Chortyk said the landlord is in the process of filing the re-zoning application. “To derail the opening...over misconceptions based on old shelter models would do a huge disservice to the animals who desperately need our help and to the incredible SPCA supporters in Campbell River who have worked so hard to bring their SPCA back,” Chortyk said.

Boom could top $100M Construction in Campbell River continues to ride a growing wave – and has surged ahead of the Comox Valley. Second quarter statistics released by Building Links show year-to-date construction values total $55.7 million in Campbell River, $29 million more than last year. The construction values from Comox, Courtenay, Cumberland and the CVRD total $28.5 million – $17 million less in construction values than Campbell River. Construction values have declined during the first six months of 2013 compared to the same time period in 2012 in Comox, Courtenay, Cumber-
land and in the Comox Valley Regional District. “The exception is Campbell River, where construction values have increased by more than 100 per cent from January to June 30 this year, compared to the same time in 2012,” says Clarice Coty, editor of Building Links. Campbell River has additional new projects going through the building permit process, and Building Links estimates that Campbell River will top $100 million in construction values this year. “This shows that the city is doing something right with the cost and speed of processing applications, and your interac-

ing meetings that a director was appointed to by the regional district’s board of directors. “I understand where it’s leading, but I have a problem because it’s a UBCM appointment, not an appointment of the SRD (Strathcona Regional District) – it’s a sought appointment,” MacDonald said. Abr am s ai d t h at shouldn’t matter. “To not pay it would be totally inconsistent,” he said. “That this board didn’t appoint me I don’t think is relevant at all.” A re a D D i re c tor Brenda Leigh sided with Abram, noting the board should be grateful to have local representation at a provincial table. “There is probably very few people in the province with the knowledge and background of finish and shellfish aquaculture that Director Abram has,” Leigh said. “He knows a thousand times more about this topic than I do – $125 for meetings only twice a year is not much to pay for somebody who has the expertise he does.” MacDonald insisted it wasn’t Abram’s expertise he was questioning rather the principle. “It’s where the appointment is from and it’s not from us,” MacDonald said. Abram than came up with an agreeable solution – have the board appoint Abram to the committee in order to make him eligible. The board did just that, which will allow Abram to claim compensation. Abram said Fisheries and Oceans will pay for travel expenses, but not personal time.

Two more companies have applied for 18 coal licences in the region. CoalWatch Comox Valley recently revealed the new coal licence applications. CoalWatch president John Snyder says he was surprised when he found them on a government website. “We were stunned to see this amount of new coal license applications covering such a large area of the Comox Valley,” says Snyder, noting CoalWatch had been focusing on Compliance Coal Corporation’s proposed Raven Underground Coal Project in the Fanny Bay area – which is in the pre-application stage of an environmental assessment. Feisa Resources Canada Ltd. filed 10 coal licence applications in the area from Fanny Bay to Royston. The total area covered by its applications is 13,312 hectares. Golden River Resource Inc. filed eight coal

licence applications – four in the Anderson Lake area, north of Comox Lake, and four in the Oyster River area. The total area covered by its applications is 9,075 hectares. Snyder says the Anderson Lake area applications worry him especially. “The four that are really problematic are the ones by Golden River Resources; those are right in the Tsolum/ Puntledge River area which is a really sensitive watershed,” says Snyder, noting the years of work
that went into restoring the Tsolum River from pollution due to an old copper mine site on Mount Washington. Meanwhile, Snyder believes it’s possible some of Feisa Resources coal licence applications may not move forward. “It appears that most of the ones that are by Feisa Resources Canada overlap, or are smack dab, right on top of Compliance,” says Snyder, noting Compliance already owns 60 per cent of the subsurface mineral rights for a large area of the Comox Valley.

Compliance president and chief operating officer Stephen Ellis says it’s possible some of the area covered in the new applications does overlap. “We own the subsurface rights to the coal and they can’t be taken away from us — they can be bought from us —but they can’t be taken away,” he said. Snyder is shocked there’s been no public notice about the new coal licence applications. In June, the Comox Valley Regional District was asked for comment on licence applications in the Anderson Lake and Oyster River area. The committee of the whole approved letters to the chief inspector of mines requesting no licence be issued due to concern that coal mine exploration, and further exploration, impacts existing industries.

When Beth Boyce, curator at the Museum at Campbell River, ran into Heidi Swierenga of the Museum of Anthropology (MOA) last week and heard about the destructive fire at the U’mista Cultural Centre in Alert Bay, her first thought was that she should offer her services to the Centre. Before joining the Campbell River Museum, Boyce interned at MOA and has also completed a Masters in Art Conservation. When the centre director Sarah Holland heard from Boyce, she immediately invited her to come and join the team in Alert Bay that were assisting after the fire. It isn’t just the building damaged in the fire that concerns staff at U’mista and the people of Alert Bay; they are extremely concerned about saving the invaluable collection of potlach masks housed in the building that were damaged and now need experts to work towards restoring them. If you have ever visited the U’mista Cultural

Centre, you would have seen the incredible display of masks that the families of Alert Bay are proud to have back in their community. Many of the masks were sent to Ottawa, to New York and even further afield at a time when potlachs were outlawed. The collection at U’mista celebrates the return of the masks to the N’amgis people and links them to their past and the practices of their elders. The Centre, opened in 1980, was
purpose built to house the collection, and the room that the masks have been displayed in aptly showcases these original pieces and helps to convey the deep sense of pride, beauty and spirituality that the masks inspire. In all, there are 113 masks. Twenty-two of them were soaked with water when the sprinklers went off, and many are covered with soot. Boyce has a only few days to spend there, and is currently cleaning soot
off the masks and other pieces that were in the room, and showing the U’mista staff how to do it so that they can carry on once she has left. Although the Centre is still opened, it could be months before the room and the masks are ready again for viewing.

Theft can damage a lot of good work The volunteers who form the parent advisory council at Discovery Passage Elementary School shouldn’t hold their breaths “waiting for justice.” It’s unfortunate, but it’s rare to get real justice out of the legal system. And that’s likely the situation the council will find itself in, when Neil Taylor is sentenced for stealing more than $5,000 from the school fund to buy new playground equipment. He was also charged, along with his wife Jessica, of committing fraud over $5,000, but it’s expected those charges will all be dropped in exchange for the guilty plea Neil Taylor entered in provincial court last week. That may not seem fair to the council members, the staff, students and everyone else who donated money to the cause,
but it’s a compromise solution that’s common in most court cases. In short, a guilty plea spares the great expense of running a trial, it spares the victims of testifying against a former friend, and it guarantees a criminal conviction. The latter is important, but it now gives the council “sure footing” if it chooses to pursue a civil lawsuit. That can be expensive too and, again, there’s no guarantee the council would ever get a dime back, even by winning a potential lawsuit. What would serve as far better justice would be for Neil Taylor to repay the money he stole, plus a fine. Again though, that could be a longshot because people who typically steal don’t have much money. We can’t say
if this was the case for Neil Taylor; we don’t even know why the money was taken. Perhaps we’ll find out when he’s sentenced. What we do know, according to the council, was that more than $10,000 went missing from the count when Neil was treasurer and his wife the chair. Thankfully, the new playground was built thanks to a $50,000 grant from the province. The real problem created by thefts like these is the doubt it may create in the minds of the people who donate. This is a very generous community and we donate because it helps improve individual lives as well as the community. Volunteer groups do tremendous work in Campbell River, but they must always be on guard for people like Neil Taylor.

Retaining ugliness
Returned home recently after a few days away in Victoria and was appalled to see yet another huge retaining wall being built on the corner of Alder and Cameleon streets. This type of wall only benefits the homeowner who is constructing it and contributes to the uglification of Campbell River. The first wall was unbelievable – we couldn’t believe that it was a legal structure, and now it appears they are multiplying! Where will this end? We feel very sorry for the neighbours who are forced to look at them every day. We have had several groups of company recently and there was 100 per cent agreement that the first walls (they didn’t have the “pleasure” of seeing the current one being constructed ) adds nothing except to make the city look worse. Let’s do something about the proliferation of this type of retaining wall by making bylaws that outlaw them. What is the rationale for allowing an individual homeowner to ruin the landscape to get a better building lot? The lot is what it is and can be built on without resorting to drastic measures that negatively impact the senses of visitors, future residents and current residents of our wonderful city. If you would like to get a full view of the walls, take the Alder exit off Dogwood and head south. Believe me, you can’t miss them. I find it amusing the Campbell River Storm want to improve the city’s image to attract better players. How about the Storm improve their own standard of play and then maybe they’ll attract better players that way? Honestly, when the Storm “owned” the VIJHL in the 1990s, I bet there was no trouble attracting players. In recent years, however, I hate to say it but the Storm sucked. That’s probably the biggest reason they have trouble attracting players. A little history here – as I understand it: the VIJHL expanded into Campbell River and the owners decided they wanted to ice a decent team and drift away from being a league of undrafted midget castoffs who just wanted a league of their own to skate and fight in. The
Storm led the way by recruiting players who still had a dream of bigger and better things for their hockey careers. Consequently, the Storm were perennial winners and champions. And some Storm players went onto Junior A and Major Junior hockey teams. But then the rest of the league started to follow the Storm’s model and raised the quality of their organizations, their players and, consequently, the league and the Storm began to fall behind. Now, the new owners of the Storm want some helping “selling” Campbell River. Team governor Wes Roed said the Storm works at promoting the community when recruiting players but Campbell River has “an image problem.” Just what exactly is that image problem? It appears that the “immediate reaction”
from players is that Campbell River is “a hole hidden away somewhere.” What? Who are they trying to recruit? I’m thinking that Roed could have chosen his words a little more carefully. If, as I suspect, he means that Campbell River is not a place familiar to say, Albertans or players from further east, I’d understand. But to say Campbell River is a hole hidden away somewhere is a pretty vague reason for recruiting difficulties. I’m a homer, I admit, but I find it hard to believe the general image out there is that Campbell River is a hole. Again, I reiterate, maybe the Storm have trouble recruiting people because they are a perennially losing team. Take some personal responsibility for your challenges and don’t come to the city asking for $15,000.
What kind of program is the Storm offering players? What guarantees of athletic improvement does it provide? What’s in it, hockey-wise, for the player? What’s in it educationally? Give the player a good deal to play hockey for your team and I’m sure they’ll be willing to give Campbell River a chance. But if a player has a choice between playing for Saanich, Victoria, Nanaimo or Campbell River and the Storm are league doormats, who do you think they’re going to sign with? But if the Storm is a winning team with a reputation for quality coaching and offering a player a chance to improve, I bet recruiting becomes significantly easier. Continued on Page 9

Mount Washington’s popular Alpine Wine Festival returns this Friday and is quickly followed by a sumptuous Wine Pairing Dinner on Saturday. “We have an unbelievable range of wines to sample from this year,” says mountain spokesperson Brent Curtain. “There will be wines from our local region, nationally and even some international varietals.” Wineries and distributors attending this year’s event include Peacock and Martin Imports, Averill Creek Vineyards, Coastal Black, Beaumont Family Estate Winery, Merridale Ciderworks, Saturna Family Estate Winery, The Kirkwood Group, Jackson Triggs,
Sumac Ridge, Bodacious, Saint and Sinner, South End Farm and Vineyard, Andrew Peller and Blue Moon Winery. The event will provide guests with an opportunity to sample new varietals, ciders, meads and fruit wines, all in a spectacular setting at the Raven Lodge overlooking the peaks of Strathcona Provincial Park. Tickets are $30 and includes 10 samples and a festival glass. Additional tasting tokens can be purchased for $1 each. All of the sampling will take place from 6-9 p.m. Proceeds from the Alpine Wine Festival will benefit the Vancouver Island Mountain Sports Society. In addition to the wine
sampling, light appetizers will be available at the event. Saputo Cheeses, Hot Chocolates, Cakebread and Thrifty Foods will all be serving up some delectable gourmet treats that pair perfectly with wine. For those looking for a full meal, a gourmet salmon and steak BBQ will be held at Raven Lodge for an additional charge. On Saturday night, the Wine Pairing Dinner tradition continues. The dinner, hosted by sommelier Jason Hyde of Peacock and Martin, features an unbelievable six-course meal prepared by guest chef Daniele Mereu. It’s just around the corner – the big day when your child or grandchild heads off to college or university for year one of their next great educational adventure. You’ve prudently planned for this day by regularly contributing to investments held within a Registered Education Savings Plan (RESP) – and now it’s time to get the most out of it with the right withdrawal strategies that will minimize your student’s taxes and get the full benefit of the Educational Assistance Payments (EAPs) for qualifying educational programs. EAPs consist of the Canada Education Savings Grant (CESG), the Canada Learning Bond (CLB) and the income or growth earned from the money you’ve invested in the RESP.1 Withdraw EAPs before withdrawing contributions. As the subscriber of your student’s plan, you can elect to withdraw the income, grant, and bonds as EAPs, which will be taxable in the hands of your student whose low income, and personal credits and deductions (including the
tuition credit, education credit, moving expenses deduction, and so on) should offset some or all of the income inclusion of the EAP.
Withdraw contributions after your student starts school. Early withdrawal will trigger a CESG repayment. Spread out the EAPs over the length of your student’s educational program. Taking a lump sum in the first year may burden your student with a high taxable income. Spreading out the EAPs over a number of years takes advantage of your student’s (usually) lower marginal tax rates. Avoid potential CESG clawbacks by withdrawing EAPs when you can. If there is any CESG or CLB remaining in your investments held within a RESP after your student completes (or leaves) their post-secondary program, you may be required to refund this “excess” CESG grant money. Get proof of enrolment right away so you’ll have money when you need it. Before releasing an EAP, your RESP carrier will require proof of enrollment.
Use leftovers wisely. Any contributions remaining in the plan after your student finishes college or university are yours to use as you wish – transfer them to another child’s plan or withdraw them for personal use. When you started that RESP many years ago, you probably wondered if it was a good investment strategy. Now you know that it was – especially today, with a post-secondary education so costly and so necessary. Talk to your professional advisor about other good strategies for achieving a debt-free education for your children or grandchildren and financial stability for your family. The Canada Education Savings Grant (CESG) and the Canada Learning Bond (CLB) are provided by the Government of Canada. CLB eligibility depends on family income levels. Some provinces make education savings grants available to their residents. 1

1995 Predators swim to best meet in club history Eight swimmers representing the North Island Predators Association took to the pool for the Canadian Age Group National Championships in Montreal, Quebec on July 24. The team was made up of four swimmers from the Comox Valley Aquatic Club, and four swimmers from the Campbell River Killer Whales, all looking to swim their way on to the podium in one of the biggest meets of the year. All the coaches were very excited to see what these kids could do, but no one was prepared for how successful the meet turned out to be. Conner Skuse and Brooke Lamoureux both brought in four medals a piece at the national championships, exceeding both their goals going into the meet. Skuse ended the meet with two bronze medals in the 200 IM and 1500 freestyle, one silver in the 200 breaststroke, and one gold in the 400 IM. In the 200 breaststroke, Skuse smashed the club record which was held by Alec Page, who is competing at the World Championships in Barcelona this month. The times posted by Skuse in both the 400 IM and 200 breaststroke, put him in the top eight fastest 13-year-olds to ever swim in Canada. Lamoureux was also not a stranger to the podium, ending up with three bronze medals in the 400, 800, and 1500 freestyle, as well as a silver medal in the 5km open water race. showed that he will be someone to keep an eye on in years to come. With a bronze in the 50 backstroke and the 200 backstroke, he was no stranger to the podium throughout the weekend. Jordyn Ryan was another Predators swimmer who kept on smashing goals throughout the meet. Talking to her coach before the meet, Ryan’s main goal was to make a final at the championship meet. After making the final in the

200 backstroke, an event that was a bonus swim for her, Ryan carried the momentum throughout the rest of the competition. She went on to final in every event but one over the course of the competition, with the highlight being a bronze medal in the 400 IM on day two. Mackenzie Padington also became familiar with the excitement of finals. With six top 10 finishes, including an amazing swim off in the
100 breaststroke to make it into finals, Padington was always right in there battling for a medal during each session. Her first AGN championship medal came on the last day of the meet in the gruelling 5km open water race, where she joined teammate Lamoureux on the podium, picking up a bronze, for what was one of the most exciting finishes of the whole competition. Kennedy Windle was the rookie of the team
this year, and one of the youngest Predators at the competition. Windle blew all expectations out of the water, making her first ever AGN final in the 200 breaststroke. Moving up two spots in the final to finish seventh, Windle also finished with a Western Canadian qualifying standard, which allows her to compete at the Western Canadian Championships next spring. The competition ended
up being the most successful meet in Predators history, with the team ending up with 12 medals, placing fifteenth overall as a team, with the girls team finishing ninth overall, ahead of over 120 other clubs from around the country. Coaches Sarah and Darryl Rudolf were very proud of the swimmers over the course of the weekend. The team came together as a family, supporting each other in their failures, as well as
celebrating together with their successes. Next up for the Predators is a much deserved break, as the 2013-14 season is right around the corner.
