Detours in Courtenay Roadwork on Fitzgerald will mean alternate routes
SMALL VENUE DEFENDER Local singer-songwriter Helen Austin is among musicians and music lovers decrying a new federal regulation that adds a fee to small venues that promote out-of-country performers.
Fundraiser for Frank Randy Frank, an artist and carver who is a client at the Dawn to Dawn: Action on Homelessness Society, is hosting a fundraiser this Saturday at the K’ómoks First Nation band hall to help finance a costly hip repair surgery. The event includes a seafood dinner, dance and silent auction. Doors open at 4 p.m. Dinner is from 5 to 8 p.m. The auction runs
from 8 and 9 p.m. The band Kin/fo takes to the stage at 9 p.m. Tickets are $20 each.

Fitzgerald Avenue commuters are asked to find alternate routes during coming roadwork. This Thursday, the City of Courtenay is planning to begin road improvements and paving along Fitzgerald between Eighth and 17th streets. The work will take place between 6 a.m. and 7 p.m. It is expected to be completed by this Friday weather permitting. In the event of inclement weather, paving will proceed on the next viable day. During construction, Fitzgerald will be subject to intermittent closures and/or reduced to single-lane vehicle
traffic. Commuters can expect delays and should use alternate routes if possible. “Fitzgerald is normally a fairly busy roadway, and traffic can make it challenging to complete these projects in a safe and timely manner,” said James Nixon, assistant manager, roads and parks. “We’d really appreciate if drivers could help relieve some of the pressure and use an alternate route while these repairs are taking place.” Parking on Fitzgerald will be temporarily restricted. Vehicles left parked in the construction area during construction hours will be towed. Sidewalks will remain open to permit pedestrian access. All attempts will be made to maintain vehicle access to local
residents, though there may be times when road closures are necessary. Commuters are asked to use caution and obey flag personnel and posted traffic signs. During construction, bus stops along Fitzgerald will be accessible. Traffic control personnel will be on hand to assist all road users, including transit users, vehicles, pedestrians and cyclists. Alberni Project anchors at new home harbour Earle Couper Record Staff
The Alberni ProjectHMCS Alberni Memorial has docked at a new location. TAP founder and project director Lewis Bartholomew opened the doors to a permanent home in the Comox Centre Mall on Sept. 1. TAP is a privately funded, community supported program devoted to preserving the history of the events surrounding the Canadian corvette HMCS Alberni and the German submarine U-480. Bartholomew notes that having the exhibit in the mall provides a location where stories, artifacts and history can be shared. It also acts as an educational tool for future generations of Canadians. The permanent location has a quiet room where people can watch videos and Bartholomew can conduct interviews. The space also allows TAP to expand

The HMCS Alberni sailed from Esquimalt through the Panama Canal and joined the Royal Canadian Navy’s Atlantic Fleet in Halifax in 1941. She was assigned to the Newfoundland Escort Force and tasked as a mid-ocean convoy escort in the western North Atlantic where she played a vital role in escorting Convoy SC42 and subsequent North Atlantic convoys. Alberni was assigned briefly to Operation Torch in the Mediterranean during 1943 and to the fleet operating in support of Operation Overlord (invasion of Normandy) in the spring of 1944. She was torpedoed and sunk by U-480 in the British Channel. She was escorting a convoy approximately 25 nautical miles (46 km) southeast of St. Catherine’s Point, Isle of Wight at 11:45 a.m. on Aug. 21, 1944. The opportunity to have a permanent home has been provided by partial sponsorship by the Comox Centre Mall and local residents. Bartholomew was inspired to start TAP in 2000 when he saw a painting of the HMCS Alberni by Pat Burstall. That painting can be seen at the exhibit in the mall. TAP is open during mall hours. She’s losing her locks for the second time in just four years, but Braxtyn Paulhus is looking forward to what she can gain. Paulhus, 12, a student at Queneesh Elementary School is fundraising for a month in hopes of raising $1,000 for the Canadian Cancer Society. In addition to the money raised, she is planning on cutting and donating her hair to West Coast Wigs, a company in North Vancouver who specializes in creating wigs for cancer and alopecia clients. “I’ve had family affected by cancer — it’s close to home,” explained Paulhus, who added her viceprincipal has been battling lung cancer. “Four years ago, I wanted to raise $1,000 and said I would shave
my head bald. I was just short of that, so I got a pixie cut,” she added. This time around, Paulhus is hoping to surpass her goal, and admits she is “kind of excited” about the dramatic change but isn’t scared. A stylist from La Belle Amie on Military Row is donating their time to cut Paulhus’ hair on Oct. 11 at 4 p.m. She noted the first time she held the fundraiser, she was living in Cold Lake, AB, and hopes the Comox Valley might be able to help her surpass her goal, particularly with other fundraising events such as Tour de Rock and the Terry Fox Run happening in September. Comox Valley residents can help out the Comox Valley Food Bank later this month by running, skipping or Nordic walking. The first-ever Nordic Walk/Run/Skip fundraiser for the Comox Valley Food Bank will be held Saturday, Sept. 28 at the Courtenay Airpark. Samudra Weight Loss Health & Wellness owner Kristin Bjarnason, who is also a certified yoga/ meditation teacher, is organizing the event. Though she hopes it may generate interest in Nordic walking as an activity, Bjarnason stresses everyone is welcome to participate. “I did want to kind of showcase Nordic walking just to show people it’s around, but I did also want to make sure everybody felt included,” she says. “So, it’s for everybody, and the food bank is for everybody — I mean, families, children, single people, young people, old people, are all using the food bank…that’s for everyone and this (event) is for everyone.” Participants will meet at the Airpark entrance on 21st Street. Registration starts at 9 a.m. and the Nordic walk/run/skip will start at 10 a.m. Participants can also pre-register at Samudra Weight Loss Studio at 2-625 Cliffe Ave., (which also has an entrance on Sixth Street near Cliffe). Adults can register for $10, low income persons for $2 and kids are free.

The Lensmen kick off jazz season
Welcome to autumn. One of the telltales of the season is the changing colours; another is the return of Thursday Night live jazz at the Avalanche Bar and Grill on Eighth Street. The Georgia Straight Jazz Society has planned another wonderful year of local and regional jazz per-
formers. This Thursday features the Lensmen at 7:30 p.m. The group’s repertoire reaches back to about the turn of the 20th century to the 1940s. They have also been known to play a little jazz beyond the Big Band era with Len Wilkie crooning a la
Frank Sinatra. Some of the oldies but goodies that will be on the program are Bourbon Street Parade, Walkin’ My Baby Back Home, Emily, a beautiful waltz by Johnny Mandel and Johnny Mercer, music by Fats Waller and Dave Brubeck, a Duke Ellington medley, and many great tunes
from the 20s featuring Doc Sumner on banjo. The Lensmen are Wilkie (drums, vocals), Mike Eddy (piano), Al West (bass, vocals) and Sumner (cornet, banjo, vocals). Watch for a weekly press release, or visit www.georgiastraightjazz.com or Facebook for information about

Geoff Kabush of Courtenay was the top Canadian finisher in the elite men cross-country event at the 2013 UCI Mountain Bike World Championships in Pietermaritzb u r g , S o u t h Africa on Aug. 31. Kabush finished his race in 25th place. He KABUSH was was involved in a crash at the start of the race, and couldn’t close the large gap that resulted. “It was a battle out there the whole day,” said Kabush to CanadianCyclist.com. “A really high-speed course, really physical. I came into it feeling I had a chance, fought as hard as I could, but 25th ... not exactly excited about it. I had a near death experience at the start, when a guy laid himself out flat in front of me, and I had to ride over a couple of other bodies and bikes. Slotted in around 20th, but the speed was high just wasn’t able to move up.” The cross-country eliminator race was held Sept. 1, with Kabush taking 26th place. This summer has been an exciting time for rugby in Canada. Our senior men’s team has secured their spot in pool D at the 2015 World Cup by trumping the USA side in two qualifier matches. Canada’s women took home the Nations Cup in the Senior and U20 divisions. Closer to home, the Comox Valley was repre-
sented in the boys U18 and U16 provincial squads, as well as on the girls U16 team as they played at the national championships in Vancouver. With the 2016 Summer Olympics welcoming sevenaside rugby, there has never been a better time to learn, or maybe even re-learn, the sport of rugby. Members of our local rugby club, the Comox Valley Kickers, are gearing up for the fall season and are looking for new recruits in all divisions.
Our mini kickers squad, 6-11 years, co-ed, held their first practice and registration this past Sunday at Village Park in Cumberland. We invite you to bring your kids and give it a try, and learn a little bit about what we do. This growing division teaches kids the fundamentals of the sport and fosters sportsmanship and teamwork above all else. Our Minis will be gearing up to host the Investors Group Strathcona Jambo-
ree at Village Park on Sept. 22 and will be welcoming clubs from up and down the Island. We have junior players, boys and girls ages 12-17, that are practising Wednesdays at 6:30 p.m. at Village Park. The Junior program builds on the fundamentals taught in the Minis program and adds some individual skill and game strategy to the mix. Junior Kickers will play other teams from across the Island on a weekly basis.
All junior teams are set to attend a kick-off tournament at Shawnigan Lake School on Sunday, Sept. 15. Our men’s side will be competing in the Vancouver Island Rugby Union’s first division, after a close third-place finish last year. Our women, who also finished in third place last season, are competing in in the second division. Both teams are looking for new recruits, with the men and women practising at 6:30 p.m. on Thursdays at Fallen

Football camp a success
The Comox Valley Raiders report their 2013 Fundamental Football Camp for boys and girls ages six to nine on Aug. 26-30 was a big hit with the kids. PeeWee coaches Damon Gaudet and Bart Zowtuck put together and implemented a program of fun skills and drills while introducing the elements of football. “As this was such a successful first year for the Fundamental Camp we will definitely be considering running it next year,” a Raiders’ spokesperson said. “Thank you to all the kids, coaches and helpers who participated.” Registration is open for fall tackle football programs at the Lewis Centre (250-338-5371).

Volkers third at U19 Sail Sailing tandem Christopher Volkers of Comox and Stewart Clark of Victoria followed a silver medal performance at nationals with a third-place finish at the U19 Sail Canada Championship on the Labour Day weekend in Vancouver. By earning a spot on Canada’s national youth team, skipper Volkers and crewmate Clark have an opportunity to qualify for the 2014 Youth Sailing ISAF World Championships in Tavira, Portugal. Norris, Cameron tops at GG The Glacier Greens Ladies Club Championship was held Aug. 24-25. With some wind and just a touch of rain on day one, but under blue skies on day two, 22 ladies teed off on a course in great condition for some competitive golf. At the end of day one, Tobi Norris had a three-stroke lead and increased that on day two by four additional strokes, earning her the well-deserved title. Sheila Phillips It is with great sadness that we announce the passing of Shelia Phillips on August 30, 2013. She is survived by her loving children Kim (Elizabeth), Wendy (Joe), Kate (Craig), Andrew and her grandchildren Philip, Kristian, Julia, Devon and Holly. There will be no service at Shelia’s request. Marina Arline Beaudry February 29, 1936 ~ September 3, 2013
Loving wife of Earl for 52 years, treasured mother of Janice and Rod (Scheider), dearest Nana to grandsons, Trevor and Derek. Marina went to her enternal home with Earl, Janice and sister-in-law, Val Simpson by her side on Sept. 3, in Comox. She will be greatly missed by her family and friends. Born in South Algona, Ontario to a family of 14 she was predeceased by her parents, Ernest and Elsie Zadow, sister Annetta (Rudolph), Meta (Don), brothers Delbert (Rita), Milton, sister-in-law, Phyllis, brother-in-laws, Ron, Terry and Willard. She leaves behind brothers Desmond (Ruth), Mervin (Ann), Ronald (Lois), Roy (Marlyne), sisters, Earla, Lorna, Joan (Ernie), Verna & Elaine (Gary), sister-in law, Mona, and numerous nieces and nephews. Marina was raised on the family farm and attended school til grade 8. As a teenager she worked as a waitress in Eganville, Ontario and returned home to assist her mom with family chores. Marina began working at Eddy Match in Pembroke, Ontario where she met Earl. On July 29, 1961 they were wed at Trinity Lutheran in South Algona. She was resided in Pembroke until 1976 and relocated to Alberta with Earl and Janice. In 1985 they moved further west to Comox where she continued to enjoy life and retirement. Marina enjoyed life to the fullest despite her lengthy illnesses. As a devoted wife and mom she kept her home clean & tidy, loved doing laundry, salmon fishing, canning fish and preserves. Her talents included homemaking, knitting, quilting, dancing, she enjoyed playing scrabble and cards especially euchre. Listening to bluegrass plus country & western music were her favorites. Her highlights were travelling to Alaska, Arizona, and visiting family back east. As any typical Nana her greatest highlight was spoiling her grandsons. As her health declined feeding deer on their property was a top priority and daily car ride, of her day. Very special thanks to Dr. Konway, Dr. Camacho, Dr. Fehlau and all ER physicians& nurses, the medical day-care nurses at St. Joseph’s Hospital and the nurses of Comox Valley Home & Community Care who all provided Marina with compassionate care and concern. In recognition of Marina’s life donations to Canadian Cancer society would be held Friday, Sept. 13 at 2pm at Comox Valley Funeral Home Cremation & Reception Centre in Courtenay.

Brian Dennis Perrin April 6, 1947 – August 31, 2013 After a brief and losing battle with cancer Brian has left behind his family, and his many friends to begin yet another journey. Greatly missed and lovingly remembered by his wife Dean, immediate family members daughter Deneige, son Brian, brother David, sisters Dorothy and Dawn, respective spouses, granddaughters Sarah and Jennifer, grandson Rudy, great-grandson William, nieces Erin and Lauren, and nephews Justin, Jesse, Jordan and Gavin. His lifelong friends and extensive combined family relatives will also miss and hold to heart their memories of Brian. A service will be held on Saturday, September 14 at Comox Valley Funeral Home, Cremation and Reception Centre, 1101 Ryan Rd., Courtenay at 11:00AM with a gathering with refreshments and storytelling to take place at the Cumberland Cultural Centre, 2674 Dunsmuir Ave. beginning at 1:30PM. Albert Biley, father, grandfather, great-grandfather and friend, died peacefully in his sleep on August 23, 2013, not long before the fifth anniversary of the death of his life partner, Ruth, who he missed every day. Born in Montreal in 1922, he excelled in math and had a long career working first for Crane and then other companies as a first-rate accountant and office manager. He used his accounting skills and experience to volunteer many hours for the community on Hornby as well as assisting friends with the mysteries of balancing accounts. Albert was a proud veteran, having served during WWII in the Air Force, stationed at Long Beach. He married Ruth in 1944 on Saltspring Island on a leave. Albert built the beautiful house on Hornby at the corner of Brigantine and Gunpowder that was the hub of family and friends who lived in the Galleon Beach area. Their 25 years of “retirement� on Hornby were wonderful, both for them and for visiting family and friends, especially Martin and Nick who spent childhood summers there. Albert was loved and will be missed by family including brother Fred, sister-in-law Leonis, daughter Barbara, son David, granddaughter Lacey, grandsons Martin, Nicholas, Kevin and Jesse, great granddaughter Makenna, and extended family. Special thanks to Dr. Harris, the wonderful nurses and Home Support workers who cared for him in his last days, the Lifeline responders, Barbara’s friends who never failed to step up to assist, and to grandson Nick who came from Toronto to help out in his Grandpa’s last days. Neither Ruth nor Albert wanted a service. formerly Joan Bird (nee Gale) Born January 29, 1925 Davonport North Plymouth England. Died peacefully in her sleep August 20, 2013 Courtenay B.C. aged 88 years. Joan served in the armed forces in England during WWII where she met Maurice Bird. After the war she immigrated to Canada. She was not a “war bride�, she paid her own way. She and Maurice were married in Moosomin Saskatchewan where they raised their family. Joan was the Moosomin Librarian for many years. She became a Canadian citizen in 1969. After Maurice’s death Joan met and married Don Ashley, with whom she moved first to Victoria and then to Courtenay B.C. Joan was predeceased by her infant son David Maurice, her first husband Maurice, (d; May 18, 1993) and her second husband Don Ashley, (d, October 20, 2012), and her daughter Susan Krienke, (d, March 11, 1990). She is survived by her sister Rose Andrews of Rochdale England, her son David (Lynda) of Fernie B.C., Norman (Breezy) of Halifax; her grandchildren Erin (Scott) Hildebrandt of Didsbury Alberta, Cathy Bird (Jon Wiltzen) of Fort Saskatchewan Alberta; son–in–law Raymond Krienke (Kelly) of Fishing Lake Saskatchewan, Luke ( Meghan) Krienke of Langenburg Saskatchewan, Jillian Krienke of Montreal Quebec;. her greatgrandchildren Jacob Hildebrandt and Cadence Hildebrandt of Didsbury Alberta. Also missed by Don’s 5 children (and their spouses), her grandchildren (10) and great grandchildren through her marriage to Donald. Many more family members and friends remember and will miss Joan. The family would like to thank her friends at the Comox Valley Senior’s Village, Doctors Wiens and Winters (Cottage Medical Clinic), and the Comox Valley Hospice Society. Thank you for your love and excellent care of our loved one. Her ashes have been interred in Courtenay B.C.

George left us on a bright sunny day, doing what he loved to do (ATVing) and where he loved life the most (up the lake). George was predeceased by his loving wife Amelia, his brother Jim Yates, his parents George & Edith Yates, and other members of his extended family on the Williams side. He leaves behind his son George (Frances), daughter Marilynne, his much adored grandchildren Tyler and Meaghan (Colin), brother Fred Yates, in-laws Bob Lennox and Lillian Williams, good friend Betty Annand as well as nieces and nephews and many good friends. He loved the great outdoors, hunting, fishing and a good BS around the fire pit. He was often a reliable reference source for local historians. He worked for 43 years in the logging industry, he was a master grapple operator, and much respected mentor for the next generation. He loved his job and often said the best part about the job was the chance to do better every day. George loved talking to people and was always the first one to lend a hand when someone needed something done. Bye for now Pop-Pop. Weed woes worry mom Marijuana use is often treated as a joke in B.C. The province has earned its reputation as a producer of some of the most potent weed in the world. With that comes the wink, wink, nudge nudge of pot smoking here. Many see it as harmless, or even the divine right of those in B.C. to partake. The woman who came to the Parksville Qualicum News office in tears this week does not see it that way. She is at her wits end trying to get help, or some kind of positive attention, for her son, who recently turned 16. She’s disappointed with the police, who she says knows where the pot-selling houses are located in and around Parksville, the ones where teens can get a baggie-full. She’s less than happy with the school district, who she says knows pot use is popular among local high school students. She’s angry with the Ministry of Children and Families, who she says is enabling her son by paying for him to rent a house in Parksville and giving him a clothing allowance. It’s one thing to chuckle and turn a blind eye to adults who smoke pot. Should society turn a blind eye and laugh when 12 year-olds are smoking marijuana? There are challenges in doing any story like this (hence it’s being done, in a fashion, in this opinion space). The Ministry of Children and Families, the school district and the RCMP, mostly for the right reasons, aren’t going to talk to us about underage people. Part of this mother’s frustration was the fact provincially-funded treatment facilities are generally for those 19 years of age and older. “He is going to be so far gone by the time he’s 19,” says the mother. Now, we don’t know what the boy’s home situation was or his history. But it does sound like he could use some help. Zoning out most days on weed isn’t exactly anyone’s idea of a healthy or productive life. It’s even more sad when a young person does it before he/she has even had a chance at an education or career or trade or hobby or love life or pursuit of anything, frankly. —Parksville Qualicum News

School parking issues spark worry Dear editor, On Sept. 3, the first day of school, a 15-year-old child in Toronto was killed by a dump truck while walking to school. I read this story while watching the comings and goings on my street which is across from Queneesh Elementary. Being the closest street to the school, it is a favourite place for parents and some school personnel to park. The issue is the congestion with vehicles parked too close
to the stop sign and crosswalk and vehicles encroached into driveways making backing out a nightmare. I also noticed that this year there are many neighbourhood children walking to school. The situation is even worse after school because parents do not have the option of picking up their children in front of the school in the “drop off” zone that they use in the mornings. Therefore, they park and wait for their
children. I am concerned about this issue and fear that a terrible accident is imminent. There is no reason to create congestion and safety issues as there is plenty of parking further down the street. You love your children and care about getting them to and from school safely. Dear editor, As we watch our children head off for the start of another school year, we should pause and consider the state of education in the rest of the world. While we Canadians enjoy one of the best education systems that exist, globally, 57 million children of primary school age still remain out of school. The Global Partnership for Education is the only multilateral partnership that exists to help bring down that appalling number. Over the last decade,
it has put an additional 23 million children in school, trained 413,000 teachers, constructing more than 37,000 classrooms for boys and girls. Canada helps fund this program, and so these numbers are an example of Canadian tax dollars making a big difference. But the numbers are still sobering: globally, 66 million girls are not offered any schooling at all, far fewer than boys. When girls get an education, they are six times less likely to be married off as children, and have 2.2
fewer children. The Global Partnership for Education is slated for funding renewal, and it’s imperative that our Federal Government increases its contribution. Compared to the economic return, the cost of educating children is small, and girls especially need our help to bring much needed changes to backward and illiterate communities. If that’s not super scary enough, when OctoMom passed on the right side, a mom with a child in a stroller was entering the cross walk at the fire station. That Mom was
smart — with keen eyes, she anticipated what was going on. As OctoMom screamed by us both, we shared a stunned glance. In the next few days, our RCMP friends are going to be checking all school zones, rec centres and parks to slow motorist down by giving big fat tickets to people who break the law, to get all of us ready for school. I have some friends at our wonderful RCMP station. As well as asking them to protect our kids by slowing down our drivers, I’m going to ask them to keep a eye out for any ‘catnappers’, if I hear any news or leads, I’ll call you first! Dear editor, This letter is in response to Carl Munn’s piece in the Aug. 15 edition of the Record. I am a driver and I am also a cyclist. I know how annoying and even dangerous it can be when cyclists do not exercise adequate safety by failing to wear the proper protective gear or failing to obey the rules of the road. I agree it happens, and all too frequently. And, like you, it bugs me too. But c’mon Mr. Munn, you’re only looking at half of the picture. What about motorists? What about you? I’m not suggesting at all that you have ever transgressed as a driver. I do not doubt your driving record is impeccable. But some might find it hard to believe if you told them you have always come to a complete stop at every stop sign, or have always obeyed the posted speed limit. Even if you happen to be the perfect driver, it remains a fact that there are lots of drivers out there who do take liberties daily with their safety and the safety of others. As a driver I find it annoying at times, and downright dangerous at times. As a cyclist it becomes outand-out life threatening.
While cycling I am constantly fearful of this type of driving behaviour, it is augmented on occasion by a blatant disregard for safety demonstrated by some drivers. As a result I strictly avoid cycling in town, and limit my riding to rural areas. But it is still not without its risk because of the persistent attitudes of some drivers who have a bee in their bonnet about cyclists. And all it takes is one. My wife and daughter have both been struck by cars in town while cycling. Each was hit while riding solo within a designated bike lane, while wearing a helmet and brightly coloured clothing in broad daylight; struck by drivers who passed them and immediately made a right turn directly in front of them. ICBC faulted the drivers. So don’t lay all your condemnation on the cyclists. You and I and everybody else have their piece of responsibility in this. I would like to close by thanking all those drivers and cyclists who do appreciate the importance of safety and who do follow the rules and respect everyone’s right to safe passage. Local poet launching first book at Rhodos Friday
On Friday, Sept. 13 2013, local poet Neil Lemke will be launching his first book of poetry at Rhodos Coffee in Courtenay (364 8th Street, Unit 103). It will be an evening event a n d w i l l r u n from 7 to 9 p.m. Fing e r food Lemke will be provided by Rhodos as well as a pay-as-youorder coffee bar. Neil and his wife, Carrie, will be reading from his poetry and copies of the book will be available for purchase afterwards. The cost will be one copy - $20, two copies - $30. Neil was born in Australia and moved to Canada with his family when he was 12 years old. He loves nature, brown trout, Jack Russell Terriers, the night sky and the love of God. Neil’s book, The Fields of Life: a poet’s journey, brings together selections from 26 years of writing. His publisher, Natalie Fuhr-Salvatore (Elation Press) describes the writer’s work with these words:
“The Fields of Life: a poet’s journey stirs and inspires; it is a full-bodied work that engages the mind and spirit. Powerful images from inspirations such as nature,

The SOS (Support Our Seniors) Comox Valley has been asked to put on a second presentation of the research done by Pam Willis on what residential care looks like from the perspective of front line care aides. The presentation is on Wednesday, 7 p.m. in the Seniors’ Lounge of the Filberg Centre. A total of 52 care aides from Glacier View, the Views, Cumberland Lodge and Comox Seniors Village participated in the research. SOS wants to work with the workers and management in the future to get the government to raise the staffing rates in line with the Ombudsperson’s recommendations.
