Pool concept revealed

The Vanderhoof aquatic facility is in its fundraising stage: a basic design has been decided but many elements and placement of the centre are still up in the air. The interior image of the pool is not final and not a guarantee that it will look exactly like the sketch. Current design specifications show that the pool has a river, a hot pool which could accommodate about 15 people, sprinklers, a water arch, a rope swing and a lap pool. The preferred site to place the centre is on the east side of the arena, in what is right now just the back parking lot. The new parking lot would accommodate people parking at the pool and the arena and would be shaped quite differently than the current lot. The expected cost to build the pool is estimated to be between

$10- $12 million. “We’re just getting into the fundraising end of it all,” said Steve Little, city councillor and representative on the pool commit-

tee. “That’s where we’re at right now and that should be continuing until we hit our target.” Council is speaking to several people

at the UBCM conference who have gone through similar problems with their aquatic facilities and can help Vanderhoof plan and fundraise for the new centre.

Recycling program rejected Sam Redding Omineca Express The District of Vanderhoof has chosen to reject the provinces Incentive program offered by Multi-Material BC (MMBC) for curbside recyclables collection. If Vanderhoof were to accept the conditions of MMBC then the district would have to purchase a second garbage truck resulting in a net loss of about $73,000/year. And the other option would have been to only

use one truck but this would reduce garbage collection from weekly to bi-weekly. The second option would cost the district about $10,000/year. The Stewardship Plan for Packaging and Printed Paper is concept designed by MMBC after new recycling regulations introduced in the province. The goal is force consumers and producers to pay for recycling and save taxpayers money. But this means that each community must front the cost to get the program up and running. Even the City

of Prince George has rejected the offer. “I’m currently hearing from all the other mayors I met with in the regional district and everybody is responding either that they totally reject or that they would accept it if it was done under different formulas,” said Vanderhoof Mayor Gerry Thiessen. “We’ve heard from no communities who have accepted joining up with their program.” Only the bowl area from the river to Prince George hill has service currently. The district is going to look at what kind of ser-

vice Vanderhoof really needs since when the community was expanding, the decision was made to not collect garbage in the expanded area at the time. “We certainly want to see recycling come to Vanderhoof,” said Thiessen. “If this is a provincial program then it has to meet the needs of communities in northern rural British Columbia. The offer that they gave to us, they said that they were willing to negotiate with us but each time our staff talked to them there was no negotiation.”

Boat launch to change Sam Redding Omineca Express Vanderhoof is looking at moving the boat launch to another, safer, site. The river has a tremendous amount of boat use, it needs a proper facility. “The boat launch at low water isn’t adequate anymore and basically what’s happening is that we’re having people back to the centre of the river in order to get their boats off and on,” said Wayne Salewski, founding Director of the Nechako Environment and Water Stewardship Society. “Combine that with the fact that the cold water intake for the Sturgeon Recovery Centre also in the same location we’re just suggesting that now is a good time to relocate it, to have the municipality provide some leadership on the issue.” “People who feel that they have the opportunity to dune buggy or whatever up and down the river bank, it’s a huge effect on the environment and on the freshwater fish in the area,” said Mayor Gerry Thiessen. “So our hope is to work together with a number of different people to find the best spot.”

Vanderhoof watershed area Sam Redding Omineca Express A number of problems plague the Vanderhoof watershed which in turn effects the whole community. “Certainly the watershed is very important we’ve always thought that,” said Gerry Thiessen, Vanderhoof mayor. “I think the health of our community depends on how we embrace the watershed area.” Wayne Salewski, founding Director of the Nechako Environment and Water Stewardship Society, presented to Vanderhoof town council a number of problems and opportunities for funding in the area. “We’re trying to find partners and identify bigger watershed planning issues that are there,” said Salewski. “And Murray Creek is an important part of our whole program but it’s just one of our 32 streams. We’re working hard in identifying the bigger picture issue rather than just a single watershed.” The Water Stewardship Society has been working with locals for a

number of years to help clean up the rivers and creeks and get them to be healthy fish-bearing systems. The work they are doing for Murray Creek, Wayne wants to replicate for Stoney Creek. Stoney Creek is quite swampy and gross at the moment, and with it placed on several nature paths in the area, cleaning it up is a good image move for the community. “Stoney Creek has a whole whack of problems, it’s bizarre,” said Salewski. “And we want to understand what the watershed is about. So we’re willing to work with Saik’uz, First Nations, Vanderhoof and get a plan together that includes input from the landowners and the community.” “A lot of our work in the last year is in getting NEWSS launched so that’s all the streams under one set of governance. We’ve actually spent the last year and half making funding proposals working with the NEEF management committee in order to qualify for what they’ve designated as $200,000 annually for us.”

These funds could go to the restoration of the creeks but it’s important to remember that Murray and Stoney Creek are only two of 32 streams that the society is looking at in the Vanderhoof watershed area.

Charges laid for assaulting police officer and attempting to elude capture Charges have now been laid against a Vanderhoof man police believe is responsible for committing a series of Criminal Code Offences while attempting to elude capture over the weekend. Ubong David AWAK, a 34 year old man most recently from Vanderhoof, has now been charged with seven Criminal Code offences in relation to a Saturday September 7th incident in a shopping area of College Heights, Prince George. The charges are:

CUPE 4177 strike Sam Redding Omineca Express Fort St. James RCMP are asking for the public’s assistance with a missing person’s case as it marks the six year anniversary and the investigation remains open. Six years ago Bonnie Marie Joseph was last seen by her family in the Vanderhoof area of British Columbia. Joseph was known to be very independent and traveled frequently from her home town of Fort St. James to the Vanderhoof and Prince George areas of B.C. She was last seen by family in September of 2007 and reported missing in December after friends and family had not heard from her. “The RCMP continue to search for answers into the disappearance of Bonnie Joseph,” said Cst. Lesley Smith, North District media relations officer. “We have no leads as to whether Bonnie got a ride with a friend, hitchhiked or took a bus to a nearby community,” she said. “We are hoping someone may recognize her photo and shed some light on this six-year mystery.” Bonnie Marie Joseph, known as “Bonnie M”, at the time of her disappearance was described as: • 31 years old • 5’4” tall • 120 lbs • short brown hair • brown eyes If you have any information in relation to the disappearance of Bonnie Marie Joseph please contact the Fort St. James RCMP Detachment at (250) 996-8269. The local CUPE workers in the school district have not made much progress with the provincial government at the bargaining table. Local CUPE president, Paula Cox, said that they are preparing for the worst. “Most of the 57 CUPE locals in the province have strike votes in place,” said Cox. “We don’t want to use them, we don’t want to go out on a strike, but we will if we have to.” CUPE workers are demand-

ing similar increases that other public sectors have signed onto in the last few years which included a two per cent wage increase in each year. “We’re looking for a fair and reasonable contract that’s in line with other public sector recent settlements in BC, said Cox. “Basically we’re looking for a two per cent increase in each of the two years and no concessions.” “We don’t feel that we should have to buy our own wage increase. We’re going back to the provincial table, I’ll be back in Vancouver on Monday and

hopefully we’ll be able to hash out a deal while we’re there.” The CUPE workers contract expired on June 30, 2012 and there hasn’t been a raise for them since 2009. Cox worries that with the cost of living going up, hydro rates going up, and everything else is increasing leaving the CUPE workers behind. “What we’re asking for isn’t even catchup,” she said. “It’s stay where you are already if you can.” CUPE locals will give three days notice before withdrawing labour and establishing picket lines.

Marijuana grow op bust On the morning of Thursday, Sept. 12, RCMP busted a marijuana grow operation on Pinchi Road near Fort St. James. After an investigation of the property, RCMP had been issued a search warrant, and in the process of executing the warrant, found the 67 marijuana plants as well as four pounds of dried marijuana. One adult male was taken into custody by the RCMP and has since been released on a promise to appear in court. RCMP are recommending charges of cultivation of a narcotic and possession of a narcotic to the Crown. RCMP estimate the plants would have produced around the equivalent of 6,700 joints.

B.C. municipalities conference Sam Redding Omineca Express The Union of BC Municipalities conference (UBCM) kicked off on Monday, September 16 which means four busy days for Vanderhoof’s councillors. The point is to network with government officials to get input and ideas on problems in communities like Vanderhoof. There are several important topics that councillors will attend that could help shape what Vanderhoof will look like in the years to come. “We’re going to be talking to the Minister of Forests, Lands and Natural Resources,” said Gerry Thiessen, mayor of Vanderhoof. “Certainly forestry in our community is a big thing, we’ve applied for a community forest and we’re working with L&M on securing that. Also we have a couple of mills in our area where fibre supply is a big issue.” Councillors will also speak with the Minister of Sport Coralee Oaks about the new swimming pool. “There’s some pretty interesting conferences to go to, said councillor Brian Frenkel. “I think a lot of legwork starts at these conferences, the heavy lifting is done when you get back on projects and things but I think we go to meet next week ministers of forests, sports, tourism and culture. Both the Minister of Advanced Education and the Minister of Education will also be resources for Vanderhoof to tap in regards to new facilities for the College of New Caledonia. “The facility is totally inadequate and there’s a plan that has asked for a new building to be built in Vanderhoof so we’re going to be talking to Minister’s Virk and Fassbender on that issue.” Council will also speak with Minister of Justice Suzanne Anton about new berms to be built in Vanderhoof in order to mitigate potential floods. So councillors will be rushing from meeting to meeting in Vancouver from September 16 to 20. Thiessen said that it’s possible that he would have 14 hour days fully booked with conferences, meetings and workshops. The councillors voted back in August to pay the transportation fees for councillors’ spouses to attend the UBCM conference. “This has always been the practice in the past

that spouses who are able to attend do attend. This year I think only one spouse can attend,” said Thiessen. “It’s a huge time commitment to be at council, they give their time, their evenings and we work right through dinner hour and right into the evening so I think there has to be one period of time that spouses are able to just be part of the group and get a better understanding of the responsibilities that their partner has.” The spouses don’t receive any per diems or any coverage other than transportation.

Seniors Connected Program Expands Submitted In 2009 the Seniors Connected Program (SCP) was nothing more than wishful thinking and the services that it now provides are a dream of ‘what ifs’. It is now an excellent service for seniors and elders made possible through a vision that originated with Volunteer Vanderhoof, an initiative of the Good Neighbours Committee. The Good Neighbours Committee (GNC) is a partnership between the District of Vanderhoof, Saik’uz First Nation, School District No.91, the College of New Caledonia-Nechako, Regional District of Bulkley Nechako - Area ‘F’, and the Vanderhoof Chamber of Commerce. GNC also has close linkages and member representatives from Omineca Safe Home, Nechako Valley Community Services Society, and individual members from the arts and social services sector. The GNC was formed in 1999 and has been instrumental in addressing racism and exclusion in Vanderhoof, Vanderhoof rural, and the community of Saik’uz. The community has benefited from the many projects/events initiated by the GNC and the important works that have been completed. The Seniors Connected Program was incubated by the College of New Caledonia until recently and partially funded by the United Way of Northern BC. Debra Bishop, Program Coordinator for Seniors Connected, has ensured that all seniors and elders in community have access to the program and are provided with opportunities to socialize with their peers through organized activities and outings; supported with home visits; and, as available, coordination of transportation to medical appointments, shopping trips and other activities. The District of Vanderhoof supported an application for funding through the United Way of Northern British Columbia (UWNBC) and the

The Seniors Connected office is now housed on the lower level at Riverside Place and facilitated through Nechako Valley Community Services Society (NVCSS). “We are delighted that we can continue with our services of Outreach, Transportation, Day Trips, Workshops and Bingo, as well as supplying resource information,” said Bishop. She looks forward to continued partnerships with the Good Neighbours Committee, College of New Caledonia and New Gold-Blackwater Project. New Gold-Blackwater Project sponsored day trips and Northside School provided the bus and driver for the trips. New partners such as the Vanderhoof Public Library and Enbridge will allow the program to further expand into the community. Thanks to Enbridge’s donation of computers, a mini computer lab at Riverside Place (on the lower level) is now available with hands on workshops being planned in the near future. The community has benefited greatly from the program and based on current expressed need, the program will continue to grow. Fiona Lamprecht, Riverside Place Administrator welcomes the opportunity to work more closely with the program and Debra Bishop, Seniors Connected Program Coordinator. She said: “the benefits of a program dedicated to the well-being and improved Quality of Life for seniors and elders in community has multiple positive ripples and we are excited to be housing this program as a separate community program within Riverside Place.”

Bills come due at BC Hydro Tom Fletcher Black Press VICTORIA – When Christy Clark became premier in 2011, one of her first priorities was to delay steep increases in BC Hydro rates. BC Hydro was heading to the B.C. Utilities Commission to apply for rate increases totalling 32 per cent over three years. This, obviously, was a problem for an unelected premier whose single message was that she was good for families, and who faced an election in two years. The government’s Mr. Fix-It, Rich Coleman, first tried to delay a couple of expensive seismic upgrades, adding to the long history of political fiddles that pushed off expensive problems. BC Hydro’s engineers soon convinced him that if the creaky old Ruskin and Campbell River dams were to bust in a quake, it wouldn’t be good for families downstream. Coleman scraped up some internal savings in the vast utility and met Clark’s pre-determined target of keeping rate increases below four per cent in the pre-election period. Mission accomplished, as George W. Bush might have said. Then last week, an August working paper on the need for BC Hydro rate hikes was leaked. It showed BC Hydro making a case for new increases totaling 26 per cent over two years. The leak came via the Canadian Office and Professional Employees local 378, the BC Hydro inside staff union that has a history of mostly juvenile attacks on the B.C. Liberal government. Bill Bennett, the current energy minister, spent the next couple of days repeating to anyone who would listen that this initial proposal had already been rejected, and that work was well along to make the rate increase more palatable. Perhaps it’s back to where it was in 2011. COPE 378 and the NDP played their rehearsed roles. Both tried to blame the situation on private power contracts. The union and its political front are less concerned about rising power bills than they are about holding onto the state monopoly on electricity generation. Energy industry lawyer David Austin calculates that of the proposed 26.4-per-cent increase, about 3.5 per cent can be attributed to BC Hydro buying power from private sources, at prices competitive with new public power sources such as the Site C dam. Most of it comes from the overdue repairs to those old dams, other costly projects including the addition of turbines to two Columbia River dams, and deferred debt from previous political meddling.

In August I reported that as many as 20 of BC Hydro’s existing private power purchase contracts will be cancelled or deferred. This was also seized upon to portray private power as the root of all evil, both financially and environmentally. In fact the attrition rate on these projects has always been about one out of three. This is what happens when the risks of expanding the

provincial electrical grid are shared with private investors. These run-of-river and wind projects were promoted to maximize clean energy sources, as well as to spread the grid to remote areas. This was Gordon Campbell’s climate change strategy. Then came the gas boom. Clark seized upon liquefied natural gas exports as the key to future prosperity, and the government soon de-

clared burning gas “clean” as long as it facilitates LNG production. Bennett now acknowledges that gas-fired power plants are an option for the future. They are cheaper than hydro, small or large. Bennett’s two tasks are to supply industry with cheap power and get consumer rates under control. It looks as if the gas is being turned up, and Site C is moving to the back burner.

I saw a sign that told me this was Stoney Creek, the sign went on to say what a wonderful creek it was and everything but from where we were standing it looked like a scum filled pond of slowly moving ooze. I later learned from Wayne Salewski, the founding Director of the Nechako Environment and Water Stewardship Society or NEWSS, that Stoney Creek is just one of many projects that need attention in the

Vanderhoof area. Murray Creek being another. Seeing the barely moving sludge that is Stoney Creek made me think the same thing that tourists or visitors to the area might think, what a mess. If there is work to be done that could clean that river up then let’s do it. Taking care of the watershed area of a community like Vanderhoof is essential. Vanderhoof lies in what was once a lake, back in prehistoric times, and that’s left it with quite a few bodies of water to take care of. The health of the community is directly tied to the health of its water. Without clean, beautiful water the community could scare away potential residents who may think to themselves. why is the water this way inside the town borders? And why can’t we fix it?

Now that many of our youth are back to school it is important to remember that being oneself, and expressing oneself can be very difficult to do under peer pressure. There are so many negative and unrealistic expectations of our youth today that it can be hard to be true to yourself. Many adults too have never had the chance to discover themselves and instead have ended up living the life they thought they should be living rather than the one they are meant to be living. Individual self-expression is integral to being self aware and to progress in personal development. By better knowing yourself, you are better equipped to foster positive self-esteem and create more authentic relationships. There is only one you, even if you dress and look the same as a sibling or best friend. Consider these ways to express individuality and empowering your life: 1) Have a hobby: something that brings you joy, there are many classes, courses and free activities to do, just look around and find your passion 2) Form your own opinions while respecting others, allow others to develop as well or else you are attempting to turn them into you. 3) Own your choices and be responsible for your thoughts, feelings, actions and relationships. A simple long forgotten trait is knowing how to apologise. If you make a mistake, own it, learn from it, and do your best to make it right, otherwise that baggage is carried with you throughout your life, (even now., right your past wrongs, you have grown since then and many people feel guilty by the things they may have done as children when they knew no better, you know better now) 4) Follow you dreams, letting dreams die is accepting death, live and become alive again 5) Practice what you preach, nothing worse than living alongside a hypocrite or worse getting advice from people who will not take their own. It takes time to get to know yourself, but life is worth living to the fullest!

FACILITATOR STRONGSTART CENTER Parents/Caregivers and Children (Ages 0-5) 24.25 hours per week The StrongStart Center is a program at Mouse Mountain School for the school year September 2013 to June 2014. O ensure that the activities available for the children reflect the stages of child development and encourage creativity and language development; O plan and prepare participant-oriented activities and daily circle times that involve stories, songs, movement, etc; O make connections with service providers in the community and facilitate referrals for families where necessary; O make connections with the school personnel to facilitate a smooth transition for families into the formal school system; and, O attend training sessions as offered by district or local organizations. Qualifications: O A certificate, preferably a diploma in Early Childhood Education; O Training and/or experience working with children in the 0-5 age range; O Training and/or experience working with parents/adults in a facilitative role; O Personal qualities including excellent interpersonal and communication skills, the ability to be culturally sensitive, reactive, collaborative and resourceful; O Training and/or experience working with families experiencing multiple challenges (poverty, abuse, addition, cognitive challenges such as FASD); and, O A clear Criminal Record Review prior to hiring. Seniors day trip to Fort St. James Sam Redding Omineca Express Seniors Connected brought many seniors to Fort St. James on August 29 to visit the historical site and enjoy a day outdoors. There were 49 people on the day trip, riding buses donated by Northside

Church. Elders from Vanderhoof and Saik’uz enjoyed the day trip. Debra-Ann Bishop, Seniors Connected coordinator, said that it was a beautiful day and that comments like: “Awesome’, ‘thank you’, ‘doing things as a group is great’ and ‘let’s do another day trip’, rang in the air.”

“Being able to honour our Seniors and Elders and provide for them at no charge is such a privilege and great pleasure,” said Bishop in an email. “Thanks to the support New Gold provides and others; it is appreciated beyond words.” The Seniors Connected office is now housed on the lower level at Riverside Place and facilitated through NVCSS.

Bishop’s program includes outreach, transportation, day trips, workshops and bingo as well as supplying resource information. Bishop would like

to thank partners GNC, CNC, New Gold and Northside Church. And new partners such as the District of Vanderhoof, Vanderhoof Public Library and Enbridge.
