Katzie march for community Residents feel threatened by drugs and crime by Phil M elnyc h u k staff reporter

C

oleen Pierre is mad and wants to reclaim the Katzie community from those threatening it. She’s tired of the kids being scared to go outside, tired of the confrontations between residents

and the drunks and addicts that hang around, and the tension it puts everyone under on the Katzie First Nation reserve in Pitt Meadows. So she’s taking her concerns to her neighbours, hoping they feel the same way and has organized a Reclaiming Our Community march, for this Sunday, at 3 p.m. “Everything has been getting escalated … in the last six months. “I got tired of not feeling safe anymore. I took it upon myself and said screw this, ‘We’re doing it.’”

The response she’s received so far is encouraging, with many saying they’ll be in front of the band office, where people will carry signs and pound drums. She wants to deliver the message “loud and clear that we will no longer tolerate the effects that this poison is doing to many hearts and minds everywhere … It may be a start for many more to come. I am taking a stand, and I hope and pray that I get your support and stand alongside of my community,” she said.

“The problem has always been there.” But in the past year there’s been an increase in the number of alcohol and drug-fuelled fights, vandalism and theft, with more people – both native and nonnative – who don’t belong on the reserve, taking up residence on the band. Pierre says there are about 30 people in their late teens and early 20s causing the mischief and creating the fear.

Elk have made their way to the Albion Flats, posing as a potential traffic hazard along Lougheed Highway. Luke Tengs, of Maple Ridge, was driving westbound along Lougheed Tuesday at 9:30 p.m., when he spotted a pair of elk on the northern shoulder of the highway, about 50 metres from the intersection at Kanaka Way. Tengs wasn’t sure what they were at first, but remembered hearing about sightings of elk in the Albion area. “It surprised me at first. It looked like they were trying to cross the highway, but they kept scampering back every time a car went by.” Tengs went home initially after spotting the elk, but decided to return with his camera a couple hours later and see if they were still hanging around. Sure enough, about 20 minutes later, they reappeared and began grazing on the grass in the same area. “They’re pretty majestic,” he said. Save 27% on select in-stock flooring and take it home today!

have to be told, she added. “You need to let people know if something happens.” She was proud of the IT department’s response once the breach was found. The whole system was shut down until security was fixed. Nevertheless, it took a week before the public was notified, while the breach wasn’t discovered two weeks after it happened. Each time you add an online service is added, vulnerability increases. It is a challenge and you have to keep working at it, she adds. “You have to have the people working in the department that are reliable and good at their jobs and have the ability to do what they need to do. “It’s not something you can do by yourself. You have to have a strong team of people with all sorts of different skills, security people, people who deal with applications, customer service side, programming side, infrastructure side – all working together.”

T

he July security breach that rattled the computer cages of Maple Ridge was a spam affair.

“There’s a number of these kind of phishing schemes around,” said Christina Crabtree, manager of the District of Maple Ridge’s information technology department. Maple Ridge sent warning emails and letters last week to residents who used the MyMaple Ridge online services to pay their bills and permits, as well as to residents who paid their taxes through pre-authorized withdrawals. The letters told people some of their information could have been stolen, such as bank account information. Credit card numbers or driver’s licence numbers were never at risk. But after investigating, staff found that spamming, not scamming or theft, was the motivation. The breach allowed the spam to be sent from the district’s servers, sometime on either July 15 or 16, to users of Apple devices in France. “The source appeared to be a French domain and it looks like it was targeted to Apple users,” Crabtree said. The message was written in French and had an “.fr” suffix on the address so that it seemed to come from a French domain. “It’s just an illusion they were trying to create.” “What we are pretty solid on, it was a 12-hour period that we were sending spam. We able to narrow that down with all the logs we have.” The investigation shows little likelihood that personal data was accessed. There was no evidence of any data mining. “We don’t see any evidence of any-

It wasn’t detected until July 21. That’s when staff shut down the systems. Residents were told a week later on July 26. Crabtree said a security audit is underway following the incident, adding there are always ways to improve security. Perhaps more triggers can be added to the system, for example, that would inform when perimeters have been breached. “We have a lot of that stuff in place already. “I think there’s always ways you can improve. “You’re always on defence mode.” Crabtree began focusing on computers for 25 years, after graduating

with a degree in psychology and sociology. She joined the district seven years ago, after managing the Windows system for SFU, and for the past year has been directing the district’s 15-person IT department. As the world goes digital, companies and governments are torn between ensuring information is safe and providing convenient service via computer and the Internet. Almost every service offered by the district, except those requiring a physical presence, has gone digital. People can apply for their homeowner grant for their property tax discount online, they can check the GIS mapping system and find the exact zoning for an address. They can obtain building permits and dog licences and register for swimming lessons.

Now, thanks to wireless, building inspectors can file their reports online without having to return to office, saving time and money. Council business, from reports and display boards from open houses, to agendas and video recordings of public meetings are also on the website. “That’s the balance right? People want to be able to have services,” says Crabtree. “They want to be able to register for classes at the Leisure Centre at midnight. They want to be able to make their payments online. Everybody is so busy. Online services is what people want. So you have to have the balance between supplying services that people need and that when you do, you’re providing them in a secure manner.” And when there’s a risk, people

“Everybody is so busy. Online services is what people want.” Christina Crabtree, manager Maple Ridge IT department When Crabtree got into the business decades ago, e-mail was only internal and there was no Internet. Now, it’s all virtual and cyber in a parallel universe where characters flit as digital ghosts. The thieves come from all places, she points out. Whereas hacking used to be done for bragging rights for prestige, there is now value in breaking into systems by stealing identification, technology, ideas and money. “You’re all so exposed. Twenty-five years ago, we had to make sure the server was in a locked room.”

Be green this summer by letting your lawn go yellow Sprinkler regulations in effect until Sept. 30 by M o ni s ha M a r tin s staff reporter

Homeowners in Maple Ridge and Pitt Meadows bent on keeping their grass green could face stiff fines as the municipalities step up patrols this summer to catch violators. In addition to patrols, people are happy to report neighbours who are breaking Metro Vancouver’s water conservation policy, which limits residential lawn sprinkling to three mornings per week between 4 and 9 a.m. Pitt Meadows bylaw officer Leslie Elchuk fields an average of two complaints a week, while Maple Ridge received nine calls about violators since the restrictions came into force June 1. Both municipalities, however, are reluctant to hand out fines, which start at $100 in Pitt Meadows and $75 in Maple Ridge. Every summer, water use almost

One lawn sprinkler uses as much water in one hour as 25 toilet flushes, five loads of laundry and five dishwasher loads - combined. “People are usually pretty good about following the restrictions,” said Elchuk, who prefers to get

people to comply by educating them. One vigilant resident even called Elchuk to complain about city properties breaking the bylaw after he spotted a lawn being watered outside the caretaker house in South Bonson. The caretaker’s lawn had been

seeded recently, but the parks department had not applied for a permit to water it. “Even though they are a city department, they still need to get a permit,” said Elchuk. Metro Vancouver broke the record for the sunniest and driest July this year. The hot spell has been a blessing and a bit of a burden for the parks and recreation department. It meant staff had to increase watering to protect sand-based sports fields, but could cut back on mowing lawns. Newly planted trees that are not close to homes have “watering bags,” which slowly drip water into the ground. Parks staff have also put tags on trees or door knobs to ask residents to help out. “If you can give us a slow trickle from the garden hose or dump a five gallon of water on new boulevard trees during times like this, it would help,” said manager of parks and open spaces Geoff Mallory. The big bonus of the hot weather

– all the spray parks are full. “The kids are just loving it,” Mallory adds. Lawn sprinkling regulations are in effect from June 1 to Sept. 30.

SUMMER FUN

Years ago when I was just a lad our family sedan was not only the daily driver, grocery getter, or Dad’s work transportation, it was also our summer ticket to a holiday, with me sitting in the back seat of a 1967 Mercury Comet Caliente two door fastback, while Dad drove mile after mile. Those 289 cubic inches of V-8 pushed us fast enough that the wind blowing through the car made it bearable to sit on the clear plastic seat covers. Even now some forty plus years later that car still looks sleek, like its moving even when it’s sitting still. I remember when my dad bought the car and drove it home. Man did I think he was cool buying such a styling set of wheels. Remember those were the sixties, I was almost a teenager and parents were to be avoided at all costs. Cars have always been a bridge between generation gaps. Something a parent and teenager can agree on. Well maybe I won’t go that far. I remember Dad teaching me how to wash a car properly. Yes there is right and wrong way to wash a car. Mostly I remember getting wet as he took every opportunity to spray me with the hose. He always held the hose for some reason. Your vehicle is a big part of your daily routine, which is a big part of your life, so it only makes sense to look after it. Teach your kids how to wash it, vacuum it, check the tire pressures, oil levels etc. You might learn something in the process. If that goes well, you might want to teach them how to mow the lawn. What the hay it’s worth a try. Have you ever noticed that most young people drive too fast and most old people drive too slow? What’s with that? If only we could slow down the young ones and speed up the old ones, we would have it made, life would be good. The young ones all start off slow and cautious as they’re learning and then all of a sudden with less than a year driving experience under their belt, they all become seasoned professional race drivers. Yet we old fart’s who’ve been driving forever, I included, with 35 plus years seem to slow down as each year passes, makes you think. Well its summer time once again so I urge all of you motorists out there to take care while driving your set of wheels. There are more kids playing on the streets. I guess their parents are not paying attention as the roads are for vehicles not kids. There are tourists everywhere and a lot more traffic volume due to the great weather we’re having. So by all means drive carefully, cautiously and defensively while keeping your eyes peeled, your life may depend upon it. If you’re going away on a trip with your family vehicle as transportation, let us check it out before you leave.

More police following arson Police have stepped have patrols in a downtown Maple Ridge neighbourhood where an arson fire destroyed a house early Saturday. Ridge Meadows RCMP continue to investigate the blaze that tore through the Georgelins’ rented home on Dunbar Street, just north of Dewdney Trunk Road, around 2:45 a.m. The fire was the second arson in the neighbourhood and the fifth in the downtown core in the past three months. A police spokesperson said investigators have yet to determined if the fires are linked. Joanne Georgelin, her daughters Rebecca and Elizabeth are still looking for place to live with their dogs. The community meanwhile has inundated them with donations ahead of a fundraiser planned Friday (Aug. 9).

Finding homes for snakes gets harder Maple Ridge vet rethinks adopting out large reptiles by M o ni s ha M a r tin s staff reporter

A Maple Ridge vet who treats exotic animals may stop adopting out large snakes and reptiles following the deaths of two young boys in New Brunswick. “It’s something I’m going to have to reconsider,” said Dr. Adrian Walton, a veterinarian at Dewdney Animal Hospital. He has found homes for 20 snakes since B.C. banned many exotic species three years ago. Walton hasn’t had many pleasant encounters with African rock pythons, the species of snake which strangled the brothers Sunday while they slept. “Rock pythons can be more than a little bit grumpy, unfortunately,” he says. He’s only treated a rock python twice in Maple Ridge, but frequently worked with them while in the United States. “My first experience with an African rock python was an 18-footer that required seven or eight people to move it from one cage to another. That was not a pleasant snake,” he adds. The African rock python is popular with reptile enthusiasts. They can bought online for $100 or $200 or at a reptile show across the border and smuggled into the province. People are allowed to have larger snakes as pets in B.C., but owners need to have permission. There are 61 registered python owners in B.C., according to the Ministry of Forests, Lands and Natural Resource Operations. That includes 40 kept as pets, 16 for commercial filming, four at zoos or aquariums and one for research. Walton believes it’s important to distinguish between the owners - experts like him who keep reptiles and find them incredibly interesting, and others who want a big snake to make them, in his words, look tough. “The tough guy image is a joke. I can handle up to a 12-foot python, but I also collect Star Wars figures,” says Walton. Although he is an expert at handling reptiles and has a permit, he rarely brings them home. He has housed Nile monitor lizards at his

With a five-year-old daughter at home and another child on the way, if Walton must care for a rescue snake, he’ll only take home one that’s shorter than two metres. He wouldn’t bring home a rock python, a snake that can easily overwhelm its handler. “Nothing that could potentially harm my family comes home,” he says. Snakes, however, rarely kill people. Since 1990,

12 people have died from constrictor snakerelated incidents in the United States (17 deaths since 1978). To Walton’s knowledge, there have been none in Canada before the Cambellton, N.B. tragedy. “Compare that to the 20-plus people a year that are killed by horses. This is extraordinarily rare,” he said. Walton adds most python owners know how to care for the snakes, but the enclosures they are kept in are usually too small.

“You need to devote a whole room of your house to this animal. The standard rule of care is the length of the animal dictates the width and length of the enclosure.” Although he’s found good homes for the snakes who’ve been abandoned by their owners, Walton is now a little uncomfortable with people keeping them as pets, even those with expertise. He’s still caring for a sixfoot long albino Burmese python that was found in Chilliwack in June. The snakes and reptiles that don’t find homes get euthanized. “I try to make sure I get qualified people to look after them,” he said. “It’s going to be an interesting experience down the road. Do I give these snakes up to people?” Penalties for breeding or releasing a controlled alien species into the wild range from fines of $2,500 to $250,000 or two years in prison. Owning a reptile that’s on the controlled species list without a permit could land you a $100,000 fine and one year in prison.

Not so smart They’re called smartphones, but the way some people use them is anything but smart – giving us all legitimate cause for concern about public safety. A recent poll that shows that 64 per cent of adults in B.C. own a smartphone, and that 18 per cent of those consider themselves “strongly addicted to the device.” The majority who placed themselves in that particular category describe their addiction as ‘manageable.’ That all changes, of course, when the addict is faced with incontrovertible evidence – usually some severe crisis or tragedy – that calls for an immediate change in behaviour. The question is, should we, as a society, be expected to pay the price of such a crisis or tragedy? Particularly when it’s something like an accident caused by driving without due care and attention? Smartphones offer entertainment and information through a multitude of apps, and they have practical uses in terms of communication, particularly in emergencies, that have, so far, merely scratched the surface of their potential. But they also function as a distraction. According to the poll, those who describe themselves as addicted estimate they spend an average of 2.5 of their waking hours staring at their keypads and screens. If that time was spent in one block of time, it might be a different matter – but it’s spread throughout the day, often while the users are multi-tasking in some way. We should all be more aware of the imminent dangers such devices present – and to make sure that we are actually controlling them – and not the other way around. Humans are inevitably flawed – and there is always the temptation to make just one short call, check that one detail, complete that half-finished text or glance at that incoming message. A quick look, a few more words, just this once – who could it hurt? Possibly more than just ourselves. – Black Press

Gambling on future fiscal stability I

t seems clear that our town fathers, and mothers, are all high-stakes gamblers. Whether it’s industrial or commercial proposals for the Albion Flats or buying up the now flattened neighbourhood eyesores east of municipal hall, council members Sidewinder Sandy Macdougall seem ever willing to gamble taxpayer dollars on fiscally questionable projects. In the case of the fairgrounds, over the past decade or so, council has approved untold amounts of staff time and funds in vain attempts to remove the flats from the agricultural land reserve. The Agricultural Land Commission, the ruling provincial body, has repeatedly denied those applications, but council plunges heedlessly on. The gamble involved is that, even after spending all that staff time and associated costs on the Albion Flats, council and staff seem almost oblivious to the potential impact of the Kwantlen development just to the east. Once fully developed, the Kwantlen site will include an estimated 280,000 square feet of commercial space, making it significantly larger than Haney Place Mall. Only a fool, or municipal hall occupant, would not recognize such a development as a serious threat to the viability of the Albion Flats proposal.

Q

uestion of the week:

Municipal council and senior municipal staff seem willing to gamble the long-term future fiscal stability of Maple Ridge on such pie-in-the-sky stuff. While fumbling about with the Albion Flats application, council has done little or nothing to support other applications to exclude lands from the agricultural land reserve. Some of those applications are far more fiscally viable and far less of a gamble than the municipality’s own pipe dreams. Anything involving expanded industrial development in Maple Ridge is a huge gamble for private investors. One need look no further than the former Kirkpatrick Sand and Gravel site northeast of Webster’s Corners. The site has been cleared, fenced and subdivided for several years, but sits almost vacant. The developer has millions of dollars invested and now has little to show for his efforts other than paying municipal taxes. Had the municipality been willing to extend sanitary sewers to the site, chances are it would have attracted far greater interest than it does at present with each individual site encumbered by septic fields. If nothing else, development of the former gravel pit exposes the inconsistency in municipal attitudes towards private industrial and commercial developers. That inconsistency may have been one of the main reasons why private commercial development in the core has languished and resulted in the municipality buying the residential properties east of

Haney Place Mall. It seems no private investor was willing to gamble on what goofy plots might have been foisted on them by inept politicians and indifferent municipal staff. And now the properties sit vacant, awaiting the results of a municipal fishing expedition into the development world. Oddly enough, when it comes to real gambling such as casinos, Maple Ridge has shown no hesitancy in jumping on the slots parlor bandwagon.

“And now the properties sit vacant, awaiting the results of a municipal fishing expedition into the development world.” On the surface, it appears that the advent of the slots parlor has been a fiscal winner for the municipality, with close to a million dollars in added revenue from the Bingoplex operation. It is estimated that the new casino, set to open this fall at its Lougheed Highway location, will produce over a million dollars per year in addition to property taxes on the facility. This is perhaps the biggest and most cynical gamble of all, as municipal council reaps the benefits of an activity that is seen by many as just another tax on the poor. Sandy Macdougall is a retired journalist and former district councillor.

A journey to our wireless youth

‘No conflict of interest for Ashlie’ Editor, The News: Re: Taxpayers footing bill for both positions (Letters, Aug. 2). I fail to see how Cheryl Ashlie’s acceptance of a parttime position as an assistant to newly-elected MLA Doug Bing is improper. Ashlie’s positions are dissimilar and do not conflict with one another. As an elected municipal councillor, Ashlie has no direct influence on provincial government policy. Her new job as an assistant in an MLA’s constituency office is not an elected position, so she will have no power or influence over policy whatsoever in that capacity. So where is the conflict of interest? There is none. Her critics suggest Ashlie’s loyalties will be divided. This spurious argument says more about her detractors, who seem to view local government as little more than a soapbox for criticizing the provincial government. Having spent most of my life in Burnaby, I have no patience with municipal councils that spend inordinate time discussing issues that aren’t even under their jurisdiction. As for accusations Ashlie is double-dipping, let’s get real. The job of councillor in Maple Ridge is part-time and council sessions are held in the evening. Historically, many councillors have successfully juggled their council duties with full-time jobs. Ashlie’s two positions are, at most, equivalent to one full-time job. To say she is swilling at the public trough is to call anyone who collects a taxpayer-funded paycheck a pig. Frankly, I smell sour grapes over the NDP’s epic failure in the last provincial election. Tengs doesn’t want to see them harmed and fears for their safety and that of motorists on the highway as the elk try to cross it. There have been a number of sightings of the elk in Albion the past three weeks. Jeff Boyce was driving west across the Kanaka Creek bridge on the Lougheed Highway when he spotted the animals on July 25. He called the local conservation office to report the sightings.

A conservation officer will be looking into the issue next week. The elk could be from the original herd of 23 that was relocated into Upper Pitt Lake in January 2005. The Ministry of Environment took on the project in order to repopulate the area with the Roosevelt elk, which were native to the area before being wiped out by hunters at the turn of the 20th Century. The ministry repopulated the area in the Upper Pitt Lake in order to take some pressure off

black-tail deer as a food source for cougars, as well as to provide other food for wolves and bears. The ministry of forests said they have been a number of relocation programs in the region over the past 10 years and elk are quite successful at repopulating. However, the ministry isn’t sure of the ones in Albion are from the 2005 Upper Pitt Lake program. Roosevelt elk are about onefifth larger than Rocky Mountain elk.

She calls the strangers squatters and notes many are living at the landfill on the northern portion of Katzie land on Bonson Road. About half of the 30 or so are non-native. “We actually know who they are and where they’re headed.” She’s inviting everyone on the reserve and anybody in Pitt Meadows and Maple Ridge to show up and to bring their lawn chair or umbrella and a dish for a potluck dinner to follow. The goal is to bring at least some peace and security back to the reserve so kids can play in the outdoors without fear. “That’s who I’m doing it for, the next generation.” She wants to make a better future for the younger generation by stressing the importance of education as a way to move forward. “They definitely don’t feel safe down here anymore.” It’s so bad that parents have to drive their little kids two or three homes away, she confides. Pierre’s concern is evident in her voice. She talks in muted tones so as not to alert neigh-

bours. The band council has even asked her to tone it down a bit, for her own safety. It used to be that drug and alcohol addiction were under control and the heavy drinking would take place on weekends. Now, the tone is different and it’s more confrontational.

“That’s who I’m doing it for, the next generation.” Coleen Pierre, Katzie resident

“Now, it’s every day of the week. Even two to three in the middle of the afternoon.” Pierre said years ago when there was an agreement with Ridge Meadows RCMP, officers used to make regular patrols on the reserve. Now, they only show up when responding to an

incident. Katzie resident Eileen Kenworthy said everybody from throughout Pitt Meadows and Maple Ridge is welcome on Sunday. “We need all the support we can get.” No one on the Katzie band council wanted to comment about the issue. Two years ago, band resident Harold Moody raised the same issue. In 2011, Moody was trying to get the Katzie administration to crack down on seven houses on the reserve, which he claimed harboured unsavoury folks. His complaints to the RCMP, Pitt Meadows fire department and band office, he said, fell on deaf ears. Moody claimed several houses on Katzie were being used as bases to rip apart stolen wires and cables, as well as melt down metal, which is then sold at a metal recycling depot down the road. He was later doused with gasoline, but survived the attack. Ridge Meadows RCMP say they haven’t noticed an increase in crime on the reserve recently.

Maple Ridge, Pitt Meadows almost the best real estate in B.C. says Reuter. “As people see the benefit of a shorter commute, they’re more likely to buy there.” Reuter said that transportation, roads and

bridges, and rapid transit, such as SkyTrain and West Coast Express all improve the marketability of housing. “Transportation is a huge driver for real estate.” If frequency of the West Coast Express train were to increase, that also would kickstart nearby home prices. The Real Estate Investment Network does an annual report called Top B.C. Investment Towns. It says that with 65 per cent of Maple Ridge residents commuting, no other Lower Mainland municipality will benefit the most from the Gateway program, which resulted in the construction of the South Fraser Perimeter Road. However, according to the District of Maple Ridge’s Commercial and Industrial strategy published last year, Maple Ridge has the secondlargest percentage of residents working locally, about 35 per cent. Only Surrey has the larger percentage of residents locally employed at 38 per cent. According to the report, Delta, Port Coquitlam, Coquitlam and New Westminster all have a higher percentage of residents who have to leave their community for work. The network says that real estate prices remain relat ively low but that prices will rise as demand increases. “The report highlights how the improvements to the transportation infrastructure have made our community accessible to investors in the Lower Mainland. That combined with programs like our Town Centre Investment Incentive Program have resulted in over 40 projects in our town centre valued at $80 million,” Maple Ridge Mayor Ernie Daykin said. “Maple Ridge is also a prime location for commercial and industrial development. Council’s priority is to complete land use policy work and incentive program development to ensure that our commercial and industrial development and employment growth are centre stage in the coming years.”

B.C. liquor laws get another look by To m Fletch e r Black Press

Arts & Recreation Guide Online registration begins Tuesday, August 6. Full registration begins Thursday, August 8.

VICTORIA – A glass of wine at the spa? A craft beer at the farmer’s market? Can B.C. survive the next wave of modernization of its archaic liquor laws? These suggestions are part of a review of liquor policy promised by the B.C. government in its February throne speech and rolled out Wednesday. Richmond MLA John Yap has been assigned to examine regulations that unnecessarily restrict business, making recommendations to the provincial cabinet by November. One proposal is allowing under-aged children to have lunch at a pub with their parents during the day, as they can do in a licensed restaurant. As well as considering licences for farm markets and spas, the review is to look at why it takes up to a year to issue a liquor licence to a business. Letters are going out to 10,000 licence holders and rural liquor

agency stores looking for feedback, and a website for public comments is to be added in September. Don’t expect a price break, however. The terms of the review include ensuring that the $1 billion annual government revenue from liquor sales and sales tax is maintained or increased. The review will not look at privatization of liquor distribution, a controversial suggestion the government backed away from last year. Recent reforms in

lowed liquor inspectors to employ minors to test liquor outlets’ willingness to check identification and refuse service. A University of Victoria study released Wednesday called for B.C. to impose a minimum drink price of $1.50 on licensed establishments and charge higher prices for drinks with more alcohol, to discourage over-consumption.

ne of the most important decisions people can make, as they age, is what to do about living accommodations. For most, indecision will lead to panic decision-making and the outcome can be disappointing for the elderly and frustrating for the family. For most elderly, the most common decision regarding housing is to simply stay put. The desire to maintain independence and to be surrounded by familiar places and people are pretty strong influences in that non-decision. For many, that decision might be the right one and it’s certainly easy for families to support it for as long as their parents can support themselves. The challenge comes when circumstances change. In the management of eldercare facilities by the government, the elderly are rated on a scale that determines the kind of care they will need. Every province has different terminology, but essentially the ratings go from completely independent to requiring full-time assistance for everything (acute care or severe Alzheimer’s). A couple of decades ago, most of the people in the long-term health care facilities were in the middle of this range, and staffing needs were established based on that. Now, virtually 100 per cent of the residents of long-term health care facilities are at the dependent end of the scale, yet the staffing

Measles cluster in Fraser East Eastern residents of the Fraser Health region are being warned about a rise in measles cases. Abbotsford, Mission, Chilliwack, Agassiz, Harrison Hot Springs and Hope are low immunized areas and at more risk to outbreaks, according to according to the chief medical health officer. The most recent exposure to this highly contagious virus has occurred in a post-natal unit at the

Abbotsford Regional Hospital and Cancer Centre. Up to 60 women and newborns have been exposed to the virus by a visitor who was infectious with early measles at the time. Public Health staff are contacting the affected families directly to offer immunoglobulin in order to reduce the chance of the infection developing. Fraser Health says the most effective protection against the virus is two doses of the vaccine, which is free to all those born after 1957.

Sales still strong at Larco’s Morgan Crossing By Kerry Vital

Morgan Crossing is an amazing pedestrian-friendly village that you don’t often see in the Lower Mainland. With tons of fantastic stores, spacious homes located right in the heart of the village and almost any amenity you can think of within walking distance, it comes as no surprise that there is only a limited number of condominium suites left. “We still have a great selection available, but sales will

be wrapping up soon,” says Bryan Woolley of Fingerprint Strategies. “The response has been tremendous.” Built by Larco Investments, Morgan Crossing is wellknown as a gathering place for residents from all over Metro Vancouver. Buyers from nearly every city in the region have been looking to purchase one of the homes there. The village has shopping, dining, community events and amenities right outside your front door, including Winners, Town Shoes, Everything Wine and Thrifty Foods. You’ll also be

able to fit in a workout at the Steve Nash Sports Club. “People fall in love with the village,” Woolley says. “It’s what sets Morgan Crossing apart.” Homes at Morgan Crossing start at $275,900 including GST and transition taxes for a two-bedroom suite. For more information, visit www.morgancrossing.ca or call 604-5821336. The presentation centre is open daily except Fridays between noon and 5 p.m.

NEW HOME DEVELOPMENT

Submitted photos

Intracorp’s River Park Place will soon join Richmond’s Oval Village neighbourhood, above, where buyers can take advantage of all the amazing amenities the neighbourhood has to offer, including leisure and recreation, shopping and dining. Among the features you’ll find in your new home are stainless-steel appliances and chic and modern cabinetry, above right.

The new luxury at River Park Place By Kerry Vital

Richmond’s Oval Village is welcoming sophisticated luxury to the neighbourhood with Intracorp’s River Park Place. The new condominium and townhome development is already garnering buzz. “These homes stand out from the crowd,” says Intracorp’s Director of Sales Barrett Sprowson. “The response so far has been

really positive.” The project will encompass three buildings and over 500 homes. Over 30 homes were sold last month. The one-, two- and three-bedroom homes are spacious and inviting, with floorplans ranging from 465 to over 2,000 square feet. “These floorplans make sense to a wide range of people,” says Sprowson, adding that buyers so far have included downsizers and young couples looking to move away from renting or their starter home. “These homes are really efficient,” Sprowson says. “There’s no wasted space.” Some of the features you’ll find in your new home include stainless-steel appliances, solid engineered quartz countertops and a full-height marble mosaic backsplash in the kitchen. The modern kitchen cabinetry includes high-gloss solid white lacquer upper

cabinets and horizontal-grain real wood veneer lower cabinets, all built in Canada. The soaker tub in the bathroom is made for spa-like relaxation, complemented by the natural stone porcelain tile flooring, solid marble countertops and European frameless glass shower enclosure. You’ll find laminate flooring throughout the main living areas, with low-profile soft touch broadloom carpeting in the bedrooms. When you’re in the mood for some time outdoors, you’ll love the expansive outdoor patio or balcony in your new home. The amenities are some of the most amazing things about River Park Place. Among them you’ll find a yoga mezzanine, fully equipped fitness centre, dog-wash station, media room and training court with space to play basketball or badminton. “These are little things that make sense,”

Sprowson says. “We picked up the concept of a whole home, taken all of those things you’re looking for and put them into some form of amenity at River Park Place. You don’t expect to get that in a condo.” For the next several week, River Park Place will be holding weekend events that celebrate all those amenities. The next one, a three-onthree basketball scrimmage, will take place on Aug. 10 at the River Park Place sales centre. “Intracorp is fielding a team,” Sprowson laughs. “The old guys are going to get schooled!” There will be a grilling exhibition on Aug. 17 and daylight yoga on Aug. 24. The Oval Village neighbourhood has been rapidly growing since the end of the 2010 Winter Olympic Games, and River Park Place is perfectly situated to take advantage of everything the neighbourhood has to offer. “Our buyers are really starting to appreciate the evolution of the area,” Sprowson says. “This is the number-one neighbourhood in Richmond.” Buyers will have access to transit via the Canada Line just minutes away, as well as the Vancouver International Airport, the Richmond dyke trails and all of the shopping, dining and leisure activities in the area. T&T Supermarket will open its doors nearby, as well as medical, dental and banking services. Homes at River Park Place start at $229,900. For more information, visit www. intracorp.ca/riverparkplace, call 604282-7838 or visit the sales centre at 7100 Elmbridge Way, open every day except Fridays between noon and 5 p.m.

Wired or wireless – home electronics options By Robert Prince

W

ith so many options to choose from, and as many potential configurations as there are people, it’s pretty much impossible to describe the typical home entertainment and electronics set-up. One thing is certain, however – every good system begins with good planning. Big or small, the starting point for any entertainment and electronics system installation is going to be the wish list. Putting down on paper the desired components will get things rolling, says Richard Rex of Digital Valley Entertainment. You might not be able to get everything you want, he says, but at least you’ll have a place from which to begin. A host of decisions must be made. What kind of television screen, if any? What kind of music playback set-up? Will gaming systems be included? How best to incorporate Internet options? How will you control everything? These are just some of the questions you’ll have to ask yourself about what you want, says Rex. Then you have to start thinking about the cost involved, not to mention whether everything you want can be easily accommodated. Eventually, one of the biggest questions you’re going to have to ask is whether a wired or wireless set-up will work best in your home. If you’re building a home or renovating, the question becomes much easier, says Dave Sheppard, co-owner of Haney Sewing and Sound, because when the wall and ceiling cavities are exposed, the best option is usually going to be a wired installation. “There are some limitations to Wi-Fi [wireless] that people

Richard Rex of Maple Ridge’s Digital Valley Entertainment adjusts the cables for a home theatre system.

need to be cognizant of, and a wired installation is generally the best option [to eliminate those limitations], but running network wires is something most people are only going to do if they have wall and ceiling access,” says Sheppard. Wireless technology has come a long way in recent years, and it’s getting better all the time, Rex acknowledges, but it can still experience interference from other equipment, and it is subject to dead spots when the signal won’t penetrate certain materials. For those reasons, he agrees that wired systems are still superior because they provide direct, dedicated signal that usually can’t be interfered with. “The problem with wireless technology,” says Rex, “is that

these appliances we use – cordless phones, microwaves, home entertainment, etc. – all share the same spectrum, and while there are multiple channels within that spectrum, you really have to know what you’re doing to minimize the problems.” Now, while wired systems might be better than wireless, the reality is not all homeowners have the option of running wires throughout the house. For that reason we have wireless, and Sheppard says it’s certainly not a bad option by any means for those who need it. “Wireless [technology] is getting better and better,” he says. “If you spend money on good equipment, and get yourself a good quality router, you can often avoid much of the hassle associated with

wireless systems.” The great thing about wireless is that it lets you take your entertainment options pretty much anywhere you like, offers Rex, who notes that most homes have multiple entertainment areas these days. “Kitchens are important locations these days because so much living is done in the kitchen. Master ensuites and master bedrooms usually get some attention, and outdoor living areas are huge right now, not only for music, but also for television.” The other thing about wireless is that it is nearly ubiquitous, says Sheppard. Everything is getting the wireless treatment, from entertainment equipment to the control systems used to run them,

units like Control 4, a smart remote control system that can program just about everything in your home, from your stereo and television to the blinds and lights. One of the great things about the new technology is that it’s so much cheaper than it used to be, says Rex, so more people are able to afford bigger and better set-ups regardless of whether they’re going wired or wireless. “Component prices are relatively cheap compared to 20 to 30 years ago,” he states, “and while not everyone can afford the newest and best technology, those on more modest budgets still have lots of options available to them, too, so there’s pretty much something for everyone.” – Robert Prince is a freelance writer who lives in Maple Ridge.

Before buying compare space & water heating costs When you’re house-hunting, choosing a home with natural gas for space and water heating can save you money.

PASS SLOW AND WIDE

Believe it at fortisbc.com/calculator. *These are approximate savings based on the difference between annual natural gas and electricity costs for space and water heating of a 2,300 square-foot house with average insulation and four occupants in the FortisBC Lower Mainland service area. Calculation compared standard-efficiency natural gas furnace and large storage tank water heater with electric furnace and equivalent water heater and is based on FortisBC natural gas rates as of May 2013 ($9.35/GJ) and electricity rates in the service area identified (Tier 1 and 2: $0.071 and $0.109 per kWh). Marijuana cases are down, heroin, meth on rise by To m Fl etc her Black Press

VICTORIA – Marijuana possession cases still account for 60 per cent of drug violation reports to police in B.C., but the number of cases declined 10 per cent in 2012, according to new figures from Statistics Canada.

WEST COAST KINESIOLOGY & PHYSIOTHERAPY We are very happy to welcome Joanne Pinlac, MPT to our clinic. Joanne is a registered physiotherapist and is welcoming new patients.

There were 25,432 police-reported incidents of drug offences in B.C. last year, a 7.4 per cent decline from 2011. Marijuana trafficking cases declined more than 20 per cent to 1,006 incidents, and importation and exportation of marijuana declined by 40 per cent. Marijuana growing cases declined 4.6 per cent, following a 28.6 per cent drop in 2011. Heroin possession cases jumped more than 30 per cent to 500, and heroin trafficking cases rose 37 per cent to 224 incidents in 2012. There were 653 reported cases of possession of methamphet-

as licensed medical marijuana production increases across North America. Colorado and Washington state voted to legalize sale to adults last year. In July, Elections B.C. gave approval in principle for a petition drive aimed at decriminalizing marijuana possession in B.C. Marijuana activist Dana Larsen has formed a group called Sensible B.C., aimed at forcing a change to B.C. law that would prevent police resources from being used against simple possession of marijuana. Sensible B.C. is using the same voter initiative system that forced the repeal of the harmonized sales tax in B.C. The group will have 90 days starting Sept. 9 to collect signatures from 10 per cent of registered provincial voters in each of B.C.’s 85 electoral districts. If that target is met, a province-wide vote would be held on the proposed law.

Team B.C. wrestler Cody Osborn of Maple Ridge defeats Quebec’s Benjamin Bédard during a preliminary round match en route to a silver medal in the team division at the Canada Summer Games.

Silver lining for pair of local wrestlers Maple Ridge’s Cody Osborn and Cameron Hicks help lead the Team B.C. men’s wrestling team to a silver medal at the Canada Summer Games in Sherbrooke, Que. on Wednesday. The team went undefeated in the preliminary round to earn a berth in the final against Ontario. However, it couldn’t overcome the strong eastern squad and fell 31-17 in the final. Osborn, fighting in the 63-kilogram class, went 3-1 in his preliminary round fights. He topped Manitoba’s Briton Lewis on points in the team’s opening win. He followed that up with a win over Ryan McGregor of Nova Scotia. Osborn also toppled Quebec’s Benja-

Wrestling On the women’s side, Jayden Smith is set to keep her three-year undefeated streak alive as she is headed to the gold medal match in the women’s individual category. Smith pinned Rebecca Sparrow of Newfoundland in the semi-final to advance to Thursday night’s final against Ontario’s Laura Barr.

Smith pinned Barr during the B.C. women’s team preliminary round match. Despite Smith’s perfect record during team matches, Team B.C. lost the bronze-medal match in a closely contested battle, losing 28-23 to Saskatchewan. Smith pinned Brittany Delahey to earn five points, but it wasn’t enough to propel the squad to the podium.

Baseball Maple Ridge products Kyle Ross and Andre Pelletier have lead Team B.C. to a 5-1 record and first place in round-robin play of group A men’s baseball. The team was to face the undefeated New Brunswick squad in Thursday night’s semifinal for an automatic berth in the gold medal game Friday at 3 p.m. The loser of the semis will play Ontario for the chance to claim the other spot in the final.

Ross, a left-handed pitcher with the Langley Blaze, lead team B.C. to a 10-0 win over Ontario in his first start. He pitched five innings of three-hit baseball. Pelletier went 6-15 for a .400 avg. over the course of round robin play. He chipped in with seven runs scored, three walks, and four RBI. Team B.C.’s only loss came at the hands of Quebec, dropping an 11-9 decision.

Softball Jaycee Affeldt and Iris Chow of Maple Ridge have Team B.C. in the medal round of women’s softball after finishing forth in the round robin play with a 6-3 record. B.C. was to play third-place Ontario Thursday evening for a chance to move on. Chow, who plays at Douglas College, went 6-24 for a .250 avg. She scored nine runs with three walks. Affeldt finished with a 2.02 ERA, striking out 28 batters in 24.1 innings.

Welcome

The challenge of losing weight L

osing weight is a challenge for many people who are overweight or obese. There are many strategies one can employ to achieve this end, including adopting healthy eating habits, exercise, stress reduction, getting enough sleep and so on. Invariably, a person runs into plateaus, where weight loss seems to stall and one can get frustrated, start to lose hope and eventually may abandon the new healthy lifestyle. But there is research that should help those who are encountering this impediment. Being overweight or obese has numerous health risks associated with it, including a higher risk for cardiovascular, disease, diabetes, cancer among others. However, there has been mounting evidence, including a study last year published in the European Heart Journal, which suggests that overweight people can reduce that risk by a significant amount as long as they exercise regularly. When the researchers took into account many different lifestyle factors, including how much the individuals exercised, they found that the obese exercisers had a 50 per cent reduced risk of death compared to the obese nonexercisers. When the obese exercisers were

tional finals. The midget team also went undefeated in the tournament. Bantam: In bantam girls play, Ridge Meadows Burrards players Megan Stewart, Candace McDole, Paige Bell, Sarah Ickert, Ashley Kingsbury and Nicole Pahnke won silver after a hardfought 5-2 loss to rival Ontario in the finals. The Burrads went 5-1 in round robin play.

Wolverines win The Ridge Meadows Wolverines U11 team put on a chemistry lesson in Medicine Hat recently as the team won the Western Challenge Cup with a 4-1 win over Edmonton Wolves. The ball hockey team was put together four weeks before the start of the tournament, said head coach Geoff Moffat. While learning to create chemistry was one challenge, Moffat said the team also had to deal with stifling temperatures, as the mercury hit the 35 C mark. “In every game the team had to balance giving maximum effort with the need to maintain fluid levels and avoid dehydration,” said Moffatt. The team was lead by tournament MVP Cole Moffat, along with Vincent Timperio with 12 goals and Ryan Tougas with 10 assists. Tyler Slavin won the hardest shot competition.
