Meals on Wheels to stay, will be reviewed in fall BY LORNE ECKERSLEY Advance Staff

A flurry of email and telephone complaints has kept the Meals on Wheels program alive in Creston, at least until the fall. The controversy started when word got out last week that Meals on Wheels, a program in which volunteers deliver hot, hospital-prepared dinners to homes three times a week, would be discontinued. Clients were to be informed that the program would end on July 12, to be replaced by Interior Health’s Dinners @ Home program, which offers case lots of frozen meals prepared at the Penticton Hospital.

When Creston resident Myrna Johnson learned of the plan, she began to email her concerns to local residents, including elected officials. “Meals on Wheels provides a deeply needed service and has a one- to-one contact with their clients,” she wrote. “The one-to-one or person-to-person contact is priceless — physically seeing how their clients are doing. People of all walks of life use this service, we are told, to recover at home from surgery, accidents, illness. It is better for all.” Leresa Altenhoff, who manages food and nutrition services for the Interior Health’s east area, said that the Dinners @

Home program has many advantages over Meals on Wheels, and that it has been well received by clients, including some in Creston. “Dinners @ Home offers a choice of 21 meals that clients order in cases of eight or 16,” she said from her Castlegar office. “They are frozen and come with instructions about how to heat them in a microwave or oven, and they have an expiry date on them, as well as a list of allergens.” One of the concerns that led to the use of frozen dinners is that hot meals might not be consumed immediately upon delivery. School to train soldiers as mechanics. “The beer is really just a token of our enormous appreciation for Canada’s armed forces and all that they do for Canadians,” said Jeff Ryan, senior director of corporate affairs. “Especially on Canada Day, we should all take a few moments from celebrating our national pride to reflect on the critical role that Canada’s military men and women have played in making us one of the best nations on earth. nother Queen Elizabeth II Diamond Jubilee Medal recipient was added to the Creston Valley’s roster when Donna Downs (above) received one in March. She’s been an excellent example of volunteerism in the East Kootenay since moving to Invermere from Calgary in 1991, and immediately joining the Windermere branch of the Royal Canadian Legion and ladies auxiliary. While there, she held several offices, including branch secretary and ladies’ auxiliary vicepresident. In the early 2000s, she moved to Creston, and has been the ladies’ aux-

She was also recently named second vice-president of the BC/Yukon Command’s ladies’ auxiliary. “While in the above positions, I also helped with poppy campaigns, funerals, banquets and anywhere else I was needed at the time, including the dreaded inventories,” Downs said. The Jubilee Medal isn’t the first recognition Downs has received. She was awarded a life membership to the legion in December, and earned a 75th anniversary medal for volunteerism in 2001.

“Prior to joining the legion, I volunteered in anything and everything that my children were involved in during their growing-up years,” Downs said. “It has been an honour to serve the veterans, seniors and legion members in the East Kootenay.” •••

Meals on Wheels offers no choice

From page 1 Some clients order two, and one or both might remain sitting at room temperature for dangerously long periods. “Meals on Wheels clients have to be home waiting for their deliveries three times a week and if they forget to inform home and community care staff that they won’t be at home, the driver has to return the meal to the hospital,” she said. Meals on Wheels costs $6.50 a serving, which includes a meal and soup/salad or dessert, depending on what is prepared in the hospital kitchen on that day. “Clients have no choice in meals under the Meals on Wheels program,” she said. Altenhoff said the Dinners @ Home program has become popular because of the choices available (pureed and gluten-free versions can also be ordered) and the elimination of the need to wait for delivery. Cases of meals are picked up at the client’s or care provider’s convenience. The cost per meal is $6.25. Since the Dinners @ Home program started in 2010 it has received broad acceptance, lessening

demand for Meals on Wheels but finding other customers, too. “We have had new moms order them so they have prepared, nutritionally balanced meals for their families after they return home with their baby,” she said. “We have had staff members order them as Christmas gifts.” The meals are available to the public, and can be ordered through the hospital. Plans to end the Meals on Wheels deliveries caught Regional District of Central Kootenay Area B director John Kettle unaware. Kettle, who also chairs the Kootenay East Regional Hospital District, stepped into the fray last week. “I expressed my displeasure that a decision to end a longtime program was made without consulting with or informing the people who are elected to represent our residents,” Kettle said on Friday. As a result, the Meals on Wheels service will continue through the summer. “There will be no changes at this time,” Altenhoff said. “We will be re-evaluating our programs in Creston this fall.”

The Creston brewery sent Kokanee, and Budweiser was sent from Edmonton, Labatt Blue from London, Ont., Labatt Extra Dry from Montreal/ LaSalle, Que., Alexander Keith’s IPA from Halifax, N.S., and Blue Star from St. John’s, N.L.

“Creston’s Columbia Brewery has always been a stellar corporate citizen, so it’s no surprise that the employee’s thoughtfulness extends to our troops,” Mayor Ron Toyota said. “I can imagine that it’s small gestures like this that help make spending Canada Day away from home and family a little more tolerable.” The company also assisted with the repair of public vehicles during wartime due to a shortage of trained mechanics on the home front. In 1951, Labatt delivered 3,500 cases of Labatt ale to the troops fighting in the Korean War. In addition, Labatt continues to honour the military through the True Patriot Love Foundation, which provides support to Canadian military, veterans and their families.

Town council will look into fees for vendors selling food in parks

Creston town council looks ready to revisit fees that regulate food vendors in parks after a presentation from two local businessmen at the June 25 regular meeting. Bill Dyck and Derek Doyle, who operate the mobile food business Purple People Feeder, told council they would like to set up in Centennial Park for the summer. A $100 per day fee is cost-prohibitive, though, they said. The park fee is in addition to a business license and health permit. Dyck said that he researched bylaws in other communities and learned that Creston is out of step with the current trend. “In Nelson, the fee is $100 per month,” he said. Revelstoke charges $260 a year for vendors and buskers, and the fee in Cranbrook is $150 a year, he said. Most communities include location restrictions in an effort to balance the needs of existing bricks and mortar businesses and the consuming public. “At Centennial Park we are a long way from any other ice cream vendor,” Dyck said. Doyle, who works in the truck, said he is meticulous in picking up garbage in the area where the truck sets up, and pointed out that he routinely carries a garbage bag when he walks around town. “If I see a piece of plastic, I pick it up,” he said. Purple People Feeder sells hot dogs, ice cream cones and cold drinks. The hot dogs are wrapped in a paper napkin, leaving plastic cups as the only non-biodegradable material leaving the truck. “Our goal is to use as many local products as possible,” Doyle said in his presentation. “I have heard from several mothers who said they would like us to be in

Centennial Park. We believe it would make a more enjoyable park experience for locals and visitors to our valley.” Couns. Tanya Ducharme, Joanna Wilson and Scott Veitch all indicated that the town should work to find a solution to the men’s request. Council passed a motion to ask staff to prepare a report on the options available. Town manager Lou Varela said staff would look for a short-term solution for the request and also at longerterm approaches.

Council Briefs •Varela provided council with a report from Kaslo, which held a referendum in conjunction with May’s provincial election. Coun. Judy Gadicke had requested the information after the town was told by the provincial government that a referendum on daylight time would cost about $130,000. Kaslo’s costs were $5,000$6,000 and Varela estimates that Creston would incur about $10,000 to conduct a referendum. Additional costs would be borne by the Regional District of Central Kootenay, as rural residents would also have to agree before daylight time could be adopted. •Joanne Taylor, a graduate research assistant to a University of BC -Okanagan professor, presented a report on her findings from the last two months. Taylor, who is working toward a master ’s degree in environmental anthropology, has conducted 38 interviews with farmers in Creston Valley and the United States, diking and improvement districts, the Ktunaxa Nation and regional district personnel. Taylor is examining the impact of the Columbia River Treaty on the Creston Valley, with an emphasis on how farming and food supplies

The study will continue for several years, she said. •A donation of a Town of Creston item to the Creston Valley Rotary Club’s Drive Fore Rotary fundraising golf tournament was approved. •Council approved a motion by Coun. Wesly Graham supporting the restriction of animal traps that can cause harm to humans and pets in urban areas. •An annual grant of $2,100 will continue to be awarded to the Creston Firefighters Society, without restrictions for its use. The grant had been directed toward a hose-laying competition, which has not been held in the past two years. •Council approved a revitalization tax exemption for the Creston Hotel for the portion of a newly completed banquet room. Steffan Klassen, director of finance and corporate services, said at current rates the hotel will save about $879. No new construction in qualifying properties has been undertaken under the program to encourage revitalization, which is set to expire this year. •Council agreed to review the town’s cat bylaw to see if it is still needed or if amendments should be considered. In 2009, Creston became the first municipality in B.C. to adopt a cat bylaw when several areas in town had feral cat problems. Other municipalities, especially in Alberta, are considering adopting a similar bylaw, which won an award from the Union of BC Municipalities. •A statutory statement of financial information was approved as a requirement under the Financial Information Act. The statement was expected to be available to the public by the end of June.

Avoiding being the victim of petty theft can be as easy as locking your vehicle’s doors, Staff Sgt. Bob Gollan said on Tuesday. A small rash of thefts from unlocked vehicles last week is a sure sign that school is out and young people are on the prowl late at night.

She was not located. •Police are investigating a report that a vehicle went off Goat River Road and into a ditch. •A 67-year-old female died suddenly of apparent natural causes in her Erickson Road home. •The female driver of a semi reported as driving erratically on 16th Avenue South was given a verbal warning. •No injuries resulted from a two-car collision on Canyon Street at 16th Avenue North. •An iPod and CD case were reported stolen from a Gray Creek residence. •The appropriate provincial agency was informed after a reported assault involving a mother and daughter on 15th Avenue North. June 26 •An iPhone, coins and bottle of cologne were stolen from an unlocked vehicle on Ibbitson Street. •A Bluetooth device and pouch full of receipts were stolen from an unlocked vehicle

on EighthAvenue South. •Bottles of Gravol and Tylenol, and coins were stolen from an unlocked vehicle on Scott Street. •House keys were stolen from an unlocked vehicle on Scott Street. •Damage was reported on the door of a vacant 11th Avenue residence, but no theft occurred. •A car parked at the pullout near Canyon Bridge was damaged in a hit and run. •Three dogs were reported to have chased horses on an Erickson Road property. •Two young males were reported to be riding dirt bikes on Lipitzki Road, doing wheelies and revving engines. The boys and their parents were all spoken to. •No theft was reported after a window was broken on the Kitchener fire protection building. •Coins were stolen from an unlocked vehicle on Ibbitson Street. •A son was reported to have taken a vehicle from Bodar Road without his father’s permission. •A tire blowout caused a vehicle to crash into a parked vehicle on Cedar Street. No injuries were reported. June 27 •A semi went into the ditch on Kootenay Pass, leaking 15,000 litres of diesel fuel. •A well-being check of a 20th Avenue South resident revealed no problems. •The door of a Scott Street mailbox was twisted off. •Ongoing speeding — for five years — was reported on 44th Street. •A female reported that a male on Canyon Street mouthed words toward her and took a photo of her car. •A boy reported leaving Erickson Elementary School and seeing an elderly woman signaling him to come to her car. He didn’t. •A dog left in a vehicle in a Northwest Boulevard parking lot was found to be OK by police. Although the windows were left down several inches, the owner was informed that in hot weather dogs can suffer quite easily in such conditions. •A male refused to leave the hospital building to chew tobacco despite requests from hospital staff. June 28 •A male faces charges of

breaching probation for the second time in a month after being found out late after attending a house party and consuming alcohol. He presented police with a letter of permission to attend the party. Unfortunately, it was written by the party host, and not a judge. •A Sinclair Road resident reported that a male might make threats. •A male picketed a Highway 3 business in Erickson, claiming he was owed for unpaid wages. He later returned to the business, where he threw objects at the building. He was found to be intoxicated and was arrested and held in cells until sober. •Metal grates were reported stolen from Pump Road in Wynndel in the last two months. •A “pushy, disrespectful” male salesman was reported on 11th Avenue South. June 29 •A Canyon Street resident reported Tylenol and morphine were stolen from her home. •A male stripped off his clothes, got back into his vehicle and drove on to the Kootenay Lake ferry. He was later determined to have medical issues and was arrested by Kaslo RCMP. •The picketer once again returned to the scene of his disenchantment, once again intoxicated. He was arrested, held overnight in cells, then taken to hospital for assessment. •A 40-year-old female complained to police that she had been kicked out of a party on 16th Avenue South. She was found on the scene, carrying a large bottle partially filled with liquor, and was arrested, held overnight in cells and released with a ticket for being drunk in public. •An intoxicated male was arrested at a Canyon Street business and held in cells until sober. June 30 •A vehicle collided with a deer on Highway 3/95. No injury to the occupants was reported. •A shoplifter has been banned indefinitely from a Northwest Boulevard business. •The driver of a speeding vehicle that hit a deer and continued driving near Gray Creek was later located at his home. He was intoxicated but police could not lay charges because there is no proof he was intoxicated when he was driving.

B.C. RCMP announced Canada Day terrorism-related charges for Amanda Marie Korody and John Stewart Nuttall in a briefing in Surrey on Tuesday. Court records say Korody and Nuttall were charged with making and possessing an explosive device, conspiracy to commit an indictable offence,

and knowingly facilitating terrorist activity. They were arrested on July 1 — on Canada Day. The RCMP says the pair “took steps to build explosive devices and place them at the British Columbia legislature in Victoria where crowds were expected to gather on Canada Day.” The building and Inner Harbour were crowded with thousands for a Canada Day concert and fireworks.

The two have said they were inspired by al-Qaida ideology. Arrests were made after a joint investigation of the RCMP E Division, the Canadian Border Services Agency and the Canadian Security Intelligence Service. “While the RCMP believes this threat was real, at no time was the security of the public at risk,” said RCMP assistant commissioner James Malizia on Tuesday.

An opportunity to be grateful

A wander around Canada Day festivities on Monday served yet another opportunity to feel grateful about this community and our country. Even the sadness that accompanied news of the enormous property damage caused by floods in Alberta was balanced by the knowledge that residents and government services are working to restore their homes and communities. On Monday afternoon I drove out to Wynndel, primarily to check out the art shows. I didn’t expect to be invited to sit down for tea with the “Queen” (a.k.a. Penny, perhaps now to be known as “Ha’penny”, A.P. Anderson). The brilliant imagination of artist Sandy Kunze, and the legwork of her henchman, Bruce Johnston, was in evidence throughout Wynndel Hall. Upstairs was a fantastic, perfectly lit, display of pictures and sculptures by two artists, hung and arranged amid a series of scaffolds. The industrial look served works by Canadian artists Sandra Grace Storey and Randall Finnerty. People who were away for the weekend didn’t have to miss the show — the O Canada Art Festival was moved to the Ingham Arts and Culture Centre on Tuesday. Downstairs, artists from B.C. and Idaho were represented in a beautiful display, once again serving as a reminder of what a vibrant cultural community we enjoy. And there, in a parlour setting fit for a queen, sat Anderson, looking and acting suitably regal, if perhaps just a tad younger than Elizabeth II. On the previous day, she had arrived in a gleaming red antique car and entered the hall under the watchful

Refugee committee appreciates support To the Editor: It has been nearly a year since our last refugee family from Burma arrived in Creston and 20 months since the Palestinian family came. Both families are doing well and continually ask us to thank everyone who has been so kind and generous to them. When the father of the Palestinian family phones from Surrey, he always says, “Please say hi to everyone in Creston and tell them we miss them!” There are so many people who have helped our families and because of this help we feel their adjustment to Canada has gone really well. We want to thank the dentists, the doctors, the tutors, both Rotary clubs, the Lions Club, the Creston Valley 4-H Club, the Creston Ministerial Association and its members, and all the people who have donated money and household furnishings. Thanks to all of you, these families have come to safety after living in hopeless conditions. When we hear the news of what is going on in Syria, we are so happy we were able to get the Palestinian family out of the refugee camp that was located there. In March, 32 Burmese were killed in a fire in the refugee camp on the Thailand border. Living in a refugee camp is not only dehumanizing it is dangerous. The refugee committee’s financial commitment to a refugee family is for one year and we are so happy that both the father and mother of the Burmese family have found work and will be self supporting. Bringing a refugee family to Canada is about more than money and we will continue to be a support system for the family as long as they live in Creston, which we hope is forever. Refugee families who have left Creston continue on as friends, wherever they live. We just had a young Vietnamese fellow from Vancouver return to Creston to visit. He was 11 in 1979 when that first family of 10 came to Creston as refugees and he is now a pharmacist. He was happy to hear that Creston is still supporting refugee families. It is impossible to thank all of the people from Creston who have supported our family. We hope that you will be there to help us with another family when we do it again. Pool staff offered attention and respect To the Editor: After almost three years of swimming regularly, my mom has had to stop. It was not a happy decision, but a necessary one. Due to Mom’s Parkinson’s disease, there were issues initially and throughout the last three years which had to be

resolved before she and her swim partner could swim safely. Everyone, right from the front desk staff to the pool supervisor, worked hard to find the best resolutions. As a result, Mom maintained her mobility and body strength beyond expectations and had fun doing it. The pool facility is wonderful and the town is lucky to have it. But what makes the pool truly stupendous is its staff. As a family, we thank them for all their caring attention and interest. Barb Wloka, for the family of Meta Beduz Creston

Volunteers needed for local youth soccer To the Editor: As spring draws to a close, so too does the minor soccer season. Starting in late April, local fields have been full of eager young athletes perhaps experiencing the game for the first time or working hard to hone the skills acquired in past years. The official soccer season ended in late June but until then close to 200 youths were playing soccer here in our valley this spring. That is something to celebrate. So much is made of kids not getting enough outdoor time or enough exercise these days, so it was encouraging that the number of kids registered for soccer this year was quite strong. One drawback that comes with this burst of youthful energy, though, is a lack of adult volunteers to help run the soccer program. Everyone involved on the field is a volunteer: all coaches, coaching helpers, managers and all the people who make sure the fields are booked, there are balls to kick, goals to score into and pylons to dribble around. (Only the referees and linesmen during tournament games get paid.) Volunteers this year have worked very hard to keep the program going. However, as these volunteers’ children grow up and move on, so do the parents. They “retire” from their volunteer positions and hope the next crop of parents pick up the reigns and carry on so that the kids can keep on playing. And that is where you come in. If you are not a parent of a soccer player but you are interested in being involved, great! We want to hear from you. If you are the parent of soccer players, hopefully your kids have enjoyed the experience so much that registration for next year is a given. Hopefully, you have stayed on the field and watched as your children have mastered a new skill or, even better, you have stepped in and helped out, because in the case of soccer, the more help the better. Hopefully, you have appreciated the fact that a local soccer program is available to your kids. And hopefully you have thought about the fact that maybe you can help out in some way so that soccer can continue to be a part of the spring season here in Creston. In terms of coaching, it is easy to be overwhelmed by the idea of coaching a sport that you may not be very familiar with or may not have played yourself. The truth is, there are many resources

that can be made available to anyone interested, from coaching clinics to preset soccer drills for practices. If you have an interest in helping, the soccer association can provide you with all the tools you need to have fun on the field and to make a difference in children’s lives. Town should leave RDCK to reduce taxes To the Editor: (Re: “Town taxes too high”, June 20 Advance, page 7) I read with great empathy the letter written Rhonda Barter about high property taxes in Creston. I wrote a letter last year hoping to get a group together to lobby the current mayor and council to reduce spending and taxes. The response was pathetic. There are cities and towns of similar size in British Columbia who have lower administration costs than Creston, so there are savings to be made. The Regional District of Central Kootenay is a huge burden on Creston taxpayers and I can no way justify how we are receiving value for the money, based on the amount we are being taxed versus the services we receive from this organization. We should withdraw from this organization and offer the necessary services it now supplies to Creston, such as the library and local bus service. So until the next civic election we are stuck with ever rising property taxes and reduced infrastructure improvements or repairs. Here are a few strategies that may help you deal with these rising taxes, which individuals can institute without reducing church tithing or charitable giving: 1. Only make necessary home repairs or improvements that will reduce other rising costs like gas and electricity. 2. Keep track of real estate values of houses similar to yours and if your assessment appears too high, appeal it. Remember, a lower assessment will mean a reduced tax bill or less of a tax increase. 3. Buy the local paper and shop carefully by checking the flyers for sale items you might need. 4. Cross-border shop if you’re so inclined as long as savings are real. I cannot imagine how some people on fixed incomes (small government pensions) or low incomes can deal with the ever-rising property taxes, utilities, medication, car insurance and food costs. It must be so stressful. We read almost every day about the excesses of politicians and bureaucrats and the lavish spending of our tax dollars. Perhaps Mayor Toyota will enlighten the masses on his return from his trip to Korea, China and Japan as to what this trip cost taxpayers and what tangible benefits that will accrue to the taxpayers of Creston, in the short term (one year) after this trip. Crestonite rescues malnourished dog on Grenada This winter, when my old school friend from veterinary college invited me to visit, I didn’t have a second thought. Her home is on the island of Grenada in the West Indies, land of white sand beaches, blue ocean and the sunshine. I had no idea what a journey it would end up being — from a tropical holiday to a rescue mission in one day. It all started when I went to explore a village up in the mountains. And there I found her, a pathetic skeleton of a dog covered in mange and open sores in a little pen. Her eyes were saying, “Please help me, I am dying.” At first I didn’t know what to do. But I couldn’t get her eyes out of my mind. Finally, I gathered my courage and went back to talk to the owner. It was immediately clear to me that there would be no cooperation. They told me that their former dog had died from poisoning. But I think it just starved to death. I knew I had to do something, so I grabbed the terrified little dog from her cage and ran. The owner was too embarrassed to chase after an old white woman with a dog and we got away. But now what? I didn’t have a car and the dog needed a doctor. So I stopped a local bus full of villagers and got on with my stinky dog. The driver wasn’t happy, but realizing that I was not going to leave, we were on the way to capital city. There I found the Society for the Prevention of Cruelty to Animals and thought my part of the rescue was over. But no! There is no animal protection law in Grenada and they can’t do too much. They gave the dog first aid treatment and advised me to take her back to the owner. There was not a chance I would do that! She would be dead in no time. So now I had a dog and nowhere to go. My friend let me stay few days but I didn’t want to get her in trouble. On the small island, every-

one knows everyone and as the only white woman in the area, I was easy to find. I went back to the village and I offered to buy the dog from the owner. He accepted the money, but then I learned that he was still looking for me and wanted his dog back. It was getting scary and I didn’t know what to do or where to go. I gave the dog a name, Manicou, which means opossum in the local language. She looked like one, no hair and big ears. But within one week she gained four pounds from her original eight pounds. Her tail started to wag when she saw me and we bonded. We were hiding and I had to think fast. Then I remembered that on the island Carriacou, there was a veterinary hospital that I had researched while back in Canada. I phoned them and next day we were on our way, a three-hour ferry sailing to the island. The ocean was rough and we were soaked in salt water as the waves crashed over us. But Manicou never stirred in my arms. She knew we were on the way to safety. At the hospital they accepted Manicou and were happy to help. It is a non- profit clinic run by volunteers from all over the world. At the moment there were a veterinary nurse from Canada and a doctor from Britain. They started Manicou on an aggressive treatment for mange, malnutrition and generalized infection. I started planning to bring her back to Canada. Dr. Rob McLeod, my employer of 15 years, and the Pet Adoption and Welfare Society were my mental support. A visitor from Canada sent me a travel kennel from Ottawa because there was nowhere to buy one on the island. The medicine and care of the doctors was starting to show. Manicou was becoming a dog. She was 23 pounds and was learning to run and play and love people. After four weeks of treatment and obtaining all the

necessary veterinary certificates and documents for travel, we were ready to come home. We said our sad goodbyes to the friendly volunteers at the Carriacou Animal Hospital. They didn’t take any money from us, and that is a real reason why I am writing this story. I would like to raise money to donate to these wonderfully dedicated volunteers at the Carricaou Animal Hospital. Manicou and I are now safe at home in Canada and she is learning not to be scared of people. In the future, I would like her to be a therapy dog and serve in the community. Students survive challenges Advance Staff

All but eight Creston and Crawford Bay Grade 7 students took part in the annual survivor day held at Lister Park on June 20. “This year was the most challenging due to weather conditions, yet not a single complaint was heard,” said Adam Robertson Elementary School principal Rod Giles, who has organized the event with School District No. 8 (Kootenay Lake) chair Mel Joy for 11 years. “All students gave their best, many different students had an opportunity to either lead or provide the expertise, their muscle or just to participate as a team member.” Students took part in 10 challenges, each designed to make them work together, think and provide opportunities for different students to emerge as leaders. They included races to fill two buckets with holes in them with water, get the entire team over a 10-foot wall and have the team climb on each other to place a ribbon up a pole. In another series, under the guidance of seeing members, two blindfolded students took the wheels off a bike, two more blindfolded put them back, and then two more blindfolded students took turns riding the bike on a course. Lots of hardy volunteers manned the stations throughout the day and the weather, and the

Jan was born in Vancouver, B.C., on March 8, 1945 to Bill and Grayce Foulkes. She grew up with older sister, Patricia, in West Vancouver. The warmest memories of her childhood included playing with her dog Skipper, talking about the day around the dinner table, large family gatherings with cousins and feeling very loved. She attended Pauline Johnson Elementary, Hillside Junior Secondary and West Vancouver High School, graduating in 1963. She was often the tallest in her class; by the end of grade four she was 5' 9”. Jan competed in discus, basketball, volleyball and Àeld hockey. She was president of student council and pep club. Following graduation, Jan travelled with a school group to Europe. She also spent time with her family in Hawaii in 1976 and drove to Disneyland in 1980. Jan loved her international holidays but said that her favourite place was Canada. Jan met Bob Murray at the University of British Columbia and they were married in 1967. She graduated with a Bachelor of Education (Secondary) in 1968, majoring in physical education and geography. Her Àrst teaching job was at West Vancouver High and then she and Bob moved to Creston to teach at Prince Charles Secondary School. During her two years of teaching she coached the Intermediate and Senior Basketball Team and the Senior Girls Volleyball Team. In 1971, Jan gave birth to Susan, followed by Scott, in 1974. Father-inlaw, Dr. Murray, helped deliver both of his grandchildren. Jan stayed home to raise her family in Canyon, B.C. on their 10 acre hobby farm. Her family enjoyed raising all sorts of animals. Summer holidays included camping on Kootenay Lake and lots of time in the family pool. The Murray house was warm and inviting. Once Jan's children started school, she worked for Dr. Perrin at the Creston Veterinary Clinic. She loved working with animals and the general public. Many homeless pets often came to the farm “just for the weekend” and ended up a part of the Murray family. Jan returned to teaching at PCSS in 1989, and following the separation with her husband, she accepted a job as a child protection social worker in 1991, with the Ministry of Children and Family Development (MCFD) in Creston. She met her second husband, Peter Horsnell in 1993 and married in

1994. They moved to Grand Forks in 1997 where she continued with MCFD. Jan's dedication helped many families over her 20 years as a social worker. She often shared these words, “When a child walks in the room does your face light up?” Although Jan had some hard times during her battles with breast cancer in 1994 and 2012 she always tried to Ànd the bright side to life. Some of her favourite things were: camping, biking, walking, horseback riding, gardening and listening to country music. Jan was excited when Susan married Duane in 2005, as this meant grandchildren. Mya, Brooklyn and Lauryn were born over the next six years. Jan adored her grandchildren and they loved their “Granny Jan.” She visited often, never missing Christmas or one of her grandchildren’s birthdays. Jan also made numerous visits up to Fort St. John to visit Scott. The last couple of years were tough medically, but she continued to amaze people with her optimism. She moved back to Creston in 2012 and reconnected with old friends. She was back “home.” Jan is predeceased by her parents and infant brother Donald. She is survived by her daughter Susan Murray, son-in-law Duane Drobot, grandchildren Mya, Brooklyn and Lauryn Drobot (Comox, BC), son Scott Murray (Fort St. John, BC), sister Patricia and brother-in-law Boyd Mather (Kelowna, BC), and many other relatives and friends whom she loved dearly. Jan's Celebration of Life Service will be held at G.F. Oliver Funeral Chapel in Creston, BC at 11:00 am on Saturday, July 6, 2013. To follow will be a Time of Fellowship in the Morris Greenhouse Gardens. Thank you to Dr. Hopkins, the nurses at the hospital, and home support for providing Jan with compassion and good medical care. Pastor Harry Haberstock, your thoughtful prayers and warm hugs were so comforting during Jan's Ànal days. To all the family and friends who supported Jan and her children during this emotional time, you will forever be in their hearts. Memorial donations can be made to the Canyon Community Association Playground Fund in Jan (Murray) Horsnell's name. He said it seems counter-intuitive to hire a contractor to do something city crews could handle on their own, but that’s what they’ll need to do in the future to access the funding. “Instead of looking at our own employees — who are great workers and have all the experience and tools necessary to do it — we’ll have to go to a third party because they [the province] will

definitely pay a third party invoice, even if it’s more expensive than using our own staff,” McClure explained. The province prefers to cover contractor fees because it prevents municipalities from abusing the funding by claiming their crews were working on disaster remediation when they were actually just carrying out their regular duties. “The policy is there because somebody probably abused it in the past,” McClure said. “It’s poor legislation and it’s penalizing us for using our own expertise.”

It’s been a rocky road for the Trans Canada Trail Foundation to connect the Kootenay section of trails. The Trans Canada Trail is one of the world's longest network of recreational trails that when fully connected will stretch nearly 24,000 kilometres, linking 1,000 communities from coast to coast. “The trail is constantly improving and adapting,” said Clive Webber, Trans Canada Trail’s B.C. co-ordinator. “It is virtually a living organism that grows and evolves so in this sense, we can connect the trail, but we will never truly complete it.” To honour Canada Day 2012, Teck Resources donated $1 million to the foundation to complete the Kootenay portion of the line's unfinished section between Trail, Nelson, Salmo, Kimberley through to Cranbrook, Fernie, Sparwood and Elkford. “Contrary to what I thought when I originally got involved as a volunteer, the actual process of building trails is much more than setting off into the bush with some shovels and handsaws,” said Webber. “Rather, the path of least resistance is to utilize as much ‘existing’ trail as possible.” The Trans Canada Trail is currently about 77 per cent connected across the province, with a goal of being 100 per cent connected by Jan. 1, 2017, added Webber. He explained that the significant gaps in the Trans Canada Trail within the Kootenay region present challenges other than rough terrain. “We are facing two stumbling blocks,” he said. The first is that some desired routes, which have existing trail or roadways in place, run through private property and local trail stewards do not have formal agreements in place with the property owners. “Second, in areas with no existing trails, we lack the framework to efficiently designate provincial roadways as our interim route,” he said. In areas where trails do not exist and opportunities for developing trail is low, the foundation along with its provincial partner the Trails Society of BC, is seeking co-operation with the Ministry of Transportation and Infrastructure to designate roadways instead. “This is an issue near Trail and Nelson,” said Webber. “All of these segments utilize roadways at one point or another.” The main focus for roadway connections between trail segments is to concentrate on creating safe routes for cyclists, as they are the core users of these types of connections. “We would like to work with the province to designate optimal, safe routes,” said Webber. “Or just simply raise awareness among drivers that they may indeed encounter cyclists along the route.” The Trans Canada Trail begins its KootenayBoundary journey to the west of Trail in Christina Lake, follows a rail grade up and over the Paulson Summit to Castlegar, then travels from Castlegar to Trail down the east side of the Columbia River on a section called the Columbia River Trail. Unfinished sections remain between Trail and the Beaver Valley and out to Salmo, where the trail picks up on an old rail grade up to Nelson along the Great Northern Rail Trail.

Twins Peaks, Tall Cans joining for tour SUBMiTTED Twin Peaks is a dynamic duo hailing from Fort St. John, which visits Creston’s Snoring Sasquatch with Tall Cans on July 6. Naomi Shore and Lindsay Pratt are two girls that are well endowed with musical ability. Together the band has been playing gigs locally and writing new songs on a regular basis. Individually they have both had their share of success. Shore began her musical career at the age of nine when she began piano lessons and completed her Grade 9 Royal Conservatory of Music classical training. Fourteen years later, she has established herself as a well-rounded pianist, vocalist and piano teacher. Shore has had the pleasure of opening for Harpdog Brown and Dayna Manning. Pratt has been performing live since the age of 18. She is a former student of Selkirk College in Nelson, where she attended the contemporary music and technology program. She has had the privilege of performing alongside such artists as Miss Quincy, Cheryl Hodge and Laugh Rebel. Both members have their own individual style and experience, which has lent itself to their unique blend of genres. Twin Peaks has been described as eclectic folk with undertones of contemporary blues and country influences. Audience members are sure to enjoy their rich harmonies, creative melodies and clever lyricism. Together, Twin Peaks has been featured in Fort St. John’s annual Spotlight 2011 performance. The band also won the 2012 Rockin’ the Peace competition, which features singer/songwriters from all over the Peace region. Twin Peaks is not your average girl group. With ample wit and vocal talent to spare, these girls put on a show that includes creative covers spanning all genres from Hank

Williams Sr. to Foster the People. In addition, they have co-written original material for their upcoming EP to be released this summer. Mitch Vinet is Tall Cans, a guitarist, songwriter and composer exploring various genres ranging from jazz to bluegrass. The catalyst that spurred him to begin playing guitar came at a young age after being inspired by his inebriated uncles’ campfire jam sessions at family gettogethers, and the communal power of music is still a driving force behind his playing and writing. In the mid-2000s in Victoria, Vinet formed the four-piece indie rock band Oh Snap, which went on to release an EP, and a full-length album titled, Flap Harder, which was met with praise from the local media. Soon after the band's split, he began focusing on a solo project called Tall Cans, which featured a revolving cast of supporting musicians playing his original songs. Vinet’s original music tends to lean toward a folk-rock and blues sound, similar to that of the Band, J.J. Cale, and Crosby, Stills, Nash and Young. Soon after the incarnation of Tall Cans, he decided to further develop his musical skills and knowledge by enrolling in the contemporary music and technology program at Selkirk College in Nelson, where he majored in composition under the tutelage of Don McDonald. With his time at Selkirk College complete, Vinet is now recording a full-length album of original Tall Cans music and will be touring in support of its release. He is also beginning to compose music for original films, shorts and documentaries, and will be collaborating with independent filmmakers around the globe. Tickets to the double concert are $10 in advance at Buffalo Trails Coffee House, Kingfisher Used Books and Black Bear Books, and $13 at the door, which opens at 7; the show begins at 8.

What happens when you cross a U.S. Boy Scout, a feisty hotel owner, a less-than-trustworthy businessman and a group of man-crazy quilters? Simply, an evening of comedy fit for the whole family, when Footlighters Theatre Society kicks off its season with Headed South from the Great White North. Running July 11-13 at Prince Charles Theatre, Headed South tells the tale of Waldorf Inn owner Barbara Seville (played by Zoe Fenrick), who has only three days before wily Lynden Renege (Jon Smith) and his two henchmen (Greg Benty, Morgan Benty) throw her and her staff out in the street. As the end seems near, Asa Hearts (Jesse Moreton) accidentally stumbles across the inn on his way to Florida, offering a flicker of hope that all is not lost. Headed South also stars Bob Purdy, Suzanne Chubb, Jordan Koop, Sue Jorgensen, Axel Marini, Jennifer Dewald, Jasmine Lothien, Lynn Adderley, Gail Kitt, Stephanie Sweet, Ilana Cameron, Debra Mehrer, T.J. van Hooft, Shirley Cameron and Kelly Mehrer. The play is the most recent in a long string of comedies, often melodramas, put on in the summer by the group. But this one is anything but typical, with songs and extra jokes added throughout. “We expanded on the script and injected some modern humour into it,” said director Jason Smith. “That’s really allowed us to make this into something that will be fun for a wide range of people to watch.”

This may be Smith’s directorial debut, but he’s far from a stranger to the stage. His first Footlighters production was South Pacific in 2007, and he’s since played villains in two melodramas and Aladdin, and performed in the ensembles of The Quest for Quasi and Annie. And for the past four years, he’s taken on the challenge of creating the sets for most productions. “I thought it was finally time to direct,” he said with a laugh. “It’s been a challenge — particularly since this show has a cast of twenty — but it’s so fulfilling to see my vision come to life.” Assisting Smith is Gillian Wells, who recently made her Footlighters debut in the ensemble of Annie. She’s always had a love for theatre, and has enjoyed the opportunity to try something new, as well as watching the actors grow in their roles — something the audience is sure to notice. “They’ve put so much thought and energy into making their characters come to life,” she said. “It’s been a real pleasure to see how they’ve developed since we started rehearsals.” Headed South is the first production of Footlighters’ 19th season, which continues with Almost Golden (a comedy-drama written by Creston’s Jason Smith and Suzanne Chubb, and directed by Brian Lawrence) in December, Legend of Sleepy Hollow (directed by Jordan Koop) in April and Theatre BC’s Kootenay zone competition in May. Tickets are $10 for adults, $8 for students/ seniors and $5 for children under 12, available at Kingfisher Used Books, Black Bear Books or at the door. Each performance begins at 7:30 p.m.

KMA’s artist of year playing at Sasquatch SUBMITTED

The Kootenay Music Awards’ artist of the year and best R&B artist is coming to Creston on July 12. The Cranbrook-based folk band Good Ol’ Goats — comprised of six students in grades 11 and 12 at Mount Baker Secondary School — has just released its freshman CD, The Train. Don’t be fooled by the relative youth of the members of the Good Ol’ Goats — these talented kids are old souls that have garnered cross-generational fans. Their energetic bluegrass- and folk-inflected melodies, and clever, somewhat subversive lyrics are unexpectedly mature, nuanced and just plain fun. Many of their songs speak to the rural British Columbia landscape that the Good Ol’ Goats call home, and others to the painful and painfully funny wasteland/ wonderland that young adults inhabit and know so well. Driving the lyrics are tight acoustic instrumentation, complex rhythms and sweet harmonies. The Good Ol’ Goats got started when Theo Moore, and Angus Liedtke, both 17 and friends since early primary school, were both experimenting with different musical genres in Liedtke’s basement. They met lead singer Nolan Ackert, 16, at Mount Baker Secondary School in their innovative musical composition class led by teacher Evan Bueckert. “We got Nolan to sing us a song and we were amazed by the unique voice Nolan had,” said Liedtke. “Right there, the spark became a flame and we made Nolan our lead singer.” They soon added experienced fiddler

The reception was overwhelming, and shortly after, they brought 17-year-old singer-songwriter Joelle Winkel and 16-year-old drummer (and Evan’s son) Julien Bueckert into the fold.

Songwriting is a collaborative affair: While Ackert is the chief songwriter for the group, all members of the Good Ol’ Goats have had a hand in song arrangement as well as penning songs that the band performs. “When the songwriter — mostly Nolan — shows up with a new song, or sometimes just lyrics or a song idea, together

we figure out chords or what capo to play it on and then we figure out where the bridge goes and things like that if Nolan has not already put that together,” said MacDonald. “Sometimes he has, and sometimes he wants us to figure it out together. Then everyone works out learning it at the practice and then we all get our ideas and give them: where to put rests, what to do with dynamics, where instruments come in and what sounds to have. And we try everyone’s idea out before deciding to include it, alter it or move on. Usually the instrumental players work out their own harmonies, melodies and accompaniments to the songwriter’s original tune. “We work together really well on this and it is the most fun part of being a band, since all six give ideas so we are able to vary our sound.” The band members cite Edward Sharpe and the Magnetic Zeros, the Tallest Man on Earth, the Avett Brothers, Mumford and Sons, the Head and the Heart, and Evan Bueckert as their musical influences. And they’ve appreciated the chance to offer their music to a wider audience. “The knowledge we have obtained in this journey has opened our eyes to the music world in a way we would have never seen it,” said Liedtke. “We have definitely matured (in some ways) when it comes to being musicians and our professionalism has gone up because of the band.” Tickets are $12 in advance at Black Bear Books, Buffalo Trails Coffee House and Kingfisher Used Books, and $15 at the door, which opens at 7 p.m.; the show begins at 8.
