ort Metro Vancouver’s future construction activities will be monitored by a new watchdog committee, whose prospective community members will be vetted by City of North Vancouver council and the Lower Lonsdale Business Association. Council voted to disband the pre-existing Waterfront Industrial Noise Committee (WINC) Monday evening, paving the way for the more inclusive Low Level Road & Port Area Community Liaison Committee. The new group will be tasked with tracking safety, noise, air quality and traffic concerns along the Low Level Road and on Port Metro Vancouver property. Residents living in the area, concerned about the impacts of port expansion, were the impetus behind the committee’s conception. The terms of reference, approved by council, state the committee’s membership will include a total of five residents and business owners affected by the Low Level Road project, city staff, council members as observers and a Port Metro Vancouver

representative. “We are going to get a lot of applications from some very qualified people and passionate people living in the area, and all the rest of it,” said Coun. Rod Clark. “So this council is going to have a tough job striking the appropriate balance with respect to the committee.” Coun. Don Bell said the committee will bring the Low Level Road community players together to have a common table to sit at. Both Bell and Clark agreed the sooner the group can convene and start gathering baseline measurements the better. “The Low Level Road is advancing daily, obviously,” said Clark. “So we got to get on it right now and get this [committee] in motion.” Preliminary discussions called for a $10,000 budget for the committee. Council voted Monday to reallocate $5,000 from the WINC budget to the new liaison committee. The Low Level Road & Port Area Community Liaison Committee should remain active until 2016 — a year after the target completion date for the Low Level Road project.

Week 6 – The reveal!
The weight of two average-sized car tires — that’s how many pounds John O’Flynn and Leona Geall collectively lost in five weeks during The Great Summer Shape Up contest. “I feel great. I feel fantastic,” announces John after his final weigh-in at the Foundation for Integrated Health clinic last Friday. The ill-fitting T-shirt he sported for his “before” photo looks seamless on him today. Now that John is 22 pounds lighter, the Catholic elementary school teacher will need to do some backto-school shopping of his own. He credits the staff at the FIH for giving him the tools to make healthier lifestyle choices when it comes to eating and exercise. “I have confidence that I am going to want to keep this good frame of body and mind,” says John. Of course, it doesn’t hurt that the compliments keep rolling in for him, especially from some older female parishioners. “They will call out to me: ‘Hi, slim,’” recounts John, laughing. Toting her blueberry-cranberry Ideal Protein shake, Leona breezes into the FIH office looking like a million bucks. She has traded in her frumpy attire for a clingy, black-andwhite bandage dress. “It’s a size 10,” she proudly declares. Despite losing 17 pounds already, Leona is going to stick with the Ideal Protein diet for a couple more BEFORE weeks to try and shed some more weight. Throughout this process, Leona has learned how weight loss is a precise science. “I know when you are doing too much exercise and not enough eating, your AFTER body tries to protect
itself,” explains Leona. A vacation in August will be the motivation Leona needs to propel her to the weight loss finish line. “I’m going to keep doing what I am doing until I reach my goal,” she says. Both John and Leona achieved typical weight loss results through the ZIP program, according to FIH consultant Marie Luckhart. “Leona got to lose two dress sizes in a month — that’s amazing,” says Marie. The Zerona body slimming laser treatments in concert with the Ideal Protein diet and nutrition counselling helped them achieve greater results. “The thing is, we have worked with BEFORE them to change the way they look at food,” says Marie. “If you have the right attitude towards food, you will be able to keep the weight off.” The most important take-away advice from the FIH: as John and Leona transition away AFTER from the Ideal Protein diet and start eating “normal” food again, they need to ramp up their exercise routine. For John, who will now be parting ways with the FIH, continuing to read the “sound and informative” literature he amassed during the program will be helpful. “I also know the door is open here at the clinic,” he says.

t six-four, 250 pounds, Sgt. Kevin Bracewell casts an imposing shadow as he strolls down the sidewalk in Lower Lonsdale on this sunny Friday afternoon. But he’s not here to intimidate; just the opposite, really. The RCMP officer stops to offer a friendly “hello” to some little kids, cheerfully gives directions to a passing motorist and later leans down to gently pat a fluffy little white dog. This is a return to old-fashioned “officer on the beat” policing — something Bracewell wistfully recalls growing up in Lancaster, England, where locals got to know the blue-clad “bobbies” who walked the neighbourhood beat. Bracewell oversees the RCMP foot patrols in Lower Lonsdale, an initiative dubbed “LoLo” that started four years ago and is funded by the City of North Vancouver. Since the patrols began, the most common concerns of area businesses and residents — namely aggressive panhandling, six-packsipping in the alleyways, drug use and general mischief — have been targeted. And, according to police, the two-person foot patrols, which are deployed from April to October during peak periods for service calls, are receiving overwhelmingly positive feedback from the community. The high-visibility patrols have translated into significant drops to residential and business B&Es, vandalism, theft-from-auto and disturbances, according to police. “People like to see a police officer in the area, it gives them a sense of safety,” says Bracewell in a somewhat faded English accent. Of course, Bracewell is not always extending friendly salutations when on patrol. This afternoon, when he spies a young guy sporting a backwards ball cap and armful of tattoos riding a BMX up the sidewalk with no helmet he halts him immediately. After dishing out a short lecture about helmet and sidewalk safety, Bracewell says: “How about you behave yourself and no ticket. Sound like a plan?” The youth respectfully agrees and pushes his bike away. Bracewell prefers to build relationships and offer positive contact with the police when possible. Of course, if the bike rider is spotted again not obeying the rules he will be ticketed. While Bracewell can be Officer Friendly, you’d better not give him any guff — this guy is battle-tested. A former soldier in the British military, he saw duty in Northern Ireland and the Middle East. He’s also done tours in Iraq and Afghanistan as a member of the RCMP working with local police officers and done a stint with the force’s anti-terrorism unit. As the big cop strides past the barber shop, a voice inside shouts out an enthusiastic “Hi boss!” Bracewell enjoys getting to know the business owners and neighbourhood residents. “Hi there, you guys having fun?” he says to some kids as he walks by. “Putting a face to the police,” explains Bracewell who is routinely asked to pose for photos with tourists when he’s down near the Quay. Later he’ll stop by the John Braithwaite Community Centre to check in and see if they’ve had any more theft-from-locker incidents. He knows both of the staff members working the front desk by name and after a quick chat and update he’s on his way. Heading back up Lonsdale, he’s stopped by a navy vet on the sidewalk who asks him about the colourful badges and insignia on his uniform. Bracewell rattles off a long list of awards and comendations. The vet nods with approval. “For us it really works well here,” Bracewell says of the beat patrols as he marches up the street. twitter.com/justinbeddall

hef Paul Mon-Kau has taken overindulging to an obscene place — eating 16 steaks in one day — in the name of perfecting a new menu. “It was gross. You get meat sweats, you really do,” he says, milling around his Belgian-influenced brasserie in Lower Lonsdale last Wednesday. Mon-Kau has also tasted 32 variations of beet salad, the enamel on his teeth emerging unscathed. I
t was a pirate invasion of sorts last weekend as the seventh annual Party at the Pier held in North Vancouver. The Lower Lonsdale Business Association, along with sponsors Port Metro Vancouver, Seaspan, Churchill Retirement Community, CTV, The Outlook and more, put on a show for all ages. Live entertainment, food, facepainting and lots of marinethemed activities were on deck on this sun-filled day which has become one of the best waterfront events in the city.

Fake guns, potentially deadly consequences
S
he wanted to look like a thug. That’s what she reportedly told police. Only 13, she was carrying a replica handgun stuffed into the waistband of her pants when she went to hangout at the local shopping mall in West Van last week. But mall security officers didn’t know it was a replica handgun. They’d just received reports of a teenager with what looked to be a pistol. Police arrived quickly. They questioned her and soon were confident she wasn’t carrying the weapon for “any criminal intent.” She told them her friend, also at the mall, had a similar weapon. The second youth was also quickly located and questioned. Both teens were returned to their parents and the two pellet guns have been turned over to police and will be destroyed. “For the sole purpose of wanting to look like a thug? You don’t want to do that,” WVPD Const. Jeff Palmer said in an interview. The high-risk behaviour has police issuing a warning to parents to speak to their kids about the dangers of carrying around replica weapons. “Any use or display of a weapon replica,
pellet gun or imitation firearm to intimidate or threaten another person can result in criminal investigation and charges,” Palmer advised in a news release issued shortly after. “Simply carrying a firearm look-a-like or weapon replica in a public place exposes the carrier, police and public to extreme risk.” A deadly reminder of this came last year in the U.S. when a distraught teenager came to school with a pellet gun that resembled a Glock and was fatally shot by police after repeatedly being told to drop the gun and refusing and then aiming the replica gun at officers. Fortunately, the incident in West Van was resolved quickly and safely. It seems to go without saying that carrying a replica handgun in a public space is dangerous behaviour, but it seems that every few years an alarming incident like this happens. Fortunately, none have ended in tragedy. So, be sure to talk to your children about it. -Outlook

t may look a little worse for the wear, but with a bit of renovation the Navvy Jack House could be used for a new nature centre in Ambleside. A new life for one of the North Shore’s oldest houses. Built around 1868, it is the oldest known continuously occupied dwelling in the Lower Mainland, only exceeded in age by a few structures in New Westminster and Victoria, according to the District of West Vancouver. The proposed nature centre for 1768 Argyle Ave., which could be home to a handful of community organizations led by the West Van Streamkeepers Society, would house space for the groups as well as public displays. The idea first came before council in August 2012 when the groups expressed interest in the centrally located house, The Navvy which belongs to the district Jack House and will be given back when its then (1957) current tenant no longer lives and now (at there. left). The house was originally white with a veranda that ran the entire width and had elaborate Victorian brackets on turned columns. The house was later moved to its present location and the district purchased it in 1990. Mayor Michael Smith is supportive of the nature centre idea, emphasizing it would help revitalize Ambleside. “What could possibly be more exciting on the waterfront than a nature centre?” he said during a council meeting this month. “The public spent a lot of money buying that land and what’s there now is far from ideal in my mind. We have some good art facilities, we have some Victory gardens and some crab grass patches, and that’s basically it.” Mentioning he supports the possible nature centre project, Coun. Craig Cameron said the district should allow other community organizations to show interest in the house before letting the groups under West Van Streamkeepers take the space. “I do think we need to follow proper progress for allocation long term,” he told council. The proposed nature centre will be brought before council again once the stewardship groups form a business plan.
Who was Navvy Jack?

The Navvy Jack House was originally the home of pioneer John Thomas, known locally as “Navvy Jack.” Initially moving from Wales in search of fortune in the Cariboo gold fields, according to the District of West Vancouver, he would end up operating a ferry service on Burrard Inlet in 1866 and soon after established a gravel hauling business on Capilano River. He acquired 32 hectares of land along the waterfront in West Vancouver and built the Navvy Jack House after he married Row-i-a, With the granddaughter of Chief Kiep-i-lan-o. In 1892, Thomas was in financial trouble and his land was taken away through a tax sale. John Lawson, the “Father of West Vancouver,” bought the property and lived in the house from 1907 to 1928. Nothing seems to fit properly — their hips are too big, legs too short, boobs too small. Cringing, they inspect the number on the tag. “If I was a size smaller, it would look so much better,” they say to themselves in the mirror, dreading what they see in the reflection. After these routine shopping sprees became more like therapy sessions, Katie Jeanes was fed up. “This is dumb. My friends are beautiful,” she said, deciding it was time to put the blame on the clothes, not on the bodies. She started her own dress line — HelenJean, named after her “strong, amazing” grandmothers — where each dress is custom-made to fit the wearer. No more pinning on tiny sample sizes in front of dozens of people at a retail store. Instead of focusing on the number looming on the tag, her dresses have “intention tags” with word like “chic,” “strong” and “really, really good looking.” Having a difficult time finding clothes to suit her body, Jeanes, who grew up in North Vancouver and went to Sutherland secondary, was finally satisfied after visiting a tailor in Bali who designed a perfect-fitting, custom-made suit. “It was the first time I had clothes that really fit me.” But back home in B.C. she could only find custom options for men, such as Indochino and J. Hilburn, which design made-to-order suits. So she decided to have each HelenJean dress made in Bali by two village-owned tailoring cooperatives that provide jobs for both men and women. When a dress is ordered, the measurements are sent to Bali, people in the villages source fabric, create a custom pattern, sew the dress and send it back to Jeanes for final inspection. A $50 tailoring credit is included just in case it’s not a perfect fit. “I grew up loving fashion but not really knowing how I fit in,” says Jeanes, who graduated from UBC with a kinesiology degree. “Kinesiology, not much to do with what I’m doing now, but it makes me really good at taking measurements,” says the 25-year-old with a laugh. She held her first trunk show in September to test the concept on a small group of women. After this initial success she started taking orders online as well. Even though her models online would be considered relatively skinny to average, Jeanes says the dresses are perfect for anyone because they can be custom-made in literally any size. The spring/summer collection launched in May, debuting another six dresses. The Fall 2013 collection is scheduled to show on Aug. 15. The dresses retail for $197 at trunk shows and online, helenjean.com. Jeanes is now working on a campaign to grow HelenJean across Canada and the U.S.. Money raised will go towards pattern making, sample sewing, design tools, website development and other costs. fter vacillating for months, District of North Vancouver council on Monday gave third reading to bylaws that put a proposed Edgemont Village seniors’ complex on the doorstep of reality. The 115-unit, three-storey seniors’ independent living facility slated for Canfield Crescent — a stone’s throw from Highland Boulevard — has elicited a range of emotions from those living in the area. Council members themselves were divided on the proposal, many of them recounting the trials and tribulations attached to finding assisted living facilities for their loved ones. “Probably in my 11 years on council, I haven’t had too many issues that have given me as much pause for thought as this rezoning application,” said Coun. Alan Nixon. Apprehension about the size of the development was the main concern voiced on Monday night. “I’m struggling with the scale of this project in the setting. I really think this project could be a little bit smaller,” said Coun. Mike Little. Echoing Little’s sentiments, Coun. Lisa Muri alluded to a forthcoming application from the Grosvenor development group who have announced plans to buy and redevelop the Edgemont SuperValu site. “And I think if this [seniors’] building were to go ahead, it will give the bump to an even larger development on that SuperValu site,” said Muri. There has to be synergy in the Edgemont revitalization process, Coun. Doug MacKay-Dunn told The Outlook Tuesday. He also isn’t convinced the seniors’ complex is a good fit for the area.

“I don’t want to risk losing that Edgemont feel. When you go there you feel relaxed, close to nature and there’s a sense of openness,” said MacKay-Dunn. Mayor Richard Walton, advocating for the Edgemont seniors’ complex, said change is needed to keep the area vibrant. He added, Edgemont Village is not the “prairie town” that it used to be. “There was huge number of people that fought that tooth and nail because they didn’t want to see the Texaco gas station go,” said Walton of when council approved rezoning for Highland House. He figured Canfield Crescent was the only piece of property in Edgemont appropriate for a project the size of the proposed seniors’ facility. “And, quite frankly, in this business it’s location, location, location — and this is the absolute perfect place for us to make homes for very active seniors in their 80s and 90s,” said Walton. Under a proposed housing agreement with the district, the applicant, BayBridge Senior Living, must provide a minimum of 15 assisted-living units. Council gave third reading to rezoning and Official Community Plan amendment bylaws in the 4-3 decision Monday night, with councillors Little, Muri and MacKay-Dunn dissenting. A final decision on the proposed seniors’ complex is expected by early fall.

They became acquainted in the Richmond General Hospital waiting room. Then, last October, they returned to the scene of that first date disaster to get married — this time pulling up in a Rolls-Royce. The couple, who met through the restaurant industry, like to mix business with pleasure as they explore new eating establishments. “Dining is a big thing for me,” says Mon-Kau. “I do like to see what other markets are doing.” He finds the Seattle restaurant scene to be way further ahead than Vancouver’s. Using an extreme example, Mon-Kau recently visited a Bavarian-inspired bier hall in the Emerald City that boasted five indoor bocce courts, two mezzanines and three bars. “Innovation is stifled by the extreme cost here [in Vancouver],” bemoans Mon-Kau. The Similkameen in a glass
U
sually when I go to B.C. wine country, it’s for some sort of business trip — although there’s always a good dose of pleasure involved as well. My most recent getaway was all about pleasure though, but the elements of my “business” that punctuated the sunny weekend were absolutely welcomed. My wife and I were visiting our friends Alishan and Rhys who live in a 100-yearold house on a four-acre property, nestled in the dusty, sun-baked mountains of the Similkameen Valley. We go way back with them, all the way to the latter-1990s when I was managing a long-gone restaurant where they were regulars. Grunge and trip-hop supplied the soundtrack while menus were chock full of balsamic reductions, sun-dried tomatoes and pesto, pesto everywhere. My wife (girlfriend at the time) and I felt an immediate kinship with Rhys and Ali; all of us were battling immigration regulations as Alishan and I were both in the process of sponsoring our respective future spouses, both of them hailing from Australia. While I worked my way up the ranks of Vancouver’s restaurant industry, tackling various routes of wine education along the way, my wife did the same thing in the PR and marketing direction, while Rhys and Ali settled in wine country, learning that trade while also dabbling in artisan baking. Fast forward to 2013, where Rhys and Ali’s life now includes two lovely daughters, a couple cats and a loveable and slightly-weathered farm dog named Calvados. Rhys teaches wine courses, consults and does a fair bit of writing, while Alishan makes and sells naturally-leavened artisan breads at the Penticton Farmer’s Market from a sourdough starter she’s cultivated for ten years now. On top of all this, Rhys tends a tiny home-property vineyard of Chardonnay and Riesling while Alishan makes excellent handcrafted wines from those grapes (and a few others from around the Valley), all under the “Little Farm Winery” label. While they work nonstop seven days a week, our glimpse into their day-to-day life offered the smoke-andmirrors perception that living in wine country must be a dream. Of course, they were kind enough to put all of the nitty-gritty work aside while we enjoyed barbecues, visited kurtis@kurtiskolt.com neighbouring wineries and swayed in hammocks. Needless to say, we usually had a wine glass in hand, and a couple of times it was ohso-charming that our glasses contained wine that came from the very vineyard that was our setting. My wife and I love their wines;

A brewery (and distillery) is born in North Van T
omorrow is the official opening of the third brewery on the North Shore: Deep Cove Brewers and Distillers. The initial production, which you can sample and purchase in growlers starting Friday during their opening festivities (July 19, 11:30 a.m. until 9 p.m.), includes a pale ale, a lager and a Belgium wit. The tasting room will be open seven days a week (hours on deepcovecraft.com). And those beers are only the beginning. While seasonal releases will have to wait a while until the bottling line is in full production, I was privileged enough to taste some test brews by master brewer Kevin Emms including an amazing rooibos saison. And after you’ve made the trek to DCBD, hop across the road to Bridge Brewing to pick up a growler of one of their great beers. They’ll be open extended hours Friday.

It’s a teeny-tiny family operation (I even feel bad calling it an ‘operation’), and though I meant to share their story and wines with their first vintage last year, they made so little that there was hardly enough to go around. This year there’s a little bit more; so if you’re interested in honest, clean wines that express British Columbia’s Similkameen Valley with love, you really should give ’em a whirl. Do check out their story at LittleFarmWinery.ca, and track down their wines at private wine stores around town. Their Little Farm 2012 Riesling ($29.90) is bright, crisp and crunchy with green apple, lime, honey and marzipan, while their Little Farm 2012 Rosé ($24.90) is made from 100% Cabernet Franc and bone-dry, with currants, raspberry, rhubarb and a good smattering of dried herbs. Perhaps the best thing to hit B.C. since John Mitchell started the Craft Beer Revolution in Horseshoe Bay. Growlers are reusable 1.9-letre bottles that you buy ($5) and then fill, and refill and refill… ($10 - $12 depending on the brewery and the brew). While the price is reason enough (compare with $5-plus for 650 ml for many craft beers), the real attraction for craft beer lovers is freshness. Unlike many of the wines featured to the left, most beers do not benefit from ageing. The day the beer is released by the brewer is the best it will ever taste. And growlers are the best way to get fresh beer.
Vancouver to Permit Tasting Lounges
To much fanfare Vancouver City council recently approved zoning changes to permit craft brewers and distillers to operate small lounges on-site, thus catching up to the District of North Vancouver which some time ago approved such lounges and will see the opening of the first at the new DCBD tomorrow (see above).
Beer of the Month
This month’s recommendation is a great example of the experimental nature of B.C. craft brewers. Tree Brewing has combined two classic styles, imperial stout and imperial India pale ale, in their Hop Head Black IPA. Massively malty, with strong toasted and chocolatey notes competing for attention with a hop-forward taste profile that goes on and on and on. Not a beer for the faint-hearted — handle with extreme care.
Great Canadian Beer Festival
This event, in Victoria every year since 1993, has truly earned its title. Featuring 60-plus breweries, mostly from B.C., and featuring many cask-conditioned special offerings, this festival runs Sept. 6 and 7. Why mention it in July? Because the tickets go on sale this Saturday (July 20, gcbf.com only) and are expected to sell out within 10 minutes! As Rick Dellow (the R in R&B brewing, and one of the old guard in B.C. craft brewing) says, “The GCBF is your best opportunity to taste an incredible variety of well-made beers from B.C. and across Canada and meet the people who make the beer.”

feel warm and welcome, while offering creative and intellectual stimulation,” says Ray, who has been in contact with dozens of artists and clients who are sad to see the gallery go. Focusing on “contemporary fine art,” the gallery gave a voice to experimentation in printmaking, drawing, photography, painting and sculpture. The list of highlights is long, says Ray as she recited dozens of important shows that come to mind. The Bellevue Gallery’s first exhibit, Scarcity and Abundance, featured photography from West Vancouver residents who travelled to the Congo, Rwanda and Uganda. The next year the gallery exhibited Hope Abundant, a followup to Scarcity and Abundance, which focused on the efforts of Food for the Hungry Canada and Capilano Church to bring education, a medical facility and a church to a small village in Uganda. Keeping an eye on other galleries in North and West Van, Ray noticed a void in the local arts scene before opening the gallery. “Support for contemporary fine art was not as established on the North Shore as other art forms and we believed there was an audience for it,” she recalls. Over the years, The Bellevue Gallery put on a new show nearly once a month, including hosting

work done by four-year-olds from Chelsea House Preschool and discussing literature and art with Canyon Heights elementary students during Pari Azarm Motamedi’s exhibit Painted Literature. Ray says each of the gallery’s art directors, Nicole MacDougall (Ray’s daughter), Meghan Doyle and Robyn Yager, have contributed something unique to the business. “Overall, The Bellevue Gallery strived to offer a warm and welcoming place for people to grow, be nurtured and appreciate all aspects of life with a fine art influence,” she says, tracing back nearly a decade of memories. Journey into the desert Lorn Curry brings us into the American Southwest, painting parched landscapes that contrast with the West Coast

orth Vancouver painter Lorn Curry shows the majestic American Southwest in his exhibit Rites of Passage: A Journey of Desert Landscapes and Spirit Masks at the Silk Purse Arts Centre from July 30 to Aug. 11.
Curry travelled to Arizona, Utah, New Mexico and northern Texas to paint his desert landscapes, which show the rough, parched terrain that is much different than the West Coast’s lush forests. The deep canyons and mesas of red sand-
stone also contrast with Curry’s hometown in New Brunswick. He uses his iPod to show photos of the landscape then paints the images using sweeping brush strokes. Largely self-taught, he learned techniques was under the guidance of North Van artist Dene Croft. Curry paints from Studio F on Pemberton Avenue, alongside artist Sheree Jones. Also in the exhibit, Meghan Carich creates bold leather and mixed-media masks that reflect the “life journeys, emotions and dreams that reveal the essence of human spirit.” Opening reception is on Aug. 2 from 6 to 8 p.m. The Silk Purse is located at 1570 Argyle Ave. in Ambleside.

For more than three decades he has painted scenes of natural landscapes, B.C. coastlines, Vancouver cityscapes and yachting-related themes. He started off painting small realistic watercolours and his passion took off when a local gallery exhibited his art while he was still in high school. The Title of the Initiative is: An initiative to amend the Police Act. Summary of Initiative: The initiative draft Bill entitled, “Sensible Policing Act” proposes to amend the Police Act to no longer use provincial police resources on the enforcement of current laws in relation to simple possession and use of cannabis by adults. The draft law would prohibit the use of provincial police resources for this purpose, would require police to report in detail to the Minister of Justice any actual use of resources for this purpose and why it was necessary, and require the Minister to publish that report. The Bill also proposes that the province would call upon the Federal Government to repeal the federal prohibition on cannabis, or give British Columbia an exemption, such that British Columbia is able to tax and regulate cannabis similar to the regulation of alcohol and tobacco. As well it proposes that British Columbia shall establish a Provincial Commission to study the means and requirements necessary for the province to establish a legal and regulated model for the production and use of cannabis by adults. Last, the Bill would make non-lawful possession and use of cannabis by minors an offence similar to possession and use of alcohol.

So if we decide we would prefer to compromise on this, rather than live with these massive towers in our neighbourhoods, the option to refuse should be ours,” reads a pamphlet that is being distributed to houses near the proposed sites. But Rogers says the towers need to be 36 metres high to improve cellphone service in certain areas of West Van by reaching above steep terrain and tall trees. These towers could accommodate up to three companies, including Telus which has expressed interest in the project. But the West Van Cell Towers Activation Group says the towers, proposed for 26th Street, 15th Street and Taylor Way near the Upper Levels Highway, would be too close to home and schools — Westcot elementary, Chartwell elementary, Collingwood and Sentinel secondary. “We believe that there is enough research on the side that shows there are real potential health risks, especially for children,” says Elaine Grotefeld, a member of the group. She would like to see an independent review of health risks associated with cellphone towers before they are installed in West Van. But, citing Health Canada and Vancouver Coastal Health research, Rogers says radiation from cell towers is safe and typically much lower than the recommended limit. Grotefeld also says many residents did not receive a letter Rogers was supposed to send out, a claim Rogers says is incorrect. “Nearly everyone that we talk to in the immediate vicinity of the towers do not know anything about it,” she told The Outlook, adding the public should have been better consulted. “Our fear is that people saw [the letter] and thought it was just junk mail,” adds Carol Reynolds, another member of West Van Cell Towers Activation Group, adding the towers are too tall and look like “needles” in the sky. John Weston, MP for West Vancouver who lives near a proposed site, says he was also not contacted by Rogers. “I acknowledge the conflict of interest. I’m a resident and landowner near the proposed location of one of the towers,” said Weston, who is not supporting the towers at this time. “I’m encouraging the people to come up with information sessions that will be well attended and will be truly informative and, perhaps, a tour of the proposed sites to which Rogers would be invited to give their input,” he told The Outlook. But Rogers says personally addressed notification letters, with addresses supplied by the District of West Vancouver, were sent in first class mail to 355 residents near the sites. “Apparently a very small number of them (less than 5%) there was no name and it was addressed to “occupant,” a representative from Rogers told The Outlook by email. The District of West Vancouver doesn’t have the ultimate say on whether the towers will be installed because the Upper Levels Highway is under the Ministry of Transportation. Still, Rogers says it wants to work with council and residents to find a tower design they like. The public will be allowed to speak at district hall when the proposed towers come before council in September (date to be announced).
