The new four-lane stretch of Highway 97 through Lake Country will officially open Friday, Aug. 16. While final preparations continue to open the stretch of road that will eliminate a dangerous and winding sevenkilometre section of highway that runs along Wood Lake, neither the provincial government nor the District of Lake Country had officially made an announcement about the opening as of Monday morning. But the Lake Country Chamber of Commerce had sent out invitations to a public event this Friday, calling for dignitaries and others to gather as the new four-lane highway opens. “It’s very exciting,” said Michael Mercer, the District of Lake Country’s director of engineering and operations. “There will be a different dynamic with traveling though that stretch. We’ve been working with highways on what this will look like and how things are going to flow once it opens.” With the opening of the highway in the hands of the provincial govern ment, the district was waiting for the province to officially announce an opening date for the highway that will re-route traffic around

Oyama and Wood Lake, up over the hills of Lake Country, re-connecting with the old highway close to Winfield, near the south end of Wood Lake. “I think it’s going to be a positive,” said Mercer. “We can see in the whole Okanagan Valley corridor there is more demand put on northsouth traffic patterns. This has been in the works with the province for awhile. We’re going to have to see how the dynamic plays out. The
bulk of the traffic, we’re assuming, will take the new highway. How locals and tourists use the roads, we’re just going to see how that plays out.” Once the highway opens, the province will still control the old Highway 97, to be known as Pelmewash Parkway. Negotiations are underway about the change-over to district control, but Lake Country officials say it could still take some time and planning. The seven-kilometre stretch of highway will
eventually come under DLC control and the district has asked the province to immediately reduce the speed limit to 50 kilometres per hour. “It will become a local road and obviously people are excited about the new route,” said Mercer. “There are a lot of things to talk about and a lot of things to figure out from address changes to speed limits and where the properties are located (along Pelmewash).” According to the chamber, the public is in-
vited to attend the opening of the new stretch starting at noon on Aug. 16, with the official opening slated for 2 p.m. The chamber says folks can bike, walk or run on the highway prior to the official opening. There will also be refreshments and picture-taking available and the public can write their names on the new highway in chalk and have pictures taken. The official opening ceremonies will take place at 2 p.m. with local and visiting dignitar-
ies in the area where the new strech joins the old Highway 97 at the Winfield end. The dignitaries will be then be involved in the inaugural vehicle procession along the highway, followed by members of area car clubs. Brandt said when he came to Kelowna 18 months ago, his dream was to establish what he called a sustainable transportation system here, something he said is now closer to reality with the launch of the car share co-op. But while he was being praised for his work getting the car share coop up and running, he credited the co-op members, who he said believed in the plan even before it had a car on the road, as well as the public, private and corporate partners who have helped fund the program to date. sion and in the Landmark Square technology campus area just off Harvey Avenue. The car share co-op launched Wednesday with two vehicles, both of which are currently parked downtown in spaces provided by the city. It’s first vehicles are a hydrid Toyota Prius, paid for in part by a $17,000 donation from Interior Savings Credit Union, and a Nissan Versa, contributed to the program by Urban Systems. On Wednesday, local MP Ron Cannan said the federal government is giving the program $29,600 to help with its start-up costs. Brandt said to date the co-op has 35 members, all of whom paid a refundable $500 membership fee. The cost of “borrowing” a car is $3 per hour and 45 cents per kilo-

Another round of liquor reforms
T
he B.C. Liberal government is ordering up another round of liquor regulation changes, looking for ways to make life easier for businesses and customers without aggravating the health and social problems associated with alcohol. Discussions with B.C.’s 10,000 liquor licence holders have identified a few problems that should be fixed. Going into a consultation phase that runs to October, the government is looking for answers to a few obvious questions, such as why it takes a pub or bar up to a year to get a licence. Another question: Why can a family with under-aged children go into a licensed restaurant for lunch, but can’t go to a pub and place the exact same food and drink order? This should be allowed, perhaps until the traditional 5 p.m. “happy hour” when the pub reverts to adults-only.

Tom Fletcher A couple of suggestions have come out of the healthy growth of B.C. wine, craft beer and distillery operations. Look for new licence opportunities for farmers’ markets to sell local beverages along with the produce and preserves. Letters inviting suggestions from existing licence holders have gone out, and Richmond-Steveston MLA John Yap will be meeting this fall with industry groups, local governments, police, health and social policy organizations and First Nations
in the fall. A website will be put up in September so members of the public can have their say. Here’s my suggestion to start things off. Recent incidents involving so-called “party buses” shone a light on this growing industry, The sudden death of a 16-year-old on a party bus outing in Surrey in February turned out not to be alcohol-related, but to no one’s surprise, open liquor was found aboard the bus. Open liquor isn’t allowed in any vehicle, but perhaps a new kind of special event licence could be created for party buses. They have been viewed mainly as part of the solution to impaired driving, and the situation isn’t much different from a supervised event on a boat. Here’s another suggestion. Gourmet cooking classes are becoming popular, with customers preparing and then
enjoying their meals. Why not licence these establishments, at least so people can bring their own wine for dinner? Both the B.C. Liberals and NDP have advocated for easing the archaic rules on inter-provincial trade in wine. B.C. lifted its restrictions on mail-order wine and has urged other provinces to follow suit. There are a couple of reasons why this Prohibition-era structure persists. Liquor sales are a cash cow for provincial governments, and every case of wine brought in from elsewhere is lost profit for the provincial wholesale monopoly. Then there is the local industry lobby that would rather not add to its competition. Premier Christy Clark pressed this point at the recent premiers’ meeting in Ontario wine country, bringing in the maximum amount of B.C. wine allowed under Ontario rules and urging
free trade in Canadian wine. The Toronto media drank it up, aghast that they were barred from ordering the latest Naramata Bench tipples directly. No movement so far from the Ontario government, in a province that has done well developing its own wine industry. The B.C. government will no doubt be lobbied again to allow beer and wine sales in grocery and convenience stores. Our politicians show little interest in that, which is understandable. The B.C. Liberals don’t want to upset the private liquor stores they have nurtured for a decade, and the NDP would never risk annoying the government liquor store union. Accident fault status can work against you if it goes to court
I
CBC’s liability insurance monopoly results in a blurring of the lines between the duties ICBC owes for and against you. Let’s take an unfortunately common two vehicle crash—the left turn scenario where you are turning left at an intersection and collide with an oncoming straight-through driver. You think the oncoming driver is going to stop for the yellow light. The oncoming driver thinks you are going to yield. Both of you are wrong and each of you thinks that the other was at fault. Each of you turns to ICBC. ICBC is your insurance company. ICBC is also the other driver’s insurance company. So you give a statement as does the other driver. Witnesses come forward. Much to your surprise and disappointment, ICBC tells you that you have been assessed 100 per cent at fault. ICBC reassures you, though, that they will look after paying the other driver’s claim. That’s what liability insurance is for. Your claim? ICBC tells you that you don’t have a claim because you were at fault. How could that be? There had been lots of time for the oncoming driver to stop for that yellow light. Traffic in the other oncoming lane managed to stop. The light was just about to turn red. The Insurance Company of British Columbia, a Crown corporation, has determined that you were at fault and that’s the end of the matter, or so you think. You don’t realize that ICBC’s assessment of fault might be wrong, that in fact there have been cases where ICBC’s fault assessments were proven not just somewhat wrong, but 100 per cent wrong, in court. You also don’t realize that ICBC will do

an “about turn,” to use marching lingo, when defending the other driver’s claim. The fair thing to do, after telling you that you have no claim, would be to pay full, fair compensation for the other driver’s injuries and losses, based on their 100 per cent fault finding in that driver’s favour. But that’s not what will happen. ICBC will use its considerable resources to try to prove that the other driver, not you, was at fault. Ironically, you will be their very best, and most important, witness. You will be a pawn in their shell game. Maybe they’ll get away with paying $0.50 on the dollar of the other driver’s claim. If they get lucky in court, and their initial fault “assessment” is reversed completely, they will pay nothing. If all goes their way, they end up paying nothing to you and then they pay nothing to the other driver. An ICBC insured driver wrote to me to express his dissatisfaction with having been used as a pawn in this kind of scenario. ICBC originally assessed him at fault in the midst of his attempts to vindicate himself. Later, after he was sued by the other driver and the case was gearing up for a trial, ICBC used his testimony as evidence to assert that the other driver was at fault so as to reduce their settlement obligations. Can you trust that ICBC’s fault “assessment” is correct? As has been a theme of my col-

t’s a great time of the year to be in the gorgeous, sunny Okanagan. It’s a pleasure to live in an area where we can enjoy warm summer temperatures, where the beaches are plentiful and where residents can head out to the great outdoors to go camping or share amazing backcountry adventures. You don’t have to go far, however, before you’re reminded of the catastrophic wildfires of 2003. In Kelowna, more than 33,000 people were evacuated and 238 homes were lost or dam-

We are fortunate to have world-class, dedicated professionals in B.C.’s Wildfire Management Branch, who are committed to ensuring a quick, skillful, and strategic response to wildfires. They also toil tirelessly in our communities and forests to reduce wildfire risks. There’s also another group of people that play an important role in preventing wildfires—the public. You need to report wildfires or abandoned campfires, use fire responsibly and do what you can to help prevent catastrophic wildfires. Nearly 50 per cent of wildfires each year are caused by people. Discarded cigarette butts, fireworks, unattended campfires, or sparks from recreational activities could all lead to wildfires that threaten
our families, homes and communities. These human-caused wildfires also divert resources from naturally occurring wildfires, so please be careful with your outdoor activities, especially during the summer. Another thing people can do to reduce wildfire impacts is to apply FireSmart principles to their properties, by identifying fire risks and then minimizing those risks. Homeowners, industry, and governments all have a responsibility to help reduce wildfire threats. Take a few minutes to assess the 10-metre perimeter of your home. An open, fuel-free space gives firefighters a better chance to protect your home from an advancing fire. What can you do? • Remove any shrubs, trees, deadfall or woodpiles from this area. • Keep your grass mowed and watered. • Ensure that your roof and gutters are clear
of needles, leaves or other combustible materials. • Select fire-resistant landscaping and maintain a three- to six-metre spacing between trees. • Reduce fire fuels by thinning and pruning trees as needed. • Prepare an emergency fire and evacuation plan and ensure that everyone in your home is familiar with it. Taking another look at B.C.’s liquor laws TOM FLETCHER

A glass of wine at the spa? A craft beer at the farmer’s market? Can B.C. survive the next wave of modernization of its archaic liquor laws? These suggestions are part of a review of liquor policy promised by the B.C. government in its
February throne speech and rolled out Wednesday. Richmond MLA John Yap has been assigned to examine regulations that unnecessarily restrict business, making recommendations to the provincial cabinet by November. One proposal is allowing under-aged children to have lunch at a
pub with their parents during the day, as they can do in a licensed restaurant. As well as considering licences for farm markets and spas, the review is to look at why it takes up to a year to issue a liquor licence to a business. Letters are going out to 10,000 licence holders and rural liquor agency
stores looking for feedback, and a website for public comments is to be added in September. Don’t expect a price break, however. The terms of the review include ensuring that the $1 billion annual government revenue from liquor sales and sales tax is maintained or increased. The review will not
look at privatization of liquor distribution, a controversial suggestion the government backed away from last year. Recent reforms in B.C. have included allowing people to bring their own wine to a restaurant, and removing restrictions on buying wine from another province for personal use.
B.C. has yet to convince Ontario and other provinces to lift their protectionist wine rules. On the enforcement side, last year B.C. increased its fine to $575 for bootlegging liquor to people under 19. Two years ago, legislation allowed liquor inspectors to employ minors to test liquor out-
lets’ willingness to check identification and refuse service. A University of Victoria study released last week called for B.C. to impose a minimum drink price of $1.50 on licensed establishments and charge higher prices for drinks with more alcohol, to discourage over-consumption.
Avoid the urge to constantly be mowing your lawn
Too many of us look out at our lawn and are inclined to think it’s too long. So in this heat, we reluctantly trot out the lawn mower and start cutting. Well, there’s actually good reason to let it go. Don’t mow—let it grow. By keeping your grass two to three inches tall we help conserve water. Longer grass allows the roots to be shaded so they are better able to hold water.
It also slows the evaporation of water from the soil, making it work more effectively. In turn, our lawns need less water and need it less often. There’s less freshwater available in the Okanagan than almost anywhere in Canada. Yet, on average, Okanagan residents use 675 litres of water per person, per day—this average spikes to 1,000 litres in the summer, used mostly on our lawns. We can save 500 to 1,500 litres a week by
letting our grass grow a little bit longer. Leave grass clippings as mulch as water works best when there is some mulch left behind on your lawn. The clippings provide nutrients, reducing the
need for fertilizer. They also help retain moisture, requiring less water and reducing evaporation. And don’t forget to aerate the lawn in early spring or fall. This will improve water penetra-

The do’s of safe, pet-friendly boating M SHERRY BURDIC CONTRIBUTOR
With boating season in high gear it’s a good time for a little refresher on pet friendly boating to ensure your little one is safe. Before hitting the high seas with your pet it’s important to plan ahead and always keep the best interests of your four-legged friend in mind. Boating with your pet can be a wonderful and bonding experience or a not so pleasant one. It’s all a function of proper planning and preparation Be sure to take these necessary provisions to ensure that your pet’s boat cruise is a happy and safe one. • Identification tag: Make sure your pet has a collar with an identification tag. Include contact
information, marina address and slip number. • Familiarization with the boat: It is best to gradually introduce your pet to your boat and the water. Let your pet explore the boat while it is docked before going out on the water. Turn on the engine and let them get used to its sound, smell, and feel while the boat is docked. Then, take your pet out on small cruises and gradually build up to longer cruise. • Safe and easy boat access: Provide a special pet ramp for your pet to get on and off the boat. This not only includes from the dock to the boat but also from the water to the boat. Pets weigh much more wet than dry and it can be very difficult to lift them back into your boat after a swim.
• Flotation device: A personal flotation device (a.k.a. pet life jacket) can also ensure safety while on the water. Not all pets can swim (including some dogs). Even if your pet is a good swimmer, getting tossed overboard can put any animal into a panic. In addition, your pet could suffer from exhaustion or hypothermia. Many pets also fall into the water from the dock or while trying to get from the dock to the boat. Having your pet equipped with a floatation device with a lifting handle makes retrieving your pet much easier and safer. Help your pet get used to the PFD by first practicing at home for short periods of time. Start by putting the PFD on your pet and let them walk around with it on. The next step is to
let your pet swim with P it on for a short period. It’s a new experience for p your pet so it’s important c for them to get used to it B l before the boat trip. • Proper hydration i & staying cool: Pets do s not sweat, so keep an eye f out for heavy panting or a drool and a rapid heart beat. Protect pets from heat by providing some shade on the boat, providing plenty of water and keeping the deck cool to protect paw pads. Bring along a pet travel bowl and fresh water. It is critical to hydrate pets before they get into the water. Otherwise, they will drink the natural water and may get sick. • Going potty: A big challenge of boating with your pet is making
