With 98 children registered in the summer reading club programs at the Library, Summer Student Jessica Vanderheide and Program Coordinator Marlee Johnson have their hands full. The six week programs, July and August, is all about helping kids maintain their reading ability by keeping a summer reading record, and Johnson says that so far kids have read 752 books. Off-road vehicle users are being encouraged to help protect critical wildlife habitat by staying out of sensitive ecosystems such as wetlands, streams, grasslands and alpine areas, or risk enforcement actions. Under the Forest and Range Practices Act it is illegal for people to cause environmental damage on Crown land, said Brennan Clarke, Public Affairs Officer for the Ministry of Forests, Lands and Natural Resource Operations. Clarke says that those who cause damage to an ecosystem, such as damage caused by motorized vehicles, may face enforcement ranging from warnings to violation tickets that carry a $575 fine. More serious cases of damage could lead to penalties of up to $100,000 and/or a year in jail. “Throughout August, provincial natural resource of-
ficers will be doing random inspections at known off-roading sites including but not limited to the Seaton Basin meadows, the Hunter Basin Road area and the McKendrick snowmobile trail from Dome cabin to Mount McKendrick,” said Clarke. “The goal of these inspections is to encourage safe and responsible recreation and to educate the public about the rules. The ministry takes non-compliance very seriously and natural resource officers will be looking for individuals and groups that are not adhering to the rules and regulations.” Clarke continues: “Irresponsible offroad vehicle use in alpine, grassland or wetland areas can disturb soil and destroy plants, risk watershed and water source quality, threaten or kill birds and animals, and introduce invasive plants that displace native vegetation that wildlife rely on. At 11:10 p.m. July 25, police on routine patrols in Granisle found a drunk person getting ready to drive. RCMP Cpl. Geary says he was were in the drivers seat with the keys in the ignition

when police stopped them and demanded a roadside screen. The driver refused, so he were charged and fined $500 for refusal, the vehicle was impounded for 30 days, and his licence was suspended for 90 days, said Cpl. Geary. The driver was also charged $500 for not having insurance, and was arrested when he became aggressive and started threatening police. *** Police got a report of a rollover in the ditch near Hungry Hill at 1 a.m. July 26. Cpl. Geary says the driver was from
Smithers, was not injured or impaired, but admitted to driving too fast. The driver was given a ticket for driving too fast, and got a ride to Smithers from a Smithers RCMP officer. *** On July 26, police got a report of vehicle obstructing a lane on Wylie Road in Topley. Cpl. Geary says police called the owner who agreed to move the vehicle. *** Police got a report of two males fighting on Pearson Road at 2:55 p.m. July 26. Cpl. Geary says one

male attacked another from behind and then fled the scene on a bicycle. Police talked to several witnesses and found that the attacked male had a major cut under his eye. Cpl. Geary says investigation is ongoing and anyone with information is asked to contact Houston RCMP at 250-845-2204 or Crime Stoppers at 1-800-2228477. *** At 8:53 a.m. July 28, police got a report of a drunk male at 7-11 who was bleeding from the mouth and was concerned someone was following him. Cpl. Geary says the male said he was punched at a birthday party but he didn’t want to press charges or get an ambulance. *** At 7 p.m. July 28, police got a call about a speeding pickup. Cpl. Geary says police pulled over the driver, found that he was supposed to have ignition interlock and didn’t, so police charged him and reported it to ICBC. *** At 8 a.m. July 29, police got a driving complaint about a b-train tractor trailer on Highway 16 near Hungry Hill. Cpl. Geary says the complainant said the truck was following too close with high beams on, and then passed too close almost hitting them.
Cpl. Geary said police found and talked to the drivers, who had both pulled over and were calmly talking, and gave both drivers a verbal warning, but no tickets. *** Police got a report of an erratic driver in the Industrial Park at 11 p.m. July 29. Cpl. Geary says police found the driver, who said they had just been egged on the highway. Police noticed the vehicle was covered in egg, but the driver had not gotten the licence plate number of the vehicle who egged them. Cpl. Geary says police encouraged the driver to call them right away instead of trying to chase them down. *** At 5:30 p.m. July 31, police were flagged down by a female who felt threatened by a male. Cpl. Geary says police attended and found that the male had seen her speeding on 6th Street and felt she was endangering his children, so he confronted her about her speed and made some comments he said he regretted. The female felt threatened, but understood after talking with the male and police, and agreed to slow down, said Cpl. Geary. No charges were laid.

Belle of the ball
I
n Northwest BC, we (residents) are suddenly the belle of the natural resource ball, with many suitors (LNG, mining and oil companies) vying for our hand (social license and support). We’re interested in being courted because of relationship benefits (jobs, skills training, tax revenue, etc.), but we’re overwhelmed by the attention and don’t know how to deal with it. First, it’s really hard to get to know each suitor and understand what they are all about - especially when many look the same from the outside. Then, when we start to talk to the suitors and get to know them, we aren’t sure whether to believe what they say. We’re slow to trust because we know from previous relationships that people can make big promises and fail to deliver. We’re also a bit uncomfortable with the suitors wooing techniques, which are a little different from what us small town girls are used to. While they are trying to impress us with shiny gifts (swags and sponsorships), catered parties (open houses) and fancy clothes (literally dressing up for business meetings), we’d prefer to have them over for a home-cooked meal and simple conversation so we can get to know them better. Also, instead of talking to us directly, many are going through our guardians (councils and economic development offices). Sure, these people are our family and know us pretty well, but they don’t know exactly what we want. We want our say - its our life and future. Like anyone in the beginning of a relationship, we want to be heard and understood and seen as real people, not just prizes to be won. We definitely don’t want them to tell us not to worry, they’ve got it all figured out. That only makes us worry more and trust less. People in this region seem to understand we’re in the dating game. Some are excited, others are afraid. Many are simply overwhelmed - which commonly leads to procrastination and tuning out. It’s a risky game and easier to turn the other way. Worse is when you take that risk and then feel in over your head because you don’t know all the rules (details about each project, how the projects fit together, government policies surrounding natural resource development, environmental assessment process, etc.) Realistically though, no one has a complete picture right now. The amount of development proposed for Northwest BC right now is unprecedented. It gets more complex because of the hundreds of residents with different thoughts, feelings and opinions. Something needs to change so that regional residents are encouraged to take an active role. Maybe all the suitors from the same industry need to look beyond competition, present their information together, and aim for a well-suited match instead of simply winning. Or maybe a higher power (provincial government?) should fund and facilitate a process that allows Northwest BCers to scope out a vision for the region’s future, decide what we want, and assess suitors accordingly. Or maybe it’s just up to residents and communities to overcome their differences, talk and listen to each other, and figure out what would benefit our region. Then we could have a powerful united front. Either way, we know that healthy relationships are built on foundations of honesty, understanding the other and trying to meet their needs, and at times, putting thier needs first. We shouldn’t expect a fairytale ending, but if we can all work within these foundations, we may just be able to work together and develop meaningful relationships. - Sarah Artis, SNCIRE Coordinator
Dining with doggies Last week I took my children out for lunch to The Waterfront Grill and Pizzeria in Peachland. It was a hot, sunny day, so we decided to sit in a shady spot on the patio and enjoy the fresh air and sweet view. As I was ordering, I noticed the server’s attention wasn’t focusing entirely on me, as she kept looking at the table behind us as we spoke. I wondered what was distracting her, but I didn’t turn around until I heard voices being raised. By that time, she was at the table she had been looking at, and was politely trying to explain to an older couple that their dog was not permitted on the premises. “I’m really sorry,” I heard her saying. “It’s not up to me, we’re just not allowed to have animals where
people are eating.” The couple couldn’t understand why their small dog wasn’t welcome to rest under the table as they ate lunch, and they were annoyed when the server wouldn’t bend the rules for them. When she suggested they set up their pup on the sidewalk, directly beside the table, they were infuriated since the spot wasn’t in the shade. “We’re not eating here then,” the man exclaimed, and they left in anger. I watched them walk down the street, stopping other people with dogs, seemingly explaining their frustrations as they pointed aggressively towards the restaurant. I felt bad for the server. She was just doing her job and may have gotten herself, or her employer, into trouble had she
ignored the rules and allowed the dog to stay. She also seemed like the type of person who would have tried to figure out an alternative solution that might have made her customers happy. Maybe seating them at the other end of the patio where there was a shadier spot on the sidewalk could have worked. But the couple left in such haste there wasn’t much of a chance to figure out a solution to their dilemma. “Who in the world brings their dog to a restaurant?” my friend asked as he passed by, walking his own pooch. “They should have ordered a pizza to go and eaten under that tree across the street.” I had to agree with him. As much as I love dogs, and animals in general, I don’t think allowing them in the dining area of

restaurants is a good idea. Personally, I wouldn’t have minded if that pup had sat at his owner’s feet since he seemed well mannered, clean and quiet. If the restaurant allowed for him, though, they’d have to allow all dogs wouldn’t they? Even the dangerous, filthy and noisy ones. This isn’t a decision the individual restaurants can make in B.C. anyway. Health bylaws state that, with the exception of guide animals, dogs are simply not allowed in a food-primary place, and those who don’t comply with those regulations could be heavily fined or even shut down. People walking their dogs and wanting to enjoy a meal while they do have to be creative and plan ahead. As much as some of us love our pets and might want

Maybe the couple in question could take an umbrella with them the next time they’re out so they can easily create shade on the other side of whatever patio they wish to dine at. Or perhaps they can somehow convince the restaurant that their little Shih Tzu is a seeing-eye dog. You never know, stranger things have happened.

Dry July - one for the record books Not a drop of rain was recorded at Vancouver and Victoria airports during July, the first time that has happened since Environment Canada began keeping rainfall records in 1937. Much of the rest of B.C. also had an unusually dry month, with numerous local
records falling. Williams Lake airport recorded 1.6 mm of rain during the entire month, while communities in the northwest had only occasional showers. Provincial bans on all open burning including campfires took effect Thursday in the Kamloops and Coastal fire districts, covering
most of southern and central B.C. The ban covers coastal areas except Haida Gwaii and the designated “fog zone” along the west coast of Vancouver Island. Fire bans apply to open fires of any size, including those with permits, as well as industrial burning, fireworks, tiki torches and burn

B.C. aboriginal progress fragile By Tom Fletcher Black Press
The ceremonies have become common at the B.C. legislature. Government officials and aboriginal leaders gather to celebrate resource sharing agreements that allow economic development in areas that need employment but are hampered by a century of uncertainty and dispute over treaties, or lack thereof. This approach emerged a decade ago with forest agreements. The B.C. Liberal government bought back timber cutting licences from big forest firms and made them available for community
forests and aboriginal communities who claimed the areas as their traditional territories. Recently the approach was extended to mining revenues and water licence fees paid by private power developers. These are substantial steps forward for the only province in Canada in treaty limbo. A 2010 sharing deal worth more than $30 million in royalties for the Mount Milligan copper-gold mine north of Prince George helped the McLeod Lake Indian Band recover from the pine beetle and forestry slump that devastated its business
base. After many years of struggle, Mount Milligan expects to go into production this year. Another agreement with Kamloopsarea communities shared revenues from an expanded Afton mine. Perhaps the most ambitious agreement was concluded in March of this year when the government signed a deal with the Tahltan Nation for mining and hydroelectric development in remote northwestern B.C. The deal clears the way for a major extension of the BC Hydro grid to power the Tahltan village of Iskut and also the Red Chris metal mine,
opening up the region to other mining and hydro potential as well. To get that deal, the province put up $20 million last year to buy back Shell Canada’s coalbed gas leases in the Klappan region, headwaters of the Nass, Skeena and Stikine Rivers. Those leases had become a target of international protest. Even after these expensive concessions, it would be an error to conclude that all is well between the Tahltan and the province. Stikine MLA Doug Donaldson questioned Aboriginal Relations Minister John Rustad on this point during the recent legislature
session. The Tahltan Central Council was pleased about shared decision-making on resource projects, until they found out that B.C. had handed the environmental assessment of a new openpit coal mine over to the federal government. The proposed mine is in the Klappan, known around the world as the Sacred Headwaters. Rustad said shared decision-making deals such as the Tahltan agreement do not cover activities of the B.C. Environmental Assessment Office. Whether the review of that coal mine is federal, provincial or combined, it requires
extensive consultation with affected parties. That’s great, but all that goodwill could evaporate quickly if a coal mine ends up getting a permit despite Tahltan objections. Rustad’s Nechako Lakes constituency is also a focal point for oil and gas pipeline proposals. Donaldson highlighted another problem. Last year the government signed a reconciliation agreement with the Gitanyow First Nation near Terrace, one of many communities struggling to get through the B.C. treaty negotiation process. That agreement included a joint land-use plan. Then the Environmental
Assessment Office asked the Gitanyow for its input on proposed gas pipelines through its territory, to feed the government’s liquefied natural gas plans. Again, the joint land-use plan has no provision for pipelines. The Gitanyow hereditary chiefs wrote to the B.C. government in July, threatening to go to court over the pipeline proposal and questioning the value of their hard-won reconciliation agreement. Resource revenue sharing agreements and shared land-use plans are well-intentioned and represent real progress. But these situations show how fragile they are.

HOPE forToday God is Holy and Compassionate What’s in a name? When my father taught us about finances he said that he had built up his name in the community by always paying his bills. He didn’t owe anybody any money. He could write a cheque and anybody in town would accept it. His warning to us was that we should not taint his name by not paying our bills. He wanted to be known for his honesty, we were to honor him by being honest too. When we mention someone’s name we think about their character, who they are. A mental image of what they look like can even come into our mind when we hear or read their name. If they were kind, or mean to us could also come to mind. God’s word, the Bible, calls God by many names, each one describing some characteristic of God to us. The name for God that we sometimes pronounce as Jehovah is mentioned over 6000 times in the Old Testament. Actually this name was so holy that the scribes who copied the scriptures would stop writing and wash their hands in a very special ceremony before actually writing that name. The name was so holy and God was so feared that they would seldom mention the name. When they actually said the name it would be pronounced Yahweh and it was written YHWH. In some translations it is translated as LORD all in capital letters and other times it is written as Jehovah. It was a very serious to mention the holy name of God, let alone to approach him in any way, it was not taken lightly. The New Testament explains to us how Jesus came to earth to reveal God to us, in person. (John 1:1,2) When he spoke to the Father in heaven he often call him “Abba”, which was a very intimate, endearing and friendly expression, something like our present word “Daddy”, which described his relationship with the heavenly Father. Jesus, tender and compassionate, came to forgive our sins and to make it possible for us to become children of God (John 1:12) in whom the Spirit of God dwells. “So you have not received a spirit that makes you fearful slaves. Instead you received God’s Spirit when he adopted you as his own children. Now we call him ‘Abba’ Father. The B.C. government is pressing ahead with its goal of a 10-year agreement with B.C. teachers, appointing a “public administrator” to replace school trustees on the board of their provincial bargaining agency. E d u c a t i o n Minister Peter Fassbender said the change is temporary, and the B.C. Public School Employers’ Association will continue to play an important role in talks with teachers and support staff. BCPSEA will be under the direction of Michael Marchbank, CEO of the Hospital E m p l o y e r s ’ Association, when talks with the B.C. Teachers’ Federation resume in September. Fassbender’s announcement surprised school trustees around the province. He said he spoke to or left messages for trustees

on the BCPSEA executive before making the announcement in Vancouver Wednesday. The move is to meet a demand of the B.C. Teachers’ Federation to bargain directly with the B.C. government, Fassbender said. The government also intends to eliminate essential services rules that keep schools open with minimum staff during strikes. Fassbender denied the suggestion he is setting up a “showdown” with teachers that would shut down schools and turn the public against unions. The structural change is needed to achieve the stability for students and parents promised by Premier Christy Clark, he said. “It’s not about pitting them against us,” Fassbender said. “It’s about finding a new road map where we can achieve that goal.” A two-year contract extension and wage freeze imposed by the government on teachers expired at the end of June. Jim Iker, who took over this spring as BCTF president, told CKNW radio Thursday his union isn’t opposed to a long-term settlement, as long as more resources are there to improve classroom conditions. The BCTF is returning to court this fall to seek restoration of bargaining for class size and special needs support. School support staff represented by the Canadian Union of Public Employees are to resume negotiations for a new contract this month, after walking away last spring because their negotiators didn’t believe BCPSEA had an adequate mandate to get a settlement. CUPE employees have not had a raise in four years.

Due to a temporary vacancy, we are seeking an Accounting Superintendent on a term contract, who will report jointly to the Mine General Manager and VP Finance. The VP Finance will work closely with successful candidate on a project by project basis. Responsibilities will include: • Manage a staff of 13 in accounting, payroll, warehousing, inventory, purchasing and IT support • Management reporting • Budget preparation and reporting • Monthly Ànancial preparation and reporting • Coordination of quarterly and annual audit/reviews • System and procedural updates in Accounting and Information Technology
The ideal candidate for this position will be a designated accountant, preferably with resource based experience, who has strong Ànancial and managerial experience. The individual must work well both independently and in a team environment as well, must be capable of high level conceptual planning and Ànancial modeling, while still be willing to perform regular daily accounting and bookkeeping functions. Strong knowledge of MS 2fÀce Suite is mandatory, especially Excel. Experience with Accpac Accounting and Guardian Inventory software is preferable. Huckleberry Mines is located approximately two hours driving time from Houston, British Columbia. Employees live in a camp environment on their days of work. Transportation to and from the mine site is provided from Houston and Smithers and while at the mine site all meals and accommodations are provided free of charge to employees.
The initial term of the contract will be four months with the potential for an extension based on the Company’s requirements and the candidate’s availability.
