That cost was revised to a range of between $561 million and $617 million this spring and then revised again to $736 million in budget documents released yesterday. First estimates in 2007 placed the cost at $404 million, a figure that’s been rising steadily since. NDP opposition leader Adrian Dix, in questioning Bennett, wondered why the cost grew so much in the time before the May 14 provincial election to now. “They said it was $561 million before the election, and now suddenly, magically, he discovers another $170 million in cost

overruns now to tell the people of British Columbia about. Can he give any explanation to ratepayers and taxpayers for this, frankly, outright incompetence on the part of the government?” Dix asked. Bennett said the cost increase wasn’t known by the government until after the election, adding he was in “dismay” over the new figure. Despite the cost increase, Bennett defended the transmission line as “nation-building,” saying developments that will stem from it will create jobs and revenue. “[The] Red Chris mine will employ 350 people. Many of those people will be First Nations people. There’ll be Nisga’a.

Bennett listed off a series of reasons the project cost has kept climbing. He said a slow construction start was blamed on the need to first sign impact benefit agreements with First Nations affected by the line. “Those economic benefit agreements have been negotiated. The First Nations along the line are actually quite supportive. In fact, First Nations are involved, actually, in the construction of this power line,” added Bennett.

KITIMAT - Kitimat Understanding the Environment (KUTE) is still struggling against a tough recycling economy and competition for employees from other industries. KUTE President Barb Hall and Director Ken Maitland presented their financial needs to councillors at the June 24 Committee of the Whole meeting, where they wanted another increase in their funding for the year in order to recruit a strong depot manager. Hall said that the depot is having trouble retaining long term managers due to so much activity in Kitimat as of late. “Not having a mature, long-term and experienced manager creates the situation we find ourselves in,” she said. Mismanagement has lead to a huge backlog of recyclables at their depot, which is taking away precious space and creating workplace safety issues, she said. “The back log of unsorted paper has been the result of many poor decisions when materials arrive in large quantities. This is limiting flow of materials and forcing the workers to handle these materials many times,” she said. She wants to be able to hire a manager at a rate of $18 an hour. Having a long-term, qualified manager will mean they can begin making progress on their intense back log. She said in a letter written to Council that in June they hired a new manager for the fourth time in seven months. KUTE has been participating in a program called Odyssey, which gives people who need work experience the chance to do jobs to put on their resumes, but the work, while making progress, won’t get them to where they need to be by the time the program ends. At the committee of the whole meeting, it was moved that KUTE be given an extension to their $2,500 a month boost, first given in March. Now they’ll receive that extra, emergency funding to the end of the year, plus will receive an additional $850 per month to hire a new manager, and council also agreed to provide a $10,000 one-time booster for tasks relating to

PRINCE RUPERT Members of the Area A Crab Association say they have lost all faith in the Department of Fisheries and Oceans (DFO) following a controversial closure of the fishery. Crab fishermen were told on June 21 that the fishery would be halted on July 5. DFO spokesperson Diane Lake said the closure was needed based on the latest sampling done of the fishery and was pursuant to the commercial harvest plan contained in the crab Integrated Fisheries Management Plan (IFMP). “There needs to be enough data to keep the fishery open. This year there is not a lot of data so the fishery needed to be closed because of conservation concerns,” she said, noting the closure should not have come as a surprise. “There have been consultations ongoing since March with the fishermen in Area A.” However, Area A Crab Association executive director Dan Edwards is at a loss as to why 150 fishermen are having their livelihoods hurt by the closure, and said the news took all fishermen by surprise. “It was closed totally unexpectedly. We did not foresee a closure at all ... the DFO did it without any notice at all,” he said from Vancouver, where meetings with the department

were taking place. “There has never been any suggestion that the data was so insufficient as to close the fishery down until earlier today ... in fact it’s the opposite, based on the eight tests done so far the DFO was able to keep the fishery open.” With the fishery set to close on July 5, fishermen are faced with spending thousands of dollars to get their pots, bring them back into port and return them when the fishery is scheduled to re-open on Aug. 1. But with the most recent fine for leaving pots in the water totalling $1,500 and frustrations with a closure Edwards called “disturbing” increasing, some vessel

owners discussed leaving their pots in the water in a non-fishing state during the closure in protest — something the association said it could not endorse as it is illegal. “This dubious decision has destroyed 20

years of work building a co-operative relationship with the Department of Fisheries and Oceans, and is going to be economically crippling to our rural communities for no justifiable scientific reason,”

MP calls for regional energy plan By Shaun Thomas THE NORTHERN CONNECTOR

PRINCE RUPERT - Skeena – Bulkley Valley MP Nathan Cullen is calling for the creation of a national energy strategy as more and more companies turn their eyes to the north coast for exporting Canadian energy. However, he said the best place to start such a conversation is in the riding that will be most impacted. “We need to develop our own energy strategy based on our own values, and I believe that will resonate with the rest of Canada. The Prime Minister and the Premier are really off the playing field and off the radar,” he said. “There is no vision from the provincial or federal government. If I was a betting man, if there were 10 projects in front of them they would rubber stamp them all. They are not going to try and stop development in any way ... I don’t think 10 projects in the area is possible

and I don’t think 10 is a good idea.” One of the pillars of any energy strategy would be Canadian oil, which is currently proposed to come to the Northwest through either pipeline or rail. When it comes to Enbridge’s proposed Northern Gateway, Cullen said it is a non-issue. “People don’t want to talk to me about Enbridge any more, they see it as a done deal,” he said of the many protests and opposition from municipal governments and First Nations groups. “The benefit of Enbridge is that it really brought people together and got all of us to work together.” As for oil-by-rail, an idea proposed by Nexen Energy in February and raised again by Kitimat Clean Ltd. president David Black,

Cullen said although the track infrastructure is in place and CN currently carries oil to the east coast and the U.S., an environmental assessment would still be needed. “To move that volume of product over a line that is not designed for it, you would need Nathan Cullen an impact assessment to ensure you are not heading for disaster ... the tracks are right beside the risk, they run right beside many of the rivers in the region,” he said, noting CN should welcome such a study. “If it really is a good idea you shouldn’t be afraid of an assessment. If it is a solid, safe project, you should have nothing to hide ... if the selling point is that it can be done without an assessment, that is not a good one for people in the northwest. It raises a lot of flags.

KITIMAT - Paul Henning says his committement to not reduce Rio Tinto Alcan’s workforce through layoffs has held. The vice president of RTA’s strategic projects Western Canada said that it’s not been easy but retirements and early retirements have held as the means to bring the smelter from 1,500 workers to around 1,000, he said. “Credit to the operations folks, management and the union to make sure that is the case,” he said, speaking via teleconference from Vancouver. Henning provided an update on modernization, saying that work is at least 50 per cent completed on the project, perhaps close to 60 per cent. He said the schedule remains effectively the same. The new plant will begin being energized by the end of 2014, and full production will ramp up in the early parts of 2015. He explained it’s a normal procedure, as an aluminum smelter doesn’t start up as easily as a sawmill would. “It’s not like starting a sawmill or a paper mill.

It doesn’t all come on. We have 384 individual electrolysis cells that will be started up in sequence at a rate of anywhere between five and 15 a week, so it takes time,” he said. Speaking on the spending slowdown which RTA announced late last year, he said while spending slowed, construction didn’t, and a mild winter benefited the project in some ways. “In some regards we probably accelerated certain elements of the physical construction,” he said, partly through the lack of snow. Right now there are about 1,200 workers on the project, with 1,000 of those living in the camp. He said 300 people working on the project but not in the camp come from the Kitimat and Terrace area. “This is by far a Canadian worker-driven project,” he said, saying many other workers are from Canada, mostly from B.C. He didn’t specifically say how many were temporary foreign workers from the United States. As for the ongoing issue of increased sulphur dioxide (SO2) levels at the new plant, he said that the company did receive

their amended environmental permit, but an appeal process has been initiated. He repeated earlier statements from others in the company that while SO2 is increasing about 56 per cent overall, the per tonne emissions are remaining the same from the old smelter, and the increase of 27 tonnes a day to 42 is a factor of higher production. With last year’s signing of a new labour agreement with the CAW 2301 union, he said they’ll be set in that regard to 2017. He said that the rest of 2013, on the operations side, will be finding workers their new roles in the new smelter, and then in 2015 will be pushing hard on new training. “That’s tight,” he said of the timeline. “It’s a challenge because you can’t go too early because we still have the old plant to run...can’t go too early because those people would be trained but not have the new plant to use the new skills on.” The smelter rebuild is budgeted at an estimated $3.3 billion dollars, not including the second tunnel at the Kemano powerFile photo / the NORTHERN CONNECTOR house. TERRACE - Four secondary school graduates from Terrace, Kitimat and New Hazelton have been awarded BC Hydro trades scholarships each worth $5,000. The money was first announced at a skills conference this spring and the Coast Mountains School District was asked to secure suitable candidates from the region. BC Hydro vice president Bruce Barrett said the scholarships acknowledge the construction of the Northwest Transmission Line and the opportunities it will present. “The project will provide power to industrial projects in northwest B.C., where there is a considerable gap between the number of skilled workers needed to build and operate those projects, and the available workers in the area,” said Barrett. “Helping students who want to pursue trades training is a small, positive step towards ensuring these jobs are filled by local skilled workers.” School district superintendent Nancy Wells

He’s enrolled in Thompson Rivers University in Kamloops this fall where he will be taking electrical technology. Cameron Menzies is a fellow Caledonia Secondary graduate who wants to pursue a career as an electrical technician. He’ll be continuing his studies this fall at Northwest Community College in Terrace where he will be taking the electrical foundations program.

The Hazelton Secondary School recipient is Josh Helin. His immediate post secondary school plans are not yet known. The fourth BC Hydro scholarship recipient is Michael Smith from Mount Elizabeth Middle/Secondary School in Kitimat. He has plans to pursue a career as a millwright or welder. The BC Hydro donation has spurred interest from other companies to do the same.

TERRACE - A program to help children learn to cope with a mentally ill parent has come to our region for the first time and parents are invited to sign up their children Kids in Control gives children confidence and the understanding that their parent’s illness isn’t their fault and the knowledge that they can control some things in their lives. The free education and support program is looking for six to eight children between the ages of eight and 12 who have a parent with mental illness to meet for 1.5 hours once a week for eight weeks. The program is looking to fill the spaces it has and so far, there are only four children signed up to participate, says Dolly Hall of the local chapter of the BC Schizophrenia Society that’s hosting the program. “Either word’s not getting out or people don’t know what it is,” she says about why more children haven’t been signed up. Or it could be the stigma about mental illness or the fear that child protective services

may get involved in the family’s life if it’s known there’s mental illness in the family, she adds. Children with a parent with mental illness, which Hall prefers to call brain illness in an attempt to clear away the stigma, experience a loss of a normal parent, a normal home, and a normal childhood. “What we consider normal I guess,” she says. Since the stigma around mental illness continues to be in society, children also lose out on having friends home for sleepovers, she says. “Kids blame themselves and feel responsible,” she says about how children feel about their parent’s mental illness and other fears they shouldn’t have to face, such as being separated from their parent if hospitalized. Substance abuse and divorce can also add to the problem. “While those happen without brain illness, they tend to be confounded in families with brain illness,” says Hall. “Kids depend on their parents so coming to Kids in Control shows them what aspects of their lives they can control,” she says. The message they get from

the program is they’re not alone and their situation is normalized because there are lots of other kids in the same situation and it gives them a connectedness to other kids dealing with similar situations, she explains. There’s a choice of activities to do in the program, and they learn healthy communication skills, self-care, gain selfesteem, learn resiliency and it helps them learn coping skills, she says. Plus they learn about brain illnesses, she adds. Comments from children who have taken the course say it makes their parent’s illness not seem as bad, that living with the facts is better than living with the unknown and learning to deal with the stigma has been helpful. One child was convinced that his father’s illness was his fault and he couldn’t be convinced otherwise. When he took the program, he was able to understand he wasn’t the cause of his dad’s illness. “I consistently use the term ‘brain illness to change it from mental illness,” says Hall, adding she thinks that a lot of the stigma is because of the terminology used. “I think general population

But if you hear brain illness, it attaches it to an organ and gives it more credibility.” Hall and colleague Noreen Spence will facilitate the program. “I grew up with a mother who was depressed so I kind of know what it’s like,” says Hall. They can share their personal experiences but they will be inviting professional people to come so the children can connect with them and they can answer any questions Hall and Spence can’t. Once enough children are registered for the program, the schedule will be figured out so it can be 10 consecutive weeks and work around the parents’ and children’s schedules. Some of the legacies of being a child of a parent with a brain illness can include difficulties with intimacy and setting boundaries, lost dreams, and resentment leading to family loss and depression. The BC Schizophrenia Society has branches and services across BC, providing support and education for family members and their ill relatives cope with schizophrenia and other serious mental illnesses.

Kitimat council looks at area walkways By Cameron Orr The Northern connector

You could call our walkways an investment in health care.” Mayor Joanne Monaghan says maintaining the town’s walkways are a priority for her as the demographics keep shifting to an older community. “As we have an aging population and many of the seniors now have the ability to be in these electric scooters, it would be nice to have all of our walkways intact as they were when the town was built.

KITIMAT - Should the town be considering extending the walkway system to go through Coghlin Park at the viewpoint? The Kitimat Heritage Group posed that question when they joined councillors for a tour of some of the town’s walkways last week during a Committee of the Whole meeting. The full council, some staff and the committee members embarked on an unusual outdoors meeting for part of the evening on June 24 to see walkways which may need work, some which have almost completely disappeared underneath growth. But before anyone took off on the tour, the two sides gathered to find out their concerns. Among those was from Heritage Committee member Walter Thorne, who emphasized the importance of the system to the community. “We would like, as a group, to suggest that that walkway would be very much in keeping with the original plan and the original intent of how things were seen,” he said. Those plans, he hopes, would be to see a Coghlin Park extension on the walkway. “The crowning of our sidewalk system would be to connect the existing Haisla Hill one somehow, to one that would go by Coghlin Park...preferably on the water side,” he said. Director of Engineering Tim Gleig said that a Coghlin Park system hasn’t been officially discussed in some years, but a report was made once on the prospect by the Leisure Services department, which pegged it at a $750,000 price tag. Speaking after the walking tour, Heritage Group member Peter Ponter said the purpose of the walk was to give councillors a better understanding of the walkway system. “When I first came to Kitimat it was one of the things that I was impressed with, the walkway system,” he said. “It’s unusual that there are places that might be quicker to walk to than drive.” The heritage component is also crucially important. KITIMAT - Mike Forward could have done what most do during time off from work with a newborn at home: nap in between the bouts of joy and panic. Yet the new father-for-a-second time didn’t fall into that usual routine entirely. By day he took care of the family, but in those precious off moments he wrote a book. Now available for purchase through Amazon, either in paperback form or in a Kindle e-edition, is Forward’s Alex Quinn and the Gemstones of Dunkel. He says the book takes inspiration from series like The Lion, The Witch, and the Wardrobe. And like most exciting fantasy stories, the story of his book began with a trek through the snow. “Where it began, I guess you could say it was last winter. I was walking to work one day through the snow and I just had an idea about two boys whose father disappeared and they find this stone that links them to this other world where they go looking for him,” he said. That idea lodged in his mind for months, until his leave from work gave him time. “I usually don’t get much further than writing a few pages, scrap it, [say] ‘that was a bad idea’ and call it a day,” he said. “But being off on parental leave now I got to the point where I sat down again and this idea was still in my head.”

He quickly bashed out an outline to his story, a very basic synopsis which didn’t even include character names. Once the overall plot was worked out, he went to work fleshing out the characters and scenes. In the writing you may notice words taken from other languages, for instance the main bad guys in the book are called the Krieg, taken from the German word for war. “Once I got passed about 20 or 30 pages it was rolling at that point,” he said. PORT EDWARD - Dignitaries, guests and members of the Port Edward Historical Society gathered at North Pacific Cannery on June 29 to unveil new interpretive signs that outline the canning process from boat to box. The signage walks visitors through the five major processes step-by-step, breaking each major process down to intricate details described in a series of panels that look at the evolution of mechanical canning. The signs have been a long time in the making, and were supported in the form of a $20,000 donation from the Prince Rupert Port Authority’s Communi-

ty Investment Fund made in 2011 and a $7,500 contribution from Heritage B.C. “It is such an exciting thing for the port authority to have a hand in the development of these types of community resources, places where people gather, celebrate and most importantly where they remember history. It is hard to imagine a better example of that value than North Pacific Cannery,” said Michael Gurney, manager of corporate communications for the Prince Rupert Port Authority. “If you have walked around the cannery as a museum, you can see that the history of it could be told through the different kinds of signs that appeared along the way — from photo-

copied hand-written signs that appeared a few years ago to more advanced signs. This signage is the best yet. These signs ... were designed by a designer in Vancouver, the content is derived from a variety of sources and the text was written by our assistant curator of last season,” Gurney said. Among those at the ribbon-cutting was Prince Rupert Mayor Jack Mussallem who talked about the importance of the cannery to the North Coast. “This place is so much a part of our history and so much a part of our family that we can’t let it slip away ... this is a very rich history and we will continue to do what we can to protect it,” he said.

PRINCE RUPERT - The Prince Rupert Port Authority marked the Third Annual International Day of the Seafarer by donating $5,000 to the Prince Rupert Seafarer’s Mission Centre. “We’re very grateful because we’re not underwritten by any group, we rely on the generosity of people who see the need and have a vision of what we’re doing,” Norm

Craddock, president of Prince Rupert Lighthouse Ministries, said. “This is a great help to us,” Ethel Moorehouse, a Prince Rupert Lighthouse Ministries board member, said. The money will support Prince Rupert volunteers in providing services and amenities to visiting crew members at the Seafarer’s Mission Centre. With British Columbian gas prices being as high as they are, drivers across the province would agree saving 10 cents a litre on gas is a welcomed idea. Prince Rupert drivers will be able to take up the opportunity to save at the pump later this week as Grassy Bay Services Ltd. marks a decade in business by offering 10 cents off every litre up to $80 on Saturday, July 6 from nine a.m. to three p.m. The promotion is part of the business’ way to thank its loyal customers for 10 years of service. When Grassy Bay Services opened a decade ago it was operated as Race Trac Gas, with the station making the switch over to Petro Canada approximately five years ago. Grassy Bay Service Ltd. is large enough to accommodate RVs, campers and vehicles towing boats, and offers full-service and self-service for customers purchasing regular, mid-grade and supreme gasoline. It also offers propane and diesel fuel on-site. Chris Wilson has been at the establishment since day one, working his way up from a cashier and gas jockey to the business’ general manager. “When the first litre of fuel was pumped, I was there,” he said. Christy Paul, Grassy Bay Services assistant manager, is also pretty close to the 10-year mark of working at the location. “She stuck through it thick and thin and is still here. She’s great to have around,” Wilson said. There are nine employees working at Grassy Bay, including Wilson and Paul. That includes six full-

time positions, two-part time positions and a book keeper. Staff members are expected to be out in fullforce on July 6 helping the anniversary event run smoothly. Grassy Bay had a similar promotion on gas for the its fifth anniversary, and Wilson recalls vehicles being lined up to the front gate to half way down the road leading to the station. Grassy Bay Services is asking customers filling up on July 6 to please be patient, as Wilson is expecting the station to be very busy. “I’m anticipating July 6 is going to be the same,”

he said. “It’s going to be pretty full here, so if everyone could bear with us and be a little patient that day then we should get through things,” he said. Other plans for the celebration include a barbecue with burgers and hot dogs, as well as donuts, coffee, pop and water, with CFNR broadcasting live from Grassy Bay Services from nine a.m. to one p.m. Grassy Bay Services is owned and operated by the Metlakatla Development Corporation.

Inside Seamen to face Northmen By Shaun Thomas

PRINCE RUPERT - After an exhibition tournament during Seafest weekend, the Prince Rupert Seamen Rugby Club will be hitting the road for their first game of the Northern Rugby League season this weekend in Terrace against the Northmen. Player George Baker said this year the team is much more of a mix than in previous years when a core group of experienced players hit the pitch. “The team this year is looking like a work in progress. There is a lot of good, young players, but with that comes a lot of inexperience. That inexperience is going to be tough to overcome against a well-oiled machine like Terrace,” he said. As well as young players from Prince Rupert, the Seamen are bringing in players from out of town to fill out the roster. “We’re relying on the team from Smithers to come and help us out, and they’ve been gracious enough to do that,” Baker explained.

“Without them we wouldn’t have much of a team.” Players train twice per week and, when possible, take to the pitch on Sunday. The last time the Seamen met the Northmen was during Seafest. Although Terrace came out on top 5-0, Northmen member Jarryd Kurisu said he saw improvement in the Seamen’s game because of the effort of the team. “I think they’re training harder,” said Kurisu. “They’re working harder to better themselves, the same way we were.” The Northmen head into the game coming off an agressinve 29-14 home win against the Prince George Gnats on Saturday, June 22. The Seamen are part of the Northern Rugby League along with the Prince George Gnats, the Williams Lake Rustlers, and the Terrace Northmen. All of the teams play one home and one away game against each other and the best record will represent the North at the Saratoga Cup, Division 3 Provincials in Penticton this September.

KITIMAT - It’s a festival more than a race, so a good time is emphasized over people’s actual performance. Still, people put in great effort at the annual Walk/Run Festival, which was held on June 15. The event even brought out the very young, a three-year-old being the youngest participant this year. One of the event’s organizers, Cori Boguski, said that it was great to see teams from both Nechako and Kildala elementary schools, plus all the family teams which had multiple generations coming out for the exercise. In the 21km run, Dwayne Felewich completed the route first, followed by Eric Caruana. For the same run for the women, Marlaina Rymer finished first, followed a few minutes later by Emily George. Runners take off from the start line at the Walk/Run Festival at Riverlodge, which was held on June 15 in Kitimat. with a 42:20 time, followed by Michael Voyer at 45:13 and Stacy Smeader at 46:55. For the women’s, Kaitlyn Hartmann walked across first with a 53:04 time, followed by Erin Baker a few seconds later, and Kathleen Cherry was third at 55:14 time.

In the five kilometre walk and run, for the men’s, Dan Carrow finished first with a time of 24:44, followed by Gregory Dolman with 26:25, and Mike Reid in third with 30:02. In the women’s, Laurel Neumann finished first with 25:14, then followed Julia Jacobs with

26:12 and then Janelle Hittel with 28:51. For the mini, 2.5 kilometre walk, Noah George completed the route first with a time of 19:17, then Benjomen George with 35:08. Jacob McIsaac finished third with 46:05.

TERRACE - Runners in Terrace were taken aback last month with an announcement on the All Seasons Source for Sports Facebook page stating that the Fall Run would be cancelled. But now organizer Bob Park says it’s just on hiatus, and will be back next year. “After 34 years we decided to take a break, mainly because of lack of volunteers,” he said. A number of his 20-plus-year volunteers decided to retire this year, and he couldn’t find anyone to take their place. But since then, he’s had a number of people approach him offering to help, so the run will be back next year. The event, featuring 5k, 10k, and 25k races, has a strong history in Terrace, starting in the library basement 34 years ago. It’s since moved to the college and has been rewarding, he said. “There was one a few years ago where we had the whole Nass schools come down, and we had a record race that year. We had well over 180 people, and that was phenomenal to see that kind of participation,” he said. “And there’s people like Sue Simpson who have won it many times. Colin Parr is another one. It’s got lots of history with it.” But more volunteers of the younger generation are needed to keep events like this going, he said. “I think it’s today world, it’s in burnout,” he said, noting that people want to run, but don’t always want to help.
