A few months ago, Desiree Wells’ paycheque arrived a couple days late. What would be an inconvenience for some turned into a serious headache when payments for her phone, internet, tablet and payday loan were charged to her empty bank account, resulting in significant NSF (non-sufficient
funds) charges. Wells has an artificial leg which she says limits her ability to work, and earns about $1,000-$1,200 a month providing child care and selling the jewelry she makes. The New Westminster woman lives frugally and shares an apartment with a boyfriend and roommates. The NSF charges have spiralled into the hundreds of dollars, and are the most recent financial difficulty for Wells, who has a bank account but no overdraft due to lack of a positive credit history.

Compounding tight finances is a payday loan habit that she can’t shake. About a year ago, she was short of cash and resorted to an online payday lender for an extra $100. Though she paid it back in full, including the interest fee of about 40 per cent, it meant she was now down about $140 the following month. “Like I’m sure everybody can attest, you get one (payday loan), then the next month you get a little bit more because of what you have to repay,” said Wells. “Then like a
snowball it just gets out of control.” The loan has ballooned to $350 a month, with the interest bringing that number to $500. “It’s now costing me almost $150 every month, just to pay the interest.” She’s managed to hold the line at $350, but it means her already meagre income is significantly diminished. Because Wells’ payday loan was secured online, it was likely not subject to any rules, such as limits on the interest charged. Please see ANNUAL INTEREST, A3

It seems there may have been a little more than nollies and railstands going on at the Bonsor skateboard park recently. On Tuesday, Burnaby RCMP arrested a 23-year-old male for trafficking in marijuana. Acting on a tip from the public, the RCMP Community Response Team put a suspect under surveillance for several days before executing a search warrant on his residence. They seized a quantity of marijuana and arrested the suspect at the skateboard park. That’s caused some concern to the police. “The fact that the arrest occurred at a skateboard park utilized by youth could suggest that some youth were also being supplied marijuana, which is illegal and addictive,” said Sgt. Scott Rintoul of the Burnaby RCMP. The investigation is continuing.

There’s a fixed cost to the borrowing, the CPLA says, and it’s clearly stated up front. As well, says CPLA president Stan Keyes, dealing with a licensed payday lender is a safer option than turning to an unregulated online lender that could be offshore. “Or to someone in a pool hall where physical harm might be part of the contract,” Keyes said. In fact, the industry has grown because this need has not been met by traditional financial institutions. Just a few years ago, payday lenders were effectively unregulated in Canada. Though payday loans have always exceeded the 60 per cent maximum annual interest outlined in the Criminal Code of Canada, provinces avoided pursuing any criminal action as payday lenders were seen as preferable to black market lending. Late in the last decade, however, Ottawa called on the provinces to install comprehensive legislation and now there is a patchwork of rules across the country. ACORN members outside the Burnaby office of the Residential Tenancy Branch on Thursday. About 15 members of the community union that represents low and moderate income earners were shouting out for amendments to the provincial Residential

Time to legalize?

There’s a reverse echo going on around the country. Whenever Liberal leader Justin Trudeau says something, his comments are invariably followed by a response, usually snide, from the Prime Minister’s Office, in other words, Stephen Harper. Last week, Trudeau was in B.C. and he spoke for the decriminalization of marijuana. He said it’s no worse than smoking or drinking alcohol. And just like those vices, legalizing marijuana would allow the government to tax and regulate it accordingly. Not surprisingly, the PMO came out chastising Trudeau for his comments. Why not? Harper has nurtured a tough on crime reputation. To the Conservative government’s credit crime across Canada appears to be on the decrease, according to Stats Canada data released recently. Interestingly enough, statistics for marijuana-related offences are on the rise and began rising at about the time Harper and the Conservatives won their first minority government. Coincidence? The point is, the Conservative government, previous governments and the U.S. federal and state governments have tried to put the lid on marijuana cultivation, distribution and use. The end result has been a very expensive failure. Estimates of the annual value of the marijuana economy vary, but let’s pick a conservative $10 billion. If marijuana were legalized, the federal government could keep $9 billion and pass $1 billion off to health care, education or social housing. What about endangered species, the coast guard or infrastructure upgrades? It’s time to rethink the approach to the war on drugs, legalizing marijuana would be a profitable and useful first step. —Penticton Western News

B.C. aboriginal progress fragile VICTORIA – The ceremonies have become common at the B.C. legislature. Government officials and aboriginal leaders gather to celebrate resource sharing agreements that allow economic development in areas that need employment but are hampered by a century of uncertainty and dispute over treaties, or lack thereof. This approach emerged a decade ago with forest agreements. The B.C. Liberal government bought back timber cutting licences from big forest firms and made them available for community forests and aboriginal communities who claimed the areas as their traditional territories. Recently the approach was extended to mining revenues and water licence fees paid by private power developers. These are substantial steps forward for the only province in Canada in treaty limbo. A 2010 sharing deal worth more than $30 million in royalties for the Mount Milligan copper-gold mine north of Prince George helped the McLeod Lake Indian Band recover from the pine beetle and forestry slump that devastated its business base.

After many years of struggle, Mount Milligan expects to go into production this year. Another agreement with Kamloops-area communities shared revenues from an expanded Afton mine. Perhaps the most ambitious agreement was concluded in March of this year when the government signed a deal with the Tahltan Nation for mining and hydroelectric development in remote northwestern B.C. The deal clears the way for a major extension of the BC Hydro grid to power the Tahltan village of Iskut and also the Red Chris metal mine, opening up the region to other mining and hydro potential as well. To get that deal, the province put up $20 million last year to buy back Shell Canada’s coalbed gas leases in the Klappan region, headwaters of the Nass, Skeena and Stikine Rivers.

Those leases had become a target of international protest. Even after these expensive concessions, it would be an error to conclude that all is well between the Tahltan and the province. Stikine MLA Doug Donaldson questioned Aboriginal Relations Minister John Rustad on this point during the recent legislature session. The Tahltan Central Council was pleased about shared decision-making on resource projects, until they found out that B.C. had handed the environmental assessment of a new open-pit coal mine over to the federal government. The proposed mine is in the Klappan, known around the world as the Sacred Headwaters. Rustad said shared decisionmaking deals such as the Tahltan agreement do not cover activities of the B.C. Environmental Assessment Office. Whether the review of that coal mine is federal, provincial or combined, it requires extensive consultation with affected parties. That’s great, but all that goodwill could evaporate quickly if a coal mine ends up getting a permit despite Tahltan objections.

Rustad’s Nechako Lakes constituency is also a focal point for oil and gas pipeline proposals. Donaldson highlighted another problem. Last year the government signed a reconciliation agreement with the Gitanyow First Nation near Terrace, one of many communities struggling to get through the B.C. treaty negotiation process. That agreement included a joint land-use plan. Then the Environmental Assessment Office asked the Gitanyow for its input on proposed gas pipelines through its territory, to feed the government’s liquefied natural gas plans. Again, the joint land-use plan has no provision for pipelines. The Gitanyow hereditary chiefs wrote to the B.C. government in July, threatening to go to court over the pipeline proposal and questioning the value of their hard-won reconciliation agreement. Resource revenue sharing agreements and shared landuse plans are well-intentioned and represent real progress. But these situations show how fragile they are.

Not a drop of rain was recorded at Vancouver and Victoria airports during July, the first time that has happened since Environment Canada began keeping rainfall records in 1937. Much of the rest of B.C. also had an unusually dry
month, with numerous local records falling. Williams Lake airport recorded 1.6 mm of rain during the entire month, while communities in the northwest had only occasional showers. Provincial bans on all open burning including campfires took effect Thursday in the Kamloops and Coastal fire districts, covering most of
southern and central B.C. The ban covers coastal areas except Haida Gwaii and the designated “fog zone” along the west coast of Vancouver Island. Fire bans apply to open fires of any size, including those with permits, as well as industrial burning, fireworks, tiki torches and burn barrels. Camp stoves that use propane or briquettes are still allowed. The ban took effect as rain showers were forecast for many areas of the province. Former Burnaby RCMP spokesman found dead A former media spokesman for the Burnaby RCMP was found dead in his Abbotsford home on Monday. Sgt. Pierre Lemaitre served as the public voice and face of the detachment from 2004-06. But he was perhaps better know as the officer who provided the first public statements following the Taser-related death of Robert Dziekanski at Vancouver Airport in 2007. On Oct. 14 of that year, Lemaitre held a press conference to address the incident that had occurred earlier that day in which Dziekanski died after being Taser by police. Four officers had been deployed to the airport after reports a man was causing a disturbance. However much of what was relayed to the media was later contradicted by video footage shot by a witness. Lemaitre, and the RCMP as a whole, were criticized for inaccuracies in
their reports and even accused of deliberately misleading the public. Lemaitre testified in April 2009 at the Braidwood public inquiry into Dziekanski’s death. Inquiry commissioner Thomas Braidwood concluded in his final report that Lemaitre hadn’t intentionally disclosed inaccurate information about Dziekanski’s death and that he was later prevented by a superior from correcting the public record. The four officers involved in Dziekanski’s death were all charged with perjury for their testimony at the inquiry. The first of them to be tried, Const. Bill Bentley, was found not guilty on Monday, July 29, the same day Lemaitre died. Lemaitre joined the RCMP in 1984. No cause for his death has been released.

“I heard the stories,” said McGovern, the chair of Burnaby’s chapter of ACORN. Those included neglectful landlords who didn’t keep their properties in good repair or ignore pest problems and intimidation by landlords. “We need more protection for tenants from those kinds of landlords,” said McGovern. The general lack of low-income housing compounds the problems, said McGovern, because many
tenants are afraid to stand up against troublesome landlords and risk getting put out onto the street. “It’s frustrating,” said McGovern. “People are desperate, so they’ll take what they can get.” A leaflet handed out by ACORN members asked for a meeting with Housing Minister Rich Coleman so he can “take action to protect the citizens of B.C. who are renters.” “We’re just hoping for a bit of sympathy,” said McGovern.

No ‘showdown’ with teachers, minister says By Tom Fletcher

The B.C. government is pressing ahead with its goal of a 10-year agreement with B.C. teachers, appointing a “public administrator” to replace school trustees on the board of their provincial bargaining agency. Education Minister Peter Fassbender said the change is temporary, and the B.C. Public School Employers’ Association will continue to play an important role in talks with teachers and support staff. BCPSEA will be under the direction of Michael Marchbank, CEO of the Hospital Employers’ Association, when talks with the B.C. Teachers’ Federation resume in September. Fassbender’s announcement surprised school trustees around the province. He said he spoke to or left messages for trustees on the BCPSEA executive before making the announcement in Vancouver Wednesday. The move is to meet a demand of the B.C. Teachers’ Federation to bargain directly with the B.C. government, Fassbender said. The government also intends to eliminate essential services rules that keep schools open with minimum staff during strikes. Fassbender denied the suggestion he is setting up a “showdown” with teachers that would shut down schools and turn the public against unions.

The structural change is needed to achieve the stability for students and parents promised by Premier Christy Clark, he said. “It’s not about pitting them against us,” Fassbender said. “It’s about finding a new road map where we can achieve that goal.” A two-year contract extension and wage freeze imposed by the government on teachers expired at the end of June. Jim Iker, who took over this spring as BCTF president, told CKNW radio Thursday his union isn’t opposed to a long-term settlement, as long as more
resources are there to improve classroom conditions. The BCTF is returning to court this fall to seek restoration of bargaining for class size and special needs support. School support staff represented by the Canadian Union of Public Employees are to resume negotiations for a new contract this month, after walking away last spring because their negotiators didn’t believe BCPSEA had an adequate mandate to get a settlement. CUPE employees have not had a raise in four years.

Lakers looking to tie series The Burnaby Lakers will be looking to tie up their 2013 Western Lacrosse Association semifinal series with the Victoria Shamrocks on Wednesday at Bill Copeland Arena. The Shamrocks took the first game of the best-of-seven series 12-8 last Wednesday. e are all collectors to some degree.
Many of us take the hobby of collecting to the extreme: from stamps to sports memorabilia to books, downloads of music and video, shoes, Christmas decorations and objects like teapots, pigs, dolls and elephants. For the most part, we collect these things because they make us feel good. We might Geraldine parent have started to collect things based on an interest or a particular situation, story, or tradition. While the item being collected is the goal, for many collectors, it is the seeking, locating, acquiring, organizing and display of the item that is most exciting. For museums and galleries the process of collecting follows a similar pattern. Works are researched and acquired in order to show the breadth of an artist’s works, to relate to other works, to show

She was born in Winnipeg & raised in Burnaby where she also raised her own family. Her parents, Victoria and John Dinsmore had 10 children, 6 of whom predeceased her. She is survived by: husband Arthur (Bud) Smith, children La-Lonnie Oster (Larry), son Dallis Smith (Linda) & with her first husband, Henning Jensen (deceased 1944), son Wayne Jensen (Marian) & daughter Diane Wark (Pete). She dearly loved all her family including 6 grandchildren & 4 great grandchildren, her surviving siblings, Peggy, Grace, Fraser, many cousins, nieces, nephews & their families. There was always music in their life & home. Her last 13 months were spent in Extended Care, where she loved to listen to her favorite songs on her MP3 player. Mom has donated her body to UBC for research to help others. She was a very special lady and will remain forever in our hearts. Rest in peace Mom. Love you.
