Alleged driver in fatal crash an expert witness for RCMP Had been working on investigation into 2012 death of Const. Adrian Oliver by Monique Tamminga AN “INDEPENDENT observer” from another police force had to be called in to investigate Wednesday morning’s fatal hit-and-run on the Langley Bypass after police learned that the alleged driver involved is an RCMP hired consultant, currently working on a Surrey fatal crash involving one of their own. “The initial investigation has determined that the driver is an expert civilian witness and consultant who Adrian Oliver is contracted by law enforcement and other public safety agencies throughout the region,” said Surrey RCMP Sgt. Drew Grainger. “In fact, earlier that day and prior to the accident occurring, this consultant was working with the Surrey RCMP traffic section on an ongoing traffic investigation.” See FATALITY / Page 3

ince the time he had his first Hot Wheels toy as a child, Bradley McPherson had a passion for cars. As he grew, he’d often tinker with engines with his dad, and when he got older, would regularly go to car shows to ogle other people’s rides. Trucks, low-riders, motorcycles, hot rods – he loved them all. Of course, he owned a series of his own vehicles as well. The last was a
customized 1980 GMC Chevy shortbox truck. “He’s always had cars, trucks… he was always working on them just as a hobby,” said his mom, Susan Simning. “If you showed up, he would detail the nines out of your car without you even asking.” Her son’s weakness for wheels made the theme for an upcoming memorial fundraiser in McPherson’s name an easy choice. “Like rubber to asphalt, you left your mark…” reads the flyer promoting the Aug. 24 show-and-shine event in Cloverdale. McPherson, 28, was shot to death at an after-hours Christmas Eve house party in Surrey in 2011. Always the guy who would stand up for others, said his mom, he spoke up when he saw someone being disrespectful to one of the party guests. See EVENT / Page 5

Fatality: Man killed Wednesday From page 1
The consultant allegedly driving the semi-truck involved in the fatal hit-and-run had been working that day on a re-creation of an accident involving a semi-truck that killed Surrey RCMP Const. Adrian Oliver in November 2012, at the intersection of 64 Avenue and 148 Street. He was speeding through the intersection in an unmarked police car without using sirens. Vancouver Police are assisting with that continued investigation. The accused driver was working with Surrey’s traffic section just hours before the Langley Bypass crash. It isn’t known if the semi he was allegedly driving at 3 a.m. was used to re-create that crash. At 3 a.m. Wednesday, a semi bobtail was travelling eastbound in the curb lane in the 19500-block of Langley Bypass when it struck and killed a 37-year-old pedestrian. Surrey RCMP say the semi driver didn’t stop to render assistance, but kept driving. The pedestrian was pronounced dead at the scene and Surrey RCMP are working with the BC CoroDrew Grainger ners Service to notify the victim’s next of kin. Police put out a description of the older model blue semi cab to the media and by mid-afternoon, Surrey RCMP had located and seized the vehicle believed to have been involved. The driver of the vehicle was located and questioned by Surrey RCMP that same day. Surrey RCMP continue to appeal to the public for any witnesses to come forward. “Our investigators need to establish a timeline for both the driver as well as the victim so they can piece together what actually happened,” said Grainger. Anyone with further information is asked to contact Surrey RCMP Traffic Services at 604-599-0502 or Crime Stoppers, to remain anonymous, at 1-800-222-TIPS.

His intervention, however, wasn’t appreciated by everyone and a gun was turned on him. In April of this year, Surrey’s Russell Bidesi was charged in the murder. A trial has yet to be scheduled. Simning said the show-and-shine will have everything McPherson would have wanted, welcoming cars, trucks and motorbikes ($20 per vehicle, passengers $5 each, $5 walk-ins), and prizes will be awarded for best of show, best custom, and people’s choice. There will also be live entertainment, a beer garden, silent auction and 50/50 draw. Representatives from BC Victim Services, the Integrated Homicide Investigation Team, and Crime Stoppers have also been invited.
Proceeds from the all-day fundraiser will go toward scholarships for students at two schools – North Delta Secondary, where McPherson graduated, and Clayton Heights Secondary, where his sister is graduating next June. Simning said because her son had ADHD (attention deficit hyperactivity disorder), the scholarships will go to kids with similar learning needs. “We first got him diagnosed when he was three-and-a-half because he wasn’t speaking well,” Simning recalled. “He struggled all through school.” But McPherson didn’t let it hold him back from doing anything, his mom said. “He made it work and he never gave up. He just kept on going and kept on going. He
never let it crush him down.” Simning said if her son could see the event being organized in his honour, he’d be ecstatic. “I think he’s probably just blown away,” she said. “I’m sure he’s amazed.” The scholarship for ADHD students, she said, would also mean the world to him. “For sure, because he knows – he struggled so many years. “He loves kids. For him to know that it’s going to some other kids that made it all the way to grad, he’d love it.” The Bradley McPherson Memorial Fundraiser takes place Aug. 24, 10 a.m. to 5 p.m. at the Cloverdale Fairgrounds (176 Street and 64 Avenue). seeing some issues with that, she said, adding it was inappropriate for the Metro board to chastise Delta for following the advice of its own staff. But Eliza Olson, president of the non-profit Burns Bog Conservation Society, disagrees and said Delta was trying to sidestep the proper process by going to Metro Vancouver first. “I can understand why the mayor would want to do that, but it’s not telling Metro Vancouver what the will of the community is, she said, adding if the zoning change was approved, it would send a message to Delta that the development is a “done deal. Olson has collected a 5,000-name petition against any development on the land, which she considers sensitive peatland that could be considered the “lagg of the nearby 3,000-hectare Burns Bog Ecological Conservancy. The land in question is currently zoned Industrial-3 Extraction which allows uses such as peat extraction, asphalt and concrete mixing. MK Delta Lands has stated it does not have plans to pursue the permitted uses. It will now seek municipal rezoning to mixed use residential, which would also require approval from Metro Vancouver. Barnett said the company will refine its plan based on public feedback. The new development application – expected to include more than 900 units of housing and 14,000-sq.-m. of retail space –will involve months of consultation.

WILDLIFE
Cougar caution
RAESIDE
A
report of a cougar sighting on the Surrey-Langley boundary last week has people in the area concerned, as they should be. Cougars are quite capable of attacking animals and small children, and the area the cougar was seen in is within a block of a dense urban area, where many families reside. Cougar sightings here are rare, but not uncommon. Cougars have been spotted on numerous occasions in areas of south Langley for generations, and rural properties near the U.S.-Canada border seem to be a favourite haunt. However, there have been few sightings in the community where the latest report originates. That area is some distance from the Fraser River and has not been home to predators such as cougars or bears for many years. But members of larger wildlife species, including bears and cougars, seem to have been on the move in recent years. This is likely due to increased human encroachment on wilderness areas, particularly north of the Fraser River. Forests and mountains in Coquitlam, Port Coquitlam, Maple Ridge and Port Moody have been urbanized, making way for homes, schools, apartments and shopping centres. The wild animals which have inhabited those areas have to go somewhere else. In some cases, they stay nearby, but some animals wander farther afield, looking for food and shelter. It is not at all surprising, but when they come face to face with members of the human species, there can be conflicts. In the case of bears, it is often over food. Bears love rotting fruit, garbage and almost anything else. Cougars tend to be more selective, but in some ways that is even more problematic. They are voracious predators and tend to seek out smaller and weaker prey. That means pets, deer and, in some cases, smaller people. Children can be vulnerable to cougar attacks, and on Vancouver Island, where cougars abound, there are frequent reports of close encounters with the big cats. People who live in the area near the latest sighting (192 Street and 72 Avenue) need to be cautious, and this applies particularly to children. Adults need to take extra care to supervise them at all times. If anyone does spot a cougar, they should let authorities know. The phone number is 1-800-663-9453. – Black Press

dvanced Education Minister Amrik Virk has offered some advice for students heading for post-secondary education this fall. In a commentary sent to B.C. newspapers, Virk reminded students that his task “is to ensure post-secondary students obtain the experience and qualifications needed to put a paycheque in their back pocket.” B.C. is forecast to have one million jobs to fill by 2020, through a combination of retirements and economic growth. More than 40 per cent of them will require trades and technical training, and for students, likely a move north. “My advice to students is to look at where the jobs are based and tailor their education and training to match,” Virk wrote. “Our population is concentrated in the Lower Mainland and southern Vancouver Island, but as a resource-based economy, many directly and indirectly related jobs are located elsewhere.” That’s not the only blunt message for students deciding on a career. While defending his ministry’s spending plans in the recent legislature session, Virk described some of the

As usual, the NDP spent lots of time grilling Virk about student debt and the alleged need to reduce it. Ministry statistics show that about 30 per cent of students take out loans from the federal-provincial program, and the average is $20,000. One of the latest changes is a program of grants that go toward student debt as a reward for those who complete their chosen program. With 23,000 students collecting $41 million in grants, it might be working. For all the fuss about student debt, students pay only about a third of costs. The rest is on taxpayers, whether it produces any useful education or not. Virk is under instructions to review the student loan program “to find further improvements to meet students’ needs.” Given the magnitude of the gap between what skills our education system produces and what the economy needs, a larger shift in priorities is needed. NDP will work to lower emissions Socialism RE: “NDP soul search going nowhere” (B.C.
Views, July 30). Climate change is a reality, and bold political leadership is needed to address it. During the election campaign, New Democrats put forward a plan to expand the base of the carbon tax to include venting emissions from oil and gas operations, capturing an additional five per cent of carbon emissions in the province, but that plan
didn’t include all industrial process emissions. We believe that government should work with the oil and gas sector to make sure companies pay their fair share for the emissions they produce. This is particularly important as the B.C. Liberal government pursues an aggressive schedule of LNG expansion which, if realized, will make it nearly impossible for the government to reach
our legal emission reduction requirements. New Democrats will hold the government to account for their green promises, and continue to advocate for policies that help reduce emissions and spur efficiency, innovation and best practices. Spencer Chandra Herbert New Democrat environment critic

A significant aspect of NDP post-election soul searching, following its catastrophic defeat by the forces of free enterprise, will no doubt have to be coming to terms with the need to move the party further to the centre, away from its ideological far left-wing base. While the federal NDP appears to have decided to delete references to “socialism” from its guiding party preamble to make it more palatable politically and competitive electorally, merely removing “socialism” as a founding principle, without jettisoning its politically outdated doctrine, will not convince Canadians that the NDP is anything but a socialist party. Beware of bad gas marketers
A letter writer warns the public to be informed when door-to-door gas marketers come calling. ON A recent evening after finish-
ing a delightful early dinner, I felt a great discomfort in my lower regions. This discomfort did not come from the meal I had consumed, but rather due to a certain uninvited visitor to my house. This person came to my door dressed in safety gear and badge and for all intents and purposes, looked rather official. He seemed to have my interest
at heart and wanted to inspect my Fortis BC bill to ensure I was “price protected.” Sensing that something wasn’t right, I sent this visitor off with a friendly goodbye. My visitor happened to be an independent gas marketer and almost everything this person said to me was either misleading or dishonest. In fact, as I subsequently dis-
covered, both his request to see my Fortis account information and his reluctance to disclose the true nature of his visit contravene the “Code of Conduct for Gas Marketers.” He even adamantly insisted that “he wasn’t selling anything” when I straight up asked him what he was selling. We treat veterans – and others – badly AT THE end of July, the Harper
government unveiled a travelling tribute to the men and women who lost their lives in Afghanistan. The memorial, however, rings hollow when one looks at the unjust and immoral way the current federal administration is treating Canadian Forces’ veterans. Disabled veterans had to file a class-action lawsuit against Ottawa to stop it from clawing back a portion of their monthly Veterans Affairs disability pension. The courts sided with the pensioners; the government had to replace the funds. Many families of “in need veterans” who die are denied the money required to pay for their burial. Harper’s very selective austerity program has turned down 67 per cent of the applications for support for such burial costs. Veteran’s affairs aside, we have gross inequities, underfunding, and poor policies in health care
delivery in Canada affecting all of us. However, in the face of such bad policies, from any and all government departments, we need to be careful who we are inclined to quickly blame. I am not a Harper supporter.
However, we live in a time of many uncertainties. As a consequence, folks move to the economic, social, and political “right” – adopting a small “c” conservative value system that serves those whose life focus is
No problem being a BC Hydro hold-out RE: “GET smart, or no power,” Letters, The Leader, Aug. 1.
I am one of those smart meter hold-outs. I am on a monthly payment plan like most people with BC Hydro, so every month they take their money and no they don’t have to read the meter each month. And once a year on reconciliation month, I can phone in my readings or take a picture and they have my readings. I know lots of people where Hydro does not have access to their meter and once a year they phone it in – problem solved. So when they start charging “peak period” usage, they won’t be able to tell when I use Hydro. I should have that choice. Maureen Kolstad

REEN, Peter April 19, 1924 - July 27, 2013 The family of Peter Reen sadly announces his sudden passing at Peace Arch Hospital on July 27, 2013. Peter was born in Sneek, Friesland and came to Canada after the war where he found his way into the Standard bred horse industry. After many years of driving and training horses in Ontario and Quebec, Peter moved to B.C. where he maintained a stable of race horses until his retirement in 1999. A devoted supporter of harness racing in BC, Peter could always be found at Fraser Downs racetrack in Cloverdale where he was always surrounded by his many friends. Peter will be lovingly remembered as a great father, devoted grandpa and loyal friend. Please join the family for a celebration of Peter’s life at Fraser Downs racetrack on August 17th, 2013 at 3:30 p.m. (Bring along your stories! We look forward to sharing warm memories with you.)
