Keep your old power meter, for a fee Those who don’t want to use wireless smart meters will face separate charges by Tom Fletcher PEOPLE WHO INSIST on refusing new wireless electrical meters can keep their old mechanical meter as long as it lasts, if they pay a monthly fee, Energy Minister Bill Bennett announced last Thursday. Customers can keep their mechanical meters until they break down, their Measurement Canada accuracy seal expires or the customer relocates, the ministry said in a statement. The mechanical meter option is added to an earlier compromise with BC Hydro customers who still don’t have a digital smart meter, which transmits power consumption and status via radio signals. Customers can have a digital meter with its transmission function turned off, or keep their old meter, as long as they pay the cost of having the meter read manually. Bennett said the cost of meter reading will be about $20 a month. Customers who accept a
deactivated smart meter will also pay a fee of about $100 to have it adjusted. The fee to keep a mechanical meter will be higher, because it will require a separate system to manually record and bill for power consumption, Bennett said. BC Hydro reports that 60,000 smart meter installations have been delayed due to customer request, while 1.8 million or 96 per cent of customers now have a functioning smart meter. Some people believe the radio signals from smart meters are a health hazard, despite the fact that the periodic meter signals represent a tiny fraction of the radio frequency exposure from a working mobile phone. Bennett said mechanical meters are obsolete, and eventually every customer will have a smart meter, whether it transmits or not. “When somebody’s analog meter wears out, stops working or comes to the end of its useful life, there are no analog meters to reinstall,” Bennett said. “You can’t buy them anywhere.”

Gang task force officers began investigating 24-year-old Marco Miguel Prata Matias in March, when they seized an SKS rifle, a Glock 9-mm pistol and a semi-automatic KRISS rifle loaded with .45 calibre shells. The Combined Forces Special Enforcement Unit has made “extensive” but unsuccessful attempts to find Matias since then, said Sgt. Lindsey Houghton. “In the hands of criminals, the guns he is alleged to have trafficked
are extremely dangerous and we want him in custody before he can sell more,” Houghton said. Matias is wanted on 19 firearm trafficking or possession charges. He is described as a five-foot-nine white male weighing 190 pounds. He has short dark brown hair and brown eyes. Matias has a tattoo of “Matias” on his upper back. Police don’t know where he may be living or what vehicles he might be seen in. Houghton said Matias is considered armed and dangerous and the public is asked not to approach him if they see him. condition after being shot by a Surrey RCMP officer last week. Just after 10 p.m. Thursday (July 18), Mounties were called to a suspected arson near 125 Street and 110 Avenue. On arrival, an RCMP officer was approached by a man allegedly armed with a knife. The man was ordered to drop the weapon, but police say he advanced toward the police officer. The officer shot him. The victim was taken to hospital in serious condition. The Independent Investigations Office (IIO) has been requested to investigate the shooting (a requirement in any police-involved shooting). The IIO has deployed six officers to the investigation, but says there are more available if necessary. pilot project for struggling seniors living in Surrey and North Delta. Every second Wednesday afternoon seniors can avoid long and often-exhausting line-ups during a seniors-only distribution time. When they arrive, those 60 and over are given a number and a bottle of water, but instead of being handed a prepackaged hamper, they are paired with a volunteer. They may then select only the things they need – from fresh vegetables, canned fish, meal replacement drinks and dried goods to kitchen supplies and toiletries. Many of the items are geared specifically to seniors, with smaller packaging and low sodium options. They are even offered help carrying their bags to their car. For local senior Barbara Tanguay, 77, the new program is a “terrific idea.” Living on her own on a fixed income, Tanguay has been using the food bank for about a year, but found standing in the long lines extremely difficult. “They’re really giving us a good break,” she said, “I was able to get just what I needed and not have to worry about getting things that I don’t need or may go bad.”

Ling said four of the passes issued since TransLink was created went to past board chairs – two professional appointees who have served since 2009 and two elected officials who served previously. One of them is George Puil, a former TransLink board chair and Vancouver city councillor. And former Surrey Mayor Doug McCallum – who served as TransLink board chair from 2002-2005 – confirmed he also has one that he uses to get to meetings in Vancouver. “I think the program is worthwhile, I do use it a lot,” the South Surrey resident said. “Whenever I do go to Vancouver I do use it. I try not to use my car and to use public transportation.” McCallum says his lifetime pass is similar to his driver’s licence, bearing his picture, but with no expiry date. “I think the policy of the board long before I was on the board was that past chairmen would get passes,” he said. Asked about criticism the passes are an excessive perk, he said: “I think if people feel that, they don’t need to give it to me.” Walton said he understands the desire to honour certain individuals. He said provincial law has for decades allowed municipalities to give a “Freedom of the City” award that lets the recipient vote in perpetuity in municipal elections even if they no longer live in that city. But Walton noted there’s no financial benefit of that award, unlike TransLink lifetime passes, which saves the bearer $2,040 a year (the annual cost of a three-zone monthly pass.) old Laura Szendrei is no sadist, and belongs in a youth detention facility, a defence psychologist said Thursday. Dr. Robert Ley, a psychologist, interviewed the killer and determined he was a low-to-moderate risk of reoffending. He also said the best place for him to serve his sentence is at a youth facility rather than a federal prison, as other doctors have suggested. An adult sentence for second-degree murder is life imprisonment, whereas a youth sentence carries a maximum of seven years, three years of which is served in the community. The killer, who was 17 when he murdered Szendrei, sat emotionless in Surrey Provincial Court this week, during a hearing to decide whether he’ll be sentenced as an adult. It was on Sept. 25, 2010 that the young man awoke at 9 a.m. with an urge to have sex, Crown prosecutor Wendy Stephen said last week. He did some work with his dad and decided he was going to act on his urge. He packed a pipe and zap straps and headed to Mackie Park in North Delta, where he saw Szendrei, who he didn’t know. He tried to loop a zap strap around her neck, with the goal of rendering her unconscious, so he could have sex with her. She saw him and started to run and that’s when he struck her with a pipe three times. She died in hospital that evening. The court heard it was his fourth sex-motivated attack in six months. The three others took place near Burns Bog. In the first, he grabbed a woman’s buttocks, the second he pulled down the pants of a runner and the third, he hit a woman in the head with a stick, court heard on Thursday. Those details came out in a so-called “Mr. Big” police investigation. In the Mr. Big scheme, the killer – a video game aficionado – was promised a big screen TV as part of a video game challenge and a lucrative career in the video game industry. Safety doesn’t take a holiday

ummer seems to be the season of senseless – and sometimes tragic – accidents. A jogger is hit by a train at a busy and well-marked crossing along White Rock’s waterfront. A child falls from a window left open to capture a cooling breeze. A swimmer dives into a shallow pool of water and never resurfaces. These kinds of tragic fatalities seem to happen year after year, in communities across the province. And they especially resonate because they often involve people doing activities we’re all pursuing in the halcyon days of summer. Enjoying the outdoors. Being active. Getting away. Staying cool. But just because we’re slowing down to enjoy the season doesn’t mean we can let down our guard when it comes to staying safe. Traffic may be diminished, but it’s still dangerous. The water at the swimming hole may be inviting and refreshing, but dangers lurk beneath the surface. Beers on the back deck or at the campsite are just as intoxicating as those consumed in the pub on a Friday night. Of course, more people are out and about, enjoying the sunshine and warm temperatures, so the odds are higher that accidents are likely to occur. But the zeal to get out, to maximize our enjoyment of these rare sunny months before the winter rains and chill settle in again sometimes lead to lapses in judgment. Seemingly inconsequential acts like leaving a window open, rolling through a stop sign, not looking both ways before crossing a street, or ignoring a prominentlyplaced warning notice can come with huge consequences. Sometimes even fatal ones. British Columbians love the outdoors. Partly because there’s so much of it at our doorstep and it’s so beautiful. Partly because we spend so much of the year seeking shelter from it when rain and snow fall from the sky. But no matter where your summer takes you and your family – whether it’s to the beach or the cabin, to any number of vacation destinations, or even if you’re just relaxing at home, just remember to be careful out there.

fter climate scientist-turned-Green Party MLA Andrew Weaver had a taste of debate in the B.C. legislature, I asked him for his impressions on that and other issues. Excerpts from that discussion: TF: You did a study comparing burning all the world’s coal reserves and all oil reserves, showing how big coal really is. The federal government says that when you add up what’s actually being used in North America, carbon emissions from coal are about 30 times more than from oil. Now we have a symbolic coal export ban in Vancouver, which doesn’t apply to Port Moody or Point Roberts or Prince Rupert. Do you think there’s any significance to this? AW: There is no question that the biggest issue around is coal, because coal use is on the rise world-wide. Not in the United States, because they’re converting [power production] to natural gas. This is why American producers are saying, let’s ship it to Asia. California says no, Oregon says no, Washington says no. Vancouver says no,

TF: Grudgingly no doubt. If the NDP had their way, the closest Green Party member would be in Holland. AW: [Laughs] Yes. Certainly not in North America. There’s this sense of entitlement within the NDP to the ‘green’ vote. And I sense that the B.C. Liberals very much like our existence, as being not NDP. The reality is, we take as many Liberal votes, if not more. It’s because what it means to be ‘green’ has moved out of what the NDP view as green, which is a tree hugger. It’s kids going to school, talking about conservation, and going home to talk to their parents. That’s where our votes are coming from. TF: Are you going to be found standing in front of a coal train any time soon? AW: No, never. They asked me to, and I said no, because I don’t believe in civil disobedience. Stand up Political theatre is a frustrating show for better transit in Surrey Re: “empty seats for political theatre,” The
Leader, July 16. Mr. Fletcher, I was very pleasantly surprised to read your very good and illuminating column about the political “shows” that are staged with media’s indirect help. We need more articles that shed light on the real causes of problems as well as properly expose the results of choices made by B.C.’s heavily left-leaning public and downright Statist/Socialist leaders. I think everyone in Surrey has been waiting too long for improved public transportation. We need to stop waiting and start engaging in democratic action that shows to our elected leaders that people are ready to stand up for better transit access and ultimately healthier communities. I encourage everyone to take a couple of minutes and sign the petition. BC Hydro needs to get borrowing under control Re: “Get Ready foR Hydro rate hikes” (B.C. Views, Surrey
Leader, July 9). Yes, the BC Hydro rate increase tsunami is coming after the earthquake of B.C. government debt. This will hit lower income people – hard. All levels of government are increasing fees and service rates rather than raise income taxes on those who can contribute more and pay more property tax. I don’t want to see any drastic action to increase job loss, but governments at all levels need to limit their spending growth to the level of inflation and get borrowing under control. told for some time. A large part of the future BC Hydro rate increase is caused by the fact that expansion of generating facilities delivers new power at a rate higher than today’s rates. However, the government is bribing people to switch to electric cars, contributing to consumption increases which will cause rate increases for us all. Provincial consumption is also high because, although the E-Plus contracts with residential customers expired decades ago, the government is choosing to grandfather the “half-price electric heat” offer for political reasons. Also,
business case for a nation building project like the Northwest Transmission Line, a line that will bring power to a huge part of the province currently running off diesel generators, our government believes investments such as this are exactly what BC Hydro should be doing. This project will open up world class mineral deposits and support new mines, like Red Chris, one of the top 10 copper gold deposits in the world. In fact, the Mining Association of BC estimates the line could attract more than $15 billion in mining investment, creating up to 10,000 jobs and generating $300 million in annual tax revenues. None of this happens
unless we build the line to provide the power these mines need. We need to ensure we have a diverse grid that can provide reliable power today, and into the future. That’s why we continue to support new, cleaner sources of power such as wind and run of river. Do these sources produce power at a higher cost than what our heritage assets do? Of course they do. Like most other things, it costs more today to produce power than it did decades ago. But these sources are cleaner than alternatives such as coal or gas and less expensive than building brand new hydroelectric dams. We are investing in projects that are powering our needs today and ensuring we will have the power we need for our future. The unprecedented opportunity in liquefied natural gas and other growing sectors such as mining must be supported with stable, secure power. This is what we are building. You can’t make these kinds of legacy investments that will benefit all British Columbians without putting pressure on rates. Contrary to some reports, BC Hydro is managing their capital projects within their planned budget. There are a couple of projects over budget but most are under budget. I have been very clear that my mandate, as given to me by the premier, is to minimize rate increases while continuing to make historic investments in Hydro’s infrastructure to grow our economy. break and enter case is facing new weaponsrelated charges following a July 16 stop by police in Surrey. Keith Lewis Moro, described as a 42-yearold man of no fixed address, was arrested by officers with the Combined Forces Special Enforcement Unit of British Columbia (CFSEUBC) after they spotted a vehicle driving erratically in the Newton area. A CFSEU-BC statement says a search found a bag in the car containing a loaded .45 calibre handgun, bear spray, zap straps, and gloves. Moro has been charged with multiple offences including careless use of a firearm, possession of a weapon for a dangerous purpose, carrying a concealed weapon, possession of a prohibited or restricted firearm with ammunition and possession of a firearm knowing the serial number had been altered, defaced, or removed. Moro is currently charged by the Langley RCMP with break and enter, two counts of possession of stolen property, and possession of breakin tools. The CFSEU-BC statement says Moro has a lengthy criminal record dating back to 1991 but is not believed to have any links to gangs. He is prohibited from possessing any firearms for life stemming from a previous Sudbury, Ontario firearms and drug-related conviction. He is wanted in Lambton, Ontario for obstructing a peace officer, possession of a controlled substance for the purpose of trafficking, failing to stop for police, dangerous operation of a motor vehicle, failing to attend court, and on a number of Ontario Highway Traffic Act warrants. He’s also wanted by the Ontario Provincial Police for failing to comply with an undertaking.

Surrey rCMP are looking for the public’s help in finding
a dark-coloured SUV that was involved in a crash with a vintage car in Surrey earlier this month. On July 4 at about 7 p.m., police were called to a report of a collision at the intersection of 120 Street and 76A Avenue. There, they saw a fully-restored 1967 Ford Fairlane with its front driver’s side badly damaged. The driver of the vintage car, police learned, was the 25-yearold son of the owner and had taken the car out for the day. As he was travelling north on 120 Street, approaching 76A

The larger car is described as a dark blue or black 1999-2005 Chevy Tahoe or Suburban with dark tinted windows. Police expect it will have severe damage to the driver’s side rear quarter panel. Police put out the call for help locating the vehicle on July 17. Anyone with information is asked to contact Surrey RCMP at 604-599-0502 or Crime Stoppers at 1-800-222-TIPS to remain anonymous.

who want to host Metro Vancouver’s next garbage incinerator will be asked to step forward over the next three months. A formal call for public and private land owners to propose waste-toenergy sites will be issued this week by the regional district and closes Oct. 15. Besides businesses and private land owners, local cities and arms of the provincial or federal governments are all eligible to advance possible sites for Metro Vancouver’s consideration. It’s the latest stage in a complex procurement process for a new plant to be built by 2018 and consume 370,000 tonnes of garbage per year. Metro has already solicited proposals on technology from companies interested in operating the new plant and has short listed 10 of them. Most intend to build a mass-burn incinerator, although a couple of firms would use anerobic digestion or gasification. It’s expected many of the proponents will have separately optioned sites they consider suitable. But Metro also wants a clutch of up to five more possible properties, one of which could be matched with an eventual winning proposal, in case it doesn’t come with a secured site or its site is less suitable. Metro is also looking beyond this region to sites in neighbouring regional districts, including those on Vancouver Island. Metro board chair Greg Moore said notification letters sent out recently sparked some alarm among Island residents who feared Metro could build the new incinerator against local wishes. “People were misinterpreting what we were actually asking for,” he said. “We’re not forcing this upon any local government or anyone in the province. We’re just opening it up because the province told us to look out of region.” A plant site outside the Lower Mainland would eliminate air quality concerns in the Fraser Valley Regional District, where Metro’s waste-to-energy plan has been under steady fire.

year, Japan will play for first place in the women’s international division of the Canadian Open Fastpitch International Championship, while Canada will settle for fourth. Japan punched its ticket to the final – which was played at Softball City Monday night after press deadline – after a 5-0 shutout win Sunday over the United States. Japan was to face the winner of a Monday afternoon semifinal between Australia and the U.S. – a game that was also played after press deadline. Australia played the role of
spoiler Sunday, knocking out the fan-favourite Canadian squad with a 6-4 win, to leave the host country in fourth place. The Aussies plated one run in the first inning – courtesy of a pair of hits and a doublesteal – but the damage could have been much worse for Team Canada, had pitcher Marina Demore not been able to pitch out of a bases-loaded, one-out jam later in the inning. Canada took a 2-1 lead in the bottom of the second inning when Meagan Baird hit a two-run single through the right side of the infield. The decisive inning, however, was the third, as Australia put five runs on the
board, highlighted by a tworun single by Belinda White and an RBI double by Stacey Porter. Canada replied with two runs in the fourth when Erika Polidori scored two runs with a bases-loaded single, but the Canadians couldn’t get any closer than 6-4; Canadian batters went down in order in the final three innings. All three Canadian pitchers in the game were former White Rock Renegades – Demore started and lasted two innings before being relieved by Jocelyn Cater and Sara Groenewegen, the latter of whom was playing her first Open for the senior national team. Earlier Sunday, Canada
defeated the California A’s 1-0, with the lone run coming on a Jenny Gilbert solo home run.
Women’s Elite The women’s elite tournament was won by the White Rock Renegades, who defeated the Quebec Rebelles 2-0 in the championship game Sunday. The Rebelles actually lost in the semifinals, 11-4 to Team BC, but still advanced to the finals after the BC squad withdrew from the tournament due to not having enough players to field a team for the last game. According to Canadian Open director Greg Timm, the

team was short-staffed due to injury as well as having some players with other playing commitments. In the final, the Rebelles were stymied by White Rock pitcher Maddie LynchCrumrie, who pitched a complete-game two-hitter. It was the fifth start, and fourth complete game of the tournament for Lynch-Crumrie, who finished the week with a 4-1 won-lost record. White Rock’s first run came in the third frame, when Jesslyn Hodge singled and later scored on a Richelle McGarva triple. The team doubled its lead in the seventh, when Kyla Myre doubled, then scored two batters later on a Emma Culling double.

Two B.C. titles for Surrey FC Two Teams from Sur-
rey FC won Provincial B Cup championships earlier this month in Prince George. Surrey FC United won the under-13 title, outscoring the opposition 26-4 over four games. They defeated the Saanich Fusion in the final on penalty kicks, after playing to a 3-3 tie. Cameron Gill, Arshdeep Buttar and Sebastien Kostas were the goal scores for Surrey. The Surrey FC Rangers placed first in the under-17 group, winning all five games in a six-team round robin tournament. Rangers goalie Remit Thind allowed just five goals in five games played. Other team members were Ajodh Aujla, Jass Braich, Rajan Dhadwal, Jaggie Dhaliwal, Harneiv Jagpal, Gurdas Mann, Mustafa Osman, Amar Padda, Navpaul Pandher, Jaggy Purewal, Sukhveer Rai, Navtej Sehmi, Sukh Sidhu and Shaihak Sundrani.
Morrow off to ball hockey nationals Luca Morrow of Cloverdale will be on the provincial team from British Columbia to compete at the National Ball Hockey Championships in Oakville, Ontario Aug. 1-4. Morrow won Surrey Minor Ball Hockey’s President’s Choice award this past season, and will now play for the BC Thunder at the national tournament.
Taekwondo title for Miller Janine Miller, a third-degree instructor at the Cloverdale Black Belt Academy, won the title of world Champion in sparring at the American Taekwondo Association’s World Championships July 12-14 in Little Rock, Arkansas. Miller qualified for the competition based on her tournament
points over the past year, and for becoming a district champion.
Selects complete trifecta The Delta Selects under-16 Metro soccer team achieved a rare feat this month, completing the trifecta by winning their league, conference, and provincial championship. Earlier this season, the Selects won the Metro Girls’ League Championship, as well as the Coastal A Cup Championship. This month they
took the biggest prize in B.C., winning the provincial championship, hosted at the Langley Events Centre. The team features players from Ladner, Tsawwassen, North Delta, as well as South Surrey. Delta opened the tournament with a 1-0 win over Coquitlam Metro Ford, followed by a 1-1 draw with Upper Vancouver Island. After a 1-0 win over Prince George, the Selects had to once again face Upper Vancouver Island, this
