Passionate message with a yen to travel Randolph Westphal, 55, has not only logged almost 250,000 km on six trips delivering a survivor’s message, but this is after 28 cancer surgeries and a five-year hospital stay following a near-fatal crash on his bicycle in Argentina. Native to Germany, Westphal, who said this trip will cover a total of 40,000 km, is touring from Vancouver to Alaska then back to the Olympic pennisula and Vancouver Island. “I’m biking around to show people what you can do when you have cancer. I want to inspire – never give up.” He admits B.C. and the Yukon are favourite places for him because of the natural beauty and climate, which is good for his two companions, malamutes Nanook and her son Chinook. The three travel alone, depending on the kindness of strangers and corporations like Best Western, who have provided free accommodations during his travels through Canada. Emma Jarrett has a building, a couple acres and an idea. The building and the acreage is on Dragon Lake Road. and the idea is to offer a space to bind together the community in the Cariboo. “I see it as a real creative hub for Quesnel to get people on the stage, whatever they may be,” Jarrett said of the space. It’s not just concerts she has in mind, though she’s had two musical guest already, but a melange of artist and academics talking about their passions and professions with small groups and doing workshops. The space itself gives a great natural, intimate feel that keeps everything as cozy as a country town can be, while offering everything from a stage to perform to a bedroom for accommodations to a yard for people to chat and take a breather. “When we bought this place we felt it was so important to share the place. I really love the idea of people just spilling out and coming around and eating our raspberries and coming out here and taking a moments breather to look at the sky and the lake,” she said. Going forward, Jarrett hopes to bring in people both from Quesnel and from outside to share with each other and bring something else to the city. “I really think the community in Quesnel can support this and I really want to add it to all the great things that are already happening here,” she said. Spreading the Small Town Love Amy Quarry partners with NDIT to promote shop local in northern towns
Six communities throughout central and northern British Columbia have partnered with Northern Development Initiative Trust to deliver buy-local campaigns to strengthen local businesses, local competitiveness and keep more dollars in the local economy. The six communities included in the pilot program are the District of Logan Lake, the District of Fort St. James, the District of 100 Mile House, the District of Vanderhoof, the Village of Valemount and the Village of Burns Lake. Each of the six communities has a population of less than 5,000 residents. “While buy-local campaigns can be selffunded by merchants in communities and cities with populations of more than 5,000, it is very hard for a high quality initiative to be sustainable with the low numbers of independent business owners in most small towns,” Renata King, director of business development, Northern Development Initiative Trust said. “This buy-local program is designed to strengthen businesses in small communities.” The pilot program is
a partnership between Northern Development and entrepreneur Amy Quarry, who created and launched the original “Small Town Love” buy-local initiative in the City of Quesnel. With more than 50 local Quesnel-based businesses working collaboratively under the “Small Town Love” marketing brand, Quarry’s original program was extremely well received and highly successful (onein-five Quesnel residents now own a copy of the first “Small Town Love” guide, which sold out in less than four months). The program is anchored by a strongly branded website with the highest quality photography, which features many independently owned local businesses. “We are so excited to be partnering with Northern Development to bring the vision of Small Town Love to more towns in the northern B.C.,” Amy Quarry, founder of Small Town Love said. “Our hope is that Small Town Love can serve as a powerful reminder that B.C.’s small towns are worth visiting, living in — and investing in. Supporting local independent businesses means putting your money where your heart is.” The Northern
Development-led pilot program supports the development of buy-local website portals that will promote local businesses in each of the six communities included in the initial partnership. Northern Development’s board of directors, which is made up of elected representatives and provincial appointees from throughout central and northern B.C., approved a $75,000 budget for the pilot program. While many economic development initiatives concentrate effort on business recruitment and new development, the buylocal program is a locally driven retention program that focuses on enhancing the strength of existing businesses. The partnership will operate as a pilot while looking toward the possibility of future projects. “There is solid evidence that successful buy-local campaigns in smaller communities help the economy thrive,” Evan Saugstad, chair of Northern Development Initiative Trust said. “The Trust exists to serve communities throughout central and northern B.C., and we believe this pilot

As of Thursday at noon all campfires are banned in the southern portion of the Cariboo Fire Centre. This step is being taken to help prevent human-caused wildfires and protect the public. The fire danger rating is currently high throughout the Cariboo Fire Centre, with scattered pockets of extreme. Open burning is prohibited throughout the Cariboo Fire Centre. This prohibition applies to open fires of any size, industrial or backyard burning, fireworks, tiki
torches, sky lanterns and burning barrels. Anyone found in violation of an open fire ban, including campfires, may be issued a ticket of up to $345. Anyone who causes a wildfire through arson or recklessness may be fined up to $1 million, spend up to three years in prison and be held accountable for associated firefighting costs. This prohibition will remain in place until Sept. 30, or until the public is informed otherwise.

Retirement, Succession Plans: “Must Haves” for Business Owners
If you own a business, you may well follow a “do it now” philosophy — which is, of course, necessary to keep things running smoothly. To provide the funds needed for the partner or employee (or even one of your children) to purchase the business, an insurance policy could be purchased. Your estate plan — including your will and any living trust — should address what happens with the business, in case you still own part or all of it at your death. The best-laid succession plans may go awry if the unexpected occurs. All these business succession options can be complex, so before choosing any of them, you will need to consult with your legal and financial advisors. Whether it’s selecting a retirement plan or a succession strategy, you’ll want to take your time and make the choices that are appropriate for your individual situation. MLA Oakes opens shop
Opening a new office, preparing for multiple meetings daily from groups and constituents from Cariboo North and across British Columbia and developing partnerships to enhance the work already completed by the Cariboo Regional District, City of Quesnel and Multi-Centre Fundraising Committee – it has been an exciting, fast paced and educational 75 days. “First, I want to thank you, the residents of Cariboo North, for placing your trust in me as your MLA. I am extremely proud to represent the residents, businesses and industries and will work hard to advocate our regional priorities and projects,” MLA Coralee Oakes said. MLA Oakes was appointed Minister of Community, Sport and Cultural Development, a ministry which focuses on creating vibrant communities. A priority project identified by the Cariboo Regional District and City of Quesnel is the North Cariboo Multi-Centre project and a number of meetings and steps have been taken to ensure that the message from our communities is clear. “The North Cariboo needs this facility to ensure that we can attract and maintain our current population and support the development of our residents. The North Cariboo Multi-Centre will develop our youths skills in sport and performance arts, enhance our current talented residents and those aspiring residents and provide a recreational facility for all ages and accessibility needs,” Oakes said. The Cariboo Regional District and City of Quesnel have continued to be proactive in making the case heard by all levels of government and their message and spirit have been relayed by Oakes to the premier, MP Harris and the Minister of Transportation and Infrastructure, Todd Stone. “Minister Stone will be sending correspondence to the federal infrastructure department to request support specifically for this project. A much-needed financial injection from the federal government is needed. I am proud that our government is contributing $4 million dollars. A survey has been put out by UBCM to look at how the next round of funding will work best for local governments. This money is not set to be announced until spring of 2014,” Oakes said. In addition to the Multi-Centre project, Oakes opened her office Thursday at 644A Front Street, an accessible office on ground level. The constituency office can help you with providing information on locating government services and contact information, assist in understanding government politics and services, assist in navigating through government bureaucracy, ensure due process is being followed, attend community events, provide congratulatory messages, provide government documents, legislation, discussion papers and other web-based forms if you don’t have internet access. “One of the benefits of sitting on cabinet is that I have been able to talk about other projects in the community. I have talked with the Minister of Education about the need for a replacement of Quesnel Junior Secondary and he has committeed to visiting here. I have talked with the Minister of Advanced Education about our trades and skills facility and he will be visiting in the fall. I have talked with the Minister of Transportation and Infrastructure on the Cariboo Connector and the need for a bypass,” Oakes said. A swimmer dives into a shallow pool of water and never resurfaces. These kinds of tragedies seem to happen year after year. And they especially resonate because they often involve people doing activities we’re all pursuing in the halcyon days of summer. Enjoying the outdoors. Being active. Getting away. Staying cool. But just because we’re slowing down to enjoy the season doesn’t mean we can let down our guard. Traffic may be diminished but it’s still dangerous. The water at the swimming hole may be inviting and refreshing but dangers lurk beneath the surface. Beers on the back deck or campsite are just as intoxicating as those consumed in the pub on a Friday night. Of course, more people are out and about, enjoying the sunshine and warm temperatures, so the odds are more accidents are likely to occur. But the zeal to get out, to maximize our enjoyment of these months before the winter rains and chill settle in again sometimes lead to lapses in judgment. Seemingly inconsequential acts like leaving a window open, rolling a stop sign, not looking both ways before crossing a street, ignoring a prominently placed warning notice can come with huge consequences — sometimes even fatal ones. British Columbians love the outdoors, partly because there’s so much of it at our doorstep and it’s so beautiful, partly because we spend so much of the year seeking shelter from it when rain and snow fall from the sky. Just remember to be careful out there.

Dining with doggies... or not
ast week I took my children out for lunch to The Waterfront Grill and Pizzeria in Peachland. It was a hot, sunny day, so we decided to sit in a shady spot on the patio and enjoy the fresh air and sweet view. As I was ordering, I noticed the server’s attention wasn’t focusing entirely on me, as she kept looking at the table behind us as we spoke. I wondered what was distracting her, but I didn’t turn around until I heard voices being raised. By that time, she was at the table she had been looking at, and was politely trying to explain to an older couple that their dog was not permitted on the premises. “I’m really sorry,” I heard her saying. “It’s not up to me, we’re just not allowed to have animals where people are eating.” The couple couldn’t understand why their small dog wasn’t welcome to rest under the table as they ate lunch, and they were annoyed when the server

When she suggested they set up their pup on the sidewalk, directly beside the table, they were infuriated since the spot wasn’t in the shade. “We’re not eating here then,” the man exclaimed, and they left in anger. I watched them walk down the street, stopping other people with dogs, seemingly explaining their frustrations as they pointed aggressively towards the restaurant. I felt bad for the server. She was just doing her job and may have gotten herself, or her employer, into trouble had she ignored the rules and allowed the dog to stay. She also seemed like the type of person who would

Health bylaws state that, with the exception of guide animals, dogs are simply not allowed in a food-primary place, and those who don’t comply with those regulations could be heavily fined or even shut down. People walking their dogs and wanting to enjoy a meal while they do have to be creative and plan ahead. As much as some of us love our pets and might want them around at all times like they’re our children, we don’t live in a society where we can do that. Maybe the couple in question could take an umbrella with them the next time they’re out so they can easily create shade on the other side of whatever patio they wish to dine at. have tried to figure out an alternative solution that might have made her customers happy. Maybe seating them at the other end of the patio where there was a shadier spot on the sidewalk could have worked. But the couple left in such haste there wasn’t much of a chance to figure out a solution to their dilemma. “Who in the world brings their dog to a restaurant?” my friend asked as he passed by, walking his own pooch. “They should have ordered a pizza to go and eaten under that tree across the street.” I had to agree with him. As much as I love dogs, and animals in general, I don’t think allowing them in the dining area of restaurants is a good idea. Personally, I wouldn’t have minded if that pup had sat at his owner’s feet since he seemed well mannered, clean and quiet. If the restaurant allowed for him, though, they’d have to allow all dogs wouldn’t they? Even the dangerous, filthy and noisy ones.

Annual Barkerville Seniors’ Trek slated Quesnel and area seniors will be able to sign up starting Aug. 20 for the Rotary Club’s annual Seniors’ Trek to Barkerville, slated for Wednesday, Sept. 11. Tour organizer Ron Paull reports that signup sheets will be available at the Quesnel Seniors’ Centre, the Golden Centre and the Royal Canadian Legion until all 110 seats on two charter busses are spoken for, on a first come, first served basis. A couple of changes from previous years are that the event is being held on a Wednesday in September as opposed to a Monday in August because things are a little quieter in Barkerville then, making it easier for seniors and Rotary volunteer helpers alike. The stop at Cottonwood House will unfortunately be missed, as the site closes for the season after Labour Day. Also, the busses will be loading at the Twin Arenas instead of at Fraser Village, where the new hospital parking lot has increased traffic congestion and hindered access for the large tour buses. Following an hour of fun and fellowship on the Cariboo Waggon Road, the entourage will be treated to lunch in Barkerville and admission to the famed Theatre Royal show. After the show, everyone will have time to enjoy tea and sweets in Barkerville’s restaurants while poking about the

shops and displays. Of course, the usual loaf of sourdough bread from Goldfields Bakery will be high on many a shopper’s list. The day will be capped off with the annual group photo in front of St. Savior’s Church. The buses are scheduled to arrive back in the Gold Pan City around 4:30 p.m. Quesnel Rotary Club president Brandi Gunnarson is hoping to accompany the seniors on their outing. “Our club has been hosting the Seniors’ Trek to Barkerville for many years and this is a great way for us to recognize and honour the contributions our seniors have made to the betterment of our community,” Paull said, adding the Seniors’ Trek to Barkerville is the most enjoyable and rewarding aspect of his Rotary service. Paull encourages local seniors 65+ who wish to participate in the trip to sign up as soon as the signup sheets are available on August 20th. “Our club is committed to continuing this annual outing for our seniors. Our charity fund raising pays most of the bills for the outing, but the charter bus company, Barkerville Town, Barkerville restaurants and Theatre Royal all give us a break, which we truly appreciate” Paull said. Gearing up for Skyfest
Military personnel were in Quesnel installing the arresting gear in advance of the arrival of the CF-18 Hornet on Thursday for Quesnel Skyfest which begins Saturday. The arduous work included installing anchors in the ground to ensure, should it be required, the equipment can stop the jet, was made all the worse with sunshine and high temperatures. Installation began last weekend and completed Tuesday. The crew will remain in Quesnel to remove the equipment after the show when it will travel to the next CF-18 rendevous on the summer show shedule. Annie Gallant photos

Sharon married Alan Moi on December 29th, 1962, and lived a full happy life raising kids, dogs and gardening. Rifle unearthed at golf course almost 50 years ago
L
ook what turned up... almost 50 years ago! Or more! While excavating the “new” golf course, apparently one of the workers uncovered a Winchester Rifle. This is based on the assumption this is referring to the ‘new’ golf course started in 1965. Perhaps it was the first golf course started in 1956. Either way, this relic is one of mystery. The rifle changed hands a few times, from there to Bruce Friesen to Carl Kolody and now to the Quesnel Museum. The original story was that it was Kadi Koyama who uncovered it, but, according to Kadi,
PAST TIME he never worked there and although he was very interested in the rifle, he could shed no light on its discovery. Any chance there is someone out there – who might have been around 50 years ago – who could give us a little history on this artifact? The barrel is very pitted and the stock looks like petrified wood. According to the Winchester Rifle website, there were rifles of this calibre around in 1894. There are many questions around this rifle. To whom did it belong? Why would it have been buried in that area? Was it part of a murder scene? Wishful thinking would like it to be a remnant of the Chilcotin Wars, but that’s just wishful thinking. It would be nice to have a bit of local history to go along with this acquisition, so if you can help us out with that be sure to contact the Museum. Obituary Tribute
ROSA THERESA COLEMAN
Rosa loved Quesnel and stated often that if she was a bit younger, she would move here. In honour of her and all the good visits to Quesnel, our family is donating two planter bench combinations to the Royal Canadian Branch 94 (Quesnel) She died peacefully at Langley Gardens in Langley, British Columbia on July 17th 2013, treasured and loved by family and friends. Born in Mossleigh, Alberta, in 1919, she was the daughter of William Francis Stewart (d1966) and Mary Agnes Rosamond Stewart (nee) Webster (d1921). Her death was predeceased by that of her loving husband, Donald William Patrick Coleman in 1981 and by her three older sisters: Margaret Gordon, Elizabeth Andrews and Agnes Barefoot. She leaves behind a cherished extensive family including her six children: William, Stanley (Dianne), Richard (Michele), Patrick (Myrna), Rose Anne (Barry) and Edward (Laurie). A loving grandmother, she will be held deep
in the hearts of her 22 grandchildren and her four great grandchildren. Rosa was a born teacher. After completing her Senior Matriculation at St. Joseph’s Catholic School in Nelson, B.C. in 1938 and a year working in a doughnut shop to earn the necessary money, she attended Normal School in Victoria, B.C. and began her teaching career at Taghum near Nelson in 1940. Over the subsequent six years, working by correspondence and attending summer school, Rosa obtained her B.A. Degree in Mathematics and English at the University of British Columbia. After her children had all started school, she resumed her teaching career in Penticton, B.C. where the family had moved in February 1957; she was able to live independently in her home until September 2012. She spent almost all of her subsequent career teaching English at Princess Margaret School, where she will be remembered with great affection by hundreds of students as well as colleagues. After retirement, she continued her love of teaching for over 20 years by working with many men and women, usually recent immigrants, and helped them learn English. A voracious reader, she was an active member of the University Women’s Club and also enjoyed playing bridge up to the last year of her life. Rosa was a devout Roman Catholic who drew great strength from her faith; she was a lifelong member of the Catholic Women’s League. A memorial mass celebrating her life will be held in St. Ann’s Roman Catholic Church in Penticton on August 6th at 11:00 AM. Following the service, there will be a burial in the grave already shared by her late husband and her late father. The site overlooks beautiful Okanagan Lake, a view she always cherished.

Wildfire burns through provincials The 2013 box lacrosse season was a tremendous success for the Quesnel Wildfire bantam and midget lacrosse teams. The bantams finished second in the B.C. Provincial Bantam C Lacrosse Championship and an even greater level of success was achieved by the midget team, who captured gold at the B.C. provincial Midget C Lacrosse Championship. The Bantam Wildfire went undefeated throughout the tournament until the gold medal game. The winning started Friday with a big 10-2 win over the hosting city, Delta, then continued with a 6-4 victory
against Mission and a closer win, with a 5-4 score over West Kootenany. They continued their streak with another win over Abbotsford. 13-7. Unfortunately, when it came to the gold medal game, the Wildfire ran into a few problems and came up on the short end of a 7-4 score, but still came home with silver medals. In the eight-team provincial championship the game MVPs were Dusty Cathcart, Keygan Harder, Landon Russell and Chase Ballendine. Chase also received a fair play award and Landon the all-star team award. The Wildfire Midget lacrosse team for the first time ever rose to the top of their
division at the BC Provincial Midget C Lacrosse Championship to bring home the gold medal and the championship banner. After losing their first game 6-4 against North-Shore, the Wildfire quickly rebounded and went on a winning streak as they dumped the host city Port Coquitlam 18-1, then downed Nanaimo 5-1. They continued their winning ways by defeating Mission 5-3. The strong victories propelled the Wildfire into the gold medal game, where the once again faced Nanaimo and captured the championship title with a solid 8-4 victory. Players awarded MVPs were Brody
Lawlor, TJ Reistad, Dylan Cathcart, Bryston Waffle and Garth Kennedy. Garth also received the fair play and the all-star team awards. President of the Quesnel lacrosse Association, Lisa Scott said she was so impressed with these two teams and their accomplishments and looks forward to what next year brings for these players. She also wants to thank the Bantam coaches Mike Russell and Jay Moore and midget coach Pat Gibbs for all their hard work and dedication to their teams, and all the other people who help with the teams on and off the floor. –Submitted by Lisa Scott
Chasing perfection across the Alps for a week

Beside all the hours of training and travel, John Courtney and Alex Langley got out of bed and 3 a.m. last November just to put their names in a metaphorical hat in the hope they would get in before the masses and find a place in the Tour Transalp. When they woke up the next
morning they found out they were two of 1,300 people who would be chasing cycling glory across the Alps up roads professionals fear and through quaint, European towns and finding pieces of heaven in the alps. "Just racing on those roads, at that level, with these racers and the sun is coming out and the church bells are ringing. It was a little moment of perfection," Courtney said.

That's when the training began. The pair trained for seven months, hiring a trainer to make sure they would be able to ride with the Europeans where cycling field is deeper than North America. It turns out the trainer was worth it, as the pair placed in front of 642 teams, or 1,284 other riders at the end of the week of cycling.
It wasn't easy getting to that point. "It was a huge time commitment and pretty excruciating. He had us doing a volume of training and type soy training that I'd never done in my life and I've been racing for 20 years," Courtney said. The winter months in the gym and on the stationary bikes were the hardest, he said. But the effort paid off when they
got outside in the spring and all the fitness from the winter was pushing them on and the wind was finally in their hair again. And with those few sentences, we'll breeze through lonely, boring hours in the gym where Courtney and Langley spilled litres of sweat and expanded kilojoules of energy with one thing in mind and get to the exciting bit. Le maillot à pois rouges: conquering the Motirolo from A13 In July, wearing surgical face masks to insure they wouldn't get sick in the soup of bacteria that is recycled in airplanes, the pair got on their flight to Santhofen, Germany where they would begin their adventure. From there, they raced through four countries: out of Germany, up into Austria, into Switzerland and then they finished at Lake Guarda in the north of Italy. Riding that list, which takes all of five minutes to read, the two men rode elbow to elbow with competitors, rode up mountains that tested Lance Armstrong, and descended at speeds more associated with cars than bicycles, and duelling with world-class duathletes for the lead. Day one the pair struggled to get past hundreds of cyclists on tight, European roads; day two was cancelled due to snow in the mountains:
but none of that gives anything near a description of the experience. There were, as Courtney put it above, 'moments of perfection,' such as the sun coming out as the riders hit a picturesque alpine town and shopkeepers cheered them on while the church bells tolled their welcome. The peak though, metaphorically but not literally, was the Motirolo climb, which has been a part of the Giro D'Italia and which Lance Armstrong called the hardest climb he's ever done. "It's a mythical climb – of mythical proportions – and I'm on it. I'm looking at it and I kind of had this moment and I'm thinking this is it, this is the moment that all the training has been for, all this hard work. This is a road that countless legends of the sport have raced on and countless fans have lined this road
side and cheered: 'Vie vie vie.' All my preparations and all the history of this climb welled up in me at once and I started getting super choked up and then I realized my throat was closing up. I thought to myself 'holy crap, get yourself together. you're only a quarter of a way up this thing. You've gotta be able to breathe," Courtney said. And as the team beat each trial, they got stronger and stronger and made up positions until they were the eighth team to cross the finish line to be greeted by their better halves in polka dot dresses, an homage to the polka dot jersey the fastest climber wears on the Tour De France, and take some time to relax and take in a leg of the Tour De France a day later. And the team aspect, was one of the highlights. "It's the camaraderie and the working together that makes these events so much

more interesting. Especially cause you’re working off each others strengths and weaknesses and trying to balance it," Courtney said. "I'm super proud of Alex cause he's a super strong rider and incredibly fast descender. But he hasn't thought of himself as a super
fast climber. In this event it was 2,100m of climbing, so not exactly a course that suits his strengths, but he rode so strong. He really rose to the challenge." Currently the pair have no plans to conquer the mountains again, but magic can be quite addicting.

Showing what can be done, one trip at a time JONAS GAGNON Observer Reporter Breathe in, now let it out. You may not actually feel the oxygen flowing through your lungs, feeding your brain and the various muscles in your body, and, if your lungs are working well, you’ll never notice them except at the end of a long bike ride when your breath comes hot and fast. Now take away those healthy lungs and you wouldn’t get to the end of that bike ride, unless you had a little help, which is what Mark Junge, a native of Cheyenne, Wyoming, is hoping to provide by pushing a machine that has allowed him to continue biking into his seventies, despite his scared lungs, known as Chronic Obstructive Pulmonary Disease. “The whole purpose is to show people even if you’ve got COPD, if you’re on oxygen and you get yourself a portable you can do anything you wanted to do in life and there’s no stopping you,” Junge said. In 2002 Junge was diagnosed with COPD. Blood clots in his veins had found his lungs and caused scarring. It could have been due to genetics, or because of

the surgeries he’s had, the doctors didn’t know. When the news came down, Junge took it hard. “I got depressed and figured my life was over, but it wasn’t,” he said. The first thought for many people might have is two aluminum tanks of compressed air on a trolley, which would have put Junge on a tight leash. The reality is a small, portable device, called the Simplygo, powered by batteries that strips the air of its nitrogen, feeding oxygen to the user. For Junge, this, and hopefully ever-smaller machines, are the future, while the tanks of compressed air, they’re ancient history. “Some day we’ll look back on that as antediluvian, as the Jurassic period of oxygen therapy, because people won’t have to go that route,” he said. He looks forward to the day when he’ll be able to wear a belt, powered by the sun, that will give him the oxygen he needs. This all led up to a novel idea: he put it beside his stationary bike at the local YMCA and rode as he would have otherwise. It worked and inspired an idea. With a desire to see his country and a growing awareness of his mortality,

Winter Works program Cut Back for 1964 “Mayor A.V. Fraser expressed concern at the time allowed for completion of Winter Works projects when the new regulations were read to council meeting Monday. Under the revised plans, projects must be finished in the six months between November 1, 1963 to April 30, 1964. It was emphasized in the regulations that no extensions would be allowed, as had been the policy in previous years. Federal authorities will contribute 50% of the payroll costs incurred on approved projects with Provincial government adding 25% of the pay cheque. In special circumstances the Federal contribution will be upped an additional 10%, but only for distressed areas with heavy unemployment. It was felt by Council that in some Northern areas a severe winter and a late break-up could seriously hamper projects started under the program, and make their completion in the specified time impossible.” This Column is to highlight our 50th Anniversary

½ cup liquid honey 2 cups water 2 black tea bags 2 tsp vanilla extract ½ tsp ground ginger ½ tsp ground cinnamon ½ tsp ground allspice 2 cups milk, soymilk or milk substitute To make Chai Tea base, in a medium saucepan, combine honey, water, tea, vanilla, ginger, cinnamon and allspice. Bring to a boil. Reduce heat and simmer for five minutes. Remove from heat,
cover and allow to steep for 30 minutes. Remove tea bags. Cover and refrigerate Chai Tea base. To serve hot: Combine equal parts of Chai Tea base and milk. Heat on stovetop or in microwave.
