Sailboaters rescued after boat capsizes on Gull Lake By Paul Cowley, Red Deer Advocate Sailboaters had to be rescued from their foundering craft July 28 when a storm whipped up waves more than a metre high on Gull Lake. June MacIntosh, who manages the Sunset Legion Campground on the west side of the lake, said campers reported seeing a sailboat in trouble about 2 p.m. “The waves were so high they couldn’t get out to get at them,” said MacIntosh. MacIntosh, who has been at the lake for 15 years, said sailing conditions were as bad as she’s seen. “It was very windy. There were three- to fourfoot waves in that lake yesterday. I haven’t seen that before.” MacIntosh swore off boating on the lake after weathering a storm a number of years ago. “Gull Lake is very unforgiving. It can be nice one minute and five minutes later it can be a horrible storm. “When you see clouds and blackness get to shore now. Don’t try to get home, just get to shore.” Blackfalds-based Aquatech Diving Service was on the scene for the recovery operation July 29. MacIntosh was told only part of the mast and the bow were sticking out of the water when divers went out to recover the boat from about 10 metres of water. Blackfalds RCMP Sgt. Jim Derouin said the owner of the boat called police about 7:15 p.m. to alert them that the boat had turned over. “He said don’t worry about it, I’ve got guys out tomorrow who are going to pick it up,” said Derouin.

Anyone who can play a game, a sport or an instrument, or is willing to share their love of needlework or woodworking will be considered. Peter Stenstrom, director of community services, is on the lookout for anyone who willing to share a few hours of their time to help others learn a new skill. “It would be a small level of commitment, just an hour a week is all I’m thinking we would need,” he said. Stenstrom, who does his best to provide a range of programs designed to meet the needs of the public, often finds himself saying, ‘No, we don’t have that.’ “I’ve said that too many times. ing recommendations in the recreation master plan. “The plan said we had very good resources but we needed to make better use of our gym and we needed to create more spontaneous use type programs.” Stenstrom now offers soccer on Monday nights, badminton on Tuesdays, floor hockey on Wednesdays and ultimate Frisbee on Thursdays. The programs are drop in and are available for a nominal fee. He is planning to offer pickle ball, a game that is a combination of badminton and tennis, later this year. While Stenstrom is pleased to offer these programs, he wants some help and is open to new suggestions. He is also encouraging anyone who teaches music or other activities to contact the recreation department at 403-843-3151 so staff can help get the word out. “We would be happy to use the recreation office as a resouce to help promote your business,” he said. “We want to be in the loop and know what’s available.”

Life-jacket loaner stations opening in Rimbey-area provincial parks To support and encourage water safety, five new life-jacket loaner stations are opening at provincial parks across Alberta, making a total of 15. The life-jacket loaner station programs are self-serve kiosks, where visitors can borrow life-jackets and return them after use. Life-jackets are available at no cost in infant to adult sizes. “Heading into the long weekend, many people are going to be enjoying the stunning lakes and rivers in Alberta,” said Richard Starke, minister of tourism, parks and recreation. “Life-jackets save lives. Our lifejacket loaner stations help encourage everyone who heads out on the water to wear a life-jacket.” Area stations van be found at Aspen Beach Provincial Park on Gull Lake near Bentley, and Pigeon Lake Provincial Park near Wetaskiwin “In support of our health and safety mandate for drowning and injury prevention, the life-jacket loaner station program promotes safe behavior in, on and around water,” said Shaun Percival, development manager with the Lifesaving Society

Alberta and Northwest Territories. “With each kiosk displaying water safety messaging and the parks representatives engaging with the public about the importance of wearing a life-jacket, we hope to encourage safe participation in water-related activities and create a positive experience for park visitors.” The life-jacket loaner station program is a partnership between Tourism, Parks and Recreation, the Lifesaving Society Alberta and Northwest Territories and the Alberta Centre for Injury Control and Research. Albertans are encouraged to bring their own life-jackets to provincial parks. The life-jacket loaner station program provides an opportunity for those who do not own a life-jacket, are a life-jacket short, or realize upon arrival that their lifejacket does not fit. Introduced in 2010, the loaner stations serve as a visual reminder to visitors to wear a life-jacket. Life-jacket loaner stations are operational in the summer months through the September long weekend.

A day of summer holiday memories

I open the holiday trailer door and am instantly greeted by beauty. Shards of soft golden sun pierce the green of morning and on a makeshift stove, coffee is perking. I pause a moment to remember the last Treena Mielke time I saw or heard On The Other Side coffee perking and I can’t. It doesn’t matter. I smell the freshly perked coffee and squint my eyes and it’s enough. I’m happy! I love camping and the trees and the sun and the smell of the freshly perked coffee. And I love all of my grandchildren, even though they eyed me with suspicion when later that morning I suggested we play scrub. The suspicion was fuelled by a generation gap wider than the Grand Canyon and kept alive by a new language spoken by these mysterious devices the kids carry with them always. I’m convinced they carry those things so they don’t have to carry on real, live conversations with people like grandmas. I knew all that, but I also knew I had a mini baseball team within my grasp. “Scrub? Grandma, do you even know what you are talking about?” I ignored them. “Let’s go,” I said in my grandma knows best voice. They reluctantly followed me out to a clearing that I saw at once had potential as a ball diamond. I grabbed the Frisbee. “This,” I said sternly, is no longer a Frisbee. This is home plate. And that tree over there. That is first base.” I tried to explain how the game worked. “Everyone runs up and touches home plate and you yell out what position you are,” I said. “Batter, pitcher ….whatever!” They looked at me, baffled and I think, a little afraid. What was their crazy grandma up to now? And that tree …. definitely that tree did not look like a first base. Finally, I grabbed the yellow plastic bat and stood by the Frisbee and said, “Really guys, it doesn’t matter. Just hit the ball. We’ll figure it out as we go along.” And as the sun illuminated the forest behind us with this kind of golden halo and their mom washed dishes on the picnic table in the distance, I was happy because I heard what I wanted to hear. It was the point of the whole game, really. I heard them laugh. Excited, childish laughter. Gleeful laughter. And I hear them yell! “You are out. I got you. Run, Jackson run!” OK, actually that was me! The game is over now and I am back at work and the kids are back with their parents and, no doubt, talking a lot of that social media type language that I don’t really get. Ooh well. For a brief moment, I got to go back to a time when a tree became first base, and a Frisbee or a board or a scrap of cardboard was home plate. And, I hope when they become adults and it seems necessary for seriousness to take precedence over laughter, they will remember a day when the sun slanted through the trees just so and their grandma reminded them that imagination is the best gift ever, followed, of course, by laughter. And I hope they smile. Maybe even chuckle.

How to stop expense scandals Gregory Thomas, Canadian Taxpayers Federation Guest Columnist

Now that the RCMP are investigating, it’s pretty much guaranteed the Senate expense scandal will have a devastating impact on the people involved. But it’s Canada that has suffered the worst damage in this scandal. Thankfully it’s repairable. When MPs return from their summer break, they need to take five basic steps to restore public confidence in Parliament. First, they need to submit themselves to the authority of the Auditor General of Canada. In 2012, after public outcry forced Parliamentarians to finally agree to let the AG examine the operations of the House and the Senate, they sneakily handed him a blindfold before they let him on the premises. In his report, the Auditor General conceded “we did not audit the Board of Internal Economy or Members of Parliament and the work performed by Members’ employees or consultants in their Ottawa or constituency offices. Nor did we audit the procurement of professional services contracts awarded by individual Members.” Ok… well what did they audit them? The auditors reviewed just 264 of 85,000 financial transactions processed that year. In the wake of the expense scandal, Senator Marjory LeBreton, on behalf of the Senate, asked the Auditor General to examine “every taxpayer dollar” the Senate spends. But when Liberal leader Justin Trudeau asked the House simply to approve drawing up guidelines for the Auditor General to look at MPs spending, his motion was shot down — by the NDP, no less. Second, MPs and senators need to post their expense claims and the supporting receipts online. Alberta MLAs are doing it, so are Toronto city councillors. The technology for posting documents on the Internet was developed 20 years ago. Third, MPs and senators need to make themselves subject to federal Access to Information law. Currently, Canadians can’t compel federal politicians to produce financial documents, such as expense claims, under the Access to Information and Privacy Act. This is critical: access requests revealed former Conservative minister Bev Oda’s wild spending in London, including her taxpayer-funded $16 glass of orange juice. Cabinet ministers and their expenses are subject to disclosure under the access law. MPs and senators and their expenses are not. Perhaps that’s one reason why it took seven years for the RCMP to lay charges against former Liberal MP Joe Fontana. The Mounties are alleging Fontana paid for his son’s wedding reception with a government cheque. If MPs and senators were subject to access to information laws, Joe Fontana and Mike Duffy would have been forced to answer awkward questions from reporters and opposition leaders long before the RCMP showed up. Step 4, critical in a democracy: empower Canadians to recall crooked politicians, the way they can in British Columbia, and boot them from office. Step 5, cancel the pension entitlements for politicians convicted in court of stealing from the public, the way they have in Nova Scotia. Canadians shouldn’t have to put up with the spectacle of former Senator Raymond Lavigne collecting his Parliamentary pension while he sits in jail for submitting fraudulent expense claims. Conservative MP John Williamson has tabled a private member’s bill to eliminate pensions for political fraudsters. Prime Minister Harper would be well served to steal this private member’s bill and push it as a government bill. Undoubtedly, there are more than five things Parliament could do to ensure future scandals are kept to a minimum, but they need to start somewhere. When Parliament resumes this fall, these five steps should be top of the agenda.

Our program is open to boys and girls ages 3 to 18 yrs of age. Groups are: 3 – 6 yrs, 7- 10 yrs, 11 - 14 yrs and 15 - 18 yrs. These age groups are only guidelines we can put older or younger in any group to help with travel, or depending on ability of the youth.

At this time we play: Winﬁeld, Sylvan Lake, Ponoka, Rocky Mountain House and Lacombe so we don’t travel too far either. Fees for all ages are $185 per youth, payment plans are available, as well as Kids in Sports, has funding to assist families with fees.

This program is less running for the parents, but also works great for the youth that want to be involved in other sports as well. It teaches the basics of hockey which is skating, shooting and passing, but we also get the youth involved in volunteering and helping with the younger kids as much as possible.

The spray park and hot tubs, important components of the Rimbey Aquatic Centre, may be open later this week. Rimbey’s outdoor pool has been plagued with problems this year and even though the pool, itself, is operational, the spray park and hot tubs have been out of commission for the season. Peter Stenstrom, director of community services, assures the public every effort is being made to rectify the problems as soon as possible. “We’re committed to meeting the demands of the community and our goal is to have the pool, hot tubs and spray park operational from the May long weekend to the Labour Day weekend and we will do whatever it takes to get there.” Rick Schmidt, assistant public works foreman, said underground shifting may have been the cause of cracks in the spray park piping, which in turn caused them to become dislodged resulting in leakage and mechanical problems. “The whole area has been shifting and the pipes cracking. It turned into a massive problem but we have people working on it steadily and the pipes are being replaced,” he said. Schmidt said once repairs are completed, the spray park will be pressure tested and may be open later this week. New hot tubs have been ordered to replace the cracked ones now in place and Stenstrom is hopeful they will be in place before summer’s end. Meanwhile the main pool is running well and swimming lessons and public swims are going ahead as scheduled.

Senior athlete brings home medals By Treena Mielke

There is no age limit on the thrill of competition, the excitement of winning and the golden opportunity of making strangers into friends. Just ask Allen Elliott, an 80-something volunteer handibus driver. Elliott recently returned from the 55 plus 2013 Summer Games sporting a gold medal in shot put, silver medals in javelin and discus, and a bronze in the 100-metre run. Elliott looks years younger than his chronological age and is as proud as punch about his medal wins. However, he stressed, winning isn’t everything. “Participating — that’s what its about. If you’re there and you’re participating, that’s the main thing. Anytime your active, especially if you’re a senior, that’s a good thing.” Elliott did not let his artificial knees keep him from competing in the 100 m. “I took off in the race and I noticed there were only two people ahead of me. I decided then that I’d better start taking the race more seriously,” he said with a smile. A knee replacement certainly didn’t keep Elliott out of the race, nor does his age keep him from staying active and helping others. As well as being a volunteer driver for the Rimbey Handi Van, Elliott helps operate Serenity Pet Shelter on his farm south of Rimbey. “We live in a wonderful world and we need to be the best we can possibly be,” he said. Elliott began attending the Senior Games in 1998. At that time he lived near Sylvan Lake and was on a slow pitch team made up of players in the Bentley area.

However, the team quit entering the Senior Games when they reached the over 70 age category. Elliott, however, continued to enter, competing in other track and field events. Over the years, he has usually brought home a collection of medals but insists the Games are about so much more than winning. “The camaraderie; that’s number 1,” he said. “You meet some wonderful people there. And the whole program at the Games is just wonderful.” Elliott is hopeful two of his daughters whom he says are athletic will eventually attend the 55 plus senior games with him. “We’ll see. I’m going to work on it. The many sporting activities included athletics, bocce ball, cycling, floor curling, floor shuffleboard, golf, horseshoe pitching, 8-ball pool, slo-pitch, swimming, tennis, and contract bridge, cribbage, and military whist as well as the cultural competitions of arts and crafts and creative writing. Competitors from throughout the eight zones in Alberta took part. Zone 4 is the central Alberta area, and at the conclusion of the games, Zone 4 was presented with the President’s Spirit of Participation Award for exemplifying the true spirit of good sportsmanship and personal integrity both in and out of competition. to God — who defies analysis and description. We talk about God using words, but He goes beyond words. Still, God is with us. He’s there when we realize we’re seeing something our soul wants us to remember: the big moments, and the small ones. Co-ops and credit union raise funds for flood victims By Deron Hamel Rimbey may be a small town in central Alberta but the spirit of the co-operative movement is strong, as evidenced by a group of four co-ops and a credit union that together raised $3,400 during a barbecue to help victims of the recent flooding in High River. Rimbey’s Servus branch spearheaded the event, which joined the credit union with the Coop food market, Co-operators Insurance, Gull Lake Deer Creek Gas Co-op and Benjamin Natu-

ral Gas Co-op, who all pitched in to host the event. About 400 people attended the July 10 event. Proceeds from the barbecue went to the Community Rebuilding Fund that was established by Servus to assist flood victims. Servus has matched the donations raised by the barbecue dollar for dollar, bringing the total proceeds to $6,800. The event, held in the Rimbey Co-op’s parking lot, saw scores of volunteers show up to run the barbecue. In addition to the hamburgers, potato chips and pop sold to raise money, a nearby trailer

Several times a week, there are good honest people in our community who send money by wire that have been taken advantage of by criminals halfway across the world. When pit bulls attack A 34 year old man, wanted by police for outstanding warrants, had his two pit bull dogs stray onto a neighbour’s property where they killed another dog. RCMP and SPCA officers conducting the investigation seized the two pit bulls. The negligent animal owner is still being sought by police for his outstanding warrants. Drunk driver arrested Another drunk driver was arrested after being caught driving on Main Street. A 42 year old man, a resident of Calgary, was arrested and charged with impaired driving after he provided breath samples of over double the legal limit. A 27-year-old woman, a resident of Rimbey who was with him at the time, was also charged with public intoxication. Officers continue to target drugs in the community. Three men, all in their twenties, were charged with possession of illegal narcotics. Possessed starts with pee A Rimbey man called 911 last week to report that his dog was “possessed” and acting peculiar while pacing back and forth in the house. The caller exclaimed, “He’s been doing it for hours!” Police contacted the distraught individual and asked if he had let his dog out to pee lately. This was followed by silence on the phone. Miraculously, the demons left the poor dog’s body once he was able to relieve himself outside. When his wife was ill, Jim Whittaker, this year’s Canadian Senior Snooker Champion, hung up his pool cue, opting to spend as much time with his spouse as possible. “I didn’t play for eight years,” he said. “I wanted to spend time at home as my wife was not well.” However, after his wife died, Whittaker’s daughter told him to “quit moping around” and get out and do something. So the 76-year-old widower, now living in Bentley, obliged. He went out won the Canadian Senior Snooker Championship. He enjoys snooker and entered Alberta’s qualifying events throughout the year, consistently doing well. The senior isn’t too quick to talk about himself and his accomplishments but as he chats it becomes apparent snooker has been part of his life for a long time. “I used to be quite good,” he admitted, adding as a teenager living in Ontario he spent lots of time with a pool cue in his hand. Later, as a young married man, he joined the Legion and spent many hours enjoying the game there as well. A construction worker in his earlier years, Whittaker also found snooker kept him busy when the industry was in a downturn. For Whittaker at least, it appears snooker is a skill that has never left him, no matter how little time he spends playing the game. This is second Canadian Senior Snooker Championship. He won the title in 2001 as well. Now 12 years later, he walked out of the Shooters, Snooker and Sports Club in Toronto, Ont., once again a

champion. He defeating last year’s runner-up, Paul Flemming, four frames to two in the final to take the title. He won his first round of play defeating defending champion Ed Heckbert in the first round. He then continued on a winning streak, defeating Eric Downie 3-1 to move on to the A-Side semifinal against Paul Flemming, a finalist last year. It turned out this was his first and only loss of the tournament, but his 30 score sent him back to the B-Side to face Ed Heckbert for another challenge. Whittaker did well in this game, winning 3-1, before going on to win two deciding frames successively, defeating Eric Downie and New Brunswick’s Robert Azevedo. The senior enjoyed the tournament and also enjoyed the week in Hamilton, Ont. with family. “It was a great experience,” said Whittaker. “I had my own little cheering section,” he said, noting he had several family members in attendance, including his daughter, Judy Whittaker from the Bentley area and her son, Skyler, 16. Whittaker lived in Lethbridge prior to moving to Bentley a few months ago. He is enjoying the community and is pleased he has had an opportunity to grow a large vegetable garden, which is doing well. He may play more snooker when winter approaches and is in the process of checking out venues that have snooker tables, which are bigger than the regular pool tables. “It is fairly good exercise for someone in their seventies,” he said. “You are stretching and bending and walking.”

Community conversations on early child development will be held at the Provincial Building Aug. 8 beginning at 5 p.m. Supper is included and free childcare is available provided parents make the request early. The event sponsored by Neighborhood Place, in conjunction with FCSS and Parent Link, will provide valuable information about early childhood development, said Leanne Evans, program co-ordinator for Neighborhood Place and the Early Childhood Coalition. “We really are hoping to get parents (or other childcare providers) out and get their input. Grains market at lowest levels in recent years prices certainly have the likes of China getting in the mix. Between the new government in Egypt reigniting their wheat procurement program and China’s worse-thanexpected wheat crops, some traders in the Eastern Hemisphere have suggested wheat prices could rise by ten per cent over the next six to 12 months. Already in the 2013-14 marketing year, China has bought 3.5 million tonnes of wheat from the U.S., 1.5 million tonnes from Australia, 295,000 tonnes from Canada and 275,000 tonnes from France. As a result, there’s some buzz Aussie farmers are holding onto their grain until those prices materialize. One factor to keep in mind regarding China though, is many analysts have pegged the Asian supernation for a slowdown from its decade-long double-digit annual growth, including Societe Generale who is forecasting six per cent and Barclays at the bottom with three per cent. tilizer market which just saw a shake-up of major proportions after Russia’s Uralkali publicly broke up with Belarus Potash Company (BPC), leaving Canpotex (AKA Agirum, Mosaic and Potash Corp. of Saskatchewan), as the world’s top potash Brennan Turner FarmLead exporter and the possibility the price of potash “may fall below $300 a tonne.” The two consortiums accounted for about 70 per cent of the global potash trade and set identical prices in major importing countries such as India and China. Now, however, with the partnership over, Uralkali will become aggressive in the market, as it is the only potash company in the world that can ship directly to China by rail. Also, with lower corn prices, fewer acres of corn will likely be planted in South America this fall, (corn requires more fertilizer than other crops), intuitively leading to smaller fertilizer demand and lower prices.

Lastly, the most recent US Wheat Quality Council’s Spring Wheat tour in North Dakota, South Dakota, and Minnesota showed yields will basically equal last year at about 45 bushels per acre. However, this will come off significantly less acres than last year as many parts of the three states were wet in April/May and many acres didn’t get planted. This is significant for Prairie producers because, with lower market prices and a stronger U.S. dollar relative to the loonie, U.S. buyers are more likely to be competitive with local elevator prices and if you get paid, should you really care who buys your grain? The grains market, in the last few days of July were at the lowest levels it had seen in more than a year as large expected production continues to outweigh any demand headlines. On the relative good growing conditions, famed commodity investor Dennis Gartman recently suggested that the 2013-14 U.S. corn crop continues to creep towards 15 billion bushels of production, despite the USDA most recently saying it’ll be closer to 13.95 billion bushels. There’s much consensus that corn and soybean buyers (i.e. ethanol plants or soybean crushers) have secured enough supply through the end of August. This is because with the larger crop expected, buyers are anticipating lower prices at which they can secure inventory at. As such, basis levels dropped significantly across the industry (as in $2.40 over futures bids one day, zero bids the next). While domestic buyers may not be interested now, the lower

Ponoka ag fair adds lumberjack show to menu By Amelia Naismith Another year, another name and an even larger emphasis on honouring the rural and agricultural aspect of Ponoka County. This year the Ponoka Agricultural Fair (formerly known as the Ponoka County Fair) will take place Aug. 9 and 10 at both the Calnash Ag Event Centre and the Ponoka Legion. Ponoka Agricultural Society president Sherry Gummow says this year a number of new events are being added to the fair. “One of the things the agricultural society, that we do in the community, is promote

particularly farm safety,” she said. In conjunction with the fair, the society is offering a six-hour long course on ATV safety. Three lumberjack performances will also be included with the price of admission. After another member saw performances at an event they brought the idea back to Ponoka. “We decided we were going to do something different,” said Gummow. This year, after the yard and garden category got off to a rocky start with lagging entries and an extended deadline, the home, hobby and horticultural show is being held at the legion hall. A shuttle, in the form of

heavy-horse wagon rides, will run between the legion and the Calnash Ag Event Centre during the Saturday leg of the fair. Agility dog performances are returning to the fair and stock dog performances are also included this year. Another crowd-pleaser set to return is the ranch rodeo. “A lot of people like the ranch rodeo because it’s local people, not the professional cowboys,” said Gummow. The ranch rodeo also runs Saturday, Aug. 10. Every year the fair includes many activities for the children who attend. This can range from face painting, to hobby horse races to hula hoop contests.

Although the fair this year had increased difficulties attracting the vendors it normally does, Gummow says there will be models of large farm equipment present. “It’s more of a community thing, it’s all about celebrating the rural community,” said Gummow. “It’s the ag fair and that’s what we decided we’re going with,” she added. “The theme is tradition meets innovation.” That evening, at the ag centre, a community supper is being hosted at 5 p.m. Tickets are available at Busted Ladies Lingerie or by calling 403-783-0730.

ZIMMERMAN Mr. Lawrence Mervin Zimmerman of Windfield, Alberta passed away suddenly on Sunday July 28, 2013 one month after his 55th wedding anniversary and one month shy of his 78th birthday. Predeceased by his parents; Julius and Martha Zimmerman and by a brother Donald, Lawrence is survived by his loving wife Christine of Winfield, one son; Wayne (Kathleen) of Winfield, two daughters; Gail (Ken) Freier of Devon, Alberta and Shiela (Don) Cote of Red Deer, nine grandchildren and was awaiting the arrival of his first great grandchild at the time of his passing. Lawrence also leaves to mourn one brother Bob (Irene) Zimmerman of Drayton Valley and one sister Marlene (Harvey) of Penticton. Memorial services were held from the Winfield Recreation Centre on Thursday August 1, 2013 with Mr. Jim Bend officiating. Interment of Lawrence’s cremated remains followed in the Mont Claire Cemetery in Winfield. Keyera Corp. and Kinder Morgan Energy Partners L.P. have announced a 50-50 joint venture to build the Alberta Crude Terminal in Edmonton. When complete it will accept crude oil streams handled at Kinder Morgan’s Edmonton Terminal for loading and delivery via rail to refineries anywhere in North America. “We are delighted to partner with Kinder Morgan, one of the premier pipeline transportation and energy storage companies in North America,” said David Smith, president and COO of Keyera. “Kinder Morgan’s access to multiple crude streams, together with our location and facility capabilities, combines crude oil supply with the necessary infrastructure, land and rail connectivity to help address some of the crude oil delivery constraints currently being experienced by the Alberta energy sector.” “Keyera is a key and significant midstream company in Western Canada and we are pleased to be able to join forces with them to enable additional market export options for the Canadian producer and supply options for the North American refining industry,” said Bill Henderson, vice-president for Kinder Morgan Canada Terminals. “The Alberta Crude Terminal is a great strategic fit with our expanding Edmonton terminal hub and is a very important part of our growing crude by rail terminal network.” The Alberta Crude Terminal will be constructed next to Keyera’s Alberta Diluent Terminal on land recently acquired by a Keyera subsidiary. The Alberta Crude Terminal, which will be operated by Keyera, will have 20 loading spots capable of loading approximately 40,000 barrels per day of crude oil into tank cars and will be served by both Canadian National Railway and Canadian Pacific Railway. Officials say the location is well situated to provide this service, as the Edmonton area is Western Canada’s primary oil hub where Alberta crude oil is aggregated before being

delivered to markets across North America. Kinder Morgan and Keyera are independently planning modifications to their respective plants in the Edmonton area to allow delivery of crude oil to the Alberta Crude Terminal. Kinder Morgan is proposing to construct a 16-inch pipeline to connect its North 40 Edmonton Terminal to Keyera’s Edmonton Terminal. Keyera plans to construct a new 16-inch crude oil pipeline across its Edmonton Terminal to join to the existing Alberta Diluent Terminal connector pipeline and install additional pumping capacity. In conjunction with this project, Keyera is also proposing to construct a new 12-inch condensate pipeline connecting the Alberta Diluent Terminal to Keyera’s Fort Saskatchewan pipeline system. Engineering work is well underway on these initiatives, and commissioning of the new terminal is targeted for the second quarter of 2014, assuming receipt of regulatory approvals and delivery of long-lead items on a timely basis. Keyera’s share of the cost of the Alberta Crude Terminal, as well as the land purchase, pipeline construction and other modifications, is expected to be approximately $65 million. Kinder Morgan’s share of the cost of the Alberta Crude Terminal including modifications to the Edmonton North 40 terminal and connections to Keyera is expected to be approximately $33 million. Construction of the Alberta Crude Terminal is underpinned by a five-year agreement with a major refiner. In anticipation of additional demand for crude oil loading services, Kinder Morgan and Keyera are currently evaluating a possible expansion of up to 125,000 barrels per day of additional crude loading capacity and the possible addition of a diluent recovery unit. The commercial discussions to determine customer support for such an expansion are expected to begin shortly.
