Consultant report on housing growth in North Saanich both expected and lamented Steven Heywood News staff

A delay in the public debate over North Saanich’s latest housing report is probably a good thing, say both supporters and opponents of the report’s findings. That could be the last thing either side agrees upon. CTQ Consultants of Kelowna submitted a final draft of the housing report to District council back in June. Staff shortages have contributed to the time it has taken to prepare an in-house report on the document, but the municipality had set Aug. 13 to begin public debate. That, however, has been moved to Sept. 9. “I’m pleased with it,” said Councillor Ted Daly, who along with his counterparts Connie McBride, Craig Mearns and Dunstan Browne, have been pushing for more housing growth in the community. “It came as no surprise to me when I reviewed it in June,” Daly continued. While he said there has been a delay in a public account of the report, he’s supportive of moving a meeting on it to September. “To me, the sooner the better, but it is a big issue in the community and it makes sense to get most of council at a meeting on it.” Geoff Orr, president of the North Saanich Residents Association, says moving the meeting to September gives interested parties more time to prepare their input into the report. Concerned people, he said, had thought the report would come up at council’s planned Aug. 19 meeting. Some were scrambling a bit to prepare information for a meeting a week prior to that. “I figure (the report) will spark a lot of talk and a lot of debate,” Orr said. “It has been fine to talk theories (about housing in the community), but now I will be interested to see how council uses this to define (the District’s) rate of growth. The flag flew at half mast at the Mary Winspear Centre last Friday, Aug. 9 for the memorial of Al Slater, a Saanich Peninsula resident, business owner and volunteer firefighter with the Sidney Fire Department. Slater died July 30 at the age of 47 after a long battle with cancer. The memorial was attended by hundreds of people including firefighters from the Sidney and North Saanich Volunteer Fire Departments who brought out three trucks, including Sidney’s ladder truck pictured above.

He said he is still concerned that council would not include his association’s survey on housing in North Saanich as additional information in the CTQ report. “We tried to give the survey results to council,” he said, adding they would not vote to accept it. “It was there to gauge response to the questions we had. In my personal opinion, there were 300 people in the survey and it should have been part of

the overall review of the issue.” The NSRA’s survey showed different responses than an official survey held by the consultant. They showed evidence of a continued disparity between those residents who favour growth and those who do not, or would rather see different planning from the municipality. Areas of North Saanich determined by the consultant to be ripe for higher housing densities as well as places eyed for new urban containment boundaries include two primary spaces: the southeast quadrant (around Canora and East Saanich roads) and McDonald Park Road on the east side of the Pat Bay highway,

and; two secondary areas — McTavish Road west and the former Sandown race track land. Orr said he wasn’t expecting to see MacTavish Road west included here but the subject should be discussed further. “The report furthers what is needed to get (currently-proposed developments) moving,” Orr said. “It outlines for people what needs to be done to move ahead.” Daly said the idea of new urban containment boundaries makes sense, as any growth in North Saanich has to be run by the Capital Regional District for its approval. Creating its own boundaries in some

of those growth areas, he said, would give the District more control. As for the secondary areas of growth pointed out by the consultant, Daly said that doesn’t necessarily mean anything will happen there. He did add housing has been raised as an option in the Sandown area in prior proposals. Overall, he said, the report is a good picture of areas he thinks are appropriate for growth. Tories fumble senate reform

A

mong the many platform promises that helped the federal Conservatives win the 2011 election was having senators voted into office instead of being appointed, and having term limits. The Conservative election platform complained that Liberals “blocked us at every turn” under the minority government. In earlier elections, Prime Minister Stephen Harper vowed senate reform, which was touted by Conservative candidates across Canada, including in Victoria. Harper has seemingly reversed course, appointed dozens of new senators over the past six years and has been largely silent on reforming Canada’s un-elected Upper Chamber. With Conservative senators now mired in accounting scandals, the Harper government could have parlayed this public relations disaster into renewed calls for making the senate accountable and democratic. Instead, it finds itself drawn into trying to explain a secret loan for improper expenses. Instead of acting, the government opened the door for the federal NDP to capitalize on senate reform. Its “roll up the red carpet” campaign – a call to abolish the senate – does an effective job laying out the cost of the upper house at $92.5 million this year for a privileged group that works on average 71 days per year. It’s a good political move by the NDP and an effort the Conservatives can’t credibly oppose. With all the Conservative rhetoric about senate reform over the past years, it took until July for the federal government to apply to the Supreme Court of Canada to rule on if Parliament alone can change rules on term limits and appointments, or if the provinces must be in unanimous agreement. The Harper Conservatives perhaps are finding a majority government has its pitfalls – they can’t blame others for blocking reforms (or increasing deficits for that matter). Now is the time for government to show leadership. If the latest scandals don’t show the need for senate reform, we don’t know what does. What do you think? There are a couple of reasons why this Prohibition-era structure persists. Liquor sales are a cash cow for provincial governments, and every case of wine brought in from elsewhere is lost profit for the provincial wholesale monopoly. Then there is the local industry lobby that would rather not add to its competition. Premier Christy Clark pressed this point at the recent premiers’ meeting in Ontario wine country, bringing in the maximum amount of B.C. wine allowed under Ontario rules and urging free trade in Canadian wine. The Toronto media drank it up, aghast that they were barred from ordering the latest Naramata Bench tipples directly. No movement so far from the Ontario government, in a province that has done well developing its own wine industry. The B.C. government will no doubt be lobbied again to allow beer and wine sales in grocery and convenience stores. Our politicians show little interest in that, which is understandable. The B.C. Liberals don’t want to upset the private liquor stores they have nurtured for a decade, and the NDP would never risk annoying the government liquor store union. It’s easier to complain than it is to support

have been watching all the letters and stories on the composting facility we have here in Central Saanich. I am still so disappointed there are so many complaints. Perhaps people such as Michele Bond should be helping to create a solution to that issue, rather than wasting everyone’s time, money and energy on complaining constantly. I have tried to find information on this Martindale/Hunt Valley Protection Association and

have found nothing. Are there meetings people can attend? I was very pleased to read the editorial last Friday about compost. We need to take responsibility for our waste and not ship it off for somebody else to deal with. No matter who you are, you contribute in some way to the waste they are trying to recycle. There has to be a solution that will work for everyone, but as this is a fairly new facility, a little patience is necessary and a

little community support is key. I understand there is an odour but perhaps they would have more time to solve this issue if they could spend less time dealing with the constant complaints. To my knowledge they have gone above and beyond all regulations up until now and continue to try to improve. How is anybody supposed to learn like this? If you want to protect the valleys and the farmland, then we must replenish the soil, as inten-

sive agriculture depletes it. This practice puts organic matter back into the land we are trying to save and continue to see as farmland. Should we ship our waste somewhere up island or further, just to ship it back to do this, driving costs up and in the end, forcing our precious farms to shut down? Readers respond: NDP past, smoking, higher density housing Baggage of a political past

Smoking a stupid thing to do No other subject is more deserving of the attention that you are giving to smoking. It started to go right years ago in California. People there started to treat smokers like lepers before a more enlightened attitude toward lepers prevailed. Smoking stands as the single most preventable cause of death in the death list. Don’t smoke (or second-hand any) and you won’t die from smoking. Here’s a really good idea ... make it illegal for anyone born after the year 2000 to use tobacco products without a medical prescription. Perhaps impose a restriction on driving and/or cell phone use. We are talking only about children that are now 13 and under. Think about it. Do they have some right to fall into the deadly habit down the road? Go see the doctor and get a prescription if he/she agrees. I have lost so many friends to tobacco. We all started smoking as children and I feel I have the right to speak on behalf of today’s children who will have enough serious issues to deal with without a deadly tobacco addiction in the mix. I quit smoking after 25 years of it. I’m ashamed that I ever smoked at all. It’s a stupid thing to do. Brian Trotto Saanichton

Report is an eye-opener The long-awaited, $38,000 study on how to densify housing in North Saanich has finally surfaced. There are a lot of pages and much repetition. Page 42, however, is guaranteed to open your eyes. It shows four “areas of opportunity to densify” — two primary areas (Pat Bay/Mctavish roundabout in all directions except east and Pat Bay highway to MacDonald Park Road. Areas three and four are considered secondary areas — encompassing all of Dunsmuir Lodge and north of Mctavish Road and the Sandown Racetrack. The four North Saanich councillors who are very much in favour of creating Langford-north all live well away from those alarming area of proposed development. This was to be discussed at a special meeting of council on Aug. 13. That has now been delayed to Sept. 9. I would suspect the town hall will not be able to handle the crowd. Re: NDP soul search going nowhere (B.C. Views, July 31) A significant aspect of NDP postelection soul searching, following its catastrophic defeat by the forces of free enterprise, will no doubt have to be coming to terms with the need to move the party further to the centre, away from its ideological far left-wing base. While the federal NDP appears to have decided to delete references to “socialism” from its guiding party preamble to make it more palatable politically and competitive electorally, merely removing “socialism as a founding principle, without jettisoning its politically outdated doctrine, will not convince Canadians that the NDP is anything but a socialist party. Confronted with the political reality of the concept of socialism proving itself to be an abysmal failure throughout the world, being replaced by more free enterprise, less government and less social engineering, the question naturally arises as to whether B.C.’s NDP party will be able to “jump over its own ideological shadow” and abandon its traditional stand on the principles of democratic socialism, as defined in the B.C. provincial NDP constitutional preamble: “The New Democratic Party believes that social, economic and political progress in Canada can only be assured by the application of democratic socialist principles to government and the administration of public affairs ... including, where necessary, the extension of the principle of social ownership.” Stripped of its defining political raison d’être, however, NDP soul searching to remain a legitimate electoral contender

in the province would make it a journey of heading somewhere into the future without the benefit of a road map and without a clear sense of its destination ... always carrying the baggage of its political past. E.W. Bopp Tsawwassen

shades of pink. Years ago my mother used iron filings to get a sharp blue and lime to achieve the pink. Now garden centres have chemicals to provide the different colours. Mother had a huge, lovely hydrangea on the east side of the house, under the living room window. This was in Qualicum Beach. In the spring following one severe winter, her big, beautiful hydrangea appeared to have been killed. My Mother, ever the optimist, said, “Lets leave it and see what happens.” In late June, lo and behold, shoots appeared on the frozen branches and before long we had a smaller, but strong, healthy hydrangea. If you must go that wide around the cyclists in the bike lane on your side please make sure that I am not drinking the last gulp of a latte, texting in my lap, or that there isn’t a three-abreast cycle group on my side, because I won’t be looking at you and may not swerve in time to save us. I am not singling you out for criticism. There are lots of drivers who depend on my driving skills and attentiveness to get to where they are going quickly. It’s just that you were so nice to wave so many fingers as you passed.

Since living here I’ve had better luck. If you want to try, pick blooms on stems about 18 inches long, about noon on a dry day. Put these stems in about an inch of water in a jar that holds them upright. Place this out of the sun, in a cool place, possibly in a garage, until the water has dried up. If they still look presentable, hang them upsidedown from an overhead nail until thoroughly dry. Sometimes it works beautifully. I haven’t been able to come up with a more logical answer! Good luck!

he Peninsula Country Market will have some added attractions this weekend as the Third Annual Saanichton Family Festival joins forces with the weekly event at the Saanich Fair Grounds on Saturday, Aug. 17. “Last year we held it over at Centennial Park and it was pretty successful,” explained Dan Olive, an organizer of the annual event from Seafirst Insurance in Central Saanich. “This year we decided to tap into the crowd size of the farmers market so we’re expecting around 1,500 or 2,000 people. It will be great.” Activities during the Family Festival, which is a partnership between the market and the Saa-

he Sidney Pier Hotel lobby atrium will be buzzing this weekend as the hotel hosts Artists in the Atrium Aug. 17 and 18. The hotel has been participating in ARTISHOW 2013, an initiative in which the hotel and artists collaborate to present the exciting world of artistic creativity.

The hotel has featured different local artists in their lobby atrium each month and August’s Artists in Residence are Wendy Picken (painter) and Wendy Pierson Diamond (glass, jewelry designer). Joining Picken and Pierson Diamond on Saturday, Aug. 17 and Sunday, Aug. 18 from 11 a.m. to 4 p.m., will be Chris Paul, Carolyn Frederick, Gord Langston and Helen Stewart all showcasing their work in the atrium. Paddleboard yoga encourages zen on the waters of Brentwood Bay Devon MacKenzie News staff

A new type of yoga on the Saanich Peninsula has participants finding their zen in an unusual way. Since last summer, Pacifica Paddlesports in Brentwood Bay has been offering paddleboard yoga, a twist on traditional yoga that sees participants take

to the water on large floating boards where they can practice their poses while tethered to buoys. “Because we’re already out on the water and there’s that aspect of balance to it, the yoga itself is a very gentle and accessible practise,” explained one of the two paddleboard yoga instructors at Pacifica, Laura

Graves (the other is Suze Willgren). “The aspect of practising yoga not only outdoors but actually on the water is truthfully the best thing about these classes. To be out on the surface of the water, removed from the typical land environment, opens your senses and opens you up to everything out there.”

Graves became involved as an instructor with Pacifica Paddlesports last summer after Sandra Baron, co-owner of Pacifica, contacted Bloom Yoga (where Graves works) to see if any of the instructors would be willing to take on paddleboard yoga classes. “I jumped at the chance because of my background with aquatic sports,” said Graves, who was a competitive swimmer for many years as well as a surf camp instructor. I just thought, ‘why can’t we do that here?’ There’s such an intuitive, meditative feeling to both yoga and paddling, they’re very symbiotic.” Baron, who purchased more boards this year to be able to offer additional spaces in the classes, said that the most rewarding part is seeing participants come back after a class with a renewed sense of self. “It’s been really amazing to see people come out, try something new and then be able to say ‘wow I’m really proud of myself’. “People are often daunted by the thought of doing yoga out on the water but once they

come back after the hour long class they are just beaming and you can tell all their apprehensions were dropped.” Graves added that practising yoga on the water increases mind, body and spiritual connections as well as connections to the surrounding natural environment. “It’s just an incredibly unique way to practise yoga,” she affirmed. The classes at Pacifica Paddlesports are scheduled until the end of September and will continue as long as the weather permits, said Baron. World Youth Climbing event kicks off tomorrow CENTRAL SAANICH — The Boulders Climbing Gym in Central Saanich is a beehive of activity this week as athletes from no less than six teams are already on the Island and training at the gym in advance of the International Federation of Sport Climbing (IFSC) 2013 World Youth Climbing Championships which begin tomorrow, Aug. 15. Climbers from Israel, Switzerland, Slovenia, Russia, Canada and the 47-member strong United States team have all had training sessions at the gym. Team U.S.A. Head Coach Claudiu Vidulescu, originally from Romania, but who moved to the U.S. in 2001 and has been coaching the U.S. team since 2004, was appreciative of the opportunity to bring his team to The Boulders for training. “Having the chance to train on the main wall that will be used for the competition is a huge plus for our athletes and for our coaches,” said Vidulescu. “The kids will be able to get used to the various holds, especially

Terry Nielsen June 25, 1965 to July 27, 2013 Terry is survived by loving wife, Tanya Harmon, stepsons Jonathan and Cody, father Butch Nielsen and his partner Hilary, mother Suzan Clancy, sister Kelly Nielsen, brother and sister, Kelly James and Keshia Clancy, and nephew Keifer. Terry was born in Vancouver and grew up in Cordova Bay, Victoria, attending Claremont Senior Secondary and, later, the University of Victoria to receive a Bachelor of Science degree with a double major in Biology and Biochemistry. He entered the field of aquaculture, and had increasing managerial responsibility within leading BC salmon aquaculture companies, out of Tofino. Subsequently, Terry worked for the Provincial Government as a Biologist, assisting finfish aquaculture operations to achieve compliance with licensing requirements, and more recently involved with freshwater fisheries. He was a consistent and passionate advocate of fish farming as an essential alternative to wild stock fishing. Outside of work, Terry loved surfing the breaks around Tofino, and was a gifted and avid runner. He gave tremendously of himself to his local and global communities. Whether it was holding the Canadian government’s feet to the flames of their commitments to international development, active engagement with local Alcoholics Anonymous groups, involvement with the Comox Valley Road Running club, or his key role in Strathcona Sunrise Rotary in the Comox Valley, culminating with his service as President from 2012 to 2013, he brought with him a rich sense of humour, passion, energy, no-nonsense pragmatism and leadership that manifested his tireless commitment to making the world a better place. A Celebration of Life will be held at the Upper Gazebo of Marina Park, Comox on August 24, 2013 at 2pm. In keeping with Terry’s own principles and expressed wishes, it is requested that flowers not be gifted. For those wishing to remember and perpetuate Terry’s legacy, donations to either the Kenya Education Endowment Fund (KEEF) or the Rotary Club of Strathcona Sunrise would be welcomed with gratitude. “It’s not just the competitions, which are exciting – it’s the training that goes into it.” Anne Murfitt, 54, was commenting on her six Canadian Masters Championship gold medals she proudly brought back from Regina earlier this month. Murfitt, who spent many Saturday morning training sessions at the Parkland Secondary School track during the winter, triumphed in both the throws pentathlon and in the individual throwing events which followed. Her best performance in the individual events was the W50 hammer throw. She also took first place in the shot put, discus, javelin and the weight throw. In the combined throws pentathlon, she did even better in most of those same events, culminating in a 20.59m hammer throw, for 1,781 points. Also competing was Les East, 73, who holds the B.C. Masters record in the M70 high jump. He won both this event and the triple jump to capture two Canadian Championships. These gold medals went with six silvers East secured in the long jump, discus, shot, hammer, weight throw and the throws pentathlon in which he scored 2,860 points. Next up for East are the B.C. Seniors Games in Kamloops (Murfitt is still too young for those) while Jack Thornburgh (M60) prepares for the Olympic Peninsula Senior Games in Port Angeles. Peggy Morfitt (W75) is focusing on the World Masters Athletics Championships in Porto Alegre, Brazil in October.
