Trial begins for driver who killed Pitt couple by M on i sh a M ar ti n s staff reporter

The trial for a driver charged with killing a young couple in Pitt Meadows three years ago began Monday with the defence highlighting poor lighting and confusing signage on Lougheed Highway as factors that contributed to the horrific crash. Rebecca ‘Beckie’ Dyer, 19, and her boyfriend, Johnny De Oliveira, 21, were killed around midnight Oct. 19. 2010, when a Toyota driven by Andelina Hecimovic skidded sideways over a concrete median, flipped over and landed on top of their Suzuki Swift. The couple, returning home from a Justin Beiber concert, died instantly. Hecimovic, now 26, walked away with minor injuries. She is facing two counts of dangerous driving causing death. ‘Paranoia’ prompted hostess kidnapping Ian Campbell was high on crack cocaine when he abducted girl, 17: lawyer by M oni s ha M ar tin s staff reporter

A man who kidnapped a young waitress from a Maple Ridge mall at gun point in January blamed crack cocaine for fueling his crime spree during a sentencing hearing Monday in Port Coquitlam Provincial Court.

Ian James William Campbell smoked cocaine all day when he abducted the 17-year-old hostess from Westgate Centre on Jan. 19. Her identity is now protected by a publication ban. It’s the only explanation for his bizarre behaviour, Campbell’s lawyer, Sandy Ross, told Judge Garth Smith. Campbell, 25, has pleaded guilty to four of seven criminal charges, including using an imitation firearm, assault causing bodily harm, unlawful confinement and theft. The 25-year-old has been in custody since he was arrested in Van-

couver Jan. 22 by members of the Vancouver Police Department’s Emergency Response Team and Ridge Meadows RCMP’s Street Enforcement Unit. His arrest came after a public appeal by police for tips in the violent abduction. The ordeal for the teen began around 8 p.m. Jan. 19, when Campbell approached her outside the Fox’s Reach Pub during a work break. The court heard Campbell told the teen he needed help to start his broken down Cadillac sedan. The girl went to help him. But

when Campbell got into her car, he pulled out what she believed was a gun. He yelled: “If you don’t cooperate, I will blow your ... brains out.” He then forced her to drive out of the mall in her red 1993 Honda Civic to a secluded area on Blackstock Street, where he punched and strangled her repeatedly. Campbell also tied the teen’s hands with a dog leash and smashed her cell phone when he Monisha Martins/THE NEWS discovered it in her jacket. ’Old friends’ struck down by lightning by Phi l M elnyc h u k staff reporter

B

arbara Rice refers to them as her boys, Jake and Hawk, two good horses who she pampered and coddled and who, in return, helped her through tough times.

But now they’re gone, struck down by a freak, fast summer storm that let loose on the Lower Mainland Thursday, creating chaos in the hour in which it touched down. Rice boarded her two horses – painted-quarter-horse crosses – at a property on 246th Street near Dewdney Trunk Road. The pair, along with Tina Ranger’s horse, Doc, a former standardbred race horse adopted from the Greener Pastures Society, died after being struck by a lightning just after 3 p.m. “Usually, when we have thunder and lightning storms, they head for other shelters. I don’t think they had a chance. They were under there because it was raining. That was it,” Rice said Friday. She owned Jake and Hawk for about nine years and doted on and cared for them. “It was they who kept me going through my cancer.” She is still getting treatment for that, as well as fybromyalgia. “They helped me. They gave me a reason to get up in the morning.” Both were gentle creatures. Jake was her son Jesse’s horse. Jake didn’t care how close people got to him and, it seemed, would have jumped into Rice’s lap, if she would have let him. When she hugged the horses, they returned the affection by bending towards her. “They were spoiled. They were glorified lawn puppies. They had a really good life. “You rehash it back and forth trying to think, ‘could I have done anything differently?’ “There is nothing. “My horses are what kept me going, and now they’re gone. It’s just a stupid freak accident.” There was one streak of luck though. Fifteen minutes

before the lightning struck, Rice’s friend was in the same spot, photographing the horses. Local veterinarian Stephanie Jeanneret got to the property soon after the lightning hit and saw the animals. “They just looked like they dropped dead. There was no sign of any movement. No

sign of any struggle.” It’s the first time she’s seen such an incident, although she’s heard of it previously. “It happens. It’s super rare.” It’s hard to say what kind of advice to give owners of animals. If a barn is properly built with a ground connection, it will be safe during a thunder storm. But many

shelters are flimsy and might not offer much protection. The storm was caused by a low-pressure system off Oregon’s coast, bringing monsoon-like rain and thunderstorms to parts of southwest B.C. A man working on the property told Rice it looked like lightning hit the ground near the tree the horses were huddled under. The shock could have travelled through the ground, hitting the animals then the tree. After the strike, the man waited for the horses to come running. “There are no horses. They were all dead. “I still can’t believe I’m looking at a picture and thinking, ‘they’re all gone.’ It’s like a real bad joke.” Maple Ridge fire chief Peter Grootendorst said horses could be more vulnerable to electric shock because their wide stance allows more electricity to travel through their bodies through their four hooves. Rice doesn’t know what she’ll do now, if she’ll get another horse, although she’s had a lifelong connection with the animals. But she wants something good to result from the deaths.

People who want to help should just donate to the animal rescue shelters, such as J & M Acres Horse Rescue or Greener Pastures B.C. Standardbred Horse Adoption Society, which adopts out old race horses. “Save somebody else,” she asks. “There are so many animals that need help.” Tina Ranger, who lost Doc, says the same thing. Doc used to be named As Noted during his seven-year-career as a harness race horse. “Doc was my buddy, my steady confident companion who has left this earth in a tragic flash of lightning, and my heart hurts for the loss. He was my big animal friend, I could take anywhere and trust with anyone.” Ranger had another horse on the property, a mare called Kat, who was in a different spot when the lightning hit and survived the storm. She’s now missing her three stablemates. In the aftermath of the strike, when the three horses were still there, Jeanneret gave Kat a mild tranquilizer, then let her walk up to her mates, so she could say goodbye. “It was heart wrenching,” said Rice.

Driver confused? Trial from front

Dyer and De Oliveira were two blocks away from their home when they were killed. Hecimovic lived about a kilometre away, on Meadow Gardens Way. Crown witness Cole Prpich was ahead of the couple in the westbound left turn lane on Lougheed Highway when he heard a loud screech just as he turned onto Harris Road. The screech was quickly followed by a loud bang. When Prpich looked into his rear view mirror he saw Hecimovic’s Toyota on top of the Suzuki Swift. The Toyota rolled again and landed near the curb. Prpich told the court he didn’t see where the Toyota had come from. Investigators allege Hecimovic, then 23, was driving aggressively when she crashed. She allegedly passed traffic stopped at the light by driving in a designated right turn lane and lost control of her car after hitting an island. The crash took the roof off De Oliveira’s car. A diminutive young woman wearing glasses, Hecimovic listened attentively from the prisoner’s box in New Westminster Supreme Court as her lawyer, Dimitri Kontou, picked apart testimony from Crown witnesses. She was novice driver at the time of the crash. Kontou insinuated a driver could easily think the right turn lane on Lougheed Hwy. did not end at Harris Road, but instead continued across the highway. He noted there were at least four other arrows on signs as you approach the intersection, including one pointing to a winery, another indicating directions to the airport and a third for a truck route. Kontou also noted there were no arrows painted on the highway, only a small 8x10 sign saying “Right Lane Must Turn Right.” Kontou also pointed to several obstructions at the intersection, including a concrete wall and a grey metal box. The families of Dyer and De Oliveira say the trial is forcing them to relive the ordeal. Crown is expected to call witnesses who saw Hecimovic driving aggressively that night, as well as a traffic reconstructionist.

Family hoping for maximum sentence Kidnapping from front

She ripped a gold cross from him during the struggle and escaped to a nearby house. Campbell’s lawyer stressed to the court that the gun his client was using was fake. “He did not have the intent or actual ability to use a firearm, said Ross, explaining Campbell only kidnapped the teen because he was paranoid and panicked. “He took this step because he wanted to get away from the mall. Campbell has little recollection of what he was holding, although Crown revealed he had purchased a cap gun and a dog leash from a dollar store earlier in the day. Ross claims his client’s crack cocaine use brought on the paranoia. Campbell believed he

was being chased by drug dealers. His paranoia was so intense that he eventually believed the teen was involved with the imaginary drug dealers and that’s why he attacked her. “You have an offence that is very unusual, said Ross. “In that it is not motivated by robbery, sexual assault or extortion, but rather as a result of paranoia or drug ingestion. After his arrest, Campbell wrote a letter to apologize to the teen and her family. “He has been extremely apologetic and remorseful from the start, said Ross, adding Campbell entered guilty pleas to avoid re-victimizing the teen by putting her through a trial. Defence asked for a

provincial sentence of two years less a day, plus probation for Campbell, a sentence that’s considerably lower than the three and half to five years in prison requested by Crown. Campbell has an extensive criminal record that begins in 2002, when he was a still a youth. It includes convictions for dangerous driving, as-

sault and fleeing from police. In a victim impact statement read by Crown prosecutor Jay Fogel, the teen described how her wounds she sustained during the assault left her unable to walk or bathe for a week. She still has an ugly scar on her leg that’s a constant reminder of the kidnapping. She has

Inmates eat hallucinogenic plant Twelve inmates from a Maple Ridge women’s prison were taken to hospital Sunday after they ate a hallucinogenic plant. The women ingested seeds from Angel’s Trumpet, a noxious, fragrant flowering plant, which they found on the grounds of the provincial prison off 248th Street. The first inmate was spotted by corrections officers “under the influence of a substance and hallucinating around 10:30 p.m. Sunday, prompting an investigation that revealed she wasn’t the only inmate who was poisoned after eating the plant. All the inmates spent the night in hospital. The last inmate returned to the prison at 9 a.m. Monday. “It is B.C. Corrections’ No. 1 priority to maintain a safe and secure environment for staff and inmates, said spokesperson Marnie Mayhew. “Any injury or use of a substance in this manner is a great concern, and we are taking this incident very seriously. B.C. Corrections removed all traces of Angel’s Trumpet from the grounds, but are also searching the prison grounds for other plants that might have hallucinogenic properties. The grounds of eight other provincial prisons are also being checked. “Despite available supports and strict protocols, people with addictions will take extraordinary measures in an attempt to become intoxicated, said Mayhew.

She often has anxiety and panic attacks. “Financially, this incident sucked, considering I had saved up for over six months to buy my first car, which I had no longer than three weeks, said the teen. “I used to be so outgoing, carefree and trusting, and now

I’m none of the above. I spent the last six months of high school afraid of the world. The teen still can’t leave a place or walk to her car without company, “even if it’s a friend’s house or just the driveway. “I am hopeful for the future, but I think it will be a long time – time I will never get back – to feel comfortable and safe again. Outside court, the teen and her family expressed disappointment at the short sentence Camp-

THE NEWS/opinion News Views

Making sense Dana Larsen and Sensible B.C.’s campaign to force a referendum on the future of marijuana laws in this province is underway, giving British Columbians the opportunity to have their say on the future of the pot industry. British Columbians are already getting the message: A 2012 Angus Reid poll found that 60 per cent of residents support legalizing the drug. They know that by doing away with pot prohibition, the provincial government will be able to tap into a huge tax revenue stream, police forces will be able to focus on more meaningful work, and we can make it harder for kids to get their hands on it. B.C. has the opportunity to be a leader in the recreational and medicinal marijuana industry by moving to tightly regulated, agricultural production model, coupled with strictly-controlled sales to adults. The B.C. cannabis industry is estimated to generate $6 billion annually, all tax-free. An industrial farming model, as opposed to the current hodge-podge of poorly renovated basements and attics currently used to grow marijuana, will bring the cost of production down drastically thanks to economies of scale. This will in turn remove most of the financial incentive for casual growers to keep their own plants. Opponents of marijuana legalization have long pointed to pot as a “gateway” drug, that its use often leads to harder drugs. This is partly true, because the same unscrupulous individual who is selling pot to teenagers is also likely selling harder, more addictive drugs like meth amphetamine, cocaine, or heroin. Marijuana is only a gateway drug in that it leads users into the seedy world of black market drug sales. Interestingly, a recent University of Florida study appearing in the Journal of School Health found that alcohol use was the biggest predictor of future hard drug use, not marijuana. So bring the sale and production of marijuana out into the open, and you will take it out of the hands of dealers, thus taking away their ability to introduce harder drugs to our kids. This will also have the effect of making it harder for minors to buy marijuana. Drug dealers don’t ask for ID, and they aren’t mandated by the government to close down by a certain hour every night. Organized crime is a product of prohibition. The legalized, tightly-controlled sale of marijuana will generate tax revenue and take power away from organized crime, making our streets safer and protect our children from greater harm. – Black Press

Curing a community cash crunch VICTORIA – Local politicians from across B.C. are in Vancouver Sept. 16 to 20 to take part in the annual Union of B.C. Municipalities convention. There will be trivia reported as news, such as the cost of B.C. Views hotels. Suggestions Tom Fletcher to license mobility scooters or lower speed limits to 40 km/h, dreamed up in Vancouver Island retirement locales, will be rejected by delegates from the rest of the province. Serious discussion will revolve around a report by a UBCM executive committee to reshape the financial relationship between the province and local governments. If this proposal gets the support it deserves, Premier Christy Clark’s government will be asked to undo a couple of decades of political meddling in that relationship. One problem for local governments is that they depend on property tax, a stable source of revenue but one that has no relationship to the property owner’s ability to pay. It tends to load costs onto lower-income groups such as seniors and renters. Economic growth results mainly in increased corporate and personal income tax revenues as well as sales taxes, which aren’t shared with local governments. One key proposal is to return to a system of revenue sharing grants introduced by the Social Credit government in the 1980s. They were funded by one

point each from personal and corporate income tax and six per cent of sales, fuel and resource tax revenues, thus increasing in years when provincial revenues were strong. The UBCM proposal is to put a share of provincial revenues into an infrastructure bank, to be distributed by the organization on a more stable basis. Saanich Mayor Frank Leonard, one of the authors of the report, uses a basketball analogy to describe the current system of federal-provincial grants for road and bridge projects. It’s a “jump ball,” where communities have to apply to a fund when it’s offered and then see who gets it. Even if a community wins the jump ball, they may find themselves with costs inflated by a hot construction market and an arbitrary deadline to get the job done. Then there are new regulations imposed by senior governments. The most dramatic example these days is a 2020 federal deadline for Greater Victoria to construct land-based sewage treatment. Even with federal and provincial cost sharing, this project is going to land heavily on property tax bills, including those of pensioners and poor renters who will have it passed on to them. Leonard points to another arbitrary system, provincial facilities that pay grants in lieu of property taxes. Saanich is home to the University of Victoria, a community of 25,000 people that needs water and sewer service, as well as police and fire protection. Saanich gets an annual grant in lieu of property taxes of $120,000 for UVic, enough to cover wages and benefits for one cop and maybe some gas money.

Cariboo Regional District chair Al Richmond, co-chair of the UBCM committee, is concerned about new water and flood protection legislation the province is preparing to impose. His district and others like it have thousands of kilometres of riverfront, with relatively few property owners. Interior communities also want B.C. Hydro to pay something for power lines, as is now being done with some aboriginal territories.

“Local politicians will be expecting a sympathetic ear from the new version of the B.C. Liberal government.” Local politicians will be expecting a sympathetic ear from the new version of the B.C. Liberal government. Former Quesnel councillor Coralee Oakes is the new community, sport and cultural development minister, with direct responsibility for local government issues. And one of the original members of this UBCM committee was former Langley City mayor Peter Fassbender, who is now minister of education.

The News/letters Is this how ALC will be run from now on? Editor, The News: Re: Call for N. Lougheed review (The News, Sept. 6). I found recent comments by an Agricultural Land Commission staff person regarding the recent North Lougheed Connector decision to be offensive. A citizen has taken the initiative to request a review of the decision by the ALC to allow development of the connector and attendant mall. But instead of her request being handled in a respectful manner, it was brushed off by a commission staff member. A request for consideration can be accepted if “evidence not available at the time of the original decision has become available,” and that is precisely the case here. A City of Pitt Meadows staff member, who was intimately involved in the handling of this issue at Pitt Meadows city hall, is related to one of the landowners who stands to benefit financially from the removal of his property from the ALR. This information was not available to the public at any time during the years that this process has been taking place. Under provincial conflict-of-interest legislation, not only is an actual conflict an issue, but the appearance of conflict can also be problematic. It’s certainly arguable that there is an appearance of conflict in this case. Instead of giving the citizen the respect she deserves for exercising her legal rights, the ALC staff person makes a public pronouncement that her reconsideration “won’t get very far.” How unprofessional. How about considering her request within the confines of the ALC, then submitting a respectful response to her request? There is a lot off concern these days about government intentions with regard to the future of the ALR. I would hope that this ALC response doesn’t indicate the way business is going to be conducted at the ALC from now on. Michael Sather former MLA Maple Ridge-Pitt Meadows

Have you never gone to a natural history museum or read anything on the topic? • Brendan West: Your article is an excellent example of what happens when one has an overabundance of confidence paired with an incomplete elementaryschool education. • Michael Rowe: I had no idea the public education standards in British Columbia had plummeted to quite that level. Mental illness a broad spectrum Editor, The News: Re: Warehousing mentally ill is cruel (Sidewinder, Sept. 6). Thanks go to Mr. Macdougall for discussing Riverview. While I find the use of terminology like “Draconian” and “reopening the Black Hole of Calcutta” more than a little inappropriate, he makes many good points concerning the history of mental health treatment, and how we have gotten to where we are presently. Unfortunately, his article completely fails to understand what is presently being discussed, and proposed, with the upcoming resolution at the Union of B.C. Municipalities. The shift to small community-based facilities for the care and housing of those suffering from mental illness has had some great successes. There is no question that it has improved the lives of many, and that it should be expanded and continued. It is also true that there has been a “failure of successive provincial governments to live up to its funding promises that has allowed thousands ... to fall through the cracks ... ” Mental illness, like physical illness, covers a broad spectrum. Some levels of illness, whether mental or physical, can be optimally managed in a community setting, some require hospitalization and specialized treatment. Statistics show that, in B.C., we are short by more than 500 psychiatric hospital beds. This number is derived both by the numbers recommended by the Canadian Psychiatric Association and as compared to the national average. We also have fewer psychiatrists per capita, with the longest wait times for urgent consultation, than in any other province. At the same time we spend more per capita in B.C. on mental health than in any other province. The Riverview grounds offer a beautiful setting for a first class centre of excellence for mental health care. The grounds have heritage status for the magnificent flora and arbors. The community of Coquitlam is willing to embrace their use for mental health care. Much of the infrastructure is already in place, including three lovely lodges that were built there in the last decade. Most of the old buildings are beyond repair and construction of new facilities would be required. Many people who suffer from more severe mental illness, given proper treatment at a facility, such as is being proposed, could the transition back to community living. A small subset require ongoing, or permanent, highlevel treatment, care and housing. No one is calling for a return to the

‘old days.’ The upcoming resolution: “Therefore be it resolved that the provincial government immediately begin to undertake all necessary action to reinstate Riverview as a modern Centre of Excellence for mental health care and support.” This is a very complex and emotional subject and I appreciate the opportunity to discuss it. We must learn from the past, recent and not so recent, and continue to evolve and improve our care for those who suffer from mental illness. Please note, this letter reflects my personal views, and while council supports the resolution this letter is not an official response from mayor and council. Bob Masse Maple Ridge

Their community Editor, The News: Re: Warehousing mentally ill is cruel (Sidewinder, Sept. 6). It’s shameful that the folks with severe and profound mental illness who are not able to care for themselves, the ones that “fell between the cracks,” are left to “fend for themselves” on the street – disgraceful and cruel. And you think in group homes they are not medicated and have restrictions or locked-up? At Riverview, they had phenomenal care and there were lots of excellent programs for them – parades, BBQs, walking programs, music therapy, occupational therapy, pastoral care, alcohol and drug counselling, dances, art programs, horticulture programs, Finny Gardens, recreational hall, general store, access to telephone, lots of outings, medical care, dental care, hairdressing, cloths, footwear, hygiene products, bathroom sink/toilet/bath, warm clean bed, three healthy meals per day, snacks, and caring compassionate qualified health care professionals dedicated 100 percent to helping them. The bus came many times daily, practically to their door, so they could go places and return safely and, importantly. They had grounds security for “their protection” while on the grounds. Their community, where they lived, their home, was all based in the most beautiful peaceful landscape in British Columbia. Steve Tretick Maple Ridge

The stigma Editor, The News: Re: Warehousing mentally ill is cruel (Sidewinder, Sept. 6).

Coming 39 years ago here to B.C. from the Netherlands, I do look at some aspects differently than people who grew up here. I never understood how a hospital for people with mental illness could just close. If this would have been a hospital for people living with cancer or AIDS, would there have been a outcry? I have worked in my old country in institutions for people who are mentally challenged. We did not close those down. They were updated. After 40 years, I went back to one of those and was amazed. All the big buildings were torn down, new apartments were built. Some people do very well living in the community, others do not. The Riverview grounds are beautiful, so why not break down all the old buildings and build new ones? I do agree with Mr. Macdougall that our government did not do the followup in the communities that it should have done. But I do know people who left Riverview to live in the communities and lost the work they did have while living at Riverview, and nothing was available for them to work while in the communities. Why was there not a public outcry over closing Riverview? Because of the stigma, or because we do not understand – and don’t want to understand – what mental illness does to people? Why do our police officers not get proper education how to deal with mentally ill people or any other problems that people have who live on the street? To become a RCMP officer, the training is only six months, with no psychology training. So why not educate our police better how to deal with real life? Just some questions that I have. Geeske de Boer Poker Pitt Meadows

Learn from the past Editor, The News: Re: Warehousing mentally ill is cruel (Sidewinder, Sept. 6). Mr. Sandy Macdougall’s article has a catchy title. I agree that community-based programs and facilities are better than large facilities such as Riverview. I wonder which is more cruel, though – letting the mentally ill wander on the streets until small facilities are built, or placing them in Riverview? The way we run the facility is more important than size and age of the buildings. The past dark days don’t hint at future dark days, as we have the nature to learn from the past. We really appreciate return of son’s wallet, but ... Editor, The News: I would sincerely like to thank the man who, with his daughter, stepped out of his parked car outside the Tim Horton’s ,on 224th Street in Maple Ridge to retrieve my son’s dropped wallet. It was amazing to see him return to his car with the

wallet, clear out the cash contents, then dutifully hand it to the two police officers who were on bicycle patrol in the parking lot. While I honestly appreciate the fact that you handed the wallet over to the policemen, I cannot, for the life of me, understand, how

you could so easily take the money out of the wallet, in front of your daughter, and think that that was acceptable behavior in front of your child. Oh, did I forget to mention, you were caught on surveillance camera, so thankfully, my son was able

to retrieve his wallet from the police station. I am thankful for the return of my son’s wallet, with all his identification in it, but sad that your daughter had to witness your lack of moral conscience Phil Thomas Maple Ridge

Agency offers district $1 million by Neil Corbet t staff reporter

Maple Ridge received a million-dollar offer to partner with a new agency in recycling, but councillors appear to have been put off by a tight deadline and the take-it-or-leave-it nature of the deal, In May 2011 the province made industry responsible for recycling of packaging and paper, with a goal to raise the recycling rate of this material from an estimated 50-57 per cent up to 75 per cent. A notfor-profit agency called Multi-Material British Columbia (MMBC) was established to develop a stewardship plan to collect, process and re-sell the recycled material. This week, councillors across the province are arriving back at city halls after a summer break to find they are facing a Sept. 16 deadline to accept a proposal that would overhaul their city’s recycling services. The dollars are significant. On June 17, MMBC offered the district an incentive of $40.25 per household, which would be more than $1 million in Maple Ridge. The district has been given three options: • take the incentive and continue collecting recyclables, essentially operating as a contractor for MMBC, which would then sell the recycled materials – which is a valuable

commodity once collected and sorted; • decline the offer and get out of the recycling business – leaving MMBC responsible for curbside collection in the district; • ignore the offer and continue with the 41-year-old recycling program in Maple Ridge. At Monday morning’s council workshop, a number of councillors and staff members were harshly critical of the MMBC pitch. “We’re being treated like a contractor, as opposed to a partner, in this process,” Frank Quinn, general manager of public works and development services, said in objecting to the proposal. “Even though MMBC had three years to deal with this, the recommendations are coming weeks before the deadline,” he added. “My first reaction is to say, ‘no, let’s stay where we’re at,’” said Coun. Al Hogarth. “They’re trying to make a one-sizefits-all program, which just doesn’t work.” “And they haven’t even addressed the main issue here, and that’s the reduction of this stuff,” he added. “We should be screaming at the top of our lungs: ‘You guys are way off track.’” “They brought it together at the final hour and put the pressure on us, and that is totally unacceptable.” Coun. Mike Morden echoed those concerns. “I would never sign a contract like that in business,” said the chiropractor. “You can’t follow the

money trail,” said Morden. “Do we know the financial bottom line change for the people of Maple Ridge? Can we even estimate that? “We need to strive for 100 per cent recycling, and this doesn’t address that.” Quinn recommended a response that could see the district accepting the financial incentives, but negotiating a contract with more favourable terms. Coun. Corisa Bell disagreed, saying that would send mixed signals. “They’re just getting us one step closer to where they would like us to be.”

“I think we have a phenomenal program that meets our community’s challenges.” Coun. Al Hogarth Hogarth shared her opinion. “I think we have a phenomenal program that meets our community’s challenges,” said Hogarth. “I want them [MMBC] to stay out of our back yard.” Kim Day, executive director of the Ridge Meadows Recycling Society, said last year the sale of recyclable materials covered almost half of the $3 million budget for the local program. Residents pay just $35 per household each year for recycling, and get weekly pickup.

BUDGET 2014 CONSULTATION

The MMBC plan would offer bi-weekly pickup, she said. The local recycling society’s operation in the Albion Industrial Park employs 62 people, including 26 adults with developmental disabilities. “The concept of extended producer responsibility is good – make them responsible for the costs,” said Day. “There’s some concerns with the way they’re choosing to roll out the program.” MMBC Managing director Allen Langdon said there are different contracts for communities based on their size, but they are generally uniform. “We have tried to use standard terms to ensure we are treating all our collectors the same,” he said. The deal is not nonnegotiable. “There are parts of the contract we’re willing to negotiate, but we’re essentially procurring services.” Langdon said municipalities are being given right of first refusal for curbside collection, then the service will be put to competitive bids. He conceded that the tight time frame given municipalities is an issue, but added “we’ve already had a number of municipalities accept the offer.” Langdon said MMBC will have an annual budget of $100 million, which will be incorporated into the cost of goods. Council was scheduled to finalize its response at Tuesday night’s meeting.

Ridge Meadows RCMP are alerting homeowners to a rash of break-and-enters in Maple Ridge and Pitt Meadows that have resulted in cars, electronics and jewelry being stolen. Between Aug. 1 and Sept. 3, 63 break-ins were reported to police. “Our citizens can help by observing anyone in your neighbourhood who is acting suspicious,” said Cpl. Alanna Dunlop. “We urge you to call police right away and report this suspicious activity.” In a majority of the cases thieves entered the houses by breaking in through the garage. Other homes were accessed via an unlocked side door or window. Dunlop said in other cases, thieves got into the house by breaking into vehicles and stealing the garage door remote. The most common items that were stolen include cars, if keys were readily available. Bicycles, dirt bikes, jewelry and electronics such as iPods, laptop computers and video game consoles were also stolen. RCMP say that houses throughout the community are targets. Investigators have identified suspects and say they are older than your stereotypical B&E

thief who is usually young man between the age of 15 and 25. Dunlop said some of the break-ins have involved a woman. “Ridge Meadows RCMP have identified a number of prolific offenders who we are targeting,” she added. • Anyone with infor-

Security tips You can prevent a breakand-enter by taking a few precautions. • Don’t leave empty cartons in your carport, yard or driveway. You are advertising the fact you have a brand new flat screen tV, laptop, or other desirable object to steal. • Keep your doors locked even though you may just be in your back yard. It doesn’t take long for a thief to slip into and out of your home. • Close and lock all windows each time you leave your home. • If you have an alarm, ensure to set it before you leave home. • Do not keep ladders or tools outside of your home. If it can be used to gain entry into your home, keep it locked up and out of sight. • Always keep your vehicle locked even if it’s parked in your carport or driveway. Don’t be fooled into thinking your vehicle is safe. • Ensure your garage is secure. this includes any side door(s) you may have. A

mation is asked to call Ridge Meadows RCMP at 604-463-6251. To remain anonymous call CrimeStoppers at 1-800-222-8477 or leave a tip online at solvecrime. ca. CrimeStoppers will pay a reward of up to $2,000 for information leading to an arrest and conviction. quick check at night before going to bed can assure this has been done. • While on vacation arrange for someone to shovel snow or mow the lawn and park in your driveway. It’s ideal to have someone you trust house-sit for you so your home is still lived in while you are away. If this is not possible make sure your home looks lived in. • Use timers on indoor lights and tamper-proof motion sensor lights around the perimeter of your home. Lighting is the most effective crime prevention tool since criminals do not want to be seen. • Keep your vacation plans off social networks like Facebook. It is easy to gain access to personal information once it’s entered onto Facebook or another social network. • Make sure your house number is visible during the day and night. In an emergency, you want emergency crews to find your house number as soon as possible. • Install a peephole to see who is at your door before you open it.

Organizing a new Terry Fox run, without key volunteer by Nei l Corbe tt staff reporter

The Maple Ridge and Pitt Meadows Terry Fox Run goes again this year, same time, and same place, if not a bit more

crowded than usual. The local run suffered a huge hit this year in the loss of longtime organizer Sandy Wakeling, who died of cancer in July. He and Betty Levens have been organizing

the run for approximately 12 years. “He was totally committed to the Terry Fox Run. If you needed something done – ask Sandy,” said Levens. “He was one of those people who knew everybody, so he knew who to ask and what to get.” Volunteers are key to Terry Fox runs across the country. Fox always refused corporate sponsorship, and one of his wish was that the legacy runs be organized by unpaid community workers. Wakeling endured two prior battles with cancer before this summer. “He was a very sincere man, a family man, and he was very involved in his community.” Together they helped to give the run its best fundraising effort ever last year, as it raised $34,830 for cancer research. Some 600 people took part in the event. Registration for the run opens on Sunday at 8:30 a.m. at Hammond Stadium on Westfield Avenue, and coffee will

out on the 5/km course. Those who want to do the 10/km run will run two laps of the course. Instead of doing the warm-up in the field at Hammond Stadium on Westfield Avenue, runners and walkers will get ready in the parking lot. The District of Maple Ridge’s rebuild of the field has it fenced off, so the work can get done. Levens said the total impact of the run can’t be measured simply by the dollars raised or the number of people who participate. Many local people attend the older and larger run in Coquitlam, and she recently learned that the Terry Fox runs put on by local schools raise more than the community run when their donations are combined. Levens wants to at least match the amount raised in the 2012 event. Last year, the Terry Fox Run lost another volunteer Fred Elder, who died of cancer in August 2012. The losses hit their fellow volunteers hard. “We were all knocked back a bit by Sandy,” said Levens. “But it (the run) is going to go, and it’s going to be good.” Since it first started in 1981 the Terry Fox Run has raised $600 million. It is the world’s largest single-day fundraiser for cancer research. In accordance with Fox’s wishes, it is volunteer based, non-competitive and has no corporate sponsorships or incentives. Fox’s initial dream for his Marathon of Hope was to raise $1 million.

A half-way house in Whonnock Looki ng Bac k by Fred Braches

You are invited to attend a Development Information Meeting where representatives from Campton Services Corp. will present details on Official Community Plan Amendment and Rezoning Application (RZ/087/08)

SEPTEMBER 19, 2013 7:00 to 9:00 PM Yennadon Elementary School 23347 128th Ave, Maple Ridge

“W

illiam Nickles ... kept a ‘half-way house’ – halfway to Harrison Mouth [Harrison Mills] from New Westminster and one mile above McMillan Island,” reads a passage in John Gibbard’s 1937 MA thesis on the early history of the Fraser Valley. William Nickles was in reality Wilhem Nickels, but his name was rarely written that way. Nickles, or sometimes even Nickols, is the Anglicized version mostly used. Coming from Germany, he was taught the so-called “Fraktur” script and he probably was not able to read North American handwriting. In the document related to the land on which he built his halfway house, his surname is shown as “Nickales,” and he made no attempt to correct the spelling when he signed it with his name in German script. Wilhelm Nickels was one of only a few pioneers settling in the Whonnock area before B.C. joined the Canadian Confederation in 1871. His land claim on the shore of the Fraser River was registered on March 28, 1870, and his preemption of 160 acres was registered as Lot 326. A short time later, part of that land was assigned to the Kwantlen Reserve to the west, and in compensation Nickels was granted an additional 31

Development Information Meeting

Contributed

First surveyor’s sketch map of Nickels’s land. acres, Lot 329, to the east of his original claim. That is where Spilsbury Street is today. In 1875, Wm. Nickels, having met the requirements for improvement to the land and residency, received the “certificate of improvement,” on which basis the Crown granted him the land in 1879. As he was a registered landowner, his name, in a variety of spellings, appeared on the Maple Ridge voters list during those years. John Gibbard’s information on Nickels and his half-way house comes from an advertisement in New Westminster’s semi-weekly Mainland Guardian. The advertisement first appeared in the publication of Dec. 7 – 1870, and was repeated in several following issues. It says that Nickels’s half-way house was ready to accommodate travellers, and the guests were promised good meals at all hours as well as a choice of

groceries and clothing. But the establishment may have done more than just obliging the weary traveller. From city directories, we know that selling liquor sale was Nickels’s business. In New Westminster, he was involved and probably the owner of a bar called “Poney Saloon” (1877-1878), and the directory of 1880-1881 shows that he traded in liquors. However, Nickels’s business ventures did not seem to flourish, as on Feb. 2 – 1880, he signed a legal contract with Frances Spilsbury for a loan of $150 with an undefined “ ... part of Lot 326” as security. For the signature of the mortgage agreement on Monday, Feb. 2, he travelled from Maple Ridge to New Westminster. We come across Nickels’s name, as W. Nickols, in the Feb. 4, 1880, issue of New Westminster’s Dominion Pacific Herald, where his eyewitness account of the Haney Slide

that occurred on Friday, Jan. 30 is published. The contract Nickels signed with Frank Spilsbury called for quarterly payments, but before the first payment was due in May 1880 the mortgage was released. The reason could have been because Nickles returned the $150 earlier than expected, but it is more likely that he had sold his land to Frank Spilsbury. The mortgage agreement of 1880 shows Francis Spilsbury as a resident of New Westminster, but in the following year, as shown by the Canada Census of 1881, he lived in Whonnock. Wilhelm Nickles, or William Nickles, disappears from local history. Perhaps he left the province, forever. Fred Braches is a local historian who lives in Whonnock.

New exhibition featuring 13 leading craft artists

T

he new fall season at the Maple Ridge Art Gallery opened on the weekend with Celebrate Craft!, an exhibit featuring the work of 13 outstanding artists who work in fibre art, clay and mixed media. The exhibition is a tribute to artists who have brought their work to the level of ‘master’ craftsman or artisan. Talk to any serious crafts person about the seemingly capricious nature of the kiln, dye pot or medium they work with, and you soon realize that even the most experienced craft artists still occasionally contend with disappointing results after hours of fruitless effort. But for some, it is the unexpected and often unforgiving nature of their medium that drives them forward Local ceramic artists, Judith Burke and Junichi Tanaka have been showing in distinguished professional artist spaces throughout the Lower Mainland and beyond for many years, but are rarely shown in their own community. The Maple Ridge Art Gallery is proud to be able to show their work along with other leading artisans from various locations throughout Metro Vancouver, said curator Barbara Duncan . Part of the impetus for the exhibition came through the Craft Council of B.C.’s invitation to public galleries in the region

Okanagan artist Alex Fong leads a workshop Sept. 28, 29 The Garibaldi Art Club hosts an intermediate watercolour weekend workshop with world renowned artist Alex Fong at the end of the month. Fong has developed a personal style that has since become his hallmark. His paintings are a kaleidoscope of light and colour – a bouquet of wonder and whimsy, says Lyn Thomas with the Garibaldi Art Club. The sense of delight that accompanies the Okanagan artist’s work draws the viewer in for a closer look. His translucent, impressionistic paintings are distinguished by a parade of coloured flecks that he calls “confetti” which represent his celebration of life. The result is an exquisite balance of spontaneity and grace. Though Fong’s artistic vision continues to evolve, his works reflect a fresh and youthful outlook. Fong will be demonstrating his watercolour techniques to create bold, beautiful, translucent watercolour while assisting participants with their watercolour technique at a two-day workshop Sept. 28 and 29. The Garibaldi Art Club was formed in 1959 by a group of artists who got together in their homes to paint. Since then, the group has met in the

Scarves, books, soft sculpture and ceramics reveal fragmentary but beautifully rendered hand-drawn forms that speak of an edgy, dream-like landscape. Julie Pongrac’s ethereal three-dimensional knitted vessels and garments truly inhabit the territory of what is increasingly

referred to as ‘soft sculpture’. The fact that some of her knitted pieces are wearable seems ancillary, given their power as objects in themselves. Her style is frequently botanical in inspiration with inventive flourishes amidst a reliable pattern repeat that provides structure to her knitted forms.

ccessing groceries or cooked meals can be challenging at the best of times, and for seniors those challenges could translate into serious health problems. The Maple Ridge Pitt Meadows Community Services group of volunteers recognizes this and is doing whatever they can to get food to this community’s elderly. Whether it’s through its Meals On Wheels program, their Community Meal Delivery program or the grocery part of their Better At Home program, MRPMCS is working to get good food to North Fraser seniors. MRPMCS program director Joanne Leginus says Meals On Wheels and Community Meal Delivery are similar programs. Meals on Wheels delivers hot, nutritious meals, prepared by the Ridge Meadows

But Leginus says the meal delivery serves other purposes as well. “A lot of the seniors that we deliver meals to live alone and, for some of them, our volunteers are the only contact they have,” she says. The News/sports Flames retool as season set to open Section coordinator: Neil Corbett 604-467-1122 ext. 216

sports@mapleridgenews.com

Add four Ridge Meadows minor hockey products to start season by T i m Fitzg e r ald contributor

Player turnover is inevitable in a developmental league like the Pacific Junior Ice Hockey League. For Ridge Meadows Flames coach and general manager Jamie Fiset, it’s what you turn over and find to plug in those holes that determines the team’s success. As the Flames get set to kick off their season against the Grandview Steelers Friday, 7:30 p.m. at Planet Ice in Maple Ridge, Fiset said consistency will be a key component if they hope to make the playoffs. Fiset said while his team played well at times last year, there were too many games where players took the night off. He said this year’s Flames need to commit to playing smart, disciplined hockey night in, night out if they hope to have any playoff success. “Our biggest focus is we need to win the battles on a nightly basis. We can’t take shifts off if we expect to win. Too often last season we got outworked,” he said. Last season the Flames finished third in the Harold Brittain division with a record of 16 wins against 21 losses, two ties and five overtime losses. The team bowed out in five games against the Aldergrove Kodiaks in the first round of the playoffs. While he expects his team to embrace a stronger work effort, Fiset is also hoping for a little luck this season. The coach said injuries also limited his team’s play last season. “I think we played three games last year where we had a full line-up. It’s hard to win without consistency.” That lack of consistency was evident in the scoresheet last season, as the Flames scored 138 goals in 44 games while giving up 197. With high expectations and a first-round playoff exit last season still fresh in his mind, Fiset wasted little time rebuilding his team. He said he wanted to get younger and faster. Fiset dealt Matthew Bissett, the team’s leading scorer with 25 goals and 16 assists in 43 games, to the defending league champion Richmond Sockeyes. Bissett also chipped in with eight points in the team’s five playoff games in an opening-round loss to the Aldergrove Kodiaks. Also gone is 17-year-old forward Mitch Plevy, who will suit up for the Chilliwack Chiefs this year in the BCHL. Fiset said he is looking to lean on some of his core returning players in hopes the team can challenge for the division.

Keanu Jarvis (right) of the Ridge Meadows Flames battles a North Vancouver Wolf Pack player for the puck during recent junior B exhibition game at Planet Ice in Maple Ridge. The head coach also said he expects to see a tighter race in their division. “Last year, the playoffs were basically set at Christmas, he said. “I think you’re going to see teams jumping up and down in the standings from week to week. I think there will be more balance.” Fiset said forward Travis Oddy, who scored 12 goals and chipped in with 20 assists, will play a big role for the team’. Fiset said while Oddy’s offensive contributions are important, it’s the 20-year-old’s leadership inside the dressing room that will also be counted on. “He’s a real leader and energy player that will be able to help with some of our younger players.” The head coach is also expecting third-

will all lace-up for the Flames this season. “They’ve all looked very good in the preseason and we’re hoping it continues over the regular season. The team is just excited to get the season started and I think we’re going to play an exciting, entertaining brand of hockey.”

Puck drop The Ridge Meadows Flames will host their eighth annual pregame Tailgate Party on Friday, September 13 at 5:30 p.m. in the parking lot at Planet Ice. Your game ticket gets you a free burger and pop at the team’s BBQ. Game time against the Grandview Steelers is at 7:30 p.m.

year player Marco Ballarin to have a breakout season. The 5’10, 190-pound forward scored 17 goals in the 2012/13 campaign. Ballarin also plays with edge, racking up 90 penalty minuets in 41 games. “If we can play the kind of hockey I know we’re capable of, then I think we can build off the last two seasons.” Fiset also addressed his goaltending in the off season, picking up goalie Tyler Read from the North Delta minor hockey system. Fiset was extremely impressed with the goaltender’s play last week in a 3-2 win over the North Vancouver Wolf Pack. Part of that success will also rely on the newcomers to the Flames, including four local players. Fiset said Nick Maydaniuk, Jake Holland, Joe Olson, and Bailey Germain

Fusion win Musial award by G ar y Ahu ja Black Press

An incredible act of sportsmanship will be recognized as the Fraser Valley Fusion 97 will receive the Musial Award on Nov. 9 in St. Louis, Missouri. During a playoff game in the provincial championships between the Fraser Valley Fusion 97 fastpitch team and the Surrey Storm 97 at Victoria’s Helmcken Park, Shae Domitruk of Maple Ridge and the rest of members’s of the Fusion put rivalries aside after the Storm’s Raelyn Radovich had just belted a three-run home run over the centre-field fence, which tied the game. But while she was rounding first base, Radovich suffered a knee injury. She limped her way around second base and then third, but the pain became too much to bear and she collapsed. Since she had rounded third base and was

And if a teammate or coach was to help her, she would be called out. Domitruk, who was catching at the time, joined teammates Shannon Chick and Kristan Rodrigues to come to Radovich’s aid.

The trio picked her up and helped her cross home plate. The act did not go unnoticed. The team will receive the Musial Award, an annual event recognizing the greatest moments and stories of sportsmanship. The honour is named after one of baseball’s all-

time greats. Stan Musial played for the St. Louis Cardinals for 22 seasons, hitting 475 home runs, 3,630 career hits and won three World Series titles and three MVP honours. He was named to a record 24 all star games and elected to the MLB Hall of Fame in 1969. The Fusion will be the first recipient from outside the U.S. “In recognition of the team’s extraordinary character and selflessness, we have selected the Fusion to be honored,” it said in email informing to the Fusion of their honour. “The remarkable onfield gesture by your team reflects the remarkable acts of sportsmanship we strive to highlight and that personify the class and character embodied by Stan the Man.” The Fusion are hoping to raise enough money to send all 12 players and three coaches to St. Louis for the ceremony. Right now, airfare and accommodation is provided for just two people. “Hopefully we can raise enough for all 15 of us to go receive the award,” said coach Gord O’Grady. “It is not really a two-person award, it’s a team award.” The estimated cost for a ticket to St. Louis is about $800 per person, so multiply that by 13 and it is $10,000 just for the airfare. • To donate go to www.langleysoftball. com/Langley-FastballOnline-Store.aspx. For donations greater than $300, the Fusion will display company logos on their team banner.
