HOT DIGGITY DOG — Betty Martin grilled hotdogs to perfection and then served them for free on Friday during National Hotdog Day festivities sponsored by Creston Valley Realty, which had a hotdog tree and cake (on page 2) at its office. Although it was celebrated a few days late (it actually falls on July 23) this year, Creston Valley Realty plans to make it an even bigger event next year.

A pilot program to test the viability of a compostable material program is underway in Creston. For the past two months, 20 residents around town have set out small green wheeled bins for pickup each Saturday. In those bins is a surprising variety of waste material, including meat, poultry, fish, shellfish and bones — virtually any kitchen waste. Also, yard debris and even torn-up pizza delivery boxes are included. “This is a council strategic priority,” said Iain Bell, engineering and public works director. “Compostable material is picked up every Saturday by the town crew and dropped at the waste water treatment plant.” See PROGRAM, page 3

Arena scheduling From page 1 When the local services committee (Binks, Area B director John Kettle, Area C director Garry Jackman and Creston Mayor Ron Toyota) “asked if putting the ice in early would affect any bookings and the staff said no,” Binks said. “Apparently the computer scheduling system didn’t pick up the conflict until it was too late. Nobody feels good about this.” Kerr said Creston fans are biggest supporters of the league, drawing several hundred to league games. “This could mean a loss of $4,000 to $5,000 in income to the league,” she said. Binks is contributing $500 from Area C funds to help offset the expenses incurred by the Black Eyed Cherries, a gesture Kerr said is appreciated by the team. “The rec centre has tried to make it work and they are trying to make

it right, but it’s still frustrating. We booked the space last November,” Kerr said. “We’ve worked really hard this year and we have had lots of ups and downs, but we are still pushing through.” An offer to use the arena for free on the August long weekend wasn’t accepted because most players on the four teams scheduled to play had already made other plans. “We called around and Sparwood was the only arena that was available on Aug. 10,” she said. On that day, Creston will take on the Avalanche City Roller Girls in the first game and then the Mountain Town Maulers will play the Killer Rollbots. Cranbrook will play host to the league’s championship weekend on Sept. 14/15. “We will make sure to schedule our August games earlier in the month next year so we can be sure this won’t happen again,” Kerr said.

Swimmers in Goat River upstream of the Goat River Bridge on Canyon-Lister Road need to exercise caution, warned Creston Fire Rescue Chief Michael Moore after a male in his early 30s became trapped in the canyon on July 24. “The popular swimming spot on the north side of the bridge is near a cascading waterfall that drops down about 20 feet,” he said. “The water is rapid and could easily pin or trap a person against a rock, being too swift to get out of [and] would lead to a drowning easily.” The call that the fire department initially received was that there was a possible drowning in the canyon, but it turned out that the male was stuck.

Firefighters planned to make a rope rescue, but the male managed to climb up the west bank before Creston Fire Rescue arrived. He was checked over by BC Ambulance Service paramedics at the scene, and was released. As this situation proved, it is possible to survive being washed down the falls, but once a person is at the pool below, getting out of the river is difficult — it continues about a quarter-mile to the hydroelectric dam with sheer rock walls making an exit difficult. “In some cases over the past several years, rope rescues have taken place where individuals purposely go down into the area below the bridge thinking they can get out, but once down into the bottom it is virtually impossible to climb their way out,” said Moore.

Water saving measures in effect Advance Staff

Lack of rainfall, and high demand due to hot weather has prompted stage 2 water conservation measures to be put in effect for Creston and Erickson. At this time, watering of lawns is permitted only from 6-10 a.m., and watering of gardens, trees and shrubs is permitted only from 7 p.m.-10 a.m. Watering of gardens, trees and shrubs by watering can or handheld hose is still permitted anytime. “Stage 2 water conservation measures will remain in effect until further notice, and stricter water conservation measures will be implemented if demand does not decline,” said a press release issued by the Erickson water office. RCMP called about noisy people ‘having fun’ BY LORNE ECKERSLEY Advance Staff

Creston RCMP responded to 88 calls for service from July 22-28, Staff Sgt. Bob Gollan said on Monday. July 22 •Police were called about a group of loud, noisy people “having fun” on 26th Avenue North. •RCMP support was needed when Kingsgate border personnel arrested a male entering

Canada for possession of drugs and a firearm. •Mailboxes were smashed on 20th Avenue South. •A yard light was stolen from an Ash Street residence. •A report about an erratic driver on Highway 3A near the Starbelly Jam was referred to Nelson RCMP. •A male camping in a remote area off Highway 3 reported that his backpack was missing. •A dump truck that swerved to avoid a deer on Highway 3A had its front wheels damaged when it went into the ditch. •A driver whose vehicle went off Erickson Road, colliding with a utility pole, failed a roadside screening test for alcohol and was given a 90-day driving prohibition. His vehicle was impounded for 30 days.

July 23 •An intoxicated female bike rider was reported on Regina Street at 10th Avenue North. •A semi got stuck on Lower Wynndel Road when the driver attempted to turn around. •A bicycle was found on Highway 21 near the Goat River Bridge. •A semi driver swerved to avoid an oncoming vehicle in his lane on a curve and went into the ditch, putting the vehicle onto its side. The driver was taken to hospital for observation. •A complaint from a Highway 3 resident about voice messages about a debt was deemed to be a civil, not criminal, matter. •A dispute arising from a boat coming in too fast to Kuskanook harbor resulted in a call to police.

•A complaint was made about people trespassing on private property to gain access to the river from Goat Canyon Road, which is blocked by security guards. •Investigation of a complaint about a break and entry to a 23rd Avenue residence revealed the “culprit” was a family member. •People smoking in the bushes behind an 11th Avenue South residence were reported to police. The report didn’t say whether they were inhaling. •A male was arrested on Northwest Boulevard when he was found to be in breach of a no contact order. July 24 •An intoxicated female who refused to leave a Connel Road residence when asked was arrested and held overnight in police cells. •A male and female from the U.S. were held in police cells pending a court hearing after being caught attempting to smuggle drugs into Canada through Kingsgate. •An erratic vehicle was reported on Helen Street. •A 78-year-old female died suddenly in her Cook Street home, apparently of natural causes. •A Devon Street resident asked police to destroy some shotgun ammo. •An iPod was found on the community complex soccer field. It can be claimed at the police station by the person who knows the password to access the music. •The owner of an Alberta vehicle reported to be driving erratically on Highway 3/95 was given a warning over the phone. July 25 •Mischief to a business sign on Highway 3 in Erickson was reported. •Police will contact the driver of a vehicle reported to be driving erratically on Canyon Street. •A male reported to be possibly drowning in the Goat River near the Point was OK. •An Alberta truck was reported to be driving erratically near the viewpoint on Highway 3A west of Creston. •A driver who caused a head-on collision on Duck Lake Road was issued tickets for failing to keep right and driving without insurance. •A loud Dodge pickup was reported to be racing around Sixth Avenue North. •Police assisted emergency health services personnel with a patient on Cavell Street. •A Cavell Street resident sent $2,000 to a Quebec address after getting a call that his sonin-law was “in trouble”. When he reported the incident to police, they were able to stop the money from reaching its destination, saving the man from getting caught up in this common scam. July 26 •A complaint about being threatened was made by an anonymous caller. •No theft resulted when an unlocked truck was entered at a Highway 3 residence. •A male reported to be in distress was found by police to be sitting on his Seventh Avenue South deck, singing and happily intoxicated. •A collision occurred in Wynndel when one vehicle backed into another. •A pedestrian was knocked to the ground when hit by a mobility scooter driven by a female on Canyon Street. •A suspicious male “carrying two 12-foot pieces of wood” was reported near the grain elevators. Police did not locate him. •A Northwest Boulevard check-stop of 200 vehicles resulted in only one warning for a broken headlight. July 27 •Police assisted emergency health services personnel with an intoxicated patient on Cook Street. •Patrolling police found a nude intoxicated 33-year-old male in Millennium Park, in close proximity to an intoxicated female. From page 1 At the same time, there are two bins available at the farmers’ market every Saturday for public use.” The pilot program is intended to provide data to help determine what it would take to extend pickup throughout town. “At the end of the pilot we will have to assess the amount of diversion from the landfill, cost of pickup, reduction of greenhouse gases and present an option to council or their partners (Regional District of Central Kootenay/First Nations) for a town-wide initiative,” said Bell. “This would obviously have a budget impact as there would be additional costs in the form of increased staffing, purchase of containers, possible vehicle purchase, management of the compost (mixing and turning, etc.), disposal/sale of compost, possible odour issues, permitting with Ministry of Environment, site selection, etc. “As a participant, I used to put out a “kitchen catcher” size bag weekly for pick-up, now I can go up to three weeks before that has to go out, so I notice a big change.” Door-to-door pickup of compostable waste isn’t entirely new in town. Each spring and fall pickup days are announced so that residents can have their yard and garden waste hauled off by town employees. Extending the program to include regular pickup has been discussed by past town councils. With data from the pilot program, town staff will work under council’s direction in 2014 to create a business plan for the pickup and recycling of “green waste.”

A Creston resident was one of two people who died July 18 in the Okanagan, the BC Coroner Service reported on July 23. An all-terrain vehicle left Oyama Lake Road and went down a 30-metre embankment, killing Maria Casandra Karountzos, 30, of Creston, and former Creston resident Joshua Mitchell Hoffart, 30, of Lake Country. They had gone for a ride on a quad to the Oyama Lake Road lookout, about 15 kilometres south of Vernon, on July 18 at 9 p.m. a search began when they did not return.

From page 4 •Police determined a fight between intoxicated males on 48th Street was consensual. •A male causing a disturbance at the hospital was arrested for being intoxicated and held in cells until sober. •Graffiti was sprayed on an 11th Avenue North business. •A badly damaged abandoned van near Riondel was found to have been stolen from Cranbrook. •Of the 125 vehicles stopped at a checkstop, five were issued warnings for minor infractions •Alcohol in the possession of a group drinking in a gazebo near Millennium Park was poured out by police. One ticket was issued to a male for having open liquor in public. He was intoxicated and held in police cells until sober. July 28 •A Cook Street resident complained about noisy neighbours, one of which was a naked female, they said. The woman told police she was wearing a nightgown. •Police assisted EHS personnel in transporting a female on Birch Street to the hospital. •A Dogwood Street resident reported than she thought someone was in her house, but police could find no sign of anyone. •A break-in to a Fifth Avenue North residence netted thieves a baby photo, stroller and two eagle feathers. •A male reported being assaulted by one of two trespassing males in his 19th Avenue South yard. The investigation continues.

On Friday at 2:50 p.m., Kelowna Search and Rescue located the quad in a ravine on Oyama Lake Road. “The persons were located and were fatally injured,” said Lake Country RCMP Cpl. Barbara Holley. A service for the pair was held at the Creston and District Community Complex on Saturday, with a luncheon directly afterward at Jimmy’s Pub and Grill. Understanding our differences

A news story caught my attention shortly after I read an article on the Tyee (thetyee.ca), one of my favourite Internet news sources. A CBC Radio news report said that the federal government will not move to ban neonicotinoids, the insecticides which are being blamed for at least part of the growing death of bee populations around the world. A federal government spokesman said that Canada will continue with its own study until 2018 before it determines if any action is warranted. This decision comes despite a recent European ban on the nicotine-based substance, and studies that indicate the insecticides might also be killing birds, mammals and soil organisms. The Tyee article, by Geoff Dembicki, is titled How to Talk to a Conservative about Climate Change. He begins with the obvious, that climate change debate has become a left-wing issue, then goes on to reveal ways in which important issues become marginalized by the way they are perceived by people with different “moral foundations.” Research by New York University psychologist Jonathan Haidt breaks down human morality into distinct categories, he writes. “People who identify as politically liberal tend to have strong emotional reactions to questions of ‘care/harm’ (protecting vulnerable elements of society) and ‘fairness/cheating’ (making sure that justice is upheld).” And “conservative morality tends to emphasize questions of ‘loyalty/ betrayal’ (staying true to your cultural group), ‘authority/subversion’ (upholding long-held institutions) and ‘sanctity/degradation’ (fending off defilement).” Note that Dembicki is not talking about morality and immorality, but simply about different types of morality. This argument fits in with my puzzlement about why leaders

haven’t been able to rouse the public into action to take on issues that seem obvious to me, mostly environmental and economic.

This is the Life Lorne Eckersley And it reminded me of a quote from a former high-ranking U.S. elected official who said that when man cuts down the last tree on Earth, God will step in and resolve the problem. It sounds facetious to a non-believer, but a very large proportion of humans have a conservative morality that makes them loyal to the status quo and gives them a strong belief in institutions. To suggest that humans are responsible, or at least major contributors, to climate change, or even that there really is climate change, is an affront to their morality. Perhaps it is useless to attempt to convince conservatives about the need for economic and environmental police changes. After all, the very conservative approach of bailing out banks and saving themselves from their own stupidity seems to have worked, doesn’t it? So why risk imposing changes on how they operate? Same with the environment. Impending environmental disaster has been promised for more than a generation now — several if you go back to Rachel Carson’s Silent Spring. The oceans haven’t begun to boil, the surface temperature of the planet hasn’t soared, low-lying populated areas like Manhattan haven’t been covered by rising water levels. The arguments go on and on. Things that seem patently obvious to scientists (97

per cent of environmental scientists believe human activity is responsible for measurable, if not especially obvious, climate change) and liberals simply make no sense to conservatives. People do change their morality. I was once a conservative and I eventually concluded that it no longer suited me. As a liberal (not Liberal), I think we could be doing better in many, many ways, and I don’t trust a free and unfettered marketplace (“a long-held institution”) to make those changes. Perhaps I need to take solace in areas where small changes are being made, and people are proving that different approaches can work. I spent some time at Summerhill Pyramid Winery recently, talking at length with Ezra and Gabe Cipes, who are completely committed to farming in a way that does not sap the soil of nutrients or require the use of poisons to control pests and diseases. One can choose to look at them as a couple of kooks, but when Ezra said, “This is farming,” I was reminded of how not so many years ago the earth’s population was fed without the reliance of things that we know make us sick. If the population explosion has come as a result of our refusal to act in ways that benefit humans and their health instead of seeking endless ways to create wealth for a small proportion of the population, then we must also recognize that we are on an unsustainable path. I’m left to wonder, though, if liberals are pessimistic and believe we are doing irreparable harm to our environment, and conservatives believe that the status quo is fine and that it will all work out in the end, why can’t we tell the difference between these opposing moral views when we walk down the street. IH saves by hiring halftime nurse To the Editor: Rejoice, taxpayers, and bow in gratitude to the Interior Health Authority and its master, the provincial government! IH, you see, has just saved the taxpayers a bit of money — a pittance in the overall scheme of things, no doubt, but we taxpayers don’t turn up our noses at anything that eases the pressure on our pocketbooks, do we? How was this small miracle achieved? Through a bit of luck, it seems. Here’s the story as reported by Sally Macdonald of the Cranbrook Daily Townsman.

In May, a nurse with 17 years’ experience and special pediatric training retired as co-ordinator of IH’s Nursing Support Services program for the East Kootenay — which, in this context, includes Creston. Her job was to work with health nurses, through consultation and the provision of information, regarding the assessment and care of about 30 special-needs children in the East Kootenay. It was a full-time position, and according to Patt Shuttleworth, chair of the East Kootenay region of the B.C. Nurses Union, full-time was barely enough to do the job properly. So what does IH do when this nurse retires? Replace her with another experienced, full-time one, you say? Not on your life. The position has been reduced to a half-time one — and filled by a recently graduated nurse. It evidently makes sense to IH. You see, in the West Kootenay the position

has been half-time for a long time. And according to Linda Basran, community integration health services director of Interior Health (east), “So when we took a look at being equitable ... it was important that we put both sides equally.” Now there’s logic for you. Shuttleworth and many others may rightly worry whether the East Kootenay’s special needs children are going to be adequately assessed in terms of their health-care and schooling needs. And, given the vulnerability of special needs kids, some of us may wonder why IH didn’t equalize the other way, by having full-time positions in both regions. But what’s really important to IH, it seems, is that east and west be treated “equally” — at the lowest common denominator, of course — and, incidentally, that B.C’s taxpayers save a few pennies. Community complex getting busier as third anniversary passes

We missed you at our third anniversary party the other week — just kidding; of course we would never have a celebration without inviting you. This one kind of slipped by as time usually does, but it’s hard to believe it has been three years since our grand opening in June of 2010. A lot of people have crossed the threshold since that time and while the numbers have somewhat stabilized, they continue to climb in the various areas (programs, fitness, aquatics) which is what we strive to encourage. We should probably start thinking about a five-year party as it will be upon us faster than you think. If you have any ideas, drop us a comment card; we are always open to reasonable suggestions. Notice I said reasonable — no Rolling Stones, Tom Jones or anything like that. Summer camps are booming. We finished our art camp, which had some pretty innovative stuff happening, and we just finished our first Sweaty Boys Summer Camp which is, well, you can probably guess, but the kids should sleep well at night once our instructors have finished running them through the paces. Add to that 30-plus degrees out-

side and yes, there will be sweat. We still have a bunch more camps happening so check out the leisure guide or online at www.rdck.bc.ca/creston. Last week we also had our Drowning Prevention Week activities in the pool,

This repair was a small chunk of a large section of the original pavement, which predates me and which wasn’t budgeted to replace as part of the facility enhancement project. For those of you that remember, it was where the dividing strip of noposts sat between the lampposts. We have also added a bulletin board at the top of the field stairs by the bus stop for various programs and events down on either the baseball or soccer field. Finally, there are some new bike racks just to the right of the main entry for you to secure your Schwinn DX to (if you happen to be Peewee Herman). They are kind of funky looking black hoops with our logo cut into the metal so some people aren’t really sure what they are for, but rest assured, you can lock your bike to them. Vehicle payments impact debt ratios

The question of whether it’s better to lease or buy a vehicle is a common dilemma. And do you buy or lease a new or used vehicle? The answer depends on the specifics of your situation. Consider debt ratios when deciding to lease or buy

From page 7 Leases and purchase loans are simply two different methods of automobile financing. One finances the use of a vehicle while the other finances the purchase of a vehicle. Each has its own benefits and drawbacks. When making a lease-or-buy decision, you must, therefore, look at your financial abilities in terms of your debt ratios. And if you’re unsure about how leasing or purchasing a vehicle will affect your ratios, it’s best to speak to a mortgage professional prior to making your decision. When you buy, you pay for the entire cost of a vehicle, regardless of how many kilometres you drive. You typically make a down payment, pay sales taxes in cash or roll them into your loan, and pay an interest rate determined by your loan company based on your credit history. Later, you may decide to sell or trade the vehicle for its depreciated resale value. When you lease, you pay for only a portion of a vehicle’s cost, which is the part that you “use up” during the time you’re driving it. You have the option of not making a down payment, you pay sales tax only on your monthly payments, and you pay a financial rate, called a money factor, which is similar to the interest on a loan. You may also be required to pay fees and a security deposit. At lease-end, you may either return the vehicle or purchase it for its depreciated resale value. As an example, if you lease a $20,000 car that will have, say, an estimated resale value of $13,000 after 24 months, you pay for the $7,000 difference (this is called depreciation), plus finance charges and possible fees. When you buy, you pay the entire $20,000, plus finance charges and possible fees. This is fundamentally why leasing offers significantly lower monthly payments than buying. Lease payments are made up of two parts — a depreciation charge and a finance charge. The depreciation part of each monthly payment compensates the leasing company for the portion of the vehicle’s value that is lost during your lease. The finance part is interest on the money the lease company has tied up in the car while you’re driving it. Loan payments also have two parts — a principal charge and a finance charge. The principal pays off the full vehicle purchase price, while the finance charge is loan interest. Since all vehicles depreciate in value by the same amount regardless of whether they’re leased or purchased, however, part of the principal charge of each loan payment can be considered as a depreciation charge. Just like with leasing, it’s money you never get back, even if you sell the vehicle in the future. The remainder of each loan principal payment goes toward equity — or resale value — which is what remains of your car’s original value at the end of the loan after depreciation has taken its toll. The longer you own and drive a vehicle, the less equity you have. With leasing, you may have the option of putting your monthly payment savings into more productive investments, such as your mortgage, an investment property or a vacation home, which will increase in value. In fact, many experts encourage this practice as one of the benefits of leasing. However, there are always other factors to consider. If the vehicle is being used for work, it would be wise to speak to your accountant to determine which is the best option from a tax standpoint.
