We need the public to respect and follow campfire regulations, and the open fire prohibition which went into effect July 8th. The fine for lighting, fueling, or using a campfire against regulation is $345. If a fire escapes, you may be held liable for all suppression costs. Although the FireCentre will be closely monitoring precipitation levels, drying patterns and lightning as we continue through this heat wave, it is impossible to accurately predict the severity of each forest fire season or where fires will burn. To report a wildfire or unattended campfire call 1-800663-5555, or *5555 on most cellular networks.

SUBMITTED Members of the Jaffray and Baynes Lake Fire Departments and an Initial Attack Crew from the Wildfire Management Branch were on the scene of a fire in the Baynes Lake area last night. Approximately 10 firefighters from the Baynes Lake and Jaffray Fire Departments along with three fire apparatus responded to the scene. The Wildfire Management Branch Crew arrived shortly after to assist. “The wildland fire was sparked by an abandoned campfire and significant resources were immediately deployed,” explains Jaffray/Baynes Lake Fire Chief, Dave Boreen. “In addition to our firefighters and the Initial Attack Crew, an air tanker group responded and did six retardant drops.” The 0.9 hectare fire was under control by 7:30pm last night. “This should serve as an important reminder to everyone about the importance of making sure campfires are completely extinguished. The hot weather we’ve had in the past two weeks has really dried things out and everyone needs to be aware of the increased risk of wildfire,” adds Boreen. Wildfire crews were on scene overnight, and will work today ensuring there are no hot spots.

Community projects improve access to healthy local food Everyone deserves to have access to food that is nutritious and safe in order to achieve good health, productiv-
+ ity, and a sense of wellbeing. Interior Health, through the Community Food Action Initiative (CFAI), has recently
provided a total of $60,000 to help build food security in four local areas: Canoe/Dog Creek, Kamloops, Nel-
son, and Cranbrook/ Kimberley. The initiative is part of a province-wide strategy to increase food security
programs and encourage British Columbians to make healthy food choices. “Here in the Interior,
we are fortunate to have access to a strong local agricultural community,” said Health Minister Terry Lake.

“However, despite that there remain barriers to access. Access to a healthy diet is crucial to maintaining good health, so this funding will help grow local health as well as local food production.” A food secure environment is one that makes healthy eating an easy choice now and in the future. “Food security is about making sure everyone has easy access to healthy, affordable, locally grown foods,” says Rose Soneff, Community Nutritionist, with Interior Health’s Food Security and Community Nutrition program. “Achieving food security is a team effort – communities, businesses, organizations and governments all have an important role to play and that is why we are pleased to be able to support these exciting projects.” The CFAI provides grants of $15,000 to be used in each community over the next three years to increase the community’s ability to contribute to the growth and development of their local food system. The funding focuses on current food security activities as well as future food security planning. “The funding can be viewed as seed money – it is aimed at long term sustainable projects that will continue beyond the three year period,” said Soneff. “Project work that builds relationships with local government helps ensure food security is considered as a part of future community planning; whether that is within an official community plan, a sustainability plan, or land use, zoning, and municipal policies.” CFAI is a collaborative effort between local communities, Interior Health’s community nutritionists, and the Ministry of Health. The East Kootenay Community Eats Project (Community Eats), proposed by the Cranbrook Food Action Committee and Wildsight Kimberley Cranbrook, is a dual community food security initiative encompassing the entire cycle of food, from planting and harvesting to processing and consuming, while increasing collaboration among individuals, organizations, communities, and local government.

Internet scams The Cranbrook RCMP would like to advise the public of an internet scam which is still making waves in Cranbrook. A caller from the Cranbrook area reported receiving a warning about their Paypal account and an invitation to resolve the matter by ‘clicking’ on a website. When the site was checked out, it was found to originate overseas and Paypal confirmed that the callers account was just fine. Internet scams abound and the Cranbrook RCMP would like to warn people not to believe everything they read and if something looks suspicious and ‘not right’, it probably isn’t. Please protect yourselves by not giving out personal information to people or organizations you don’t know and anything suspicious should be checked into before you do anything. Quite often an internet search for recent scams or frauds of the type you suspect can be done with little difficulty.
Edith LeClair of the local Telus Community Ambassadors delivers a cheque to East Kootenay Foundation for Health’s Executive Director Donna Grainger as part of the Telus Corporation Employee Charitable Giving program. This latest gift of $1,040 joins previous Telus contributions for the regional hospital diagnostic imaging department resulting in over $48,000 in funding for the digital stereotactic unit. Telus and EKFH, partners in health care for our community and for the East Kootenay.

It occurred to me after the fact that my recent three-day visit to the Okanagan would serve nicely as a travel itinerary for wine enthusiasts. It covered the gamut of small and large, old and new wineries, and I wouldn’t hesitate to recommend visits to any of them. My first visit was to Summerhill Pyramid Winery, which for nearly 30 years has been a Kelowna icon. I spent 90 minutes talking with Ezra and Gabe Cipes, two of founder Stephen Cipes’ four sons, learning more about biodynamic farming practices and running through a very pleasant tasting with Ezra. Always known for its sparkling wine, Summerhill is Canada’s most visited winery, and for good reason—great range of wines and a very fine bistro, too. Tantalus Vineyards: my first visit to a winery with a welldeserved reputation for both red and whites. Behind the striking black labels that each feature an aboriginal mask are wonderful Pinot Noirs, Rieslings and Ice Wines. Beautiful wine shop and property. St. Hubertus and Oak Bay Estate Winery: the original winery was destroyed in the 2003 summer fire, but owners Leo and Andy Gebert bounced back, making wines only from grapes grown on the estate. I then headed south from Kelowna toward Penticton and thought about stopping at Great Ranch until I remembered there was a wine order awaiting pickup in Summerland. Okanagan Crush Pad Winery is the dream of Christine Coletta, who has had a long association with the wine industry. A branding and public relations master, Coletta and her husband, Steve Lornie, have created a custom winemak-
ing facility that also has house brands like Haywire and Bartier Scholefield, the latter named for OCPs winemaker, Michael Bartier and wine advisor David Scholefield. I walked away pleased that they had managed to keep the descending hoards away from my half-case of The Bub, Haywire’s first pink bubbly. It sold out shortly after its release. When I stay in Naramata my usual choice of accommodations is at a bed and breakfast that features incredible views of an immaculate vineyard and Okanagan Lake. D’Angelo Estate Winery proprietor Sal D’Angelo is one of my favourite wine people, a fountain of knowledge with three decades in the business. He makes a great lineup of red wines that include Pinot Noir, a Bordeaux blend and Temperanillo, as well as Viognier and a number of dessert wines, all from the grapes grown on site. No need to buy wines to put away until they are ready—Sal releases his wines only after they have aged to his high standards. Ruby Blues Winery: Prudence and Beat Mahrer founded Red Rooster Winery where Therapy Vineyards is now located. Prudence couldn’t stay retired after they sold Red Rooster, so the couple went back into the business with Ruby Tuesday Winery. A letter from an American restaurant with the Ruby Tuesday name forced the name change, but the winery is as fun and funky as it ever was, with murals and a graffiti-covered VW Microbus providing plenty of colour. I had to pick up a bottle of Red Stiletto for my shoe-crazy honorary daughter-in-law, whose named her first daughter Ruby. Right across the road is Red Rooster Winery.
Owned by Peller Estates, the large and beautifully designed buildings include one of the best tasting rooms and wineshops in the province, lots of art and a patio bistro. Well worth a visit to taste some highly acclaimed wines. Hillside Winery & Bistro: my visit was to do an interview for a magazine story and it occurred to me that it would be the first—due to timing— time ever that I had visited and not dined in the fabulous bistro, where the food is as good as the view from the upper deck patio. Hillside is one of the original farmgate wineries from the 1980s and it has been a force ever since. Moraine Winery: the congenial owners, Oleg and Svetlana Aristarkhov bought the property when a group of wineries went into bankruptcy and they are working to put their own mark on the business. With young Kiwi winemaker Jacq Kemp on board, they are well on the way in making the transition. It’s a winery to watch. Marichel Vineyards: one of my favourite small producers, the warm and accommodating Richard Roskell makes some of the best Syrah and Viognier wines on the Naramata Bench. It’s the perfect place to visit to get an up close and personal winery experience as Richard is usually in the tasting room. Perseus Winery: on the road that winds upward from Penticton to Naramata a house has been transformed into a winery and tasting room, very modern and welcoming. My visit with sales and marketing director John Pullen was a joy and my small glass of Cabernet Franc after a tasting of other wines was a revelation. Quality is job one at Perseus. But wait—there’s more! Next week.

Be part of the movement - join the Kidney Walk 11th, 2013 Place: Confederation Park Time: 9:00am – 1:00pm
About the Kidney Foundation We exist to help British Columbians understand their risk for kidney disease and offer the necessary support until there is a cure. The Kidney Foundation of Canada has been helping Canadians since 1964, and in BC alone, we are 7,000 volunteers strong. We are the organization of choice supporting people affected by kidney disease and the funds we raise provide education and support; increased public awareness of kidney health and organ donation as well as ongoing research that provides hope and an enhanced quality of life for kidney patients. What’s the Kidney Walk campaign? The annual Kidney Walk raises funds for critical programs and services for British Columbians affected by kidney disease. The Kidney Walk also helps to raise awareness and education about the seriousness of this disease and the importance of organ donation. Thousands of volunteers and participants in 20 communities across BC during August to October will join the
Kidney Walk movement this year. These great local events feature live entertainment, prizes, fundraising barbeques, silent auctions and much more. But most importantly, walkers, runners and paddlers alike come out and show their support for kidney patients and their families. Supporting people with kidney disease: why is it important? • Kidney disease is a serious disease that has no cure.
• It is a disease that is both under-recognized and undetectable in its early stages yet has increased at an alarming rate of over 60% within the last 10 years. • Kidney disease affects 1 in 10 Canadians. Over 250,000 British Columbians have chronic kidney disease, and many may not even know it. • 18,000 kidney patients are on dialysis every year, and many spend up to 20 hours
a week on dialysis in order to live. • Right now, there are approximately 380 kidney patients in BC on the transplant waitlist. Sadly some will die waiting.
How can you help? • Be a Kidney Walk volunteer. We need volunteers now in communities from Prince George to Comox and everywhere in between to help make this year’s Kidney Walk campaign a success. • Sponsor the Kidney
Walk. We are asking businesses across BC, big and small, to support The Kidney Walk in their local community and help those living with kidney disease. • Participate in the Kidney Walk. You can sign up as an individual or be part of a team. Register now at www. k i d n e y. c a / b c w a l k s . Registration is free.
Fast Facts: • Kidney disease is under-recognized, incurable and on the rise. • In the last 10 years, kidney disease has increased by 60%. • It is estimated that this disease affects 1 in 10 Canadians. • Over 250,000 British Columbians have or are at risk for kidney disease.

Five year old kidney patient, Aidyn Delorme, is this year’s provincial honouree for The Kidney Walk. Aidyn will represent The Kidney Walk and through his story help put a face to this disease that is often under recognized and undetectable in its early stages. The annual Kidney Walk supports adults and children, like Aidyn, and their families who are affected by kidney disease by raising awareness about the seriousness of this disease as well as funds to help provide critical programs and services. Kidney disease affects 1 in 10 Canadians and currently has no cure. 20 communities across BC are championing The Kidney Walk. These extraordinary grassroots events feature live entertainment, prizes, fundraising barbeques, silent auctions and more. But most importantly walkers, runners and paddlers alike come out and show their support for kidney patients and their families. For Aidyn, and his family being a part of The Kidney Walk and supporting The Kidney Foundation is important. Danielle Valero, Aidyn’s mother, explains “Aidyn is very social and loves meeting new people and the Kidney Walk allowed him to do just that! It also really helped the rest of the family to meet others with kidney disease and gave us the support and realization that we were not alone.” Aidyn was born with Hydronephrosis – a kidney disease that fills his kidneys with water. He left the hospital with a feeding tube and began peritoneal dialysis at 6 months. Today he visits the hospital 3 times per week to receive hemodialysis, and is currently on the transplant waitlist for a kidney. Since 2008, thousands of participants and volunteers have helped The Kidney Walk campaign raise over $860,000 for kidney patients in BC. This year the goal is to raise $340,000 province-wide. to current health code regulations,” explains Hosmer Volunteer Fire Department and Recreation Society Board Chair Neil Thompson. “The Hall was built and maintained by local fundraising efforts and we have been working hard to save for this current renovation.” The Society has raised $30,000 to contribute to the project. The Regional District of East Kootenay has stepped forward with a $25,000 grant from the Electoral Area A Discretionary Grant in Aid Fund and Area A Director Mike Sosnowski says the Hall is a central gathering point for the community and the planned upgrades will help ensure it meets the needs of the community for years to come. “I am honoured to be able to support this project. You only need to look back at this past month to see a true example of how valuable the Hall is for this community. During the flooding, it became a coordination point for volunteers, the kitchen was used extensively, and the facility continued to be open to the community in the weeks following the flood.” Plans are in the works to expand and upgrade the kitchen, renovate the washrooms and replace the 30 year old fixtures with new high efficiency ones, upgrade the heating system, insulate the walls and complete some interior work. The renovations are expected to get underway within the next few weeks, “I am excited to get things going,” adds Thompson. “We are grateful to CBT and the RDEK. Without their financial support, this would not be possible.”

An open letter to all Canadians Bell Canada is taking the unusual step of writing to all Canadians today. As the nation’s longest-serving telecommunications company, established shortly after Confederation in 1880, we would like to ensure Canadians clearly understand a critical situation impacting their world-leading wireless industry. Verizon Communications, a $120-billion US telecommunications giant with 100 million wireless customers, is considering entering the Canadian market. A company of this scale certainly doesn’t need handouts from Canadians or special regulatory advantages over Canadian companies. But that is exactly what they get in the new federal wireless regulations. Bell welcomes any competitor, but they should compete on a level playing field. Fair competition is something Canadians demand and something Bell expects too after 133 years of investment in delivering world-class communications services to Canadians.
Unintended advantages for American giants: How we got here The federal government has recently taken an activist role in regulating Canada’s wireless industry. That includes giving various benefits to small startup wireless competitors. With Ottawa’s help, the new companies have become part of the vigorously competitive Canadian wireless marketplace. But the government inadvertently left holes in the wireless rules that would give big US corporations the same extraordinary advantages as the small startups. And all Canadians are on the hook to pay. Verizon has said it’s looking at taking advantage of this unique opportunity. We do not believe a US company 4x the size of Canada’s entire wireless industry combined requires special help from Canada. It’s profoundly unfair to all Canadians, and Ottawa needs to close the loopholes.
3 loopholes in the rules Under federal regulations originally designed for startup competitors, Verizon would actually get these benefits… 1. Verizon would be able to buy twice as much of Canada’s airwaves as Canadian companies like Bell can in an upcoming auction of wireless spectrum – the airwaves that carry your calls and data. These airwaves are a public resource, and access to them is critical to providing you with world-leading wireless services. When Ottawa auctions off Canada’s airwaves for use by telecommunications companies, it gets significant revenues. These are public funds. It is inappropriate for our own government to essentially reserve a public resource for a company like Verizon to the detriment of Canadian companies. In doing so, the government will also reduce federal auction revenue significantly – by potentially hundreds of millions of dollars. A loophole that gives US companies access to twice as much of our airwaves and at a lower cost is an unfair advantage, paid for by Canadians. 2. They get to piggyback on the networks of Canadian carriers wherever they don’t want to invest and build their own. Under the rules, Verizon would have the right to offer wireless service using the advanced networks funded by Canadian companies and built by Canadian workers. Industry experts say a Verizon wouldn’t need to build its own network throughout Canada, invest in Canada’s rural communities, or support Canadian jobs like Canadian wireless companies do. Instead, they would concentrate on a few big urban centres, forcing Canadian carriers to do the same while potentially cutting jobs and slashing costs in order to compete. 3. Verizon can acquire smaller Canadian competitors – but Bell and other Canadian wireless companies can’t even try. American players like Verizon can buy up new Canadian wireless companies like Wind Mobile and Mobilicity at cut-rate prices – including their existing spectrum holdings previously subsidized by Canadian taxpayers. Yet Canadian carriers like Bell are restricted from competing to acquire these Canadian startups, even if the new companies want it to happen. That means Verizon gets them for below-market value. What did Ottawa get from the United States in return for this unprecedented access to Canada? Nothing. No reciprocity in the US for Canadian companies. In fact, can you even imagine Canadian wireless companies getting preferred access to New York, Los Angeles or Chicago?
3 straightforward ways to close the loopholes The Bell team is ready to compete with anyone for your business on a level playing field. But big US companies taking advantage of rules designed to help Canadian startups is just not on the level. To get wireless policy back on track, we propose that… 1. Canadian wireless carriers should be able to bid for the same amount of Canada’s airwaves as Americans can. 2. US operators entering Canada should roll out wireless service across the country, just as Canadian companies have. 3. If a small Canadian wireless company seeks a buyer, Canadian carriers should be allowed to bid, just as the Americans can. US giants don’t need special help from the Canadian government, and Canadians shouldn’t have to pay their way into the country. Instead, let’s give Canada’s own communications companies a fair chance to compete with them. Sincerely,
George Cope, President and CEO, Bell Canada and BCE

We’re not the only ones concerned “Why would Ottawa create a policy environment that favours a U.S. telecom giant and deliberately trashes the shareholders of the major Canadian wireless players?” Terence Corcoran, Financial Post, June 27, 2013
“But there is no basis for the Commission to give certain large companies a regulatory hand-out… so they can acquire spectrum… at a substantial discount over the price that would otherwise be received.” Verizon, Regulatory filing to the FCC on U.S. Incentive Auctions, March 12, 2013
“In fact a report published last week commissioned by the CRTC suggested a similar conclusion (that wireless prices have come down meaningfully since 2008) – so we’re not entirely sure where Industry Canada is getting its data about the market not being competitive. Then again, the government wouldn’t let a little data get in the way of a good lever for getting votes, and that’s clearly what is going on here.” Bob Bek, CIBC World Markets, July 12, 2013
“The perception that Canadian prices are high relative to other jurisdictions has been seized upon by the government as an invitation to intervene and deliver lower prices. But the perception is false and the invitation is illogical.” Dr. Jeffrey Church and Andrew Wilkins of the University of Calgary, The Globe and Mail, July 8, 2013
“…the federal government’s anything-goes market interventions to support a fourth carrier have so gerrymandered the rules to favour Verizon sweeping in that any investor seriously interested in buying shares in Canadian telecom companies should be spooked.” Sean Silcoff, The Globe and Mail, June 27, 2013
“This will mean significant layoffs which could easily trump the hiring to be done by Verizon, which besides a needed presence in retail outlets, should be able to initially handle a lot of functions (marketing, billing) from the United States.” Adam Shine, National Bank Financial, June 26, 2013
“Unlike the national incumbents in Canada, we wonder if Verizon has a strategy for wireless broadband in rural markets, a key political consideration for the current Conservative Government.” Dvai Ghose, Canaccord Genuity, July 2, 2013

Part of that help came from the Home Adaptations for Independence (HAFI) program offered through BC Housing. Launched in January 2012, the HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently. Brenda applied for a new walk-in bathtub because she couldn’t safely get out of the tub on her own. Walk-in tubs include additional safety measures such as anti-slip floors, grab bars, and a very low step in. Home adaptations may also include handrails in halls or stairs, ramps for

easier access, easy-to-reach work and storage areas in the kitchen, lever handles on doors or faucets, walk-in showers, and bathtub grab bars and seats. Brenda is a strong advocate for the program and has even shared HAFI brochures with nurses in the renal unit where she undergoes dialysis. If you or someone you know is having difficulty performing day-to-day activities safely and independently – the HAFI program may be able to help. Since the program began, more than 300 households completed renovations with HAFI financial assistance, making it possible for seniors and people with disabilities to continue to live in the safety and comfort of their home.

Obituaries
Obituaries OBITUARY
Gordon Ratcliffe "Rats" It is with heavy hearts we announce that Gord passed away peacefully on Friday, July 19th with his family by his side. Gordy will be deeply missed and forever loved by so many but most of all by his best friend and wife Barb, his kids Chris, Laura (Daryl) and Tara (Derek), his mother Mae, and his grandkids Brodyn, Josh, Teagan, Gabrielle, Ryker, Kinley and Logan. Gord worked for many years as a firefighter with the Cranbrook Fire Department doing something he truly loved and was proud to be a part of. Sports were always a huge part of Gord's life and he spent numerous hours both coaching and playing. Some of his favourite times were spent up the Bull, sitting on the beach in Mazatlan, cooking, guiding, trapping and golfing. Rats saw beauty where many overlooked, he enjoyed the simple things in life. Spending time at the Lake with his family, having a cold beer with good friends and driving countless miles to beautiful places with the one he loved. We would like to thank the hospital staff and send out a very special thanks to Dr. Bob O'Brien, Dr. Karen Pont and nurses Debbie and Trish for their overwhelming compassion and caring. To all our wonderful friends and family we appreciate your support and understanding for allowing just the family to have our little but precious time with him over the last few weeks. At the request of Gord, no service will be held. Rats has touched so many people over the years and we would like to invite those that were blessed enough to have this pleasure to an informal open house between 2:00 pm and 4:00 pm on Saturday, August 10th at Norbury (Garbutts) Lake. Come share the memories you have and laughter with the ones he loved. The family asks that in lieu of flowers that a donation be made to STARS in Gord's name at www.stars.ca under memorial donations. Arrangements entrusted to McPherson Funeral Service. Condolences for the family can be offered at: www.mcphersonfh.com
