B.C. businessman David Black has been forced to seek Canadian lenders to build his proposed oil refinery near Kitimat at the insistence

of the Chinese bank that would act as the main financier. The Industrial and Commercial Bank of China declined to fully finance the $25-billion project, Black said,

sending him to find a quarter of the required money within Canada. “It really came down to the fact that they wanted some skin in the game out of Canada and they would put 75 per

cent of the money up for the refinery,” he said Monday. Black has billed the project, announced a year ago, as a way to create thousands of jobs in B.C. refining Alberta

crude oil while ensuring diluted bitumen isn’t shipped in tankers, eliminating one of the biggest objections to construction of the proposed Northern Gateway pipeline that could supply the crude. Black is advancing the project through his firm Kitimat Clean Ltd., but is also majority owner of the Black Press group of community newspapers in B.C., including this paper. He said he believes he has found lenders in Canada but gave no details, except to say he does not intend to take on equity investors. “It’s too early to say where or how, but I think it’s there,” he said. “Financially, it’s going to work out.” He aims to file a project description with the provincial government in September to initiate the environmental review process. None of the major North American oil companies have expressed any interest in financing or partnering on the refinery but Black said that’s no surprise. Oil extraction is traditionally more profitable than refining, he said, and the biggest energy firms may not want a new refinery competing against ones they already own. “I understand all that and decided early on I just had to find a way around that and I think I’ve found it.” The $25-billion cost includes roughly $16 billion for the refinery – more than initially estimated due to a new refining process that promises to emit half as much greenhouse gas – with the rest covering a natural gas pipeline, a fleet of tankers and the cost of the oil pipeline, if necessary. On August 13, 2013, police were dispatched to a crash on highway 93/95 near Wasa. Two vehicles and three persons were involved; two were taken to East Kootenay Regional Hospital by ambulance. A female passenger was airlifted from the scene by STARS. The crash which occurred just before 10 a.m. was attended by Kimberley RCMP, East Kootenay Traffic Services, BC Ambulance, Kimberley Fire Dept Road Rescue and STARS. On scene investigation found a oneton dump truck pulled onto the highway from the Village of Wasa and proceeded north. A northbound vehicle (minivan) came up on the truck several hundred meters north of the intersection and struck the rear left corner forcing it into the ditch. The female passenger of the van was extricated by Kimberley Fire Dept Road Rescue and airlifted from the scene. Her injuries although serious are not life threatening. East Kootenay Traffic Services is currently conducting the investigation and a Collision Reconstructionist has done a forensic scene examination.

The City of Cranbrook and BC Transit are offering FREE RIDES to the Saturday Cranbrook Farmers’ Market. BC’s Liquor Law Review...

1. BC’s liquor laws haven’t been reviewed since 1999 and at that time, the public wasn’t consulted. Government announced BC’s antiquated liquor laws will be modernized in consultation with industry, local governments, health and public-safety advocates as well as the broader public. 2. The review will look for common sense ways to bring change that will balance the needs of the business community and the health and safety of British Columbians. Starting in September, a Liquor Policy Review website will be launched where the public can share their ideas with government. 3. Over the past 2 years, we’ve made practical reforms to BC’s liquor laws including licensing liquor in theatres, BYOB – corkage, personal importation of liquor in BC, licensing of caterers, reducing barriers to inter-provincial wine orders, and allowing auctioned wine at charity fundraisers. After some hot and dry summer days, some flower beds, planters and hanging baskets are looking a little spent and exhausted. In many cases there are lots of spent blooms, few flowers and even some diseased or dead plants. The good news is, with a little bit of effort you can bring them back to their full glory. First, give the plants a good drink and feed them with a water-soluble fertilizer, such as the Nurseryland Power Bloom 10-40-25. Any slowrelease fertilizer you may have added when planting will likely have worn off by now. Give plants in flower beds some room to grow by weeding the beds thoroughly. Deadhead your flowers - that stops the plant from wasting energy on forming seeds and tells it that it needs to keep blooming if it wants to reseed itself, resulting in more growth and blooms. You should also remove all diseased or dead leaves and stems. Sometimes, it is best to give the entire plant a “haircut” to encourage it to grow. If you are left with bare spots in beds and containers, just pop in a few new plants, preferably those varieties that will bloom throughout the fall. One favourite for the cooler season is flowering kale and cabbage. These plants make a strong statement and look great in a flower bed, mixed planters as well as floral arrangements. They are also very cold hardy and will hold up even with slight frost. Another fall favourite are chrysanthemums or fall mums. Not to be confused with perennial mums, these plants will provide colour and interest in your garden long after most other blooms have been spent. They like sunny locations with moist, but not too wet soil. At one time, when you mentioned fall mums, people imagined them in a beautiful bronze colour. They still come in that colour, however a wide range of colours has been added since, from oranges to pinks and yellows.There are also a number of flower types available - the single "daisy" flower, the semi-double and double, and pompons which are like rounded balls. Even the petals themselves come in a variety of shapes. The fall mums available at this time of year will usually not survive the winter in this area, however, an alternative are the hardy perennial mums. There are other perennials that flower well into the fall season and now is a great time to add them to your garden. Asters are considered classic fall flowers as well. They work well as a border, because of the magnitude of colour they offer, especially when planted in large quantities. Echinacea is another hardy and tough plant that will keep blooming for a while. Although it is known as the ‘Purple Coneflower’, it comes in a variety of colours, from white to pink and dark purple. These plants provide height for the middle or even the back of a flowerbed and they do well in full sun to partial shade. In the summer, echinacea attracts butterflies and bees; if you leave their seed heads on the plant, they will provide food for overwintering birds. There are many other options, including rudbeckia, joe pye weed, russian sage, sedum and goldenrod. Flowers are not your only choice. Many ornamental grasses also show great fall colour and provide an interesting contrast in colourful beds. There is also a large variety of deciduous shrubs, such as the aptly named ‘Burning Bush’ where the leaves will change to bright colours as the season comes to a close. There are also re-blooming shrubs and other fall flowering gems, and we will have a look at them next week. Till then... happy gardening. Submitted by Kerstin

Vertical Dance combines the artistry of contemporary dance with the sport of climbing and rappelling to create a captivating visceral experience. Trina will be suspended using ropes and harnesses on the side of the new Spirit Rock Climbing Centre under construction on Deer Park Avenue in the Platzl. “Fly me to the moon…” is a decidedly whimsical romp through characters and feelings that everyone experiences throughout the day. OBITUARY Aubrey Josephine McKenzie (nee Kershaw) 1933 - 2013 Aubrey McKenzie, born May 20, 1933, passed away peacefully on Sunday, May 19, 2013, at Kiwanis Care in North Vancouver. She was born in Cranbrook, B.C., and raised in Fort Steele. She graduated as a registered nurse in 1954 and spent much of her nursing career at the Saint Mary’s Hospital in New Westminster. In 1966 she completed a degree in Public Health at UBC. For many years she worked as a public health nurse at the Boundary Health Unit in Surrey, B.C., becoming passionately involved in such programs as sex education, drug awareness, bicycle safety and prenatal care. She was also influential in the campaign to eliminate smoking in public facilities. She loved the East Kootenays, especially her childhood home of Fort Steele. In the 1970s she spent many hours interviewing resident old-timers in an effort to preserve their memories. In the course of her historical inquiries she became convinced that “Quinn Creek” should be known as “Queen Creek”, after Jim Queen, an old-timer who had had his cabin on the creek for many years. She made her case to the federal government, and her efforts were eventually rewarded: today, “Quinn Creek” appears on the government’s official topographic maps as “Quinn (Queen) Creek”. She enjoyed spending time with her only grandchild, Karlee McKenzie. They shared a special bond and the relationship brought her a great deal of joy and happiness. She was pre-deceased by her parents Alfred and Philemone Kershaw and her sister Berna; she is survived by her three children Michael (Lise), Bruce (Maria) and Susan, her granddaughter Karlee, her sister Chloe Perron (Paul), her nephews Peter Perron and Randy Perron (Louise), her great niece Carmen Perron and her aunt Marion Kershaw. We love you and you are forever in our hearts. The family would like to thank the staff of Kiwanis Care for the loving care they provided Aubrey. A service will be held at the Fort Steele Cemetery on Saturday, August 17 at 1:00 pm. Arrangements entrusted to McPherson Funeral Service.

Anne Dallyn (Nee: Turner) 1943 - 2013 It is with an empty space in our lives that we mourn the passing of our sister, Anne Dallyn (nee Turner). Anne was born in England but attended school and married in Cranbrook, BC. She lived in Terrace, BC for a number of years where she worked and owned a couple of corner stores that served pizza and pumped gas. She was predeceased by her mother Rita Williams (Mah), a daughter Wanda, and her husband Ron. Anne will be missed by her brothers and sisters, children and grandchildren that live throughout BC. Anne passed away at Mills Memorial Hospital July 30, 2013 in Terrace, BC. The family in Cranbrook will hold a celebration of life for her August 17, 2013 in Cranbrook, BC.

Born in Nelson BC Daniel “Dan” attended school in Crawford Bay and lived there until 1965 when he and his wife and son moved to Smithers where he resided until 2012. He then moved to Penticton for health reasons. Dan is pre-deceased by his wife Carol Ruth (nee Eddy), Dad Joseph Clifton Derbyshire and Mother Jennie Elnora Dingwall/ Derbyshire (nee Hedstrom). He is survived by his son Darcy Dwain (Cindy) Derbyshire and their two children Mishayla & Kyler, son Robert Stede (Jennifer) Derbyshire and their three children Devon, Daniel and Boden, his sister Frances Heather Beaubien and other family members. Dan will be missed for his loyalty, unique sense of humor, his great memory, and his invention and fix it talents especially when it came to motors. Dorthy was born on November 18, 1924 in Scott, Saskatchewan. She was an independent hard working person who loved being outdoors gardening. An accomplished seamstress, Dorthy made beautiful clothing for many years and later on in life successfully took up oil painting. She made many friends in life because of her kind and caring ways. Dorthy will be dearly missed by her family and friends. Dorthy will be lovingly remembered by her daughter Sandra Brown (Wayne Garrison) of Cranbrook, her son Darrell Brown of Cranbrook, her brothers Ed Parnitsky and Bud Parnitsky, her sisters Rosette Pilon, Hilda Scheidt and Donnalene Pavey. She was predeceased by her husband Albert Brown (1973), her brothers Alex Parnitsky and Don Parnitsky, her twin sister Anne Beausoliel (May 16, 2013) and her sister Delores Schmitt. A service for Dorthy will be held at Christ Church Anglican (46 - 13th Avenue) in Cranbrook on Sunday, September 1, 2013 at 2:00 pm. Velma Joyce McKay November 26, 1939 - August 5, 2013 It is with heavy hearts the family of Velma McKay announce her sudden passing on Monday, August 5, 2013 at the age of 73. Velma loved her family more than anything and surrounded herself at home with their pictures. Every time the family was together, we had to take yet another family photo. Velma loved her garden, especially her roses, and loved her many pets. She loved to learn and enjoyed learning to work her computer; she would learn how to fix her computer then call on her grandsons to come help her fix her fixes. Velma kept track of family and friends on Facebook and she would always report our family activities back to dad. She enjoyed time with all her friends, and all her extended family; the in-laws and the outlaws. Velma loved her trips with her friends across the line and enjoyed a little luck at the casino. Nothing brought the family together like watching her favourite team, the Saskatchewan Roughriders. Velma is survived by her loving husband of 54 years Ken, her four children Mike (Veronica), Carrie (Ian), Tracy (Terry) and Jim (Leslie); her 11 grandchildren David, Cindy (Josh), Spencer, Cody, Brandon, Steven, Kevin, Amanda, Brandon (Cheryl), Jessica and Kasey; seven great grandchildren Tyler, Brady, Evan, Carter, Ashlynn, Amara and Isaac; her two brothers Ernie and Dale Harrison and her sister Della Armstrong. Cornely, Leona Margaret (Nonie) 1920 - 2013 On the afternoon of Tuesday, August 6, 2013, Nonie Cornely passed from this life at the East Kootenay Regional Hospital at the age of 93 years. Nonie was born on March 9, 1920 in Cranbrook and was one of 7 children born to Lee & Rose Heric. Lucille, Marion, Nita, Peter and Corky along with her parents proceeded her. Sister Joan survives (Hermiston, Oregon). Nonie was a licensed dental assistant. Her passions included painting, photography, embroidering, reading, music, watching curling briers, Tiger and her pets.
