Greater Trail goings on Trail Staff West Kootenay Advertiser

No smart meter opt out for village Sometimes there’s power in numbers but not for FortisBC customers in the Village of Montrose. Resident Mario Como approached council last week with an impassioned plea to Mayor Joe Danchuk to unite the village to opt out of the utility company’s 2014 smart meter program. “We had the vision of a moratorium in Montrose,” said Como, delegated to speak on behalf of “concerned citizens of Montrose. What I would like to see is opting out for all of our community and send a clear message to Fortis.” Como cited health concerns related to the radio frequency technology used to “read” the wireless meters, and infrastructure expenses FortisBC electrical customers will inevitably be on the hook to pay. “The village has the responsibility to resist high pressure tactics by providing sanctuary against the harmful effects of radiation and protecting human rights,” said Como, adding, “only as a whole community are we able to avoid ill health effects, security issues, expenses of wireless metering and misinformation by FortisBC.” In August, FortisBC announced its approval from the B.C. Utilities Commission (BCUC) for the company to proceed with its Advanced Metering Infrastructure (AMI) project next year. At that time, the company

confirmed that customers could choose to opt out of a new meter and its wireless transmissions, but the consumer would have to pay the “incremental” costs, not yet determined, related to the radio-off option. Trail ponders backyard chicken proposal Shawna Erback was hoping for an egg-cellent response from Trail council that would allow her to keep a few backyard fowl. Columbia Heights resident Erback, submitted a letter to the city this summer, asking how to obtain a permit to have backyard hens. However, in keeping with the growing trend of urban agriculture across Canada, there may be a coop d’etat already happening in the Silver City. “There are so many people who already have hens hidden in their yards in Trail,” explained Erback. “Hopefully someone can review this so that we can have our hens out in the open.” Although the city’s current animal control leaves no room for cracks in its rules, council is considering taking another look at Erback’s request. The topic was addressed at the Governance and Operations Committee (GOC) meeting Monday, and Coun. Sean Mackinlay laid down the open-minded approach council chose to take regarding the keeping of cluckers. “This is something that last came up in 2008,” said Mackinlay. Continued on P. B8

‘Those who can, do. Those who can do more, volunteer.’ So it is inscribed on the handout literature for the BC Association of Hospital Auxiliaries’ Kootenay Boundary Area Conference, 2013, hosted by the Castlegar and District Chapter on September 13. The Castlegar Community Complex was the scene of the conference and a group of about 150 was present for the event. Reports were delivered by presidents of the various local groups in the region, and a featured presentation by Erica Deines focused on the value of effective communication. Deines’ skill set is ideally suited to someone intent on helping an organization function more efficiently. “I’m a chartered mediator,” she informed. “And I do a lot of conflict management training.” Deines heads a not-for-profit outfit

Where can we go if we know how to communicate well with our volunteers?” Of key interest to the local community were some notable figures as revealed in the report submitted by President Nettie Stupnikoff, including the fact that 13,333 hours had been volunteered in 2012. As examples of the localized benevolence, the society orchestrated donations totaling $50,311.03. Equipment purchases amounted to $28,853.23. The society supported the local food bank to the tune of $2,000; the Hospice

society by $1,500; as well as bursaries and scholarships adding up to $2,500. Included in the report was

Voyagers on the Columbia to pass through Trail (and Castlegar) art harrison West Kootenay Advertiser

It has been many years since one could look out over the Columbia River and take in the sight of a 30-foot voyager canoe being paddled upstream but it’s something local residents will be able to see again. The Voyages of Rediscovery uses canoeing in school kids’ education. The program facilitators are journeying up from the mouth of the Columbia at Astoria, Oregon, to the source in Canal Flats. The

five guides oversee the river-based program and are paying tribute to the West Coast salmon – blocked from historic spawning grounds by the Grand Coulee Dam. The group is currently on the river on a multi-day camping trip with children from the Spokane Indian Band and will be moving on to Kettle Falls, Washington afterwards. “We’ll be there for two months carving the canoe with the kids at the high school,” said Adam Wicks-Arshack, guide and environmental educator

five dugout canoes over the past year but has been primarily using the “Salmon Savior,” a 21-foot ponderosa pine, carved at the

Wellpinit middle and high school on the Spokane Reservation and an even larger 33-foot cedar canoe, the “Crying Salmon,” which was carved by the students of the Inchelium school on the Colville reservation. “The idea behind the canoes and the river expedition is to bring the salmon back to the upper reaches of the Columbia River,” said Wicks-Arshack. “We carved these canoes with thousands of students who’ve had the salmon removed from their culture by the Grand Coulee

Dam.” The group expects to be in the Canadian section of the river by early October and will be coordinating a welcoming event in Trail with the Columbia Basin Trust at that point. “The idea is to bring the Columbia River Treaty in front of the public and raise awareness of the river’s ecological health,” said Wicks-Arshack. “Maybe even bring the salmon back to Canada.” For more information on the Voyages go to http://voyagesofrediscovery.blogspot.ca

Twenty-ninth in an (almost) alphabetical series on West Kootenay/Boundary place names. For decades Castlegar ranked as one of West Kootenay’s most perplexing place name mysteries, right up there with Howser, Passmore, and Waneta. But unlike those others, which remain unsolved, its origin has been definitively established. Turns out the answer was there all along — just obscured. The story of how Castlegar got its name, and how it was lost for a century, is so remarkable that we’ll devote a few installments to it. The short answer is that it comes from the Irish ancestral home of the townsite’s founder. Castlegar, Ahascragh, County Galway was erected around 1815 by Sir Ross Mahon, and was the third home by that name on the property, where the Mahons settled in the late 17th century. The name, which is also found in several other places in Ireland, is derived from the Gaelic caisleán gearr, meaning “short castle.” Sir Ross’ grandson Edward Mahon (1862-1937) came to B.C. from England to make his fortune in real estate and mining. With brothers John and Gilbert, he owned several claims in the Nelson and Slocan mining divisions. In the year of 1891, Mahon bought the

ranch that would become north Castlegar from Albert McCleary, who pre-empted the site three years earlier and operated a ferry across the Columbia River. In 1897, with construction of a railway between Trail and Robson West imminent, Mahon decided to create a townsite. On May 22 of that year the Nelson Miner reported: “A new town is to be established at the terminus of the northern extension of the Columbia and Western railway, on the west bank of the Columbia river and opposite Robson. The site is better known as the McCleary ranch, a tract of land admirably situated for the building of a town. The new burg has not yet been named.” Provincial land surveyor Henry B. Smith laid out Castlegar on November 15 and deposited the plan at the land registry in Rossland ear-

ly the next year. The avenues originally followed a mining theme: Silver, Nickel, Copper, Granite, Quartz, Iron, Steel, Galena, Cobalt, and Platinum, plus Broadway and Park. The streets were Cedar, Pine, Maple, Elm, and Main. As Castlegar was coming to life on paper, Mahon and his brothers were negotiating with Augustus Heinze, who was building the railway to serve his Trail smelter. On October 12, 1897, Edward wrote in a letter: “We closed with Heinze re: Castlegar Townsite.” The agreement would see Heinze and the Mahons jointly develop the town — or so Edward hoped. But bitter disappointment lay ahead. More on that next week. The Rossland Chamber of Commerce is presenting the Rossland Business Awards—a celebration of business excellence. “We are hoping to showcase and bring together the business community of Rossland,” said chamber executive director Renee Clark. “The chamber would like to celebrate business excellence and acknowledge the achievements of our business community.” The event was well received by the business community last year and the chamber was looking to carry on that momentum, explained Clark. The process is an inclusive one, as anyone in the community can nominate a business or business person in Rossland. Selection criteria and nomination forms can be found on

The overall chart pattern reveals a heated tug of war between the pull of the past and the push towards the future. As is often the case, despite hopes and ideals of a clean break, the past has a way of carrying over into the future. Water meters are coming next year and the way is now being prepared for them. City council approved a request for funding for locating water system infrastructure in Grand Forks in preparation for installation of water meters in 2014. “We don’t know where some of the on/off switches are around our community,” said Mayor Brian Taylor. “We really need to know that for the operation of the city.” Otherwise, if something happened in a house and there was water running, it would keep running until the water system contractors could find that shut-off

valve, which could take some time if it was not located beforehand. Taylor said that about 20 per cent of the shut-off valves in the city are hard to locate. “We’re going to address those difficult to locate situations and shut-off valves so that when we come to putting in the water meters we’re not charged extra by our contractors because they can’t find the shut-off valves,” he said. The cost of locating all of the shut-off valves is expected to be $96,000. The entire cost of the water meter installation is expected to be $1.2 million, which will come from gas tax revenue, as will the preliminary work of location shutoff valves.

The West Kootenay Climbing Association, for a second year, held its rock climbing festival in Robson near the Lions Head Pub on Saturday, Sept. 14. Vince Hempsall an organizer and executive member of The Association of West Kootenay Rock Climbers (TAWKROC), a non-profit organization with a mandate to support and promote the responsible development and maintenance of safe outdoor rock climbing areas in the West Kootenays, said it was great to have nice weather this year. “It was a downpour last

year,” laughed Hempsall. “It’s great to be able to get people out here so they can see how it’s done and see how safe it is.” A number of lines are located on the 60 metre rock face behind the pub and the group spent the morning making access easier by removing a lot of overgrowth at the base of the climb. Hempsall said the event is meant to promote the activity in the region. A raffle set up with prizes of climbing gear and outdoor supplies acts as a fundraiser to purchase hardware for the many routes in the West Kootenays. The Pura Vida Foundation is hosting a documentary night to raise money for a shelter to support abandoned and severely abused girls in Peru. Three years ago the foundation’s Nathan Beninger started making a documentary about a little Peruvian boy with one leg — Ricardo’s Story. The filmmaker spent two weeks in the community in which the boy lived documenting his struggles. “I thought this was an interesting story to tell,” said Beninger, a photographer by trade who first went to Peru to capture its natural beauty. Instead, he became captivated by the struggles of that country’s poor and what he could do help. Ricardo’s story is common. His family lives in extreme poverty with food not available for several days at a time. His father abuses rubbing alcohol. Still, school is very important and Ricardo’s mother carries him there. For him, it’s a four-hour round trip. Beninger revisited the story this year as students at St. Jerome’s University in Waterloo, Ontario fitted the boy with a

prosthetic leg. “The film’s second part is awesome. It shows him running around for the first time, playing soccer,” he said. “It was gratifying to see such a positive change for this boy. I really did something cool for this kid’s life,” said Beninger. Positive change is something Beninger works for at the expense of luxuries in his own life. It’s often a hard sacrifice considering the work is, at times, very dark. “People give me a hard time because this stuff is so depressing,” he said. “These kids were born and their lives’ paths were set at birth. Here we are changing that path.” While Beninger filmed Ricardo’s Story, he came across the property eventually purchased as a site for a bigger shelter he intends to build to house more young girls need-

ing help. Since 2009, Beninger has been helping a half dozen girls in a smaller shelter in Cusco where he lives with his wife and their young child. “With the girls we have in the shelter, it’s super gratifying because you get to see the change you are making,” he said. The documentary night will include a short film made on the work the foundation is doing through their shelter and the dire need for more space. “We’ve told the social workers hundreds of times that we have no more space, but they still bring us kids and it’s really hard to say no. I’m not going to say no to an 11-year-old kid that’s been forced into prostitution for the last year… if she’s not going to stay with us, I know where she’s going to go and it just makes be feel so bad,” said Beninger. A Freeride Entertainment film called Through Their Eyes about several girls from a shelter’s first trip to Machu Picchu will also be shown. The documentary night will be held at the Prestige on Friday, September 20. Doors open at 6 p.m. and the films start showing at 7 p.m. Tickets are $10 and are available at the door.

Mountain guide and Nelson resident David Lussier helped show Victoria Lawrence-Jeffery how to drill holes in the rock and install hangers that were part of a long slack-line that was being set up. “The hanger should be positioned so that it’s in the direction of the pull,” said Lussier. Lawrence-Jeffery was a quick study and in no time had hammered the hanger into place. Though there was a minor incident near the end of the day, involving a young girl falling from a relatively low height, Hempsall said first responders were called out of an abundance of cau-

The aim of the association is to increase access to climbing areas through the building and maintenance of trails, stairs and relay platforms.

Welcome to our regular feature introducing the artists behind the sculptures in this year’s Castlegar SculptureWalk. work as the mighty wingspread eagle he displayed last year.

‘The Spirit of Family’ mines a different vein of imagery using the same medium. Inset in a protective enclosure symbolizing the home, greater community, world, and universe, a spirit family rests. The recognizable male and female adult figures bend their heads together touching, front arms entwined together overhead. Their other limbs reach down to grasp the hands of their spirit child between them, their disembodied ends combining with that of the child. The entire work sits on a half sphere, representing the northern hemisphere.

Spring Shine ‘The Spirit of Family’ (soapstone) Last year, Argenta sculptor Spring Shine took home third place in the Peoples Choice award (a tie with Slocan Valley artist Rabi’a) for his majestic eagle appropriately titled Soaring. He returns in 2013 with another soapstone work – ‘The Spirit of Family’. It is a more personal work perhaps, but just as enchanting. Spring has crafted a work that is harmonious, exuding peacefulness and closeness. Tranquil, rendered in beautiful steatite soapstone he has sourced locally, it is as wonderfully balanced a

The sculpture utilizes the open space created within it very nicely, adding to the harmony and symmetry of the work. The upright nature of the work is countered by the half globe that makes up the lower part of ‘The Spirit of Family’. The colours of the soapstone are strongly contrasted when oiled or textured, adding to the loveliness of the piece as a whole. “The figures are deliberately abstract, as they embody rather than represent,” Spring says. “ I’ve tried to capture the importance of family, and its role in the expansion found around them – the home, community, the broader worlds and civilizations.

I experience daily joy as I see the genesis of the inspiration over time. I know that joy is expressed in each sculpture I create.” Viewers will no doubt experience the same pleasure and appreciation he does. Admiring the scope and artistry of the sculpture, the feeling and thought infused in “The Spirit of Family’ is apparent in its warmth and humanity.

Susan Geissler ‘Raincoat Kids’ (bronze) Viewer favourite Susan Geissler returns to Sculpturewalk for a fourth straight year with her playful, joyful sculpture ‘Raincoat Kids’.

‘Raincoat Kids’ is two dynamic bronzes; a boy and girl dressed in yellow slickers and red rubber boots revel in the inclement weather. His booted right foot is ready to stomp an imaginary puddle for the sheer delight of doing so while his sister/playmate arches skyward, arms and fingers spread joyously wide, her tongue stuck out catching the drops as they fall. It is a moment of exuberance that everyone viewing the sculpture can instantly relate to. Who hasn’t been outside on a rainy day splashing in puddles and catching raindrops as a child? Geissler unerringly captures the wonder and innocence of a favourite childhood pastime.

“This work stems directly from my childhood memories,” she says. “Delightful times with my siblings playing in the rain was my obvious inspiration, and I think I’ve captured the simple fun we had in the two children depicted here.” She is considered one of the foremost sculptors of human figures in the United States, and it is easy to see why. Combining her background skills in anatomical drawing and fine arts, Geissler’s sculptures are always wonderfully composed and structured, with the warmth of humanity emanating from them always. Intensive research and the necessity of figurative exactness results in a select number of new works emerging from her western New York state studio annually. Her reputation well established through numerous public commissions, exhibits and displays, Geissler is content to show primarily in galleries and occasional public events such as Sculpturewalk. We are fortunate for her continuing presence here, defined by exemplary human slices of life like ‘Raincoat Kids’.

Her aluminum historical study last year entitled ‘There!’ was a bit of a departure. The figure of a young lookout directing traffic on the Underground Railway for slaves channeling north to freedom was, as all her human studies are, superbly rendered. The traumatic nature of the subject at hand – an enhancement of one figure in her monument to the movement that is permanently installed at Lewiston, New York - and the deliberate lack of colour made it powerful and understandably darker. Her entries here over the years illustrate Geissler’s scope and range in representational sculpture that moves and enlightens the viewer, whether they are whimsical portrayals of everyday life or studies of historical significance.

Inspired by childhood times with her siblings, the piece is reminiscent of the work she displayed in 2010, ‘Ma, Can I Keep Him?’ which portrayed a young girl plaintively holding up a reluctant ginger cat. It won a Peoples Choice award for its emotive resonance. Similarly, ‘The Mom’ two years ago compellingly captured the humanity of the subject, creating an instant bond be-
