NEWS BRIEFS Vandals in downtown Sometime between 12 and 1 a.m. on Friday morning, a number of buildings in the downtown area were vandalized. RCMP reported seven windows at the David Hoy Elementary School were damaged and two at a residence on Fourth Avenue East. Seven windows at the Ministry of Children and Family Development (MCFD) on the Goodwin Building were damaged on the night of August 8. Three of the windows at MCFD were broken through, the rest just chipped. The manager of the building for Columbine Investments, Lionel Conant, said no estimate had yet been done for the costs of replacing the windows, and he believed it appeared an instrument had been used, not rocks, from the damage. The alarm at Nezul Be Hunuyeh was also set off, but no damage had yet been reported as of press time. The RCMP are investigating the incidents and anyone with any information is asked to contact the Fort St. James RCMP at 250-996-8269 or Crimestoppers at 1-800-663-TIPS.
Another single vehicle rollover believed to be a result of driving without due care and attention had traffic on Highway 27 near Fort St. James stopped as RCMP dealt with the accident scene and a tow truck cleared the vehicle.
Single vehicle rollover A single vehicle rollover on Highway 27 near the Stuart River Bridge stopped traffic on August 6 near Fort St. James but luckily resulted in no injuries. The accident took place just after 2:30 p.m. about one kilometre south of Sowchea Road and is the second rollover accident within a week believed to be caused by driver inattention.
Mount Milligan Mine is expected to begin production this month. The primary crusher and conveyor have already been commissioned and the concentrator is ready for a phased start-up.

A 1998 Chevrolet Lumina driven by a 17-yearold female driver was traveling south on Highway 27 when the vehicle crossed into the northbound lane and shoulder, at which point the driver turned back into her lane and lost control over the vehicle. The driver was taken to Stuart Lake Hospital for examination but had no injuries other than minor scratches to an arm.
The Fort St. James Volunteer Fire Department also attended and deployed foam onto a fuel leak from the vehicle. The RCMP said charges are pending against the Fort St. James woman for driving without due care and attention and the accident could have been fatal. RCMP are warning drivers to give their attention to driving and not be distracted by other activities.

Commercial production, however, will take a bit longer, as everything gets rolling, with commercial production in the fourth quarter and then another 12 months of “ramping up” before full production capacity is reached. Thompson Creek Metals reported a fairly strong second quarter relative to previous quarters in 2013 and 2012, and share prices went from $2.88 to

Milligan is expected to begin at a lower rate of operation, but once full production is in effect, the projection estimate is for the mine to produce 89 million pounds of copper and 262,000 ounces of gold a year over the first six years, with these amounts dropping to 81 million pounds and 194,000 ounces of gold per year after this.

Feel the love Submitted Local businesses in Fort St. James will receive an extra boost in the coming months as part of a “Love Fort St. James” buy local campaign piloted by Northern Development Initiative Trust. The project will celebrate home grown businesses and their contributions to the local economy, while encouraging citizens to consider the wide variety of products available in town. The program will also help celebrate the personal connections which take place between consumers and business owners when they support independent businesses. The Northern Development-led pilot program supports the development of strongly branded buy-local campaigns for six communities including Fort St. James, Vanderhoof, Burns Lake, Logan Lake, 100 Mile House and Valemount. Each community will have their own website that will promote local businesses through high-end photography. To fund the website development and graphic design of the project, Northern Development’s board of directors approved $75,000 to include all six pilot com-

Quarry will provide the branding materials for the Love Fort St. James initiative, and will work with the District’s Economic Development Department to engage local business owners in the project and coordinate professional photographs of each business involved in the campaign. “The Small Town Love project is a great opportunity for local businesses in Fort St. James to collaborate and promote what products and services are locally available to the community,” said Mayor Rob MacDougall. “We’re very excited as this helps us to build a critical awareness for com-

Dear Mr. Rustad
Cuteness overload Ruth Lloyd Caledonia Courier Puppies are cute. It is hard to resist the playful joy of young puppies, and I am not immune to their charms. For nearly a week now I have been the foster home for five puppies from Takla Reserve brought in to the Fort St. James Humane Society, and what a week it has been. Every time I step out the back door, five adorable little wigglers emerge from the nooks and crannies of the yard and come full-barrelled towards me in a puppy mob show. All five become squirming, squeaking fanatic devotees of my fan club, and I get just the tiniest taste of what it might have been like to be John, Paul, George or Ringo. Well, okay, maybe that is an exaggeration, but they are quite the mob and I have to try and come up with a distraction each time I need to go back into the house so I can avoid closing little puppy paws in the doorway as I rush to close it to keep them out. The puppies range in ages from probably six to eight weeks, as they are from two different litters, but they are all adorable little fur balls. I get flashbacks to the the Looney Tunes character Hugo the Abominable Snowman who always picks up Daffy Duck or some other character and wants nothing more than to “love him and hug him and squeeze him” and of course “call him George.”
Editor,
I also feel as though I have some inkling of what it is like to suffer from what so many women refer to as “baby brain” as I am constantly distracted from whatever mission I had originally left the house for. Of course, mine is not attributable in any way to hormones, but instead just to plain old cuteness overload. However, I promise to not replace my profile photo on Facebook with a photograph of a puppy or post a dozen photos a day of the puppies eating as though everyone in the world needs a play-by-play of their every move. I will however, post a photo or two here to show off the munchkins (up for adoption if anyone falls in instant love). The puppies have been a fun and entertaining venture for the week, and I’ll definitely have fond memories of the rag tag bunch of furballs. Of course, I will also appreciate once again being able to sleep until my alarm goes off…

Re: Aboriginal group vows to fight permits, Caledonia Courier August 7, 2013
“Nechako Lakes MLA and Aboriginal Relations and Reconciliation Minister John Rustad was asked to comment on the situation but he was unable to. He said that he wasn’t the right person to ask and after explaining the process the permits must go through, he said that was all he knew about it.” Seriously, John. Who would you suggest is the “right person to talk to” – the Minister of Housing? You can’t dodge this one, for two reasons. You are the Minister of Aboriginal Relations. And this is happening in your riding. How can you not be the “right person to talk to”? Can you explain that to me. Unless, of course, you don’t want to talk about it and prefer to say nothing until your government caves in and supports the pipeline once they get what they want from the federal government. You represent all constituents of this riding, and you have a legislated duty to them. I’d say it’s about time you started listening to them, because many are telling you that Enbridge and their pipeline are not welcome in your riding. It may be just the start of your term as minister but one thing about folks from the Fort, we have long memories, and we don’t forget when someone fails to stand up when they should have. Perhaps you should be moved to another ministry where they don’t ask questions that confuse you. Kandace Kerr

Courier Marijuana decriminalization referendum tour coming to Fort St. James
The campaign to decriminalize marijuana is coming to Fort St. James on August 11, with an event at the St. James Restaurant at 3 p.m. There will also be an event in Vanderhoof the same day at A&W Restaurant at 5:30 p.m. The Sensible B.C. tour will be hitting 32 towns in the interior of the province over 12 days in August to promote a referendum on marijuana decriminalization. The tour will be headed by Sensible B.C. leader Dana Larsen. "We need volunteers and canvassers in every community," said Larsen. "My goal is to meet local supporters and register them as canvassers so they can collect signatures this fall." Larsen has prepared legislation called The Sensible Policing Act, which would effectively decriminalize marijuana by stopping B.C. police from making searches or arrests
for simple possession. The law also calls upon the federal government to repeal marijuana prohibition, so that B.C. can legally regulate its cultivation and sale. The proposed law has been accepted by Elections B.C., and Larsen will have 90 days to collect signatures from 10 per cent of the registered voters in every electoral district, beginning September 9. These 400,000 signatures can only be collected by people who have first registered as a canvasser. "It's easy to register as a canvasser," said Larsen. "It just takes two minutes to fill out the form for Elections B.C.. I bring the forms with me, but people can also easily do it online. We will need at least 5,000 canvassers to have a good chance of success. If you've always dreamed of legalization, this is your chance to help make history!" RCMP report On August 1 at 3 a.m., a resident at Tache complained of a male threatening them at Tache. The man allegedly threatened to hit another man with a wrench after he had lost a fight. The suspect was arrested and has a court date for October 22 for charges of assault with a weapon and uttering threats. August 1 at 9:50 p.m., a resident of Sampson Road called RCMP to report two men inside a house fighting. Both men were reportedly intoxicated at the time. RCMP attended and while no one at the scene was cooperative, police were able to identify the combatants and one male was arrested because he was reportedly so intoxicated he could not care for himself. He was later released without charges as no one at the gathering wanted to cooperate with police to pursue charges. On August 2 at 2:17 a.m., a mother reported an alleged assault of her daughter by another female. The two women had been at a party on Lower Road on the Nak’azdli beach and got in an argument. The woman’s daughter had a lump on her head, a swollen cheek and was bleeding from her nose as a result of the alleged fight. The members were not able to locate the suspect but are still investigating the incident with respect to pending charges of assault and will be interviewing witnesses. On August 3 at 12:19 p.m., RCMP responded to a report of an assault at a residence on Fourth Avenue. The complainant said a friend was assaulted by her boyfriend. RCMP interviewed the victim, who reported her boyfriend allegedly punched her and bit her several times. The male was located and arrested and remanded into custody. The suspect was charged with assault causing bodily harm. On August 3 at 9:27 p.m., RCMP had a report of a vehicle being operated dangerously on Stuart Drive near the park and townhouses. A grey 2002 Chevrolet pickup driven by a male was reportedly swerving towards three people walking, one of whom was his girlfriend. RCMP located the driver of the truck, who was reportedly intoxicated. The girlfriend did not cooperate with RCMP but witnesses of the incident did talk to police. The man was released on a promise to appear in court on November 19 for charges of dangerous operation of a motor vehicle. On August 3 a woman called RCMP to an

incident outside the Fort Forum arena. A large wedding party was taking place at the arena and the woman reported two guests were fighting outside. A man allegedly threw his wife to the ground during the incident. The man was located and arrested for assault and later released on a promise to appear in court in November. The couples’ children were also reportedly witnesses to the incident and so the Ministry of Children and Families was also notified. On August 3 at 11:20 p.m., a mother called RCMP to report her son was assaulting his girlfriend. Members attended and located the couple. The female was highly intoxicated and another female witness said the male punched the female in the face and she fell to the ground. While the couple did not cooperate with police, the male has a court date for October 8. The pair were also guests of the wedding party in the Fort Forum arena. On August 4 at 10:40 a.m., a man called RCMP to report at 4 a.m. the same morning, he had woken up find a male in his residence. The man had allegedly entered through an unlocked patio door. The resident escorted the man out of his home and described the visitor to RCMP who then located the suspect. The suspect said he had permission to be there by the sleeping man’s roommate, who was away camping in a remote area. RCMP are still investigating the incident as a possible break and enter and will question the roommate upon his return. On August 4 at 8:11 p.m. RCMP received an anonymous complaint of a intoxicated driver in a white Fort pickup tailgating and swerving on the road. The pickup was then located outside the Saint James restaurant and the complainant had reportedly confronted the driver, after which the driver walked over to a park bench in downtown, sat down and dropped his keys. The man was transported back to the detachment and breath samples taken from the alleged driver were .330 and .320. The man was held in cells until he was able to care for himself. He is scheduled to appear in court on October 22 to face possible charges of care and control of a motor vehicle while impaired and impaired driving.

Vanderhoof conservative running for leadership position Dan Brooks, who ran for the MLA seat for the Nechako Lakes riding finishing third, announced that he will seek leadership of the B.C. Conservatives for this fall. “I feel like this province needs the Conservatives,” he said. “We need a Conservative party that moves government towards fiscal responsibility. Without that, I think we’re doomed to lean left and go towards socialism.” The Conservatives took a significant part in the last B.C. election for the first time in a generation even though they won no seats. “Even though we didn’t win the election, or even a seat, I feel like the Conservatives actually had a very large role to play in the outcome of that election in regards to what platform was on the table.” Brooks said that because of the strength of the Conservative campaign the Liberals made a huge swing to the right in order to counter them, thus the “debt-free B.C.” platform. Brooks says that’s a mostly Conservative concept not a Liberal one. “So we pulled B.C. politics to the right and that’s a good thing for B.C., from a Conservative perspective of course.” Brooks said that he disagrees with any pundits who might say that Conservatives should just get out of B.C. and there should just be Liberals and NDP.
“If it is just the Liberals and the NDP, then it becomes NDP and NDP light,” Brooks said. “I don’t think that’s healthy for a political system.” Brooks is very against the whip system of government, he said that it’s a huge problem for the Conservatives and admits that the federal government has made a few mistakes by maintaining their stance on it. The whip system means that each member of a party has to vote and agree with the party stance on any issue. If a member of a political party disagrees with party policy then there are certain punishments that member can face. Brooks wants to govern with a constituents first policy. “The Liberals and the NDP are incapable of doing that because they govern by the whip system. And so long as you have whip it’s not constituents first it’s government first.” So instead of going to MLAs and dictating that they must vote yes on legislation Brooks wants to ask MLAs what their constituents think of legislation, whether it’s good for them or not. “Leadership by consensus,” Brooks said. “It’s up to the 60 or so candidates left behind to decide where to take the party. Brooks’ family owns Crystal Lake resort and he is a guide and outfitter with a degree in Greek-Roman History.

Marijuana possession cases still account for 60 per cent of drug violation reports to police in B.C., but the number of cases declined 10 per cent in 2012, according to new figures from Statistics Canada. There were 25,432 police-reported incidents of drug offences in B.C. last year, a 7.4 per cent decline from 2011. Marijuana trafficking cases declined more than 20 per cent to 1,006 incidents, and importation and exportation of marijuana declined by 40 per cent. Marijuana growing cases declined 4.6 per cent, following a 28.6 per cent drop in 2011. Heroin possession cases jumped more than 30 per cent to 500, and heroin trafficking cases rose 37 per cent to 224 incidents in 2012. There were 653 reported cases of possession of methamphetamine (crystal meth), a 20 per cent increase over 2011, and 110 per cent more than 2009. The decline in B.C. marijuana cases comes as licensed medical marijuana production increases across North America. Colorado and Washington state voted to legalize sale to adults last year. In July, Elections BC gave approval in principle for a petition drive aimed at decriminalizing marijuana possession in B.C. Marijuana activist Dana Larsen has formed a group called Sensible B.C., aimed at forcing a change to B.C. law that would prevent police resources from being used against simple possession of marijuana. Sensible B.C. is using the same voter initiative system that forced the repeal of the harmonized sales tax in B.C. The group will have 90 days starting Sept. 9 to collect signatures from 10 per cent of registered provincial voters in each of B.C.’s 85 electoral districts. If that target is met, a province-wide vote would be held on the proposed law. Individuals and groups have until Aug. 12 to register with Elections BC to oppose the initiative by advertising and collecting signatures against the initiative.

Smoke in the air Ruth Lloyd Caledonia Courier Fire activity in the area continued last week after lightning moved through the region’s dry forest fuels. The Peta Mountain Fire is located 20 kilometre north of the north shore of Fraser Lake and was easily visible from Fort St. James with smoke pushing towards the Fort St. James community. As of August 8, the fire was 25 per cent machine guarded, with an incident management team overseeing the fire. There were 68 personnel on the fire supported by five helicopters and 17 pieces of heavy machinery. The fire size was downgraded to an estimate of around 250 hectares and fire activity as of Friday was quieter, with slightly cooler temperatures helping out. The Duncan Creek Forest Service Road was closed to public traffic as a result of the fire. The cause of the fire was still under investigation as of last week, and a small group of structures was lost in the initial days of the fire, but no other structures were at risk as of August 8.
A fire near Stony Lake, southeast of Prince George, was estimated at 30 hectares and was being monitored but not actioned due to steep, inaccessible terrain and low timber values. Another small fire, only estimated between 0.8 and 2 hectares, was reported on August 3 near Witch Lake about 100 kilometres north of Fort St. James on the North Road. The fire was called out after it was actioned by an initial attack crew and nine unit crew firefighters from Seton Lake. The crew stopped in at Cottonwood Beach to wash some fire gear on their way through town and attracted notice from some locals as they had obviously been working a fire in the area. As of August 8, there were 17 active fires in the Prince George Fire Centre area and an open fire ban was in place. An open fire ban does not prohibit the use of campfires less than half a metre in diameter and half a meter in height. A fire guard free of any flammable material should be maintained around the fire and must have a shovel or other tool and water on hand. The fire must be completely extinguished before leaving the area, as any human-caused fires divert critical resources from lightning-caused fires. To report a wildfire, call 1-800663-5555 or *5555 from a cell phone.

B.C. liquor laws get another look Tom Fletcher Black Press VICTORIA – A glass of wine at the spa? A craft beer at the farmer’s market? Can B.C. survive the next wave of modernization of its archaic liquor laws? These suggestions are part of a review of liquor policy promised by the B.C. government in its February throne speech and rolled out Wednesday. Richmond MLA John Yap has been assigned to examine regulations that unnecessarily restrict business, making recommendations to the provincial cabinet by November. One proposal is allowing under-aged children to have lunch at a pub with their parents during the day, as they can do in a licensed restaurant. As well as considering licences for farm markets
and spas, the review is to look at why a restaurant, and removing restrictions it takes up to a year to issue a liquor on buying wine from another province licence to a business. for personal use.
