in such conditions. •A male refused to leave the hospital building to chew tobacco despite requests from hospital staff. June 28 •A male faces charges of

breaching probation for the second time in a month after being found out late after attending a house party and consuming alcohol. He presented police with a letter of permission to attend the party. Unfortunately, it was written by the party host, and not a judge. •A Sinclair Road resident reported that a male might make threats. •A male picketed a Highway 3 business in Erickson, claiming he was owed for unpaid wages. He later returned to the business, where he threw objects at the building. He was found to be intoxicated and was arrested and held in cells until sober. •Metal grates were reported stolen from Pump Road in Wynndel in the last two months. •A “pushy, disrespectful” male salesman was reported on 11th Avenue South. June 29 •A Canyon Street resident reported Tylenol and morphine were stolen from her home. •A male stripped off his clothes, got back into his vehicle and drove on to the Kootenay Lake ferry. He was later determined to have medical issues and was arrested by Kaslo RCMP. •The picketer once again returned to the scene of his disenchantment, once again intoxicated. He was arrested, held overnight in cells, then taken to hospital for assessment. •A 40-year-old female complained to police that she had been kicked out of a party on 16th Avenue South. She was found on the scene, carrying a large bottle partially filled with liquor, and was arrested, held overnight in cells and released with a ticket for being drunk in public. •An intoxicated male was arrested at a Canyon Street business and held in cells until sober. June 30 •A vehicle collided with a deer on Highway 3/95. No injury to the occupants was reported. •A shoplifter has been banned indefinitely from a Northwest Boulevard business. •The driver of a speeding vehicle that hit a deer and continued driving near Gray Creek was later located at his home. He was intoxicated but police could not lay charges because there is no proof he was intoxicated when he was driving.

B.C. RCMP announced Canada Day terrorism-related charges for Amanda Marie Korody and John Stewart Nuttall in a briefing in Surrey on Tuesday. Court records say Korody and Nuttall were charged with making and possessing an explosive device, conspiracy to commit an indictable offence,

and knowingly facilitating terrorist activity. They were arrested on July 1 — on Canada Day. The RCMP says the pair “took steps to build explosive devices and place them at the British Columbia legislature in Victoria where crowds were expected to gather on Canada Day.” The building and Inner Harbour were crowded with thousands for a Canada Day concert and fireworks.

The two have said they were inspired by al-Qaida ideology. Arrests were made after a joint investigation of the RCMP E Division, the Canadian Border Services Agency and the Canadian Security Intelligence Service. “While the RCMP believes this threat was real, at no time was the security of the public at risk,” said RCMP assistant commissioner James Malizia on Tuesday.

An opportunity to be grateful

A wander around Canada Day festivities on Monday served yet another opportunity to feel grateful about this community and our country. Even the sadness that accompanied news of the enormous property damage caused by floods in Alberta was balanced by the knowledge that residents and government services are working to restore their homes and communities. On Monday afternoon I drove out to Wynndel, primarily to check out the art shows. I didn’t expect to be invited to sit down for tea with the “Queen” (a.k.a. Penny, perhaps now to be known as “Ha’penny”, A.P. Anderson). The brilliant imagination of artist Sandy Kunze, and the legwork of her henchman, Bruce Johnston, was in evidence throughout Wynndel Hall. Upstairs was a fantastic, perfectly lit, display of pictures and sculptures by two artists, hung and arranged amid a series of scaffolds. The industrial look served works by Canadian artists Sandra Grace Storey and Randall Finnerty. People who were away for the weekend didn’t have to miss the show — the O Canada Art Festival was moved to the Ingham Arts and Culture Centre on Tuesday. Downstairs, artists from B.C. and Idaho were represented in a beautiful display, once again serving as a reminder of what a vibrant cultural community we enjoy. And there, in a parlour setting fit for a queen, sat Anderson, looking and acting suitably regal, if perhaps just a tad younger than Elizabeth II. Refugee committee appreciates support To the Editor: It has been nearly a year since our last refugee family from Burma arrived in Creston and 20 months since the Palestinian family came. Both families are doing well and continually ask us to thank everyone who has been so kind and generous to them. When the father of the Palestinian family phones from Surrey, he always says, “Please say hi to everyone in Creston and tell them we miss them!” There are so many people who have helped our families and because of this help we feel their adjustment to Canada has gone really well. We want to thank the dentists, the doctors, the tutors, both Rotary clubs, the Lions Club, the Creston Valley 4-H Club, the Creston Ministerial Association and its members, and all the people who have donated money and household furnishings. Thanks to all of you, these families have come to safety after living in hopeless conditions. When we hear the news of what is going on in Syria, we are so happy we were able to get the Palestinian family out of the refugee camp that was located there. In March, 32 Burmese were killed in a fire in the refugee camp on the Thailand border. Living in a refugee camp is not only dehumanizing it is dangerous. The refugee committee’s financial commitment to a refugee family is for one year and we are so happy that both the father and mother of the Burmese family have found work and will be self supporting. Bringing a refugee family to Canada is about more than money and we will continue to be a support system for the family as long as they live in Creston, which we hope is forever. Refugee families who have left Creston continue on as friends, wherever they live. We just had a young Vietnamese fellow from Vancouver return to Creston to visit. He was 11 in 1979 when that first family of 10 came to Creston as refugees and he is now a pharmacist. He was happy to hear that Creston is still supporting refugee families. It is impossible to thank all of the people from Creston who have supported our family. We hope that you will be there to help us with another family when we do it again. Pool staff offered attention and respect To the Editor: After almost three years of swimming regularly, my mom has had to stop. It was not a happy decision, but a necessary one. Due to Mom’s Parkinson’s disease, there were issues initially and throughout the last three years which had to be

resolved before she and her swim partner could swim safely. Everyone, right from the front desk staff to the pool supervisor, worked hard to find the best resolutions. As a result, Mom maintained her mobility and body strength beyond expectations and had fun doing it. The pool facility is wonderful and the town is lucky to have it. But what makes the pool truly stupendous is its staff. As a family, we thank them for all their caring attention and interest. Barb Wloka, for the family of Meta Beduz Creston

Volunteers needed for local youth soccer To the Editor: As spring draws to a close, so too does the minor soccer season. Starting in late April, local fields have been full of eager young athletes perhaps experiencing the game for the first time or working hard to hone the skills acquired in past years. The official soccer season ended in late June but until then close to 200 youths were playing soccer here in our valley this spring. That is something to celebrate. So much is made of kids not getting enough outdoor time or enough exercise these days, so it was encouraging that the number of kids registered for soccer this year was quite strong. One drawback that comes with this burst of youthful energy, though, is a lack of adult volunteers to help run the soccer program. Everyone involved on the field is a volunteer: all coaches, coaching helpers, managers and all the people who make sure the fields are booked, there are balls to kick, goals to score into and pylons to dribble around. (Only the referees and linesmen during tournament games get paid.) Volunteers this year have worked very hard to keep the program going. However, as these volunteers’ children grow up and move on, so do the parents. They “retire” from their volunteer positions and hope the next crop of parents pick up the reigns and carry on so that the kids can keep on playing. And that is where you come in. If you are not a parent of a soccer player but you are interested in being involved, great! We want to hear from you. If you are the parent of soccer players, hopefully your kids have enjoyed the experience so much that registration for next year is a given. Hopefully, you have stayed on the field and watched as your children have mastered a new skill or, even better, you have stepped in and helped out, because in the case of soccer, the more help the better. Hopefully, you have appreciated the fact that a local soccer program is available to your kids. And hopefully you have thought about the fact that maybe you can help out in some way so that soccer can continue to be a part of the spring season here in Creston. In terms of coaching, it is easy to be overwhelmed by the idea of coaching a sport that you may not be very familiar with or may not have played yourself. The truth is, there are many resources

that can be made available to anyone interested, from coaching clinics to preset soccer drills for practices. If you have an interest in helping, the soccer association can provide you with all the tools you need to have fun on the field and to make a difference in children’s lives. Town should leave RDCK to reduce taxes To the Editor: (Re: “Town taxes too high”, June 20 Advance, page 7) I read with great empathy the letter written Rhonda Barter about high property taxes in Creston. I wrote a letter last year hoping to get a group together to lobby the current mayor and council to reduce spending and taxes. The response was pathetic. There are cities and towns of similar size in British Columbia who have lower administration costs than Creston, so there are savings to be made. The Regional District of Central Kootenay is a huge burden on Creston taxpayers and I can no way justify how we are receiving value for the money, based on the amount we are being taxed versus the services we receive from this organization. We should withdraw from this organization and offer the necessary services it now supplies to Creston, such as the library and local bus service. So until the next civic election we are stuck with ever rising property taxes and reduced infrastructure improvements or repairs. Here are a few strategies that may help you deal with these rising taxes, which individuals can institute without reducing church tithing or charitable giving: 1. Only make necessary home repairs or improvements that will reduce other rising costs like gas and electricity. 2. Keep track of real estate values of houses similar to yours and if your assessment appears too high, appeal it. Remember, a lower assessment will mean a reduced tax bill or less of a tax increase. 3. Buy the local paper and shop carefully by checking the flyers for sale items you might need. 4. Cross-border shop if you’re so inclined as long as savings are real. I cannot imagine how some people on fixed incomes (small government pensions) or low incomes can deal with the ever-rising property taxes, utilities, medication, car insurance and food costs. It must be so stressful. We read almost every day about the excesses of politicians and bureaucrats and the lavish spending of our tax dollars. Perhaps Mayor Toyota will enlighten the masses on his return from his trip to Korea, China and Japan as to what this trip cost taxpayers and what tangible benefits that will accrue to the taxpayers of Creston, in the short term (one year) after this trip.
