For most of her young life, volleyball player Bree Sproule has been a rarity in the small community of Oyama. She’s the only deaf person in Oyama, the northern-most point of Lake Country. She was the only deaf player on her school and club volleyball teams and the only deaf kid of six siblings, born and raised in Oyama. But over the past year Sproule, 19, has been hanging with people much like her. She has completed her first year at Gaulladet University in Washington, DC, the world’s only university specifically for deaf people where she was a member of the women’s volleyball team. And last week she departed with 10 other deaf volleyball players, as part of Team Canada, to take part in the 22nd Deaflympics in Sofia, Bulgaria. Close to 4,000 deaf people from 84 countries will be competing. “It’s really exciting, I’ve never been to Europe before,” said Sproule through her interpreter, her sister Brooke. “It’s going to be a new experience for me. I’m really excited to see the different culture and to learn about the history. “It’s going to be really fun to be with the team because we are all going to be together and there

is going to be a lot of deaf people there.” Sproule was born with no hearing and was a perfect candidate for a choclear implant which can restore partial hearing. However, given the choice Sproule decided to accept the fact she was deaf and communicate using sign language. It didn’t make her trip through school any easier as she battled not only her inability to communicate using her voice but also some people’s perceptions of just what she could accomplish.
“In the beginning it was really hard,” she said using sign language. “There was a lot of criticism of deaf people and how we couldn’t do things, even in school. But there are a lot of different things that I have done. “There are a lot of successful deaf people and I had to prove myself. For me I just felt the same as everyone else. Now (at deaf university) it’s really cool because I can get a good education in my first language.” Sproule definite-

Sometimes there was miscommunication but mostly it was smooth.” At the Deaflympics, Sproule is looking forward to competing with and against other athletes who are in the same situation. Interestingly North American sign language differs from sign language used in Europe so Sproule and her teammates will be able to communicate without giving away strategy. But it will also make it a challenge to sign with other people she meets from Europe. “North American sign language is not universal,” she said.

Worst ending for ATV ride Two people reported missing Thursday, July 18, in Lake Country, were found dead the next afternoon. A man and a woman, both 30, had gone for a ride on a quad to the Oyama Lake Road lookout Thursday at 9 p.m. When they did not return to a residence on Middle Bench Road where they were expected, a search began. On Friday at 2:50 p.m., Kelowna Search and Rescue located the quad in a ravine off Oyama Lake Road. “The persons were located and were fatally injured,” said Cpl. Barbara Holley, with the Lake Country RCMP. An RCMP press release had stated that the couple were unfamiliar with the area. The ATV accident remains under investigation and the B.C. Coroner Service is now involved in the case. Besides Kelowna Search and Rescue, the search involved the RCMP helicopter and the Lake Country Fire Department.

She started playing volleyball in Grade 8 and her skill soon took over and she became an integral part of George Elliot’s girls volleyball team. By the age of 14 she had made the Team Canada’s women’s deaf volleyball team and she also continued to play other sports like basketball and soccer. Being a setter on her high school team, Sproule and her teammates developed a unique language all on their own. “Most of my friends know how to sign because I have been teaching them and in school I had an interpreter,” she said. “But on the floor I couldn’t have an inter-

Elmore top woman in Napa-to-Sonoma half marathon Kelowna’s Malindi Elmore and California’s Tesfaye Alemayehu were victorious in the 10th anniversary running of the Napa-to-Sonoma Wine Country Half Marathon, presented by Subaru. The race on July 21 attracted 3,400 runners from 50 states and 11 countries who enjoyed ideal weather conditions and a festive atmosphere along the rolling, serpentine course. The scenic 13.1mile race started at Cuvaison Carneros Winery and finished at historic Sonoma Plaza in front of city hall. An estimated 10,000 people attended the race and post-race festivities in downtown Sonoma. Elmore won her first Wine Country Half Marathon in a time of 1:18:50. She was an Olympian for Canada in 2004 in the 1,500 meters. “I was really impressed with all aspects of the race, it truly was a different experience from
other events I have run. Destination Races really looks after the athletes well,” said Elmore, who was running her first half marathon. “It was a good, solid, tough run especially at the eight mile mark, but I kept on pushing.” Elmore defeated Michelle Meyer of San Francisco (1:21:41) who was celebrating her birthday that day. Elmore also works for Destination Races, as a local coordinator for its upcoming Kelowna Wine Country Half Marathon on Sept. 7. Among the men, Alemayuhu of Antioch, Cal. successfully defended his title, winning the race for the fourth consecutive year with a time of 1:04:10. He ran a steady pace of under five minutes per mile, easily outdistancing second place finisher Armen Vartanian of San Mateo, Cal. at 1:07:24 and third place Ivan Medina of Hayward, Cal. at 1:11:18. Each finisher received a performance running shirt, unique finisher’s medal, and a Riedel wine glass good for the wine festival. The top three finishers in each age category received a bottle of wine. Team Challenge, the endurance training and fundraising program for Crohn’s & Colitis Foundation of America, brought 650 runners and raised $2.4 million at the event. Hanna Boys Center of Sonoma, Save-our-Sports-Sonoma, Native Sons of the Golden West and Community Action of Napa Valley (CA N-V) provided volunteers for the race and served as beneficiaries.
“What a rewarding and fun day it was for everyone involved in this event!” said Matt Dockstader, president of Destination Races. “We’ve seen this event grow over the years into a real treasure. er than in Canada, where the program is relatively new, having been together for about five years. She says the competition will be stiff but she’s looking forward to the challenge. “I’m really nervous about competing against the other teams because the European teams and Ukrainian teams are really strong,” she said. “In Europe they get
paid to play and paid to go to school so they are at a high level. Canada has a newer team but we are going to try our best. “I’m not nervous about communicating because deaf people use a lot of gestures and visual language and there is a world sign language that is more of a simple form of sign language that everyone will know.” Sproule is one of just
seven deaf athletes from B.C. that are a part of Team Canada taking part in the Deaflympics which will take place July 25 to Aug. 5 in Bulgaria. Once she completes her event she is heading back to Washington for her second year of university, where she hopes to become a social worker and eventually work with deaf kids in small communities.

Green MLA on coal and controversy A fter climate scientist-turnedGreen Party MLA Andrew Weaver had a taste of debate in the B.C. legislature, I asked him for his impressions on that and other issues. Here are excerpts from that discussion: TF: You did a study comparing burning all the world’s coal reserves and all oil reserves, showing how big coal really is. The federal government says that when you add up what’s actually being used in North America, carbon emissions from coal are about 30 times more than from oil. Now we have a symbolic coal export ban in Vancouver, which doesn’t apply to Port Moody or Point Roberts or Prince Rupert. Do you think there’s any significance to this? AW: There is no question that the biggest issue around is coal, because coal use is on the

Tom Fletcher rise world-wide. Not in the United States, because they’re converting [power production] to natural gas. This is why American producers are saying, let’s ship it to Asia. California says no, Oregon says no, Washington says no. Vancouver says no, British Columbia, not sure. It’s pushing us to start thinking about what I think is going to be the greatest industrial revolution the world has ever seen, which is transformation of energy systems away from our combustion approach,
which is essentially what we’ve been doing since we were in caves. We’ve gone from burning wood to now fossil wood, and fossil plants and fossil algae, to a much more modern era of production of energy through natural means—solar, wind, geothermal etc. TF: Liquified natural gas. The NDP says they are absolutely in favour of that now. AW: I have questioned the economics of it from day one. There’s a market differential that exists now. There’s that small window because Japan is moving from nuclear to natural gas. But we’re way behind everyone else. TF: Thirty years ago, Japan played Australia and B.C. off for metallurgical coal. Those northeast B.C. coal mines are back up and running again, but you’re seeing a similar thing here? AW: Yes. And if we
start shipping natural gas to Asia…the Asian price comes down, the North American price goes up. British Columbians haven’t been told that. TF: How has the legislature session been for you? AW: I sit there and watch the two parties. Rhetorical question, condescending answer. Rhetorical question, condescending answer. And I hope more British Columbians watch this, because this needs to change. And I think it can change. TF: The NDP opposition decides when you and Delta South Independent Vicki Huntington get your occasional moments in question period? AW: Yes, and if I’ve asked it’s been no problem. TF: Grudgingly no doubt. If the NDP had their way, the closest Green Party member would be in Holland. AW: [Laughs] Yes.
Certainly not in North America. There’s this sense of entitlement within the NDP to the ‘green’ vote. And I sense that the B.C. Liberals very much like our existence, as being not NDP. The reality is, we take as many Liberal votes, if not more. It’s because what it means to be ‘green’ has moved out of what the NDP view as green, which is a tree hugger. It’s kids going to school, talking about conservation, and going home to talk to their parents. That’s where our votes are coming from. TF: Are you going to be found standing in front of a coal train any time soon? AW: No, never. They asked me to, and I said no, because I don’t believe in civil disobedience. Literalists can miss the point Healthy lifestyle on government’s agenda of the story in front of them O TAYLOR FROM A4
when accidents happened. And in that remote setting, accidents surely would happen. Photographer David Duchemin says that the test of a good photograph is not whether it’s in focus, or what f-stops it used, or even whether the horizon is level. The test of a photo is the story it tells. No, not the story you tell about that photo— “And this is Myrtle and me standing in front ,of Niagara Falls”—but the story that the photo evokes in you. Photos have an advantage; they don’t use words. Like music, they free your imagination to soar where it will. Put a caption on a photo, and it can be only that one thing; without a caption, it can be whatever the
viewer sees in it. I wish we could treat word pictures the same way. As a writer, of course, I want to paint the most precise picture I can with my words, just as photographers want to keep their subject in sharp focus and composers want every note to count. But I’ve learned not to give too much detail. Just enough to give some shape to a personality or an argument. When readers fill in the rest, they make it their story, not just mine. Tragically, Charles Dickens didn’t follow my rules. (Oh, heresy!) He so overloaded some tales that, as Oscar Wilde may have said, “One must have a heart of stone to read the death of Little Nell without laughing.” We get into difficulties when we treat words as absolutes. As if they
are what they are, they say what they say— nothing more, nothing less. Especially in the Bible. So Elijah got sucked up by a tornado; a serpent spoke; Jesus walked on water. But what if we were to treat word pictures the way David Duchemin suggests we should treat photographs? That is, paying attention to the written story so that we can hear the story it invites us to tell ourselves. Does Little Nell encourage us to reflect on our own inevitable mortality? Do Jesus’ miracles invite us to recognize our own? The value of any representation—visual, musical, verbal—is what it evokes from the audience. Under Minister Aglukkaq, Health Canada plays an important role not only in preventing and reducing risks to individual health and the overall environment, but also in promoting healthier lifestyles. It protects Canadians and facilitates the provision of products vital to the health and well-being of our citizens by regulating and approving the use of thousands of products, including consumer goods, foods, medical devices, natur-
al health products, pesticides, pharmaceuticals, and toxic substances. A recent announcement by the Minister is a good case in point. Millions of Canadians rely on their prescription medications to help maintain and improve their health. Nearly two-thirds of those Canadians who are aged 65 and older take five or more types of prescriptions and given our ageing population, the number of Canadians who rely on prescription medications will only grow. Unfortunately, the complicated language on drug labels means that there is a greater risk of taking these prescriptions incorrectly, the consequences of which can be quite harmful. It’s estimated that as many as one in nine emergency room visits are the related to drug adverse effects and that 68% of those cases are preventable.

HAFI adapts homes for B.C. seniors and people with disabilities
Brenda has always been an active woman. However, recent health issues including osteoarthritis in her left knee and losing kidney function have slowed her down. Her mobility is limited and she is now on dialysis three days a week. To adjust to her changed circumstances, Brenda sought help with her daily living activities. Part of that help came from the Home Adaptations for Independence (HAFI) program offered through BC Housing. Launched in January 2012, the HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently. Brenda applied for a new walk-in bathtub because she couldn’t safely get out of the tub on her own. Walk-in tubs include additional safety measures such as anti-slip floors, grab bars, and a very low step in. Home adaptations may also include handrails in halls or stairs, ramps for

As a part of our Government’s ongoing commitment to protecting the health and safety of Canadian families, we’re helping promote the safe use of prescription drugs by launching the Plain Language Labeling Initiative. This initiative reflects conversations I’ve had with one of my sons-inlaw who is a pharmacist. In his view simplifying drug labelling could prevent a lot of adverse drug events. The Plain Language Labeling Initiative will eliminate the technical and confusing language that many drug labels have. It will accomplish this by helping ensure that all important drug information is located in an easy to find location—such as a “Drug Facts” table—and is in easy to understand language.

Getting outdoors Whistleblower protection won’t help squealer image laudable but T was deer taken out of season To the editor: I read the article regarding the inclusion of younger people getting involved in hunting and fishing, in the Kelowna area. (Kids Bring Their Parents Outdoors, July 17 Lake Country Calendar.) The idea is laudable and would assist in creating greater awareness of our youth with the relationship, between, our expanding intrusion into habitat, formerly only used by wild animals.
Our relationship with nature has been strained, and this is a giant step in educating the new generation in how to better manage wildlife. The photo showed a young girl holding up the head of a deer, whose antlers were covered with “velvet.” Is this a new species, or has the window of the hunting seasons been expanded? he life of a whistleblower appears to be a lonely one. I imagine that nobody knows that better, right now, than Edward Snowden. Snowden is a former contractor with the American National Security Agency (NSA) and a former employee of the Central Intelligence Agency (CIA). In June, he turned over to the news media documents revealing a massive, widespread and top-secret NSA program to compile telephone records and other online communications data ostensibly in the cause of anti-terrorism and counterintelligence. Since he made the revelations of the NSA’s covert program of harvesting information, Snowden has been on the run. He was in Hong Kong at the time of his disclosures and, soon after, flew to Moscow. As of the last I heard, he was still in the Moscow airport, arranging for asylum in countries such as Venezuela and Nicaragua. I wonder what he plans to do if and when he reaches one of those countries? Is there a big demand in South Amer-

ica for people who seek to reveal their government’s secrets? Snowden’s stay in a foreign airport reminds of a Tom Hanks movie called Terminal, in which he played a man who became trapped in a New York City airport when he was denied entry into the U.S. and couldn’t return home. That movie, I gather, was partially inspired by an actual 17-year-stay of a man in the Paris airport terminal. Snowden said, of his leaks, that they were an effort “to inform the public as to that which is done in their name and that which is done against them.” He also stated: “The public needs to decide whether these programs and policies are right or wrong.” Snowden demonstrated his recognition of the

likely ramifications of his conduct when he stated: “I understand that I will be made to suffer for my actions, and that the return of this information to the public marks my end.” But, he also said: “I don’t want to live in a society that does these sort of things…I do not want to live in a world where everything I do and say is recorded.” Over a period of time in both dealing with, and learning of, employment situations in which an employee becomes a whistleblower, I’ve wondered about the reaction they tend to get. My general feeling is that we should welcome and salute the courage of these people but I haven’t observed that to be the case. The organization (whether social, corporate, or political) on which the whistle is blown seemingly always reacts with hostility. The first tendency seems to be to try to discredit and isolate the whistleblower, to turn him or her into a pariah. That’s perhaps not too surprising, though still regrettable). A truth of human behaviour seems to be that when our personal status quo, our source of stabil-
ity, is threatened we react negatively regardless of the legitimacy of the threat. Snowden was quickly charged by U.S. federal prosecutors with espionage and theft of government property. Government officials have called his actions reckless and characterized him as a traitor, likely in an effort to keep the focus on him and off the legality of the NSA’s surveillance programs. As a society, the reaction may be somewhat less hostile but it’s not exactly one of embracing the whistleblower. It’s as if (to me, anyway) the whistleblower is in the position of being presumed guilty (or wacko) until proven innocent. There is plainly a level of conflict in the collective mind of the public when it comes to the actions of people like Snowden. Time magazine published the results of its poll on this topic—the results are intriguing and demonstrate our challenge in assessing these situations. Time’s poll showed that 54 per cent of respondents felt Snowden did a “good thing” by informing the public of the NSA surveillance.
But 53 per cent of respondents felt that the U.S. government should prosecute such people. Sixty-three per cent of respondents feared that the U.S. government will “misuse” the information collected by the NSA, but 48 per cent of respondents approved of the government’s “collecting of phone records, emails and internet search records.” Those numbers demonstrate uncertainty among the public about the right and wrong of actions such as Snowden’s and about what (if anything) should be done with him as a result. It’s apparent that Americans have mixed feelings on this subject. Maybe, though laws in places like British Columbia have evolved to protect whistleblowers against retaliation, the old schoolyard refrain, “nobody likes a squealer,” takes priority. Whatever the reason, people like Edward Snowden likely must resign themselves to a life of isolation and loneliness.

Former Rockets turn back clock in alumni game The 12th annual Kelowna Rockets Alumni hockey game was a huge success on Sunday as players from past and present took to the ice at the Capital News Centre in Kelowna for a great cause. Past Rockets greats like Luke Schenn, Jason Deleurme, Josh Gorges, Tyler Myers, Blake Comeau, and Jamie Benn were joined by some current Rockets on Sunday night as the annual Kelowna Rockets Alumni Week. The fans were treated to some sensational passing plays and incredible displays of skill on the way to a 14-9 final. Benn, who plays for the Dallas Stars and is a 2014 Olympic team hopeful, opened the scoring just 25 seconds into the first period. Local municipalities sharing $1m in gas tax Local MLAs Norm Letnick and Steve Thomson recently announced that the B.C. government is giving municipalities in the Central Okanagan area $1,003,800 in funds it has raised from local traffic fines. The Strategic Community Investment Fund restructured the Traffic Fine Revenue Sharing program and Small Community and Regional District Grants four years ago. Since 2009, the fund has returned more than $600 million in funding to B.C. com-
munities and enabled them to invest money in projects that are identified at the local level as priorities. The fund was implemented by the province to help provide local governments with greater financial stability in economically uncertain times. Communities receiving funding include: Lake Country—$202,259 Kelowna—$704,598 West Kelowna—$40,153
Central Okanagan Regional District— $56,790. The traffic fine revenue sharing program directly assists eligible municipalities that pay police enforcement costs. The grants come from the payment of ticket fines and court-imposed fines on violation tickets. The amount of money a municipality receives is based on its contribution to total municipal policing costs.

nsomnia is one of the most common medical complaints— more than one-third of adults have insomnia at one time or another, while 10 to15 per cent suffer from chronic insomnia. With insomnia, a person usually awakes feeling unrefreshed, feeling over-fatigued and having a hard time concentrating during the day. This lack of sleep can sap energy levels and moods, as well as health, work performance and quality of life. Insomnia can cause daytime fatigue or sleepiness, as well as irritability, depression or anxiety, a loss in concentration and focus on tasks, increased errors or accidents, tension headaches and gastro-intestinal

From a Western medical perspective, insomnia can be caused by stress, anxiety, or depression, medications, caffeine, nicotine, or alcohol, eating too much late in the evening, work schedule, changes in your environ-
ment or routine, poor sleep habits and a variety of underlying medical conditions. Insomnia can also be a result of aging or changes in health or lifestyle. Treatment may include making changes to sleeping habits, relaxation techniques, light therapy, behavioural therapy and in difficult cases, medications. In Chinese medicine, insomnia covers a number of different sleep-related problems such as an inability to fall asleep easily, waking up during the night, sleeping restlessly, waking up early in the morning and dream-disturbed sleep. As with Western medicine, the amount and quality of sleep depend on the state of the mind. Because the organ
most closely related to the mind is the heart, it is often affected in cases of insomnia. If the heart is healthy, the mind will be grounded and sleep will be sound; if the heart is deficient or if it is being affected by other internal pathogenic factors in the body, the mind becomes agitated and sleep is affected. There are seven major factors that lead to insomnia in Chinese medicine: overexertion and worry, overwork (both mental and physical and working long hours without adequate rest), anger-related emotions (including frustration, resentment and irritation), constitutional weakness that leads to timid character, irregular diet, childbirth and in-
ternal heat in the body. The most important differentiation for insomnia is whether it is due to excess or deficiency. Once this differentiation is made, there are a number of different patterns that lead to insomnia: 4 excess-type patterns and 5 deficiency-type patterns. It is this very specific diagnosis that makes Chinese medicine so effective for insomnia. Treatment will focus on improving quality of sleep but also accompanying symptoms according to the type of insomnia. British Columbians score well in healthy living survey, except mental health

According to a recent report put out by the Conference Board of Canada, B.C. boasts the healthiest population in Canada. In its report, Paving the Road to Higher Performance—Benchmarking Provincial Health Systems, the conference board looked at 90
indicators of health and compared them across the country. B.C. came out on top in terms of overall health status. Our life style habits appear to have a lot to do with this top health status. B.C. residents are more physically active, less overweight and also drink and smoke less than those in other provinces. While of course this is good news, we did

What quality of dental care would you like for your pet?
Dental disease is the number one issue facing dogs & cats - especially small breeds of dogs. As a veterinary profession we seem to not be addressing this issue properly as there is a huge increase in the number of untrained groomers, pet store employees or human dental hygienists masquerading as “dental specialists” who are performing non-anesthetic dentistry. These teeth scalers are untrained in identifying significant oral pathology. Clients are then unaware of the pet’s real dental problems & think everything is fine since their teeth have been examined & cleaned. Human hygienists clean your teeth but it is always the dentist that comes in for the dental exam. The veterinary community has been trained in proper dental care & pathology & there is no doubt that a general anesthetic is necessary to safely & properly perform optimal dental care. However, for those pet owners who refuse to have their pet anesthetized for this procedure, then cleanings should be done under supervision of a veterinarian instead of the dog groomer. To address the anesthesia & financial concerns of those clients, there are some veterinarians who will perform anesthetic-free dentistry. However, they make sure their clients know the limitations of the service. At least the procedure is supervised by a veterinarian & their trained veterinary technicians & not the pet store worker or groomer. In B.C., nearly 15 percent of the population is low income, much higher than in some other provinces such as Alberta where just 8.7 per cent are low income. As I have discussed in other columns, poverty is a very big factor in overall health outcomes and mental health in particular. When we address
issues of poverty such as access to affordable housing, health tends to improve as well. I have written in the past about access to healthcare and mental health care in particular. In this report, B.C. scored an A for overall accessibility of healthcare and a B when it comes to wait times to see specialists. This is positive news in general although I question its accuracy when it comes to mental health care specifically. We have seen other relatively recent reports showing a real need for better, and timelier, access to mental health professionals. What this report did show quite well was that healthier lifestyles show a direct link to overall health. Even though B.C. doesn’t spend the most on healthcare or perform

What is a cataract, and is there a cure?
Find the tooth. If it is coated with dirt, gravel, etc., then rinse it gently in cool water. (Do not scrub it or clean it with soap - just use water!) If possible, replace the tooth in the socket and hold it there with clean gauze or a wash cloth. If you cannot put the tooth back in the socket, place the tooth in a clean container with milk or water. If there is no container available and no concern about the child swallowing the tooth, place the tooth to the side of the mouth to keep it moist. Come to our office immediately. (Call the emergency number if it is after hours.) The faster you act, the better your chances are of saving the tooth.
A cataract is a clouding of the crystalline lens of the eye, located behind your pupil. It is thought that oxidative stress damages certain enzymes and proteins in the lens, causing the cloudiness to develop over time. Current research suggests that eating a diet rich in antioxidants can help to reduce the oxidative stress which causes cataracts. Colourful fruits and vegetables, rich in vitamins and phytochemicals such as lutein and zeaxanthin, are recommended, as are foods containing omega-3 fatty acids, such as fish. Protection from UV light by wearing sunglasses is also an important step toward cataract prevention. However, once you have a cataract, the only way to truly get rid of it is to have the cloudy part of the lens surgically removed, and replaced by an intraocular lens implant.

Understand cloud computing to make the most of it in business
T
here’s been quite a bit of a buzz about cloud computing and it seems to be the way of the future. So what is the ‘cloud?’ It’s actually just a different expression for Internet access. I can rent space in a data centre, store my files there and am able to access them over the Internet. The data centre runs clusters of servers that act as super powerful machines. I have several choices to consider. I can choose just to use the cloud for storage, or I can also use Internet-based software programs. I already use Google for my email simply because I can access it easily from anywhere and any of my staff can see my calendar. There are some concerns with cloud computing, especially around the safety of the data. For example, should the service provider decide to close up shop or if there is some dispute between you and the service provider, will you still have access to your data? Another issue is where will your data be stored. If the data centre is in the U.S., then your files could be subject to the U.S. Patriot Act. In Canada, we have something similar called the Anti-Terrorism Act, but in Canada we also must adhere to the Privacy Act and the Personal Information Protection and Electronic Documents Act. For more information check out the website www.priv.gc.ca. Data centres have to adhere to standards developed by the Uptime Institute and are ranked into four levels. The higher the level, the better the data centre and the higher the cost. There are three kinds of cloud computing. The Public Cloud is normally geared to the home user providing mail, file storage applications such as Google, Amazon and Office 365. The cost is low or even free. The Private Cloud is where there are dedicated resources for you on the cloud and you can upload your own software to the cloud. This

Behind the Counter could be hosted by a public cloud provider separated by a firewall. Finally, there is the Hybrid Cloud, which would be a combination of the two with a lower cost than the private cloud. The advantages for businesses are the reduction in hardware costs as well as having access to the latest in hardware. Disaster recovery is also taken care of. In most cases, you can start off small and then grow and if need be, downsize again. Software upgrades are automatic if you are using cloud based software. There are many access points using many different devices. You can access your system from the office, from home and on the road and by your desktop, laptop, tablet and smart phone. Just as there are advantages, there are also some disadvantages. Accessibility could be a disadvantage if the device used to access the cloud was lost or stolen or hacked into. Changing providers would need cooperation and ownership and location of the data could become an issue. Perhaps your customized software will not run in a cloud environment. Speed of access and reliability may also be issues depending on how the cloud was accessed and how many users were accessing the cloud at the same time. You might want to consider the cloud if most of your employees work remotely or if you have multiple offices. Perhaps you are already using some web-based software (in which case you are already half way there). If you feel that your data is critical and needs more redundancy, if your

server warranty is expiring or you are just starting up and want to reduce your start up costs, perhaps you should consider the Cloud. So how do you get started? Consult with your IT provider or do a Google search for a local provider. Then you need to assess your readiness by taking a look at the technologies that you use and whether they will work in the cloud. You need to look at
the potential business risks of having your data in the cloud and also at any security or compliance issues. You also need to develop a conversion plan and a cost budget. You need to consider downtime in case a disaster hits the location of the data centre. How much will any downtime cost you and does the data centre have an alternate location so you can access your data?

The thinking is that doing so will strengthen the team as a unit and engage them in dealing with strategic issues. Those are fine objectives. Regular team meetings are a great way to keep key managers up to date on high level organizational plans that impact them and their work groups. It can’t just be a oneway dialogue, though. There is also a wonderful opportunity here to draw on the collective strengths of the senior team to create well designed management strategies. Unfortunately, weekly leadership team meetings often end up to be task-focused most of the time. The focus is on identifying what needs to be done and making it happen. It’s an easy habit to slip into because there will always be operational problems to resolve and new opportunities to explore. However, if these tactical concerns form the regular agen-

Laurie Mills da, it leaves the leadership team little time for big picture strategizing, which is a key component of their role. The way to maximize the outcomes of leadership team meetings is to plan ahead, manage the time skilfully and use efficient processes to keep the group moving forward in their discussions and decision-making. With all the demands put on senior managers these days, using their time wisely is vital. One thing that I recommend strongly to my executive clients is to regularly set aside an entire meeting for reflecting on and analyzing how the leadership team functions in key areas. How is information shared, how is discussion facilitated, how is dis-
agreement managed and how are decisions made? What is done in team meetings is important, but perhaps even more critical to outcomes is how it is done. It is easier to do this kind of analysis with an outside facilitator who can observe the team in action, give feedback and suggest ways to improve its processes. Drawing on the resources of a trained facilitator to help the team function more effectively is a smart move. Doing it on a regular basis is even smarter. Old habits die hard, as we say, and it is too easy to sacrifice an effective process when the tasks loom large. Still, with some solid tools and resources in place, the team can learn to self manage. A great practice for the boss is to get input on the agenda, identify the priority outcomes for the meeting and share those in advance. Then allot a specific amount of time for each agenda item and clearly identify whether it is for discussion only, follow up action or requires a team decision. By laying out those parameters up front, the leadership team will
show up knowing what is expected of them. This approach works particularly well for individuals who like to gather their thoughts in advance and bring along any relevant documents to support discussion or decision-making. When a leadership team is expected to participate in a key decision, it is absolutely critical to ensure that the process is focused and thorough. Common complaints are that an issue is discussed endlessly, things don’t get resolved and either a decision is per- ▼ petually postponed or it is made too quickly with inadequate data. By establishing—and consistently following —a step-by-step problem solving process that leads the team through the stages of data gathering, analysis, assessment of options and their impact on people will increase the quality of any decision. First-time home buyers are not showing to help the housing market

he summer months usually bring home buyers from all over to our sunny Okanagan to shop for recreation or relocation properties, but numbers are showing a slight cool down for a time that should be in high swing for sales. A Bank of Montreal study suggests roughly one in five potential firsttime home buyers have postponed their purchase since Finance Minister Jim Flaherty introduced

month were first time home buyers. Flaherty announced last year that Ottawa would reduce the maximum amortization period to 25 years from 30, and will cut the maximum amount of equity homeowners can take out of their homes in a refinancing to 80 per cent from 85 per cent. Also, the availability of government-backed mortgages will be limited to homes with a purchase price of less than
$1-million, and the maximum gross debt service ratio will be fixed at 39 per cent, and the maximum total debt service ratio at 44 per cent. “It did take a bit of steam out of the market because it essentially forced quite a number of potential buyers, especially first-time buyers, to wait a while longer,” BMO’s chief economist Doug Porter said in an interview. So just when homeowners now start to con-
sider that the market is on the cusp of stabilization after several years of disappointing sale prices and escalating inventory, Canada’s sales numbers started to reflect a cool down possibly across the country, likely due to Flaherty’s imposed adjustments to our mortgages rules made over a year ago. Results show that the larger cities such as Toronto and Vancouver have been feeling a slight cool down in the mar-
ket in recent months, but this cool down has spread across Canada affecting some of the more booming cities such as Saskatoon and Regina. It has also been said that the recent upward drift in mortgage rates could continue to dampen housing demand in the second half of the year, especially in highpriced markets such as Toronto and Vancouver. A year ago, David Madani, an economist with Capital Econom-
ics, predicted a drastic 25 per cent drop in housing prices across Canada, perhaps Madani wasn’t that far off. Over the past year we have seen the market plummet, have high hopes coupled with large let downs. Perhaps we have seen the new day, the years of high sale prices and a booming market are behind us. Mortgage payments won’t double if interest rates go up
I
t’s a common question: Will my mortgage payment really double when interest rates return to normal?’ The answer is no. Let’s look at the simple math. A mortgage for $200,000 at today’s low rates of 3.25 per cent with five-year fixed term and 25-year amortization results in a payment $972 per month. At the end of the fiveyear term the balance is $171,762, unless you have made extra payments so your balance is less. The real question now is what will interest rates be in five years? Since no crystal ball has the magic answer, let’s look at a few possibilities. At 4.50 per cent, the payment is $1,083 per month. This is based on the remaining 20year amortization. So we’re not near double yet. At 5.25 per cent the -payment is $1,152 per month, still using the remaining 20-year amortization. At 7.5 per cent , more than double the original rate, the payment is $1,372 per month. While this is a substantial increase, it still is not double whatyou are now paying. So what is a normal interest rate anyway? Historical data on interest rates are based on bank posted rates since interest rates on mortgages can vary so much. During the last eight years, it is most likely no one has paid bank posted rates so these figures are artificially high. Our crystal ball says 4.5 per cent in five years

is a conservative guesstimate to use when calculating your mortgage payment five years down the road. In 2006 when the economy was going gangbusters and inflation was almost six per cent, the best five-year fixed rate was between 5.14 per cent and 5.25per cent. There are no current indicators that suggest the economy will be back to those levels in five years. Most politicians would lose their jobs if mortgage rates rose to 7.5 per cent in five years. So why do so many rumours seem to suggest that payments will double? Our experience has been these are usually voiced by high level land developers who are used to commercial mortgages with interest only payments. If you make an interest only payment and interest rates double, then it stands to reason that the payment will double. Some people remember the early 80s when we had double-digit inflation and then doubledigit interest rates Here are some suggestions to minimize payment shock should rates
rise. Apart from the obvious (buying a cheaper house, putting more
down or earning more) these suggestions help will lessen the effect. • Lock into a longer term
fixed rate—like 5- or 10year fixed. • Inflate your payment using your prepayment

Alzheimer Society needs your help
Strengthen your core to alleviate lower back pain I
Want to make a difference in your community by investing just three hours of your time a week? The Kelowna Resource Centre of the non-profit Alzheimer Society of B.C. needs volunteers for a variety of administrative tasks. The work is essential to the society’s support of local families living with Alzheimer’s disease or other dementias. Dementia already affects an estimated one
in 11 B.C. residents over age 65, and that number is projected to double over the next generation. The resulting need for assistance is soaring, and volunteers help ensure that the demand is met. “You’ll know you have been helping people at a significant moment in their lives,” said Lila Sofonoff, the society’s local First Link coordinator. “You’ll be appreciated and welcomed by staff as one of our team.” Volunteers are asked
for at least one threehour shift per week, during which they will handle a variety of duties, including helping with mail outs, packaging education materials, assisting the walk-in public, answering phones, sending out email notices and working with databases. Customer service skills, computer skills (Word, Outlook, Excel), and previous experience operating office equipment are required.
Volunteers should also be fluent in English (an additional language would be an asset) and available during the day. Training is provided. n Canada, the population of older adults is growing. The baby boomer generation is huge. Thanks to modern medicine and health promotion activities we are living longer, but what is the quality of these extended lives? One way to measure the quality of life is in the ability to perform activities of daily living like bathing, eating and dressing. These tasks tend to become more difficult as we age but it is possible to stay healthy and lead a long satisfying life the older we get the more important it is to do the things that keep us healthy like exercising and eating right. Aging is a normal process and some of the signs are familiar to most including loss of height reduced lean body and bone mass, less coordination, loss of balance, flexibility and core strength. An exercise program for older adults should include a weight-training program that features low resistance and high reps, low impact cardiovascular exercise (aerobics, walking, swimming) flexibility, balance and core training! “Core” is a big buzz-

The rectus abdominis is one big sheet of muscle tissue that runs from your breastbone down to your pelvis. The external obliques run from your ribs to your hips in a forward direction. The internal obliques run from your ribs to your hips in a backwards direction The transverses abdominis is located deep in your abs, underneath the obliques The core (center) of the body is a major connecting link in the body’s musculoskeletal chain. If you see the body as a chain, it is only as strong as its weakest link.
The midsection of the body needs to be solid and strong to be able to stabilize the spine and pelvis, and transfer force between the upper and lower body. Weak core muscles result in a loss of the appropriate lumbar curve and a swayback posture. Stronger, balanced core muscles help maintain appropriate posture and reduce strain on the spine. Training the muscles of the core helps correct postural imbalances that can lead to injuries. The biggest benefit of core training is to develop functional fitness—the type of fitness that is essential to daily living and regular activities. Lower back pain has been labeled the most expensive benign health condition in Canada. LBP is often associated with an imbalance of strength and flexibility of the lower back and abdominal muscles. There is a strong correlation between lower back pain and excess bodyweight and decreased physical activity. It makes sense then that physical fitness combined with a healthy lifestyle may help prevent lower back pain. In fact many physicians feel the major cause of chronic low back pain is simply physical deconditioning. Prevention is the key to avoiding lower back pain and individuals should be screened and cleared by physician before starting an exercise program. Some of the best exercises to strengthen the core, according to the Mayo Clinic, are the bicycle, side bends, superman, bridge, abdominal crunches, plank and side plank. However, properties with water from sources other than the domestic water supply or filters with heavy use will likely require additional cleaning of the filtration system throughout the season.
Correct application of lawn fertilizer key for optimum results The correct calculations, directions and application will maximize your efforts for the best results. When our lawns start to look a little pale in the summer we often wonder if we should fertilize. The answer is yes! Turf grasses are heavy feeders and need even more food when temperatures rise. Some of us run down to a local garden supply, pick up the best looking bag of fertilizer and head home to apply it. We may have a spreader or may just scoop it out with our hand (not recommended). When we are done the results are mediocre to good and sometimes dreadful. The first tip to applying fertilizer to a lawn is to measure the lawn surface. All fertilizers have a unique application rate that is clearly marked on the bag that needs to be adhered to. Simply remembering how much you put down last time is just not good enough. Some bags are 7kg
and cover 1200 sqft. Others are 20kg and cover 2500 sqft. Then there are the more concentrated types that come in 15 to 20 kg bags and cover between 12,000 and 16,000 sqft. These more concentrated types should only be purchased if you have vast lawn areas. The most common issue we see is fertilizer burn by overapplying these products. Once you have calculated the amount of product to use apply it in two or more light applications, alternating your direction each time to get even application. Then water it in to get the beads down to the soil surface. Keep the lawn a bit more wet than normal for the first few days and then back to a regular watering schedule. Thick, healthy lawns have fewer weeds and if they are grown a bit higher (two to three inches) will actually use less water.

Don’t let dog stick head out window It looks like the best part of a car ride for most pups is feeling the breeze in their furry faces as they stick their head out the window. Despite the feel good nature of this pleasurable experience, it’s actually a very dangerous habit. In the early days of automobiles, most cars did not have windshields and their top speed was approximately 45 mph. Given those conditions, drivers wore goggles to protect their eyes. Now that we have windshields to protect us, you wouldn’t consider sticking your unprotected head out the window at 45 mph. Then why let your dog?
EYE DAMAGE
Allowing your dog to stick its head out the window is a very dangerous habit. Their eyes are exposed to dirt, rocks,
EAR DAMAGE
Damage to the ears is another big concern. When the dog’s ears flap in the wind, the soft ear flaps (pinnae) can easily become irritated, swell and become very tender. The constant and rapid flapping of the pinnae against your dog’s head from high-speed winds causes trauma to the ear and results in swelling. Repeated trauma such as this can cause lifelong problems for your pup.
FALLING OUT
Allowing your dog to stick its head out the window can also lead to more severe outcomes, such as falling out of the car or getting his head stuck in the window opening. Taking a turn a bit too fast, traveling over bumpy terrain or an overly excited pup can cause your dog to lose balance and easily fall out of the window. These types of incidents occur more frequently than one might imagine and can cause severe injury or death to dogs.

It should go without saying; but another very dangerous idea is to allow your dog to ride in the bed of a pickup truck. All of the dangers of sticking its head out the window from inside the car are increased, since

The purpose of this Neighbourhood Open House is to discuss the existing planning and approvals in place for the area and receive feedback from the community prior to Council formally reviewing the draft plan. A draft McCoubrey Plateau Area Structure Plan will be available for review; and developer Greg Bird of Acorn Homes will be available to talk about future plans for the area.
