government for mishandling care of the mentally ill and some are going so far as to suggest reopening the closed Riverview psychiatric hospital. The issue is being pushed onto the provincial stage at the Sept. 16-20 Union of B.C. Municipalities convention, where multiple resolutions will target inadequate psychiatric care and the knock-on effects for policing and other services. Maple Ridge council is behind the suggested reinstatement of Riverview Hospital, in Coquitlam, as a “modern centre of excellence” for mental health care and support since it has the

necessary infrastructure and a long history. Its resolution argues inadequate treatment and housing for those with mental illness that followed the provincial policy shift from institutional to community care has led to “unacceptably poor outcomes” for B.C.’s neediest citizens and severe financial and social burdens for local cities. Delta Mayor Lois Jackson supports the concept, provided it’s a fully modern incarnation of Riverview and checks and balances are in place to protect patients. It’s time the issue gets a serious airing, she said. “There’s no place to house people to help them get well and get them back to a productive place in society,” Jackson said.

Test time for TransLink’s Compass smart card A group of 10,000 volunteers will put the blue plastic to work on the transit system starting Sept. 9 by Jeff Nagel TRANSLINK OFFICIALS say they’re confident their new Compass card will

work well and will be used by the vast majority of transit passengers, despite criticism that those who pay in cash aboard buses won’t be given a valid transfer for SkyTrain. The new payment system will undergo a beta test by 10,000 volunteers – twice as many as TransLink hoped to recruit – starting Sept. 9, ahead of a full launch later this year or early next year. Riders will tap their smart card on blue reader disks as they board a bus or SkyTrain and tap out again on exit. The system will register the trip length and debit their account accordingly. The transfer incompatibility of bus-issued tickets – blasted on social media as a double charge for those who pay cash – stems from TransLink’s decision not to retrofit either all the bus fare boxes at an extra cost of $25 million or else fare gates at SkyTrain stations for $9 million. Neither fix would have worked for more than a few years and were deemed not cost-effective. But not everyone hates TransLink’s decision. Surrey transportation advocate Daryl Dela Cruz says those who pay in cash infuriate him Mike Madill because they slow down bus boarding, especially when they don’t deposit the right amount. “It causes delays and holds up lines, especially on long and busy bus routes,” Dela Cruz said. “It’s almost a vendetta I have when I see the number of people who pay with cash fares.” He predicts faster boarding as more people swipe cards instead of dropping coins and expects more buses will actually run on time as a result. TransLink Vice-President Mike Madill said convenience is the main aim of Compass, but he agreed less cash payment should speed bus boarding.

The application was proposed in January 2012 and development got underway that spring. “It’s always been a challenge to try to ensure that communications from the district get to parents,” said Doug Strachan, communications manager for Surrey schools. “Whether it’s the ‘bottom of the knapsack syndrome’ that we need to overcome, or having to pay postage to send personal letters to parents for important information, the use of technology is what needed to be pursued next.” With an increasing number of parents contacting schools via email or using smartphones, an app was a “natural step,” he said. SchoolLink is currently available to those with iPhones and iPads only, but an Android version is in the works and will hopefully be available sometime around Christmas. “We know there are other platforms out there, but we had to start somewhere,” said Strachan. The app allows users to choose what updates they receive – special announcements, featured stories and news – which reflect what schools have posted on their websites.

During a security lockdown, for example, a school would post a quick, brief alert on their website, which would go directly to parents who have chosen to receive notifications. The district is working with school staff to ensure postings are consistent.

“The company that developed it with us (Habanero Consulting), was sensitive to the fact that we needed it to be very simple and not disruptive, particularly for the schools, and of course simple for parents to sign on with and take advantage of,” Strachan said. The app’s development cost the district about $120,000. Habanero took on approximately 40 per cent of the cost because the company hadn’t done apps for the web platform (SharePoint) used by the school district and considered the cost a research and development investment. The district will receive reports on how much SchoolLink is being used and welcome feedback from parents and schools about how its working or if there’s ways it can be improved. A pilot was run at a handful of schools in June and though there wasn’t a lot of feedback, there were also few problems reported. Paper and email newsletters will still be distributed to varying degrees, depending on the school. Other future developments of the app may include school calendars, blogs, class schedules, staff contact information and the ability to follow teams and clubs. It’s also hoped the app can foster two-way communication between parents, schools and the district. To download the app, visit the App Store on your iPad or iPhone and search “SchoolLink.”

“It’s more efficient and it keeps the lines moving,” he said, noting the new card can be read in less than a third of a second. Cash payers who don’t want to pay again if they transfer from bus to SkyTrain can avoid that by getting a Compass card. About 6,000 passengers a day pay in cash on buses and transfer to SkyTrain – 1.5 per cent of the 400,000 daily bus users. Other transit systems, including London and Paris, don’t allow cashpaid transfers from bus to trains, and Madill said London saw its share of cash payers drop from 30 per cent to about 2.5 per cent after its similar Oyster card rolled out. For now, TransLink will simply mirror the existing three-zone system and fare structure with the new cards.

Reloadable card The vast majority of transit users who use a monthly pass or a book of pre-paid FareSaver

tickets are expected to easily make the switch to Compass cards and find it much less of a hassle. No longer will they have to go to a retail store each month to buy a new pass or book of tickets. Most will buy a monthly pass on their card online or over the phone, as well as at vending machines at SkyTrain stations and other locations. Those who link their Compass account to their credit card or bank account can have it automatically buy a new monthly pass on the first day of each month. For those who prefer the equivalent of soon-tobe-eliminated FareSavers, which offer a discount on a book of 10 tickets, Madill said any amount of prepaid cash put on a card will qualify for a 14-per-cent discount. That’s less generous than the 24-per-cent discount from cash fares that FareSaver buyers now get. Asked why FareSaver users will pay more under Compass, officials say FareSaver discounts

had become “artificially inflated” in recent years because TransLink was only allowed to increase prices for cash fares, not the prepaid tickets. They say the discounts will become consistent under Compass. An auto-load feature will let users program their card to automatically add a preset amount whenever the balance drops below $5. A Compass card that’s lost or stolen can be replaced and the unused balance transferred, provided the user has registered. “For the customer, it’s going to be way more convenient,” Madill said. Monthly pass users who claim the federal transit tax credit in the past had to collect their receipts each month. Compass card users who buy the monthly pass option will be able to go online and print out a transaction history to submit instead. Cash can also be used to buy Compass cards at station vending machines in amounts as low as $6.

Responding to concerns that poor residents without bank or credit card accounts will face obstacles, Madill said there will be some additional locations, including a yet-to-beannounced retailer, where machines will dispense cards for cash. Anti-poverty groups that hand out tickets to low-income clients to get to job interviews or appointments will be allowed to buy bulk Compass cards, valid for a single use for up to 90 days. Some question marks remain. TransLink doesn’t know how many riders will forget to tap out with their card as they exit the system and then get charged for travelling the default three zones when they may have only travelled one. And it’s not clear what bugs the testers may uncover. Asked if TransLink considered using some discounts or incentives to encourage early sign-ups – as TReO successfully did in getting motorists to register to pay tolls on the Port Mann Bridge – Madill said it was unnecessary. “We really think that the card will sell itself,” he said. After Compass cards are offered to the general public, the old and new systems will run in parallel for a number of months before the activation of the new fare gates – the other part of the $171-million system. It should reduce fare evasion but more value is expected from better data on where transit users go, guiding future system improvements.

rey couple killed in a 2008 crash is relieved the driver, Ravinder Singh Binning, has been denied parole. Binning was sentenced in spring 2012 to four-and-a-half years in jail and a 10-year driving ban after pleading guilty a month earlier to five charges – two of dangerous driving causing death, one of dangerous driving causing bodily harm and one failure to stop at the scene of an accident. On Thursday (Aug. 29), during a parole hearing held outside Victoria, where Binning is being held, he was denied day and full parole. It was July 12, 2008 when Binning was speeding down 128 Street near 85 Avenue in his Acura and slammed into a BMW carrying 60-year-old Bakhshish Badh and her 61-yearold husband Dilbag, killing them. recalled the horror of seeing her mom, who was thrown from the car, lying in the street, while her dad was dead in the back seat. The family was head-

ing home after attending an engagement party for Rupi and her then-fiancĂŠ. Members of the Badh family attended the hearing in Victoria Thursday and were glad Binning was not granted parole. Varinder Badh said Binning continues to minimize the incident and rationalize his behaviour and is not ready to be released. “The family feels a sense of relief that the parole board recognizes road crimes in the same seriousness as other pragmatic offences,â€? said Varinder. “We cannot accept injuries and fatalities on

the roads as the cost of transportation. Driving is a privilege, not a right.� During Binning’s sentencing last year, Judge Reg Harris said though Binning apologized, he did not find the defendant showed genuine remorse. He also chided Binning for not only fleeing the horrific crash scene, but using his cellphone to call his own friends and family, rather than calling 911. Binning wasn’t arrested until 2010, and even then, denied being the driver. During the trial, the court heard his DNA matched blood found on an airbag in the abandoned car. He did not plead guilty until February 2012, on the day his trial was to begin, nearly four years after the fatal crash. The court heard Binning, a former truck driver, had a lengthy prior driving record, which included 16 driving prohibitions between 2002 and 2009, many of them

involving alcohol. Just months after the crash with the Badhs, he was caught driving the same stretch of road

while drunk, sped from police, crashed into a fence and attempted to fight an officer before being arrested.

proposal to regulate the use of motorized mobility aids – to be debated at next month’s Union of B.C. Municipalities (UBCM) convention – seems, at first blush, to make some sense. Most of us have probably seen instances of these personal vehicles – including wheelchairs and scooters – being mishandled by users, raising legitimate concerns about their own and others’ safety. There are those who operate them too fast, or without due consideration, on pedestrian walkways. Others, unaware of traffic patterns around them, have shown a propensity for operating the aids on the road, or making sudden, ill-advised dashes into crosswalks – behaviours that suggest accidents waiting to happen. That said, mandatory licensing and regulation may be the proverbial case of fixing something that isn’t broken. After all, these aren’t simply vehicles. For many people, they are a replacement for legs, a crucial element in their independence and ability to get around. And, as far as we know, there are no plans to similarly regulate people using their legs on public walkways… yet. This issue seems to have stemmed from a 2008 provincial coroner’s recommendation, after three seniors died in collisions on Vancouver Island. But it would behoove those arguing either side to have an accurate picture of the scope of the problem today. Just how many mishaps have there been locally, regionally, across the nation, and beyond? Before making a rash decision, further study is needed – not just of those who use these mobility aids irresponsibly, but those who operate them without incident. Lawmakers must also ask what penalties would be imposed for unlicensed drivers, and what level of government would be involved in policing them. There is also the question of how, exactly, we would deal with guests from other jurisdictions where such licensing is not required. Do we offer on-the-spot testing or training, perhaps offering an “L” or an “N” to visiting dignitaries? More realistically, one could envision erratic users receiving warnings, with persistent offenders ultimately being banned. But if the majority of mobility-aid users are operating them responsibly, there can be few reasons for mandatory licensing – other than as a new source of cash for government. – Black Press

These are the teacher aides, custodians, bus drivers and crossing guards. Most are members of the Canadian Union of Public Employees (CUPE), with a few Teamsters and other locals scattered around the 60 school districts. Public discussion about these disputes usually focuses on wage increases, which CUPE members in schools haven’t seen for four years. Their current deals expired more than a year ago, after they were subject to the same two-year wage freeze imposed on the rest of government. The B.C. government moved from the postrecession wage freeze to a system they call “cooperative gains,” where raises must be financed by savings in other areas of the operation. Only two provincial employee groups have yet to do this: school support staff and teachers. (Education Minister Peter Fassbender confirmed last week that teacher raises will be

average B.C. private sector worker took 7.4 sick days last year. The public sector average was 12. The Surrey contract details the windfall of unused sick days that must be paid out to employees who retire as early as age 55. The maximum is 150 days, for a lavish perk only available to employees hired before July 1, 1996. Even so, we’ll be paying these bonuses out for years to come. It goes on and on. Six weeks’ paid vacation after 20 years, with an extra day added for every year after that. There are many little things, such as a $60 “swimsuit allowance” for teacher aides who take part in swimming instruction. This is not to devalue the work done by these people. It is to suggest that given the growing gap between public and private employment benefits, finding savings is reasonable. my concern over the statements made by the federal Minister of Industry, James Moore, with regards to the “increase in competition” in the telecom industry. The underlying premise of Moore’s stance is that Canadians will benefit from the increased competition by way of cheaper cellphone plan prices. I disagree with this premise. Verizon, if they were to provide service here, would not be cheaper. Just as Target has not initiated a lowering of retail prices in Canada, neither would Verizon. I don’t think American telco prices are cheaper than ours, and Verizon is certainly not a low-priced provider. If Moore thinks that prices are too high here, let him state what a “reasonable” price should be in Canada. Let him also provide the rationale for the “price” in terms of building the telecommunications infrastructure. Canada is a geographically large country with a small, highly dispersed population. Does Minister Moore realize that despite this challenge the Canadian telcos provide unsurpassed services to Canadians? Will a foreign competitor build their own infrastructure? If cellphone plan prices don’t drop, no additional infrastructure is built, and few Canadian jobs are created, then why are we, the taxpayers, of Canada subsidizing a large foreign telco to come here? Why are we letting them buy one or two Canadian telcos on the cheap? Why are we letting them bid on a subsidized spectrum auction on the cheap? Give your head a shake, Minister Moore. A 17-YEAR-OLD Surrey man has been charged with speeding following a crash with a tractor lawnmower that halted traffic on 152 Street Thursday afternoon. The crash took place around 3 p.m. when a 2012 BMW driving northbound near 62 Avenue rear-ended a City of Surrey John Deere tractor that had an industrial-size lawnmower attached. Surrey RCMP said witnesses reported that the BMW, driven by the teen, was seen speeding up the hill in the left-hand lane and hit the tractor after cresting the hill. Both

parents can’t afford to buy basic supplies. The Surrey School District is the largest in B.C., with more than 120 schools and 70,000 students. Throughout the summer, three Surrey Staples stores fundraise for the school supply drive in hopes of making a difference to students at the beginning of the school year.

The Stuff the Bus campaign has raised over $95,000 in the last five years, putting school supplies in the hands of students who need them the most. In addition, this year a new partnership with the TELUS Community Ambassadors has greatly helped by donating 1,000 backpacks to the cause. “Our goal this year
