to create thousands of jobs in B.C. refining Alberta crude oil while ensuring diluted bitumen isn’t shipped in tankers, eliminating one of the biggest objections to construction of the proposed Northern Gateway pipeline that could supply the crude. Black is advancing the project through his firm Kitimat Clean Ltd., but is also majority owner of the Black Press group of community newspapers, which include this paper. He said he believes he has found lenders in Canada but gave no details, except to say he does not intend to take on equity investors. “It’s too early to say where or how, but I think it’s there,� he said. “Financially, it’s going to work out.� He aims to file a project de-

scription with the provincial government in September to initiate the environmental review process. Black first announced his plan for a refinery to export refined petroleum products a year ago. None of the major North American oil companies have expressed any interest in financing or partnering on the refinery but Black said that’s no surprise. Oil extraction is traditionally more profitable than refining, he said, and the biggest energy firms may not want a new refinery competing against ones they already own. “I understand all that and decided early on I just had to find a way around that and I think I’ve found it.� The $25-billion cost includes

roughly $16 billion for the refinery – more than initially estimated due to a new refining process that promises to emit half as much greenhouse gas – with the rest covering a natural gas pipeline, a fleet of tankers and the cost of the oil pipeline, if necessary. Besides securing financing, Black said he must secure sites for the refinery and the marine terminal with the Kitselas and Haisla first nations, determine if inland first nations along the proposed pipeline corridor can come on board and to button down formal supply agreements with Canadian oil companies. He said an engineering firm from Calgary has endorsed the alternative refining process. See Refinery Page 3

Making a racket down south By Susan McLean

VICTORIA - Hazelton’s homegrown band The Racket rocked the Capital at BC Day celebrations in Victoria on Aug. 5. Still on a high after taking home top prize in the BC’s Best Teen Band Contest this past spring, the group has been busy with the summer’s festival circuit. The three 18-yearolds were very excited to have been specifically invited to play at BC Day celebrations in the province’s Capital. Thanks to generous support from Hawkair, the trio was able to make the trip to play in front of an enthusiastic audience on the picturesque grounds of St. Ann’s Academy National Historic Site. The day’s musical lineup also included the Iskwew Singers, Bobs & Lolo, Nuuka, Shred Kelly, The Archers, We Are The City and Delhi 2 Dublin. Friends since elementary school, Hazelton’s Eli Larsen and Kispiox resident Simon

Stockner have been developing their sound for several years. Smithers bass player Stephen DeWit joined the group in 2011 and they’ve been honing their musical skills and developing a steadfast following ever since. The Provincial Capital Commission, responsible for the annual BC Day event in Victoria, has a mandate to connect and celebrate the Capital with all British Columbians, said PCC CEO Rick Crosby. “We were extremely happy this year that our event producer was able to create province-wide reach and involve British Columbians from many different regions and communities. “And we were all delighted that these three young musicians from the Hazelton area were able to join us,” he said. “They had a great time in Victoria and their energy and enthusiasm added to the day’s fun and entertainment.” The Racket’s diverse style reflects the folk, blues and rock influenc-

It was Eli’s first trip to the Capital city and he was able to take in Victoria Symphony Splash, which draws more than 40,000 people to the Inner Harbour on the BC Day weekend. “I also saw the Parliament Buildings all lit up at night,” he said. “That was very cool.” Over the course of the day, about 8,000 people took part in Monday’s BC Day event that featured photographs and films from around the province in addition to musical entertainment, a Best of BC Chef’s Stage as well as children’s activities. Looking forward, both Eli and Simon will be attending Selkirk College in Nelson this fall studying music while Stephen plans to continue working in construction. “But we’ll get together on holidays and at Christmas to play.”

As the owner of the site, the City of Prince Rupert is responsible for maintaining the old Skeena Cellulose pulp mill while the ownership of the site is under legal dispute. The provincial government can recover cleanup costs when it takes action under the environmental management act, as it did with the recent Watson Island fuel spill. The cost of the cleanup is unknown at this time, but a B.C. Ministry of Environment spokesperson said the province will be paying for the cleanup and will consider cost recovery if appropriate, meaning the city may be

Ministers tout LNG development By Shaun Thomas THE NORTHERN CONNECTOR

PRINCE RUPERT - The development of liquefied natural gas (LNG) in the province will result in a bright and prosperous future for the Northwest, two visiting provincial ministers said. Minister of Community, Sport and Cultural Development Coralee Oakes and Minister of Aboriginal Relations and Reconciliation John Rustad were in Prince Rupert on Aug. 7 to meet with elected officials and the Prince Rupert and District Chamber of Commerce, and spoke to how large the opportunities are with LNG. “We have 15 proposals across the province right now. If five of these projects go forward, we would need a workforce of approximately 135,000 people ... companies like Shell and Petronas are spending $1 billion just to get to the point where they can make

a decision. They haven’t even decided yet and are spending that much money because they believe in the opportunity in B.C.,” explained Rustad, noting there is a window of time to make the most of the opportunities. “It is up to us if we want to seize it, because the opportunity is there ... but we are in a race, a race with the rest of the world. If we stumble, these companies will look at opportunities elsewhere.” But for the community to see the most benefit from the industry, Rustad said First Nations in the region need to see benefits as well. “You cannot have a prosperous Prince Rupert if you don’t have prosperous communities around you. It just can’t happen,” he said, adding First Nations involvement will only help with project development. “These companies need to ensure they have certainty on the land, and we are working with

First Nations to provide that.” For her part, Oakes said she was in town to hear from businesses and people about what is needed to make the industry on the North Coast a reality. “I understand the fears, the concerns and understand the business community questioning how they are going to prepare for this opportunity ... I understand how difficult it is to get the infrastructure in place needed by rural communities,” she said. “LNG can’t be successful if communities are not successful. We understand that.” Former mayor and former B.C. Liberal candidate Herb Pond echoed the need for the government to get involved in bringing these industries to town. “I am hoping the province is keenly aware that the City of Prince Rupert ... will not be in a position to provide infrastructure needed for these companies,” he said.

KITIMAT - A Kitimat-raised Simon Fraser University student is seeking people to volunteer to help out a theatre project she’s working on. Eventually to be made into a stage performance, Valerie Christiansen is looking for people to speak, either on camera or on a recorder, about their position on the Enbridge Northern Gateway Pipeline. She’s not seeking people with either a pro or anti stance to the project, but wants the perspectives to bring a local focus to the project to people in the Lower Mainland. “Everybody’s welcome. I’m not trying to shape a certain opinion or a certain group of people,” she said. “The variety is what I’m

The project is part of her global social arts class. “I wanted to give the town of Kitimat the opportunity to voice their opinions, questions or concerns about the Enbridge pipeline

Terrace kidney walk takes place Aug. 18

TERRACE - Lizuarte Barcelos is this year’s regional honouree for The KidneyWalk in Terrace which takes place on Aug. 18. For Lizuarte, being a part of The Kidney Walk and supporting The Kidney Foundation is important. Lizuarte explains, “it is amazing what The Kidney Foundation does for kidney patients. I try to raise funds to help improve awareness of kidney disease but also to help people affected by kidney disease who are less fortunate than I am.” Lizuarte first attended The Kidney Walk in 2009 and has

participated ever since. Lizuarte was on home dialysis for seven years before receiving a kidney transplant in 2007. “Since my kidney transplant I am my old self again – my new kidney has made me feel much better.” Lizuarte cannot stress enough the importance of organ donation registration and hopes The Kidney Walk encourages more people to register. The 2013 BC Kidney Walks in Terrace takes place Augt. 18 at the Furlong Campgrounds. There is an option of a 2.5 km walk or a 5 km run. Registration begins at 1 pm and the event starts at 2 pm. PRINCE RUPERT - After a successful initial event, the Prince Rupert recreation department is once again offering a free inner tube water polo session this Sunday. Games for those ages 7-9 begin at 10 a.m., for ages 10-12 at 11 a.m., for ages 13-15 at noon, for ages 16-18 at 1 p.m. and for those over 19 at 2 p.m. Participants should be able to swim 25 metres and tread water for a minute, and those under 19 require a parent to sign up.

PRINCE RUPERT - As Pacific NorthWest LNG continues to push ahead with its liquefied natural gas (LNG) export terminal on Lelu Island, parent company Progress Energy signed an agreement with the TransCanada Corporation to deliver two billion cubic feet per day of gas to the site. The contract is being used to firm up TransCana-

da’s plans to spend $1.5 billion constructing a pipeline, called the North Montney Mainline, to link northern LNG sites into the $5 billion Prince Rupert Gas Transmission Line. Under the agreement, Progress will increase its volume uptake between 2016 and 2019 to an aggregate volume of approximately two billion cubic feet per day being pumped to the terminal on Lelu Island. “The initial work for the

project is proceeding well and we anticipate filing an application with the National Energy Board in the fourth quarter of 2013 for approvals to build and operate the facilities,” said Karl Johannson, executive vice-president and president, Natural Gas Pipelines, noting the project will be done in two phases. “The long term, large volume commercial commitments that have been secured provide strong support for the project.”

Wanted man finds himself sent back Alberta to face charges By Margaret Speirs The Northern connector

TERRACE - A man convicted of escaping police custody and obstructing a peace officer in Stewart was sent back to Alberta as a wanted fugitive to face criminal charges in that province. On July 26, Michael Todd Schofield was arrested here, remanded in custody and was transported to Vermillion, Alberta on August 2. He’s wanted there for mischief, uttering threats, dangerous operation of a motor vehicle, fleeing from police in a motor vehicle and impaired driving. He also has outstanding warrants from Grande Prairie, Alberta for mischief, fail to appear and resisting arrest. He was identified as a candidate for the BC Fugitive Return Program (BCFRP) by Stewart RCMP. On July 26, in provincial court here, Schofield pleaded guilty to one charge of escape from lawful custody and one charge of wilfully obstructing a peace officer in Stewart May 2 of this year. He was ordered to pay a $500 fine and to not to go within 10 km of Stewart except for work, and to tell his probation officer the dates and times that he would be there for work. On May 2 at 6:30 p.m., Stewart police were called when a witness saw Schofield on the back

patio of the King Edward Hotel even though hotel owners had barred him from the property because of previous incidents, said crown prosecutor Bill Funnell in reviewing the evidence. The officer noticed an odour of liquor on Schofield’s breath and that his speech was slurred, court heard.

The officer told him he was under arrest for being drunk and in public and that he would remain at the detachment in cells until he sobered up, court heard. He admitted to the officer he had been drinking liquor and that he knew he was barred from hotel property but was just talking to someone and not causing a problem, court heard. The constable offered to give him a ride home, court heard. After he was put in the police vehicle, Schofield became belligerent and argumentative, court heard. The officer told him he was under arrest for being drunk and in public and that he would re-

main at the detachment in cells until he sobered up, court heard. At the cell block, Schofield refused to walk in, stared down the officer and continued to stare him down, court heard. He refused to enter the cell, swore and ran to the parking bay, and exited the building, court heard. He fell on the grass, stood up and turned to face the officer, who had been yelling at him to stop, and then Schofield ran toward the officer, yelling “come on, let’s go,� court heard. The officer stepped back and struck Schofield’s upper left arm with his baton and inadvertently struck Schofield on top of the head, which started bleeding, but Schofield continued to get closer and grabbed the baton, court heard. A second officer was called and he managed to force Schofield to the ground and told Schofield he was under arrest, court heard. Schofield was taken to hospital in Stewart where he received 11 staples in his head, and was treated for significant bruising, court heard. The officers weren’t injured, court heard. The BC Fugitive Return Program is managed by RCMP and Vancouver police with financing from the Civil Forfeiture Office of the BC government.

I drove for the same employer for fourteen years. But I injured myself again and was unable to return to my job as a logging truck driver, so I had a decision to make about what to do for a living. I was not interested in driving a taxi and a few other things, so I decided to turn one of my hobbies into a job and that was brewing. I started with beer and made the move to wine when I started Wine N Suds. Since doing so, I have not looked back. I really do enjoy what I do. I have won several medals at the international competitions in different countries. This year the Wine Maker International Wine competition held in Vermont had 4,564 entries from around the world. I won a Gold, a Silver and a Bronze. Also in May this year I became a level 1 Sommelier. There is a much debate about how things need to be done. It is also true that many home-brewed wines and beers have terrible flavor and balance. There are also a few very good home brewers who make wines and beers that will rival anything made commercially. My goal in writing this column is to help people become successful home brewers following my methods. I am not saying what and how you presently brew is right or wrong, as there are many methods, but will describe what methods I use and have success with in brewing. This will be a monthly column. PRINCE RUPERT - Traffic through Fairview Terminal remains below the numbers from 2012, as July marked the third month of double-digit year-overyear decline. This July, 43,219 TEUs moved through the terminal compared to 48,977 last July, a drop of 11.8 per cent. Imports through Prince Rupert were down 14.4 per cent, sitting at 23,721 TEUs compared to 27,698 TEUs last July, and exports were down 8.4 per cent, though the decline was driven by empty container movement as the number of loaded containers leaving the North Coast increased 38.6 per cent. Through the first seven months of 2013, traffic through Fairview Terminal has dropped from 321,153 TEUs to 307,064 TEUs, a difference of 4.4 per cent. Exports have fallen 6.9 per cent, sitting 169,961 TEUs compared to 182,482 TEUs in 2012, and exports are down 1.1 per cent and sit at 137,103 TEUs. Again, however, the number of loaded containers being exported is up, increasing by 14.7 per cent, while the number of empty containers being exported is down by 19.3 per cent. This is the second month Fairview’s year-to-date numbers have been below those of 2012. In contrast to Fairview Terminal, numbers are up throughout every other terminal operation in Prince Rupert after a June that saw tonnage down across the port. In July, Ridley Terminals handled 1.1. million tonnes of coal compared to 1.04 million tonnes last July, an increase of 6.6 per cent, and so far this year the terminal has handled 7.1 million tonnes compared to 6.7 million tonnes through the first seven months of 2012. Prince Rupert Grain (PRG) saw a significant jump in traffic this July, shipping 86,100 tonnes of canola compared to none last year and almost doubling the amount of wheat being moved. In total, last month PRG shipped 417,633 tonnes compared to 167,595 tonnes last July, an increase of 149 per cent, and so far this year the terminal has surpassed 3.1 million tonnes of product compared to 2.7 million tonnes last year. The number of logs being shipped from the harbour more than doubled in July, rising from 20,470 tonnes last year to 41,853 tonnes this year. So far this year, log exports are up 36.5 per cent and sit at 247,022 tonnes compared to 181,026 tonnes through to July 31 last year. So far this year, tonnage through the Prince Rupert Port Authority remains above last year’s record numbers. There has been 13.5 million tonnes moved through Prince Rupert in 2013 compared to 12.8 million tonnes in 2012, an increase of 5.8 per cent.

PRINCE RUPERT - The Prince Rupert Fire Department was called out to a fire on 8th Ave. West in the late morning hours of Aug. 8. “We responded to a call of a kitchen fire on the top floor. When we arrived we were told there may be peo-

Has left me alone, while my soul aches severely. We were so happy, as we welcomed each day. Nothing can bring him back, my life is now grey. It just feels like life, is the most horrible thief. My new companions, shall be sorrow and grief. He’d want me to stay strong, and live life with a smile. But I can’t accept that, not for awhile. I shall always love, my husband, my life. Till the end of eternity, I’ll be his wife.

Our Family Chain

We little knew that morning That God would call your name. In life we loved you dearly; In death we do the same. It broke our hearts to lose you, But you did not go alone, For part of us went with you the day God called you home. You left us beautiful memories, Your love is still our guide, And though we cannot see you You are always by our side. Our family chain is broken And nothing seems the same, But as God calls us one by one, The chain will link again.

We are saddened to announce that our mother, Eliza Lillian Fairbairn, passed away at the age of 66. She was predeceased by her husband of 30 years, Wayne (Kit) Fairbairn, in 2011, and her infant son, Scott, in 1964. Eliza leaves her daughter, Bonnie (Jim Prier) and three sons, Russell Foote (Zorina), Clifford Foote (Sharon), and Michael Foote; step-daughters Rae (Amardeep) and Darcy. She will be greatly missed by her grandchildren, Jason, Jeff, Celine, Kyler, Morgan, Keni, Nolan, Alex, Kyle and Sheldon. Our mother was born November 26, 1946, and started her life in Sandy Point, Nova Scotia and later moved to Prince Rupert, B.C. with her young family. She was one of eleven children born to Nellie and Lewis Hemeon. Of her siblings, she is survived by five sisters who all live in Nova Scotia. Mom and her husband made many friends over the years living in Prince Rupert, Jackpine Flats (Terrace), and Sicamous, B.C. She then moved back to be with family and grandchildren in Prince Rupert. Mom eagerly awaited spring and the first robins of the year. Wherever her journey took her she left a beautiful garden behind. Mom enjoyed working in her garden, doing crafts, and spending time with her grandchildren. Mom requested no service be held, but she will be laid to rest with her husband in Prince Rupert. A private family service will follow at a later date with prayers by Pastor Dick Knox. Mom – may your garden forever grow. We will miss you. Ethel Simpson Aug 26, 1917 Aug 3, 2013

It is with great sadness that the family of Ethel Simpson announces her passing on August 3, 2013 just 3 weeks shy of her 96th birthday. Ethel is survived by her daughter Gina (Patrick) Regush of Kamloops, grandchildren Dylan, Jonathan, Suzanne (Paul) and great grandchildren Sam and Sophie DaSilva, sister Ida Hogan, as well as several nieces and nephews, and a circle of treasured friends. Ethel is predeceased by her husband Sam, son Patrick and brothers Tom, Norman, and William. Ethel was born in Prince Rupert in 1917 and lived there for many years of her life. It was there she met Sam and they married in 1953. In their retirement years they made their home in Qualicum Beach where they enjoyed wonderful friendships and a love of golf. Later, after Sam’s passing she moved to Kamloops to be with her children. All her life Ethel was an avid cook and loved to bake. She hosted many meals with friends and family over the years and they were always delicious and memorable. Both Ethel and Sam had a gift for fostering lifelong friendships, and so she will be fondly remembered by many. A memorial service will be held at the Kamloops Funeral Home on Sunday August 25, 2013 at 2pm. Interment of her ashes will take place in Prince Rupert at a later date. In lieu of flowers donations may be made to the ‘Marjorie Willoughby Snowden Hospice’ 72 Whiteshield Crescent, Kamloops, BC, V2E 2S9 where Ethel was lovingly cared for at the end of her life.

RESIDENTIAL CARE WORKERS

These postions are for male applicants over 19 years of age. This work includes days, evenings and overnight care of a youth with special needs. Work can be scheduled around the employee also having other employment or attending school. This work can be part time. Hourly salary rate is $17.18 per hour. Knowledge and skills to care for a youth with autism and/or special needs is preferred. Training will be provided.

OUT OF SCHOOL CARE PROVIDER

This position starts in September and the employee will be part of the team providing both before and after school care at Kildala Elementary School. Care is also provided on Non Instructional Days and some holidays. Qualifications include meeting Community Care licensing requirements as a responsible adult with skills in working with school age children. The salary range for this position is $15.92 to $19.35 depending on qualifications.

Drag racing coming down to the wire in the northwest By Martina Perry THE NORTHERN CONNECTOR

PRINCE RUPERT - Engines were revving and tires were smoking during the Hot August Nites Drag Races in Terrace over the BC Day long weekend. For the first day of Hot August Nites, drivers were racing for points as part of the season’s points series. In the Junior Dragster Class, Prince Rupert’s Shelby Peterson raced his way to third place beating out five other northwest drivers. This is Peterson’s first year racing and he is currently in a tie for third place in the season’s standings with 128 points. Kitimat’s Lou Ribeiro took the top spot in the Junior Dragster Class race over the weekend and in overall points with 182, closely followed by fellow Kitimat racer Tanner Daum who placed second at the race and overall with 181 points. Prince Rupert’s Ed Evans dominated in the Pro Class, which pushed his total points throughout the season to 210, putting him in the lead in his class from third. Following Evans

son’s standings with 178 points. Kitimat’s Kory Botz placed second, followed by Burns Lake’s Mike Weinhardt in third. Following Daum in overall points this season is Kris Barnett from Terrace with 167 points. Right behind is Harley Bell from Kitimat

with 156 points. The last opportunity for racers to gain points will be at the Terrace Drags on Aug. 24 and 25. Drivers from all over the Northwest are expected to compete at the final event of the year. Prince Rupert racers weren’t so lucky on

the second day of Hot August Nites, when the Quick 8, Gambler and King races were held. In the King of the YXT race, Smithers’ Matt Marshall taking the top spot, with Kitimat’s Quinn Amado winning the Junior King race. Rory Boyko from Smithers tested his luck

and was successful in the Gambler Race category. Bruce Daum was not only the fastest in the Super Pro Class in the first day of racing, but also sped his way to number one in the MacCarthy GM-sponsored Quick 8 race the following day.

KITIMAT - Kleanza Cathers from the Kitimat Marlins competed at one of the largest swim meets in North America in San Jose California. The Far Western Championships had 1,700 of some of the fastest swimmers aged 18 and under from across USA, Canada and Mexico in attendance. Although three swimmers

from the Marlins achieved three or more of the tough far western qualifying standards only Cathers was able to attend. Cathers, 13, competing in the strong 13-14 girls category, shaved significant time off all her personal best times. In the 200 meter backstroke Cathers dropped four seconds off her personal best time and finished 33 out of 74 competitors. In the 400 meter individual medley she placed 36 out of 53

competitors with another four seconds shaved off her personal best time. Cathers reached the tough Canadian age group national qualifying standard in both of those events. Cathers also had a five second drop off her personal best time in the 800 meter freestyle finishing 29 out of 39 competitors. Overall it was excellent way for Cathers to finish off her swim season which was marked by hard training and countless hours of effort.
