Search completed for missing Jaffray man Submitted On Monday, June 24, 20-year-old Ezekiel “Zeke” FANTUZ, was last seen at 11:15 p.m. when he left a friends place to go home in his
1994 Nissan Pathfinder. After not showing up at home, search efforts were initiated and it was believed the vehicle had gone off the Bull River Forest Service Road and entered the Bull River.
On July 6th 2013, shortly after 6 p.m. the continuing search efforts of family and friends; the Cranbrook RCMP and Search and Rescue resulted the missing vehicle being located in the Bull River a short distance downstream from where it entered the water. The submerged vehicle was located by a family mem-
ber who contacted the RCMP who then contacted Search and Rescue. Search and Rescue teams attended the scene and were successful that night in attaching a line to the vehicle to prevent it from moving further downstream. After first light on Saturday, July 7th the Cranbrook RCMP along with swift water and rope rescue teams from Search and Rescue units from Kimberley, Cranbrook, Fernie and Sparwood attended the scene. Search
and Rescue teams were successful in having the vehicle towed closer to shore at which time the body of 20 year old Zeke FANTUZ, was recovered from the vehicle. The Cranbrook RCMP would like to thank everyone who assisted in the search and recovery efforts. Any further inquiries into this incident can be directed to the Coroners Office at: 1-888-9912111

Supplier sought for Kimberley Sunmine The City of Kimberley, Teck Resources Limited and the EcoSmart Foundation Inc. are collaborating on the development of the SunMine, the first industrial gridconnected solar energy plant in British Columbia, proposed on the site of the former Sullivan mine in Kimberley. The project is now entering the detailed engineering phase to establish the final design, full costing and scheduling. Engineering consultants, suppliers and contractors are invited to submit an expression of interest outlining their qualifications for providing goods and services to the SunMine project. A Request For Qualifications (RFQ) will be used to pre-qualify interested parties to participate in a subsequent Request For Proposals (RFP). If the design and costs are favorable to the project budget and objectives, the project will move to implementation. This phased process is designed to assure sound, fiscally responsible decisions.
The potential outcomes of SunMine include generation of clean energy, effective use of a mine site postmine closure, creation of jobs and business opportunities, fostering research and development, and training of highly qualified personnel. A modified competition process will maximize opportunities for western suppliers; promoting access to new technologies, business innovation, and participation of western companies in global supply chains. Kimberley has the highest annual solar irradiation in BC and is amongst the sunniest places in Canada. Should SunMine proceed, it has the potential to become a center for research and development in solar technologies and their application to the mining industry. Dam on the Campbell River, built with wooden water pipes. Major BC Hydro works slowed down after completion of Revelstoke and Mica dams in the 1980s, and now the work is more expensive. The Northwest Transmission Line is a partnership with Imperial Metals, which wants to power its Red Chris copper-gold-silver mine. Bennett said the company is not only paying for the last section to Iskut and the mine site, but pitching in for the main line as well. Ottawa paid $130 million to get remote communities off decades of dependence on diesel generators. AltaGas, owner of one of those private power projects in the region, puts in $180 million to get connected to the grid. The line will open up more mining and hydro possibilities. The cost overrun traces back mainly to the shortage of high-skill labour such as geotechnical engineering that the remote region already faces. And this is before natural gas pipelines and LNG plants gear up. Bennett takes over from the last sheriff, Rich Coleman, who put BC Hydro through the wringer in 2011. Coleman soon abandoned his idea of putting off the Ruskin and John Hart upgrades (again) to keep rates low through the election, and saw the B.C. Utilities Commission jack up the rate increase to seven per cent to help slow the ballooning debt. What’s ahead for rates? The utility is looking for 32 per cent in the next three years, says energy lawyer David Austin. He calculates that only 2.5 per cent is attributable to increased private power costs. Among other things, BC Hydro needs regional emergency centres capable of functioning after a Japan-sized quake, plus expansion. Bennett came clean on another reason for rate increases – the government’s increasing dependence on taking a “dividend” as BC Hydro’s lone “shareholder.” The newly updated budget tells us this annual “dividend” is past $500 million and rising fast: $545 million this year, $611 million next year and $684 million the year after.

Taking the Heat
After what must have been the hottest day so far this summer, an inspection of my vegetable garden painted a pretty sad picture. Tomatoes and cauliflower were droopy and other plants also looked a little lacklustre. Fortunately, there was nothing a good drink of water could not fix, but it was a good reminder that plants are much like people - some can take the heat and prosper, while others need some extra TLC when it is hot. Hot, drying sun and wind are a challenge and finding those heat and drought tolerant plants makes it easier to keep gardens looking lush, even at the height of summer. There are some plant characteristics that can indicate these plants might be happier in the hot sun than others. Many drought-tolerant plants have silver or grey foliage, resulting from a coating of fine hairs on the surface of their leaves. These hairs reflect light and heat, and provide shade, thus reducing the amount of moisture lost to the atmosphere. Some examples of these are Artemesia-silver mound, silver brocade, or silver sage. The furry leaves of Lamb's Ear are also designed to keep plants cool and retain moisture. Leaf size can also affect moisture loss. Many plants that have adapted to dry conditions have small or narrow leaves, in order to minimize the amount of exposed leaf surface. Thick leaves are another common adaptation. Fleshy, succulent plants, such as Sedum, are popular choices for dry locations. These are also a beautiful addition for fall colour. Root systems have an effect on drought tolerance. Perennials with large, fleshy and fibrous roots or deep tap roots are able to reach down further into the soil to collect water and also store moisture for future use. Some of these favorites include peonies, rudbeckia, echinacea, Russian sage and salvia. Most ornamental grasses are also drought tolerant once established. The ‘Karl Foerster’ is an all-time favourite, but we have a large selection of grasses to choose from. It is important to remember that plants are drought tolerant only once established, not when you first plant them. Depending on the particular plant, it can be one to two years until they are fully established. In any case, it is always a good idea to amend your soil with some good compost and topsoil and add some bone meal when planting to give your plants the best chance of developing a good strong root system. Adding two to three inches of mulch around the plants can help retain moisture, prevent erosion and keep the soil cooler. Watering deeply will also encourage strong root development. Shallow watering, on the other hand, can be a factor in developing shallow roots. Plants will naturally reach for wherever the water is. If we water frequently and shallowly, roots do not have to reach down deep. Instead they will stay within the top six inches of the soil, making them more susceptible to drought. Watering deeply will encourage roots to grow down, sometimes 12 to 18 inches, giving the plant more moisture and cooler soil. A drip irrigation system can help you deliver the proper amount of water directly to the roots. Always group plants in your garden, according to their watering needs. Do not mix plants with high and low watering needs in the same planting area. Your lawn can require quite a bit of water as well. One idea is to limit the size of lawn areas, using rocks, drought tolerant plants and grasses instead. Use the appropriate seed for your lawn area and cut your lawn high, about five to eight centimetres, and leave the mulch on your lawn to allow for more root shading. With a little bit of planning and preparation, your garden will be set for whatever summer may throw at it. Till next time... happy gardening. Submitted by Kerstin

The Title of the Initiative is: An initiative to amend the Police Act. Summary of Initiative: The initiative draft Bill entitled, “Sensible Policing Act” proposes to amend the Police Act to no longer use provincial police resources on the enforcement of current laws in relation to simple possession and use of cannabis by adults. The draft law would prohibit the use of provincial police resources for this purpose, would require police to report in detail to the Minister of Justice any actual use of resources for this purpose and why it was necessary, and require the Minister to publish that report. The Bill also proposes that the province would call upon the Federal Government to repeal the federal prohibition on cannabis, or give British Columbia an exemption, such that British Columbia is able to tax and regulate cannabis similar to the regulation of alcohol and tobacco. As well it proposes that British Columbia shall establish a Provincial Commission to study the means and requirements necessary for the province to establish a legal and regulated model for the production and use of cannabis by adults. Last, the Bill would make non-lawful possession and use of cannabis by minors an offence similar to possession and use of alcohol.
