A new fish ladder nearing completion on Byrne Creek will help smaller juvenile fish reach the waterway’s upper reaches beyond Griffiths Drive. It’s also another step on the urban stream’s long return to health. The ladder replaces an old concrete boxstep type ladder that was installed more than 12 years ago. The force of water flowing through that ladder made it impassable to smaller fish, said Christine Ensing, the fisheries habitat and environmental services officer for the City of Burnaby. The new ladder looks more like a natural stream, as water burbles down a gentle slope, flowing over and around rocks and pebbles of all shapes and sizes. “Byrne Creek is one of our most productive creeks in South Burnaby,” said Ensing. “The fact we have fish all the way up at this location gives us an indication that fish will move around as long as they can.” Please see WE sEE, A3

Things have been looking up for the creek the last couple of years after a series of five fish kills over three or four years, said Paul Cipywnyk of the Byrne Creek Streamkeepers. “I don’t know if it’s just luck or if people are learning that storm drains are connected to streams,” said Cipywnyk. “Nothing is supposed to go down drains except rain water.” Still, despite the city’s efforts to restore sections of the creek to a more natural habitat by uncovering decades-old culverts and replanting native vegetation along its banks, Cipywnyk said there’s still a ways to go before its out of the woods. Last year his group of streamkeepers counted only 30 fish returning to the creek to spawn, down from its best year of about 100. The count has dipped as low as the teens. “I’m not sure why that is,” said Cipywnyk. “It’s a bit of a mystery.” Ensing is hopeful the new ladder will help entice spawners back to the creek. will be a shaded pond fed by a channel of fresh water where the fish will be able to rest. “That will provide constant flow to the pond that the fish seem to love,” said Ensing. But the key to the creek’s longterm health is educating people to take care of it, said Cipywnyk. “Pollution is a big issue.

Sometimes you feel it’s two steps forward, three steps back.” “We still have problems with storm runoff and people dumping contaminants down storm drains,” said Ensing. “The connection between our creeks and the storm drains on the street is an educational element we have to keep

bringing up.” The city’s progressive attitude combined with the ongoing vigilance of streamkeepers is encouraging, said Cipywnyk. “Burnaby has been ahead of the curve,” he said. “We do see full salmon life cycles here, and that gives you hope.”

Building a new fish ladder isn’t a simple process of diverting the flow of water over cool rocks, said Christine Ensing, the City of Burnaby’s fisheries habitat and environmental services officer. Timing is critical, as the work has to be completed during the driest time of the year to minimize the runoff of sediment into the Fraser River as well as be ready for any returning fish. All the aquatic life in the area where work is to be done has to be removed and placed in another area of the stream immediately above or below the site so they remain in clear water. Then the work site is isolated from the creek by pumping the water around it. Once the work is completed, vegetation is replanted in areas that were disturbed by machinery or workers. All potential work on streams goes through an internal review process, said Ensing, as well as notifications to provincial and federal environmental agencies. Local streamkeepers are also involved.

The Vancouver Canucks have been to the Stanley Cup final three times and have yet to win it. But the city hasn’t been completely bereft of hockey glory. The Vancouver Millionaires were Stanley Cup champions in 1915. They played in the Pacific Coast Hockey Association which existed from 1911-26 and included teams from Seattle, Victoria and New Westminster. Author Craig Bowlsby will speak about the Millionaires and the early history of professional hockey in the Lower Mainland at a meeting of the Burnaby Historical Society on Sept. 11, 7:30 p.m. at the Carousel Building at Burnaby Village Museum. He’ll also be signing copies of his latest book, Empire of Ice, which will also be available for purchase at the meeting. The event is free and open to the public.

Birds are the bug’s primary host, killing common species like crows and robins within four or five days of infection. It’s spread by mosquitoes that feed on an infected bird and then transmit the virus to the next animal, including humans, that comprises their dinner menu. When crows started dropping dead from the sky and people started getting sick, health authorities collected carcasses for testing. They also took measures to control the mosquito population, eliminating standing pools of water where they breed, spraying larvicide and pesticides to kill them off. “It was new, we had never seen it before,” said Young of the widespread attention to the disease. “it seemed unstoppable.” And while breathless news reports of West Nile Virus deaths have subsided, and a dead crow along the curb now barely elicits a second glance, Young said the disease is still a going concern. “You reduce the cycle of the virus if you get a vaccine,” said Young. “It’s especially important for the endangered bird species. They’re already under pressure and West Nile Virus is one more pressure pushing them to extinction.” Young, who recently published the results of her team’s research to earn her doctorate, said a commercial application of the vaccine will require further study.

Professional cyclists competing in the Tour de France cover 3,400 kilometres in 21 days. Dr. Yati Yadav, who grew up in Burnaby and now practises dentistry in Peoria, Ariz., was part of an eight-member relay team that collectively pedaled 3,000 miles (4,828 km) in six days, 11 hours and 35 minutes. Yadev and Team Barrow recently competed in the Race Across America (RAAM), a coast-to-coast challenge for pro and amateur cyclists that has been called “the toughest endurance event in the world.” Along the way competitors climbed more than 170,000 feet, traversed 12 states, rode through searing heat and wilting humidity, dodged tornado warnings, livestock, construction, speeding cars and trucks. “There are no cones, no public safety folk directing us,” said Yadav. “It is not a closed course, we share the road with other traffic.” At one point Yadav was even called upon to perform some dental work on a teammate while still dressed in his cycling kit. “Stopping was not an option,” said Yadav. Yadav, who’s completed four full Ironman competitions, six half Ironmans and numerous marathons, trained for the challenge by riding 300-600 kilometres a week for four months, in addition to running his dental practice. “That was my training for sleep deprivation,” said Yadav.

The winner racer in the men’s individual category was Christoph Strasser, who completed the entire race in seven days, 22 hours. Strasser is a two time winner and has the record-holding time for RAAM. Team Barrow finished fourth of seven squads in the eightperson open relay category. More importantly, they’re raising $100,000 for research into brain cancer. One of the group’s cyclists is undergoing a second round of chemotherapy

for the disease. Yadav said that was an inspiration. “It’s Tuesday at 2 a.m. pitch dark riding your bike in the middle of nowhere Kansas. The Nikkei National Museum and Cultural Centre will be conducting a half-day workshop on the Japanese Tea Ceremony on Sunday, from 1 to 4 p.m. The ceremonial preparation and presentation of matcha, or powdered green tea, is steeped in ritual and tradition and dates to the end of the 12th century. Instructor Maiko Behr will coach a maximum of 12 students on the ways the standard tea practice is modified in the warm summer months. Participants will then get a chance to conduct the ceremony themselves. The workshop will be conducted in English. And while students require no prior knowledge of the Japanese tea ceremony they are asked not to wear jeans or mini-skirts and to bring a pair of white socks. ALR review risky business Energy and Mines Minister Bill Bennett, to his credit, has been upfront saying he’ll take a close look at the boundaries of the Agricultural Land Reserve because, he says, in some areas they hamper economic growth, such as the ability to build a new suburb. The look will form part of the core review of government services and Bennett tries to assure anyone listening in the doldrums of summer that he has no intent of removing productive farmland from the reserve. It’s a dangerous game however, and Bennett admits they haven’t yet found a way to remove “worthless” farmland from the reserve, while protecting fertile land. It’s dangerous because while applicants in the Interior argue dry conditions make farming fruitless, those on the coast argue too much water makes it impossible to farm. The latter is a tried-and-true pitch from applicants hoping to cash in by developing cheap, verdant land that could produce bumper crops, with only a modicum of care and knowledge. While our neighbours to the south struggle with water shortages and desertification, the B.C. government should focus more on the huge economic contributor that agriculture can, or will be. One of Bennett’s proposals is to allow home-site severance from the ALR. That would allow a retiring farmer to remain in his or her family home while a new generation took over the production. That’s a prudent and practical step that’s a win-win for all. Any redrawing of boundaries however, if at all, can only follow a thorough, objective, sciencebased scrutiny of the land in question, separate and apart from the core review. – Maple Ridge News

Is it time for a techno holiday? Our friend’s boat-access-only cabin, just a 40-minute boat ride from Lions Bay, is remote but not really all that rustic. There’s a propane-fuelled fridge to chill the chardonnay, hot showers and toilets that flush. There’s tons to do (hiking, kayaking, swimming or wildlife watching) or not do (reading, dominos) there. When you’re lounging on the Adirondack chairs on the large sun-soaked deck watching the eagles or admiring some of the small islands that dot Howe Sound you really do feel like you’re away from it all. And you really are. As I discovered, there’s no cell reception or internet connection. I was told that if you walked to the end of the long dock you could sometimes pick up a signal. Not long after arriving I took a stroll down to the dock, my smartphone in my pocket. No signal bars. That meant no Twitter feed, no email (personal or work) and no texting. I was suddenly incommunicado, something I’ll admit made me a little fidgety at

Smartphones and tablets have permeated our culture and made it easier for us to communicate, find directions, get the weather and locate the nearest sushi restaurant or bank machine. to be part of a planned class-action lawsuit they hope delivers a permanent opt-out from the program. Victoria resident Sharon Noble, with the group Citizens for Safe Technology, said success in convincing a judge to certify the class action may hinge on how many people

take part. She estimated Wednesday that 100 to 150 people are registered – a start she called slow – but added hundreds more sign-ups are likely in progress. Given the number of people who have blocked smart meter installation or had

one installed against their wishes, she said, it would be surprising if thousands don’t join the lawsuit. “The courts would be very influenced by having a large number,” Noble said, adding a judge could soon begin considering whether to certify the class action. Please see hydro, a9

“The more people we have signed on by then, the more likely the courts would look on this as being a very significant movement, as opposed to a movement of a handful.” About 60,000 households have refused smart meters or less than four per cent of all BC Hydro customers. BC Hydro has not yet issued its response to the claim filed July 25 on behalf of representative plaintiff Nomi Davis. It demands free choice “without extortive fees, coercion or conditions designed to intimidate.” Registering with the lawsuit costs $100. The provincial government has indicated those who still have analog power meters they want to keep will be able to pay around $20 a month extra to continue manual meter readings. Opponents aren’t happy with the fees or Hydro indications that smart meters may still replace analog ones as they break down. They also say those with smart meters should have the ability to turn off wireless transmissions. “The opt-out option that Hydro is offering needs to be a legitimate

one,” White Rock resident Linda Ewart said. “What they need to say is ‘If you don’t want one of these meters, you don’t need to have them.’” Another concern over choice is what happens when someone moves to a new home and a smart meter is already installed. Many objectors claim health concerns or sensitivity to radiofrequency waves, even though third-party tests have found emissions from smart meters are low compared to other sources. BC Hydro officials say the lead plaintiff’s analog meter was broken and had to be replaced for safety reasons. “BC Hydro will work through the judicial process to explain why we are obligated to replace a customer’s meter when there is potential for a safety hazard,” said Greg Reimer, executive vice-president of transmission and distribution, in a statement. He said both the B.C. Court of Appeal and B.C. Utilities Commission have previously dismissed smart meter legal challenges and that Hydro has “acted at all times within the law.”

B.C. businessman David Black has been forced to seek Canadian lenders to build his proposed oil refinery near Kitimat at the insistence of the Chinese bank that would act as the main financier. The Industrial and Commercial Bank of China declined to fully finance the $25-billion project, Black said, sending him to find a quarter of the required money within Canada. “It really came down to the fact that they wanted some skin in the game out of Canada and they would put 75 per cent of the money up for the refinery,” he said Monday. Black has billed the project, announced a year ago, as a way to create thousands of jobs in B.C. refining Alberta crude oil while ensuring diluted bitumen isn’t shipped in tankers, eliminating one of the biggest objections to construction of the proposed Northern Gateway pipeline that could supply the crude. Black is advancing the project through his firm Kitimat Clean Ltd., but is also majority owner of the Black Press group of community newspapers in B.C., including this paper. He said he believes he has found lenders in Canada but gave no details, except to say he does not intend to take

on equity investors. “It’s too early to say where or how, but I think it’s there,” he said. “Financially, it’s going to work out.” He aims to file a project description with the provincial government in September to initiate the environmental review process. None of the major North American oil companies have expressed any interest in financing or partnering on the refinery but Black said that’s no surprise. Oil extraction is traditionally more profitable than refining, he said, and the biggest energy firms may not want a new refinery competing against ones they already own. “I understand all that and decided early on I just had to find a way around that and I think I’ve found it.” The $25-billion cost includes roughly $16 billion for the refinery – more than initially estimated due to a new refining process that

promises to emit half as much greenhouse gas – with the rest covering a natural gas pipeline, a fleet of tankers and the cost of the oil pipeline, if necessary. Besides securing financing, Black said he must secure sites for the refinery and the marine terminal with the Kitselas and Haisla first nations, determine if inland first nations along the proposed pipeline corridor can come on board and to button down formal supply agreements with Canadian oil companies. He said an engineering firm from Calgary has endorsed the alternative refining process. Black reiterated his position that he could build the refinery even if the Enbridge’s Northern Gateway pipeline project is rejected and instead bring oil via train, but he emphasized pipelines are safer. A pipeline would bring money and benefits for first nations

and local communities that wouldn’t come with rail shipments, he added. Sending the required oil by rail would add 12 trains a day on the CN Rail line across northern B.C. and Black said that would mean an increase in noise and traffic disruption in northern towns.

Summer theatre provides lively dose of fun

I

f you visited Burnaby Village Museum this summer on a Thursday, you may have heard kids shouting, “No operas! No operas! No operas!” as part of a humorous theatrical performance.

Theatrical noises, you may ask? This production featured outrageous laughter, weird and wonderful characters, and the howling of characters June and Carmine as they fought to control the show. You may have wondered what was going on that day at the museum? Well, thanks to the dedicated work of five SFU Theatre students and the Burnaby Arts Council, hundreds of children around Burnaby and Vancouver, at sites like the Canuck Place Children’s Hospice to the Khatsalano Music & Arts Festival have been treated to a free screening of The Boy Who Fell from the Sky, a play created by the students, inspired by The Little Prince about a boy’s journey throughout the universe in search of a new friend. The Burnaby Arts Council has hosted the summer theatre program for more than 20 years, partnering with Young Canada Works and the SFU Theatre Department. The success of the program is a credit to the students who dedicate their talent, hard work, and up-and-coming vision to create, develop and

produce these amazing annual productions. Let’s just say this ain’t your usual summer college job! This year if you were able to take in the show, you can thank the Tiny Asteroid Company for their amazing work. These SFU Theatre students were able to infuse the play with their surprising talents. Jessica Hood is a full-on opera singer, costume/prop designer Carmine Santavenere worked magic creating inventive costumes, props and puppets, June Fukumura is interested in fusing physical theatre with her passion for social activism, and Megan Fox made the switch to theatre performance in 2011 and hasn’t looked back since. Nazli Akhtari has been writing, directing, and performing at SFU School for the Contemporary Arts. Containers hold homes in Downtown Eastside Affordable housing is taking a new twist with a complex in Vancouver’s Downtown Eastside built from old shipping containers. A dozen containers have been converted into apartments, each with about 290 square feet of living space. Every home includes a private bathroom, kitchen and in-suite laundry, as well as huge floor-to-ceiling windows. The project was built through a partnership between Canada Mortgage & Housing Corporation, Atira Women’s Resource

Society, BC Hydro and several other community partners. The aim was to provide safe, affordable housing for women in the Downtown Eastside. “We are absolutely thrilled with the outcome of this development,” says Atira Women’s Resource Society CEO Janice Abbott. “Atira has the vision and the tenacity to see this project through a precedent-setting development process, despite criticism and opposition. ... The building and individual suites look better than we ever could have imagined.”

NEW HOME DEVELOPMENT

Construction began on Nov. 30, 2012, and every home was completed by July of this year. Six of the homes will be social housing for older women, while the remaining six will be rented at Housing Income Limits rental rates. The residents of the social housing homes will be women with roots in the Downtown Eastside who will be mentoring younger women living next door at the Imouto Housing for Young Women through Atira’s Intergenerational Mentorship Program. Residents will be able to take possession on Sept. 1. “This shipping container housing development serves to show us that with creative thinking we can work to ensure that everyone has access to safe and secure housing,” says Miriam Sobrino, chair of Atira’s board of directors. The project was inspired by BC Hydro’s “House of the Future”, which was also made from recycled shipping containers and was placed on the front lawn of BC Hydro’s office during the 2010 Vancouver Olympic Games. BC Hydro donated the house after the end of the Games. Two other containers were donated, and the remaining eight were purchased through the Port of Vancouver.
